The LKS Faculty of Medicine of The University of Hong Kong (HKUMed) has collaborated with Institut Pasteur, Paris, to develop an approach to evolve molecules which are entirely alien to biology. The researchers have demonstrated the approach by evolving molecules which stick to a malaria biomarker. Critically, these special non-biological molecules are able to carry out tasks which normal biological molecules are intrinsically unable to do. These molecules can, for example, be used to determine the type of malaria with which a patient is infected. The research has just been published inProceedings of the National Academy of Sciences of the United States of America (PNAS), a top journal in the field of multidisciplinary science. One of the lead researchers of the study, Professor Julian Tanner, Professor and Associate Director (Teaching & Learning) of the School of Biomedical Sciences, Assistant Dean (Biomedical Sciences Curriculum), HKUMed, remarked, Evolution is a powerful idea that is at the centre of all of biology. This study harnesses the evolutionary idea of natural selection, but then applies it outside of the biological context, thus creating an evolution in a test tube approach. One can then use evolution instead of design to develop molecules which can solve challenges in diagnostics and therapeutics. If we can extend evolution well beyond the usual confines of biological molecules such as DNA and protein, then we can open an entire new toolbox which can transform medicine.

BackgroundEvolution is understood in biology as the process by which characteristics of organisms are inherited over successive generations under particular selective pressures. Evolution is guided by chance some members of a population are able to outcompete others which over time define the physical characteristics and behaviour of a species.

It is also possible to apply evolutionary selections to populations of molecules. In a similar fashion, molecules can be made to compete with each other for a particular characteristic. For example, this characteristic might be sticking to specific molecular markers which only exist in the presence of a disease. Such evolved molecules could then be used in diagnosing or treating a disease. This has previously been demonstrated for common biological molecules including DNA and proteins. However, it has always been a challenge to extend the idea of molecular evolution much beyond common biological molecules.

Study ResultsThe major challenge the team faced was how to develop an approach to allow point-of-care diagnosis of malaria that could distinguish when a patient is infected withPlasmodium falciparumparasites orPlasmodium vivaxparasites. This is important as the two parasite species cause malaria with different outcomes and typically require different drug treatments. However, the point-of-care approaches which had previously been developed for malaria diagnosis typically were only able to determine whether a patient had malaria, but were unable to distinguish which parasite had caused the malaria.

To solve this challenge, the team developed and applied an entirely new approach where unusual cube chemistries, called cubanes, are included into DNA, and integrated into an evolution in a test tube approach. Cubanes are never observed in biology, and hence this is a rare example of applying evolutionary principles to an entirely non-biological system. The research team discovered new types of DNA incorporating these unusual cubane chemistries which perfectly fit the binding pocket of a malaria biomarker which specifically indicatePlasmodium vivaxmalaria infection.

This is amongst the first ever studies where non-biological molecules have been incorporated into a molecular evolution experiment. The study presents not only a way forward for better point-of-care diagnostics for malaria, but also opens up a new toolbox for the development of molecules for diagnosis and treatment of many diseases.

Previous Study ResultsOver the last decade, the HKUMed team has been developing the use of aptamers for new approaches for diagnostics, particularly for the point-of-care diagnostics. The team had developed the idea of aptamers for malaria diagnostics with a previous study also published inPNASin 2013, originally just using normal DNA molecules. Subsequently, the team developed a wide variety of point-of-care tests for malaria as published inChemical Communicationsin 2015,American Chemical Society (ACS) Sensors in 2016 and Biosensors & Bioelectronicsin 2018. The team demonstrated approaches for diagnosis of reproductive disorders published inNature Communicationsin 2019. This is the first study where the team has extended the idea of aptamer selections out to chemistries which are alien to biology.

About the research teamThe current study was led by both HKUMed and Pasteur Institut, Paris. The two lead investigators are Professor Julian Tanner, Professor and Associate Director (Teaching & Learning) of the School of Biomedical Sciences, Assistant Dean (Biomedical Sciences Curriculum), HKUMed, and Dr Marcel Hollenstein, a researcher at Pasteur Institut, Paris. Dr Cheung Yee-wai, then HKUMed researcher and Dr Pascal Rothlisberger, Pasteur Institut, Paris, are joint first authors. Other HKUMed researchers include Dr Andrew Kinghorn, Mr Young Lo, and Mr Alvin Wong.

On July 10, Havildar Sambur Gurung (36), a soldier from Nepal serving in the Gurkha regiment, was killed in cross-border firing along the Line of Control in Nowshera sector of Jammu. Coming amidst the chill in the Indo-Nepal ties, Gurungs supreme sacrifice is a reminder about the strong ties between the Indian and Nepalese armed forces. Soldiers from Nepal form a significant part of the Indian Armys legendary Gurkha regiment. Here is a brief explainer on the origin and evolution of these ties:

Former Army Chief Gen VP Malik (retd), who has dedicated a chapter to Nepal in his book Indias Military Conflicts & Diplomacy, says Indias military connection with the Himalayan country goes back to the reign of Maharaja Ranjit Singh whose army in Lahore enlisted Nepalese soldiers called Lahure or soldiers of fortune.

