State Revokes, Suspends Licenses, Certifications, Registrations Of Health Care Providers

OLYMPIA, Wash. - The Washington State Department of Health has revoked or suspended the licenses, certifications, or registrations of health care providers in our state. The department has also immediately suspended the credentials of people who have been prohibited from practicing in other states.

The department's Health Systems Quality Assurance Division works with boards, commissions and advisory committees to set licensing standards for more than 80 health care professions (e.g., medical doctors, nurses, counselors).

Information about health care providers is on the agency's website. Click on "Look up a healthcare provider license" in the "How Do I?" section of the Department of Health home page (doh.wa.gov). The site includes information about a health care provider's license status, the expiration and renewal date of their credential, disciplinary actions and copies of legal documents issued after July 1998. This information is also available by calling 360-236-4700. Consumers who think a health care provider acted unprofessionally are also encouraged to call and report their complaint.

Grant County

In August 2013 the secretary of health suspended the credential of certified nursing assistant Magdelena Alvarez (NC60045017) for two years. Alvarez also convicted of third-degree theft in March 2012. She didn't respond to inquiries from a Department of Health investigator.

In September 2013 the Nursing Care Quality Assurance Commission indefinitely suspended the credential of registered nurse Aaron W. Ireland (RN00152826). He didn't follow the terms of his alcohol and drug monitoring contract.

King County

In August 2013 the secretary of health suspended the credential of certified nursing assistant Divina Zabala (NC10004646) for two years. Zabala restrained a vulnerable adult and locked the person in their bedroom at night while working at an adult family home.

In September 2013 the secretary of health issued a permanent cease and desist order to David Yount, who provided massage treatment to a client even though he has no massage license.

In September 2013 the Department of Health suspended the credential of surgical technologist Ken R. Welling (ST00000019) for five years. From 2001 to 2011, Welling billed five insurance companies and several clients directly for at least $4.4 million of surgical services he didn't do. He threatened to send at least one client to collections for not paying a bill for services he didn't provide. Welling was convicted of first degree theft and six counts of second degree theft.

Health care law rattling Democratic nerves

WASHINGTON (CNN) -

Quick, can you hear it? That creaking sound from Washington is the nerves of congressional Democrats in response to the political firestorm raging around the health care law.

The botched rollout of the Affordable Care Act's vital new marketplaces, coupled with insurers notifying more than a million Americans that their policies were being canceled, raised questions about the administration competence and honesty in selling and implementing President Barack Obama's signature health care reforms.

Republicans still licking their wounds after last month's failed bid to dismantle the ACA by shutting down the government got a new chance to attack, keeping the issue in national headlines because of the problems rather than a successful launch of the enrollment process.

Obama apologized on Thursday night in an interview with NBC and said unspecified steps would be taken to help those losing coverage.

However, some Democrats facing re-election battles next year are joining Republicans in calling for the administration to delay provisions of the 2010 law that survived a Supreme Court challenge last year.

Here are four reasons why Democrats are nervous:

Website woes

The major problem has been the failure of the HealthCare.gov website that was set up to enroll people in new ACA health insurance exchanges starting on Oct. 1.

Instead of a comprehensive online portal for uninsured people or those who buy individual coverage to readily shop for policies online, the website became a symbol of government failure when most early visitors couldn't log in, got constant error messages, faced long delays and had their profiles disappear.

Wisconsin health care advocates question Walker

MADISON, Wis.Wisconsin health care advocates want Gov. Scott Walker to say what will happen with 77,000 adults being shifted off Medicaid in January if they are not able to get coverage through the new health insurance exchange in time.

The Wisconsin State Journal reported Friday ( http://tiny.cc/nvl85w) that advocacy groups sent Walker a letter this week expressing their concern.

Walker said in February that adults on Medicaid, or BadgerCare, who make more than the poverty level will have to switch to insurance on the federal exchange Jan. 1. The deadline to enroll on the exchange for coverage by then is Dec. 15.

