Boys Soccer: El Rancho 3, Channel Islands 2 El Rancho Holds Off Gritty Channel Islands ...
DOWNEY They know the drill all too well.
Accept the runner-up plaque, grab a medal and watch the other team celebrate with T-shirts and smiles.
For the second straight season and third time in five years, the Channel Islands High boys soccer team lost in the CIF-Southern Section championship game.
Top-seeded El Rancho held off a late charge by Channel Islands to defeat the Raiders 3-2 in the Division 3 final on Saturday afternoon at Warren High.
The Raiders (15-7-5) nearly pulled of an unlikely run from a wild-card entrant to a CIF-SS champion, but were left with the same familiar empty feeling.
All three of their title-game losses have been by a one-goal margin.
Its so close that you can almost feel it and then you dont have it at the end, Channel Islands head coach Rogelio Juarez said. They are still hungry, but we are going to have to wait until next year.
El Rancho (26-2-1) was just as experienced as Channel Islands in title games. The Dons were making their third straight appearance, winning the title in 2011 and losing in last years Division 4 final.
Senior midfielder Luis Juarez scored both goals for Channel Islands in the second half as the Raiders frantically played catch-up after trailing 2-0.

I wrote recently about my recent experience in trying to get itemized receipts for medical procedures. Readers have offered helpful feedback.
Coincidentally, the feedback arrived as I was reading an article published last month in Time magazine.
The article Bitter Pill: Why Medical Bills are Killing Us , by Steven Brill is worth your time, although its long.
Ill get to the Brill article in a sec. First, a recap of my own recent experience.
I received two medical procedures in the space of a week, each in a different office.Continue Reading
In both, a desk clerk accepted my payment of hundreds of dollars, needed because I hadnt reached the deductible limit for my employer-provided health insurance.
Each clerk then told me she couldnt provide an itemized receipt. To get one, I was told, Id have to call a billing office in a week.
I needed itemized receipts so the company that manages my flexible spending account would permit me to use pre-tax money for the payments.
Two readers pointed out how providers use of procedure and diagnosis codes makes it difficult to know the cost of any office visit in advance. The codes determine how Medicare and private insurers pay.
Either the provider of the services or the charge-entry person enters those codes in the computer after the test/procedure/visit is completed and the payment captured, wrote one of the readers, a front-office supervisor for a Triad-area health care provider.

Editor's Note:
This is the first in a series of stories about local changes in health care resulting from the federal Affordable Care Act. Today: Expansion plans.
By Jondi Gumz
SANTA CRUZ -- New medical clinics, expansion of existing clinics and more than 70 new jobs are on the horizon as local officials prepare for an influx nine months from now of people with health insurance who previously had gone without.
The push comes from a federal health overhaul championed by President Obama and slated to take effect Jan. 1. With the mandate for individual health insurance, many people will either be covered by a state program or encouraged to buy coverage. Some will qualify for a subsidy depending on their income.
Salud Para La Gente is embarking on a $5 million project to serve 2,000 more patients, renovating its main clinic in Watsonville to add 13 rooms for medical exams and four rooms with dental chairs. The architect is Hibser/Yamauchi of Oakland, which has a health care specialty, but a contractor has not been selected yet.
"We intend to include local contractors wherever we can," said Dori Rose Inda, Salud's interim executive director.
Inda, who is extending her stay through June, has a new patient services manager, Dorian Seamster, former clinic manager at Planned Parenthood Mar Monte.
Salud has hired a new obstetrician/gynecologist to replace a doctor who left, and plans
"We may hire another pediatrician and possibly another family practice provider but we are completing an assessment of demand first," Inda said.

Exercising a right as simple as reading can be challenged thus limiting public access to the written word. Freedom to Read Week begins Feb 24 to March 2 all across Canada. In its 29th year, schools, art venues and libraries will be participating to show their support.
In its fifth year at the Strathmore Municipal Library, the project takes a look at books challenged for having controversial themes within their pages.
One would think having a week dedicated to it must speak to the evolution of literature and where are we now.
Literature is more edgier. The topics are more edgier such as the 50 Shades of Gray that was such a prominent book this yearbut you wouldnt have a book like this kicking around many years ago, says Assistant Director of Library Services, Carmen Erison.
Theres always going to be controversy in literature.
All books featured have been collectively banned worldwide, however, most the books featured in the towns library are North America based.
When Im preparing a display such as this I do research on that are mostly in North Americain Canada we celebrate Freedom to Read while the US celebrates Banned Books week, says Erison.
Childrens books, adult fiction, graphic novels, juvenile fiction, young adult, and non-fiction have been subjected to the chopping block.
What I challenge readers to envision, is walking into a library and seeing a bunch of empty bookshelves because thats what could happen if you were to ban all books if it had some content that you find distasteful, says Erison.
Surprisingly, titles such as Little House on the Prairie: On the Banks of Plum Creek, many graphic novels and most recently

