KIEV, Ukraine, May 31, 2013 /PRNewswire/ --
At a time when over a million users are facing the news that Liberty Reserve has been closed down by the US government, and the founder has been arrested, many people are wondering what the alternatives for secure payments are. An alternative already exists, and this is UPay.
It is important to admit that recent events affect not just Liberty Reserve, but the entire industry and its recent past. The time of having only one serious player is over
Of course, the e-commerce market that is estimated in around 1.6 trillion US dollars cannot be left in a void, without companies offering this essential service. Therefore, new financial players are rushing to occupy the space, and they are ready to offer better terms and conditions, and guarantee the full legality and transparency, that will be at the forefront of customers' minds.
UPay is a fantastic alternative to Liberty Reserve. It is a young and ambitious company, stands out among other smaller players, due to its legitimacy and credibility. The UPay system of instant payments, which is the affiliate of the world leading crowdfunding company Uinvest, has already proved its efficiency by offering the option to pay into an account with a phone number only. This feature, together with a zero commission fee and other advantages, has made the ambitious project fantastically popular. Will UPay be able to displace other market players? Time will show. Now with absolute confidence one can state that the major part of the previous LR clients are actively setting up accounts with a new system of instant payments - UPay.
This system is fully tested, it corresponds to all industry requirements, and is very user-friendly. This is a powerful financial system, that is able to process hundreds of transactions in just a second, and beat off Ddos attacks of any level.

My general impressions of Silicon Valley and California, in general, is that Libertarian-style Republicans would do better out here, and that Bush Republicans havent been doing well out here in a long time, the Senates uber-Libertarian, Rand Paul tells me, during his check-cashing good-will tour to Silicon Valley.
Republicans desperately want better relations with Silicon Valleys big-pocketed donors and top-tier programmers; the Senators solution is to show them that they can, in fact, love the small-government strain of conservatism.
Its no shocker that Republicans have an uphill climb in the Bay Area, so I put some tough questions to Paul to see if he could dispel the stereotypes.
Literally, A Modern Party
Most Republicans live in this century, not two or three centuries ago, Paul said, in a diplomatic response to my question about his partysnotoriously anti-science perception in the Valleynotably the head of a congressional science committee calling evolution and the big bang lies straight from the pit of Hell.
In fairness to Paul, Ive been outspoken about dispelling the myth of the luddite Republican: in the House of Representatives, conservatives are more savvy on social media, trailblazers in open government, and designed the most innovative tools in online direct participation.
Moreover, I think we can be sympathetic to Pauls position of having to both appeal to the liberal bastion of San Francisco without alienating his base. As far as small-goverment conservatives eyeing the presidency go, Paul is as geninually libertarian as one can be and still be a viable candidate.
Winning Back Support
Though President Obama won a staggering 84% of the vote in San Francisco, Pauls argues its because were not reaching our potential in appealing to the Valleys libertarian strain. I think, particularly in the tech world people are conscious of privacy concerns and I think theyre conscious of their civil liberties. I think many would like to see a Republican candidate or party that is less aggressive on foreign policy.
For good measure, he struck a chord with Californias love of the wacky-tobaccy, adding that California citizensmore apt to support politicians who dont want to lock people up and throw away the key for non-violent drug use.

STEVENSVILLE They were designed to be islands of green to break up the four lanes of black that would cut through the Bitterroot Valley from Lolo to Hamilton.
The idea of adding trees and shrubs to beautify roadway islands came directly from members of the communities along U.S. Highway 93 who stepped forward 20 years ago to help plan the travel route.
We wanted to add safety and enjoyment and some beauty to that big black roadway that looked like an airport landing zone, remembered Jean Atthowe of Stevensville. The islands were designed to help mitigate the four-lane highway that was ramming its way through this beautiful valley.
Now county and state officials say that experiment has failed on all of the highways islands, save those in Victor.
They say that its too dangerous to have volunteers cross the busy highway for maintenance and theres no funding in government coffers to cover the cost. On top of that, many of the original plantings have succumbed to the deicer used on the highway each winter.
The islands have become a bit unsightly, said Ed Toavs, the Montana Department of Transportations Missoula district administrator. They are not in the best shape at this time. There are weeds as high as two or three feet on some of the islands.
So in June, a contractor will begin capping all the highway islands at Lolo, Florence, Stevensville, Woodside and Hamilton with colored concrete.
Before that happens, county workers are removing the remaining live trees and shrubs and replanting along the roadway.
MDT will pay about $430,000 out of its maintenance budget to complete the work.
Earlier this week, the Ravalli County commissioners heard from community members discouraged with the decision.

