When racism was a science

An old, stucco house stands atop a grassy hill overlooking the Long Island Sound. Less than a mile down the road, the renowned Cold Spring Harbor Laboratory bustles with more than 600 researchers and technicians, regularly producing breakthroughs in genetics, cancer and neuroscience.

But that old house, now a private residence on the outskirts of town, once held a facility whose very name evokes dark memories: the Eugenics Record Office.

In its heyday, the office was the premier scientific enterprise at Cold Spring Harbor.

There, bigoted scientists applied rudimentary genetics to singling out supposedly superior races and degrading minorities.

By the mid-1920s, the office had become the center of the eugenics movement in America.

Today, all that remains of it are files and photographs reams of discredited research that once shaped anti-immigration laws, spurred forced-sterilisation campaigns and barred refugees from entering Ellis Island.

Now, historians and artists at New York University are bringing the eugenics office back into the public eye.

Haunted Files: The Eugenics Record Office, a new exhibit at the universitys Asian/Pacific/American Institute, transports visitors to 1924, the height of the eugenics movement in the United States.

Inside a dimly lit room, the sounds of an old typewriter click and clack, a teakettle whistles and papers shuffle.

The offices original file cabinets loom over reproduced desks and period knickknacks. Creaky cabinets slide open, and visitors are encouraged to thumb through copies of pseudoscientific papers.

EDITORIAL: INVESTIGATOR 72; 2000 May

Jerry Bergman has donated the article A Brief History of the Eugenics Movement. Dr Bergman's conclusion on Eugenics (= racial improvement by scientific control of breeding) are reminiscent of the conclusions of "Anonymous" on the related topic Social Darwinism. (Investigator 33)

Social Darwinism was the theory that "societies and classes evolve under the principle of survival of the fittest." With eugenics such evolution toward better/fitter societies could in principle be speeded up.

Dr Bergman shows that eugenic ideas were supported by many scientists, were contrary to the Bible, discouraged help to the poor, culminated in the Holocaust, and became untenable with newer scientific research. "Anonymous" showed the same of Social Darwinism.

A eugenics loophole

The effort to compensate victims of this states eugenics program has hit wall after wall, even after a state law passed last summer offered reparations.

The program sterilized about 7,600 people considered feeble-minded. It began in 1929 and ended in 1974.

While lawmakers moved to compensate the victims and set aside a $10 million fund for those who qualified, only 213 of the 731 claims filed have been approved.

And now theres a new glitch. Many of the forced sterilizations were ordered by county social-services departments, not by the state Eugenics Board. If it was a county decision, state officials say, then victims dont qualify for state compensation.

Elizabeth Haddix, a lawyer with the UNC Center for Civil Rights, is representing 40 victims, 30 of them sterilized by counties. She advocates including all forced-sterilization victims in the compensation program. It was a state statute, she says, and Im sure these DSS workers just felt like they were following state policy.

We hope the state Industrial Commission, which rules on the claims, will include all the victims, no matter who issued the sterilization orders.

The victims are aging, and many have already died. Justice needs to come soon.

+In Regards To Noncoding DNA+ My opponent states that noncoding DNA has the functions of "1. Regulation of gene expression during development 2. Enhancers for transcription of proximal genes 3. Silencers for suppression of transcription of proximal genes 4. Regulate translation of proteins" Would these also not be simplified? These introns have the "function" of marking DNA, but with an extremely bulky price. Markers for DNA could be extremely more simple just by taking out the large, unused middle section of these DNA strains. With this loss, cell division would be exponentially faster (because DNA replication uses a large portion of that time) and would allow for less errors to occur in transcoding (which could stem the cause of diseases, mental and physical).