British India raised the first battalion of the Gurkha Regiment as the Nasiri regiment on April 24, 1815. By the time the First World War started, there were 10 Gurkha regiments in the British Indian Army.

When India got freedom, these regiments were divided between the British and Indian armies as per the BritainIndiaNepal Tripartite Agreement signed in November 1947. Six Gurkha regiments with a lakh-odd soldier came to India, which went on to raise another regiment called 11 Gurkha Rifles to accommodate soldiers of 7th Gurkha Rifles and the 10th Gurkha Rifles, who chose not to transfer to the British Army.

Yes, any Nepali can join the Indian Army, both as a jawan and as an officer. A citizen of Nepal can take the National Defence Academy or Combined Defence Services exams and join the Indian Army as an officer. Col Lalit Rai, who received a Vir Chakra for the bravery of his battalion, the 1/11 Gurkha Rifles, during the Kargil war, is one such officer of Nepalese descent.

The Nepalese army also sends its officers for training to Indias military academies and combat colleges.

The Gurkha regiments, which have 35 battalions, recruit a large number of troops from Nepal.

Lt Gen DS Hooda (retd), the Northern Army commander during the surgical strikes of 2016, who was commissioned into 4th Gurkhas, vouches for the strong inter-personal ties between the soldiers and officers of the two countries due to the Gurkha regiments. Every year, our battalions commission a tour of Nepal. Young officers from India trek to traditional recruiting areas in the rugged Himalayas, meet the locals, and often live in villages with ex-servicemen.

Both the officers and the troops are fiercely proud of their war cry Jai Maha Kali, Ayo Gorkhali, the khukri, and their command over Gurkhali language. Lt Gen Depinder Singh (retd), former chief of the Indian Peace Keeping Force (IPKF), and an officer of the Gurkha regiment, recalls how in the initial years after Independence, any officer who could not master Gurkhali in three months was shifted to another regiment.

Yes, they enjoy the same benefits as the India troops both during service and after retirement. They get the same medical facilities as the Indian soldiers, and often medical teams from the Indian Army tour Nepal. Unlike the British, who started giving the Nepalese soldiers pension only a few years ago, the Indian Army has never discriminated against the Nepalese soldiers, who can avail of healthcare facilities in India as well. The Indian Army also runs welfare projects in Nepal villages, including small water and power projects.

Yes, this convention dates back to 1972 when then Field Marshal Sam Manekshaw, a Gurkha regiment officer, fondly called Sam Bahadur by his troops, was made the honorary chief of the Nepalese army. Ever since, the Army chief of India is the honorary chief of the Nepalese army and vice-versa.

Reality shows shortfalls of Trump’s claim to ‘best testing’ – Las Vegas Sun

WASHINGTON Here are some snapshots from what President Donald Trump describes as the nation with the best testing in the world" for the coronavirus:

In Sun Belt states wherethe virus is surging, lines of cars with people seeking tests snake for hours in the beating sun, often yielding results so far after the fact that they're useless.

In Pittsburgh, adults who are afraid theyve been exposed to the coronavirus are being asked to skip testing if they can quarantine at home for 14 days to help reduce delays and backlogs.

In Hawaii, the governor will wait another month to lift a two-week quarantine on visitors because of test supply shortages and delays that potential visitors are facing in getting results.

Testing has been a challenge everywhere, says Utah Republican Gov. Gary Herbert.

The White House insists its giving states whatever they need. But public health experts say the testing system is in shambles and federal leadership is lacking. Trump's persistent salesmanship about the prowess of testing in the United States is colliding with a far different reality for those affected by the explosion in coronavirus cases.

The long lines and processing delays are contributing to the virus spread and upending plans to reopen stores, schools and other activities that are vital to the economic rebound that Trump himself is intent on bringing about.

We have the best testing in the world, the president insisted Tuesday. He falsely claimed the cases are created because of the fact that we do tremendous testing.

But U.S. testing on a per-capita basis lags other countries that have done a far better job of controlling their outbreaks. And state, local and federal officials are warning of the consequences of testing bottlenecks including tests rendered useless because results come too late.

Its essentially worthless to have a test result that comes back after 48 hours, said Dr. Leana Wen, an emergency physician and public health professor at George Washington University who previously served as Baltimores health commissioner. She explained that after that time, the window to begin contact tracing and prevent additional infections has essentially closed.

We are nowhere near being able to rein in this virus with the amount of testing we have available at the moment, she added. Testing is the linchpin.

The Trump administration plays down the problem.

Adm. Brett Giroir, assistant health secretary, says more than half of U.S. states are processing test results in three days or less, adding everybody is doing a really good job as much as they can.

Guidelines issued by the Centers for Disease Control and Prevention recommend that states, as they lift final virus restrictions, have a turnaround time under two days.

White House press secretary Kayleigh McEnany suggests that it's states that need to do more.

There are various different types of tests in this country," she said Thursday. "Some take longer to process than others. But we have surged testing to the states and we encourage them to use it to their best ability and to process those tests as quickly as possible.

Yet even Republican governors say they need more federal help.

Maryland Gov. Larry Hogan, chairman of the National Governors Association, is deeply critical of the administrations testing response.

We expected something more than constant heckling from the man who was supposed to be our leader," Hogan wrote in an op-ed in The Washington Post this week. "Trump soon disabused us of that expectation.

