How the space sector is responding to the killing of George Floyd – SpaceNews

For many, the Black Lives Matter protests occurring while NASA celebrated a historic achievement were reminiscent of the Apollo era.

In July 1969, civil rights protesters marched outside the Kennedy Space Center the day before Apollo 11 launched to the moon. NASAs historic achievement occurred against the backdrop of a nation struggling to address discrimination against Black Americans.

The May 30 launch of the SpaceX Crew Dragon, the first flight of astronauts from U.S. soil in nine years, also happened amid widespread protests prompted by the May 25 death of George Floyd, a 46-year-old Black man in who died with his neck under the knee of a white Minneapolis police officer.

Once again, NASA risks being out of touch with the nation as a whole by failing to be more proactive on matters of equality, said Lori Garver, who pushed NASA to hire more women and people of color as astronauts when she was the deputy administrator from 2009 to 2013.

NASA finally responded to the civil rights and womens marches of the 1960s by selecting its first female astronaut in 1978 and its first Black astronaut in 1979. But more than 40 years later, the results of that shift remain limited.

It is still unbelievable to me that we have flown only 11 Black males and three Black females in space out of 350 U.S. astronauts, Garver said. Its shameful.

Since late May, the space industry, like organizations and individuals around the world, has been responding to the Black Lives Matter movement and calls for racial justice.

Responses range from corporate scholarships and diversity training to new leadership for the Brooke Owens Fellowship and a petition to rename NASAs Stennis Space Center. Still more action is expected in the weeks ahead as companies respond to this unique moment in American history when millions of people, confined to their homes for months to prevent the spread of the novel coronavirus, emerge to attend racial justice rallies.

Many recent initiatives focus on increasing the diversity of the space workforce, which is overwhelmingly white compared with the U.S. population, according to Aviation Weeks annual aerospace and defense workforce report.

Small launch vehicle startup Relativity Space announced plans July 1 on Twitter to hire a diversity, equity and inclusion program manager to help build and drive an inclusive workplace that personifies the values within our organization.

Satellite fleet operator SES pledged to support underrepresented communities through various actions, including adding Black Lives Matter to charities included in its employee donation-matching program.

Virgin Galactic announced a new scholarship as part of its Galactic Unite outreach initiative. The suborbital spaceflight company pledged $100,000 to a scholarship for Black Americans pursuing degrees in science, technology, engineering and math with a focus on aerospace.

Students selected to participate in the program, also backed by The Spaceship Company, Virgin Orbit and Virgin Hyperloop, will receive scholarship support, mentoring, summer fellowships and job opportunities upon graduation, Virgin Galactic announced June 19. The aspiration is to support Black scholars through the academic pipeline to a successful early career placement opportunity.

The Brooke Owens Fellowship, a similar initiative to bring women and gender minorities into the aerospace industry, announced a change in leadership. Garver, a Brooke Owens Fellowship founder, announced plans June 19 to step down from the leadership team to make room for women of color.

I had been going to rallies and doing what I could, but it felt inadequate, Garver said. I thought [the Brooke Owens Fellowship] needed a more representative leadership team.

Joining Brooke Owens Fellowship co-founders Cassie Lee, aerospace director at Vulcan Inc., and Will Pomerantz, vice president of special projects at Virgin Orbit, on the executive committee are alumnae: Caroline Juang, a PhD student at Columbia University; Kayla Watson, Amazon Prime Air system reliability engineer; and Diana Trujillo, NASA Jet Propulsion Laboratory aerospace engineer.

Space industry leaders also are publishing letters and statements about racial justice online.

Blue Origin CEO Bob Smith urged employees June 1 to be thoughtful and compassionate with colleagues struggling once again with long-standing racism and are demanding solutions today not in some vague time in the future.

In the letter, Smith said, The institutional and individual racism that has long plagued our country was pulled into plain view by Ahmaud Arberys shooting death in Georgia, through the lies of Amy Cooper in Central Park, in Breonna Taylors killing inside her Louisville home, and, most recently, the Minneapolis killing of George Floyd.

SES CEO Steve Collar wrote about the deaths of several unarmed Black Americans.

The frequency of these kinds of events and the fact that the underlying biases that drive them are endemic makes us question whether there is even a path to change, Collar said in a June 9 LinkedIn post. But the strength of the global reaction to Floyds killing makes me believe there are reasons to hope for something better.