+In Regards To Human Vices+ I guess this is also a debatable topic, but I would say that vices come from faulty mental processes, correct? These mental processes are controlled by the brain and the nerves that process information. I would say that faulty mental processes would stem from a bad interpretation of the result of the actions of the individual or from a cloudy interpretation of the facts in which the body is given a faulty signal. Addictions could become regulated as understanding of the genetic implications in the nervous system becomes evident. Since addictions are a result of dependence on that substance or the substantial release of dopamine in an action. You could effect the reasons the body produces dopamine and instead make such vices extremely unpleasant for the individual in question. (I understand that this is a bit far into the field of theoretics like a lot of my claims)

+In Regards To Social and Pragmatic Concerns+ In concern of genetic liability, I agree with my opponent. If the geneticists ruin a child's life, then I believe that that geneticist is liable. However, I have two points. One is that you assuming that the mistake would be permanent. It is a known fact that viruses can be used in genetic engineering, as they essentially carry and inject DNA into all of the cells in the body. With a bit of research (and a lot less than would be required to make eugenics a reality), we could manipulate the DNA the virus injects and the cells it targets. With differentiation, the cells that would harm the child would usually (except in case of severe genetic butchering) be in a specific targeted area. The fixing of the mistakes would be simple. Also, I am saying that by the time any human trials would be performed, the genetic manipulation process would be perfected to an intense degree (as perfection would be needed to dare risk the life of a human for enhancing purposes). In concern of discrimination, I believe my opponent misinterpreted what I said. I was saying that the extent of discrimination wouldn't be increased, and would probably decrease. As with ignorance, comes discrimination (possibly another debatable topic). Eugenetically-induced humans would be far from ignorant as their brain capacity would be increased and knowledge could probably even be implanted. In regards to the disruption of natural selection, Eugenetics would just speed up the evolutionary process. Think for a second about what sets humans apart. I would say it is self-evolution. We have the unique ability to use tools to our desires and ends. Eugenics would just be an extension of this gift to an even greater degree. And, you must consider that other species are adapting too. Soon, we will be superseded by another species, if we don't learn how to directly evolve ourselves and keep ahead of any evolutionary flow.

+In Regards to Population Growth+ In concern of overcrowding Earth, I must point towards the space program. By the time we have advanced science to the point of eugenics becoming a reality, do you not think we will have advanced to the point of terraforming Mars (which I must say is already an endeavor which we started planning). There is lots of space in the galaxy that is sustainable for human growth. Already sciences have pinpointed lots of exoplanets that have a possibility of sustaining life.

+In Regards to Interfering with Nature+ I have two points to make. The first is that survival of the fittest (nature's law) states, simply that the best survive. So, Eugenics would be the purest form of this law. We would literally be making ourselves the best that could ever possibly live, which is what human nature dictates us to try to do. The second is that the reason we take a backseat to nature is because we don't understand it very deeply. We don't understand most of the systems that occur in nature so we simply say "Don't mess with Nature." But once you realize and understand nature to a far degree, you can tame Nature. In the time Eugenics could be possible, it is also the time that ecology would be a very complete science and provide a deep understanding into Nature and our irrational fear of it.

+In Regards to Monetary Concern+ On the topic of monetary concern, I will simply allude to a television or a computer. When they first came out, they were inefficient and extremely pricey. As time went on (and not much time), more and more people got them in their homes. Now, if you ask a group of kids who have a tv or computer in their house, a lot more than a few will raise their hands. My opponent made a fantastic point about the taxing of eugenics as a public good, and I completely agree with him. However, if it became a consumer item, it would spread and become cheaper in order to increase the clientele, until the process is entirely common.

+In Regards to an Allusion to Crude, Immoral Eugenics+ The eugenics my opponent talks about that occured in Japan, Germany, and in the Buck v. Bell trial are extremely crude, deformed forms of what I am referring to. So much, in fact, that I believe that the process should take a different term. The crude eugenics he refers were the butchering and erasing of people with physical or mental hindrances or, more commonly, because of their race. My plan would kill no one, and holds infinite promise.

+In Conclusion+ In conclusion, I would like to state that this process holds so many promises. So many problems would be solved that the ones described here almost seem trivial. However, they are important problems. I believe Con is clouded in his views. he is scared of change and what it brings with it, but I say that not only is change healthy, but it is essential to life as we know it. This is not an atrocity. Eugenics would be perfected in the laboratory over many years. Animal trials will be done and human tissues will be tested. This process is not gruesome and shouldn't be thought of that way. Eugenics is the next step in the evolutionary chain. The question is, are you going to be part of the next generation of humans or are you going to become extinct?

In Round 2, PRO postulates that "DNA could be extremely more simple just by taking out the large, unused middle section of these DNA strains. Of course, that is all theoretical, just as it was theoretical that junk DNA was junk.

