Clashes continued to escalate in Ukraines war-torn Donbas region Monday after a weekend of fierce fighting and shelling in the countrys southeast rendered a five-month-old peace accord all but dead.

On Monday, pro-Russian insurgents encircled a government garrison in the town of Debaltseve that lies along a main road and rail route between two vital rebel strongholds in Donetsk and Luhansk, according to Reuters.

The Ukrainian government has declared the imposition of emergency rule in the embattled Donetsk and Luhansk regions and placed the entire country on full readiness, according to President Petro Poroshenkos office.

Moscow continued to saddle Poroshenkos office with responsibility for the conflict this week, and chided his administration for refusing to engineer a political settlement with Kremlin-aligned forces that have effectively seceded from the state.

On Monday, Russian President Vladimir Putin accused Kiev of relying on a foreign legion to wage war against separatist militias.

Essentially, this is not an army but is a foreign legion, in this particular case, a NATO foreign legion, which is not pursuing Ukraines national interests of course, Putin told students at St. Petersburgs Mining University.

NATO Secretary General Jens Stoltenberg later dismissed Putins accusation as nonsense following an emergency meeting with the alliances ambassadors and Ukrainian diplomats in Brussels the first such session in six months.

At a brief press conference following the meeting, Stoltenberg lambasted the Kremlin for allegedly providing insurgent forces in southeast Ukraine with advanced heavy artillery, tanks, armored vehicles and manpower in recent weeks.

We call on Russia to stop its support for the separatists immediately, he told reporters.

Putin: Ukrainian army a "NATO legion"

ST, PETERSBURG , Russia, Jan. 26 (UPI) -- Russian President Vladimir Putin referred to the Ukrainian army Monday as a NATO foreign legion intent on constraining Russia.

Addressing university students in St. Petersburg, he accused the Kiev government of refusing to attempt a peaceful settlement of the conflict in eastern Ukraine.

"We often say: Ukrainian army, Ukrainian army. But who is really fighting? There are official divisions of the armed forces but to a great extent there are so-called voluntary nationalist battalions. This is not even an army, it's a foreign legion. In this case it's a foreign NATO legion. (It fights) with the aim of geopolitically containing Russia, which is absolutely not in the national interests of the Ukrainian people. Unfortunately, the official Kiev authorities refuse to follow the path of peaceful regulation. They do not want to solve the crisis by political means. At first, they used law enforcement agencies, then the security service, then the army."

He also accused Ukraine of using cease-fires to slow the advance of separatists.

NATO Secretary General Jens Stoltenberg, in Brussels, dismissed Putin's claims, saying, "The statement that there is a NATO legion in Ukraine is nonsense. There is no NATO legion. The foreign forces in Ukraine are Russian."

A NATO statement, after an attack Saturday in Mariupol that killed 30 civilians, noted, "The attack was launched from territory controlled by separatists backed by Russia."

It added that Russia has supplied rebels, in recent weeks, with hundreds of armaments, including rocket systems, heavy artillery and tanks, and called on Russia to stop its attempts to destabilize Ukraine.

F-16 crash kills 10 in NATO exercise; 13 injured

Story highlights A Greek Air Force F-16 jet has crashed in Spain during a NATO training exercise, a Spanish official says Ten people died and 13 others were injured after the plane crashed during takeoff, the official says

Eight were French military personnel, and two were Greek pilots, the source said.

The jet crashed on takeoff, hitting other planes on the ground during a NATO training exercise, said the official, who by custom was not named.

Thirteen people were injured. All those hurt are either French or Italian, the source said.

NATO Secretary General Jens Stoltenberg said he was "deeply saddened" by the crash.

"This is a tragedy which affects the whole NATO family. I express my heartfelt condolences to the loved ones and the nations of those who lost their lives, and I wish a speedy recovery to the injured," he said in a statement.

"The plane was taking part in an exercise in the framework of NATO's Tactical Leadership Programme, which aims to improve multinational cooperation in air operations," Stoltenberg said.

The NATO flight training course at the Spanish base has 750 participants, including pilots, ground crews and other support, from nine countries: the United States, United Kingdom, France, Germany, Italy, Spain, Belgium, Denmark and Greece, the Spanish air force reported on its website last week.

It was expected to be a four-week program, from January 19 to February 13, with training to prepare pilots for tactical missions, including nighttime missions, the site said.
