Transhumanism: The cyborgs and biohackers redefining …

Today, we can alter our bodies in previously unimaginable ways, whether that's implanting microchips, fitting advanced prosthetic limbs or even designing entirely new senses.

So-called transhumanists -- people who seek to improve their biology by enhancing their bodies with technology -- believe that our natural condition inhibits our experience of the world, and that we can transcend our current capabilities through science.

Ideas that are "technoprogressive" to some are controversial to others. But to photographer David Vintiner, they are something else altogether: beautiful.

Made in collaboration with art director and critic Gem Fletcher, the book features a variety of people who identify, to some degree, as "transhuman" -- including a man with bionic ears that sense changes in atmospheric pressure, a woman who can "feel" earthquakes taking place around the world and technicians who have developed lab-made organs.

Fletcher was first introduced to the transhumanist subculture via the London Futurist Group, an organization that explores how technology can counter future crises. Upon meeting some of its members, the London-based art director approached Vintiner with the idea of photographing them in a series of portraits.

"Our first shoot was with Andrew Vladimirov, a DIY 'brain hacker,'" Vintiner recalled in a phone interview. "Each time we photographed someone new, we asked for referrals and introductions to other key people within the movement."

Redefining human experience

One of Vintiner's subjects, James Young, turned to bionics after losing his arm and leg in an accident in 2012. Young had always been interested in biotechnology and was particularly drawn to the aesthetics of science fiction. Visualizing how his body could be "re-built," or even perform enhanced tasks with the help of the latest technology, became part of his recovery process.

But according to the 29-year-old, the options presented to him by doctors were far from exciting -- standard-issue steel bionic limbs with flesh-colored silicone sleeves.

"To see what was available was the most upsetting part," Young said in a video interview.

"What the human body can constitute, in terms of tools and technology, is such a blurry thing -- if you think about the arm, it's just a sensory piece of equipment.

"If there was anyone who would get their arm and leg chopped off, it would be me because I'm excited about technology and what it can get done."

Japanese gaming giant Konami worked with prosthetics sculptor Sophie de Oliveira Barata to design a set of bionic limbs for Young. The result was an arm and leg made from gray carbon fiber -- an aesthetic partly inspired by Konami's "Metal Gear Solid," one of the then-22-year-old's favorite video games.

Beyond the expected functions, Young's robotic arm features a USB port, a screen displaying his Twitter feed and a retractable dock containing a remote-controlled drone. The limbs are controlled by sensors that convert nerve impulses from Young's spine into physical movements.

"Advanced prosthetics enabled James to change people's perception of (his) disability," said Vintiner of Young, adding: "When you first show people the photographs, they are shocked and disconcerted by the ideas contained within. But if you dissect the ideas, they realize that they are very pragmatic."

Young says it has taken several years for people to appreciate not just the functions of advanced bionic limbs but their aesthetics, too. "Bionic and electronic limbs were deemed scary, purely because of how they looked," he said. "They coincided with the idea that 'disability is not sexy.'"

He also felt there was stigma surrounding bionics, because patients were often given flesh-colored sleeves to conceal their artificial limbs.

"Visually, we think that this is the boundary of the human body," Young said, referring to his remaining biological arm. "Opportunities for transhumanists open up because a bionic arm can't feel pain, or it can be instantly replaced if you have the money. It has different abilities to withstand heat and to not be sunburned."

As Vintiner continued shooting the portraits, he felt many of his preconceptions being challenged. The process also raised a profound question: If technology can change what it is to be human, can it also change what it means to be beautiful?

"Most of my (original) work centers around people -- their behavior, character, quirks and stories," he said. "But this project took the concept of beauty to another level."

Eye of the beholder

Science's impact over our understanding of aesthetics is, to Vintiner, one of the most fascinating aspects of transhumanism. What he discovered, however, was that many in the movement still look toward existing beauty standards as a model for "post-human" perfection.

Speaking to CNN Style in 2018, Hanson said that Sophia's form would resonate with people around the world, and that her appearance was partly inspired by real women including Hanson's wife and Audrey Hepburn, as well as statues of the Egyptian queen Nefertiti.

But with her light hazel eyes, perfectly arched eyebrows, long eyelashes, defined cheekbones and plump lips -- Sophia's appearance arguably epitomizes that of a conventionally beautiful Caucasian woman.

"When I photographed Ben Goertzel, he vocalized how he took no time to consider how he (himself) looked -- it was of no interest to him," the photographer recalled of the photo shoot.

