Three To Tango? Uruguay Horns In On Falkland Islands Dispute Between Argentina And UK

As the focus of a centuries-old territorial dispute, the Falklands have seen their fair share of diplomatic wrangling, heated debates and even a brief, bloody war. The archipelago is currently recognized as a British Overseas Territory by the West, though Argentina -- which is supported by its South American neighbors -- has never relinquished its own claim. If Uruguay were to horn in, the battle could get a lot more complicated but it probably wont.

In what is likely to amount to more of a footnote than a controversy, Juan Ackermann of Uruguay and Alfredo Villegas of Argentina wrote a book titled Las Malvinas: Son uruguayas? or The Falkland Islands: Are They Uruguayan? The book argues that the islands actually belong to Uruguay due to an overlooked agreement between Uruguay and Spain, in which Spain ceded the archipelago to the Uruguayan state.

No one remembers an 1841 treaty signed between Spain and Uruguay, said Ackermann, according to the Telegraph. "In that document, Spain cedes it the naval base's powers," meaning that under the treaty, Spain ceded the Falklands to Uruguay.

"Seventeen years later, Spain did the same with Argentina, but it couldn't give it something it's already given another. That is a very strong argument in favor of Uruguay."

Villegas added that Argentinean legislators also signed off on the agreement in 1972, without noticing the detail.

But Uruguay is unlikely to pursue the evidence since Uruguayan President Jose Mujica supports Argentinas claim to the islands.

That became clear last year, when a minor snafu erupted into controversy and highlighted the symbolic importance of the archipelagos name. Mujica had signed a decree that listed the dependent territories in South America -- in it, las Islas Malvinas, as Argentina calls them, were referred to as the Islas Falklands, a mix-up that amounted to recognizing British claims to the archipelago.

It was a small mistake, but the issue is so contentious that the Uruguayan Foreign Office was compelled to offer a statement reaffirming its alliances.

There is not a shadow of doubt when it comes to the Uruguayan support for the Argentine claim, neither any hesitation about its denomination, it said, according to the Buenos Aires Herald.

It may seem strange that this remote archipelago is the cause of so much controversy. Though cruise ship tours have recently boosted tourism in the Falkland Islands, they are far from paradisiacal. The weather is mild -- more chilly than warm -- and perpetually windy. The flora is dull, and the terrain is rocky in spots. Brightly colored buildings lend some charm to the quiet streets of Stanley, the islands capital city. Sheep vastly outnumber humans; penguins and seals are also in abundance near coastal areas. The lingua franca is English, as the vast majority of the population has British roots. There are no traffic lights anywhere.

You Can Thank the Health Care Industry for the Economic Recovery

Happy about the countrys shrinking unemployment rate? You have the health care industry to thank.

Since the recession hit in late 2007, a huge proportion of the new jobs have been in the health sectorhospitals, doctors offices and nursing homes. All along, those jobs have been rising at a steady clip, while jobs in all other sectors have seen more dismal performance.Take a look at this chart, which shows the wide gulf between health care jobs and everything else:

If health care jobs had just held steady, the unemployment rate would be a full point higher. If they had taken a dive with the rest of the economy, the current unemployment rate would be 10.8 percent, according to an analysis from the Altarum Institute, which track health employment trends.

Friday, the Bureau of Labor Statistics jobs report showed the trend continuing. New health care jobs made up 14.6 percent of the total jobs added, and were among the top contributors to the overall gain in employment.

Health care jobs are across the income spectrum, including low-paid hospital janitors and highly paid doctors and executives. But many are the kind of middle class jobs with benefits and opportunities for advancement that are disappearing from other sectors. Factory work is on the decline, but nursing jobs are on the rise.

The American Hospital Association put out a big report last week, touting its members roles as local economic engines. But theres a limit to how much we can rely on the health sector to prop up our economy.

Health care law: Obama administration offers birth control accommodation for religious nonprofits

WASHINGTON The Obama administration on Friday announced a new accommodation for religious nonprofits that object to providing health insurance that covers birth control.

The new regulation attempts to create a barrier between religious groups and contraception coverage, through insurers or a third party, that would still give women free access to contraception. Whether religious groups will accept this new approach depends in part on the technical details of how its paid for.

The new health care law requires most employers, including faith-affiliated hospitals and nonprofits, to provide health insurance that includes artificial contraception, including sterilization, as a free preventive service. The goal, in part, is to help women space out pregnancies to promote health.

Religious groups which primarily employ and serve people of their own faith such as churches were exempt. But other religiously affiliated groups, such as church-affiliated universities and Catholic Charities, were told they had to comply.

Roman Catholic bishops, evangelicals and some religious leaders who have generally been supportive of President Barack Obamas policies lobbied fiercely for a broader exemption. The Catholic Church prohibits the use of artificial contraception. Evangelicals generally permit the use of birth control, but some object to specific methods such as the morning-after contraceptive pill, which they argue is tantamount to abortion.

Obama had promised to change the birth control requirement so insurance companies and not faith-affiliated employers would pay for the coverage, but religious leaders said more changes were needed to make the plan work.

Since then, more than 40 lawsuits have been filed by religious nonprofits and secular for-profit businesses claiming the mandate violates their religious beliefs. As expected, this latest regulation does not provide any accommodation for individual business owners who have religious objections to the rule.

The latest version of the mandate is now subject to a 60-day public comment period. The mandate takes effect for religious nonprofits in August.

