US Pacific Islands vote in Congress representatives

Election results across the US Pacific protectorates and territories are beginning to trickle in.

In the Commonwealth of the Northern Marianas, independent candidate Gregorio Kilili Sablan has won a third term as Governor.

He defeated the Republican candidate Dr Ignacia "Acha" Demapan with a total of 9,829 votes against Demapan's vote count of only 2,503.

Local media says its the biggest vote margin in the islands' political history.

In Guam, Democrat Madeleine Bordallo retained her seat as delegate to the US Congress, ahead of her Republican rival Frank Blas Junior.

"She had very strong opposition compared to previous years but she handily won the election or about 60 per cent of people voted for her, 40 per cent for the contender," Dr Ron McNinch, Associate Professor of Public Administration at the University of Guam, told Radio Australia.

Results from American Samoa, which held gubernatorial, congressional and local House elections, are not yet available.

Congressman Eni Fa'aua'a Hunkin Faleomavaega is seeking a record 13th term in office.

Voters also participated in a referendum to amend the constitution giving the territorial legislature or 'Fono' rather than the Secretary of Interior, the power to override the governors veto.

Meanwhile, Palau held its own presidential election with the incumbent, Johnson Toribiong hoping to return to office.

BEIJING - Chinese patrol boats have harried the Japanese Coast Guard many times a week for more than a month in an unusually relentless response to their latest maritime spat.

China says its ships are merely defending Chinese sovereignty and protesting illegal Japanese control over the uninhabited islands.

Four Chinese craft typically push to within hailing distance of Japan's ships. They flash illuminated signs in Japanese to press Beijing's argument that it has ancient claims to a set of tiny East China Sea islands now controlled by Tokyo. China says its craft have tried to chase the Japanese away at least once, although Japan denies any of its ships fled.

The huge uptick in incidents has brought the sides into dangerously close proximity, reflecting a campaign by Beijing to wear down Japanese resolve with low-level, non-military maneuvers but also boosting the risk of a clash.

Although China wields a formidable arsenal, it has yet to deploy military assets in such encounters. Instead, Beijing has dispatched ships from government maritime agencies -- only one of which is armed -- to keep a lid on gunfire. Those agencies are now receiving added attention, with new ships on order and a national call going out for recruits.

Chatham Islands locals welcome the arrival of Wireless Nation

Internet service provider Wireless Nation has announced the launch of their wireless broadband service in the Chatham Islands. The network currently covers 25% of dwellings and businesses on the remote islands, which lie 680 kilometres east of Christchurch and have a population of 650.

For a $199+GST setup fee and monthly subscriptions starting from $45+GST, customers can access reliable broadband service. Previously, residents only options for internet access were an extremely slow dial-up connection or a private satellite service that comes with installation and setup costs in the thousands of dollars - putting it out of reach for the majority of islanders.

"It is the ethos of our company to deliver high speed broadband solutions anywhere in New Zealand," said Tom Linn, Technical Director and Founder of Wireless Nation. "For our urban customers that might mean fibre over cable, fibre over wireless, ADSL, or a hotspot connection at a local caf. If rural customers are out of range, we offer economical, high speed satellite service via iPstar Thaicom. Wireless Nations modern point-to-multi-point network infrastructure on the islands consists of four strategically placed Wireless Access Points and a satellite backhaul link to Auckland and represents an investment of at least $50,000. Subscribers receive a small in-building wireless unit which is easier to install and configure than a satellite dish, and less prone to problems in adverse weather conditions. The localised network will also make it viable to introduce mobile phone service (via femtocell technology) and locally switched Voice over IP calling technology for the first time.

Communications and Information Technology Minister Amy Adams and Chatham Islands Mayor Alfred Preece recently announced a grant under the Rural Broadband Initiative (RBI) to help secure better connections and modern communications technology for the islands three schools and the wider community. Wireless Nation responded to a Request for Information (RFI) on improving connectivity in the region and outlined how extending the existing Wireless Nation network to the schools could be easily achieved.

"Enabling remote communities to benefit with broadband access is a good feeling; were proud to have supported the Ministrys efforts in finding innovative technical solutions to ensure the Chatham Islands didnt get left behind in the RBI roll-out," continued Linn. "We have employed the latest wireless technology available to deliver affordable and reliable broadband connections despite a very remote location."

"For me, satellite was just too expensive," said Waitangi township resident and Wireless Nation customer John Griffiths. "If I wanted to do simple tasks like browser searching or sending emails, I would have to suffer with hopelessly slow dial-up or go to the office. Now with Wireless Nation I can do things like placing grocery orders online and they get packed and shipped immediately - no more faxing to Timaru. Its good value for money."

Local technician Ross Morrison is doing all of the in-home installations for Wireless Nation in the Chathams. "The world is online. This is our opportunity to leap frog straight to wireless technology and leave hard-wired and dial-up systems behind," said Morrison. "Plus, Wireless Nation has been very professional to deal with, from Tom to the phone support team. I believe the service will be a huge hit in this community."

The initial trial has indeed proven so popular with residents that the company is planning a second stage roll-out to link dwellings in Kaingaroa and Owhenga that are not currently covered, which would bring connectivity to 50% of Chatham Islanders.