Vintiner saw a certain irony: that someone who was unconcerned about his own appearance would nonetheless project our preoccupation with beauty through his company's invention.

It also served as a reminder that attractiveness may be more complex than algorithms can ever fathom.

"I fear that if we can design humans without any of the 'flaws' that occur in our biological makeup, things will be pushed further and further towards a level of perfection we can only imagine right now." Vintiner said. "Look at how plastic surgery has altered our perception of beauty in a very short space of time.

"If the transhumanists are right and we, as humans, can live to be several hundreds of years old, our notion of beauty and the very meaning of what it is to be human will change dramatically."

Gold heads for weekly gain as it holds above $1,800 an ounce – MarketWatch

Gold futures ended lower on Friday, but held ground above $1,800 an ounce to score a fifth weekly gain in a row as the spread of coronavirus in many U.S. states and other countries raised the need to hedge against risk amid continued uncertainty over the economic outlook.

The fundamental drivers stimulating appetite for gold remain firmly in place, with the medium to longer term outlook pointing north, Lukman Otunuga, senior research analyst at FXTM, told MarketWatch. However, where gold trades in the week ahead will be heavily influenced by how prices behave around the psychological $1,800 level.

August gold GCQ20, -0.03% fell by $1.90, or 0.1%, to settle at $1,801.90 an ounce on Comex, while September silver SIU20, +0.64% rose 9 cents, or 0.5%, to $19.053 an ounce.

Gold futures ended lower on Thursday, pulling back after scoring a settlement Wednesday at the highest since September 2011, but the haven metal held ground above $1,800 an ounce after data showed weekly U.S. jobless benefit claims remained well above 1 million.

After charging to levels not seen in nine years, gold may experience a technical correction back towards the $1,780-$1,765 region before bulls gather fresh momentum on risk aversion, said Otunuga.

For the week, gold rose roughly 0.7% from last Thursdays settlement, which was the weeks last session due to the Independence Day holiday. The metal now has tallied a fifth weekly rise in a row, and trades up by more than 18% for the year to date. Silver was up about 4% for the week.

Analysts have tied golds rally in part to a continued fall in bond yields, which have eroded or eliminated the opportunity cost tied to holding non-yielding assets such as gold. The 10-year Treasury note yield TMUBMUSD10Y, 0.641% was lower for the week, trading at 0.619% in Friday dealings, a day after closing at its lowest since April 24.

Gold also has kept its appeal amid worries that aggressive stimulus efforts could spark inflationary pressures.

In a note dated Thursday, analysts at Goldman Sachs wrote that gold is a function of two primary factors: Fear which drives investment demand in developed markets, and Wealth which drives consumer demand in emerging markets.

An environment where the U.S. recovery slows due to a second wave of virus cases, but China, the worlds largest retail gold buyer, is recovering strongly is ideal for gold, as this would put downward pressure on U.S. real rates via the Fear channel and increase EM demand for gold via the Wealth channel, they wrote.

U.S. underperformance is also bearish the dollar, which helps gold by boosting the dollar purchasing power of consumers outside the U.S., they said.

Given all of that, the analyst said they have even greater conviction in their bullish $2,000 an ounce 12-month price target.

Among other metals on Comex, September copper HGU20, +2.50% rose 2.1% to $2.8975 a pound, for a weekly gain of more than 5%. October platinum PLV20, -0.18% shed 0.1% at $845.90 an ounce, tacking on around 1.7% for the week, and September palladium PAU20, +1.28% added 1.6% to $1,994.40 an ounce, for a weekly rise of over 3%.

WASHINGTON President Donald Trumps last political rally in Oklahomashowed the risks of campaigning in the age of coronavirus.

His planned rally in New Hampshire could bea test run for how those type of big campaign events will go forward in the future if they go on at all.

This rally is really a make-or-break moment for Trump, said Dan Eberhart, an energy company executive and GOP fund-raiser. This needs to be a success to prove out the strategy that in this kind of COVID environment, these kinds of rallies still have legs, still have purpose and that this type of campaigning can continue.

So far the latest push isn't going according to plan: The White House and Trump campaign announced Friday that the New Hampshire rally expected on Saturday would be postponed. Trump officials cited Tropical Storm Fay in postponingthe eventand vowed to reschedule soon.

Trumps New Hampshire rally, which was expected to be at an airport hangar at the Portsmouth International Airport at Pease, was plannedas the president is trying to recharge his struggling campaign amid a recent spike in coronavirus cases and as polls show him trailing the presumptive Democratic nominee, former Vice President Joe Biden, in November.

