Transocean to lay off as many as 110 offshore rig workers – Offshore Technology

Sign up here for GlobalData's free bi-weekly Covid-19 report on the latest information your industry needs to know.

Global offshore drilling contractor Transocean said it will lay off as many as 110 employees working on the Discoverer Inspiration ultra-deepwater drillship operating offshore the Gulf of Mexico.

The latest news comes after the driller failed to secure a new contract for Discoverer Inspiration drillship due to low oil prices.

Between 75 and 110 employees working on the Discoverer Inspiration will be laid off by September after its contract ends.

According to the Worker Adjustment and Retraining Notification Act letter that Transocean sent to the Texas Workforce Commission (TWC), the drillship will complete its current operating contract and does not have a new contract to perform additional work.

The company considers the layoffs, which are expected to start on 15 September, to be permanent.

Transocean stated: In the event that (Transocean) obtains a contract for additional work utilising the Discoverer Inspiration, the company may recall a percentage of the employees who were released from the Discoverer Inspiration; however, Transocean considers the layoffs to be permanent.

In January, Transocean secured $352.9m worth of new rig contracts and extensions, increasing opportunities for its ultra-deepwater and harsh environment drilling services.

In February 2019, Transocean signed an agreement with Norwegian company Equinor to license and install automated drilling control (ADC) systems on five rigs.

S. Korea to build more offshore wind farms – The Korea Herald

This undated file photo shows a wind power facility installed in waters off South Korea's southern island of Jeju. (Yonhap)

Under the plan, South Korea will complete the construction of offshore wind farms with a combined capacity of 2.4 gigawatts (GW) by 2028, according to the Ministry of Trade, Industry and Energy.

The total budget for the project in North Jeolla Province is estimated at 14 trillion won ($11.6 billion) and will be raised from the private sector.

The ministry said it will first carry out studies by building offshore wind power facilities with a combined capacity of 400 megawatts (MW) before beginning full-fledged construction in 2023.

When completed, the wind farms will be able to supply power to some 2.24 million households.

South Korea, which has been making efforts to reduce its consumption of traditional fossil fuels and instead use more sustainable resources, such as solar, wind and hydrogen, vowed to beef up its offshore wind power industry and expand capacity to 12 GW by 2030.

The goal is far above the country's current capacity estimated at around 124.5 MW.

The ministry said the latest project has paved the way for the country to reach the target by 2030, as there are also several projects pending in other areas, including in an island town in Sinan, about 400 kilometers southwest of Seoul.

Earlier this week, South Korea unveiled its Green New Deal, which centers on spending 73.4 trillion won to transform the nation's fossil fuel-reliant economy into an eco-friendly one.

The projects could create around 659,000 jobs and help the country overcome the COVID-19 crisis and prepare for the post-coronavirus era to be led by the fourth industrial revolution, according to the ministry. (Yonhap)

RMYC hosts first offshore race for the year – Times of Malta

The first offshore event for the Royal Malta Yacht Club, after the resumption of racing was a weekend regatta to Marina di Ragusa.

The event was put together soon after it became possible to sail to Sicily again and in spite of the short notice managed to attract a good-sized fleet.

Under the direction of Race Officer Peter Dimech and his team of Race Management volunteers the fleet set off on Friday morning.

Although the fleet was split into three classes IRC Class, Club Cruiser and Multihull Class, Dimech decided on one start for all, with the fleet leaving Marsamxett at 8.30am, with approximately 5 knots of wind.

The forecast of very light wind was not very encouraging for the Malta-Ragusa leg, but the breeze turned out to be better than expected and steady enough to allow the boats to make fairly good progress without ever stopping.

The faster boats made it to their destination by early evening with Sean Borgs Xpresso crossing the finish line at 6.46pm. He was followed some time later by Jonathan Camilleri Bowmans Maltese Falcon. Comanche Raider III despite having a good start had some mechanical challenges which put paid to their racing efforts.

