TOKYO, Japan - Japan said three Chinese surveillance ships entered its territorial waters off disputed East China Sea islands on Sunday, February 24, hours after one of Beijing's fisheries patrol boats sailed into the zone.

The three marine surveillance ships entered the 12-nautical-mile territorial zone off Uotsuri, one of the Senkaku islands, shortly before 1:00 pm (0400 GMT), the Japan Coast Guard said in a statement.

The incident came hours after Japan said a Chinese fisheries patrol boat briefly entered the territorial waters off another disputed island on Sunday morning.

Beijing claims the Japanese-controlled islands in the East China Sea, which it calls the Diaoyus.

The incidents were the latest in a series since Tokyo nationalised three islands in the chain in September, in what it said was just an administrative change of ownership.

The same Chinese fisheries patrol ship briefly entered the territorial zone on Saturday, as Japan's leader vowed he would not tolerate Beijing's incursions into the area.

Prime Minister Shinzo Abe, who was on his first visit to the United States since he took office in late December, said Japan "simply cannot tolerate any challenge now and in the future" to its control of the islands.

"No nation should make any miscalculation or underestimate the firmness of our resolve," Abe said Friday in Washington.

BEIJING -- Chinas ships continue their fishery patrol mission around Nansha Islands (also called the Spratly Islands) in the South China Sea to safeguard the legitimate interests of Chinese fishermen, the chief of the South China Sea fishery bureau under the Ministry of Agriculture, said on Sunday.

He noted that routine fishery patrols in the territorial waters surrounding the Nansha Islands will be the top priority for this year.

Patrol missions will be carried out around the Xisha Islands (also called the Paracel Islands), Beibu Gulf and the Huangyan Islands. As far as China enlarges the fleet of patrol vessels, the number of supervision missions will increase.

China has been in a territorial dispute with many countries of the region over the Xisha Islands, the Nansha Islands and the Huangyan Islands in the South China Sea, where huge hydrocarbon reserves had been discovered. This row more or less involves Vietnam, the Philippines, Malaysia, Brunei and Taiwan.

In 2012 Chinas fishery patrol ships had been patrolling waters around the Nansha Islands for 182 days.

Based on 2012 tax returns, H&R Block will provide taxpayers with information showing if they qualify for a subsidy and how much they can expect to pay out of pocket for the monthly premium. In addition, it will detail the possible penalty they would pay if they do not obtain health insurance.

Just who may qualify for a subsidy could surprise some taxpayers. For example:

11 Year Old Participates in Experimental Gene Therapy

EXPERIMENTAL GENE THERAPY OFFERS HOPE FOR YOUNGSTER

(SACRAMENTO, Calif.) - Jacob Rutt is a bright 11-year-old who likes to draw detailed maps in his spare time. But the budding geographer has a hard time with physical skills most children take for granted -- running and climbing trees are beyond him, and even walking can be difficult. He was diagnosed with a form of muscular dystrophy known as Duchenne when he was two years old.

The disease affects about 1 in 3,500 newborns -- mostly boys -- worldwide. It usually becomes apparent in early childhood, as weakened skeletal muscles cause delays in milestones such as sitting and walking. Children usually become wheelchair-dependent during their teens. As heart muscle is increasingly affected, the disease becomes life threatening and many patients die from heart failure in their 20s.

Today, Jacob is one of 51 children participating in a nationwide clinical trial for a new type treatment that could offer help to those suffering from devastating neuromuscular disease. Clinical researchers at UC Davis Medical Center and a handful other research centers around the nation are testing a high-tech drug designed to fix the underlying genetic defect causing the progressive muscular decline that is seen in children with Duchenne.

"This type of genetic therapy is the most exciting treatment approach I have witnessed in my career for Duchenne muscular dystrophy," said Craig McDonald, professor and chair of the Department of Physical Medicine Rehabilitation at UC Davis, as well as principal investigator of the national clinical trial that Jacob is participating in. "We are hopeful that it will delay many of the disease's manifestations and ultimately improve life expectancy for patients."

