MANILA, Philippines - An oil spill from a cargo ship that sank a week ago near Pangasinan has not been fully contained and reached the surfing beaches of La Union, a citizen reported on Monday, February 25.

Mickey Galang, a local surfer from San Juan, La Union, told Rappler that traces of fuel have been found on beaches in at least 3 towns in the area.

"There was already a leak when the vessel sank. [The Coast Guard] was following the path of the oil spill, but [the path] changed and now we have found traces even close to Ilocos Sur," she said.

Galang said several surfer clubs are now conducting cleanup operations on the beaches in La Union, a popular surfing destination.

The surfers informed the Coast Guard about the situation on Sunday and one surfer in particular contacted Sen Pia Cayetano.

Galang posted several pictures of the aspect of the beaches on her Facebook, where she explained that the the sticky substance is a risk to animals such as sea turtles.

BANDAR SERI BEGAWAN: Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Awang Hj Suyoi bin Hj Osman, the Minister of Development, has called on the public to fulfil the responsibility of throwing rubbish in proper trash bins and make sure that recreational places are kept clean after participating in a cleanup at Tungku Beach, where the minister saw rubbish being disposed of indiscriminately, Borneo Bulletin reported.

The minister spoke to the media on the sidelines of the cleaning campaign at the beach that also involved more than 200 students from the Eco Clubs of eight schools. The event was held in conjunction with Brunei Darussalams 29th National Day.

While picking up rubbish lying around the beach, the minister said, We want to send a strong message that its everyones responsibility to clean up the beaches after they use the facilities. We want to cultivate awareness among our beach-goers and public to clean up the rubbish.

There is a limit to what we can do, the rest we are relying on the public to do their part in maintaining the cleanliness at recreational venues like beaches.

When asked if there was a lack of rubbish bins at beaches, the minister replied, This maybe one of the reasons but the idea is that for people who usethe beaches would collect their rubbish and take them away. We hope to provide more garbage bins to encourage the public to throw their rubbish in the bins instead of throwing the rubbish everywhere.

Noticing that rubbish is also scattered around the garbage bins, Pehin Dato Awang Hj Suyoi said he was saddened by the action of some irresponsible individuals who continue to throw the rubbish outside rubbish bins and said these people dont care about the environment.

The fight for cleaner environment, he said is a long fight and we are starting it from the young kids through the Eco Clubs.

We can instil a responsible attitude of throwing rubbish properly among the youths and send the right message to the public. The Eco Clubs are active and they are part of our activities. We are thankful for their participation today, he added.

Eco Clubs are established in schools and higher learning institutions and are registered with the Department of Environment, Parks and Recreation. The function of the clubs is to provide exposure to students on environmental issues and serve as a platform to contribute ideas towards the preservation and conservation of the countrys environment.

Fierce weather eats treasured beaches

South-East Queensland is again bracing for flash flooding as another weather system batters the state's coast.

THE southeast's world-famous beaches could virtually disappear as more violent weather lashes the state.

Surfers Paradise beach has turned into a dangerous 3m cliff, while the Sunshine Coast's prized beaches could be stripped to their barest in almost 40 years this week as high tides, heavy rain and rising seas deliver yet another erosion blow.

There is more rock than sand along much of the Gold Coast's tourist strip, with long-time locals saying it is the worst they have seen the coastline since the 1974 floods.

Beaches from the Southport Spit to Miami remain closed, with huge sand cliffs creating dangerous drops, while access stairwells have been literally washed out to sea.

Council work crews have spent the past three days clearing debris off beaches but it is unlikely any will reopen for at least several days.

When the huge swells eventually subside, repair crews will attempt to replenish the beaches stripped of sand.

Surf Life Saving Queensland's Dave McLean said it appeared Sunshine Coast beaches were in for another pounding during the next three to four days.

It would be the third savage blow in just over a month.

"It's bad. There's no access for lifesavers and lifeguards, no way to get equipment down," he said.

Fairfield Considers New Rules For Horses On Beaches

FAIRFIELD, Conn. Fairfield is considering adding new rules to help horse riders, dog owners and walkers co-exist at the towns public beaches during the winter.

We dont want to become a problem and have it get canceled because its crowded at the beach, said Joanne Murphy, representing a group of horse owners who ride at Fairfields beaches.

Fairfield allows horse riding at its public beaches during the off-season, from Oct. 1 to March 1. It is one of the few public coastlines in Connecticut to permit horses, along with state parks in Groton and Madison.

The towns parks department also allows dogs on beaches during the same time period, and permits them to run off-leash at Jennings Beach and below the high tide line. Out-of-town visitors also go to Fairfields beaches often in the off-season, when parking fees are not collected. As a result, on warm weekends the shore can get crowded, Murphy says.

She recommended a few rules for horse riders to the Parks and Recreation Commission. Some of the rules would be a formal adoption of guidelines already laid out by local riding groups, while others would be new regulations to ease congestion.

