Firm says effort is only publicly traded mutual fund managed in county

CHAMPAIGN Cozad Asset Management has launched what it believes is the only publicly traded mutual fund managed in Champaign County.

The fund, known as the Cozad Small Cap Value Fund, began trading July 1 under the ticker symbol COZIX.

Its investment strategy is heavily based on "behavioral finance" research done by former University of Illinois finance Professor David Ikenberry.

The fund resulted from a relationship formed several years ago by Ikenberry and Greg Cozad, the CEO of Cozad Asset Management.

The Cozad fund invests in about 100 "small-cap" companies those with market capitalizations of less than $3 billion that are considered good values. Typically, those are businesses with low price-to-earnings ratios.

Portfolio manager David Wetherell helped launch the strategy in July 2007, and three years later, the company opened it to accredited investors generally, people whose net worth, excluding primary residence, exceeds $1 million or whose annual income exceeds $200,000.

Now that the mutual fund is publicly traded, it's open to all investors.

Hubble Telescope provides best view of merging galaxies in distant Universe

Astronomers have obtained the best view of merging galaxies in the distant Universe, which took place when the Universe was only half its current age, with the help NASA/ESA Hubble Space Telescope and other telescopes on the ground and in space.

They enlisted the help of a galaxy-sized magnifying glass to reveal otherwise invisible detail. These new studies of the galaxy H-ATLAS J142935.3-002836 have shown that this complex and distant object looks like the well-known local galaxy collision, the Antennae Galaxies.

These cosmic lenses are created by massive structures like galaxies and galaxy clusters, which deflect the light from objects behind them due to their strong gravity an effect, called gravitational lensing. The magnifying properties of this effect allow astronomers to study objects that would not be visible otherwise.

But for these gravitational lenses to work, the lensing galaxy, and the one far behind it, needs to be very precisely aligned. H-ATLAS J142935.3-002836 wasone of these sources and was found in the Herschel Astrophysical Terahertz Large Area Survey (H-ATLAS). It was among the brightest gravitationally lensed objects in the far-infrared regime found so far.

The Hubble and Keck images revealed a detailed gravitationally-induced ring of light around the foreground galaxy. These high resolution images also showed that the lensing galaxy is an edge-on disc galaxy similar to our galaxy, the Milky Way which obscures parts of the background light due to the large dust clouds it contains.

Rob Ivison, ESO's Director for Science concluded that with the combined power of Hubble and these other telescopes they have been able to locate this very fortunate alignment, take advantage of the foreground galaxy's lensing effects and characterize the properties of this distant merger and the extreme starburst within it.

Obama, at NATO summit, to send strong message to Putin

President Barack Obama will visit Estonia and attend a NATO summit in Wales next week to send a strong message to Russian President Vladimir Putin that his incursion into Ukraine must be reversed and to keep his hands off the Baltic nations.

A fresh move into eastern Ukraine by Russian forces in support of separatists is rattling the region, and Obama will reassure NATO's Baltic allies Estonia, Latvia and Lithuania that the alliance will stand with them should Moscow turn its attention to them.

It will be the second visit ever to Estonia by an American president, following George W. Bush's 2006 stop there. Obama will meet all three Baltic leaders together and give a speech on Wednesday.

The White House said Obama will stress that the alliance's Article 5 commitment to the common defense of each member is an ironclad guarantee.

"Russia, don't even think about messing around in Estonia or in any of the Baltic areas in the same way that you have been messing around in Ukraine," Charles Kupchan, the senior White House director for European affairs, said on Friday in laying out Obama's mission.

The NATO summit will put Obama in the same room with many European leaders who have joined with him in imposing economic sanctions on Moscow for its move into Ukraine and he has said Washington is considering stiffening those sanctions.

A focus of the summit will be to shift attention of the alliance toward the east as a bulwark against any Russian expansionism in Eastern Europe.

Ukraine has asked for NATO for membership, but there is no consensus within NATO for enlarging the alliance.

Also overshadowing Obama's trip will be how to confront a challenge from Islamic State militants who have a stronghold in Syria and have made gains against government forces in Iraq.

NATO diplomats said a leaders' dinner next Thursday will be dominated by talks on what they said is the increasingly prominent threat posed by Islamic State at NATO's southeastern corner along Turkey's border with Syria and Iraq.

Ukraine seeks to join NATO, prime minister says

KIEV, Ukraine, Aug. 29 (UPI) -- Ukraine will seek NATO membership, Ukrainian Prime Minister Arseny Yatsenyuk said Friday.

His announcement came after accusations by Ukraine, NATO and the United Nations that Russia is a participant in the separatist rebellion in eastern Ukraine. NATO Secretary-General Anders Fogh Rasmussen referred Friday to a "serious escalation of Russian aggression" in claiming Russia is attempting to "destabilize Ukraine as a sovereign nation."

He spoke at a special NATO meeting convened to discuss the Ukraine situation.

Yatsenyuk said he will ask Ukrainian legislators to emend the country's constitution, removing a clause declaring it a non-aligned nation, and will seek legislation forbidding Ukraine to join organizations contrary to NATO's interests, such as the Eurasian Economic Community, a trade bloc of former Soviet states.

NATO is currently comprised of 28 nations, its prevailing concept one of binding mutual aid in case of military attack. The treaty would compel Ukraine to aid any NATO country, and in return compel NATO to come to Ukraine's aid. Ukraine seeks entry into the European Union as well, an economic organization which, with the United States, has imposed economic sanctions on Russia for its annexation of Crimea and involvement in the ongoing Ukrainian situation.
