PROVIDENCIALES, Turks & Caicos Islands (AP) Authorities in the British territory of the Turks & Caicos Islands on Monday were recounting paper ballots for elections to resume local administration after the leader of the losing faction pushed for another tally.

Provisional results announced Saturday show that Rufus Ewing and his Progressive Liberal Party won an 8-7 victory in Friday's parliamentary elections and will lead the new government after three years of direct rule by Britain prompted by an inquiry into rampant corruption by local leaders.

People's Democratic Movement leader Oswald Skippings requested a recount of the overall vote. His party won seven seats in the 15-member legislature.

A mission of eight election observers from the Commonwealth Parliamentary Association and a regional group issued a statement Monday saying the ballots were counted accurately the first time and the voting process was transparent at the islands' 17 polling stations.

On Monday, the paper ballots were being recounted at a church hall in Grand Turk. The ballots had been stored at a police station since the provisional tally was announced Saturday.

It was not clear how long it will take before officials certify the results. Some 84 percent of the islands' 7,337 registered voters participated, according to the governor's office.

The election came three years after the small territory's jet-setting premier, Michael Misick, stepped down amid allegations of corruption and lavish spending. Britain took control of the islands' government in August 2009 and launched a corruption inquiry. Misick denies any wrongdoing but is a fugitive who is believed to be living in the Dominican Republic.

Britain will retain much control of the islands' finances after the new government is seated.

Recount of ballots under way in Turks & Caicos

The British governor of the Falkland Islands at the time of the 1982 Argentine invasion, who wore his full ceremonial uniform as he was taken prisoner, has died aged 86, the government said on Monday.

Rex Hunt organised the defence to the invasion despite only having a tiny force of Royal Marines on the South Atlantic islands at the time and refused to shake the hand of the Argentine general commanding the offensive.

British Prime Minister David Cameron said in a statement that Hunt was a "hero to everyone in Britain".

"Faced with invading forces in Port Stanley in April 1982, his courage, resolve and judgement fired the spirit of the Islanders and the British people to stand up to aggression and to defend the rights and freedom of the Islanders," Cameron said.

Hunt was appointed governor of the Falkland Islands in 1980 when Britain was scaling down its commitment to the windswept territory, which had long been claimed by Argentina.

When Argentine forces landed on April 2, 1982, he and the island's force of 68 Marines holed up in the governor's mansion and fought off the invaders for hours.

He eventually decided to surrender to avoid casualties.

But in a final act of defiance he dressed in his governor's uniform -- including a ceremonial sword, and a hat topped with ostrich plumes -- and refused to shake invading commander General Oswald Garcia's hand.

He was expelled and went back to London.

After Britain recaptured the Falklands in a short war that that left 649 Argentines and 255 British soldiers dead, he returned as governor and remained in post until 1985.

Manila (Philippine Daily Inquirer/ANN) - Flag carrier Philippine Airlines (PAL) is in negotiations to acquire as much as a 50-per cent equity in the national airline of the Cayman Islands in what could be the long-awaited solution to the downgraded aviation safety status that has hounded local carriers since 2008.

PAL president Ramon Ang yesterday confirmed that both parties were in the process of working out a deal that could see both airlines coming to a mutually beneficial arrangement.

"Yes, we are currently in talks with Cayman Airways and the Cayman Islands government for a number of investment opportunities," he said in a text message to the Philippine Daily Inquirer.

His statement comes after the government of Cayman Islands disclosed the deal, some details of which were published late Tuesday in the Caymanian Compass publication.

According to the publication, the Cayman Islands government was evaluating a proposal put forward by PAL-and one of its significant stakeholders, San Miguel Corp.-for a 50-per cent stake in the small airline.

The scheme will call for Cayman Airways to issue new preferred shares that San Miguel will subscribe to. The fresh capital to be generated from the equity infusion will be used by the Cayman carrier to acquire new aircraft, which will then be rented out to PAL under a so-called "wet lease" agreement.

Under a wet lease deal, the aircraft are registered and domiciled in the Cayman Islands and flown, operated and maintained completely by Cayman Airways.

Cayman Airways' Category 1 status with the US Federal Aviation Administration will allow the airline to mount additional flights between the Philippines and the US mainland.

The Cayman airline operates only four Boeing 737s and two De Havilland Twin Otter turboprops.

PAL, on the other hand, is prohibited from increasing its number of flights to the US mainland or replacing planes currently used for the route since the Philippines is under category 2 status with the FAA due to weaknesses in the local aviation regulator.

He will be remembered for his courage and dignity after Argie troops invaded the South Atlantic territory, the Islands government said.

Sir Rex had earlier been the last British official to leave Saigon when the communist army of North Vietnam stormed into the southern city in 1975.

The Yorkshire-born Foreign Office diplomat took up his Falklands post in 1980 but was as governor by invading Argentinian forces on April 2 1982.

After refusing advice to hide in the hilly hinterland, Sir Rex whose few dozen Marines were heavily outnumbered during a fierce gun battle took the painful decision to surrender.

But he took one final act of defiance when, dressed in full colonial governor's uniform, he refused to shake hands with invading Argie commander General Oswald Garcia.

The islands were recaptured by British forces on June 14 that year after then-Prime Minister Margaret Thatcher deployed a hastily-assembled naval taskforce to the scene thousands of miles from Britain.

During the weeks of the war, Sir Rex stayed in London while his wife and children were housed in Kent.

PM David Cameron paid tribute to him, saying he should be a hero to everyone in Britain.
