Cigarettes are one of the most common forms of litter on our beaches, a starter of major wildfires and a poison to our wildlife. However, in a state that raised the smoking age to 21 and has taken major steps to curb smoking, we still allow people to light up on beaches and in our state parks. Smoking is a dangerous habit that results in cancer and toxic pollution.

We have a duty to protect Californians visiting our parks and beaches from the health and environmental consequences of smoking.

The California Legislature has the opportunity to build upon its legacy of taking on Big Tobacco by approving my bill, AB 725, which will prohibit smoking on state beaches and in state parks. Californians are no strangers to the dangers of cigarettes and secondhand smoke.

We have some of the strongest anti-tobacco laws in the nation. In addition to legislative reforms, voters affirmed their stance in 2016 by approving a $2 per-pack tobacco tax increase.

Californias diverse ecosystem is a defining feature of our state. The state is home to abundant wildlife, fertile valleys, majestic peaks, expansive deserts and pristine beaches.

We have taken numerous steps to protect Californians and the environment we live in. We have moved to curb greenhouse gas emissions, nearly eliminate our use of coal and adopted environmental protections that exceed requirements of the federal government.

But there is more to do.

Recently released data from the 2017 International Coastal Cleanup identified cigarettes as the No. 1 litter item collected worldwide. Volunteers recovered over 1.8 million cigarettes, and almost 190,000 of these were collected in California alone. From 1989 to 2013, cigarettes accounted for 37.7 percent of all litter collected on annual coastal cleanup days.

Littered cigarettes on the beach and on park trails are more than just an unsightly nuisance.

While the dangers of secondhand smoke have been well documented, a 2007 study from Stanford University found that, depending on proximity and conditions, exposure to secondhand smoke in an outdoor setting may expose you to air pollution levels that are comparable, on average, to indoor levels.

Littered cigarettes also pose a substantial threat to wildlife and the environment. Burnt cigarettes contain over 4,000 chemicals, and about 50 of these chemicals are carcinogenic.

Cigarette filters never fully decompose and arent biodegradable, allowing them to exist for decades.

When discarded on the ground, toxic chemicals can leach from the cigarette into water and soil, acting as a source point of contamination. Cigarettes are commonly ingested by wildlife that mistake them for food, which can lead to an animal being choked, poisoned or killed.

In addition, cigarettes are one of the primary causes of wildfires, and were the cause of four of the 25 worst wildfires in California between 1929 and 1999. The recent historic drought has forced the state to reconsider how we prepare for and prevent wildfires. A prohibition on smoking in state parks will reduce the potential causes of wildfires, especially in areas with important historical, cultural or ecological value.

Last year, Gov. Jerry Brown vetoed a similar measure. The veto message stated that the provisions were overly broad and punitive.

I have been working with the Department of Parks and Recreation and the governors office to craft a compromise solution that strikes an appropriate balance.

Californians deserve to enjoy outdoor recreation opportunities at our world-class parks and beaches without having to choke on secondhand smoke or dodge littered cigarettes. And, importantly, we can treat Mother Earth a whole lot better.

8 of the most crowded US beaches and where to go instead – ABC News

You know the feeling: You have your towel, beach chair and sunglasses in tow, ready for a relaxing beach vacation, when you're met with hordes of tourists looking to do the same.

While some spots are worth braving crowds for, we're often looking to get some peace and quiet, where we can listen to the sound of waves crashing and not our neighbor's conversation or music.

Check out some of the most crowded beaches in the U.S. and where to go instead, so you can avoid fighting for a spot along the sand.

Of the over 15 million visitors that traveled to Miami in 2016, you can be sure a lot of them made their way to South Beach. The white sands, plethora of nearby bars and restaurants, and topless sunbathing are huge pros for many that flock here, but the loud music, abundance of space occupied by hotel loungers and overt party attitude don't exactly scream peaceful beach getaway.

Instead, you can head two-and-a-half hours north to Vero Beach, a small city with an upscale feel. There's a strict policy that no building can rise higher than four stories, leading to a far more charming feel than what's found in Miami. Sophisticated boutique shops, casual seafood dining, an art museum, botanical garden and a high number of turtle hatchings provide enough activity for the whole family.