The rest of the fleet, however, could not make the time limit established by the sailing instructions. Godwin Zammits Inspiration finished just 12 seconds after the 10.30pm deadline whilst the remaining boats retired.

Better wind was expected for the return race to Malta on Sunday and a steady North Westerly breeze made for a fast crossing despite a short period in which the wind faltered.

Once the breeze picked up again, it was a swift reach under spinnaker all the way to the finish at Tigne Point giving the bathers in Tigne Beach something to watch.

Having undergone the necessary repairs in Ragusa, Comanche Raider III was the first boat home having had a close battle over the last mile to the line against Sean Borgs Xpresso. Comanche Raider pipped Xpresso to Line Honours with just a 13-second advantage.

In the end, however it was Time Out who prevailed over the lot on corrected time.

Mario Sant after the race commented on how having been cooped up, like every one else, for most of the winter, the crew of Time Out were eager to get going and this was clear from the start.

Showing a clean pair of heels to the rest of the fleet, they eventually were overtaken by the larger and faster boats, namely Xpresso & Comanche. However, they did hold their own till the end, knowing that every second counted.

Meanwhile, a close battle between Maltese Falcon and Inspiration for most of the course ended in a spectacular photo finish with Inspiration crossing just marginally ahead.

Zammits decision to keep Inspiration further offshore in a straight line to the finish paid off as opposed to Maltese Falcons decision to gybe downwind thus taking a longer course. Zammit made his experience count and this also resulted in him being the sole finisher in the Club Cruiser Class.

It was a great weekend and a good start to the resumption of the racing programme, said Godwin Zammit, Commodore Royal Malta Yacht Club.

Many thanks go to the Porto Touristico of Marina di Ragusa for their hospitality, the Circolo Velico Kaukana and the Capitaneria di Porto of Marina di Ragusa for their help in setting up the finish, as well as the RMYC Race committee and staff for the overall organisation.

Syracuse race

The next event on the clubs Racing Calendar is the 60th edition of the Malta Syracuse Race which is scheduled to take place on Saturday, August 1.

The race will start from Malta and a good number of Sicilian boats are expected to take part alongside the Maltese fleet.

Together with the Lega Navale Italia, the RMYCis also organising a second race from Syracuse to Taormina which will take place on August 3.

World-first bid to grow ‘food of the future’ seaweed at offshore wind farm – Recharge

A world-first effort to grow seaweed at an offshore wind farm will launch off Belgium this year.

The Norther wind farm in the North Sea will host the two-year Wier & Wind project that will deploy seaweed production equipment between its 44 MHI Vestas turbines.

The EU-backed Dutch-Belgian initiative says seaweed farming could optimise otherwise unused space at the ever-larger offshore wind projects being built off Europe and beyond.

Seaweed specialist and project partner AtSeaNova claimed demand for seaweed is set to rocket, thanks to its sustainable, healthy credentials and versatility.

Seaweed is the biomass of the future. It can be used for many large-scale applications, such as food, animal feed and biomaterials, the company said.

There are too few suitable locations along the coast to meet the increasing demand. Wind farms at sea would be a suitable alternative.

Seaweed harvesting is slated to begin in the second quarter of next year at Norther, which at 370MW is Belgiums largest offshore wind farm and entered service last year for its owners, Belgian energy provider Elicio, and a joint venture between Dutch utility Eneco and Mitsubishi.

The Wier & Wind project is the latest move in a growing effort to harmonise offshore wind development with aquaculture.

China last year unveiled plans for unified offshore wind and fish farming off Shandong province.

However, the offshore wind sector has also sometimes found itself at odds with local fishing industries, with some projects facing stiff opposition.

SGN Working on World’s First Offshore Wind-Powered Hydrogen Heating Project – Offshore WIND

The UK gas network operator SGN has launched a project that will be world-first to employ a direct supply of offshore wind power to produce green hydrogen energy for heating.

The project will start with heating around 300 homes in Fife, Scotland, using clean gas produced by an electrolysis plant, powered by the offshore wind turbine at Offshore Renewable Energy Catapults Levenmouth site.