Duchenne muscular dystrophy is caused by genetic mutations in the gene for the muscle protein dystrophin. The protein is a stabilizer that protects muscle fibers; without enough functional dystrophin, muscles become damaged, causing them to weaken and deteriorate over time.

Functioning a bit like a bridge over a dangerous chasm, the experimental drug - known as drisapersen - is designed to effectively cover over the specific genetic mutation, allowing the problem area to be skipped and causing cells to produce a slightly shorter - but functional - dystrophin protein.

Because Duchenne muscular dystrophy is rare and the drug addresses only a small subset of the genetic variants responsible for the disease, recruiting qualified patients was not easy. Of the medical centers involved in the study, UC Davis, with its highly regarded neuromuscular disease and physical medicine and rehabilitation expertise, enrolled the largest group of patients in the nation. For more than a year, its eight young participants, including Jacob, have been to Sacramento from as far away as Colorado, Utah and Arizona. For each participant, the clinical trial involved weekly injections, which meant Jacob had to fly from Southern California to the UC Davis clinic every Friday for 24 weeks.

"I've never seen such a complicated study in terms of logistics," said Erica Goude, who serves as the research coordinator at the UC Davis site. "We're collaborating closely with departments of pediatrics, cardiology, radiology and several others, and their outstanding commitment to the project has made our tasks much easier and more efficient. This study is an amazing team effort that I see frequently reflected in the smiles of our patients and their families."

The study also entails extensive physical testing to monitor each participant's progress over time. To assess each child's physical abilities and progress, participants complete a six-minute walking test specifically designed and validated by a UC Davis team that included McDonald and Erik Henricson, a UC Davis muscular dystrophy researcher. The six-minute test is now used worldwide in all ambulatory clinical trials for Duchenne. Investigators also measure muscle strength and the level of dystrophin in the participants' muscles - the latter results obtained through muscle biopsies at several times during study. Of particular interest to the research teams are the residual effects of the drug several weeks after the injection series is completed.

Freedom of Religion at Stake: So much for 1Malaysia

Some individuals argue that it is wrong to allow them to do so because Christians do not subscribe to the view that Allah is One. If this argument were to be propounded, it would mean we are trying to shove Islamic beliefs down the throats of Christians.

Wan Hilmi believes that Malaysians should not be wasting too much time fighting on something which is a non-issue in the first place, especially when it has a potential of setting us apart.

When a religious controversy arises, there will be a lot of hoo-ha among Malaysians no matter how unproductive it is to debate about it. While our Primer Minister Dato Seri Najib Razak and his cabinet members are trying so hard to promote unity through their 1Malaysia concept, there is, arguably, zero tolerance amongst Malaysians when it comes to religious and/or racial issues, despite the fact that we have been living together for more than 50 years. Does this show that the 1Malaysia concept has failed to achieve its objective?

The most recent controversy is the usage of the word Allah inBahasa MalaysiaBibles. From my humble opinion, this so-called controversy is supposedly a non-issue provided you have fairness, justice, rationality, and reasonableness in mind. Despite the clear provision of Article 11 of the Federal Constitution which guarantees freedom of religion, there are still individuals and bodies acting against it, showing how childish and foolish can some be. Majlis Agama Islam Selangor (MAIS), alongside with the Selangor Sultans decree, prohibited the usage of the word Allah by all Christians.

There are also certain individuals who claim Allah to be a term exclusive to Muslims only. The PerakMufti stated, Do not continue challenging, insulting Islam. It is submitted that Christians should not be prohibited from using the word Allah in theirBahasa Malaysia version of the Bible because to do so would be limiting and restricting the right of Christians to manage and practise their own religion. Just imagine if Muslims were a minority in Malaysia where they would be prohibited from calling theAdhanusing a loudspeaker, prohibited from performing Friday prayers as it causes traffic congestion would these prohibitions not be frustrating to Muslims, if they were to exist?

