Wales suffer 28-24 loss to Cook Islands

Wales' poor World Cup campaign has ended with a third successive defeat - but not before they went down fighting in Neath.

With a final score of 28-24, the Cook Islands ultimately posted their first World Cup victory at the sixth attempt, yet they had to hang on despite building a 22-4 lead just after half-time.

Centre Keith Lulia ran the show for his team, scoring a first-half try, while Isaac John, Daniel Fepuleai, Dominique Peyroux and Jonathon Ford also touched down, with Chris Taripo kicking four goals.

Wales, though, threatened a second-half revival when Lloyd White, Christiaan Roets (two) and Rhodri Lloyd claimed tries following Rob Massam's first-half score, while White and Danny Jones landed one goal apiece, but it proved too little too late.

Wales had exited the tournament with indecent haste, failing to recover from their Millennium Stadium defeat against Italy a fortnight ago before being beaten by the United States in Wrexham and conceding 56 points across both games.

They had plenty of incentive to bow out on a high, though, with Jordan James equalling the Wales cap record of 30 appearances before retiring from the international game, while prop Neil Budworth also bade Wales colours farewell.

The Cook Islands dominated early territory, and they deservedly went ahead after eight minutes when hooker Fepuleai powered over from close range.

Taripo added the extras, and Wales could have few complaints, but they stirred into life six minutes later as full-back Elliot Kear made a telling entry into the line, found Rhys Evans in support and Massam finished off.

It was a strong response by the home team, which knocked the Cook Islands out of their initial rhythm, but Lulia had developed into the game's dominant figure.

His initial break nine minutes before half-time caused panic stations in the Wales defence, and he crossed unopposed.

Cayman Islands formalises FATCA-style tax information exchange agreement with UK

Cayman's Premier, Alden McLaughlin, signed the inter-governmental agreement (IGA) (43-page / 577KB PDF) this week. The Cayman Islands has also formally agreed to be part of the G5 multi-lateral information sharing pilot, under which 31 jurisdictions including the UK, France, Germany, Italy and Spain will automatically exchange information about bank accounts held by taxpayers from their jurisdictions.

All of the BOTs committed to sign IGAs with the UK earlier this year, but the Cayman Islands is the first to formalise the agreement. The announcement follows the signing of similar agreements between the UK and the Crown Dependencies (CDs) of the Isle of Man, Jersey and Guernsey last month.

"We welcome this signing with the Cayman Islands, the first Overseas Territory to sign this type of agreement in the UK," said George Osborne, Chancellor of the Exchequer. "This demonstrates our shared commitment to tackling tax evasion."

"Alongside the significant investment that the Government has made in HMRC's anti-avoidance and evasion work, these agreements will help them to clamp down further on those individuals who seek to hide their assets offshore. Our message is very clear: it is only fair that people pay the tax they owe. If you are trying to evade tax, we are coming after you," he said.

The IGA between the UK and Cayman Islands is an example of 'UK FATCA', which is modelled on the agreement the UK is entering into with the US under its Foreign Account Tax Compliance Act (FATCA). FATCA is designed to prevent tax evasion by US citizens using offshore banking facilities, and introduces reporting requirements for foreign financial institutions (FFIs) with respect to accounts held by US residents. UK FATCA means FFIs in certain territories will have to provide information to their local tax authority about accounts held overseas by UK residents. This information will then be provided to HMRC under exchange of information agreements.

The Government announced in May that all BOTs and CDs with significant financial centres had committed to the introduction of information-sharing arrangements. The other participating overseas territories are Anguilla, Bermuda, the British Virgin Islands, Gibraltar, Montserrat and the Turks and Caicos Islands. Agreements with the BOTs will not be reciprocal, meaning that information will only flow from the BOT to the UK. The agreements with the CDs allow for a two-way exchange of information.