Famous for its surfer-friendly waters, Huntington Beach in Orange County is one of the most-visited beaches in California, with 11 million visitors each year. Add in the 200,000 people that call the city home and those nearly 10 miles of sand can fill up quickly. Lots of stores and eateries -- including a Wal-Mart and several Trader Joe's -- make it convenient for families, but hotels are separated from the sand by the Pacific Coast Highway.

A smaller town with fewer tourists and hotels directly on the sand, Laguna Beach is a better option. The town of around 23,000 is very laid back, and it has an artistic vibe with its galleries, museums and theaters. Dining options range from fast-food joints to upscale eateries, and a Whole Foods and Ralph's make grocery shopping easy for travelers staying in apartment-style properties.

In recent years, Myrtle Beach has attracted a whopping 17 million visitors to its long stretch of sand. Family-friendly attractions like an amusement park, Ferris wheel, and Ripley's Believe It or Not! mean kids are never bored, but that also leads to tons of noisy activity that's less suitable for those without rambunctious little ones in tow. Lots of high-rise properties lining the sands aren't the most attractive surroundings.

Far less built-up is the tiny beachfront town of Litchfield, located a 40-minute drive south of Myrtle Beach. There's little more than peaceful sands, a few casual eateries and a nearby golf course for travelers.

Given its proximity to the airport, and calm stretch of golden sand, it's no surprise that Waikiki Beach is such a popular destination. But the widespread development of big-name chain hotels, abundance of fast-food eateries and well-known stores has rid the area of its local charm and replaced it with hordes of tourists. Although traveling families may love the home comforts, there are other O'ahu beaches that actually fit the paradise moniker.

Just a 30-minute drive from Honolulu International Airport, the tiny town of Kailua offers a more relaxing Hawaiian escape. The beach and turquoise waters here are drop-dead gorgeous, and a congregated area of restaurants and shops help it retain a less-touristy vibe. As of now, there aren't any mega chain properties here, and we for one hope that remains true.

Seeing around 8 million visitors each year, Ocean City has a similar allure as Myrtle Beach, with its lively boardwalk housing an amusement park, water park, mini-golf course and ample spots to grab a drink. The city manages to appeal both to fun-seeking families and party-focused adults, resulting in the wide stretches of beach being filled with sun-lovers.

A 30-minute drive north, and crossing the state line into Delaware, Bethany Beach is a quiet, laid-back town with a long and pretty stretch of sand. Though much smaller than Ocean City's, a boardwalk along the beach is pleasant for walking and ducking down side streets for quaint candy shops and frozen custard spots.

Particularly popular with college kids during spring break and families during the summer, Gulf Shores sees around 6 million tourists annually. Its long white-sand beach is undeniably lovely, but it can get crowded. Plus, an amusement park, zoo and chain eateries detract a bit from the pretty ocean setting.

About an hour-and-15-minute drive away, Pensacola Beach offers the same pretty sand and water, but with a less-developed atmosphere. That's not to say there aren't hotels, restaurant and bars, but it's a more subdued city that's suitable for couples and families on vacation. It sees fewer crowds than Gulf Shores, and hotels with beach setups are even quieter.

Thanks to its excellent location just north of Venice Beach and a roughly 35-minute drive from Los Angeles, Santa Monica gets about 7.5 million tourists each year. Somewhat surprisingly, 57 percent of those are international travelers -- with the largest percentage coming from Australia and New Zealand. Santa Monica's pier, amusement park, retail promenade and Muscle Beach mean there's a lot to do and see, but prepare to do so surrounded by lots of people.

A 90-minute drive up the coast, and 40 minutes south of Santa Barbara, Ventura offers some of the same attractions -- a lovely pier and beautiful beach -- plus a scenic bike path, parks for picnics and volleyball, and fewer people.

Once known as the spring break destination, Panama City Beach was practically synonymous with college-age partying; that is, up until 2015 when the city banned drinking on the beach and cut bar hours. Though the spring break crowds have dwindled in response (to the locals' delight), the city is still seeing about 2 million visitors each year thanks to theme and water parks, and well-known brands like Dave & Buster's and JCPenney.