On April 6, he declared that testing wasnt Washingtons responsibility after all," Hogan went on. 'States can do their own testing,'" he quoted Trump as saying. 'Were the federal government. Were not supposed to stand on street corners doing testing.'

Whoever is responsible for testing shortfalls, the result is working against Trump's own goals to move beyond the virus and get the economy moving.

In Hawaii, Democratic Gov. David Ige said a shortage of chemical reagents used in testing was one reason the state will delay a plan to make it easier for tourists to visit. It was a huge disappointment to many in Hawaii hoping for a surge in tourism to reopen hotels, get people back to work and reduce the states 22.6% unemployment rate.

In Pennsylvanias Allegheny County, which encompasses Pittsburgh and 1.2 million residents, health officials are trying to triage the demand for tests. Dr. Debra Bogen, director of the countys Health Department, is asking adults who are concerned that they were exposed, but do not have symptoms, to put off getting tested.

Even as the White House sticks with its rosy outlook, the U.S. governments top official in charge of coronavirus testing is urging Americans not to get retested for COVID-19 to confirm theyve recovered.

Its clogging up the system, Giroir said. He said U.S. officials will soon issue guidelines explicitly recommending against the practice, except for patients in the most severe cases.

The American Clinical Laboratory Association said many of its labs are being stretched beyond capacity or dont have the supplies they need, and this week encouraged members to give priority to those most in need, especially hospitalized and symptomatic patients.

I feel a bit like a broken record nothing has really changed, said Dr. Carmen Wiley, president of the American Association of Clinical Chemistry. "Theres a huge disconnect between what the task force indicates is happening and what we are truly experiencing in the field.

U.S. officials are aiming to increase the use of rapid tests to shorten turnaround times. Those tests can usually be developed in 15 minutes or less and be performed at testing sites, doctors offices and clinics. They tend to be less accurate than the tests that need to be processed at clinical laboratories.

This week U.S. health officials announced they would begin shipping rapid testing machines and kits to nursing homes in COVID-19 hot spots. The goal is to eventually provide the equipment to all nursing homes in the U.S.

The Health and Human Services Department has also been establishing surge test sites in hot spot areas to increase testing for vulnerable populations, said Devin OMalley a spokesman for Vice President Mike Pence, who is leading the coronavirus task force.

Lawrence Gostin, a public health expert at Georgetown University, called the Trump administrations claims about effective testing laughable.

The on-the-ground experience, in fact, is borne out by the data, Gostin said. We dont have the testing kits. We dont have the labs to process it. There are backlogs. All of this is very unhelpful.

Tens of thousands of Israelis flocked to beaches and national parks on Saturday for a final weekend swim, ahead of expected tighter restrictions on Fridays and Saturdays set to begin July 24.

Tseelon and Gofra beaches at the Sea of Galilee were shut due to overcrowding, and authorities asked visitors not to travel to the Dor, Beit Yanai and Palmachim beaches on the Mediterranean coast, which all reached capacity.

New public restrictions authorized by the government to combat the spread of the coronavirus entered into effect Friday at 5 p.m., limiting public gatherings until further notice and shuttering various leisure and fitness activities for the duration of the weekend.

A tighter weekend lockdown is likely to take effect from next Friday, including potential restrictions on movement and the closing of beaches.

On Friday, Dr. Hagai Levine, an epidemiologist who is the head of the Israeli Association of Public Health Physicians, criticized the expected beach closures, saying that transmission rates of the coronavirus were lower in outdoor areas.

Unfortunately, we see that our government is acting irrationally, and without an epidemiological basis. The beach is precisely the safest place, as the risk of infection in the open air is tens of times smaller than infection in an indoor place, he told the Kan public broadcaster.

It was a sentiment backed by beachgoers in the central town of Rishon Lezion, who told the Ynet news site that it seemed illogical to close the coastline.

As long as we keep our distance here with masks, no one can get infected. There are places that need to be closed, but here it is unnecessary, a woman named only as Ravit told the news site.

A last-minute reversal by the government on Friday led to a decision to keep restaurants open until Tuesday, when they will be shuttered until further notice for all but takeaways and deliveries. The government changed course when it faced widespread threats by restaurant owners to defy the closure order.

Under the new rules, gyms and fitness studios closed at 5 p.m. on Friday until further notice. Gatherings of over 10 people indoors, and 20 outdoors, are also forbidden until further notice, but work groups and nuclear families are exempt.

Additionally, government offices will be limited to 50% capacity and will be closed to the public, except for online services, until further notice.

Meanwhile, only on weekends until further notice, shops will close but stores offering essential services, such as pharmacies and supermarkets, will be allowed to remain open.

Malls, markets, barbers, hairdressers, beauty parlors, libraries, zoos, museums, exhibition spaces, pools and tourist sites will also be closed on weekends.

Netanyahu on Thursday asked Knesset Law Committee Chairman MK Yaakov Asher to prepare legislation to be voted on next week that would grant the government the authority to declare full lockdowns on weekends.

Justice Minister Avi Nissenkorn vowed there will be no limits on demonstrations or on courts, even if a full lockdown is enacted down the road.

