Manchester Republicans Say Vacant Armory Could Be Medical School

MANCHESTER Republican board of director candidates say the town should seize a chance to help attract a medical facility to the former National Guard armory on Main Street.

Citing its proximity to Manchester Memorial Hospital and central location, Republicans said that a medical school or satellite campus "could be a huge economic boon for the town."

The state, which owns the vacant building, is seeking bids, Jeffrey Beckham, spokesman for the state Department of Administrative Services, said Monday. Beckham said he could not offer any more information.

Built in 1949, the building sits on an approximately 1.5-acre lot at 330 Main St. The state had offered to sell the property to the town first, as state law requires, General Manager Scott Shanley said Monday.

Several months ago, town officials went through the 23,316-square-foot building with an engineering consultant, Shanley said. One of the issues that raised concerns was the amount of lead paint and other conditions that may require cleanup, Shanley said.

"At this time, we'll see if the private market bears any fruit and establishes a value," he said.

Eastern Connecticut Health Network, which owns the hospital, has a clinical relationship with the University of New England, and the school could be a potential partner in adding classroom space, Republicans said. The idea is consistent with GOP plans for developing "heath-care industry clusters," board of directors minority leader Cheri Pelletier said.

"Manchester already has a strong health-care sector, so deepening it with a medical school can only make our economy healthier," Pelletier said. "Inaction could be worse than a missed opportunityif the building stayed vacant for years, it could drag that area down."

ECHN had looked at the building for potential use, not necessarily for medical education, organization spokesman Eric Berthel said. But the inquiry showed the building would require significant and costly environmental cleanup and modernization to bring it up to code for any use, Berthel said.

To help develop a plan, Republicans say their first step would be to apply for a $35,000 grant from the Josiah Macy Jr. Foundation, a nonprofit organization dedicated to advancing health care education.

Although the 21-year-old UF biology senior and medical school candidate thinks schools dont have time to scroll through applicants Facebook pages, he plays it safe.

Whether youre a business major or you want to go to general school or medical school, to be in the professional world, its just kind of common sense now to keep your Facebook clean, he said.

A Kaplan survey of medical school admissions officers released last week found 32 percent of admissions officers have used Google to learn more about an applicant. Additionally, 22 percent visited an applicants social networking sites, and of those, 42 percent found something that negatively impacted an applicants chances of acceptance.

Owen Farcy, director of MCAT 2015 for Kaplan Test Prep, said medical schools havent embraced technology too much. Regardless, he said, students should know admissions officers are paying attention.

UF social media specialist Bruce Floyd said the best rule of thumb is to ask if a picture or status is appropriate for a grandmothers eyes.

Record numbers heading to medical school

(MoneyWatch) With a physician shortage that some experts think will worsen in coming years because of the Affordable Care Act, an historic number of would-be doctors applied this year to the nation's medical schools.

That could be a problem. This year's larger medical school class could cause an even greater bottleneck because the slots for the nation's residency programs for medical school grads hasn't expanded since 1997.

Roughly 48,000 Americans applied to medical school during the most recent admission season, exceeding the previous record set in 1996. More than 20,000 individuals entered medical school, which translated into a 2.8 percent increase in the first-year student body.

With the need for medical care rising, the number of medical schools is increasing, and the Association of American Medical Colleges estimates that there will be an additional 7,000 graduates every year over the next decade.

The logjam occurs when graduates of medical schools take the next step and apply for residency training programs. Back in 1997, Congress capped the number of federally supported residencies in the nation's 1,000-plus teaching hospitals.

"At a time when the nation faces a shortage of more than 90,000 doctors by the end of the decade and millions are gaining access to health insurance, we are very glad that more students than ever want to become physicians," said AAMC chief executive Darrell Kirch in a statement. "However, unless Congress lifts the 16-year-old cap on federal support for residency training, we will still face a shortfall of physicians across dozens of specialties."

Although there is legislation in Congress to change the cap, not all the players in the health care field favor removing it. Through the Medicare and Medicaid programs, the federal government is the biggest supporter of medical graduate education.

According to a policy brief by Health Affairs, a leading health policy policy journal, the federal government pays about $100,000 per resident annually. When the entire tab is added, the public investment per physician is close to half a million dollars.

Regardless of the federal government's commitment, some health care analysts believe that policy makers should focus expanding primary care . There are about two medical specialists for every one primary-care doctors. In contrast, in many countries the number of specialists versus primary-care doctors is about the same.

Libertarianism attracting college students looking for political alternative

WASHINGTON Rebecca Coates used to call herself a Republican, but increasingly found she had to be more specific.

"For a long time I thought I was a Republican, but I was always having to add addendums like, 'I'm Republican, but I think drugs should be legal,' or 'I'm Republican, but I don't want us to be at war overseas,' "' said Coates, a student at the University of Maryland, Baltimore County and a member of the campus's College Libertarians.

Across much of the country, libertarianism is attracting college students and others looking for an alternative. Libertarianism is becoming especially popular among younger voters, many of whom are tired of the stalemate between Republicans and Democrats in Washington, as evidenced by the 16-day government shutdown.

"I think the congressional dysfunction ... only makes people more interested in other viewpoints," said Michael Ben-Horin, a Students For Liberty campus coordinator for the Mid-Atlantic region and president of the George Washington University College Libertarians.

A 2011 Pew Research Center Poll found that 9 percent of Americans identify as libertarian.

The growth in popularity of libertarianism seems to be closely related to the emergence of the tea party movement.