Policy analyst Sarah Lipton-Lubet of the American Civil Liberties Union said the group was assessing details of the proposal, but that it appeared to meet the ACLUs goal of providing seamless coverage of birth control for the affected women.

Freedom returns to Timbuktu after months of radical Islamic rule

TIMBUKTU, Mali On the day the French came and the Islamists left, Hawi Traore folded up her veil and tied on a vibrantly colored wraparound dress. The next day, she wore heels. The day after, she got her hair braided and slipped on sparkly earrings.

And finally, on Thursday, the 12-year-old girl turned the music on her cellphone back on and danced in the streets, celebrating freedom from the draconian rules imposed by al-Qaeda-linked militants on this desert capital for much of the past year.

Four days since French commandos parachuted onto the sand north of Timbuktu and liberated the storied city from the Islamists, there is a growing sense of freedom particularly among women.

Malian girl Azahara Abdu, who was allegedly sexually abused by Islamists, stands in her home in the newly liberated ancient city of Timbuktu. French-led forces have recaptured the city in their offensive against Islamist rebels.

Freedom Returns to the Storied City of Timbuktu

On the morning French commandos parachuted onto the sand just north of this storied city and ended 10 months of Islamic rule, Hawi Traore folded up her veil. On the next day, she wore heels. On the day after, she put on her sparkly earrings, got her hair braided and tried her mother's perfume.

Finally on Thursday, the 12-year-old girl dared to dance in the streets, celebrating freedom from the draconian rules that were imposed by the al-Qaida-linked militants on this desert capital for much of the past year.

Four days since French special forces liberated Timbuktu, there is a growing sense of freedom particularly among women. The speed with which women have claimed back their freedom underscores one of the advantages the French hold against an elusive enemy on unforgiving terrain: The population here has long practiced a moderate Islam rather than the extremism of the militants.

Although Timbuktu has long been a code word for the ends of the earth, until recently its women led a relatively modern existence, where they were not required to be covered and could socialize with men. That changed abruptly last year, when radical Islamists seized control of the northern half of Mali in the chaos after a coup in the distant capital.

When they first arrived, Hawi, a tall, fast-talking, sassy preteen girl, was just learning how to put on makeup. She learned the hard way to wear the toungou, the word for veil in the Songhai language. Her slender arm still bears the scar left by the whip of the Islamic police, her punishment for not properly covering up.

Her once-free life became increasingly restricted, as did that of her sisters and friends.

The Islamists showed no mercy, beating everyone from pregnant women to grandmothers to 9-year-old girls who weren't fully covered. Even talking to a brother on the front stoop of a woman's own home could get her in trouble.

Smoking, drinking and music were banned. So was playing soccer. The worst punishment was reserved for love outside the rules, and an unmarried couple who had two children out of wedlock was stoned to death in one northern Malian town.

Fatouma Traore lives on Street No. 415 in Timbuktu, the road that runs directly in front of the building where the Islamic Tribunal operated in what was once a luxury, boutique hotel. A leaflet left in the dirt in the courtyard set out eight rules for how women should wear the veil.

Cyborg says there is a way, but that UFC president Dana White is just protecting Rousey, trying to make the fight happen with Cyborg going into it handicapped.

I am not afraid of Ronda Rousey, Cyborg posted recently via Twitter. I will fight her anywhere anytime for free.

Everyone knows I barely make 145 (pounds), but I am willing to sacrifice and meet her halfway at 140.

White has said over and over again that the UFC instituted a 135-pound womens division and installed Rousey as the divisions first champion; period. They are not ready to add any other womens weight classes anytime soon.

Cyborg either wants to come in and fight for the title and get a big payday and fight the champion or she doesn't, said White.

Cyborg believes that White is holding his stance because he wants his new champion to have an unfair advantage.

I can't believe Dana White says I want nothing to do with Ronda Rousey, she posted.

Australia's Astronomy And Space Science Research Has New Leader

CSIROs astronomy, spacecraft tracking and space science activities will be headed up by a new leader, with the announcement today that Dr Lewis Ball has been appointed as the incoming Chief for CSIROs Astronomy and Space Science (CASS) division.

Dr Ball returns to CSIRO from his present role as Deputy Director at the Atacama Large Millimeter/sub-millimeter Array (ALMA) located in Chile. There he has led the successful commencement of ALMAs scientific operation, currently the worlds largest and most complex astronomical observatory and a partnership involving 20 countries.

Previous to his ALMA appointment, Dr Ball had been with CSIRO for nine years in a number of management roles including leadership of CSIROs astronomy division from February 2009 to May 2010, first as Acting Director of the Australia Telescope National Facility (ATNF) and then as Acting Chief of Astronomy and Space Science.

As the new CASS Chief, Dr Ball will lead approximately 280 staff and be responsible for a world-class national research facility for radio astronomy that includes three existing radio telescopes, as well as the 36-dish Australian Square Kilometre Array Pathfinder which begins operations this year. Dr Ball will also be responsible for driving CSIROs contribution to the first phase of the Square Kilometre Array telescope in Australia and for heading up, on behalf of NASA, the Canberra Deep Space Communications Complex based at Tidbinbilla.

Dr Balls appointment fills the role made vacant by Dr Phil Diamond, who left CSIRO in October 2012 to take up the position of Director General of the SKA Organisation.

Group Executive for CSIROs Information Sciences, Dr David Williams, welcomed Dr Balls appointment.

Following an international recruitment search, we are delighted to see Lewis returning to CSIRO. Lewis has had enormous success in his career so far and were thrilled to have someone of such high calibre joining our leadership team, Dr Williams said.