NanoRacks CEO Jeffrey Manber, called on the space community to become part of the solution to the horrific challenges America faces today. In a statement posted on the NanoRacks website Manber said, We must assure diversity in the workplace and in our kids school system in such a manner that it is standard, not the exception, that your neighbors, your friends, your leaders, are people of color, women, or someone with a differing sexual orientation.

Much of the space industrys response has focused on increasing minority participation. A walk through the halls of any major conference Space Symposium, the International Astronautical Congress or the annual Satellite show show the industry struggles with diversity.

Its well documented that the aerospace community, like many other technical communities, is not diverse, but thats not my biggest concern, said Danielle Wood, an assistant professor at the Massachusetts Institute of Technology who leads the Space Enabled Research Group within the Media Lab. Lack of diversity is a symptom, she added.

If the space industry wants to become more diverse, it must come to terms with how racially motivated decisions shape the country, Wood said. The industry must acknowledge that white supremacy is the reason why there is disproportionate violence towards Black people by police, why there are a disproportionate number of people of Black and Hispanic backgrounds in jails, why there are a disproportionate number of people who cant get loans, and also why there arent enough people of color in the aerospace industry, she said. Then we can start to make progress.

NanoRacks Manber said he hopes the space industry sees todays movement as a tipping point that leads to a permanent change.

Part of my fear, in terms of being a business person in space, is that space exploration gets branded as being either behind the times or counter to the reforms taking place, he said.

The space industry cant risk, by inaction, being viewed only as a domain for the wealthy and white, he said.

This is not your grandfathers space program, he said.

NASA announced plans June 24 to rename its Washington headquarters for Mary W. Jackson, NASAs first female African-American engineer and someone who spent her career advancing opportunities for women and minorities in engineering, a NASA said in an emailed statement.

Also on June 24, Pomerantz called on Twitter for the space agency to consider renaming the John C. Stennis Space Center in Mississippi.

I think that was largely, but not entirely, a coincidence, Pomerantz said.

Space friends: maybe its time we had a talk about the fact that one of NASAs main campuses is named after a person who has been called the heart, soul, and brains of the white supremacist caucus in the 1948 Congress, the Twitter thread began.

The quote by retired U.S. Navy Lt. Cmdr. Reuben Keith Green appeared in his June 2020 U.S. Naval Institute Proceedings commentary calling for renaming the USS John C. Stennis, a nuclear-powered aircraft carrier.

Pomerantz began thinking about NASA facility names after watching organizations like university libraries and U.S. Army bases rethink their namesakes in response to national demonstrations for racial justice.

NASA field centers are named for locations, functions and white men, Pomerantz pointed out. They include: Presidents John Kennedy and Lyndon Johnson, Smithsonian Institution Secretary Samuel Langley, National Advisory Committee for Aeronautics chairman Joseph Ames, astronaut and U.S. Senator John Glenn, Apollo 11 astronaut Neil Armstrong, rocketry pioneer Robert Goddard, Army General and Secretary of State George Marshall and John Stennis, a U.S. senator from Mississippi.

Stennis opposed the 1965 Voting Rights Act, the Civil Rights Acts of 1964 and 1968 and signed the Declaration of Constitutional Principles, also called the Southern Manifesto, a document published in 1956 in response to the Supreme Court ruling Brown v. Board of Education that found racial segregation in public schools to be unconstitutional. The Southern Manifesto pledged all lawful means to bring about a reversal of this decision which is contrary to the Constitution and to prevent the use of force in its implementation.

NASAs Stennis website focuses on less controversial details about the former senator. The courtly senator from Mississippi who was unanimously elected president pro tempore of the Senate for the 100th Congress also served as Chairman of the Senate Armed Services Committee, 1969-1980, the website says. Senator Stennis stood firm for U.S. military superiority and was a staunch supporter of the National Aeronautics and Space Administration.

NASA leaders are sensitive to the discussion of racism, discrimination and inequalities going on around the world, including conversations about renaming NASA facilities, NASA said in an emailed statement. We are having ongoing discussions with the NASA workforce on all of these topics. NASA is dedicated to advancing diversity, and we will continue to take steps to do so.

For example, NASA is developing a diversity and inclusion strategic plan scheduled to be completed in December. Employee engagement will be the cornerstone of this process, and employees input will drive this plans development and implementation, according to the emailed statement.