Wood has been hired for services on the preliminary engineering design for SGNs candidate site at Machrihanish, on the west coast of Scotland, as part of the project, named Hydrogen 100 (H100) .

The company worked on the project in collaboration with the Machrihanish Airbase Community Company Business Park and Airport, which was considered as one of three possible sites to host the hydrogen production, storage, and distribution infrastructure.

While H100 Fife site is proposed for the first hydrogen network, SGN also sees significant potential for 100 per cent hydrogen networks in Machrihanish and Aberdeen at a later date, Wood said in a press release.

As part of the scope of work, Woods team secured planning consent, completed the technical feasibility study and provided preliminary engineering design for the candidate site.

[W]ood brought together a multi-disciplinary team from across its business including environmental planning, geographical mapping, visualization, process and pipeline engineering, renewables and hydrogen power experts to deliver a turnkey solution for SGN, Wood said.

The emergence of offshore wind power as a large-scale source of clean energy is a key part of the hydrogen growth puzzle, SGN states on its website, adding that offshore wind provides the scale necessary to generate large amounts of clean power needed for electrolysis.

Green, renewables-powered hydrogen it the most effective, scalable way of providing heating while fighting climate change, and it is a clean energy combination that could put Scotland and the UK on track to hit net-zero by 2045 and 2050, SGN says.

U.S. Offshore Wind Power Blown on Course – EcoWatch

This means that, over the past four months, I've probably asked more than 1,000 questions to these folks about the future of the food system. There has been a lot of news to unpack this week alone, between funding food waste reduction, addressing community food insecurity, and understanding the influence of the food industry on nutrition policy. And during my live conversations, every question I ask raises even more.

This week, Food Tank is highlighting 15 quotes that address thorny, world-changing questions about building a more sustainable and equitable food system.

How do we rectify racial inequities in land ownership?

"As a result of colonial genocide, land grabbing, USDA discrimination, state-level nativism, lynching, and expulsion, over 98% of the farmland in this county is owned by white Americans today. Ralph Paige of the Federation of Southern Cooperatives put it simply, "Land is the only real wealth in this country and if we don't own any we'll be out of the picture." We need a nationwide commitment to share the land back, so that all communities can have the means of production for food security."

Leah Penniman, founder and director of Soul Fire Farm. Read more here.

How impactful can collective agricultural labor unions be to protect farm workers?

"In 2019, through our collective bargaining procedures, we resolved cases on wage issues amounting to over US$800,000 dollars. If they were non-union, that money would have been lost to the worker's pocket. If this is what we recoup for workers in the union setting, imagine what must be happening in non-union settings."

Baldemar Velsquez, founder and president of the Farm Labor Organizing Committee. Listen to more here.

What does it mean to support local, regional, and sustainable food by engaging in good food purchasing?

"This is a time I think of as a great reckoning. Seeing the public interest in food and how important food is as a public service is how procurement works it aligns the purchasing power of government institutions with what the values of the public are. I think an important next step would be to have city or municipal leaders set aggregate purchasing targets and invite, encourage, persuade all large food service institutions to participate in setting these aggregate targets. And then you can really start making accelerated change in the local food economy, which is something we know we need to build back right now. The idea of good food purchasing is to support equity and to support creating economic opportunity for those who have not had that economic opportunity."

Paula Daniels, co-founder, chair of the board, and chief of what's next at the Center for Good Food Purchasing. Listen to more here.

What is the importance of middle-man food processors in supporting local farm-based food systems?

"Can we imagine how to circle out of this in a way that is better than what we had before? I want to shine an uncomfortable light on the farm-to-table movement. It turns out to have a very weak link. I don't know that the answer is to return to that moment, because what this shows is that it wasn't as strong in conception of feeding people and a food system moving forward as we would've imagined."

Dan Barber, executive chef and co-founder of Blue Hill at Stone Barns. Listen to more here.

What can we do to make regenerative farming not only the norm, but affordable?

