Lindsey Graham to face primary challenge from Libertarian fusion candidate

Sullivan's Island Libertarian Keith Blandford is the first to announce his intention to mount a primary challenge against Republican U.S. Sen. Lindsey Graham in the GOP primary, filing paperwork to form an exploratory committee to evaluate running on both the Republican and Libertarian tickets.

Blandford, who has run for Congress twice as a Libertarian, most recently in the 2012 election against 1st District Rep. Tim Scott, says he plans to take advantage of a South Carolina law that lets a candidate run under multiple parties, allowing him to force Graham, who would be running for a third term, into a primary fight.

Though there has been speculation that Graham would face primary opposition, Blandford is the first candidate to make it unofficially officialthe filing period for the race wont open until March 2014. The senator brushed off talk of a challenger earlier this year, "I dont fear one; I expect one." Grahams work across the aisle over the years has earned him criticism from the Right, particularly at the height of tea party chatter since the 2010 election. With a delegation of rising Republican stars like Scott, Nikki Haley, Mick Mulvaney, and Trey Gowdy, a serious challenge in 14 and beyond doesnt seem out of the question.

Blandford calls himself an "ardent Ron Paul supporter," and in a press release, a campaign spokesman says the "governmental over-reach supported by Republicans like Lindsey Graham" is the reason he's decided to make a run at the state's senior senator this time around.

South Carolina Republican Party Chairman Chad Connelly told The Hill last week that he thinks some GOP frustration may be tempered by Grahams outspoken criticism of the president and U.N. Ambassador Susan Rice over the September 11 attacks in Benghazi, Libya. Connelly praised Graham as a "shining rock star in foreign policy of late."

The state's 'fusion' election law allows a candidate to run for office under multiple political parties, with votes from each party listing going toward the candidate's cumulative vote total. Candidates must win the nomination from each party to appear on the general election ballot, which means that if Blandford is defeated by Graham in the Republican primary, he'll be off the November 2014 ballot completely.

Blandford acknowledges that the race against Graham will be an uphill battle, but that he hopes to "unify the fragmented conservative grassroots, plus a few unhappy Democrats." As of the last finance reporting period, Graham had $4.3 million on hand, according to the Federal Election Commission.

The 20 mile ride took them plus an estimated 2000 local cyclists through Omni, Edgewater, Upper East Side, North Bay Village, Miami Beach, Venetian Islands, and Downtown. This was the second time D Wade came out to the ride which is held on the last Friday of every month. During tonight #39;s #39;Heat vs Nets #39; post-game interview Wade gave a shout out to Miami Critical Mass. He scored a season high 34 points and the Heat remain atop the Eastern Conference and perfect at home. Kakarong Musical 26-28 November Bulacan Philippines On the 27th November 2012, I and my wife visited the Bulican festival which portrayed the indigenous people of the Philippines with their culture and handy craft work. The beautiful handmade cloths with sequins and beads as well as the many natural fibre products were on show and for sale. It takes many hours and patience to make the simplest of beads let alone the beautiful cloths they make. On our arrival we looked in on a musical called the kakarong which had an interesting story to tell about the Filipino struggle for independence from the invaders or occupies of the Philippines mainly the Spanish. The show started off with the present day of life for the modern day Filipinos and by some strange fate we were taken back to the past which started the revolution against the Spanish and the heroes that are to be remembered for many years to come. The show had a very humours and serious side to tell. The acting and singing by all the performers was excellent. Japan-Korea islands dispute case to stay out of int'l court

Japan will refrain from unilaterally referring its dispute with South Korea over the Takeshima islands (known in Korea as Dokdo) to the International Court of Justice this year as it initially planned, amid signs of improved relations with Seoul, according to sources familiar with the matter.

A decision on whether to file a suit unilaterally at the UN court next year over the Shimane Prefecture islets will be made by a new government to be formed after the House of Representatives election on December 16, the sources also said.

"We haven't retracted our policy [to refer the case to the ICJ]," a senior Foreign Ministry official said. "But we're holding off for now, unless South Korea takes any new actions related to Takeshima."

Tokyo asked Seoul to jointly refer the ongoing row to the ICJ in The Hague after South Korean President Lee Myung Bak visited the islands August 10. As Seoul rejected the proposal, the Japanese government has been preparing to file a suit on its own by the end of this year.

However, if parties concerned do not jointly refer their dispute to the ICJ, an agreement by the defendant to participate is necessary to start the trial. So even if Japan does file a suit it is unlikely to get under way, as Seoul appears not to want the matter settled under international law.

