New home construction on Southwest Florida's barrier islands hardly took a breath during the Great Recession, but the economic recovery has sparked a new burst of activity.
Unlike larger housing developments on the mainland that were shelved during the downturn, some for years, many builders of custom luxury homes continued to find work though at a much slower pace on the region's keys.
"We definitely went through a slow time, but not nearly as bad as the tract home builders," said Ricky Perrone, vice president of business development at Sarasota's Perrone Construction.
For Perrone, business began to bounce back about a year ago. The company is currently building six custom homes on Siesta, Lido and Bird keys, valued from $1.7 million to $3 million and ranging from from 4,000 square feet to 8,000 square feet.
"Things really picked up last October," Perrone said. "People were getting off the fence and moving on big properties where they planned homes. Properties started to get snatched up, and people decided the time was right to build."
Lakewood Ranch-based John Cannon Homes is in various stages of construction on 12 custom homes on the barrier islands off Sarasota and Manatee counties.
"The barrier island buyer has been shown to be recession proof," said the company's namesake.
Sarasota's Murray Homes has four custom projects under way on the islands, ranging from $850,000 to $2.5 million and measuring from 3,000 square feet to 7,000 square feet.
"That's based on how comfortable individuals feel with the economy and their own personal situation," said Steve Murray, vice president at the family owned company. "They have recouped losses from the recession, reallocated investments and are now feeling comfortable enough to jump in and buy.

Prediction of the risk of cancer in families, genetic testing, counseling and other options are heavily dependent upon accurate diagnosis of cancers that have occurred in other family members. When a deceased relative's medical records are incomplete or inaccurate in any way, appropriate counseling and decision-making is impaired. Relatives of patients who die from cancers of unknown or uncertain primary (CUP), which occurs in over 3-5% of all cancers, are particularly challenged in accurately assessing their cancer risk.
Molecular profiling with Rosetta's microRNA-based Cancer Origin Test has been shown to effectively identify the underlying tumor type in CUP cases, and allows for more accurate identification of potentially unrecognized genetic risks, or the correct assessment when risk might otherwise have been over-estimated by the family or their genetic counselors. As microRNA has been shown to be particularly stable in FFPE preserved tumor blocks for over 10-years, archival material analysis of a deceased relative's cancer when CUP or uncertain results confounded a pedigree is now possible with this assay.

AKRON As of Oct. 15, the city of Akron has opened two computer-assisted Affordable Care Act (ACA) health care sign-up sites for citizens who do not have computer access or who need help electronically signing up for health care.
The Lawton Street Community Center, 1225 Lawton St. in West Akron, and Firestone Park Community Center, 1480 Girard St. in South Akron, will be open each Tuesday and Thursday (until further notice) from 11 a.m. to 2 p.m. and 3:30 to 6 p.m. Certified application counselors from Summit County Public Health will be at each site to assist residents and to answer any questions.
The Affordable Care Act can help many of our residents, but only if they sign up, said Akron Mayor Don Plusquellic. It is important that our residents get all the assistance they need to sign up for health care coverage under the Affordable Care Act. I am thankful to County Executive Russ Pry and the Summit County Public Health Department for partnering with us to help our citizens.
The city also has information on the new ACA and the Health Insurance Marketplace on its website, http://www.akronohio.gov. From the citys homepage, residents can access the national website, http://www.HealthCare.gov, or Summit County Public Health to obtain online applications. Residents also can call 800-318-2596 to reach the 24-hour, seven-days-a-week national call center where trained customer service representatives will answer all questions about the Health Insurance Marketplace in 150 languages, according to city officials.
The city also is providing a short-form paper application to residents. Those are available at all city of Akron recreation centers and in the lobby of the Municipal Building, 166 S. High St. in Downtown Akron.
CLEVELAND Residents who had been paying fees to the Northeast Ohio Regional Sewer District (NEORSD) will not be paying them now that a judge has ruled against the district.
In the case Northeast Ohio Regional Storm District v. Bath Township, et al, the Ohio 8th District Court of Appeals ruled against NEORSD. In the Sept. 26 ruling, judges said the district does not have the authority to collect fees from residents to fund its storm water projects.
Sewer district officials said they plan to appeal the decision to the Ohio Supreme Court, but in the meantime the fees will be suspended.