"We need to realize that economic justice and the growth of organic and regenerative food and farming and land use go together. We can't have one without the other. That's what's so beautiful about this Green New Deal."

Ronnie Cummins, executive director of the Organic Consumers Association. Listen to more here.

How can traditional resource-management techniques lay the foundation for food sovereignty?

"Tagal is a traditional fisheries management practice in [the Malaysian state of] Sabah, in which communities swear oaths to nurture wild fisheries until they teem with river carp, and then open them, by agreement, for communal consumption at special times. During COVID-19 the power of tagal has therefore also become a key topic: how communities who have reinvigorated their culture of river stewardship have been able to access their own protein resources in their places."

Cynthia Ong & Kenneth Wilson of Forever Sabah in Sabah, Malaysia. Read more here.

What role can mutual aid and distributive food systems play in feeding our communities?

"Resilience and regeneration are not a given, they need to be purposefully nurtured. We therefore need to invest and facilitate the creation of distributive food systems based on local needs and capacities that assure a fair redistribution of value, knowledge and power across actors and territories to deliver sustainable food for all."

Ana Moragues-Faus, professor of economics and business, Universitat de Barcelona, Barcelona, Spain. Read more here.

How can greater public funding drive food innovation in Latin America and the Global South?

"One of the forgotten links in all these food systems, connections between agriculture, nutrition, and health, is that you need knowledge. You need to do some research, and then you need to innovate. If we can put trillions and trillions of dollars into good research on safeguarding the economy, we should also be putting in quite a bit of funding for health and food systems."

Ruben Echeverria, senior research fellow at International Food Policy Research Institute and research associate at the Latin American Center for Rural Development. Listen to more here.

What role can entrepreneurs play in building a better food system?

"We have this really beautiful rich, diverse country where we can produce and we can create so much wealth for all of us, and it's now about zooming in and resourcing these gaps that we know exist."

Caesar Assad, CEO of accelerator Food System 6. Listen to more here.

How do we build a new European community-based sustainable food system that doesnt replicate the past?

"My vision is for a new food economy with more and more of us growing a percentage of our own food, and preferentially purchasing in season and local food from local and sustainable farmers. This future food system will not be identical to those that I remember from my childhood in the '50s and '60s, since the world has changed since then. The internet and other related digital innovations including on-line marketing, and the emergence of farmers markets and community supported agriculture, are all expressions of the boundless innovation of humanity. So, let us hope that the farming community will prosper and come to play a more central role in our future food systems. Let the new food revolution flourish and thrive!"

Patrick Holden, British farmer and founder of Sustainable Food Trust. Read more here.

How can we understand and prepare for the connections between COVID-19 and diet health?

"Because [the pandemic of diet-related disease] has happened over 30 to 40 years, we've ignored that equivalent or even larger pandemic. And now they're coming together, and we're seeing that we set up an environment of people with poor metabolic health who are predisposed to COVID. We have not invested in the science that we should have invested in up until this point, to have answers to these questions. People are talking about stocking personal protective equipment and stocking ventilators and stocking vaccines but what about stocking science on food and health and nutrition? That would've been incredibly important."

Dariush Mozaffarian, cardiologist and dean of the Tufts University Friedman School of Nutrition Science and Policy. Listen to more here.

How is localized, diverse seed security vital to our food security and national security?

"As the world slowly rebuilds and recovers, we all have a fresh opportunity to regenerate and share a greater diversity of seedsand to honor and return benefits to traditional seed keepers from many cultures. We would be remiss not to sow true, place-based seed sovereignty in every region and among every culture on this planet, well before a future crisis could uproot us again."

Gary Paul Nabhan, ethnobotanist and co-founder of Native Seeds/SEARCH. Read more here.

How has the COVID-19 crisis played into forces of industrialization threatening Iranian smallholder farmers?

"There is an irony in expecting governments to kick into action in an emergency to support people and production systems that they actively undermine in the best of times. This shows that COVID-19 is not impacting food systems in a vacuum, but is in fact a shock to an ongoing struggle for power and survival. Like many smallholder producers worldwide who make a massive contribution to food security, pastoralists struggle against forces that seek to upend their way of life in favor of industrial food systems."

