Liberty Hall, located on North Broadway next to the college's Fitness Center, is expected to open in April. It will be home to the college's nursing, medical assisting and phlebotomy programs and other health sciences training.

The building, which has been under construction since September 2011, also will include room for the Providence Everett Healthcare Clinic, now located across the street.

The college chose the name Liberty Hall after seeking suggestions from the campus and the community. The college's Board of Trustees unanimously approved the name at its Jan. 15 meeting.

"The word liberty has many other meanings that apply to this structure," one nominator wrote. "A healthy lifestyle, being healthy, is liberating. Obtaining an education can be liberating, opening doors to new jobs and experiences. Liberty Hall is an ideal name for such a wonderful structure."

Liberty Mountain is located approximately three miles directly south of Three Fingers and stands as a prominent peak on the far western flank of the Cascades, along with the Whitehorse, Three Fingers and Pilchuck mountains. The mountains are visible from EvCC's Everett campus.

Liberty Hall will triple the amount of laboratory space for health sciences programs and include new technology to train healthcare professionals, such as the clinical simulation lab. The new space will give EvCC room for more students in the nursing, medical assisting, phlebotomy and nursing assistant certified programs.

The architect is SRG Partnership, Inc. of Seattle and the general contractor is Olympia-based Berschauer Phillips Construction Co., Inc.

West Liberty company certified landfill free

WEST LIBERTY, Iowa The 1,900 or so employees at West Liberty Foods three plants can produce up to 425 million pounds of food annually but no more than 1 percent of their garbage is taken to the landfill.

The West Liberty plant, which employs about 830 people, has been certified by an independent agency as landfill free. What little garbage the plant produces is burned in a cement plant incinerator, which swapped out nonrecyclable waste for the coal that it previously burned.

The independent certification by NSF International Strategic Registrations means that all three plants are now landfill free. The companys other facilities are in Mount Pleasant, Iowa, and Tremonton, Utah.

This accomplishment marks a significant milestone in the history of our company, our industry and our state, Ed Garrett, president and CEO of West Liberty Foods, said in a news release. Being landfill free is a testament to our team, and it is my hope that other companies will see our success here and undertake similar initiatives in their own businesses.

The company plans an event this spring to mark its landfill-free status.

According to The National Provisioner, a magazine for the meat industry, Garrett was inspired to make the company landfill free while attending a convention on sustainability.

By becoming committed to recycling and composting, the three plants annually keep 7.5 million pounds of trash out of the landfill enough to fill 312 residential dump trucks or equivalent to the waste produced by more than 265,000 households.

In 2012, by committing to recycling paper, plastic and other materials as well as composting, workers at the West Liberty plant diverted more than 2 million pounds of trash from the landfill.

The West Liberty team used innovation to convert soiled plastic into a combustible material that would be accepted by the disposal incinerator, said Gerald Lessard, the companys vice president and chief operating officer.

Rare Earth Elements (REEs), Gold, Copper Explorer Liberty Star to Conduct New Geochemical Studies at Hay Mountain …

TUCSON, Ariz.--(BUSINESS WIRE)--

Liberty Star Uranium & Metals Corp. (Liberty Star or the Company) (LBSR: OTCQB) is pleased to announce that new geochemical field work will be conducted on a portion of its Hay Mountain claim block, part of the larger Tombstone Super Project (TSP). Also, preliminary archaeology surveys of the new sample locations are nearing completion.

As the worldwide demand for rare earth elements exploration heats up, the Hay Mountain rare earth anomaly covering at least 7 to 9 square miles gains importance. Until the Liberty Star discovery Arizona had no important REE occurrences (Rethinking Rare Earth Element Potential in Arizona, Lee Allison 11/15/2012). We have samples of one heavy rare earth (yttrium) plus three light rare earths (see below) and are now planning to define the potential of this area by running assays for the 13 REEs that havent been run yet as well as taking additional samples for better definition of the anomalies.

Rock, soil and vegetation samples will be collected on recently acquired claims (NR 143) and in between existing samples to identify and refine additional targets for porphyry copper and associated minerals including gold, silver, moly, zinc and a number of rare earth elements. According to Arizona State Land Department regulations an additional archeology study will be required before work can begin. The field work for this study is within a few days' completion. Only two very small archaeological sites which are insignificant have been located to date.

As samples from this new geochemical study reach our certified assay lab, ALS Geochemistry in Vancouver, they will undergo analysis for all 17 rare earth elements. Previous assay work on TSP samples included review for only four rare earth elements (scandium, yttrium, lanthanum and cerium), which were present in soil samples (NR 122) and vegetation samples (NR 123). Also, Liberty Star will request that assay work for additional REEs be completed on samples submitted to the ALS facility in 2012 (NR 127).

Court rules against Liberty Tax Service

Liberty Tax Service promised its customers speedy tax refunds while failing to disclose that they were actually taking out high-interest bank loans on their behalf subject to finance charges and debt collections, a state appeals court has ruled in upholding a $1.3 million judgment against the tax preparation firm.

Evidence supported a San Francisco judge's findings that Liberty misrepresented its refund anticipation loans and violated California laws against false advertising and unfair business practices, the First District Court of Appeal said in a 3-0 ruling last week.

The judge ordered $135,000 in reimbursements and $1.17 million in civil penalties against Liberty, a Virginia firm that has more than 2,000 outlets and franchises nationwide, including nearly 200 in California.

The reimbursements are for payments Liberty improperly authorized the banks to collect for their customers' past debts, the court said. The suit was filed by the state attorney general's office in 2007.