In addition, NASA Administrator Jim Bridenstine has directed the space agencys Office of Diversity and Equal Opportunity and NASAs Chief Human Capital Officer to review how NASAs commitment to unity, diversity and inclusion are reflected in workforce recruitment, hiring, training and management.

In 2019, NASA kicked off a Unity Campaign focused on helping its organisations and people work together more effectively. By October, all NASA centers and major organisations will produce plans to implement the Unity Campaign.

On Twitter, Pomerantzs idea has received both support and opposition. One person suggested Pomerantz leave NASA and space alone.

Others have embraced the idea.

After seeing Pomerantz tweet, Andy de Fonseca, Planetary Society outreach coordinator, created a Change.org petition calling for NASA to rename the Stennis Space Center.

Garver also endorses the idea of renaming Stennis, saying she regretted not knowing about Stennis namesake when she worked under a Black president and a Black administrator.

NASA renamed the Lewis Research Center after Glenn in 1999 and renamed the Dryden Flight Research Center to honor Armstrong in 2014, meaning names can and do change. So yes, I would change it, she said.

Another petition gathering signatures on Change.org calls for renaming the USS John C. Stennis.

A variety of dangers will await players inside the haunted ships: flickering lights, failed life support and gravity systems, rogue security AI, and ominous nests of alien creatures.

The power plant builder said it will develop and supply offshore wind turbines with larger capacity, aiming for 1 trillion won ($830 million) in annual sales by 2025. The company has to date supplied 79 offshore wind turbines nationwide, with a total of 240 megawatts of capacity in areas including Jeju Island and the West Sea. Its goal is to reach 12 gigawatts by 2030. Doosan Heavy started developing wind turbine technologies in 2005, and says it has spent 180 billion won on the business. The cash-strapped power plant constructor is increasingly pivoting to clean energy after locking in 3.6 trillion won in financial assistance from creditors. The company is currently supplying turbines for a 14 trillion won offshore wind project in North Jeolla, which will add 2.4 gigawatts of wind capacity upon its completion in 2029. Doosan Heavys goal by 2025 is to grow offshore wind turbine business to yield more than a trillion won in annual sales by 2025. Doosan Heavy is a key affiliate of Doosan Group, with 44.86 percent of the builder owned by Doosan Corporation. South Korea’s President Reaffirms 12 GW of Offshore Wind by 2030 Goal – Offshore WIND

President of South Korea Moon Jae-in has pledged to expand the countrys offshore wind power capacity from the current 124 MW to 12 GW by 2030, according to localmedia.

Moon announced his pledge on Friday, 17 July, during a visit to a turbine research center and the operational 60 MW Southwest Offshore Demonstration Wind Farm in Buan, the North Jeolla Province.

The governments goal is clear and is to become one of the worlds top five offshore wind energy powerhouses by 2030, taking advantage of our geographical advantage of being surrounded by water on three sides, Moon was reported as saying.

During Moons visit, local governments, business and residents signed a Memorandum of Understanding (MoU) to develop further 2.4 GW of offshore wind capacity off the North Jeolla Province.

The expected investment amounts to 14 trillion won (USD 11.61 billion) to be raised from the private sector.

The announcement comes shortly after the South Korean president revealed the New Deal plan, under which the government will invest 160 trillion won (circa USD 130 billion) by 2025 in promoting green industries.

South Korea set the goal of reaching 12 GW of offshore wind by 2030 in its Renewable Energy 3020 Implementation Plan announced in 2018.

Global offshore drilling contractor Transocean said it will lay off as many as 110 employees working on the Discoverer Inspiration ultra-deepwater drillship operating offshore the Gulf of Mexico.

The latest news comes after the driller failed to secure a new contract for Discoverer Inspiration drillship due to low oil prices.

Between 75 and 110 employees working on the Discoverer Inspiration will be laid off by September after its contract ends.

According to the Worker Adjustment and Retraining Notification Act letter that Transocean sent to the Texas Workforce Commission (TWC), the drillship will complete its current operating contract and does not have a new contract to perform additional work.

The company considers the layoffs, which are expected to start on 15 September, to be permanent.

Transocean stated: In the event that (Transocean) obtains a contract for additional work utilising the Discoverer Inspiration, the company may recall a percentage of the employees who were released from the Discoverer Inspiration; however, Transocean considers the layoffs to be permanent.