Im walking my dog down our lonely road in Newtown when a driver pulls over to ask directions.

Is there a beach around here?

The Pup and I were just pondering how to end this column about beaches. Then this guy arrives to serve as start and finish.

The driver and I stare at each other for a moment. Hes probably wondering why this would be a difficult question. Meanwhile, Im contextualizing. Thirty miles from the nearest sand along Long Island Sound might seem like around here to someone from, say, South Dakota.

Um, sorry, I finally reply. You probably saw the lake around the corner. Theres no beach.

Stamford Advocate and Greenwich Time Editorial Page Editorial John Breunig won honorable mention in the print humor category in the National Society of Newspaper Columnists annual column contest. Breunig is a repeat winner in the category and a past honoree in the general interest category.

Well loop back to that in 625 words.

Yes, Im being a tad strict with my beach definition. Having lived near a shoreline most of my life, I confess to mourning its absence since moving from Stamford a couple years ago. So does The Kid. He also misses city life, so we drive two hours with Mom to visit a friend in Queens, New York, for a one-day vacation at Americas largest urban beach.

Dont look, its a surprise, he warns before dawns early light. My eyes are still closed, so this game works for me.

But I am surprised, as he is making sandwiches for the first time in his eight years. He also crams blankets, a pop-up tent, umbrella, chairs and a bucket of beach toys into the trunk of our Honda Civic.

The Civic briefly surrenders a couple miles into the trip when the plastic undercarriage splash shield sags after popping a button. Not to be thwarted, I perform meatball surgery with zip ties.

One of the many wonders of Rockaway Beach is that it is free. The only price is the walk of shame in lugging said blankets, tent, umbrella, chairs, bucket and cooler from a space in front of a neighborhood house.

They refer to people like you as being Down for the Day, our friend says of her neighbors. She says some carry so much they resemble the Grinch tilting in his overstuffed sled.

The Kid and I further dress the part by wearing Hawaiian shirts. I make a silent pledge to don a Ramones Rockaway Beach T-shirt should we ever return to Hawaii.

Choosing a spot on the beach during the pandemic reminds me of movie-goers shuffling for the best seat in the Avons smaller theater in Stamford. A woman on the horizon settles into her spot. A family parks on her left, apparently too close for comfort. So she does the crab crawl to the right. A couple lands and traps her on the other side.

Beach policy calls for masks when not in the water, with parks staff offering them as needed. While social distancing is respected, people clearly dread bringing home a mask tan even more than COVID. As a nudge to passersby, I make masks from napkins and put them on a couple of Barbie dolls that were stowaways in the bucket of toys. It is a dud, as a pack of nearby high schoolers squeeze together for a self-declared moment-in-time selfie. If theres any age group to maintain social distancing from right now, its recently retired high schoolers.

My fellow day tripper, meanwhile, pretends to charge the waters like the Beatles running from girls at the opening of A Hard Days Night (hes been binging), poses as Mr. Narwhal rising from the Arctic waters in Elf, and rolls in the sand to do his impersonation of a cinnamon doughnut.

As always, I am able to mine curative powers from the ocean. Rather than rub salt to sting wounds, the salt water is a magical elixir of healing properties. It cures the toothache in my heel, the poison ivy in my soul and clears sinuses clogged with anxiety.

It also is a chance to consider the NOMB (Not on My Beach) issue from the other end of the periscope. The matter of New Yorkers storming beaches is a hot topic in Stamford right now, and has always sizzled in Greenwich. I get it, but have never been able to get past the elemental reasoning that the waterfront should be available to everyone.

So, here we are, Connecticut Yankees putting the flip-flop on the other foot. I learn that the Rockaway neighbors like to forego their driveways in favor of street parking to block out space invaders. Its like Shippan with street smarts.

So, 625 words and a day later, were back in Newtown trying to advise steamy travelers in search of sand. I recommend nearby hiking trails, only to read disappointment in their faces.

I can understand, I offer sympathetically. We used to live in Stamford and miss the beaches.

Oh, we came from Stamford, they reply.

I guess were all going against the tide.

Pools and beaches are expected to hit capacity this weekend as scorching temperatures are forecasted to hit Long Island.

With so many people expected, everyone is being reminded about the importance of social distancing.

Signs at Jones Beach are telling residents to stay away from one another as best as they can both while on the sand and in the water. People are also being asked to wear face coverings while on the boardwalk, in bathrooms and at the concession stand.

Capacities at state park beaches are set at 50% and state officials are warning drivers to avoid beach access roads during peak hours after major traffic jams on the Robert Moses Causeway occurred last weekend.

Pools across Long Island are also expected to get crowded.

Officials in the towns of Brookhaven and Huntington say residents must make reservations if they want to head to the pool.

Huntington Town Supervisor Chad Lupinacci says state guidelines only allow pools to have 70 people swimming at a time and around 150 people around the pool.

In Oyster Bay, pools are extending their hours to keep residents cool.

Town Supervisor Joseph Saladino says all community pools will stay open until 8:30 p.m. this weekend.

He says the pool will open at 11 a.m. and admission will be limited to town residents and non-residents with a permit. Capacity will also be reduced.

Gov. Andrew Cuomo says social distancing rules at parks, beaches and pools should be enforced at local governments.