For travelers looking for fewer shopping malls and amusement parks on vacation, head to the adorable town of Seaside an hour away. The walkable city is the epitome of cute beach town, with cute cafes, ice cream shops, and boutiques around a central square. A beautiful stretch of beach means you won't miss the sands found in Panama Beach.

Despite Northern California's foggy, wind-swept coast and its icy ocean water, its beaches generally get good reviews.

On Yelp, most San Francisco-area beaches score between four and five stars the equivalent of a rating of very good.

But not everyone agrees. As beautiful as the Pacific Ocean and the bay are, some beaches earned several one-star reviews the pits. We wondered what prompted reviewers to give them Yelp's lowest rating.

Lots of things, it turns out. Especially dirty bathrooms and naked old men.

Today we are revealing the best beach in West Michigan.

Lake Michigan offers lots of options for places to splash around in the summer sun. From north to south, the beaches around the big lake never disappoint.

But where is the best place to catch some rays and play in the sand?

Coming in third place: you voted for South Haven's North Beach.

Your second place vote goes to Silver Beach, in St. Joseph, Michigan. Featuring a huge sandy area for the whole family, along with the Whirlpool Compass Fountain and Children's Museum for when you need a break from the beach.

And your number one place to enjoy Lake Michigan is South Beach, in South Haven.

Take a walk on the pier out to the lighthouse, or relax on the sand. It's no surprise the beach town captured two spots on our list. It's a quick drive from most places in West Michigan, and the town features quaint shops within walking distance of the water.

Lack of seaweed on Galveston beaches is good and bad news – KHOU

While Galveston beaches don't see much seaweed anymore, scientists say it may be good for beachgoers but it isn't good for wildlife like sea turtles and fish.

GALVESTON, Texas Do you remember seeing seaweed piles for miles along Galveston beaches about three years ago? Now, the island hardly gets any and experts say that is good and bad.

While some tourists cheer, scientists from Galveston to France worry.

Guests visiting Galveston called their cove of Gulf Coast beach picture perfect Wednesday evening. The Salcido family from San Diego, were on the island for the first time and said its shores feel more open than any they find back home.

Over there you have to fight for parking and battle to get there more, said Rebecca Salcido.

One familiar floating bug-a-boo is mostly missing in action in Galveston.

It feels like you dont know if its seaweed or a jelly fish, said Delbert Purvis, a tourist from Dallas.

Spring and summer tides usually carry sargassum seaweed. In 2014, visitors saw waist deep piles on beaches.

While the change may help tourism, Texas A&M Galveston marine sciences professor Dr. Tom Linton worries that it signals a change in the Gulf Stream.

Its currents feed the Gulf of Mexico sargassum that's become an important natural nursery keeping baby turtles, shrimp and some 100 species of fish protected, Dr. Linton said.

If there is something thats causing it to be reduced, that is a concern, he added.

The seaweed also helps protect beaches from erosion. Dr. Linton counts charter fishermen and fish stock managers among those vulnerable to negative impacts too.

Though many tourists want their seafood and seaweed-free beach fun, some seem ready to roll with any tide.

I probably prefer to have the fish, said beachgoer, Rob Salcido.

Malloy: Christie a bully for closing the beaches

A political line has been drawn in the sand this summer, with the governors of Connecticut and New Jersey taking opposite sides on whether to keep state beaches open during a budget impasse and throwing shade at each other.

Connecticut still has no budget agreement, but Democrat Dannel P. Malloy signed an executive order last week to avert a government shutdown and keep state beaches and parks open for now.

Contrast that with Republican Chris Christie, who basked in the sunshine with his family at a New Jersey state beach over the weekend that was closed to the public because of a budget standoff in Trenton.

By July 4, a budget deal was in place and the beaches reopened, but not before Christie became an internet meme inspiration and got a sunburn from critics, including his longtime adversary Malloy.