Horse riders are already supposed to ride only at low tide and stay below the high tide line except when entering and leaving. They also must clean up after their horses if they leave manure anywhere on the beach or in the parking lot. Horse riding groups also suggest staying 50 feet from dogs and walkers when possible. Murphy asked the commission to formally post these rules online and at the beach.

She also proposed two new rules. One would establish a single entry point to the shore at Penfield Beach to the side of the Jackie Durrell Pavilion. The other would prohibit riding on weekends, when beaches are most popular.

Its too crowded, so you cant really have a good ride anyway, Murphy said. I think that would solve a lot of problems.

The Parks and Recreation Commission heard Murphys suggestions at its monthly meeting Wednesday night. It plans to vote on the suggestions before October, because the current off-season ends in five weeks.

NORTH Coast beaches have copped a battering for the second time in three weeks.

And the impacts will be devastating in terms of erosion.

Ballina Environment Society president Fiona Folan said it was "pretty sad" situation for beaches in the Ballina Shire.

"Scientists have been warning for years that climate change is not just about sea level rise," she said.

"It's also about increased frequency and intensity of weather events like this.

"It does have an impact on the beaches.

"The beaches here were severely impacted by sand mining last century, and rehabilitation failed after the mining stopped.

"The beaches are still suffering ... weather events like this do have long-term impacts on our coast."

Ms Folan said Sharpes Beach at Skennars Head was now down to its "last little bit" of dune.

South West beaches rated 'best'

Seven of the "best" beaches in the UK are in the South West, according to holidaymakers.

The Traveller Choice Beach Awards were voted for by TripAdvisor's online reviewers.

Woolacombe in Devon which came second - beaten only by Rhossili Bay in Swansea - was also rated as the fifth best beach in Europe.

Two of Cornwall's beaches made the top 10, while Dorset had three and Jersey had one.

Cornwall did particularly well in the awards, with Porthminister beach in St Ives rated as third best in the UK and ninth best in Europe, while Perranporth was ranked in thirteenth place and Godrevy Head in Hayle came twenty-fifth.

Malcolm Bell, head of Tourism Cornwall, said the results were "great" for the county.

"Cornwall is blessed with two magnificent coasts, wonderful fishing harbours as well as over 300 beaches and it is great news that TripAdvisor users have recognised not only the quantity of beaches but more importantly their quality."

Parks, beaches may be next target for smoking bans

TALLAHASSEE Local governments would get the authority to ban smoking at beaches, parks, sports facilities and other outdoor areas under a bill moving through the Florida Legislature but enforcement would begin with a warning.

SB 258, by Sen. Rob Bradley, R-Orange Park, unanimously passed the Regulated Industries committee today. It would extend to local governments the smoking-ban powers now held exclusively by the state, which has used them to bar smoking in restaurants and public buildings for the past decade. Bradleys bill has two more committees to face.

But the bill was amended by Sen. John Thrasher, R-St. Augustine, to allow police officers to first warn a smoker that he or she had lit up in a banned area. If the smoker didnt extinguish his butt, the officer could first ask her to leave and, if the smoker refuses, issue a civil violation that could cost up to $100. Subsequent offenses could result in a fine of up to $500.

Nobody wants to put anybody in jail for doing any of these things, but it does send a signal that, look, the state wants to be smoke-free eventually, Thrasher said. I hope we are because I think its a detriment to our health and welfare.

Outdoor smoking bans have become increasingly popular nationally; New York City Mayor Michael Bloomberg has even prohibited smoking in the citys iconic Central Park. Many Florida colleges including the University of Central Florida and Valencia State College have banned smoking on campus. And cleanup volunteers say the biggest source of trash on Palm Beach County beaches is cigarette butts, according to a Palm Beach Post report, prompting a push there for a smoking ban.

Rep. Bill Hager, R-Delray Beach, has filed a similar bill that has been referred to three committees has yet to be heard in any of them.

The Florida Restaurant and Lodging Association which fought against smoking bans in restaurants for years has expressed concerns about the bill. Among them: that customers at outdoor tables could lose their right to smoke.

3 Thai beaches in TripAdvisor Top 10

Three beaches in Thailand are included in the list of the 10 best beaches in Asia on the TripAdvisor 2013 Travellers' Choice Beach Awards.

One of the world's more popular travel sites, Tripadvisor released the list on Wednesday, announcing it was compiled on feedback from millions of travellers worldwide.

The Thai beachesin the top 10 are Railay Beach (3rd place), Phra Nang Beach (5th place) and Nai Harn Beach (6th place). Railay and Phra Nang beaches are in Krabi province and Nai Harn Beach is in Phuket's Karon district.

The top place went to White Beach in the Philippines.

Tourism Authority of Thailand governor Surapol Svetaseni said, "Thai beaches are unlike any other beaches in the world, whether you like playing extreme water sports or taking sunset photos along the beach. There are always interesting things to do on Thai beaches."

Mr Surapol said Thailand also has other beautiful beaches, such as Kata Beach in Phuket, Lamai Beach in Surat Thani and Long Beach in Krabi.