Nassau County Executive Laura Curran says she is relying on residents and business to practice common sense.

"We do have enforcement arms out there, but they're just there to remind people about what they have to do," Curran says. "People are doing a great job and we need them to keep doing it."

Nassau County will be opening three cooling centers over the next four days in Hicksville, Wantagh and Uniondale.

Health experts are warning residents to avoid alcohol if they are out in the heat and to drink lots of water. They also are reminding everyone to apply and reapply sunscreen.

2 Rarely Seen Beaked Whales Die on Maine Beaches Within Weeks – NECN

A pair of whale strandings in Maine are concerningscientists and marine mammal rescuers.

Over the past month, two beaked whales, a rarely seen type of whale with teeth, have washed ashore and died in the state, first in June in York and then weeks later in Phippsburg.

Last Saturday, a Phippsburg family contacted Marine Mammals of Maine, which responds to strandings, after they saw what they thought was a pilot whale or dolphin that was beached on a mudflat.

They discovered her around that low tide period and heard her breathing, said Lynda Doughty, founder of Marine Mammals of Maine.

Divers in Thailand saw a whale shark with a nylon rope tied around its tail. The tense video shows one of the divers attempted to use a knife to cut off the rope but was unsuccessful.

She lives in Phippsburg and went to the flat to check on the whale.

While neither animal could be saved, Doughty said it is clear the two whales are two different species of beaked whale, one that's never been seen before in Maine.

She also said that, despite how sad the deaths are, they allow scientists to gather important information about an animal that typically lives in deep water, far offshore, with few specimens retrieved for study.

The last beaked whale spotted in Maine was a carcass thatwas found in Cape Elizabeth in 2014.

We do get to learna lot of valuable information from this species, and the dissection -- and actually the first whale and parts of the second whale -- will be going to the Smithsonian for them to look at as well, Doughty said.

The tissue analysis and research, especially into what contributed to the whales deaths, will take some time, quite possibly months.

Until then, Doughty said, its difficult to speculate what caused them to come so close to shore.

Its too early to tell and until we have all the facts wedont assume anything, she explained.

If someone does see a beaked whale or another mammal on the beach, Doughty said they can call the stranding hotline on the Marine Mammals of Maine website.

She advised people who are not trained to rescue these types of animals to stay away from them, because they will not know humans approaching them are there to help and may thrash at them in a dangerous way.

Gloucester beach parking lots to be closed to non-residents this weekend – The Boston Globe

After a sunny hot weekend that drove beach goers to Gloucester, beach parking lots will be closed to non-residents this weekend, city officials announced Tuesday night.

Reports of excessive traffic from residents prompted the closures that will be in place on July 18 and 19, according to a joint statement by the City of Gloucester, the Gloucester Health Department, and the Department of Public Works.

The last thing we want to do is close our parking lots to visitors, but our City was had an influx of traffic this past weekend, Gloucester Mayor Sefatia Romeo Theken said in the statement. We need to reduce the amount of traffic, which is a challenge we face every year but has certainly been compounded by the COVID-19 pandemic.

City staff will be working at Stage Fort Park, Good Harbor Beach, and Wingaersheek Beach parking lots to ensure non-residents do not park there, the statement said.

Romeo Theken said people who are looking to go outside after staying at home for months, along with limits placed on travel due to the COVID-19 pandemic, have made traffic worse for Gloucester residents.

It isnt a sustainable situation for our residents, she said.

Additionally, high tide is expected to take place early in the day at 10:21 a.m. Saturday and 11:07 a.m. Sunday, reducing the area of beach available for visitors, according to the statement.

Residents can get access to the parking lots with a 2020 beach sticker, a 2019 beach sticker, or a license and registration with a Gloucester address, the statement said.

Beaches in Gloucester are currently open to a limited number of non-residents on weekdays. Visitors are still allowed to park at public beach parking lots on weekdays, the statement said.

Visitors are asked to maintain at least 12 feet between toweling and blanket areas, according to the statement.

Gloucester officials will announce next week whether or not the parking lots will be open to non-residents for the weekend of July 25 and July 26, the statement said.

‘In some parts there is no beach’: Storm ate at island levee – Associated Press

NEW ORLEANS (AP) Tropical Storm Cristobal ate away the beach of Louisianas only inhabited barrier island to the huge sand-filled tube at the core of a protective levee, and the Army Corps of Engineers says permits and studies keep it or anyone else from repairing much of the beach until well after hurricane season.

State and local officials say the work needs to be done now because its hurricane season -- and expected to be an intense one, The Times-Picayune / The New Orleans Advocate reported. Two tropical storms formed before the seasons official June 1 start, and Tropical Storm Fay, which hit New Jersey last week, was the earliest sixth-named storm on record.

This is an emergency situation. Hell, youve got half the beach thats gone, and some parts there is no beach, Chip Kline, head of the state Coastal Protection and Restoration Authority, said during a CPRA meeting Wednesday.

But without an imminent threat such as a hurricane bearing down on the island, the Corps schedule for previously planned work on the levee it built in 2014 is bound by earlier agreements and permitting timelines, said the Corps deputy district engineer, Mark Wingate.