In January, Transocean secured $352.9m worth of new rig contracts and extensions, increasing opportunities for its ultra-deepwater and harsh environment drilling services.

In February 2019, Transocean signed an agreement with Norwegian company Equinor to license and install automated drilling control (ADC) systems on five rigs.

The Offshore Achievement Awards (OAA) is gearing up for its first ever virtual awards ceremony, allowing finalists and winners to be celebrated by industry on Friday 14 August, 2020.

Originally planned to take place at the P&J Live on 19 March, the date was postponed due to the global COVID-19 outbreak which placed a halt on events around the world.

Instead, a virtual ceremony, hosted and organised by the Society of Petroleum Engineers (SPE) Aberdeen Section and supported by long standing principal sponsor, TAQA, will now be streamed across a range of online platforms.

Rachel Riley will return as the host for the evening, taking part in a live Q&A as well as presenting the award winners across ten categories, including the new, highly anticipated Energy Transition for Future Generations' award. The 34 finalists, announced at the start of this year, will find out if they have clinched a prestigious OAA trophy, designed by Gray's School of Art student and competition winner, Rachel Mackay.

S. Korea to build more offshore wind farms – The Korea Herald

Under the plan, South Korea will complete the construction of offshore wind farms with a combined capacity of 2.4 gigawatts (GW) by 2028, according to the Ministry of Trade, Industry and Energy.

The total budget for the project in North Jeolla Province is estimated at 14 trillion won ($11.6 billion) and will be raised from the private sector.

The ministry said it will first carry out studies by building offshore wind power facilities with a combined capacity of 400 megawatts (MW) before beginning full-fledged construction in 2023.

When completed, the wind farms will be able to supply power to some 2.24 million households.

South Korea, which has been making efforts to reduce its consumption of traditional fossil fuels and instead use more sustainable resources, such as solar, wind and hydrogen, vowed to beef up its offshore wind power industry and expand capacity to 12 GW by 2030.

The goal is far above the country's current capacity estimated at around 124.5 MW.

The ministry said the latest project has paved the way for the country to reach the target by 2030, as there are also several projects pending in other areas, including in an island town in Sinan, about 400 kilometers southwest of Seoul.

Earlier this week, South Korea unveiled its Green New Deal, which centers on spending 73.4 trillion won to transform the nation's fossil fuel-reliant economy into an eco-friendly one.

The projects could create around 659,000 jobs and help the country overcome the COVID-19 crisis and prepare for the post-coronavirus era to be led by the fourth industrial revolution, according to the ministry. (Yonhap)

RMYC hosts first offshore race for the year – Times of Malta

The first offshore event for the Royal Malta Yacht Club, after the resumption of racing was a weekend regatta to Marina di Ragusa.

The event was put together soon after it became possible to sail to Sicily again and in spite of the short notice managed to attract a good-sized fleet.

Under the direction of Race Officer Peter Dimech and his team of Race Management volunteers the fleet set off on Friday morning.

Although the fleet was split into three classes IRC Class, Club Cruiser and Multihull Class, Dimech decided on one start for all, with the fleet leaving Marsamxett at 8.30am, with approximately 5 knots of wind.

The forecast of very light wind was not very encouraging for the Malta-Ragusa leg, but the breeze turned out to be better than expected and steady enough to allow the boats to make fairly good progress without ever stopping.

The faster boats made it to their destination by early evening with Sean Borgs Xpresso crossing the finish line at 6.46pm. He was followed some time later by Jonathan Camilleri Bowmans Maltese Falcon. Comanche Raider III despite having a good start had some mechanical challenges which put paid to their racing efforts.

The rest of the fleet, however, could not make the time limit established by the sailing instructions. Godwin Zammits Inspiration finished just 12 seconds after the 10.30pm deadline whilst the remaining boats retired.

Better wind was expected for the return race to Malta on Sunday and a steady North Westerly breeze made for a fast crossing despite a short period in which the wind faltered.

Once the breeze picked up again, it was a swift reach under spinnaker all the way to the finish at Tigne Point giving the bathers in Tigne Beach something to watch.

Having undergone the necessary repairs in Ragusa, Comanche Raider III was the first boat home having had a close battle over the last mile to the line against Sean Borgs Xpresso. Comanche Raider pipped Xpresso to Line Honours with just a 13-second advantage.

In the end, however it was Time Out who prevailed over the lot on corrected time.

