Male-led teams more likely to get Hubble Telescope time

A new study suggests a there's a gender bias in the approval process for research teams looking to use the Hubble Telescope. Researchers at the Space Telescope Science Institute (STScI), the organization that runs the Hubble Space Telescope program, found that male-led proposals are more likely to be approved and granted time with the telescopes than female-led research projects.

Only a third of applying research teams are granted time on the telescopes, so the odds are stacked against scientists to begin with. But the new study, carried out by STScI researcher Neill Reid found the odds of approval are even less if a woman is the team's principle investigator. Reid said the discrepancy in any given year is small, but worryingly consistent.

"The offsets are small enough that they might be ascribed to chance for any single cycle," Reid wrote, "but the consistent pattern suggests the presence of a systematic effect."

The study is currently publicly available in the early-release online journal arXiv, and it is set to be published in the upcoming issue of the journal Publications of the Astronomical Society of the Pacific.

"There is growing recognition in the community that unconscious biases can play an important role in all decision making processes, even those related to the 'hard' sciences," Reid wrote in 2013, explaining the motivation for his ongoing research.

The researchers acknowledged it's possible the female-led proposals are simply less compelling than other proposals, but said such a scenario is unlikely, given that almost research proposals are written by a team of males and females. The only relevant variable seems to be the gender of the principle investigator.

NATO Official: Increasing NATO Presence in Eastern Europe Defensive in Nature

MOSCOW, September 8 (RIA Novosti) - NATO's increasing presence in the Eastern Europe is defensive in nature and is planned in compliance with the provisions of the Russia-NATO Founding Act, NATO Deputy Secretary General Alexander Vershbow said on Monday.

There will be more visible NATO presence in the East and there also will be more frequent exercises to make sure that this new capability is truly effective, Vershbow said at a video conference on NATO Wales Summit, adding that for Russia this steps will be entirely predictable. These measures are entirely defensive. They will not threaten Russia in any way. And they are fully consistent with the NATO-Russia Founding Act, he explained.

At the NATO Summit held on September 4 and 5 in Wales, NATO member states agreed to expand the alliances command and logistics infrastructure in Eastern Europe and form a new force of several thousand troops ready to mobilize quickly in case an alliance country comes under attack.

As Russias envoy to the alliance Alexander Grushko said on September 5, NATO used the military crisis in Ukraine as a pretext to boost its military presence near Russian borders. The Russian diplomat characterized the alliances role in the Ukrainian crisis as extremely destructive.

Following the Crimeas reunification with Russia in March 2014, NATO has been boosting its military presence close to Russias border. Moscow has repeatedly expressed concern over the increasing NATO military presence.

Adorkor takes charge of the Winneba Sports College

Former Sports Development Officer at the National Sports Authority (NSA), Erasmus D.K. Adorkor, has finally moved to his new posting at the Winneba Sports College as the acting Director-General. Adorkor, who was transferred few months ago after a massive reshuffle at the NSA, according to information gathered by your authoritative Sports Crusader, has since Tuesday, September 23, taken over at the sports college.

This was after he prepared his handing over notes to the Director-General and finally bid a farewell to his old office.

The thick-skin sports administrator, is taking over from Mr. Joe Kpenge, who has now been moved to the NSA, as the Director-General.

Adorkor, is expected to use his rich experience in sports administration, talent identification and development to revive the nations leading sports college.

Adorkor, one of the longest serving workers at the NSA, has served as the General Secretary of almost all the sporting disciplines in Ghana and moved through the ranks at the NSA.

The NSA it will be recalled underwent some shake-ups in the administrative set up.

'Patriots' are ready to defend their right to keep guns

Fear of the federal governments interference with Second Amendment rights and suspicion that elected officials are ignoring the will of the people have provoked a resurgence of self-described patriots across the country who say they are preparing to defend themselves and their rights.

Organizations tracking the movement say the number of groups has risen dramatically in the past six years.

Theres a very unreasonable, ridiculously crazy attack on the Second Amendment and people that own guns, said Cope Reynolds, a member of the White Mountain Militia in Show Low, Ariz. If everything were not protected by the Second Amendment, the government would have the opportunity, if they so desired, to go unchecked with impunity and do whatever they want to do.

Americans who have a tradition with guns, such as those who hunt for sport or game, believe the same. They might not belong to a militia or survival outfit, but they are just as concerned about gun rights. They dont wear the tradition on their sleeve, but they keep it alive by practicing their hobby and by handing down the love of guns and sport to their children.

Then there are the real activists.

Reynolds is the operations manager of Shots Ranch, a tactical shooting range and survival training facility in Kingman, Ariz. He considers this type of training to be necessary preparation for a time in America he sees as inevitable.

We want people to be able to provide for themselves in a world where we might not be able to just run down to Wal-Mart at any time, Reynolds said. We think that at some point in America were probably going to experience those times and a lot of us think its not going to be far away.

For individuals like Reynolds, the Second Amendment is an important check on the government and is needed to protect the Constitution.

Its the beauty and the danger of Americas Constitution, said Adam Winkler, a law professor at the University of California, Los Angeles, and a Second Amendment expert. Its great generalities are so vague that anyone can interpret them in light of their own experience and their own interests. And indeed, the Second Amendment is one of the most confusing textual provisions of the Constitution.

In 2008, the U.S. Supreme Court ruled in District of Columbia v. Heller that the Second Amendment protects an individual right to own a firearm for traditionally lawful purposes like self-defense.