Fitch Ratings has affirmed the following ratings for the Virgin Islands Water and Power Authority (WAPA):
--$156,550,000 electric system revenue bonds, series 2003, 2010A, 2010B, 2010C, 2012A at 'BB';
--$109,340,000 electric system subordinated revenue bonds, series 2007A, 2012B, 2012C at 'BB-'.
The Rating Outlook on all bonds is Negative.
SECURITY
The electric system revenue bonds are secured by a pledge of net electric revenues and certain other funds established under the bond resolution. The electric system subordinated revenue bonds are secured by a pledge of net revenues that are subordinate to the pledge securing the electric system revenue bonds.
KEY RATING DRIVERS
WEAKENED FINANCIAL METRICS: WAPA's financial metrics have deteriorated in recent years to speculative-grade levels reflecting escalating fuel prices, delays in cost recovery, higher receivables and increased reliance on short-term debt financing. Fitch-calculated debt service coverage has remained below 1.0x since fiscal 2010 and the ability to meet financial targets remains uncertain.
INADEQUATE AND REGULATED COST RECOVERY MECHANISMS: The authority's electric rates are regulated by the Virgin Islands Public Service Commission (PSC), which has authorized cost recovery through both base rates and a levelized energy adjustment clause (LEAC) for fuel and other related costs. Although the PSC been reasonably responsive to requests for cost recovery in recent years, delays inherent in both the regulatory process and the recovery mechanism impair liquidity and limit financial flexibility.

For veterans with mental health conditions, prompt and continuous access to mental health care can be lifesaving. However, research shows that after deployment, veterans often go years without obtaining mental health care, and when they do, their care is often fragmented.
A recent study found that, among veterans with mental health conditions such as post-traumatic stress disorder (PTSD) and depression, the average time between return from deployment and initiation of mental health care was two years.
The study, which looked at veterans of the Iraq and Afghanistan wars who visited Veterans Affairs (VA) medical centers between 2001 and 2011, also found that an average of seven and a half years lapsed between the first mental health visit, and the start of treatment that would be considered "minimally adequate" for these conditions which would be eight treatment sessions within a year.
By the end of the study, 75 percent of veterans had not received minimally adequate care. The findings were published in the December 2012 issue of the journal Psychiatric Services.
Prompt care is important because mental illness can impair people's lives and interfere with their relationships and jobs, said study researcher Shira Maguen, a psychologist at the San Francisco Veterans Affairs Medical Center who treats patients with PTSD. "If we can get them into care sooner, thats less time that they have to live with some of those challenges after they return from deployment," Maguen said.
Many factors can interfere with veterans getting mental health care, including the stigma associated with mental illnesses (such as the belief that seeking care is a sign of weakness), concern that seeking care may jeopardize their careers, trouble finding transport to VA centers, and trouble getting appointments. (Last year, a report from the VA inspector general found that about half of veterans seeking a mental health evaluation waited an average of 50 days for an evaluation.)
To broaden access to mental health care, the VA says it has taken steps to increase staffing and to partner with community health care centers. In a report released last week, the VA said it has made agreements with 15 local clinics in seven states to allow veterans to be treated at those clinics.
Maguen said it is also important to identify the factors that keep veterans coming back for care. Her study found that most veterans who receive minimally adequate care do so within one year of their first visit.
Follow-up appointments are critical for patients at risk for suicide studies show that one of the highest risk periods for suicide is the month following discharge from a hospital or emergency room for a suicidal episode. But a report from the VA inspector general released last month found that about one-third of veterans at high risk for suicide did not receive the required four mental health follow-up visits within a month after their discharge.

WASHINGTON (CNN) -
In what may be the epic battle of the summer, the White House and Republicans are assembling their armies and sharpening their bayonets for a political fight over the selling of Obamacare.
On one side is the Obama administration, which is preparing to carry out the president's landmark health care reform law. It sees success directly linked to his legacy.
On the other side are House Republicans, conservative groups, GOP governors and tea party affiliates. They are reading the latest polls and are determined to make the repeal or severe crippling of the Affordable Care Act their top priority before the 2014 midterms.
"It's a very important battle and both sides are trying to come out on top," said Julian Zelizer, a Princeton University historian and CNN contributor. "The first stage was about whether this passes or not. ... Now the battle is over implementing it and there are all sorts of ways Republicans are trying to cause problems."
Zelizer said Republicans have been aggressively promoting the program's problems in the past few weeks.
"And the administration feels the pressure," he said.
The next phase of the fight for the White House, according to administration officials, is a series of initiatives aimed at using social media, websites, on-the-ground efforts and targeting Spanish speakers and young people in particular to convince as many uninsured as possible to buy insurance when it becomes available on October 1.
"We've got to make sure everybody has good health in this country," President Barack Obama told Morehouse College's commencement ceremonies recently. "It's not just good for you, it's good for this country. So you're going to have to spread the word to your fellow young people."
Meanwhile, Republicans are continuing to whittle away at the law's impact and are hoping that Obamacare's failure could become a rallying cry.