Refund anticipation loans are short-term bank loans secured by tax refunds expected by the borrowers, mostly low- or moderate-income taxpayers. The customer usually gets a check within days, while the bank later collects the actual refund from the account of the customer, who is responsible for any remaining balance, plus fees and substantial interest.

After a non-jury trial, Superior Court Judge Curtis Karnow ruled in 2009 that Liberty's fee on the checks it issued, typically $24 to $30.95, was an undisclosed finance charge.

Karnow also said the tax preparation company misrepresented the loans as tax refunds, failed to inform customers that the banks would collect Liberty's debts, and falsely advertised that most of the payments would be available the next day.

In a ruling Thursday, the appeals court agreed with Karnow that Liberty's fee was an undisclosed finance charge, rejecting the company's argument that it was only covering the banks' cost of setting up accounts to handle tax refunds.

The court also upheld the judge's orders requiring Liberty to tell customers that it was offering loans, not refunds, disclose the name of the bank and all fees, and discipline employees and franchise-holders who failed to comply.

Robert Stumpf, a lawyer for the company, said it is considering an appeal to the state Supreme Court. He said that Liberty has already paid the civil penalty and that most of the issues "centered on actions that took place a number of years ago and have limited bearing on the company's current operations."

Sirius XM board changes under Liberty

Liberty Media Corp. has added its picks to the board of Sirius XM Radio Inc. after gaining majority control of the satellite radio company.

Sirius board members Leon Black, Lawrence Gilbert and Jack Shaw resigned from the board Friday, according to a regulatory document filed with the Securities and Exchange Commission on Tuesday.

They will be replaced by Liberty picks: Mark Carleton, a senior vice president at Liberty; Robin Pringle, a vice president of corporate development at Liberty; and Charles Tanabe, Liberty's retired general counsel. James Meyer, current CEO of Sirius, also joins the board following the resignation of former Sirius CEO Mel Karmazin.

Liberty, run by cable magnate John Malone, saved Sirius from near-bankruptcy in 2009. Since then, it had slowly amassed more shares in the company. It bought enough shares last week to finally secure a more than 50 percent stake in the company.

The Englewood, Colo., company has long said it would replace some Sirius board members if and when it was able to take over the company.

Shares of Sirius fell 1 cent to $3.15 by early afternoon. Liberty Media's shares fell 18 cents to $110.37.

A Japanese envoy has arrived in China to hold talks between the two sides over the dispute over an island that has raised fears of an armed confrontation.

Japans state media gave prominent coverage to Tuesdays arrival of Natsuo Yamaguchi, leader of a junior party in the ruling coalition of Prime Minister Shinzo Abe.

Yamaguchi is not a member of the government so his meetings in Beijing represent a type of quiet diplomacy that could allow for a franker exchange of views than official talks might.

Yamaguchi's visit is part of China's normal relations and contact with friendly Japanese political parties and organisations,'' Chinese Foreign Ministry spokesman Hong Lei told reporters at a regularly scheduled briefing.

Yamaguchi made no comments upon his arrival but told reporters in Tokyo he hoped his four-day trip would help ease months of friction over the uninhabited East China Sea islands that are controlled by Japan but claimed by China.

However, he said Tokyo's assertion that the islands are Japanese territory is unchanged, rejecting Chinese demands that Japan acknowledge a dispute over their sovereignty.

Both nations have called for dialogue recently, and Chinese state broadcaster CCTV led its noon news broadcast with a live report on Yamaguchi's arrival.

Chinese media reported that Yamaguchi would deliver a letter from Abe addressed to Chinese leader Xi Jinping.

Tensions soared after Japan's government bought the uninhabited islands, known in Chinese as Diaoyu and Japanese as Senkaku, from their private Japanese owners in September. Islands opens pasalubong centers

THE Islands Group launched over the Sinulog weekend three Islands Pasalubong branches on Archbishop Reyes in front of Ayala Center Cebu, Raintree Mall on Gen. Maxilom Ave. and at their flagship store on Magallanes St. in front of the Sto. Nio Church and Magellans Cross.

The Islands Group president and chief executive officer Jonathan Jay Aldeguer said that for more than five years, they had a pasalubong section in some of their Islands Souvenirs stores. He said the section has always done well but customers told them they wanted a one-stop-shop that would carry all Cebu delicacies for pasalubong.

Most travelers dont have the luxury of time and they get frustrated having to go to at least three to four places to fulfill their pasalubong checklist. Thats the main reason why we decided to put up Islands Pasalubong, Aldeguer said in an email interview.

Since the stores soft opening last Saturday, Aldeguer said customer feedback has been extremely encouraging, which prompted them to extend store hours.

He said sales over the Sinulog weekend was at its highest. They had to overstock their initial inventory just for the celebration, he said.

There are two main compliments that weve been getting. First is that, they like the completeness of the store. We have several hard-to-find products that customers dont see around anymore. The second is our prices. They noticed that our prices are standard and cheaper than most pasalubong centers, he said.

Aldeguer emphasized that they had to implement a strong and standard pricing policy in all of their establishments, including their hotels, because customers nowadays are very price conscious and value-driven.

The Islands Pasalubong sells Cebuano delicacies like dried mangoes, otap, rosquillos, among others. At least 40 percent of their merchandise mix carry other items from the smaller delicacy makers and placed them under the home-made section of the store.

We go as far as Argao, Danao and even Camotes to try to track down some of these famous delicacies but have not gone mainstream yet. You will see us introduce these products little by little, he said.