In late September, the state notified 77,000 people, most of them parents, that they might be affected. But letters letting people know for sure won't be sent until Nov. 23, when the state expects to be ready to use new federal criteria to determine eligibility.

The federal health insurance exchange website, healthcare.gov, has been plagued with problems making it difficult for people to sign up. Federal officials say the site is improving and should be running smoothly by the end of the month.

"We are concerned that this short window does not allow enough time for all 77,000 custodial parents who are losing BadgerCare eligibility to complete the process of enrolling in qualified health plans via the marketplace," advocacy groups said in a letter to Walker on Thursday.

The letter asks Walker to spell out his contingency plans if enrollment on the exchange continues to be difficult or if the federal government creates conditions under which Walker's plan can't be implemented.

The goal remains to get people signed up by Dec. 15 so they have uninterrupted coverage, said state Department of Health Services spokeswoman Claire Smith.

The letter was sent by six groups: Community Advocates Public Policy Institute, Wisconsin Council on Children and Families, Mental Health America of Wisconsin, Wisconsin Primary Health Care Association, Wisconsin Alliance for Women's Health and ABC for Health.

Walker opposes the federal health care overhaul law, which relies on the exchanges to increase coverage for people who don't get insurance through their jobs or programs such as Medicaid. Like most governors, Walker chose to have the federal government run the state's exchange.

Health care forum discusses issues

MENASHA- Many people still have questions about the new Affordable Care Act health care law.

On Thursday night, some of those questions were discussed in Menasha.

It kicked off a two-day conference called Its Here: The Federal Health Insurance Marketplace in Wisconsin.

From Web site problems to a maze of changing information, people at this forum at UW-Fox Valley said they're confused and frustrated at health insurance changes.

I keep having more questions than answers and that's why I'm here, said Wiley McCraron.

Find out what kind of plans that there are and whether I can keep the same doctors, said Barb McKinon.

Dr. Corina Norrbom with the Wisconsin Institute for Public Policy and Service says she hopes this forum will clear up misconceptions.

In the grand scheme of things, the affordable care act isn't going anywhere just because the web site isn't working right now. It's here. It's the law, said Norrbom.

Norrbom says despite current issues with the federal health care marketplace site, the Affordable Care Act will help people previously uninsured.

But those who consult businesses about the changes say the corporate world still isn't completely convinced.

Nation's first health care enrollment center officially opens

NEW BRITAIN The nations first health care enrollment center officially opened Thursday.

Modeled after Apple stores, Access Health CTs enrollment center at 200 Main St. offers in-person assistance to guide consumers through health care coverage enrollment. On Thursday, assisters and brokers at individual computer stations helped visitors shop for various options and enroll in plans.

Lt. Gov. Nancy Wyman, co-chairwoman of the AHCT board and longtime advocate for health reform, said the Access Health CT team has answered more than 26,200 phone calls in the first month of open enrollment, and is now offering the first of its kind retail storefront to connect with consumers.

AHCT CEO Kevin Counihan said Access Health had enrolled 9,514 consumers to date, a record for the nation. He added that New Britain was targeted as an enrollment center because the city currently has a high rate of uninsured residents. Also, the Main Street location is easily accessible.

Counihan said Access Health, according to surveys, currently enjoys a 96.5 percent satisfaction rate with the enrollment process and 82 percent of enrollees have said they would recommend Access Health to a friend or colleague.

Gov. Dannel Malloy called the numbers fantastic. Its remarkable whats being accomplished in Connecticut when you think of all the bad news being told by TV, radio stations and newspapers. This is an amazing success story, exceeding my expectations. Now I hope the federal folks will get their act together. Im tired of their bad news interrupting our good news.

The governor said his office has received numerous calls from potential enrollees wondering when the problem is going to be straightened out so they can sign up when there was actually no reason to wait.

Malloy said he wished the federal government had done a rollout state by state. Every state that opened up its own efforts is way beyond where the federal government is, he said. Were doing what we have to do for our residents. And, I have a smile on my face because I know we got it right.