The event wasshadowed by questions over what went wrong at his rally last month in Tulsa, Oklahoma.

Even amid lingering concerns over the coronavirus pandemic, campaign officials hyped up that event and boasted that they had received requests for 1 million tickets. Turnout was far smaller than expected, with just 6,200 people showing up and leaving Trump addressing a lot of empty seats in a 19,000-capacity arena.

Whats more, eight campaign staffers on the advance team and two Secret Service agents who worked in Tulsa ahead of that event tested positive for coronavirus. Tulsas top health official said Wednesday that the rally and the protests that accompanied it likely contributed to the citys recent surge in coronavirus cases.

The event that had been set forSaturday would have beenTrumps second in-person rally since much of the country went into lockdown over coronavirus. Thenumber of coronavirus cases in the U.S. have topped 3 million, more than 133,000 Americans have died from the disease and as the U.S. continues to set a daily record of new cases.

The Trump campaign said it intended todistribute face masks at the event and will encourage attendees to wear them, even though Trump himself has resisted wearing a mask in public.

In New Hampshire, therally has raised red flags for many local officials concerned about the potential spread of coronavirus from the event. A handful of Portsmouth officials want to mandate that face masks be worn by people attending the event, but Mayor Rick Becksted doesnt favor such a mandatory policy and says the city has no jurisdiction over the federally owned land where the event will be held.

Republican Gov. Chris Sununu has said it is imperative attendees at the rally wear masks but that he wont mandate them. Sununu has said he plans to meet Trump at the airport when he arrives, but that he wont attend the rally.

Holding political rallies while much of the nation is concerned about coronavirus poses real risks for Trump, said David McLennan, a political science professor at Meredith College in Raleigh, North Carolina.

He is a visual reminder of the coronavirus as he speaks, McLennan said. Hes speaking in front of big, often unmasked crowds and sometimes not-so-big crowds at a time when everybody is paying attention to these (coronavirus) numbers to some degree.

That being said, Im not sure the president has any other tools for his campaign. Hes kind of between a rock and a hard place in that thats what he did in 2016 to great effect.

Trump is trying to replicate the campaign formula that worked well for him in 2016, said Dante Scala, a political science professor at the University of New Hampshire.

The old saying is campaigns are ultimately reflections of the candidate, Scala said. I think for the candidates own morale, he feels the need to be out and about and doing these sorts of things that served him well the last time he ran for office.

Trump lost New Hampshire to Democrat Hillary Clinton by just 2,736 votes. A poll last month by St. Anselm Colleges New Hampshire Institute of Politics showed him trailing Biden in the Granite State by 7 points.

But while a campaign rally will help fire up Trumps base and provide him with a made-for-television moment, it is unlikely to move other voters into his camp and might even turn off suburban voters, Scala said.

In New Hampshire, his real dilemma right now is in the prosperous suburbs, where you find a lot of college-educated voters who are well off, Scala said. They likely still have their jobs and so forth, but they are anxious about whats happening and what will come.

What some fear will come along with the rally is a spike in coronavirus in a state that has fewer than 6,000 reported cases.

Living in New Hampshire feels a bit like living in a bubble because in the state the numbers of cases is very low and the number of hospitalizations is low, Scala said. All of the metrics point in the right direction. But for a New Hampshire voter looking around the country, we feel very much like an island.

So for the president to come in does feel a bit like its impinging on that bubble. There are all of those concerns of what he brings with him. People come in from out of state. Will it cause a spike in cases? It will raise the anxiety level at a time when a lot of people are understandably very anxious.

Regardless, Trump needs a robust turnout on Saturday to reboot his campaign and move on from what happened in Tulsa, Eberhart said.

The rallies are a barometer of voter sentiment, the living embodiment of Trumps slumping popularity, he said. If the New Hampshire crowd is anemic, it sends the signal to donors that public support for the president is subpar and that they may be throwing good money after bad. He needs a full house and a raucous crowd to recharge his re-elect campaign.

If he doesnt get that, he needs to find another way to reach voters, Eberhart said.

The Tulsa rally was widely panned by the media, he said. If the same happens in New Hampshire, he cant hold a third and a fourth (rally) and just have it continue to pull down the campaign. Its just not going to work. (The campaign) has to rebound or he has to completely shift to some other way of campaigning.