Mario Sant after the race commented on how having been cooped up, like every one else, for most of the winter, the crew of Time Out were eager to get going and this was clear from the start.

Showing a clean pair of heels to the rest of the fleet, they eventually were overtaken by the larger and faster boats, namely Xpresso & Comanche. However, they did hold their own till the end, knowing that every second counted.

Meanwhile, a close battle between Maltese Falcon and Inspiration for most of the course ended in a spectacular photo finish with Inspiration crossing just marginally ahead.

Zammits decision to keep Inspiration further offshore in a straight line to the finish paid off as opposed to Maltese Falcons decision to gybe downwind thus taking a longer course. Zammit made his experience count and this also resulted in him being the sole finisher in the Club Cruiser Class.

It was a great weekend and a good start to the resumption of the racing programme, said Godwin Zammit, Commodore Royal Malta Yacht Club.

Syracuse race

The next event on the clubs Racing Calendar is the 60th edition of the Malta Syracuse Race which is scheduled to take place on Saturday, August 1.

The race will start from Malta and a good number of Sicilian boats are expected to take part alongside the Maltese fleet.

Together with the Lega Navale Italia, the RMYCis also organising a second race from Syracuse to Taormina which will take place on August 3.

World-first bid to grow ‘food of the future’ seaweed at offshore wind farm – Recharge

A world-first effort to grow seaweed at an offshore wind farm will launch off Belgium this year.

The Norther wind farm in the North Sea will host the two-year Wier & Wind project that will deploy seaweed production equipment between its 44 MHI Vestas turbines.

The EU-backed Dutch-Belgian initiative says seaweed farming could optimise otherwise unused space at the ever-larger offshore wind projects being built off Europe and beyond.

Seaweed specialist and project partner AtSeaNova claimed demand for seaweed is set to rocket, thanks to its sustainable, healthy credentials and versatility.

Seaweed is the biomass of the future. It can be used for many large-scale applications, such as food, animal feed and biomaterials, the company said.

There are too few suitable locations along the coast to meet the increasing demand. Wind farms at sea would be a suitable alternative.

Seaweed harvesting is slated to begin in the second quarter of next year at Norther, which at 370MW is Belgiums largest offshore wind farm and entered service last year for its owners, Belgian energy provider Elicio, and a joint venture between Dutch utility Eneco and Mitsubishi.

The Wier & Wind project is the latest move in a growing effort to harmonise offshore wind development with aquaculture.

China last year unveiled plans for unified offshore wind and fish farming off Shandong province.

However, the offshore wind sector has also sometimes found itself at odds with local fishing industries, with some projects facing stiff opposition.

Subsea 7 Nets Another Offshore Wind Contract in Taiwan – Offshore WIND

Subsea 7 has secured acontract for the installation of the submarine cable system at an undisclosed offshore wind project in Taiwan.

Project engineering will commence immediately at Seaway 7s offices in Leer, Germany, and in Taipei, Taiwan, while the offshore activities are expected to commence in 2023.

The contract is subject to a final investment decision by the client. Further details have not been disclosed due to contractual reasons.

Subsea 7 has been selected for several projects in Taiwan, one of which is Formosa 2, where it is in charge of the transportation, pre-piling and installation of 47 jacket foundations.

In 2018, the companysecured a contractfor the supply and installation of theexport and inter-array grid cable systems at the Yunlin offshore wind farm.

The following year, Subsea 7 announced a contractfor the installation of a submarine cable system on an undisclosed offshore wind project in Taiwan.

SGN Working on World’s First Offshore Wind-Powered Hydrogen Heating Project – Offshore WIND

The UK gas network operator SGN has launched a project that will be world-first to employ a direct supply of offshore wind power to produce green hydrogen energy for heating.

The project will start with heating around 300 homes in Fife, Scotland, using clean gas produced by an electrolysis plant, powered by the offshore wind turbine at Offshore Renewable Energy Catapults Levenmouth site.

Wood has been hired for services on the preliminary engineering design for SGNs candidate site at Machrihanish, on the west coast of Scotland, as part of the project, named Hydrogen 100 (H100) .

The company worked on the project in collaboration with the Machrihanish Airbase Community Company Business Park and Airport, which was considered as one of three possible sites to host the hydrogen production, storage, and distribution infrastructure.

While H100 Fife site is proposed for the first hydrogen network, SGN also sees significant potential for 100 per cent hydrogen networks in Machrihanish and Aberdeen at a later date, Wood said in a press release.