Top 10 most beautiful beaches in the world: TripAdvisor

Its not a beach in the Caribbean or in the middle of Oceania thats been named the most beautiful in the world but the Mediterranean coastline of Rabbit Beach in Italy that has taken top honors.

In TripAdvisors 2013 Travelerss Choice Beach Awards, Lampedusa island, the southernmost point of Italy, 115 km away from Tunisia and home to Rabbit Beach, got the most rave reviews from online users of the travel website.

Of the 276 beaches identified among millions of TripAdvisor user reviews, the remote Italian outpost of Rabbit Beach emerged a favorite for its white sandy, pristine beaches and sweeping views of the Mediterranean coastline that looks clear out into the sea.

The best time to visit is May through to September. Aside from sunning oneself on the beach, diving and snorkeling are also popular activities.

One visitor called it the most beautiful beach on earth for its Crystal clear blue/green water which you can walk in for half a mile, sand bars everywhere. I cannot begin to describe how beautiful this place was.

The only country to boast more than one placement in the top 10 list meanwhile, was Brazil for Baia do Sancho and Lopes Mendes Beach.

Beaches closed due to extremely dangerous conditions

TWEED surf conditions are rough with beaches in the area closed due to the terrible weather conditions.

Lifeguard superintendent of the Gold Coast City Council Chris Maynard says conditions were extremely dangerous.

"Beaches are closed today with the weather and swell, considering the forecast and gale force winds expected" Mr Maynard says.

As well as dangerous surf conditions, erosion at beaches will continue to occur.

Senior Meterologist at Weatherzone Brett Dutschke says there will be added erosion as the beaches still haven't fully recovered from ex-cyclone Oswald.

"It's also a rough week for surf conditions" Mr Dutschke says.

"We've got waves of 6ft and probably 10ft hitting the beaches."

"The surf should drop off a bit tomorrow as the low pressure system moves off the coast."

"It will die down a bit from Friday for the weekend."

Every year when it feels like the winter blues are going to get the best of you, TripAdvisor releases its lists of the best beaches in the world, as determined by visitors to the site.

TripAdvisors Travelers' Choice Beaches Awards, which are based on reviews and ratings left on the site over a 12-month period, singled out 276 beaches from Australia to Canada.

Rabbit Beach, a beautiful Mediterranean spot on the Italian island of Lampedusa, topped its list of the top 25 beaches in the world. Popular tourist destination Grace Bay in Providenciales, Turks and Caicos and Whitehaven Beach in Airlie Beach, Australia (where you can polish your jewelry in the fine, white sand) rounded out the top three.

Low lingers to create havoc on beaches

The wet and wild weather has been causing havoc along the coast from Wide Bay to the border

THE low lingering along the southeast Queensland coast is generating seas to 8m offshore, triggering dangerous beach and bar conditions and erosion.

Forecasters expect heavy rain to ease today but there is a chance the low could return to the coast later in the week.

Forecaster Rick Threlfall said the low had stalled about 350km offshore.

It was expected to continue its southward trek, delivering heavy rain, strong winds and big seas to northern NSW.

Mr Threlfall said its track was difficult to forecast because it was being pushed around by two other weather systems.

"We're a bit uncertain about how it might go," he said. "But certainly, it is going to be very windy for at least two days and deliver frequent showers."

Gold Coast chief lifeguard Warren Young said all Gold Coast beaches would remain closed today.

"After that, I don't know," he said. "I thought this low was going to be hit and run but it's hung around."

Mr Young said seas were not so high on beaches but powerful. Nobbys, Palm Beach and Broadbeach were all vulnerable to erosion after a series of big summer swells.

SEASIDE HEIGHTS As Jersey Shore towns announce plans to work together this summer to welcome tourists back in the aftermath of Superstorm Sandy, a new poll finds that more than three-quarters of regular visitors to the shore say theyll be back again this year.

The Top 10 Beaches contest will not have voting this year that pits one town against another for bragging rights at the shore.

Rather, the New Jersey Sea Grant Consortium says the program will focus on cooperation among regional tourism leaders as the shore recovers from Superstorm Sandy.

In the wake of Superstorm Sandy, the project will put rivalry on hold for 2013 and instead celebrate everything there is to still love about the Jersey shore, said Kim Kosko, a spokeswoman for the organization.

From a calendar photo contest to sharing favorite shore memories, well invite people to be a part of celebrating New Jerseys beach communities and recognizing what makes them all so memorable and special.

The change of heart came as a Rutgers-Eagleton Poll released Monday finds that of those who plan to come back, 64 percent plan to stay as long as they had in past years, while 13 percent planned to stay even longer this summer.

Most of the 20 percent of respondents who are planning shorter stays said Sandys effects are the reason.

Atlantic City (11 percent) and Seaside Heights (10 percent) are respondents top destinations, followed by Wildwood, Long Beach Island, Point Pleasant Beach and Ocean City.

The poll surveyed nearly 800 New Jersey adults.

It has a margin of error of plus or minus 3.5 percentage points.
