Eight Devon beaches have failed the most basic tests for bathing waters, according to a new report.

Bantham, Budleigh Salterton, Exmouth, Instow Mothecombe, Plymouth Hoe East, Plymouth Hoe West and Shaldon failed mandatory compliance under European rules, the Environment Agency said.

The agency said "exceptionally heavy rainfall" resulted in more pollution.

However, Combe Martin and Ilfracombe Wildersmouth beaches which previously failed tests had passed.

South West agency director Richard Cresswell said: "During intense rainfall, pollution from farmland, roads, and drains was washed into water courses that finally end up in the sea.

"Water companies also operate combined sewage overflows to prevent sewage from backing up and flooding people's homes."

The Health Protection Agency said local authorities had to ensure there were prominent signs on any designated bathing beaches to inform the public.

It said such signs would contain safety messages and information about bathing, and visitors should observe any advice they gave.

SIX beaches in the region have failed to meet the expected standard of water cleanliness, Environment Agency tests have revealed.

Although 87 per cent of the bathing waters tested in the North-East and Yorkshire did meet the standards set by the European Bathing Water Directive, a higher than average rainfall has been blamed for an overall drop in water quality compared to last year.

Seaham, Saltburn and Sandsend, near Whitby, are among the beaches whose water failed to meet the minimum standards, but popular resorts such as Whitley Bay and Seahouses were among the 25 across the region which achieved the highest results.

Tom Blenkinsop, MP for Saltburn, said the resorts failure to meet the minimum standard was a hammer blow.

Naturally I am very disappointed to hear this news as it was only in May this year that the Marine Conversation Society listed Saltburn as the most improved beach in the North-East, he said.

Now we find out that the bathing water has failed to meet strict guidelines, it isnt an understatement to say that it is a hammer blow for the town as the water is used for a variety of activities, including surfing and swimming.

Mr Blenkisop said he would write to Richard Benyon, the minister responsible for natural environment, water and rural affairs, asking the Government to make sure relevant agencies are equipped to improve the situation.

Cara Charlton, of Northumbrian Water, said the company had spent 190m on upgrading its network since 1995.

Four beaches in Cornwall have failed to meet the European Union's guidelines for clean bathing water.

Despite passing last year's inspection, Seaton, East Looe, Wherry Town and Bude Summerleaze have failed to meet requirements.

An additional 24 beaches have failed to meet the government's own, more stringent guidelines on clean bathing.

These include Readymoney Cove near Fowey and Crantock near Newquay.

Richard Cresswell, Environment Agency director for the South West, said: "Bathing water quality has improved significantly over the past two decades, but this year's significant rainfall over the summer has impacted on bathing water quality around the coast, particularly in the South West."

Despite the unusually high levels of rain, 92% of the 193 beaches in the South West region still passed the European standards.

"During intense rainfall, pollution from farmland, roads and drains is washed into water courses that finally end up in the sea," Mr Cresswell added.

The wettest summer on record lead to an increase in the number of beaches breaking clean water standards.

The latest water quality tests found that 93 per cent of Englands bathing spots reached the mandatory minimum levels, compared to 98 per cent in 2011.

Around England, 29 coastal sites failed to make the minimum grade, up from just nine spots last year, figures from the Department for Environment, Food and Rural Affairs (Defra) showed.

Strong winds and high seas have continued to batter the country throughout the summer, including this scene from Selsey in West Sussex

And only 59 per cent met tougher guideline standards for water quality, a large drop on 2011 when almost four-fifths (79 per cent ) reached the higher level.

Across the UK as a whole, the number of beaches meeting water standards also fell, with those meeting guideline standards dropping from 77 per cent last year to 60 per cent in 2012 and those achieving the minimum grade falling from 98 per cent in 2011 to 94 per cent this year.

The fall came as the UK suffered the wettest summer for a century, with heavy rainfall washing pollution from cities and the countryside into rivers and down to the sea.

Standards fell across the UK as a whole, with the number meeting guideline standards dropping from 77 per cent last year to 60 per cent in 2012 and those achieving the minimum grade falling from 98 per cent in 2011 to 94 per cent this year.

Richard Benyon, the Environment Minister, said: "While the majority of England's bathing waters continue to be of good quality, I am disappointed that a number have fallen short of the tighter standard due to the heavy rainfall we experienced during the summer.

"It is crucial that we continue to work with the Environment Agency, water companies and stakeholders to continue to address the effect that pollution is having on bathing water quality in some areas.

"Having quality bathing water and beaches is not only good for the water environment but also for tourism and local economies."

Lord Smith, chairman of the Environment Agency, said: "Bathing water quality has improved significantly over the past two decades, but this year heavy rainfall over the summer has affected results.

He warned that water companies, businesses, farmers and local authorities need to work to improve water quality on beaches and meet the more stringent EU standards to be introduced by 2015.

Two per cent of beaches in Wales were found to be more dirty, but Scottish beaches were actually found to be more clean, with 99 per cent making the mandatory grade, up from 95 per cent last year.

Two Blackpool beaches failed to meet the Environment Agency's standards for clean water this year.

Blackpool North, Blackpool South and Cleveleys, also on the Fylde Coast, did not meet the mandatory standard.

The data comes two months after a summit of United Utilities, Blackpool Council and the Environment Agency looked at ways to clean the coastline.

Gary Coleman, Blackpool's cabinet member for regeneration, said water quality was a key priority.

There was better news for the council with regard to Blackpool Central beach which has passed this year after failing in 2011.

Resorts have two years to improve their water quality before the Environment Agency introduces tougher standards in 2015 - which could see failing beaches having to display warning signs.

A consistent series of poor ratings in Blackpool over the years led to The Turning Tides Summit 2012 which aimed to help groups to work together to clean up the Irish Sea and the rivers that feed it.

Mr Coleman said the summit showed that no single body could tackle the problem in isolation.

"The quality of our bathing waters is a key priority for the council," he said.