As part of the scope of work, Woods team secured planning consent, completed the technical feasibility study and provided preliminary engineering design for the candidate site.

[W]ood brought together a multi-disciplinary team from across its business including environmental planning, geographical mapping, visualization, process and pipeline engineering, renewables and hydrogen power experts to deliver a turnkey solution for SGN, Wood said.

The emergence of offshore wind power as a large-scale source of clean energy is a key part of the hydrogen growth puzzle, SGN states on its website, adding that offshore wind provides the scale necessary to generate large amounts of clean power needed for electrolysis.

Green, renewables-powered hydrogen it the most effective, scalable way of providing heating while fighting climate change, and it is a clean energy combination that could put Scotland and the UK on track to hit net-zero by 2045 and 2050, SGN says.

Pew survey shows need to educate the public about policing – Police News

The very title of the recently released Pew Research Center report, Majority of Public Favors Giving Civilians the Power to Sue Police Officers for Misconduct, is an indicator of how poorly civil leaders have communicated to the public about the central function of their governments. (Report available in full below). It may also explain the rush to outlaw qualified immunity if the voting public thinks that this longstanding legal precedent bars civil actions against police misconduct.

The survey also measured public support for defunding police and confidence that police are doing a good job, and support for proposals such as a national databaseof misconduct and civilian oversight.

As significant as the numbers may be, the most compelling insight from the study is the significant differences in opinions between races, ages and political affiliation.

Surveys of perception and opinion are just that they are not designed to measure the facts of an issue. Political leaders and police leadership must decide to operate on facts about an issue rather than public misconceptions, no matter how widespread or popular they are. The much more difficult task is educating the public on the facts, rather than basing legislation on a trending emotional state.

Popular political and mass media narrative over the past several years may be the cause for a drop in overall positive ratings for law enforcement when comparing this reports findings to a Pew report published in 2017, which also showed a partisan gap in favorability toward police.

Republicans and Democrats alike believe that the average police officer discharges his or her service firearm while on duty at least once during the course of their career (84% and 86%, respectively). But Democrats (39%) are more likely than Republicans and independents (27% each) to say that an average officer uses his or her service weapon at least a few times a year. Here, however, differences do appear to be driven by race: Only 22% of white Democrats say that an average officer discharges his or her weapon at least a few times a year, which is statistically not different from the 26% of white Republicans who say this. (For their part, 72% ofpolice officers say they havenever fired their weaponon duty outside of training, a separate survey of officers found.)

This finding is a good example of the disconnect between the facts of real life in policing and the perceptions of the public doubtlessly derived from fictional portrayals of fact-deprived activists and commentators.

An aggregate 90%+ of respondents want police trained in non-violent alternatives to deadly force. If this reflects a belief by the majority of Americans that current police officers are not being trained in force alternatives, it is one measure of the vast disconnect between reality and perception. While this disconnect is frustrating in itself, the manifestation of these false beliefs into law and policy is fraught with tragedy.

One place that police advocates can lend an educated voice to the debate on police reform is the topic of qualified immunity. If the Pew survey results are any indication, there may be a widespread belief that qualified immunity is the ultimate hall pass for police officers to engage in unreasonable and illegal behavior by virtue of just doing their job.

The public must know that this type of immunity has a narrow application to situations in which the officer is duty-bound to act and makes a decision that is subsequently found by the courts to have been unlawful but was not clearly established at the time of the officers decision. In other words, there is a thin layer of protection for an officer making high-stakes decisions that will be ruled on many years after the consequences by layers of judges and court proceedings. Judges who, by the way, enjoy nearly absolute immunity far removed from the reality of the moment.

Despite the very real fear of lawsuits, the courts have repeatedly ruled that decisions during dangerous, stressful and time-compressed events must be reviewed in a way that gives reasonable allowance for discretion and error: The Fourth Amendment requires government officials to act reasonably, not perfectly, and gives those officials fair leeway for enforcing the law,seeHeien v. North Carolina.

Every police officer knows that, while they may be indemnified by their employer, they are not immune from personal financial liability in a lawsuit. That lawsuit can happen on the federal level if deprivation of constitutional rights is alleged and it can happen on the state level if negligence or an intentional tort is alleged. Criminal charges on both the state and federal levels may be filed as clearly evidenced in recent high-profile prosecutions of police officers.

