Artificial intelligence: an existential threat?
How much of a risk do robots represent for humanity? Enough, apparently, to persuade Cambridge University to open a so-called #39;Terminator Centre #39; to examine the threat. The Centre for Existential Risk will open next year and look at whether advanced technology could pose a threat to humans by directing resources towards their own goals. Although some observers dismiss such concerns as the stuff of science fiction, the centre #39;s founders say we don #39;t know what the risks or when they might arise. There is also concern about already existing systems, such as robots designed to wage war. In a recent report, Human Rights Watch called for a ban on such systems, which it argues could not distinguish between soldiers and civilians. During a transit, Venus can be seen from Earth as a small black disk moving across the face of the Sun. Mr. Speaker, last Thursday we received the report on the aerospace review. The aerospace industry represents 66000 good-quality jobs and creates 92000 additional jobs. Montreal is the third-largest aerospace cluster in the world. The report makes more than 20 recommendations, which makes it clear that the federal government has not done its homework. The report provides a realistic portrait of the situation and issues the following warning: "Failure to respond and adapt" will mean steady decline, "diminished industrial and innovative capacity, fewer rewarding jobs...and the gradual eclipse of an industry that has been a major contributor to the country #39;s well-being". Unfortunately, the Conservatives #39; changing of the research and development program criteria in Bill C-45 is a direct blow to the aerospace industry. I want to acknowledge the Aerospace Industries Association of Canada, which is holding its summit this week in Ottawa.
