The Marshall Islands' pension fund could be bankrupt by 2020.
The US-based firm Investor Solutions has managed the Marshalls' Social Security Administration investments since 2003.
The head of Investor Solutions, Frank Armstrong, has told Radio Australia's the fund's liabilities have existed for some time.
But he says with the stock market down, the amount of money the government needs to withdraw to pay benefits to retirees has become unsustainable.
"Up until last year tax receipts exceeded the dispersals, so it was relatively easy to go along and not solve the problem," he said.
"They've reached a tipping point now where they're going to have to start dipping into their accumulated funds and that problem only gets worse and worse.
"So they're going to have to make significant changes to their funding liabilities."
Mr Armstrong says the economic management of the fund is sound, but the government has so far been reluctant to act.
"This is a political problem, not an economic one," he said.
"Politicians being what they are, they're all aware that not a single thank-you card is going to arrive as a result of fixing the problem.

The Faroes, an archipelago of 18 islands in the North Atlantic, constitute an autonomous region of Denmark.
While the islands' rugged coastlines and extensive bird life are a draw for some, the Faroes also offer the prospect of major offshore reserves of oil and gas.
These potential resources have given extra weight to the argument for full independence from Denmark.
But a planned referendum on the issue was shelved in 2001 after Denmark said it would halt aid within four years if voters favoured the independence proposals.
A local parliament - the Loegting - looks after the islands' affairs, although Copenhagen is responsible for defence and foreign relations.
The Faroes were first settled by Irish monks in the 6th century AD. The first Norse settlers were farmers.
The islands became part of the Kingdom of Norway in the 11th century and came under Danish control in the 14th century when Norway joined the Kingdom of Denmark. Under the 1948 Home Rule Act the islands became self-governing.
The islanders' traditional hunt for pilot whales has attracted international attention. Supporters of the hunt say whale meat is an important source of food over the winter. Animal rights activists have called for the cull to be banned.
Fishing is the main economic activity on the islands, and Danish subsidies remain an important source of income. Copenhagen has said it will review the subsidy agreement should the Faroes profit from offshore energy reserves.

The annual Islands Fair starts today and run through the weekend at Okinawa Convention Center in Ginowan.
The theme of the annual Islands Fair is We Love Specialties of the Islands.
To get that message across to the public, the three-day Ritou Fair at the Okinawa Cellular Park Naha at Onoyama Park is bringing attention to the outer islands that make up a significant part of Okinawa Prefecture. There are many attractions in islands in Okinawa such as nature, history, unique culture, etc, and everyone from inside and outside of prefecture loves them says an organizing officer.
We want people to love our islands and Okinawa more than now by seeing, feeling, sometimes visiting, meeting, and touching them.
The annual Islands Fair promotes products, businesses and services of Okinawas outer islands this weekend.
The We Love Specialties of the Islands was coined by the executive committee of Islands Fair 2012. Okinawa prefecture is the only area of Japan that is in a subtropical climate, and there is rich nature and traditional culture. Isolated islands in the prefecture still have untouched nature, and unique history, performing arts, and culture are inherited in each island.
On the other hand, there are efforts that try to solve special problems of the outer islands, such as depopulation or aging of communities on each island. The executive committee says this is the starting point of development in Okinawa. Islands Fair promotes an exchange between the islands and urban areas on Okinawas main island. It also tries to make better use of regional resources, and support local businesses.
The three-day industrial fair staged by 18 outer island cities, towns and villages will present to Okinawa beauty, products and tourism opportunities they offer.
The Ritou Fair opens Friday and runs through Sunday, 10 a.m. to 7 p.m. Its sponsored by Okinawa Prefecture, the Okinawa Prefectural Outer Island Promotion Conference and 18 cities, towns and villages scattered across the prefecture.
Each island will have booths and displays showcasing locally made products, which are also for sale. Another Ritou Fair theme is promoting market expansion for tourism and local products through development seminars and promotions. Traditional cultural performances from each of the outer islands will be presented across the three-day event.

From California - Research presented at the American Society of Human Genetics meeting identifies a strong link between telomere length and death. Researchers from Kaiser Permanente and UCSF studied over 100000 individuals of multiple ethnicities with an average age of 63, examining participant #39;s medical records as well as their demographic and behavioural factors. Saliva samples were collected and genotyped for the analysis of telomeres--stretches of DNA that shield the ends of chromosomes.