Japan had nearly completed preparations for the court arbitration by early November. However, bilateral relations between Japan and South Korea began to thaw in late November, with economic talks held between vice foreign ministers and dialogue between financial ministers.

South Korea's presidential election set for December 19 was also taken into consideration. Tokyo revised its initial schedule for referring the dispute to the ICJ because it apparently wanted to see how the new South Korean government would handle the matter.

Some Japanese government officials believe improving bilateral relations is a top priority and are wary of filing a suit at the ICJ without South Korea's consent. However, other officials insist Japan would be sending the wrong message if it did not file a suit.

Ay! Finally, Cayman Islands sends a stunner that made me say yes, yes, YES, the second I laid eyes on her photos.

The MINUS: Some have said that Lindsay Japal needs some more toning. I noticed that when shes not aware of the camera, her lack of tone really shows. But when shes posing and alert, she looks leaner. But the real MINUS I see is this - Im not quite sure if Lindsay Japal fits into Donald Trumps idea of a Miss Universe winner or even Runner-up. We can all be howling Cayman Islands to the moon but if the DT dont like er, den we in da doghouse.

The PLUS: This half-Grenadian beauty is the best ever Miss Cayman Islands I have seen and although Lindsay Japal did not place in the Miss World 2011 beauty pageant (Filipina Gwen Ruais placed 2nd) the experience will come in handy at Miss Universe 2012. One more thing When it comes to styling, as long as her hair has body on the top of her head, she can be sporting ANY hairstyle and look fabulous. Lindsay Japals stylist will be lucky because there is very little to improve thru contouring or thick make-up. This contestant is naturally beautiful!

Last platoon farewells Solomon Islands

Parts of the Solomon Islands' capital were ablaze and rioters rampaged through the streets when Sergeant Major John Spence arrived in Honiara in 2006.

People took to the streets, smashing buildings and setting fire to Honiara's Chinatown following a general election which some claimed was fixed with money from the Chinese.

"We arrived here in the middle of the night, when Chinatown was still burning," Sgt Major Spence told media earlier this week.

"Tensions were very high. Lawlessness, insecurity - these are words that come to mind."

Christchurch-based Sgt Major Spence and other New Zealand, Australian and Pacific Island soldiers were deployed to the city as part of the Regional Assistance Mission to Solomon Islands (RAMSI).

RAMSI was established in 2003 after the local government requested outside assistance to stabilise the country after years of violence between two ethnic groups.

The aim of the mission was to develop the economy, offer military assistance and re-establish public confidence in the local police force.

With a gun slung over his shoulder, Sgt Major Spence and other New Zealand soldiers were tasked with patrolling an area of Honiara to enforce a city-wide curfew during the 2006 riots.

The group had rocks thrown at them and they detained a number of people.

Sgt Major Spence says violence in the city was rife and many locals were scared. Fast forward six years and the country is now peaceful.

Snook Islands growing in Lake Worth Lagoon

Heron and fishermen alike are getting new hunting grounds in the Lake Worth Lagoon.

Mounds of dirt floating by barge along the Intracoastal Waterway are laying the groundwork for new sea grass beds and mangrove islands soon to take root off the shores of Lake Worth.

Months of work has begun on the $2.3 million project to expand the Snook Islands Natural Area, 100 acres of marine habitat initially created in 2005 to help breathe new life into the lagoon suffering from decades of waterfront development and pollution.

The new expansion is expected to add more mangrove islands, oyster reefs and sea grass beds, which provide habitat for fish, wading birds and manatees while attracting fishermen, birdwatchers and kayakers to the waterfront.

The work also includes adding new sea grass beds and mangroves offshore of nearby Bryant Park.

"What we have proven is [that] we can create vast areas of sea grass, oysters and mangroves that bring a lot of birds and fish and help filter the water," said Daniel Bates, Palm Beach County's deputy director of Environmental Resources Management. "It has good recreational benefits and good habitat benefits at the same time."

The creation of the Snook Islands is aimed at fixing environmental problems lingering from dredging and development that started decades ago.

Sediment dredged from the lagoon in 1920s was used to fill in wetlands and expand the Lake Worth waterfront where the city's golf course now sits.

But that digging left underwater holes that through the years collected polluted muck that smothered life-giving sea grass beds and worsened water quality.

The initial $18 million Snook Islands project started filling in those holes and enabled planting 11 acres of mangroves, about 2 acres of oyster reefs and 60 acres of sea grass beds just north of Lake Worth Bridge.