It turned out to be a whale of a story, Malloy told Hearst Connecticut Media Thursday. Ultimately, I thought it was a bullying type move. We should not try to punish our citizens for ... governments failures. (Christie) can read from whatever governors (manual) he reads from. I dont know why punishing his citizens was deemed an appropriate way to put pressure on anyone.

Christies spokesman Brian Murray said Malloy is hardly in a position to be telling New Jerseys governor how to run his state.

As Governor Malloy drives GE to Massachusetts and Aetna to New York due to eight years of his failed tax-and-spend policies, he should probably focus on emulating New Jerseys success with an unemployment rate nearly a full point lower than Connecticuts, Murray said. Despite his misguided comments, we would be happy to give him a seminar on how to grow an economy rather than destroy jobs, as he has done for his entire tenure as governor.

The animosity between Malloy and Christie has defined their overlapping tenures, with Christie campaigning for Malloys GOP opponent, Tom Foley, in 2010 and 2014, when Christie led the Republican Governors Association. Malloy is the current head of the Democratic Governors Association.

From whose state has a better business climate to gun control, the gubernatorial adversaries have clashed early and often, which made the following observation from Malloy Thursday about the budget impasse in New Jersey a rare cease-fire.

Now Ill give him credit. They got a budget, Malloy said.

Connecticut lawmakers arent scheduled to reconvene until July 18 for a special session to try to close a $5 billion, two-year budget deficit. Admission and camping fees collected at Connecticut parks and beaches, Malloy said, are enough to sustain state-run recreational facilities. State beaches were such a popular destination during the weekend, the governor said, that they reached capacity early in the day.

Tess Marchant-Shapiro, an associate political science professor at Southern Connecticut State University in New Haven, said the image of Christie frolicking in the sand will be remembered more than the governors ability to consummate a budget deal.

Christie did manage to parlay (the beach closure) into an agreement this week, which was astounding to me, Marchant-Shapiro said. Certainly, I think Malloys strategy was wiser.

Christie and his family were photographed from a plane by NJ Advance Media Sunday on an empty beach in Berkeley Township, where there is an official summer residence for the governor at Island Beach State Park. Christie has said the residence is separate from the park and that he didnt use any state services there.

But Marchant-Shapiro said Christies response to reporters when questioned about the visual of the first family of New Jersey having the beach all to itself didnt help the governor.

That line that he made, Well if you want to be on the beaches, why dont you run for governor? Thats just not a politic thing to say, she said.

As for Malloys holiday weekend, he said it was no day at the beach.

If I was gonna go to the beaches, I would have tried to go to New Jersey, he said, sarcastically.

Sonoma County health officials have closed Monte Rio Beach on the Russian River to swimming, wading and other activities that would put visitors in direct contact with the water because of elevated bacterial levels in the wake of an extremely busy holiday weekend.

The Department of Health Services posted signs on the beach Thursday afternoon warning of contaminated water after recent testing that showed both E. coli and total coliform levels were above state standards, officials said.

Those bacterial strains are used as markers for the possible presence of fecal material, though the testing does not distinguish which E. coli strains may be present or whether any of the bacteria in evidence are from a human source or some other mammal, according to Dr. Karen Holbrook, the countys deputy public health officer.

Its also impossible to determine whether bacteria was introduced through some kind of septic tank leak, homeless encampment or some other form of direct contamination along the river.

The beach was crowded with people for four days, starting Saturday with the two-day Big Rocky Games, Sunday nights fireworks, a busy Monday and overwhelming visitorship on Tuesday, Monte Rio Recreation and Park District officials said.

Tuesday we had the biggest crowd weve ever had, said Steve Baxman, district chairman and the local fire chief. It was unreal.

But the level of total coliform at Monte Rio already was elevated on Monday, when all 10 river beaches that are part of the countys weekly testing program were sampled.

At that point, Monte Rio Beachs result for total coliform was 10,462 organisms per 100 milliliter. The state standard is 10,000 organisms per 100 ml.

E. coli levels were well below the 235-organism-per-100-ml threshold, at 41.

Additional samples were collected at Monte Rio on Wednesday, under the countys retesting protocol, and showed total coliform of 11,199 organisms per 100 ml.

