BEACHES Beaches Watch Candidate Forums

Beaches Watch hosts two candidate forums before the May 19 Jacksonville general election. A Mayor and Sheriff Candidtate Forum will be 7 p.m. Thursday, April 16, at Fletcher High School Auditorium, 700 Seagate Ave., Neptune Beach. An At- Large Candidate Forum will be held 7 p.m. Thursday, April 30, at Jacksonville Beach Elementary School Cafetorium, 315 10th St., Jacksonville Beach. Residents can submit questions for the mayor and sheriffs candidates to info@beacheswatch.com no later than Wednesday, April 8.

CLAY Soil and Water District meeting

CLAY Butterfly event

Cottesloe beach ban for smokers

Cottesloe beach could join Sydney beaches such as Bondi and Manly in banning smoking in time for next summer.

If the Town of Cottesloe's ban goes ahead, it would become the third WA council to make smoking on the sand an offence.

The Town of Cottesloe has yet to decide how the bans would be enforced and what the fines should be.

Under State Government laws introduced in 2009, smoking between the flags at patrolled beaches, including Cottesloe, is an offence but no wider blanket ban exists.

The cities of Joondalup and Cockburn have banned smoking on beaches since 2007 and 2008 respectively.

The City of Nedlands considered a smoking ban at Swanbourne in 2008 but did not pursue it.

Cottesloe wants a permanent ban on smoking at all the town's beaches, citing environmental, health and amenity benefits. A ban would require amending a local law, which it hopes to do in time for the 2015-16 summer season.

Cottesloe chief executive Carl Askew said exactly where the proposed ban would apply had not been determined.

He said council still had to decide how such a ban would be implemented and enforced but it was likely to be a combination of community education, warnings and fines.

Beach fight: Sea coalers allowed on Hartlepool's beaches

SEA coalers have been allowed back on to Hartlepool beaches.

Before Hartlepool Borough Council banned motorised vehicles from the town's beaches earlier this year about 19 people would collect washed up coal and sell it on.

But now Marjorie James, chairwoman of the council's neighbourhood services committee, has revealed the restriction has now been lifted.

The council, which leases the beaches from The Crown Estate, took the decision to block access pending the outcome of an application to vary its lease to allow sea coalers to take their vehicles on to the beaches.

Without such a variation, the council feared sea coalers would be trespassing on the beaches rendering their insurance invalid and making it illegal to allow them access.

But now agents for The Crown Estate have confirmed that they are minded to grant a lease variation and Cllr James has agreed to remove locks from barriers at several access points to allow sea coalers vehicles on to beaches, subject to the introduction of a local licensing scheme.

Gary Jackson, 26, a representative of the local sea coal trade said said he was "over the moon."

Mr Jackson, who runs his own health and safety training company, said generations of his own family had been involved in the sea coal and coal trade, said: "For many of the current sea coalers there is no other path for them to go down, sea coaling is their life. Im glad that the issue has now been resolved and Id like to thank the council for chasing up matters with the Crown Estates.

Cllr James said: "The councils decision to prevent sea coalers from gaining access to the beaches was taken earlier this year on legal advice and it was designed to protect the sea coalers themselves, members of the public and the council.

It was only ever intended to be a temporary measure, but it has taken a lot longer than expected to get to the point where we have been able to allow the sea coalers to return to the beaches.

Which O.C. beaches are among traveler favorites?

Theres a lot of people out there who think Newport is one of the best beaches in the nation.

Anyone who lives in Orange County already knows local beaches are among the best in the world, and apparently travelers who visit here agree.

Two Orange County beaches got a nod from traveling website TripAdvisor in its annual Travelers Choice awards.

Newport Beach is ranked at number 17, while its neighbor Crystal Cove ranked 24th out of 25 beaches around the nation.

It seems a bit low on the list, but they were only among a handful of other California beaches to get the recognition.

Siesta Beach in Florida ranked number one, described as a pristine beach that never seems to end... A place in the sun that warrants returning again and again. Second place also went to a Florida beach, Saint Pete. Florida and Hawaii dominated the list, taking 16 of the top recommended spots.

La Jolla, just south of Orange County, ranked sixth on the list and Carlsbad came in at 23rd.

A quick look at reader reviews for Newport Beach on TripAdvisor showed mixed reviews.

Not enough parking spaces, not good for a truck to go through. Was trying to get to the pier but was so busy, vehicles parked everywhere, too crowded. Didn't find a parking spot so left, one person wrote.

Others were more impressed.

RNLI lifeguards return to Bournemouth and Poole beaches over Easter

RNLI lifeguards will be back patrolling Poole and Bournemouth beaches in time for Easter.

They are returning to four beaches in the two towns on Friday to keep people safe on some of the country's most popular beaches over the holiday period.

The charitys lifeguards have undergone intensive training over the past few weeks and will be keeping visitors safe at Sandbanks, Bournemouth East, Bournemouth West and Boscombe East between 10am and 6pm from Friday to Sunday 19 April.

The RNLIs advice for anyone planning a trip to the coast is to choose a lifeguarded beach, particularly if youre planning to go in the water, because youre much safer when you have highly-trained lifesavers looking out for you.

With the weather starting to become warmer, a dip in the sea may seem more appealing, but the water is still very cold so make sure you are wearing the right kit.

Barry Heathfield, RNLI lifeguard manager for Dorset, said: We are looking forward to being back on the beaches in Bournemouth and Poole; keeping people safe over the Easter period.

"We hope people will head down to the coast and enjoy our wonderful beaches now the weather is warming up a little. If you do make a trip down to the beach please come and say hello to the lifeguards who will be more than happy to help.

If youre going to take the plunge and swim in the sea make sure youre wearing a good wetsuit or drysuit, go with other people and keep an eye on each other.

"Keeping warm in cold weather can take a lot of energy, so fatigue can be an issue, plus watch out for the wind chill factor even a slight breeze can have a dramatic effect on how cold it feels. Last year there were 13,443 visitors to RNLI lifeguarded beaches in Dorset. Lifeguards attended nine incidents and carried out 1,307 preventative actions over the 16-day Easter period.