Teen sensation is among a select band of players to hit goals in consecutive league games for the Red Devils and his talent is hard to play down

On a night when Manchester United made Premier League history,another moment of magic from 18-year-old Mason Greenwood inspired them to victory.

Ole Gunnar Solskjaer sat relatively silently on the sidelines at Villa Park as he watched his side extend their unbeaten run to 17 games in all competitions and become the first team in Premier League history to win four consecutive games by a three-goalor highermargin.

United cruised to this3-0 victory over Aston Villa and it was Greenwood again providingthe standout moment.

Solskjaer has been keen to downplay any links between Greenwood and great players of Uniteds past but its now hard to ignore the comparisons between the teenager and the clubs all-time leading goalscorer Wayne Rooney.

Remember the name!, commentator Clive Tyldesley roared when Rooney burst onto the scene for Everton in October 2002 when he washailed as the coming force in English football.

Greenwood had just turned one and will have had no idea of Rooneys heroics that day against Arsenal. But now, 18 years later,he has taken on the mantle of the most exciting young talent to push through in a generation.

His work off the ball has been praised as much as his goal scoring and it was another confident performance from the attacker, who has nailed down his position in the starting XI. But for all the praise of his work rate and pace it is his goals which are setting him apart from the rest.

Spare a thought for any defender trying to deal with him.A coach might demand that a centre-back shows an attacker onto his weaker footbut Greenwood doesnt have one.

Some wonderful work from Anthony Martial in the build-up to United's second goal,after winning the ball back off Tyrone Mings, preceded a sublime finish from Greenwood. From outside the box - andwith his supposedly weaker right foot - he beat Pepe Reina with a rocket of a strike.

That brought his total to 16in all competitions and nine in the league;the last teenager to score that many in a single league campaign was a certain former United No.10 in Rooney.

Solskjaer might not want to attract thecomparisons but the evidence is there for all to see. The homegrown prospecthas the talent that could be key to Uniteds fast-flowing attacking front line for years to come.

His goal, which came in added time in the first half, settled a tie which at first United were slow to get in to. Solskjaer named an unchanged side for the fourth consecutive league game, the first time United had done so since November 2006, but their effortswere fruitless early on despite the possession they enjoyed.

While Villa pressed the visitors in the opening exchanges, Unitedlooked lethargic and not at all like the fast attacking team we have seen since the restart.

Anwar El Ghazi and Douglas Luiz both had efforts from range which werent anything to test David de Gea. On another day Jack Grealish would have given them the lead when he got on the end of a great ball from Ezri Konsa but the United target could only volley his effort over the bar at the far post.

Paul Pogba was then caught in possession and Trezeguet fired a warning sign as his effort ricocheted off De Geas post.

A controversial penalty decision moments later, however, ensured United took the lead. Fernandes pirouetted on the ball and brushed intoKonza as he did so. The Portuguese was looking for the contactbut VAR backed referee Jon Moss decision. Fernandes duly dispatched from the spot for his seventh league goal of the season.

United sparked into life after the goal with a power injected into their front line that had been missing in the opening half hour. Greenwood, Martial and Marcus Rashford all had driving runs into the box that had to be dealt with by Reina before Greenwood scored Uniteds second before the break.

Solskjaer will say he is not interested in records but becomingthe first side to win by a three-goal or higher margin for four consecutive league games is some feat, especially a team that not so long ago was looking for consistency and creativity.

Pogba, who put in another classy performance in the hub of Uniteds midfield, got the third. A Fernandes corner was delivered straight to the Frenchman waiting on the edge of the box. He took one touch before perfectly guiding his curled shot into the bottom corner.

United were in cruise control by that stageand it gave Solskjaer the opportunity to rest his key men. Aaron Wan-Bissaka, Greenwood, Martial, Nemanja Matic and Fernandes all came off ahead of another busy week.

The United boss might decide to rotate his squad with three big fixtures to come but one things for sure; Greenwoods going to be key. Remember the name.

NEW DELHI :The nationwide lockdown to stop the spread of the novel coronavirus, and the accompanying labour shortage and supply chain disruption have shown how several Indian businesses are severely dependent on humans to perform the most basic and repetitive tasks. Organizations that have automated their processes have managed to stay connected with their teams and customers, and avoided business disruption. In an interview for Mints Pivot or Perish series, Pandurang Kamat, chief technology officer, research and innovation at Persistent Systems Ltd, explains why automation is the key to building a resilient business and why it is needed more than ever in a post-covid world. Edited excerpts:

What new opportunities have the covid-19 lockdown created for automation?

