Texas Senate approves medical school for Valley

AUSTIN, Texas (AP) -- The University of Texas would bring a new medical school to the border under a measure approved Wednesday by the Texas Senate.

In a 30-1 vote, lawmakers advanced a bill to combine campuses in Edinburg and Brownsville with a Harlingen health center currently operated by the UT Health Science Center at San Antonio. The Texas House is expected to consider the proposal next week.

"Today is a historic day for the Rio Grande Valley," said Senator Eddie Lucio, a Democrat from Brownsville.

UT regents already have pledged $100 million to the project. Perhaps most importantly, the new university would gain access to the state's Permanent University Fund, the endowment that manages billions of dollars to support higher education.

Sen. Juan Hinojosa, D-McAllen, said the plan could transform the impoverished region, where doctors are in short supply.

"Education gives you the power to succeed," Hinojosa said.

The new university is projected to enroll 28,000 students, employ 7,000 people and generate $11 million in research expenditures.

Lucio said the university will foster new opportunities for commerce and scientific research around the nearby ports. Characterizing the project as a form of reparations, he heralded a "once in a lifetime" opportunity to build on the region's cultural heritage.

"Our demographics already offer a preview of what the nation's demographics will look like in a generation," he said. "Through our action today, we begin to correct generations of inequity."

MEDICAL SCHOOL : Riverside lawmakers ask for budget appropriation

SACRAMENTO A pair of Riverside Democrats made their case Thursday to a panel of Senate budget writers that this years state spending plan needs to include $15 million for UC Riversides medical school.

The medical schools future depends on lawmakers appropriating the money, Assemblyman Jose Medina and state Sen. Richard Roth told the Senate Budget and Fiscal Review Committees education subcommittee.

Riverside County and other donors have committed $18 million to the school, which is scheduled to open later this year. Some of that money, though, hinges on the state funding, as does extending the schools accreditation next year.

Without the $15 million were talking about today, the community commitments associated with that may dry up, the preliminary accreditation that the medical school received will be pulled undoubtedly, and the school will fail, Roth testified.

There were no votes Thursday. The panels three members seemed to agree on the need for the school in the medically underserved Inland region but all stepped well short of pledging to support allocating state money to it.

The last four years, weve made some awful cuts that just tore at your heartstrings, state Sen. Rod Wright, D-Inglewood, told Roth and Medina. If I had it, it would be an easy call. I dont think we have $15 million just sitting around unspent.

Supporters say the school will address a severe shortage of primary-care physicians in Riverside and San Bernardino counties. The need will only grow as the state expands the low-income Medi-Cal program as part of the federal Affordable Care Act.

University officials and Inland lawmakers have tried since 2008 to secure ongoing state money for the school amid massive budget shortfalls. They received $10 million in 2010 but have come empty since then, forcing officials to postpone the schools first freshman class.

Im not sure that theres an understanding up here that the buildings are in place and how far along the medical school is at UC Riverside, Medina said after the hearing. Im a little surprised.

Another subcommittee member, state Sen. Mark Wyland, R-Escondido, said he supports the medical school.

In Americas revolutionary history, no document is more iconic than the Declaration of Independence, the short but sweeping statement issued by Congress on July 4, 1776, severing bonds with Britain and launching the Colonies on their path to independence.

But what does the Declaration of Independence actually declare? For most Americans today, the answer is embodied in the opening sentence of the second paragraph: We hold these Truths to be self-evident, that all Men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty, and the Pursuit of Happiness.

Perhaps no sentence in American history is better known or has had a greater impact than these powerful words about equality and rights. It is no wonder then that schoolchildren memorize this sentence, that adults consider it the founding creed of Americas civil religion, or that this and other newspapers will highlight these words on their editorial pages tomorrow.

During the March on Washington in 1963, Martin Luther King Jr. recited these words and said it was time for the nation to make good on this promissory note and to rise up and live out the true meaning of its creed. One hundred years earlier, in his Gettysburg address, President Abraham Lincoln insisted that the nation had been founded upon the proposition that all men are created equal.