The science is in, and within the so-called junk DNA, transposons arrange and influence thousand of strands of DNA, as a kind of cut and paste function that NATURALLY occurs, and it's importance is immeasurable. I find PRO's theories on removing non-coding DNA dangerous, as he lacks both the credentials and the wherewithal to be making assertions like this. "Junk DNA" is not junk, and removing large segments of DNA would obviously have deleterious effects. [1][2][3]

Why Some NC Sterilization Victims Won't Get Share Of $10 Million Fund | WUNC

In 2013, North Carolina lawmakers set up a $10 million compensation fund for victims of state-sponsored eugenics. More than 780 people applied, claiming they had been forcibly or coercively sterilized by the state. Now, after an initial review, the state has decided only about 200 of those claims are valid, while more than 500 have come up short. The applicants are either denied outright or are asked for more information.

Eric Mennel reports on individuals whose sterilization claims are being denied by the state.

But we're also now learning that the state's eugenics program - once thought to be managed entirely by the North Carolina Eugenics Board - was actually much bigger. This fact presents problems for many seeking compensation.

Debra Blackmon's Story

In January, 1972, two social workers went to the home of Debra Blackmon. Blackmon was about to turn 14, and was intellectually disabled. It's hard to know exactly what was said, but court and medical documents have some details. They point out that Blackmon was "severely retarded" and had "psychic problems" that made her difficult to manage during menstruation.

The documents say Blackmon and her parents were counseled on the matter, and that it was in Blackmon's best interest that she be sterilized.

Debra Blackmon is 56 years old now. She's sprite and funny. She has a hard time remembering too many of the details, but she remembers that day in Charlotte Memorial Hospital. "My daddy said, 'Please don't hurt [my] baby,' and he was crying," she recalls.

"We didn't find out until recently the extent of the surgery and what they did to her," says Latoya Adams. Adams is Blackmon's niece. She was born the year after Blackmon was sterilized and grew up hearing about it from older family members.

Last year, the General Assembly created a $10 million fund to compensate victims of state-sponsored eugenics, the movement that sterilized thousands of people deemed unfit to have children. Adams knew her aunt had been sterilized, she knew there were social workers involved, she knew a court had ordered the procedure. All the pieces seemed to fit. So, she went looking for documentation.

She came back with the mother lode, documents that told the whole story. There was a court order, and the consent form social workers presented to Blackmon's parents. Adams discovered documents that detailed the entire procedure from pre-op to discharge. The doctor labeled it a "eugenics sterilization." And while it was a relief to have the information, it was also remarkably sad.

Deadline approaches for compensation for NC eugenics claims

RALEIGH, N.C. A first deadline for compensation payments to those sterilized under North Carolina's past eugenics program is looming at the end of the month and less than a third of compensation claims have been approved.

Authorities who are reviewing claims say one main reason so few claims have been approved is that a state law setting aside $10 million for the qualifying victims doesn't cover many of those who had been sterilized.

As of Sept. 30, the N.C. Industrial Commission had approved 213 claims for compensation of the 731 claims reviewed, or about 30 percent. The Office of Justice for Sterilization Victims has received another 55 claims that the commission hasn't yet reviewed under the state law, approved in July 2013.

Major reasons for denials which victims can appeal include missing paperwork and a determination someone wasn't sterilized on orders of the Eugenics Board of North Carolina but on orders issued at the county level, said Graham Wilson, spokesman for the state Commerce Department. That department oversees the industrial commission tasked with approving claims.

North Carolina sterilized about 7,600 people whom the state deemed feeble-minded or otherwise undesirable between 1929 and 1974. Wilson noted that compensation is allowed only those sterilized under orders of the state eugenics board.

"It's the way the statute is written," Wilson said. "If counties took it upon themselves to do it under their authority, they do not qualify." Victims can appeal, he said, "but if the documents show the procedure wasn't done under the state authority, they really don't have any case in this process."

Some of the victims were as young as 10 and chosen because they were promiscuous or did not get along with their schoolmates, authorities have said. While most were either forced or coerced into having the procedure, a small number of them chose to be sterilized.

But that's just at the state level.

It's not known how many were sterilized at the county level, said Elizabeth Haddix, senior staff attorney with the UNC Center for Civil Rights, which is representing 40 victims. Of those, just 10 had files from the state board, she noted.