Resilience has become the most important focus for almost any business.

Automation is a key tool that can help enterprises in building resilience.

Robotic or intelligent process automation not only automates processes that are manual, repetitive and rules-driven but also solves the resilience and cost aspect for an enterprise.

With the advent of covid-19, businesses like hospitals that have large back offices manned by humans are transitioning to automation by deploying conversational interfaces that can not only answer standard questions but can understand each customers context.

When it comes to screening, a lot of hospitals have deployed screening modules that have some element of automation.

The imperative to use automation has accelerated due to the covid-19 outbreak.

Has demand for automation increased due to the covid-19 crisis? Which sector is showing most interest?

Yes, demand for automation has definitely increased.

Automation forms the integral part of resilience strategy for any smart enterprise. What we have seen is a lot of healthcare facilities have adopted automation.

BFSI (banking, financial services and insurance) has been the other big industry where we have seen a lot of traction during covid-19.

One of our customers in the BFSI sector wanted to roll out a digital onboarding service so that their customers wont have to come to the branch.

We deployed an application for them that could scan documents, record KYC (know your customer) and help a limited set of back office agents in onboarding.

How can automation prepare enterprises for future exigencies like covid-19?

Automation is not always about bringing down cost and the number of employees. It is also about augmenting humans to get a larger output from smaller teams. It will allow enterprises to have 24x7 operations.

It also helps them move away from dependencies on a certain group of skilled people being present at a certain location.

Having distributed teams operating with the assistance of augmented intelligence is what automation brings to the table and this is why it will be adopted more and more.

How is AI taking automation to the next level and how is this combination relevant in the present context?

The first stage of automation was about replacing repetitive processes involving humans with an algorithm. Now, we are moving to the stage where we not only want to replace the repetitive processes but are also using intelligence to interpret and understand the data.

For instance, in a large business that has been getting invoices from different types of vendors and in different formats like PDF or paper documents, in their invoice automation processing pipeline, they will have to build intelligence that can recognize the different invoice types and fields and their role in the invoice structure and then populate their ERP system with that information.

Intelligence can also help in deciding actions that require both checklist and context-based processes.

Intelligence can be put in the pipeline to assist humans in making faster and more accurate decisions.

Cost would discourage many companies, especially smaller business, from automation. How do you ensure that they are not left behind again in the race to automation?

I agree that licensing costs are a challenge, especially for smaller organizations.

I think it is also a question of how service providers like us put an ROI (return on investment) picture in front of the customer.

This topic often comes up in our conversations with customers and we typically try to position it in terms of what kind of value they can derive and how they can amortize the cost around it.

Typically, there is the challenge of IT integration and time, and human effort required and that also needs to be factored in the ROI.

Slaithwaite-based manufacturer Salamander Fabrications has welcomed an automated laser and integrated handling system from Switzerland and Italy to cut and process sheet metal twice as quick as its existing machinery.

The introduction of the 6Kw Bystronic laser and automated warehouse that should enable the team to switch between profiling one material to the next in under four minutes had been put on hold following the Coronavirus outbreak.

However, the company has now been able to resume activity with hopes of having the finishing touches applied by the end of July 2020.

The whole system sits at over 25m x 15m x 4.5m in height and can cut a variety of aluminium, steels and yellow metals.

It is expected to increase the businesss production capacity by up to 70%.

Workers will be trained on how to fully operate the integrated system and mentor others. And the company has used some of a 240,000 funding pot granted by the Leeds City Region Partnership (LEP) to bring over the impressive piece of kit from central Europe.

Managing director, Michael Haskell, said: Its a big day for everyone at Salamander Fabrications as we welcome such a stunning piece of kit that will further enhance the speed in which we can react to customer requirements.

This kind of automation not only optimises our material flow, it improves our machine use, provides us with a greater level of reliability and upskills our workforce to operate first-class machinery.

Salamander Fabrications has previously integrated collaborative robotic welding into its operations to cater for a number of substantial contracts including one to supply components for a large rail refurbishment assignment.

The firm, which employs 50 people, has more than 50 years experience in the sheet metal industry producing precision products for a range of sectors including rail, automotive, agriculture and retail.

People more wary of others viewing Covid-19 fake news than themselves survey – Yahoo Finance UK

People are more worried about the amount of coronavirus misinformation others are exposed to than themselves, a survey suggests.