City of Akron opening two computer-assisted health care sign-up sites
When Lake Shore Health Care Center in Irving closes Jan. 31, many residents in need of an emergency room will have to drive longer distances for treatment of their medical emergencies, according to a Chautauqua County legislator.
We can measure Lake Shores closing in lost jobs and in peoples lives, said Legislator George Borrello, R-Irving.
Those needing mental health care will have to travel farther, too, but still might struggle to find the help they need.
I am really worried about services that have been provided by the behavioral health unit, said Christine Schuyler, director of the county Department of Health and Human Services.
She said Lake Shores unit has 24 inpatient beds. Another nearby place for inpatient mental health services is at WCA in Jamestown. But patients already fill that facility most of the time, she said.
The residents of the northern area of the county and even Erie County and Cattaraugus County who need mental health services will suffer with the loss of those beds, she said.
Hospital officials announced Lake Shores closing Wednesday, leaving 460 employees without jobs and eliminating one of Chautauqua Countys largest employers.
The facility also has 120 beds for long-term care. The health care center includes an emergency room and a residential program for rehabilitation of womens chemical dependency.
Many people are dependent on the facility, including those in the Seneca Nation, Borrello said.
Patients at Lake Shore at the time of closing will be transferred to Brooks Memorial Hospital in Dunkirk, and those in the program for long-term care will be relocated to other facilities with skilled-nursing services.

Health Care Quality Study: Good News, Bad News and in Between
WASHINGTON - Two weeks into the launch of the federal health insurance exchange, the website is still plagued with problems, leading critics to wonder if the problem is worse than it appears.
There are two key issues at the core of the problem, said Dan Schuyler, a director at Leavitt Partners, a health care group. One is the volume, which Health and Human Services estimates at 14.6 million unique visitors, and the second is the platform's design.
The main problem, Schuyler said, could be "core fundamental design flow," but it's impossible to know because HHS is saying so little. "Only the contractors and HHS know that," he said.
They need to figure out the problem soon, Schuyler said, if the government is to meet its goal of 7 million new health customers signing up on the exchanges by March 31. "That's 39,000 enrolled a day, and we're not seeing anywhere near that volume," Schuyler said. "If they don't get it fixed within two or three weeks, we may have a backlog of consumers who won't be able to enroll by January 1."
HHS didn't have enough time to test its system for "one of the most complex IT platforms undertaken by the feds or the states," Schuyler said.
HHS did not respond to a request for information, and its website states that there are too many media requests now to answer all of them. However, at the end of the first two weeks, HHS issued a statement:
"We won't stop improving HealthCare.gov until its doors are wide open, and at the end of the six-month open enrollment, millions of Americans gain affordable coverage," said HHS spokeswoman Joanne Peters.
President Obama criticized the problems in a Tuesday interview with KCCI, a Des Moines TV station. "I am the first to acknowledge that the website that was supposed to do this all in a seamless way has had way more glitches than I think are acceptable and we've got people working around the clock to do that," he told the Iowa station. "We've seen some significant progress but until it's 100% I'm not going to be satisfied."
Tuesday, Millward Brown Digital released an analysis showing that 36,000 of the 9.47 million people who visited the site the first week made it to the enrollment page at healthcare.gov, with the assumption that only a small percentage of the visitors were able to enroll. HHS has not released enrollment numbers. Millward Brown is an international market-research group.
"I will be the first to tell you that the web site launch was rockier than we wanted it to be,'' HHS Secretary Kathleen Sebelius said Wednesday morning at Cincinnati State Technical and Community College. She did not give an update on numbers, but said people still have plenty of time to enroll before the Dec. 15 deadline for coverage to begin January 1.