Iran to strengthen naval presence over disputed islands

DUBAI (Reuters) - Iran will increase its naval presence in the Gulf to strengthen its authority over three islands which the United Arab Emirates says are its territory, Tehran said on Sunday.

The islands sit near oil shipping routes at the mouth of the strategic Strait of Hormuz and the challenge over their sovereignty is a constant threat to Iran's fragile relations with its Arab neighbors.

"The security of the Iranian islands in the Persian Gulf is part of the various strategies of the naval force of the Islamic Revolutionary Guard Corps," IRGC Commander Mohammad Ali Jafari said, according to the website of state television IRIB.

Jafari was speaking at a ceremony inaugurating a fifth "naval defense zone" at the port of Bandar Lengeh. He said the IRGC was "increasing, expanding and improving the expert capability in naval defense" in the five zones.

"The fifth zone of the Guards' naval force is one of the naval defense chains which is in particular responsible for the defense of the Iranian islands in the Persian Gulf," he said.

The 41-year-old dispute between Shi'ite Muslim Iran and the Sunni UAE over the islands - Greater and Lesser Tunb and Abu Musa - has nationalist and ethnic overtones and was inflamed when President Mahmoud Ahmadinejad visited Abu Musa in April.

In September, UAE Foreign Minister Sheikh Abdullah bin Zayed al-Nahayan said Iran's "occupation" of the three islands was against international law.

Last month Iran's Foreign Ministry spokesman Ramin Mehmanparast said Tehran would consider downgrading ties with the UAE over the dispute, although the foreign ministry later denied the report, according to state television.

Iran sets up new base near disputed islands

TEHRAN, Iran (AP) Iran's powerful Revolutionary Guards inaugurated a new naval base on Sunday to reinforce Tehran's authority over three Persian Gulf islands also claimed by the neighboring United Arab Emirates, Iranian state TV reported.

The base near the Iranian mainland's southern port of Bandar-e Lengeh some 1,100 kilometers (700 miles) south of Tehran is the Guards' fifth in the Gulf. The Guards' navy chief Gen. Ali Fadavi said missile and marine units have been deployed there.

It lies north of the Iranian-controlled islands of Abu Musa, Greater Tunb and Lesser Tunb that dominate the approach to the strategic Strait of Hormuz, a key waterway through which about one-fifth of the world's oil supply passes.

The Revolutionary Guard and the U.S. Navy both patrol the narrow waterway, which Iran had threatened to choke off in retaliation for tougher Western sanctions over its suspect nuclear program.

Iran took control of the Persian Gulf islands in 1971, after British forces left the region. Since 1992, the UAE has repeatedly claimed the islands and last month at the U.N. General Assembly, it said Iran's "occupation" violates international law.

In April, a visit by President Mahmoud Ahmadinejad to the islands inflamed the dispute over the territories and prompted an outcry by UAE and its Arab allies. Tehran later vowed to develop the islands through tourism and other industries, though little has been reported on that since the visit. During the inauguration of the base, Guards chief Gen. Mohammad Ali Jafari expressed the hope that new base could support economic development of the islands.

Tehran says the islands have been part of states that existed on the Iranian mainland from antiquity until the British occupied them in the early 20th century.

Tehran also maintains that an agreement signed eight years before its 1979 Islamic Revolution between Shah Mohammad Reza Pahlavi and the ruler of one of the UAE's seven emirates, Sharjah, gives it the right to administer Abu Musa and station troops there.

There was no agreement on the other two islands. The UAE insists they belonged to the emirate of Ras al-Khaimah until Iran captured them by force days before the UAE statehood in 1971.

Also Sunday, Iranian newspapers reported that the country has produced a domestically-made drone capable of hovering in midair.

Cook Islands has no traffic lights

It isn't easy to board the wrong bus in Rarotonga. Only two routes exist and signs clearly identify them as "Clockwise" or "Anti-Clockwise".

They take 40 minutes to circle the paved rim of the Cook Islands' main isle, passing through tiny coastal villages. Jump on the wrong bus and the worst that happens is that you arrive slightly late. But, hey, it's island time where Swiss-style precision seems a world away.

Tourists love taking the bus for shopping trips to Avarua, the small capital. Alternatives are rented beach buggies, scooters and bicycles.

Bus routes are one of quirky Rarotonga's many pleasant surprises.

My first comes moments after I emerge from the aircraft. The nice immigration man tells me I should go to jail. What's more, his shift is about to end and he'll drive me there.

Somehow we're talking about ukuleles (it's that sort of place) as he thumbs slowly through my passport. He mentions that the best of these musical instruments - the Cook Islands' most popular souvenir, stocked by many a tourist shop - are crafted in the local prison.

I promise I'll take his advice and go to jail, though politely decline his offered lift. I insist I'll find my own way. Travel teaches that you never argue with an immigration officer.

When I arrive I'm told there are only six prisoners. A warder says speeding, public drunkenness and occasional burglaries are "usual" crimes - generally committed by people who've spent time in developed New Zealand where they've learned "bad habits". Less footloose Cook Islanders are quickly "put right" by their families.

Prisoners have various chores - with ukulele-making among them. Customers are tourists, turning up at the front gate, and souvenir stores.

Tourism is the Cook Islands' biggest industry - more important than fishing, pearl-farming and agriculture.