Six in 10 Britons (60%) told Ofcom they are concerned about the potentially harmful information others may see online related to the virus, compared with just over a third of respondents (36%) who were concerned about their own consumption of such fake news.

It comes as 29% of respondents revealed they have come across false or misleading information about Covid-19 in the last week, down from a peak of 50% during the third and fifth week of lockdown.

Those who come across fake news did so fairly frequently, with more than six in 10 (62%) saying they had seen some at least once a day and one quarter (25%) a few times a week.

The regulator which has spoken to 2,000 adults every week since lockdown was announced found that claims linking 5G to the virus remain the most commonly seen piece of misinformation, although their prevalence has decreased over time.

Conspiracy theories about 5G have been a particular problem in the UK during the crisis, with dozens of mobile masts across the country subjected to attacks.

Elsewhere, consumption of news about coronavirus remains strong but has dropped off from 99% at the start of lockdown to 85%.

Liberty and responsibility: SC rulings on internet restrictions in J&K uphold balanced constitutionalism – The Indian Express

The January 10 judgment of the Supreme Court on internet restrictions in Kashmir was criticised as one ignoring rights and remedies. The May 11 judgment on the same issue was described as an abdication of duty. The former judgment, in Anuradha Bhasin vs Union of India, laid down guidelines to test the validity of internet suspension orders and their periodic review. The May 11 judgment, in Foundation for Media Professionals vs UT of Jammu & Kashmir, ordered the constitution of a special committee to review the orders passed by the J&K authorities by applying the safeguards laid down by the Court in its January 10 judgment. In a recent webinar hosted by CAN foundation Harish Salve cautioned: Everybody who has a point of view today thinks the Supreme Court is a national dartboard, on which everybody who has a point of view, has the right to throw a dart. This must stop.

The case is about internet availability in Kashmir, which has a vexed background and a complex geo-political history. It has been on the receiving end of well orchestrated and incessant proxy war waged by an unstable neighbour. The repeal of Article 370, re-organisation of the erstwhile state of Jammu and Kashmir and the prospect of a brighter future for Kashmir, Jammu and Ladakh, propelled our neighbour into a desperate mode. The COVID-19 crisis has only added to the complexity of the situation on the ground. The recent turn of events bear a testimony to this trend. The excessive firepower and hostility at the LoC and the urgency and recklessness of terrorist activities in the Valley exposes the scheme of using even the pandemic to wreak havoc.

Any analysis of merits and demerits of the SC orders should start from this background information, as a strict analysis of the law, without facts, is a purely academic exercise. An important facet of modern terrorism is the use of the internet.

Cyber terrorism is a contemporary phenomenon, wherein terrorists use the internet to influence, communicate and fund violence on a realtime basis. There is no gainsaying that Kashmir is also prey to such technology.

On August 5, 2019, internet services for the entire union territory of Jammu and Kashmir was suspended. A case was filed before the Supreme Court seeking to quash the internet restrictions imposed under the Temporary Suspension of Telecom Services (Public Emergency or Public Safety) Rules, 2017. Strangely, the eminent counsel, arguing the case for the petitioner, conceded that he did not want to challenge the constitutionality of the Rules, rather he was only concerned with their application. Accordingly, the Court, being cognisant of the fact that the Rules do not completely secure the rights of citizens, read into the Rules certain valuable safeguards such as periodic review. The J&K government implemented the SC order by easing internet restrictions in a graded manner.

The situation of Kashmir is dynamic. The government has to be the front-line enforcer of the law laid down by the SC. The Court recognises that the imposition of restriction should be on a proportionate basis. In the past month, more than 10 terrorism incidents have been reported, with more than 15 soldiers/civilians killed. Due to the continuous onslaught of terrorism, internet restrictions may have to be used often for the protection of human lives.

The constitution of the special committee by the Court is in furtherance of balanced constitutionalism. The Constitution provides for rights under Part III to be enforced by all the organs of the government. Accordingly, the Court cannot be understood to be the sole protector of rights the executive and legislature have an equal responsibility.

The framework the Supreme Court has created by its two judgments rightly applies this principle. First, the SC created standards for the executive to apply, including reading in the proportionality requirement. Through its recent May order, the Court has created an important forum to review the orders passed under the Rules. Now, the onus is on the government to show how it complies.