Montgomery Police Chief Kevin Murphy and Rep. John Lewis speak to the press after Murphy offered an apology to Lewis for the failure of Montgomery police officers to respond to attacks on the Freedom Riders during a trip to Montgomery in May 1961.
By Craig Giammona, NBC News
An Alabama police chief brought Rep. John Lewis to tears Saturday, apologizing to the noted civil rights leader for failing to protect the Freedom Riders during a trip to Montgomery in 1961.
Lewis and fellow civil rights activists were beaten by a mob after arriving at Montgomery's Greyhound station in May, 1961.
On Saturday at ceremony at First Baptist Church, the city's current police chief, Kevin Murphy, apologized to Lewis and offered him his badge in a gesture of reconciliation, telling the longtime Georgia congressman that Montgomery police had "enforced unjust laws" in failing to protect the Freedom Riders more than five decades ago.
Lewis, who was arrested during civil rights protests in cities across the south, said it was the first time a police chief had apologized to him.
"It means a great deal," Lewis said. "I teared up. I tried to keep from crying."
Lewis and other members of Congress were taking part in the 13th Congressional Civil Rights Pilgrimage to Alabama, a three-day event that also included trips to Selma, Tuscaloosa and Birmingham.
Murphy said the decision to apologize was easy.

Alabama police chief apologizes to Freedom Rider congressman
[TamilNet, Saturday, 02 March 2013, 19:23 GMT] Freedom from Torture (FFT), a UK-based rights group, accused the UK Border Agency of withholding statistics for the last quarter of 2012 while the Agency planned for a mass removal of Tamils, including those whose protection claims have been refused, on the 28 February to Sri Lanka. Presenting data obtained from the Border Agency using the 'Freedom of Information (FOI) Act' the rights group said, "UK has granted refugee status to at least 15 people who were previously removed from the UK to Sri Lanka where they claim to have been tortured or otherwise harmed." The Border Agency released the information during the middle of an important case being heard by the Immigration and Asylum Chamber of the Upper Tribunal on the risks facing Tamils on return to Sri Lanka from the UK. Evidence supplied by Freedom from Torture of Tamils with even low level (real or imputed) links to the LTTE experiencing torture after voluntary return to Sri Lanka in the post-conflict period is central to the case. The FOI disclosures contradict repeated claims by Ministers that there is no credible evidence that Tamils removed from the UK have faced torture in Sri Lanka. These denials, trumpeted by the Sri Lankan government, were reiterated earlier this month by Foreign and Commonwealth Office (FCO) Minister Alistair Burt during a trip to Sri Lanka. However, in the face of the UKBA's new disclosures to Freedom from Torture, the FCO told the Guardian that it is "urgently seeking further information from the Home Office about any allegations," FFT said in its website. Meanwhile, in a similar report released by the US-based Human Rights Watch documented 75 cases of predominately Tamil men and women who were allegedly held in Sri Lankan detention centres and repeatedly raped and sexually abused by the military, police and intelligence officials.
Sri Lanka's security forces have used rape to torture and extract confessions from suspected Tamil separatists almost four years after the country's civil war ended, Human Rights Watch (HRW) said in a report released Tuesday this week.
Sri Lanka's ambassador to India, Prasad Kariyawasam, said the testimonies of 41 women, 31 men and 3 boys were likely made by "economic refugees" who "need a good story" to get asylum.
The Ambassador further told Reuters in an interview, "Human rights violations are taking place in all countries of the world. Why Sri Lanka is constantly targeted by Human Rights Watch is something we are disturbed about. They may be working with the U.S. government. I dare to say that because the HRW report is announced just as the resolution is to be presented to the Human Rights Council."
