WHITE SANDS MISSILE RANGE, N.M., 14 Feb. 2014. U.S. Army weapons test and evaluation experts are buying obsolescent field-programmable gate array (FPGA) processors to keep systems functioning at White Sands Missile Range, N.M., for as long as possible in today's tight defense budgets.

The Army Mission Installation and Contracting Command (MICC) at White Sands Missile Range announced plans earlier this month to buy 300 Xilinx Spartan IIE FPGAs from electronics distributor Avnet Corp. in Richardson, Texas. Xilinx introduced the Spartan II FPGA family in early 2000, and the technology is nearly 14 years old.

Israel Aerospace Industries Ltd. introduces Super Heron UAV

JERUSALEM, Feb. 12 (UPI) -- Israel Aerospace Industries Ltd. debuted its Super Heron UAV at the 2014 Singapore Airshow.

IAI unveiled the medium-altitude long endurance (MALE) Super Heron UAV Tuesday, Globes business newspaper reported.

Under secret development for years, the MALE Super Heron UAV has a 55-foot wingspan, maximum payload weight of 992 lbs. and a takeoff weight of 3,200 lbs.

The MALE Super Heron UAV uses a 200-horsepower diesel engine and advanced motor that enables it to fly at more than 173 mph and gives it a faster rate of climb.

"The new UAV's improved engine gives it a somewhat bigger and heftier look than the other Herons," IAI Chief Executive Officer Joseph Weiss said.

"The Super Heron greatly expands the mission capabilities of UAVs," he said. "Its development reflects our continuous investment in UAVs and advanced technologies. We previously identified this sector as a key growth engine for the company."

NASA and Virginia Come Together to Talk Aerospace (with video)

Amid the hustle and bustle on the nine floors of the Virginia General Assembly building in Richmond, about 75 representatives from NASA and the aerospace industry spoke to every single member during a two-day awareness campaign called Aerospace Day 2014.

In small teams, they moved from office to office, expressing thanks and noting the impact of the aerospace industry in Virginia --$36.4 billion, 28,110 high-paying jobs, $57.5 million in state tax revenues and a highly skilled workforce.

"There's only one word we can use to describe the impact that Wallops and NASA have had, it's 'Wow.'" said Sen. John Cosgrove. "It's just amazing ... we're just so excited. We take pride for being in your corner and supporting you."

House Speaker William Howell spoke about being at the launch of STS-135 in 2011. Sitting by his side, astronaut Dottie Metcalf-Lindenburger shared that she was also there as a 'Cape Crusader,' preparing the shuttle for the crew.

Metcalf-Lindenburger also spoke with two Virginia classrooms through distance-learning sessions about her 2010 flight to the International Space Station on the space shuttle Discovery, and the "new forefront" that will be achieved through the first flight of the agency's Orion spacecraft this September.

Sen. Lynwood Lewis recalled taking his eight-year-old son to a launch this year at NASA's Wallops Flight Facility. After the launch, someone from NASA told his son: "Things here will never be the same." Lewis, a native of Virginia's Eastern Shore, responded: "I think he is right."

In Del. Rob Bell's office, Chris Carter said the organization for which he is deputy director - the Virginia Space Grant Consortium - has "touched every house and senate district."

Former Virginia Aerospace Science and Technology Scholars student and high school senior Alex Hsain, said she "genuinely hopes that programs like these will be offered to other students in the future."

In a later meeting, Del. Tom Rust expressed "no doubt" that NASA and the aerospace industry are an asset to the state.

Other conversations touched on making aircraft more efficient and safe, the development of space technologies to enable exploration beyond low Earth orbit and science missions that inform policy makers.

Colorado legislature considers aerospace-related property-tax break

A barrier to aerospace companies growing and staying in Colorado may soon be removed if a House bill that cleared the finance committee Thursday becomes law.

The bipartisan measure is an effort to keep the state competitive in a rapidly changing national landscape by matching similar tax breaks given to the aerospace industry in other states.

Introduced by House Speaker Mark Ferrandino, D-Denver, and House Minority Leader Brian DelGrosso, R-Loveland, House Bill 1178 would give sales-and-use-tax exemptions for spaceflight property with minimal impact on Colorado's tax revenue.