The first step for the government is to gather inputs from individual districts across J&K to assess whether the internet is being misused to circulate fake news. Once such intelligence is gathered, the materials are required to be placed before the concerned authority. The Court necessarily alluded to the fact that restrictions cannot be imposed for the entire union territory through omnibus orders they need to be tailored district-wise. The findings ought to be based on verifiable data. Further, the government should consider bringing a narrowly tailored legislation to curtail fake news, not only for Jammu and Kashmir but also for the rest of India. The safeguards and caveats ensure that the function of the Supreme Court as an apex interpreter of law remains intact, while leaving the calibration to the executive based on the ground situation.

The supposed clarion-call of some learned academicians and members of legal fraternity of abdication of duty by the Supreme Court seems to have completely missed the hard facts in the Valley.

It will be apposite to quote a few prophetic lines of one of the greatest legal doyens, Nani A Palkhivala: It is true that eternal vigilance is the price of liberty. But it is true, in even a deeper sense, that eternal responsibility is also part of the price of liberty. Excessive authority, without liberty, is intolerable; but excessive liberty, without authority and without responsibility, soon become equally intolerable. Liberty has a hypnotising sound; while, unfortunately, responsibility has no sex appeal.

Healthy Living Products Drive Helen Of Troy Q1 Sales – HomeWorld Business

The current market environment produced overall higher demand for Helen of Troys housewares, health and home and beauty products, as the company posted a strong first quarter.

Consolidated net sales revenue in the first quarter ended May 31 increased 11.8% to $420.8 million compared to $376.3 million, primarily reflecting growth in domestic brick and mortar and international sales in its Health and Home segment, and consolidated online sales.

Net income was $60.3 million, or $2.37 per diluted share compared to $40.7 million, or $1.61 per diluted share in the previous first quarter.

By segment, Housewares net sales revenue decreased by 3% to $140.6 million primarily due to the temporary closure of key domestic brick and mortar customers due to COVID-19, and a decrease in international sales. The Oxo brand grew as consumers spent more time at home cooking, cleaning, organizing and pantry loading. Growth in online sales and in stores that were open were strong, as were Hydro Flask international sales.

Health and Home segment net sales revenue increased 29.1% to $199.9 million primarily driven by a COVID-related demand surge for health care and healthy living products in domestic and international markets, in both brick and mortar and online channels. The impact of brick and mortar store closures was less pronounced in the Health and Home segment as key retailers such as Walmart, Amazon, Target, Home Depot and the drug store channel remained open during the quarter and generally experienced strong traffic.

Beauty net sales revenue increased 5% to $80.2 million, driven primarily by the net sales revenue contribution of $7.6 million from the Drybar Products acquisition, growth in online sales and new product introductions.

Beauty sales grew 5% including Drybar. Housewares declined only 3% off of a year ago base that grew 23% year over year. Town planners should be visionaries and address the converging public health, climate emergency and economic recovery challenges to create healthy communities post-COVID, according to a new report by the Royal Town Planning Institute (RTPI).

A new report, Enabling Healthy Placemaking, calls for greater levels of cooperation and collaboration between health, social care, and planning professionals to ensure peoples health needs are integrated into the conceptualisation, design and planning stages of new developments in the future.

It highlights seven ways to enable planners to lead the way in creating healthy and sustainable communities.

Deputy head of policy and research at the RTPI and author of the report, Aude Bicquelet-Lock, said: The COVID-19 pandemic has shone a bright light on much that is wrong with our communities and laid bare the fact that many peoples health has suffered as a result of sub-standard living conditions. This is largely due to the fact that over the years the health needs of communities have often been forgotten in the race to meet housing targets and appease developers.

The links between town planning and good health have long been established and there is a plethora of evidence proving that healthy places create healthy people who in turn are able to contribute to and build a healthy economy.

Healthy place-making is critical to address health challenges and reduce inequality, so it is now vital that we overcome some of the barriers to creating healthy places, turn the evidence into policy and the policy into action to create the healthy, resilient and inclusive places necessary for people to thrive.

Results from an analysis of 15 case studies and 10 interviews suggest that successful projects are all underpinned by a long term vision, fruitful collaboration, communication and adequate funding.

Barriers to creating healthy places include current legislation and policies, insufficient funding and requirements and expectations of developers.

Tropical Storm Fay to bring rain, rough surf to Delaware; some beaches closed to swimming – The News Journal

Some parts of Delaware could see as much as four inches of rain today due to Tropical Storm Fay. 7/10/20 Wochit

A tropical storm that formed off the East Coast Thursday could dump up to 7 inches of rain on isolated areas of the Mid-Atlantic Coast Friday, as well as some flash flooding and rough surf.