Department discipline including loss of job and inability to remain in law enforcement in any capacity is also a penalty facing officers every day with every decision. The notion that police officers are immune from accountability could not be farther from the truth despite public perception.

The Pew research holds great value for informed police leaders and advocates to get a grasp of the huge educational task ahead of them. The good news is that there are very few persons seriously advocating for defunding police agencies, which means there is leverage to continue appealing to public support using persuasive facts.

The partisan and racial divide is not explained by the data on actual police conduct that has been accumulated over the years. National databases will be making the picture of police conduct clearer in the coming years, but laws and policies based on false perceptions will happen before these new sources of information are mined. This calls for a massive effort to regain the publics confidence through repeated discussion of facts, calling out those who have loud voices that seek to drown out the facts.

THE 1918 PANDEMIC: What Happened When the Flu Overwhelmed Humboldt’s Medical System? – Lost Coast Outpost

In July of 1918, two months after19-year-old Imogene Lockwood started her nursing training at theUnion Hospital in Eureka, she began a diary, realizing, she wrote,that the record would be invaluable when age and ease have made mypresent view of life no longer possible.

In early October of that year, Imogenewas still learning how to balance classes, training and patient carewhen two Austrian travelers staying in Eureka fell ill with SpanishFlu and quickly infected their rooming house hosts. The next day fivemore cases were identified, and infection spread rapidly in HumboldtCounty from there.

By mid-October, local nurses and evenstudents like Imogene were sick with the virus. The mayor of Eurekaurged citizens to report suspected cases and local papers publishedguidance on how to avoid an An Attack of Dread Influenza Germs.Local physician Charles Falk did the same, warning that the flu wasspread from person to person via very small droplets whichcould be spread by coughing or sneezing, forceful talking and more.Falk urged infected individuals to isolate and recommended that allnurses and attendants wear masks to protect themselves against thedisease.

Despite the warnings, local case countscontinued to rise, and area physicians grew frustrated, convincedarea citizens were failing to take the simple ordinary precautionsnecessary to avoid infection. On October 19, the State Board ofHealth moved to close all amusements including dances andmovies and local governments followed suit. Just the day before,Mrs. Ira Russ started building a list of individuals willing to helpHumboldts patients. The list was a precautionary measure,Russ reassured prospective volunteers, and the workload would belight.

Instead, patients were transferred fromoutlying areas to Eurekas hospital and the patient count quicklytopped 100, taxing nurses and doctors. Officials moved to limittransfers and dedicate the Northern California Hospital exclusivelyfor isolation of influenza cases, which would allow fewer nurses tocare for more patients in one location. The arrangement stalled,however, when hospital owner Dr. Falk demanded $1,000 a month for useof the empty facility because of its perfect condition. Falkdidnt care to have it filled with contagious disease butwould be willing to bend if the county could meet his price.

At this time, the local Red CrossCommittee on influenza assembled a corps of nurses and emergencyhousekeepers for homebound patients and when the office in SanFrancisco issued a call for Home Defense nurses, local officialsdenied them, as all were urgently needed here. Organizers alsoasked every woman available to help support overworked nurses.In response, Miss Helen Kramer ran errands in an auto and MissDorothy Notley provided emergency housekeeping and cooking. Othersserved as able and volunteer coordinator Mrs. Russ vowed to getassistance to every case possible which the doctors find in need.When called upon, at least twenty-five volunteers showed up at theRed Cross office to make flu masks.

On October 20, Dr. N H. Bright, presidentof the State Board of Healths predicted waning of the fluthe same day Humboldt County announced its first flu-relatedfatality, and in the next few days more local nurses and doctors fellill. The city of Eureka ordered those serving the public to wearmasks and officials reached an agreement to lease Falks hospital.Health Officer Dr. Mercer also urged small towns, lumber camps, andother centers of population to follow Scotia and Samoas lead inestablishing smaller, temporary flu hospitals in their communities torelieve the burden in Eureka.

The Red Cross drug store shut its doorsbecause all employees were sick and local doctors received word thatmedicine from San Francisco would not be coming due to high demand. Dr. Mercer begged community members to stop congregating in thedowntown districts.

As case counts grew, nurses like Imogenehad to fight their own fear of the virus. On October 23 after fallingill, Imogene admitted that she was almost a coward, andcontemplated giving up nursing so as to not ever hear of germsagain, but she conquered her fear and went back to work, only torelapse just two days later. To her diary she confessed that she waspretty frightened and feared her mother and her brother mightget sick. At that time, at least seven other nurses were also downwith the flu.