Freedom of religion, in my opinion, is not just about allowing any religion to be in existence. It also includes, but is not limited to, how religions are to be managed and practised by their respective followers. My argument is premised on two notions the Constitutional point of view and the Islamic point of view.

Freedom Trail marker to be unveiled in Greenwood

GREENWOOD, Miss. The Mississippi Freedom Trail will unveil Monday a marker commemorating the Black Power speech by Civil Rights activist Stokely Carmichael.

The ceremony is scheduled for 10 a.m. at Broad Street Historical Park in Greenwood.

Although the slogan black power had been used by prominent figures such as New York congressman Adam Clayton Powell and author Richard Wright, it became part of Americas lexicon in 1966 after Stokely Carmichael spoke at a Mississippi rally.

Carmichael and others, including the Rev. Martin Luther King Jr., had taken up James Merediths one-man freedom march, halted when Meredith was shot by a sniper. Meredith was the first black to attend the University of Mississippi.

On June 16, 1966, when Carmichael, chairman of the Student Nonviolent Coordinating Committee, was released from jail after being arrested for trying to pitch tents on the grounds of the Stone Street Negro Elementary School in Greenwood, Miss., he told a crowd he was frustrated with the slow pace of the freedom fight. Then he yelled:

What were gonna start saying now is black power.

An aide took up the chant. The crowd called back.

Black power became part of Americas lexicon. Historians say Carmichaels frustration was shared by many young blacks who had become disenchanted with Kings turn-the-other-cheek philosophy. King initially opposed the black power slogan. King initially opposed the black power slogan.

Freedom Riders come to Durham

This Black History Month, Strong School is hosting "Freedom Riders", an exhibition created by the Gilder Lehrman Institute of American History and PBS' American Experience. One of only 20 sites selected, the local community is indeed fortunate to have this museum-quality exhibit in town, and more fortunate to have talented and enthusiastic students to be the guides. Strong school students not only had the opportunity to learn this chapter of U.S. history, but have spoken before for the Board of Education to obtain permission to bring the exhibit to their school and have worked on publicity - flyers, posters, press releases, designing t-shirts, and some have been trained as "docents" or museum guides.

Emily Delgrego teaches U.S. history and humanities at Strong School. "I was very familiar with Gilder Lehrman as they have great resources for teachers," she said. "I applied to be an affiliate school to receive special invitations, posters, and lesson plans," Delgrego explained. She read about the traveling exhibit and wrote a grant to cover the fee to host the exhibit. Thanks to funding from the Coginchaug Valley Education Foundation, the exhibit is here for the community's enjoyment.

I had the privilege to sit down with five Strong School students who have studied and prepared to be docents of the exhibit, which opens to the public Feb. 26 and 28 from 6:30 to 8:30 p.m.

"The Freedom Riders took a head start on the civil rights movement," explained eighth grader Rowan O'Connell. The exhibition combines photography and news coverage of the 1961 Freedom Rides as well as "QR codes" that can be scanned with a cell phone for audio interviews, offering different perspectives (the Riders, the Kennedy administration, and the international community) of the movement. "People had tremendous courage to get on those buses," shared Brittany Hall.

From May until November 1961, 400 courageous Americans, black and white, men and women, from the North and South, risked their lives to challenge segregation by boarding buses and trains in small interracial groups, traveling through the deep south. This group of brave Americans became known as the Freedom Riders. Despite beatings, bitter racism and even imprisonment, their commitment to nonviolence laid the groundwork for some of the nation's most important civil rights legislation.

Danielle Quinley wonders "how different America would be if the Freedom Rides did not happen." The docents all expressed hope that people come out to see the exhibit. Brittany Hall would like everyone to learn more about the Freedom Riders, "and the struggle they went through to bring us freedom," added Skyler Morris. Lizzie Whitacker stressed their nonviolence, "it was important that [the Riders] could not fight back. But, they made an impact."