Measurements of E. coli were 833 organism per 100 ml on Wednesday, almost four times the state standard of 235.

When those results came back from the lab Thursday showing excessive and increasing concentrations of both bacterial families, the need to close the beach was clear, Holbrook said.

None of the other Russian River beaches have shown exceeding levels of the contaminants.

Additional samples at Monte Rio were collected Thursday, with the possibility that lab results available today will show bacterial levels already have fallen below the state standard. If they do not, the health department will decide whether to test through the weekend, she said.

Baxman said he expected strong seasonal river flows to return the water to safe standards promptly, and said many beach visitors present when the signs went up on Thursday chose to stay, but just refrained from swimming.

Holbrook said river testing at all the beaches bounces up and down. She noted that Patterson Point, in Villa Grande on the lower river, had a total coliform level of 8,164 on July 3, 932 on June 26 and 1,658 June 19.

Cases of excessive bacterial levels have generally been relatively rare.

Im hopeful that this was a blip based on all of the bodies that were out in the water at Monte Rio Beach over the weekend and on the Fourth, and we timed our testing perfectly to capture that that given a little time, thats going to dissipate, Holbrook said.

HOW BEACHES ARE TESTED

Sixy-five beaches on the South Shore are tested for intestinal bacteria found in humans and animals.

High levels indicate the possible presence of disease-causing microbes that are present in sewage but are more difficult to detect. Bacterial colonies are filtered from three ounces of water and placed on a gel infused with nutrients and chemicals designed to promote growth.

Left in an incubator, the single cells isolated on the filter grow explosively, forming colonies visible to the naked eye. After one day, the colonies are counted and if they exceed 104 colonies, the beach is closed to swimming.

If the past five samples have a mean exceeding 35 colonies, the beach must also be closed to swimming.

Show raises awareness about keeping beaches clean – Boston Herald

One mans flotsam is anothers fashion as evidenced by the repurposed beach finds rocking the runway at last nights second annual Cisco Trashion Show on Nantucket, where models decked out in recyclable materials wowed the crowd to raise awareness about protecting the coastline.

The best part about the event is how many people make this possible, Nantucket blACKbook founder Holly Finigan told the Herald. There are about 75 people who made this come together, so its become a really wonderful community event.

The Trashion Show, presented by The Nantucket blACKbook, was held at Cisco Brewers Nantucket and featured 22 local models who walked the runway in outrageous handmade get-ups crafted out of everything from Solo cups, wristbands and straws to magazines, beach toys and balloons.

Proceeds from the show benefitted the Nantucket-based nonprofit ACK Clean Team, which works to remove trash and debris from the islands shoreline.

Former Patriots cheerleader and Dirty Water Media reporter Camille Kostek, who wore a magazine skirt, was among the models taking part.

Finigan said the idea for the show was hatched in 2015, when island officials launched an awareness campaign centered on the hundreds of pounds of litter and debris that was being picked up after Fourth of July celebrations on Nobadeer Beach.

It wasnt a good look for our island, Finigan said, adding that the fashion show is preceded by a beach cleanup.

On July 5 we all meet at Cisco for a big beach clean and then the next day we have the trashion show, Finigan said.

The great news about this year is that last year we had a lot of trash to pick up but this year the beaches were so clean that we were hardly filling half of our garbage bags. It shows people are recognizing what to do with their trash in order to protect the environment.

5 Madison beaches close Wednesday due to blue-green algae – Madison.com

Four beaches on Lake Monona and Tenney Beach on Lake Mendota were closed Wednesday because clouds of blue-green algae have left water unsafe for swimming.

The beaches closed on Lake Monona are BB Clarke, Olbrich, Hudson and Olin.

Jennifer Lavender Braun, a microbiologist with Public Health Madison and Dane County, said the toxic algaes persistence is similar to what she has been seeing all summer.

The week of June 16 saw the worst outbreak of algal blooms in decades, said Jake Vander Zanden, an aquatic biologist at the UW Center for Limnology, and Stephen Carpenter, limnology center director.

Braun said several days of rain which had persisted through the end of June can cause the algae to develop, and subsequent sunshine can allow it to thrive.

