Grant allows North Liberty to hire new officer

By Lee Hermiston, The Gazette

NORTH LIBERTY The North Liberty Police Department has received a federal grant allowing them to hire a new officer that will work with schools in the city.

The city announced earlier this week that it was one of just 215 agencies to receive a Community Oriented Police Support, or COPS, grant from the Department of Justice. The three-year, $125,000 grant will support up to 75 percent of a new officers salary and benefits. The City of North Liberty will pick up the remainder of the tab.

Were really excited and surprised we received this reward, Police Chief Diane Venenga said Thursday.

Venenga said when she applied for the grant, she envisioned the new hire allowing the department to create a position for an officer that would work on school-related issues, at least on a part-time basis. The officer would still maintain regular patrol duties, Venenga said.

North Liberty is currently home to four elementary schools and a junior high. A high school is slated to open in 2017 and Venenga said she wants to be prepared for that day in advance.

Since the high school is coming on board, we wanted to get our foot in the door ahead of time, she said. This is just planning.

Venenga said the department has an officer that is trained in doing safety presentations and talks at the citys schools and day cares at those agencies request. That officer would become the school officer and also work on quality of life issues at the schools, such as speed enforcement and proper use of handicap parking spaces.

One thing this officer will not be is exclusively assigned to patrol within the schools. Following the Dec. 14, 2012 Sandy Hook Elementary School shooting in Newtown, Conn., some school districts explored putting armed officers in the schools as a deterrent to future school shootings. The Iowa City Community School District, which has schools in North Liberty along with the Clear Creek-Amana School District, explored the idea of adding a school resource officer to one of Iowa Citys two high schools in May 2013, but ultimately sided against it.

That is not what the intended position is for, Venenga said.

Liberty Property to Grow on Industrial Sector Fundamentals – Analyst Blog

Amid growing demand for premium quality industrial space, Liberty Property Trust ( LPT ) is boosting the quality of its portfolio through repositioning. Earlier this month, the company disclosed the commencement of the development of eight industrial projects in third-quarter 2014. Further, Liberty Property has been aiming at divesting its non-core properties and using the dry powder for gaining preferred properties across the U.S.

Moreover, the company's leasing business is improving gradually and it boasts of a diversified industrial tenant base that includes several top companies such as The Home Depot, Inc. ( HD ), Amazon.com Inc. ( AMZN ) and Kellogg Company ( K ). This promises steady rental revenue, going forward.

Although the continuous acquisition and development spreeis encouraging for long-term growth, it involves significant upfront operating expenses and drags on the margin, thereby leading to a dilution effect on the near-term earnings. In addition, sluggish office space demand due to adequate space availability exerts pressure on rent and occupancies.

In July, Liberty Property reported second-quarter 2014 funds from operations (FFO) of 59 cents per share, which missed the Zacks Consensus Estimate by 2 cents and came below the prior-year quarter figure by 7 cents. Results reflect the impact of the company's strategic shift towards the industrial portfolio and consecutive curtailment of its office properties. Also, the company cut down its full-year 2014 FFO per share guidance.

Over the last 60 days, the Zacks Consensus Estimate for 2014 FFO per share upped by a penny to $2.43. However, for 2015, it moved south by 3 cents to $2.62.

For further insight into Liberty Property, you can refer to our updated research report, which was issued on Sep 30, 2014.

Note: FFO, a widely used metric to gauge the performance of REITs, are obtained after adding depreciation, amortization and other non-cash expenses to net income.