To help address the nursing shortage, theRed Cross, with Mrs. Russ in still charge, worked quickly to get theNorthern California Hospital up and running, outfitted with donatedlinens and furniture. Within days the facility had 23 cases and couldaccommodate more than 50. The kitchen was up and running and a numberof women throughout town were preparing and donating food. The countylibrarian managed the hospital office, the requests for assistancewere met with the heartiest cooperation and the women of Eurekawere finding more ways than those suggested to be ofassistance. When Anne Fenwick arrived from San Francisco to visither parents, she spent a full day driving a car for Red Crosshospital managers, running errands and collecting supplies, and waseven prepared to move patients if necessary.

By October 25, Eurekas officialsthought they glimpsed the end of the epidemic and attributed it tothe wearing of the masks and the splendid cooperation of thepeople in every way, but the number of cases being treated at theRed Cross hospital continued to rise. The hospital stopped admittingvisitors, but volunteers were still needed, and one thankful hospitalcommittee member noted that there seemed no limit to the responseof the citizens to help whenever difficulties arose.

On October 28, when only 20 new caseswere reported for the day, Dr. Wing expressed hope that infectionswere decreasing, believing that anti-flu masks had cut the sway ofthe malady short. To support this belief, Wing pointed to reportsfrom Mare Island, where nurses adopted masks early and with no otherprecautionary measures, not a single nurse fell ill.

Unfortunately, the number of casescontinued to fluctuate. Fortuna established an emergency hospital atthe Firemens Hall at Newberg and the Red Cross also took over alodging house to care for patients in Arcata.

Fatalities continued, and doctors andnurses felt the strain as they fought their fears and cared forpatients. On November 1, Imogene visited her mother but stayed on theporch, feeling like some sort of pestilence. Dr. Mercer,exhausted from overwork was forced to take time off and MissMurial MacFarlan, who took over as Acting Health officer when Dr.Mercer fell ill, suffered what was believed to be a nervous breakdowndue to overwork.

By the first of November, the UnionHospital was down ten nurses and Imogene, whose health improved, wasthankful to volunteers who took over everything but the actualnursing. Local papers recognized the valiant work being doneand many lives saved through the effort of local volunteers, thoughsome, like J. F. Buck Buchanan, who was on call wherever andwhenever needed, also fell ill.

By mid-November, the county was sadlylosing nurses, but some, like Miss Neska Alexander, recovered andwent back to work. Retired nurses were asked to come forward as amatter of patriotism, but younger women were discouraged fromvolunteering, in part because they were considered more vulnerable tothe virus.

Physicians and officials implored thepublic to follow health recommendations, wear a mask and sociallydistance. If not, Dr. Mercer believed the disease would continue tospread and the toll of death would rise. Thankfully, manyheeded the warning. On November 11, while Imogene Lockwood and othersrecognized the end of the war, their celebrating was tame andhampered due to grief over losing fellow nurses and theirinability to see the merry smiles behind a mask.

Growing compliance with the maskordinance was credited with a decline in cases in Eureka, but casescontinued in outlying areas. Arcata was forced to repurpose theWomens Club House into a Red Cross Hospital and officials touredthe county to encourage adherence to safety measures. Eventually casecounts started to fall throughout the county and by November 17,temporary isolation hospitals, like the one in Scotia, wereable to close. The Red Cross hospital in Eureka shuttered its doorswhen the last patient was discharged on November 20. After fumigatingthe building with formaldehyde, which not even the most hardy andtenacious bug known to science could survive, it was turned backover the Dr. Falk.

Over the next few months, the fluresurfaced throughout the county, but it never again reached theextremes faced in October and November of 1918 when countlessresidents fell ill, and many died. Undoubtedly many more were savedthanks to the tireless efforts of health care workers and volunteers.

On Jan 1, 1919, with the trauma of theepidemic behind her, nursing student Imogene Lockwood wished herdiary a Happy new year! She also resolved to study, put herprofession first, guard her tongue and strive to be more cultured andrefined. She and the other students faced extra work because of thetime they lost caring for flu patients, but by 1922, Miss ImogeneLockwood and many of her classmates were registered nurses, caringfor patients right where they had trained at the Union Hospitalin Eureka.