With all the rain weve had, that gets the nutrients in the water, Braun said. But the last couple of days with heat and sun creates conditions where algae takes over.

Braun said that although rain is what brings algae to the lakes in the first place, a good rain can also help the algae dissipate.

Despite the beach closures, there are still options for swimmers, she said. Several beaches, especially around Lake Mendota, remain open. Governor Nelson State Park, James Madison, Marshall, Memorial Union and Warner beaches are safe for swimming.

Public Health will be checking the beaches with blue-green algae every day for the rest of the week.

50th anniversary of Oregon Beach Bill – Coos Bay World

OREGON COAST Oregon beachgoers have unfettered access to the states 362 miles of coastline thanks to a landmark piece of legislation signed in 1967.

Fifty years ago today, Gov. Tom McCall signed the Oregon Beach Bill.

The bill established public ownership along Oregons coastline, from the water up to 16 feet above the low tide mark.

The anniversary of the legislation has caused some to reflect on the importance of the areas beaches.

Fawn Custer, volunteer coordinator for Oregon Shores Conservation Coalitions CoastWatch program, said public access to the beach is a novel situation thats unique to Oregon. As such, she said its important to be diligent about protecting Oregons access to its beaches.

We want our beaches to be for the public, for us and not for some private entity that just happens to have a little bit more money, Custer said, Its up to us to say no, you know what, we like having our public beaches.

She said the purpose of the CoastWatch program is to have people keep an eye on the beach and document changes.

The plus of all of that is the fact that as conservation groups were able to be on the forefront of maintaining that beach bill, Custer said.

The volunteer coordinator grew up on the East Coast where many beaches have privately-owned sections.

Youre on the beach and all of the sudden you come onto a fence, Custer said, Youre not able to walk the whole beach.

Marty Giles with Wavecrest Discoveries had a similar story.

She remembered visiting North Carolina and having to drive for miles along the road to find a spot that had public access.

I could smell the ocean, hear it, but couldnt access it because it was privately owned, Giles said.

In Oregon, she said residents have the ability to drive toward the ocean and access whatever beach they end up at. Giles said its not that way everywhere.

You talk to people from other areas and they dont have the same sense of you just go west and find a beach, she said.

Giles said you can judge the importance of public access to the beach in two different realms.

The first is the business realm.

We live in a place where those natural resources are so readily available and theyre a key part of tourism, Giles said, All our businesses in the region benefit from the tourism industry.

The second realm is personal benefit.

She said people visit the Oregon Coast to come to the beach, but theres also a direct benefit that all Oregonians enjoy.

Access to natural resources is a benefit to our quality of life, Giles said.

She said thats one of the things that draws and keeps people in the area.

Its certainly that way for Giles.

My best appreciation is that boundary between land and sea and to witness the inherent processes that are within that boundary, she said.

Giles like to visit Sunset Bay State Park to enjoy some of the beauty the coast has the offer. For her, the Beach Bill anniversary is a reminder to appreciate that beauty.

The point of the fifty years is giving us an opportunity to remind ourselves of really remarkable resources that we need to appreciate fully, use responsibly and need to defend, Giles said.

Crowds flocked to Lake Tahoe to celebrate the Fourth of July Tuesday, but unfortunately, they left the evidence behind.

The trash-covered beaches have become an every-year occurrence. So much so, that it's become a tradition for some groups to celebrate on the 4th and then assemble volunteers to clean up after everyone else on the 5th.

"When we walked out here this morning, there were broken floaties, lawn chairs left over, corn on the cobs just left, beer cans, everything," Keep Tahoe Blue Natural Resources Associate Savannah Rudroff said during this year's clean-up.

Volunteers found pizza boxes, wine bottles, old inner tubes, and lots of cigarette butts on Lake Tahoe's beaches Wednesday morning. They're just part of the more than 300 good Samaritans who dedicate their fifth of July every year to keeping Tahoe clean.

This year, 321 volunteers picked up more than 1,678 pounds of trash on 5.64 miles of beach. While the mess is frustrating, the mood was pretty positive. They said they're just grateful that this many people want to help.

