Our tour of Cartagena Columbia was via a harbor cruise on this sunny New Years Eve afternoon. We had an excellent guide who is convinced that their current president hersquos been in office about seven years is doing a great job. Among the accomplishments of the president is an agreement with the United States that will result in the US establishing ten military bases in Columbia in 2010.