Maryam Rahmanian & Nahid Naghizadeh of the Centre for Sustainable Development in Tehran, Iran. Read more here.

How do we encourage young Africans to stay on farms and improve agriculture on the continent?

"I would argue that what is missing in the [agricultural] sector is those young people who have access to productive resources and have the knowledge and the skillset that can help improve productivity. If we want young people to stay in agriculture, then we have to make agriculture profitable for those young people. And for agriculture to be profitable, it has to be productive. Giving them access to those productive resources that will allow them to increase the productivity of agriculture will be critical."

Felix Kwame Yeboah, social science researcher and professor of international development at Michigan State University. Listen to more here.

Finally, what will it take to help us use suffering as a springboard into liberation?

"We're all suffering. But at the end of the day, folks, what makes us strong is our belief in one another, that we will come together to help one another get back on our feet. This is our time, this is our moment to not go back to politics and Wall Street, but to move forward. It's more about people than profits. This is our time to move forward and change the system."

U.S. Offshore Wind Power Blown on Course - EcoWatch

Aker Solutions to spin-off offshore wind and CCUS businesses and merge with Kvaerner – Riviera Maritime Media

Aker Solutions is to spin-off its offshore wind business and its carbon capture, utilisation and storage (CCUS) interests into two separate companies, which will trade on the Merkur Market and the Oslo Stock Exchange and merge the remainder of the company with fellow Norwegian company Kvaerner.

Kjetel Digre will become chief executive of Aker Solutions, effective 1 August 2020, and will lead the combined company. Astrid Onsum will become chief executive of Aker Offshore Wind. Mr Digre joins from Aker BP, where he held the role of senior vice president of operations and asset development.

Aker Solutions chairman yvind Eriksen said, Aker Solutions has developed technology and taken strong positions in the markets for offshore wind and CCUS.

It has become increasingly clear that these businesses represent value creation opportunities in a world transitioning to green solutions at accelerated speed and have more potential as stand-alone companies than as an integrated part of an oil service business.

Renewables and green technology have entirely different value chains, customers, investor bases and sources of funding. Capitalising on and separating the offshore wind and CCUS business areas presents a unique opportunity for growth and value creation.

Aker Solutions will be an alliance partner and preferred supplier to both companies to create revenue and customer value within the wind and CCUS markets and the pureplay wind company will draw on the offshore development expertise of the Aker group.

Aker Offshore took an early position in the emerging market for floating wind, and currently holds ownership stakes in ongoing development prospects in the US and South Korea, while evaluating other markets such as Norway and the UK.

Realising large wind projects is capital intensive and a stand-alone entity will have financial flexibility to raise required capital, said Aker Solutions. The company intends to carry out a private placement in Aker Offshore Wind to secure sufficient funding for the next phase of the development of this portfolio.

In a presentation about the changes at the company, Aker Solutions said it sees floating offshore wind as a significant market opportunity requiring investment and dedicated focus.

It said the spin-off will create shareholder value and access to growth funding. It noted that 80% of offshore wind resources are in water deeper than 60 m, creating a significant market for floating wind. It also highlighted the superior capacity factors for floating wind compared to conventional bottom-fixed offshore wind.

The merger between Kvaerner and Aker Solutions will create a new company with a stronger position as an execution partner, enabling what the companies described as sustainable, low-carbon oil and gas production, and accelerating growth in renewable energy industries.

By combining the two companies and their complementary resources, we will be able to deliver a more complete offering to a global energy industry, said Kvaerner chairman Leif-Arne Langy, who has been proposed as the new chairman of Aker Solutions.

Japan to build more offshore wind farms: minister – The Mainichi

TOKYO (Kyodo) -- Japan will build more offshore wind farms as part of its shift away from fossil fuels, industry minister Hiroshi Kajiyama said Friday.

Kajiyama said over the next decade, Japan will aim to add infrastructure with the capacity to generate 1 gigawatt each year, eventually reaching a combined 30 gigawatts by 2040.