We all understand its urgent, he said.

The storm in early June damaged nearly 2,000 feet (610 meters) of the levee along the islands west side, sweeping away about 85 feet (26 meters) of sand outside the levee to expose the tube, which locals call the burrito.

Another storm could burst the tube, destroying homes and businesses behind it, says Mayor David Camardelle. Im worried to death this island will be cut in half, he told the newspaper in June.

The second phase of a $15 million Corps project would add 400,000 cubic yards of sand across the beach, behind five recently completed stone breakwaters installed as phase 1. But the beach work is not scheduled to start until January, with completion expected in June 2022.

Were prepared to take some temporary action on our own, and do some temporary fixes in the event theres a storm in three weeks, Kline told Corps representatives Wednesday. At least wed have some rocks or some additional sand to protect that segment of levee.

CPRA wants to take over the project and get the sand in as soon as possible, with the Corps reimbursing it for costs, which could top $8 million.

The Corps unwillingness to agree to full reimbursement rankled Kline.

That is ridiculous to me, he said. CPRA and Jefferson Parish paid for repairs after a mild winter storm in 2016. The Corps wouldnt papy because the damage was not caused by an extraordinary event like a hurricane, agency officials said.

It was supposed to withstand a Category 3 hurricane but continues to fail during tropical storms and rainfall events, Kline said.

The Bahamas officially reopened to the public with a handful of new coronavirus guidelines.

When you pack your sunscreen and bathing suit, make sure you have your mask ready as well.

Phase 2 allows for international travel. Earlier this month, the country allowed international boaters, yachters and private aviation as part of Phase 1.

Bring your COVID-19 test: If you plan on visiting the Bahamas, you must present a negative COVID-19 swab test upon arrival. The results must be no more than seven days old.

Youll need a health visa: Travelers will be required to complete an electronic health visa prior to departure and present proof of confirmation at their destination.

Temperature checks: At airports and seaports, all visitors will undergo temperature checks conducted by health care personnel. Any travelers who show COVID-19 symptoms will be transferred to a separate area for further testing and evaluation.

Masks are required: Visitors will be required to wear face masks in any situation where it is necessary to enforce physical distancing guidelines. In addition to airports and sea terminals, travelers must wear masks in taxis, while checking in at hotels, standing in line at attractions and before being seated at restaurants. Failure to comply with the countrys mask guidelines could result in a $200 fine or one month imprisonment.

Flights resume: JetBlue has resumed daily service between Fort Lauderdale, Fla., and Nassau, while American Airlines has resumed flights twice a day between Miami and Nassau.

Curfew in effect: The Bahamas will continue its mandatory curfew from 10 p.m. to 5 a.m., so travelers must return to their housing accommodations during that time. Visitors will be allowed to move freely throughout their hotel and resort properties during curfew.

What about Atlantis: One of the most popular hotels, Atlantis has resumed operations. While the casino slot machines will be open 24/7, table games and sports betting will have revised hours.

Later phases: Beginning Monday, the Bahamas will enter Phase 3 of its reopening, which allows for attractions, excursions and tours to resume. Phase 4, which begins July 27, will allow vendors and jet ski operators to reopen.

Standards Inspector of Security Forces. Its an impressive title and to the best of my knowledge had not been bestowed on anyone before July 1 when it was handed with all the layers it entails to the former Commander of the Royal Bahamas Defence Force, Tellis A Bethel.

Bethel is now responsible for ensuring the governments policies and mandates are carried out by every agency charged with enforcing the laws of the Commonwealth of The Bahamas. Thats Police, Defence Force, Department of Corrections, and in some cases, Bahamas Customs and Immigration more than 6,000 men and women, strong, self-possessed and probably not a shy bone among them.

Its a helluva task and if anyone can do it, Tellis Bethel can, but he will need strong support at every level, from the ministries and from the agencies. His years of diplomacy as Deputy Commander, then Commander of the Defence Force, along with interagency and multilateral coordination with officers from US and regional agencies in operations ranging from drug and human smuggling interdiction to hurricane disaster relief will be critical tools. If I had to guess, I would say that is part of what the Minister of National Security was referring to when he said Bethels skill set would serve him well in the new post.

But its a strange mixture, this new post, becoming part of an executive team yet, because of constitutional boundaries, unable to make final executive calls. As Inspector of Security Forces he has independent authority to assess and recommend yet his recommendations go straight to the Minister which, by its very nature, is a political post.

In laymans terms, Bethel will be CAAO (Chief administrative assessment officer), CCEO (Chief compliance and efficiency officer), but not CBSHO (Chief buck stops here officer). That job falls to the Minister. Some will see Bethels post, correctly or not, as chief in charge of defence and law enforcement standards and that is one tough hat to wear.

So its about time that people got to know exactly the stuff Tellis Bethel is made of. In a few words, its rock-solid strength, integrity and an unshakable faith. This is the man who participated in and later directed the arrests of Columbian, US, Caribbean and Bahamian drug smugglers with thousands of pounds of narcotics and the confiscation of weapons and ammunition during the peak drug years of the 1980s when doing so meant pitting your life against those who had nothing to lose. The is the man who worked to helped apprehend or direct arrests of thousands of undocumented migrants and numerous poachers, gaining praise from Bahamian fishermen for his unprecedented-in-scale actions.