Theda Skocpol, professor of politics and sociology at Harvard University, co-authored 'The Tea Party and the Remaking of Republican Conservatism' in 2011, and discovered an overlap between tea party and libertarian identification.

"When we did our research in 2011 ... we found that as many as 40 percent of (tea party supporters) in Virginia considered themselves libertarian," Skocpol said.

In this year's Virginia governor's race, Libertarian Party candidate Robert Sarvis was third with 11 percent in an Oct. 15 poll by Christopher Newport University's Judy Ford Watson Center for Public Policy.

Libertarians in the United States are predominantly male, highly critical of government and disapproving of social welfare programs, according to the Pew poll, although some libertarians find that definition stifling and inaccurate.

Libertarians: Don't call us tea partyers; survey finds blocs often clash

Sen. Rand Paul, Kentucky Republican, is often described as both a tea party member and a libertarian, but it turns out that most libertarians arent tea partyers.

In a surprising finding from one of the most sweeping surveys on the attitudes and beliefs of Americas libertarians, a majority of libertarians 61 percent said they did not consider themselves part of the tea party movement, according to the annual American Values Survey released Tuesday by the nonpartisan Public Religion Research Institute.

SPECIAL COVERAGE: Tea Party Voices

This new research reveals a libertarian constituency in America that is distinct both from the tea party and from the Christian right, said Robert P. Jones, CEO of the institute. While conventional wisdom has assumed that the tea party movement is fueled by libertarian convictions, most libertarians see themselves as outside of the tea party movement.

Libertarians, it turns out, are principled but not always easy to pigeonhole: A majority of libertarians support legal marijuana but not gay marriage, they would allow doctor-assisted suicide but wouldnt raise the minimum wage, and they really, really, really dont like Obamacare. There also are signs that libertarians are likely to take up a bigger slice of the American political spectrum.

Mr. Jones said the survey this year represents the first time the institute has asked about libertarians, and the timing is spot-on. In some polls ahead of Virginias gubernatorial election Tuesday, Libertarian Party candidate Robert Sarvis is supported by a hefty 10 percent of voters, cutting into the base of Republican candidate Kenneth T. Cuccinelli II.

I think we have a lot of growing interest in and activism among libertarians, but not a lot of data, Mr. Jones said.

The difference between libertarians and tea partyers appears to boil down to attitudes about religion. Libertarians are about half as likely to see themselves as part of the Christian right movement as those who identify with the tea party, the survey found.

Libertarians represent about 7 percent of the Republican Party, less than the 20 percent of self-identified Republicans who consider themselves part of the tea party and barely a fifth of the 33 percent who identify with the religious right.

The survey found that the typical libertarian looks a lot like Sen. Rand Paul of Kentucky. Nearly 94 percent of libertarians are white, two-thirds are male and 62 percent are younger than 50.

Voters in Brandon-Souris will have one more name to choose from when they cast their ballot on Nov. 25.

Boissevain resident and former United States marine Frank Godon confirmed on Tuesday that he will be the Libertarian Party candidate, just six days before the Elections Canada deadline of Nov. 4.

"My reason is to give the people of Brandon-Souris another option," Godon said.

Godon was initially going to seek the Liberal nomination, as he announced back in September. However, he withdrew from the race a few weeks later due to family concerns and because he believed his opponent, Rolf Dinsdale, was the "better candidate."

But after much consideration, Godon decided he wanted to throw his hat back in the ring.

"Talking with people I found that many of them, theyre either not going to vote because of what the Conservative party has done and of course whats going on now (nationally)," he said. "I just started thinking, these people deserve a chance to use their vote, thats our democratic right here in Canada."

Godon said his ailing mother is in the hospital where she is getting good care, and after speaking with his father and wife, he was encouraged to get back in the race.

"People say Im just jumping from party to party, no, I was Libertarian going for a Liberal position," he said. "Im going back to my core beliefs and working with the Libertarian party here."

Survey: Libertarian numbers are small but their social, political clout is growing

Washington A new statistical portrait of libertarians examines their political and cultural views just as a Libertarian Party candidate could make a difference in the upcoming Virginia governors race.

The Public Religion Research Institutes annual American Values Survey, released Tuesday, examines libertarians to try to "pin down a group that doesnt fit on the traditional liberal-to-conservative spectrum," said Robert Jones, CEO of PRRI.

"We were not sure we could find a coherent group that could say they oppose making abortion more difficult and at the same time oppose raising the minimum wage. But we did."

Like their ideological opposites, the Tea Party, which PRRI studied in 2010, libertarians are just 7 percent of U.S. adults. An additional 15 percent of Americans lean toward libertarian views socially liberal, economically conservative while 17 percent of Americans said they leaned toward the Tea Party. Most Americans (54 percent) hold a mixture of views, PRRI found.

(The survey of 2,317 U.S. adults was conducted Sept. 21 to Oct 3, before the Tea Party-endorsed government shutdown.)

PRRI found libertarians are overwhelmingly (94 percent) non-Hispanic white and mostly male (68 percent). Theyre also young. The average age is 44, while the national average is 47; Tea Party folks average slightly older, at 51.

On religion, libertarians tilt to the mainline Protestants (27 percent) and the secular (27 percent say they have no religious identity). Only 11 percent are Catholic, 6 percent identified with a non-Christian faith and 4 percent named another Christian group. (The tally is less than 100 percent due to rounding.)

But libertarians are like the Tea Party adherents (chiefly white evangelicals and Catholics) in one respect: Politically, theyre beginning to punch above their weight.

"There are opportunities for libertarians to play a bigger role in primaries," said Jones, even though only 8 percent of libertarians identify specifically with the Libertarian Party.