"It's totally amazing that we have so many people participating in this clean-up, to get all of that off our beaches, and we can continue to enjoy them as they are," Rudroff said. "It's super important that we get all of the trash off of our beaches so that we can maintain the scenic quality of Lake Tahoe, but also the water quality of Lake Tahoe, and we can protect our wildlife that lives here."

All towns along New Jerseys coast are required to offer some type of handicapped access to their public beaches. But getting anywhere near the water is a different story.

A newly created nonprofit out of Beachwood aims to increase access for those with disabilities, one town at a time.

They have the access ramp which ends right below the dunes, said Jessica Krill, founder of Beach Days for All, whose work at a childrens hospital has introduced her to several families with special needs children.

And then once you hit the beach, it then becomes nonfunctional for a person with a disability, she said, noting regular wheelchairs cant trudge through the sand.

Beach wheelchairs can do the trick, Krill said, but most do not recline for those who can not sit vertically. Theyre also a large expense.

Starting with Seaside Park, where she was born and raised, Krill hopes to get officials on board with installing a mat that reaches approximately 40 feet from the water, where the disabled and elderly can feel the cool ocean breeze and feel like part of the crowd.

Krill said its important to note this is not a fight for her cause. She hopes to partner with municipalities, and if theyre not amenable to the idea, shell move on to the next town.

A number of shore towns have mats installed for handicapped beach access from the road. Belmar entered the 2017 summer season with mats at several beach entrances.

New Jersey Beaches Reopen, but Christie Catches More Heat – New York Times

I probably lost $1,000 just in tips alone, said Gail Swayze, a bartender.

By Tuesday, she had come up with a way to celebrate the end of the shutdown, offering a $5 cocktail special called the Christie Crush, a blend of vodka, triple sec and orange slices.

What did the name mean, exactly?

Crush him, like get him out of office, said John Zaccara, the bars bouncer.

The budget had largely been held up by Mr. Christies demand that the states largest health insurer, Horizon Blue Cross Blue Shield, hand over $300 million of its reserves to finance an opioid treatment program.

The Democratic president of the State Senate, Mr. Christies longtime ally Stephen M. Sweeney, had gone along with Mr. Christie, but the Assembly speaker, Vincent Prieto, also a Democrat, balked, saying among other reasons that raiding the reserves would lead to increased costs for Horizon policyholders.

Although the final deal was described as a compromise, Mr. Christie got little of what he wanted. Instead of having to hand over some of its reserves, Horizon accepted some new, relatively minor requirements, including submitting to annual independent audits. The deal also imposed a cap on Horizons reserves, after which Horizon would have to return money to policyholders, but the cap was above the current level of the reserves.

That Horizon bill was a face-saver, said Hetty Rosenstein, the state director for the Communications Workers of America, the union that represents 35,000 state workers who were affected by the shutdown.

It was clear on Tuesday that what was likely to linger in peoples minds was not the details of the budget debate, but the image of the governor and his family enjoying a perfect day at a beach, while the public was barred. (Most of the states beaches are managed by municipalities and therefore remained open through the budget standoff.)

Henry Walker, a building contractor whose Jeep bumper was covered in layers of season passes, said on Tuesday that he had been turned away from Island Beach State Park when he went there to fish over the weekend, only to see the governors daughter ushered through the blockade.

He should have gone to the public beach and hung out with the blue-collar workers, Mr. Walker said, referring to the municipal beach, which had been open over the weekend and packed. He should have paid the seven bucks.

Island Beach State Park was not as crowded on Tuesday as on typical holiday weekends, some beachgoers said. But some people said they had actually been drawn there by the whiff of political controversy.

We decided to come and see what all the fuss was about, and if wed see Christie out here, Miguel Cervantes of Mount Laurel said with a laugh, as he played a game of paddle ball with his son, George, near the dunes. Its the beach of the week.

Off the sand, political analysts chewed over the larger implications of the deal.

Modia Butler, a former chief of staff for United States Senator Cory Booker, Democrat of New Jersey, said the outcome reflected Mr. Christies diminished power in the wake of the George Washington Bridge scandal and his unsuccessful presidential campaign; by law, Mr. Christie could not run for re-election this year.