This is the same Tellis Bethel who was Operations Coordination Officer during Operation Blue Lightning in 1985, a joint US-Bahamas operation that netted cocaine and marijuana with a street value of more than $100m, one of the largest seizures in the world.

Hes also the man who, in his second stint with the RBDF after resigning and taking a five-year break from 1991-1996 to explore the business world in light manufacturing, was graduated to acting and then commodore with oversight of RBDF disaster relief operations through Hurricanes Joaquin, Matthew, Irma, Maria (in Dominica) and Dorian.

Ask him and hed probably say he was most proud of accelerating the burgeoning Sandy Bottom Project, vastly expanding the ability of the Defence Force to protect 2,200 miles of coastline across 100,000 miles of open ocean by staging vessels and resources in Ragged Island and Inagua rather than dispatching ships and responding to suspicious activity from a single base at Coral Harbour.

He might also confess a bit of pride in overseeing the rescue of more than 540 people.

All of that information is available in public records as is the truth about the Byron Ferguson downed aircraft investigation, including the senior police officers mistaken report that the Defence Force called off the search shortly after 11 that night.

Tellis is a friend, and I consider that an honour. In fact, he and his wife, Teri, are among the handful of people my family and I hold closest to our hearts. We see the human side of an extraordinary man, author, historian, leader. I wonder what I could tell you about him that would help to paint the full picture.

I could tell you about his ear-to-ear grin as we made our way up a rocky, pitted road to see the famed Lighthouse Point in Eleuthera, Tellis jumping out of the car every few minutes to pick up heavy rocks with the lightness and surefootedness of an athlete to fill holes so my husband could continue maneuvering the small vehicle. I could tell you about his boyhood-like fascination with the sight and history of the lighthouse when we finally climbed to the top. I could tell you about his love for Teri, his pride in their two sons, or the evenings when plans had to be cancelled because of a Defence Force activity or the times we spoke with his wife after he directed an operation that kept him awake from one day to the next. Teri says in the years he was Commodore, he rarely slept more than a few hours a night, never off duty, but never once complaining.

I could tell you about his modest upbringing and his remarkable academic achievements. With Long Island and Eleuthera family roots, Bethel grew up in Grants Town, graduated from St Johns. His first job was equivalent of bellman aboard one of the earliest cruise ships, the S/S Emerald Seas and he was proud to wear that bellmens cap and be on the sea. He also worked for Navios Maritime Holdings. He joined the Defence Force in 1981 and served nearly 25 years with that break in between. At Britannia Royal Naval College, Devon, England, he received the Colleges Best International Midshipman Award. He holds a Master of Arts degree in Leading, Innovation and Change (MALIC) from York St John University in York, England, which required residency in Switzerland.

Bethel also graduated with distinction from the United States Naval War Colleges Naval Staff College in Rhode Island. He is a Fellow of the Center for Hemispheric Defense Studies at the University of National Defense in Washington and a Fellow of the Asia-Pacific Center for Security Studies in Hawaii. He has participated in numerous civil defense management courses at institutions in the United States, United Kingdom, China, Australia and the Caribbean.

Schools to reopen on September 21 – EyeWitness News

NASSAU, BAHAMAS Schools are expected to reopen for students on September 21, according to a memo from the Department of Education to its staff.

However, education officials are still unsure whether students will have to present themselves at the schools campus.

The memo, dated July 16, outlines agreed dates for students, teachers, school administrators and new teachers for the upcoming academic year.

Such decisions will be made in accordance with the prevailing public health conditions on each island, the memo said.

Teachers are expected to return to schools for Mandatory Professional Development Activities (PDAs) on September 7.

Teachers must present themselves to their assigned schools to engage in the virtual PDAs, the department advised.

Any teacher wishing to access these sessions away from the school campus must seek the approval of their principal by way of a written request.

New teachers will have virtual sessions for orientation, which will take place of September 3 and 4.

Additionally, all school administrators will participate in conclave sessions on Auguster 31 and September 1.

The government announced the closure of schools on March 15, after the first confirmed case of COVID-19 in the country.

National Exams including BJCs and BGCSEs began on July 13, however there have been several reports of challenges.

To date, health officials have confirmed 129 cases of coronavirus in The Bahamas.

There have been 94 cases in New Providence, 21 in Grand Bahama, 13 on Bimini and one on Cat Cay.

Five new cases of COVID-19 – Bahamas Tribune

Five new cases of COVID-19 were confirmed on Thursday by the Ministry of Health.

The latest cases are:

A 45-year-old man of Grand Bahama with no history of travel.

A 43-year-old man of Grand Bahama with no history of travel.

An 84-year-old woman of Grand Bahama with no history oftravel.

A 73-year-old man of New Providence with a history of travel.

A 27-year-old woman of New Providence with a history oftravel.

All five are in isolation at home.

The total number of confirmed cases is now 124, with 20 of those active.

Health officials are reminding the public to practice the following measures to prevent the spread of COVID-19:

Wear a face mask when you leave home;

Wash your hands often with soap and water for at least 20 seconds, and if soap and waterare not available, use an alcohol-based hand sanitizer with at least 70% alcohol;

Cover your cough or sneeze in your inner elbow or with a tissue; and

Clean and disinfect frequently touched surfaces such as phones, remotes controls, counters,doorknobs, and keyboards.

