Hurricane Sandy damaged the city's lifeguard stations and other structures and caused "significant sand loss at most of the beach areas."
"The amount of sand lost has not been calculated, but the reduction in the width of the beaches is clearly visible," Assistant City Manager Mike Woika said. He estimated the structure damage at less than $20,000.
The Greater Boca Raton Beach & Park District, a taxing authority, has literally been shelling out millions to the city for that purpose for years. Beach re-nourishment was cited as a condition of an inter-local agreement with the city for four new ball fields for the new Spanish River Athletic Facilities at DeHoernle Park in April.
So the subject of who will pay for beach re-nourishment from now came up at the recent Beach & Park District meeting. Hurricane Sandy accelerated the need for beach re-nourishment, "and we need an ongoing agreement and more detailed discussions," with the city, said the district's lawyer and acting director Art Koski.
The district would like a much larger role than just bankrolling projects after the fact, he said, adding planning, timing and availability of grants to the list. "We hope we're looked at as real partners in the next three months as we try to get that together," Koski said.
The federal government and Palm Beach County joined together with northern counties to approach FEMA for hurricane relief, Koski advised commissioners. "But given some of their other pressing needs, I don't think they will find FEMA receptive.
"We should be prepared to come to the realization that projects will have to be funded locally, but at least for the first time we will be involved in the process from the beginning."
"We never financed a large part, $1 million here and $1 million there," said Commissioner Robert K. Rollins. "The last project cost $9 million."
He wanted to know if the city was interested in borrowing money for beach re-nourishment.
Koski suggested short-term bonds. "We already paid $2 million and are requested for another $2 million," he said.

Sgt. Ryan Smith wrote those words in a letter to his wife, Gena, nine days before his Humvee ran over an explosive device in Karbola, Iraq. It was Jan. 17, 2006, and he was on his second tour in Iraq.
The Wounded Warrior Project is helping Ryan recover and return to civilian life.
Beaches Habitat for Humanity will play a role in the next part of the plan for the Smiths.

Honolulu City Councilmember Stanley Chang has introduced Bill 72, which would prohibit smoking at beaches and parks in Waikiki, Ala Moana and Sandy Beach Park.
Current City ordinances restrict smoking at the Honolulu Zoo, Hanauma Bay Nature Preserve, Koko Crater Botanical Garden and the Waikiki Shell, except as otherwise permitted in certain designated areas.
"In addition to the health risks to smokers and risks caused by second hand smoke, cigarette butts are still the number one cause of litter in our city and at our beaches," said Chang.
All the beaches and parks named in Bill 72 include the following:
Earlier this year, the Coalition for a Tobacco-Free Hawaii conducted a poll on Oahu asking residents their opinion on the matter.
"According to our survey, there is overwhelming support with 73 percent of respondents agreeing or strongly agreeing that our beaches should be smoke-free," said Jessica Yamauchi, Executive Director of the Coalition. "In 2008, Hawaii County passed an ordinance prohibiting smoking at all county beaches and parks and there continues to be strong support for this law."
Bill 72 will be introduced for first reading on Wednesday, Nov. 14 at 10:00 am at the meeting of the full council on the third floor of Honolulu Hale. Comments and testimony on the bill are welcome.
The Coalition for a Tobacco-Free Hawaii is the only independent organization in Hawaii whose sole mission is to reduce tobacco use through education, policy and advocacy. The organization is a nonprofit organization of more than 3,000 organizations and members working to create a healthy Hawaii through comprehensive tobacco prevention and control efforts.

Beaches on the northern end of South Padre Island have been closed amid high tides and dangerous rip currents in the Gulf of Mexico.
Cameron County Judge Carlos Cascos has issued an order to shut down Beach Access 5 and Beach Access 6 on South Padre Island on Tuesday morning.
Judge Cascos told Action 4 News that the decision was made based on dangerous rip currents and high tides on the northern end of the Island.
Law enforcement officials are preventing vehicles or people from entering the beaches.
Strong winds from a recent cold front are being blamed for the dangerous conditions.
Judge Cascos said authorities will continue to monitor weather conditions.

It has a good wooden alt-az mount, which can sit on a table top. It also has a great feature in that the bottom of the mount has a threaded hole so it can be mounted on a tripod (included in this kit). Both the scope and tripod are very lightweight and can easily be placed in the car to go to dark locations. I #39;ll also note that the telescope tube itself also has a tripod mount threaded hole on it, for alternative mounting options. (I haven #39;t explored these yet, but it looks useful down the road.)This kit includes three lenses (25mm, 10mm, and 6.3mm) and a very easy to use finder scope, though I have yet to get it fully adjusted. (That, however, is probably on me, not the scope!) Images are corrected to be right side up, but they are still left-right reversed. So keep that in mind for daytime usage. For astronomy, it is a little weird to be half-corrected, but you get used to it very quickly.The only shortcoming, and the reason for not giving it a full 5 stars, is that the overall design is just too wobbly. Mounted or sitting on a table top, it is impossible to focus while seeing anything. Many scopes share this fault, though.