But in 1776, thats not how most Americans would have seen the Declaration. The entirety of the now-famous second paragraph was little more than the minor premise in the argument over independence, historian David Armitage has observed in his study of the Declarations original meaning and global history. Americans at the time rarely discussed these words, instead focusing on the long list of charges against King George III that dominated the body of the text, or the bold capital letters in the documents final section, declaring the Colonies to be FREE AND INDEPENDENT STATES.

So why did we come to focus on the message that we did? How and when did Americans turn a diplomatic severance note into a declaration of individual rights and a philosophical statement about the natural equality of all people?

With the help of newly digitized 18th-century American newspapers and other publications, we can now more precisely trace how people wrote about the Declaration in its own time, and can begin to tell a more nuanced story about how - and who - gave us the Declaration we celebrate this week.

While most observers at the time were focusing on other parts of the document, one set of people saw this sentence as its most important statement: opponents of slavery. The story of how they read the Declaration can be traced, in part, back to Massachusetts, where in the summer of 1776 a young man of mixed racial identity named Lemuel Haynes invoked the Declarations self-evident truths of equality and rights in a manuscript essay on the illegality of Slave-keeping.

Haynes and other Revolutionary-era abolitionists constituted a minority of the Declarations early readers. But years later, it would be their reading that helped transform an instrument of international law into a founding document of domestic politics.

In watching how those early Americans read the Declaration, and what they paid attention to, we get a powerful lesson in how a seemingly clear founding document can shift meaning over the years and even hold multiple meanings in its own time. We also see how a state paper designed to dissolve the political bands between Britain and the Colonies slowly and surprisingly came to be recognized as a founding document of American equality and as a distinctly American contribution to political systems around the world.

Liberty North suffers an agonizing loss to Republic in Missouri state semifinal

COLUMBIA A second chance.

That simple phrase perfectly summed up a complex finish between Liberty North and Republic in the Class 4 semifinals one that left the Eagles searching for answers and sent Republic to the Class 4 state championship game at Mizzou Arena.

Republic senior Marcus Miller made good use of his second chance. Liberty North never got one.

Miller made a game-winning layup rebounding his own miss with 6.5 seconds remaining to lift Republic to a 38-37 win in the Class 4 semifinals Thursday at Mizzou Arena.

In search of the first state championship in school history, Liberty North will instead play in the third-place game for the second consecutive season.

Im devastated for our team, for our players, Liberty coach Chris McCabe said. The worst part about it is we cant go back and change it, and thats what we want to do.

If Liberty North had the choice, it would probably just opt to replay the fourth quarter.

Or perhaps only the final sequence.

Zach Starr gave the Eagles, 25-5, a one-point lead on a drive to the basket with 1:21 remaining. Those were Liberty Norths only two points in the fourth quarter, but they were nearly enough.

On the ensuring possession, Republic guard Canyon Smith missed a three-pointer with 10 seconds remaining, and Liberty North forward Ian Sanderford pulled down the rebound. But when Sanderford tried to gain his balance, he tripped over Miller and was whistled for traveling.

Rep. Justin Amash should stay out of race for Carl Levin’s seat, libertarian blogger says

GRAND RAPIDS, MI Despite glowing praise of U.S. Rep. Justin Amash's two-year tenure in Congress, one libertarian blogger thinks he should stay out of the race for retiring Michigan Sen. Carl Levin's seat.

Ron Davis, writing on the libertarian blog United Liberty, urges Amash to stay planted in his 3rd Congressional District because he'd have an uphill battle.

Amash has not said whether he'll run for Senate, but earlier this week indicated he was "certainly open" to the possibility.

A number of heavy-hitting prospective Republican candidates have been named since Levin's March 7 announcement he would not seek a seventh term.