Opponents of a controversial Harbour Island marina project are hoping to force its ex-project manager to "shed light" on whether its permits are non-compliant with government approvals processes.

Br-Island Responsible Development Association (BIRD), in legal papers obtained by Tribune Business, is seeking a US federal court order to compel Bernard Ross, who has a history of convictions and run-ins with US law enforcement, to give up whatever inside knowledge he holds on 4M Harbour Island and its principal, Michael Wiener.

BIRD's move, made on Wednesday, comes just two weeks after it launched a second Judicial Review challenge to 4M's construction and other permits in the Bahamian Supreme Court. Its application to the south Florida federal court to force Mr Ross to provide testimony and evidence is thus an attempt to bolster legal manoeverings aimed at thwarting the developer's ambitions.

Alleging that Mr Ross should possess "first-hand knowledge and information" relating to 4M's efforts to build a "steel metal 'artificial island'" and dock, as part of its Briland Residences and Marina project, BIRD and its members are alleging that the developer has violated Justice Diane Stewart's October 17, 2019, order that all permits be obtained in compliance with the law and established procedures.

"At issue now is whether 4M has violated this 2019 court order by continuing construction on the marina project without obtaining a permit 'made in compliance with the law'," Theresa Mersky, BIRD's vice-president, secretary and treasurer, alleged in a July 15, 2020, affidavit.

"4M began construction again following the issuance of a new building permit on April 21, 2020, by the Harbour Island District Council (HIDC). However, BIRD contends that this second permit is also legally invalid because it also was not made in compliance with applicable law."

She added: "The April 2020 building permit was issued following a written decision of the HIDC dated January 13, 2020, which stated, in pertinent part, that it was granting approval for the marina project subject to certain conditions, including that the project meet the requirements of the Bahamas Environment, Science and Technology Commission (BEST), and 'other relevant government agencies'."

"BIRD contends that because these conditions have not been met, the April 2020 building permit is invalid and, along with another party, has initiated a second judicial proceeding in The Bahamas seeking to have it quashed."

That second party is Ithalia Johnson-Elson, who BIRD said lives at New Juicy Hill on Harbour Island, "and has been involved in numerous challenges against irresponsible development" both on her own and via the Save Harbour Island Association.

Meanwhile, outlining the latest Judicial Review challenge to 4M's development, Ms Mersky added: "More specifically, in this new proceeding, BIRD contends that the requirements of the following Bahamian government agencies have not been complied with - the Harbour Island District Council; the BEST Commission; and the National Economic Council of The Bahamas.

"The Harbour Island District Council is the local governmental entity on Harbour Island. Under applicable laws, the Harbour Island District Council is required to engage in public consultation before making any decision. BIRD contends that this requirement was not met for a number of reasons.

"As a US company, 4M was required by Bahamian law to obtain the approval of the NEC for its marina project. Permission was granted by the NEC subject to the approval of an Environmental Impact Assessment (EIA) by the BEST Commission, and subject to certain size limitations, which BIRD contends 4M has exceeded."

Ms Mersky said BIRD was especially hopeful that Mr Ross will provide incriminating information on "the negotiations" between Mr Wiener's 4M and the Harbour Island District Council, which led to the grant of the April 2020 building permit.

"Any relevant evidence obtained from Mr Ross regarding impropriety in the permitting process will be used by BIRD to support its position in the judicial proceeding that is pending in The Bahamas. I have been informed by BIRD's Bahamian counsel that such evidence would be admissible with the leave and directions of the presiding Bahamian judge under applicable Bahamian law," Ms Mersky added.

No evidence of "impropriety" has been produced to-date, and it is unclear whether Mr Ross will be able to provide anything useful in relation to the permit granted by the Harbour Island District Council given that he and Mr Wiener parted ways in June 2019 - some 10 months before the approval in question was obtained.

All parties - Mr Wiener and BIRD, whose members are said to be drawn from Harbour Island residents - previously agreed that the site plan approval initially granted to 4M should be quashed, having been wrongly granted by the Government's Town Planning Committee instead of the Harbour Island District Council. This led to Justice Stewart's original order.

Mr Wiener and 4M Harbour Island did not respond to Tribune Business requests for comment before press deadline last night despite a spokesperson being contacted and informed about the nature of this newspaper's inquiries.

But the BIRD move, and second Judicial Review action, merely represent the latest legal headache for Mr Wiener, a California-based lawyer, in his efforts to progress his multi-million dollar investment. For, as reported by this newspaper, he is also embroiled in a legal battle with Mr Ross in the central California courts over his former project manager's claim that he breached their settlement agreement.

The pair agreed a $2.3m deal, with Mr Wiener paying Mr Ross and his wife, Holly, the first $1.319m installment, after their differences over the Harbour Island development's management became impossible to reconcile.

However, the 4M principal halted payment of the remaining $1m on the basis that his former project manager had created more issues and damages than first realised. Mr Ross thus headed to the central California court in a bid to force Mr Wiener to honour the settlement and pay the balance.