Quinley explained that the links in the exhibit, which provide great detail and "can help us better understand the civil rights movement," "and the roles played by people like President Kennedy and Martin Luther King," added Rowan O'Connell. "Today, most people are equal. Many people do not understand the struggle it took to get here," explained Morris. "We take our freedom for granted and forget the heroic actions of others that helped make it possible," O'Connell said. Whitacker explained the exhibit "is a timeline that explains how the movement started and moved, a chain reaction - one ride leading to another. This was a nonviolent movement - there was no fighting back, even if they were beaten."

It was Delgrego's intent that the event be student-centered, and proudly shared "the students' participation is fantastic." She said she hopes that people come out not only to enjoy the powerful exhibit, but to support these students who have worked so hard. "The 1961 Freedom Rides are an inspiring example of what ordinary individuals can accomplish. The actions and the bravery of the Freedom Riders provide invaluable lessons for our young people today, and for anyone who hopes to make a difference in our community, country, or world," Delgrego said.

O'Connell added, "it would mean a lot if people could come out the exhibit. We've worked hard, and it's really neat. We don't see a lot of museum exhibits in Durham."

Freedom Riders 1961 will be open to the public Feb. 26 and 28 from 6:30 to 8:30 p.m. in the Strong School Library.

MANILA, Philippines - An oil spill from a cargo ship that sank a week ago near Pangasinan has not been fully contained and reached the surfing beaches of La Union, a citizen reported on Monday, February 25.

Mickey Galang, a local surfer from San Juan, La Union, told Rappler that traces of fuel have been found on beaches in at least 3 towns in the area.

"There was already a leak when the vessel sank. [The Coast Guard] was following the path of the oil spill, but [the path] changed and now we have found traces even close to Ilocos Sur," she said.

The surfers informed the Coast Guard about the situation on Sunday and one surfer in particular contacted Sen Pia Cayetano.

Galang posted several pictures of the aspect of the beaches on her Facebook, where she explained that the the sticky substance is a risk to animals such as sea turtles.

BANDAR SERI BEGAWAN: Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Awang Hj Suyoi bin Hj Osman, the Minister of Development, has called on the public to fulfil the responsibility of throwing rubbish in proper trash bins and make sure that recreational places are kept clean after participating in a cleanup at Tungku Beach, where the minister saw rubbish being disposed of indiscriminately, Borneo Bulletin reported.

The minister spoke to the media on the sidelines of the cleaning campaign at the beach that also involved more than 200 students from the Eco Clubs of eight schools. The event was held in conjunction with Brunei Darussalams 29th National Day.

While picking up rubbish lying around the beach, the minister said, We want to send a strong message that its everyones responsibility to clean up the beaches after they use the facilities. We want to cultivate awareness among our beach-goers and public to clean up the rubbish.

There is a limit to what we can do, the rest we are relying on the public to do their part in maintaining the cleanliness at recreational venues like beaches.

When asked if there was a lack of rubbish bins at beaches, the minister replied, This maybe one of the reasons but the idea is that for people who usethe beaches would collect their rubbish and take them away. We hope to provide more garbage bins to encourage the public to throw their rubbish in the bins instead of throwing the rubbish everywhere.

Noticing that rubbish is also scattered around the garbage bins, Pehin Dato Awang Hj Suyoi said he was saddened by the action of some irresponsible individuals who continue to throw the rubbish outside rubbish bins and said these people dont care about the environment.

The fight for cleaner environment, he said is a long fight and we are starting it from the young kids through the Eco Clubs.

We can instil a responsible attitude of throwing rubbish properly among the youths and send the right message to the public. The Eco Clubs are active and they are part of our activities. We are thankful for their participation today, he added.

Eco Clubs are established in schools and higher learning institutions and are registered with the Department of Environment, Parks and Recreation. The function of the clubs is to provide exposure to students on environmental issues and serve as a platform to contribute ideas towards the preservation and conservation of the countrys environment.