They include West Michigan politician and former Secretary of State Terri Lynn Land, U.S. Rep. Mike Rogers and Scott Romney, older brother of Mitt.

Davis, writing on Amash for United Liberty, started his column with effusive praise for the "actively and openly accountable" sophomore congressman from Cascade Township.

"I wish my Congressman were more like Justin Amash," Davis wrote. "I wish every member of Congress were more like Justin Amash."

Still, Davis contends, multiple factors work against an Amash Senate run. He pointed to 2012's race against "self-funded" Democrat Steve Pestka, saying Amash's campaign had to dash to ensure they'd eke out a win.

Amash still bested Pestka by 9 percent in the November general election, but that was the least of Davis's arguments:

Amash doesnt yet have the statewide name recognition (and the reputation thats sure to follow) necessary to win in a statewide election. If hes still at the point where hes - as the incumbent - concerned about a Democrat with a pile of cash, hes not ready to be running for a seat in the Senate.

Recently retired city employee Michael Konwinski on Tuesday announced his candidacy for Toledo mayor on the Libertarian Party ticket, and mayoral candidate Opal Covey has switched her political affiliation from independent to Republican.

Mr. Konwinski, 57, of West Bancroft Street, retired in December after 30 years with the city, including in water distribution, environmental services, and the finance department. When he retired, he was involved as an analyst in converting the citys payroll from a third-party provider to an in-house software program, he said.

He said his goal would be to use his experience to lower the cost of city government, and ultimately the city payroll tax, by reducing unnecessary administrative and managerial positions and reorganizing some city divisions. If we can cut costs, that makes Toledo more attractive to people to move here, he said.

He received a bachelors degree in business administration from the University of Toledo in 1978.

Whatever ails the city of Toledo can be traced to poor and ineffective middle management [workers], many of whom were promoted due to factors other than their managerial ability, Mr. Konwinski said.

Emil Gravelle, Lucas County Libertarian Party chairman, said the party is proud to support a candidate with such a detailed history and experience with the practical workings of the city of Toledo. It is time to reduce the size of government by refocusing on its core missions and eliminate waste. Michael Konwinski knows how.

Libertarian announces bid for mayor

Paul stands up for ‘ libertarian kids’

Sen. Rand Paul on Wednesday took a swipe at critics of his lengthy filibuster, saying that he spoke for nearly 13 hours with young people in mind and calling on the GOP to take a more tolerant approach.

Last week, a Senate colleague of mine said that when I questioned whether or not the president could order a drone strike on American citizens on American soil, I was just catering to libertarian kids in their dorm rooms, Paul wrote in an op-ed posted at Policymic.com, referencing barbs he took from Sen. John McCain (R-Ariz.). Standing up for the Bill of Rights and the Fifth Amendment was not a political stunt designed to appeal to certain audiences. I took an oath to protect the Constitution and it is an oath I intend to keep.

But we do need a Republican Party that addresses the concerns of young people. We need a different kind of GOP, a party that speaks to the rising generation, who may have unique interests and concerns, Paul (R-Ky.) continued.

Paul, the libertarian-leaning freshman, last week took to the Senate floor for hours, demanding answers from the administration about drone strikes that could target Americans on U.S. soil. In his Wednesday op-ed, titled I Filibustered to Defend Millennials, Paul turned to politics, saying the GOP should take a big-tent approach to woo younger voters.

I believe a Republican Party that is more tolerant and dedicated to keeping the government out of peoples lives as much as possible would be more appealing to the rising generation, he wrote. Most young people I encounter simply have no desire to tell other people what to do or how to live.

The Kentucky senator, considered a possible pick for a 2016 presidential run, said a hands-off approach to governing would appeal to young people, a demographic with which the GOP has struggled in the last several elections.

There are blue parts of the country where Republicans havent fared well, and yes, a more libertarian-Republican might be able to start winning in those areas, he wrote. The youth vote could play an integral part in this.