Four years ago, he would have gotten everything he wanted, Mr. Butler said.

Ms. Rosenstein viewed Mr. Prieto, who had said he was willing to lose his position as speaker over the Horizon fight, as a winner in the fight.

Mr. Christie had tried to blame the speaker for the shutdown, decorating government buildings around the state with posters featuring Mr. Prieto, saying, This Facility Is CLOSED Because of This Man.

I think they would have lost anyway, but I think that the governor-sitting-on-the-closed-beach thing made it so apparent whose fault this was, Ms. Rosenstein said. It was the guy on the beach.

PINELLAS COUNTY, Fla. - If you drove by Gandy Beach or Ben T. Davis Beach Wednesday you probably noticed huge heaps of trash scattered across the sand.

It's a dirty mess costing you thousands of dollars. Every time people leave trash on the beach, cleanup crews are dispatched and the bill comes to FDOT.

Theres beer cans all over the place," Tammy Bonfiglio said as she got out of her van for a day of swimming. The out-of-state visitor couldnt believe her eyes. This wasn't the Gandy Beach she remembered.

This place used to be so nice years ago when I came down here. Now its just trash everywhere," she added.

Thousands of glass bottles, hundreds of charred fireworks, scattered shoes, cups and cans littered the sand after a day of Fourth of July festivities.

Its disgusting," Bonfiglio groaned.

Even a porcelin toilet smashed into a million pieces was left on the sand.

Thats just incredible isnt it. I mean why and how? I have so many questions about why that's even there," Wendy Meehan said looking at the piles of garbage.

Its a frustrating sight for the Audubon volunteer who comes to Gandy Beach frequently to check on nesting shorebirds. Wednesday, the laughing gulls and terns are wading through trash and picking at abandoned food.

These visitors! They come here and they enjoy the environment. Well, somebody has to take care of it," Meehan exclaimed.

One mans trash is another mans cash. It costs FDOT $15,000 a year to clean up Gandy Beach.

Your tax dollars also go towards cleaning up the Courtney Campbell Causeway where Keep Tampa Bay Beautiful volunteers had their work cut out for them Wednesday.

By the end of the morning, 200 volunteers picked up an estimated 200,000 pounds of garbage.

Bonfiglio can't help but think 'wow, what a way to celebrate Independence Day.'

This is America the Beautiful, lets keep it that way," she said.

FDOT even added several dozen more blue trash cans to the sand near Gandy Beach and Ben T. Davis Beach. Even so, several people left their trash just a few centimeters away from the can on the ground.

"It really ticks me off," Meehan said with angst.

Long Island Beaches Filled To Capacity Over Fourth Of July Weekend – CBS New York

LONG BEACH, N.Y. (CBSNewYork)The beaches on Long Island were so busy on the Fourth of July, some had to be temporarily closed to new visitors.

The beach at Sunken Meadow State Park was filled to capacity with 70,000 people, causing it to be closed to incoming traffic for nearly six hours, WCBS 880s Sophia Hall reported.

State parks spokesperson George Gorman said other beaches experienced similar crowds.

He said the popularity of the parks could be due to people staying on Long Island for the holiday, as well as those who traveled to the area from places like California.

People probably were hesitant traveling outside of the country due to all the incidents that are happening around the world, so they stayed local, he said.

Good morning, Sacramento. Here's what you need to know for Wednesday, July 5, 2017:

A man suffered severe hand injuries Tuesday afternoon when fireworks exploded in his hands, the Lodi Police Department said.

The 55-year-old was taken to the hospital for treatment.

++ California water officials will provide an update on the construction at the Lake Oroville spillways. A conference call is scheduled for Wednesday afternoon.

++ T. The annual event is held after the 4th of July by the Save Lake Tahoe organization.

++ Tens of thousands of people squeezed on to Lake Tahoe's shrinking beach areas this 4th of July to picnic and watch fireworks. The extra 5 feet of vertical water within a year has covered acres of sandy beaches around the lake. Kevin Oliver has the story.