"There are several other states that have moved this way," DelGrosso said. "Now Colorado has become uncompetitive."

Aerospace accounted for $8.7 billion of the Colorado economy in 2011 but is rarely discussed in the Colorado legislature something that many industry and political leaders believe must change.

"We are good right now, but there are storm clouds on the horizon and we have to be proactive," said Vicky Lea, manager of the Colorado Space Coalition and the aerospace industry for the Metro Denver Economic Development Corp. "Competition among major aerospace states has never been more fierce."

For satellite companies such as Longmont-based DigitalGlobe, this tax which requires any spaceflight equipment to have an ownership transfer if it stays in the state longer than 60 days after it was built discourages keeping the work close to home.

"We were looking where to store (a new satellite received in an acquisition), and obviously we wouldn't do it in Colorado because they didn't have this legislation," said Brent Wilson, DigitalGlobe's director of tax. "We are hiring high-paying employees out of state to maintain that technical equipment."

The national aerospace landscape is shifting dramatically as a result of a number of factors, including federal budget constraints, which are disruptive to Colorado's aerospace cluster.

"Historically, Colorado has relied heavily on federal spending and contract awards to grow our aerospace industry," said Stacey DeFore, chairwoman of the Colorado Space Business Roundtable.

Korea Aerospace to Participate in South Koreas New Fighter Jet

Korea Aerospace Industries Ltd. (047810), the countrys only planemaker, said it will participate in South Koreas plan to build its own new fighter jet that will replace the older F-4s, F-5s and F-16s.

The Asian nations air force is expected to order about 100 aircraft, Chief Executive Officer Ha Sung Yong said in an interview in Singapore today. The government is looking for a foreign partner to collaborate on this project to provide some technical assistance, he said. The plane could take as short as eight years, depending on its size and specifications, he said.

Korea Aerospace and shareholder Samsung Techwin Co. have led efforts to create a domestic defense industry as South Korea seeks to pare reliance on Western countries. Asias fourth-biggest economy in December said it will extend its air-defense identification zone to cover islands and an underwater rock, adding to regional tensions escalated since China declared control over airspace claimed by neighbors.

Korea Aerospace plans to participate in a bid to become a risk-sharing partner for Boeing Co. (BA)s 777X aircraft, Ha said.

It plans to submit a bid to participate in the manufacture of the fuselage and wings of the plane, he said. The company expects a request for participation for this to be sought later this month or early March, Ha said.

Korea Aerospace wants to get contracts to manufacture components to increase its volume, Ha said. The company has participated in such an arrangement with Airbus Group NV (AIR)s A350 aircraft, he said.

Shares of Korea Aerospace fell 0.5 percent to 31,800 won as of 2:36 p.m. in Seoul trading. The stock has gained 10 percent this year, compared with a 3.7 percent decline in the benchmark Kospi Index.

Korea Aerospace expects to win orders from the Philippines soon, Ha said without providing details. It also expects to win contracts from as many as two more countries this year -- one from Africa and another from South America, he said.

The company expects to win orders for T-50 trainer jets and FA-50 light combat jets, he said.

The FA-50, a light combat fighter based on the T-50 trainer jet, was developed together with Lockheed Martin Corp. (LMT) The plane is being delivered to the South Korean Air Force. The company has also developed the KUH-Surion helicopter with Eurocopter and its working on South Koreas first heavy fighter.

Singapore, Australia aviation associations sign memorandum to collaborate

SINGAPORE - The Association of Aerospace Industries (Singapore) (AAIS) and the Aviation / Aerospace Australia (A/AA) have signed a Memorandum of Collaboration to support the development of the air transport industry in both countries.

In a joint statement, the AAIS and A/AA said that the collaboration is aimed at encouraging economic growth and providing jobs in the aerospace industry for people in both regions.

The Memorandum of Collaboration sets out to achieve the following goals:

Expand and enhance the understanding of both aviation and aerospace industries capabilities between Singapore and Australia.

Encourage the development of strong and purposeful business partnerships between the two countries.

Encourage Australian and Singapore companies to collaborate in building capacities and leverage opportunities to improve innovation competitiveness, technical standards and accreditation.