"The new reporting requirements are very broadly drawn and will require financial institutions in the Cayman Islands to automatically report information to HMRC regarding offshore investments in existence on or after 30 June 2014 which are held by UK resident individuals, partnerships and companies," said tax expert Reg Day of Pinsent Masons, the law firm behind Out-Law.com. "The rules will also apply to offshore trusts and companies to the extent that there are UK-resident settlors, beneficiaries or beneficial owners."

"The exchange of information in respect of the calendar years 2014 and 2015 must be completed by 30 September 2016, and it is anticipated that HMRC will receive a mountain of information which will inevitably lead to some criminal prosecutions and numerous civil investigations," he said.

HMRC has announced tax disclosure facilities for the CDs to encourage those with undisclosed tax liabilities to come forward and make voluntary disclosures, in a "relatively benign environment" and on beneficial terms, Day said. The department has estimated that it will collect an additional 1 billion through these facilities, which are available until 30 September 2016.

"Interestingly, no tax disclosure facility has been announced for the Cayman Islands although it is possible that HMRC may announce a BOT Tax Disclosure Facility when all the agreements with the BOTs have been concluded," he said. "However, the Liechtenstein Disclosure Facility is available until 5 April 2016 it has arguably better terms, and is open to anyone who will be affected by the exchange of information," he said.

Government signs tax agreement with Cayman Islands

THE CAYMAN ISLANDS has become the first British overseas territory to sign an automatic tax information exchange agreement with the UK.

Financial information on UK taxpayers with accounts in the Cayman Islands will be reported to HM Revenue & Customs automatically every year as part of the agreement.

The arrangement is in line with similar deals the UK struck with the Isle of Man, Jersey and Guernsey in October. On the current timetable, UK residents with assets concealed on the island will have until September 2016 to disclose details to the taxman and pay any tax owed to the HMRC, as well as a fine between 10% and 20%. While in most cases, the deal will see evaders escape prosecution, HMRC offers no guarantees.

Additional information including data relating to companies and trusts will be shared after 2016.

The Cayman Islands have also agreed to be part of the G5 multi-lateral information sharing pilot. Initially agreed between the UK, France, Germany, Italy and Spain, the Cayman Islands will join these countries in automatically exchanging information about bank accounts held by taxpayers from their jurisdictions.

CIoT European representative and Kinetic Partners member Gary Ashford said: "The agreement with Cayman is an important milestone. This is the first overseas territory to sign such an agreement and I would now expect other overseas territories to follow.

"We are now entering a new phase of tax transparency."

Chancellor George Osborne said: "Alongside the significant investment that the government has made in HMRC's anti-avoidance and evasion work, these agreements will help them to clamp down further on those individuals who seek to hide their assets offshore.

"Our message is very clear: it is only fair that people pay the tax they owe. If you are trying to evade tax, we are coming after you."

San Juan Islands without phone, 911 coverage

A cut underwater cable has compromised telephone and 911 service on the San Juan Islands this week.

Islanders have gone without full telephone services and use of 911 since early Tuesday morning, though temporary fixes are restoring service one island at a time.

Local telephone service has remained intact within each island, but calling other islands or making long distance calls has been out, according to the Islands Sounder.

Friday Harbor and San Juan Island residents have had no cell phone or internet service at all.

CenturyLink said a fiber optic cable was cut between Lopez and San Juan islands.

Though San Juan Islands 911 service was operational throughout the ordeal and Lopez Islands 911 service was later restored, according to the San Juan County website.

However, other islands must call local seven-digit numbers to reach emergency dispatch.

State Sen. Kevin Ranker issued a statement saying CenturyLink is working with Orcas Power and Light Cooperative to implement a short-term Ethernet fix to restore 911 service to the entire county.

CenturyLink has also identified 6,000 feet of cable that could be used as a temporary fix that would give return all services countywide.

Meanwhile, the ultimate goal is to replace the 14,000 feet of damaged underwater cable, which will take more time.