Japan currently generates just 20,000 kilowatts through offshore wind farms, all of which are government projects. One gigawatt is equal to 1 million kilowatts.

The push for offshore wind farms will be included in the government's new plan on promoting renewable energy, which will be finalized by next March after discussions with the private sector.

"Wind power will play a big role in making renewable energy a primary energy source for Japan," Kajiyama said at a press conference.

Kajiyama said the introduction of large-scale wind farms off the country's coast would not only have a positive impact on the environment but also the economy, as each facility is composed of about 10,000 to 20,000 parts and would require decades of maintenance.

Japan has faced international scrutiny for being unwilling to reduce its reliance on fossil fuels. The country had 150 coal-fired power units as of the end of June, and critics say a plan to scrap about 100 of them over the next decade is not enough.

Partnership to develop satellite-based control of offshore drones – Offshore Oil and Gas Magazine

Offshore staff

FAREHAM, UK Flylogix and Cambridge Consultants have agreed to collaborate on harnessing Iridiums satellite communications to control unmanned aerial vehicles from a central hub.

The arrangement will allow Flylogix to transition from local drone piloting at the airfield to centrally controlled operations, strengthening its support service for offshore E&P activities.

Flylogixs service is designed to reduce the cost, risk, and environmental impact of gathering data offshore. According to the company, remote monitoring using satellite-controlled drones is a major step forward for offshore operations, with applications that extend beyond line of sight representing the next frontier in the development of drone services.

Conventional radio-based drone control systems cannot support central control, the company said, adding that until now, satellite-based control systems have not been commercially viable in the private sector.

Central control hub.(Courtesy Flylogix)

Flylogixs dual-satellite link exploits the Iridium network using what it claims is one of the smallest transceivers available. Cambridge Consultants, which has a long-term strategic relationship with Iridium, will work with the company to develop and improve the systems performance for more robust and reliable global operations, all controlled from Flylogixs headquarters on the UK south coast.

To support the development, Flylogix has formed a relationship with a major provider of offshore drilling services: the latter will supply an offshore platform for test operations along with insights into offshore inspection and data gathering.

Innovate UK is also supporting the development.

Wind Farm Trying to Find New Locations to Bring Offshore Wind Project Onshore – wrde.com

BETHANY BEACH, Del.-Changes to the controversial wind farm project off the Delaware and Maryland coast.

Originally, the energy company proposed building its interconnection facility in Fenwick Island State Park. That's no longer the case, but new ideas could still keep the project in Delaware.

Components for the proposed Skipjack Wind Farm may now be headed North. Since Orsted pivoted away from the original plans in Fenwick Island State Park, the company now says it's looking at the Bethany, Cedar Neck area to connect its offshore wind power to the grid. But a decision for an exact landfall location has not been finalized.

Orsted says while it hasn't decided between Bethany Beach and Cedar Neck it does hope to announce an alternative site within the coming weeks. Orsted has long said the project will bring clean energy and good paying jobs, but Senator Gerald Hocker doesn't see the modified plans working out.

Hocker said, "The public was strongly against the Fenwick Island and I don't know why they would think any different on bringing it in Bethany."

Many people have expressed concerns about the wind farm and tourism. But the Bethany-Fenwick Chamber of Commerce says a Rhode Island Chamber of Commerce, where an Orsted wind farm was built in 2016, reported little to no negative impact on tourism. Orsted says the Skipjack wind farm will be a project the area is proud of, but Hocker says a proposal to bring transmission lines to Bethany Beach in the late 2000s failed, and he sees similarities with Orsted's plans.

Hocker said, "The transmission line problem came up and everybody fought that, they did not want it in the exact areas where Orsted is talking about now."

Orsted says it's committed to construction the wind farm and associated infrastructure in a way that seeks to mitigate potential adverse impacts on local ecosystems and communities. The company says it still hopes to build Skipjack wind farm by late 2023, though it still awaits necessary permit approvals.