As the storm moves north, it's likely to produce 2-4 inches of rain in Maryland, Delaware, New Jersey, Pennsylvania, New York and southern New England, according to the National Hurricane Center's 5 a.m. briefing Friday.

By 10 a.m., the storm was flooding several roadways throughout the state. The Delaware Environmental Observing System is showing that 4.97inches of rain has fallen on Rehoboth Beach near the Boardwalk in the last 24 hours.Scroll down for a full list of impacted roads.

As of 11a.m. Friday, it was about 25 miles off the coast of Delaware and moving north at 12mph. It's expected to move along the Mid-Atlantic coast Friday, moving more inland some time late Friday night or on Saturday. Once that happens, the storm is expected to weaken, according to the hurricane center.

The isolated bursts of heavier rain could result in flash flooding,but "widespread river flooding is not expected at this time." Delaware is under a flash flood watch until 4 p.m. Friday. Some other areas of the state, like Rehoboth Beach, are now under a flash flood warning, in effect until 12:30 p.m.

A tropical storm warning has been extended to now include Fenwick Island and southern Delaware Bay. It extends north to Rhode Island. The warning means tropical storm conditions are expected in the warning area. As of 8 a.m., tropical storm force winds reaching 39 mph or greater extended 140 miles from the center of the storm.

A rip current statement, warning of a high risk of dangerous rip currents, is in effect at New Jersey and Delawarebeaches through Friday evening. The storm is expected to bring large waves reaching 7-9 feet along Delaware and New Jersey coastal waters.

That has prompted lifeguard captains in Rehoboth Beach, Dewey Beach and Bethany Beach to temporarily close the beaches to swimming. In Bethany, the situation will be reassessed after high tide around 1 p.m.

In Rehoboth Beach, Captain Kent Buckson said he's trying to keep people off the beach altogether for everyone's safety.

"They can spectate from the Boardwalk, but they don't need to be walking down there," he said, noting that the surf Friday morning is extremely rough. Saturday could be a sunnier day, but rip current risks could linger.

Bethany Beach Patrol Captain Joe Donnelly said the beach will remain open for walking and exercise, although the narrowness of the beach's current state during high tide won't provide a lot of space for activity. The sands in Dewey Beach also remain open.

"The water will be closed at least through high tide and then we'll see how the afternoon develops," Donnelly said.

The threat of tropical storm winds on land is very low, according to the National Weather Service, except for along the New Jersey coast. As of 11a.m. Friday, Tropical Storm Fay had maximum sustained winds reaching 60 mph with higher gusts. A weather station in Lewes was reporting sustained winds of 40 mph with gusts reaching 49 mph on Friday.

The storm should move north of Delaware by Saturday morning.

The National Weather Service forecast for Wilmington shows a 100% chance of rain on Friday with a high of 81 degrees. A chance of showers and thunderstorms continues through Monday.

Social Distancing And Booking Apps: What To Expect On Italian Beaches This Summer – Forbes

While the coronavirus pandemic in Italy continues to decrease - new cases are now around 200 a day - around the country people are starting to plan and go on summer holidays.

Now that the EU has opened its internal borders to all member states and its external borders to a number of other countries, Italy expects a fair amount of foreign tourists to arrive to its coasts as well. According to the National Tourism Agency (ENIT) in the last week of June bookings from abroad have increased by 43%, although it is foreseen that by the end of 2020 there will be a fall of 55% in the number of international tourists sojourning in Italy.

To encourage and sustain local tourism, with the latest decree the government has established a vacation bonus, where Italian families would receive a voucher of 500 ($566) to pay for domestic accommodation. While there are problems with it (it has been reported that only one in five hotels accept it as a form of payment) Italians are still eager to visit their own country during the summer season. According to recent polls, 93% of them will remain in Italy.

To ensure safety, resorts have been setting up new measures - hand-washing stations and distanced umbrellas - but beach attendance as a whole is not a very different experience from what it used to be before the coronavirus crisis started.

In the region of Liguria, among the classic destinations of northern Italians, for example, specific websites have been set up to account for how crowded the beaches are, helping bathers direct themselves to different resorts without fearing to not be admitted. There is no need for reservation. To ordinate the flow, there are also a number of stewards, to ensure that everyone can have a safe and enjoyable time.

We work 9 hours a day, from Monday to Sunday. Our association also owns an environmental certification, explains Michelangelo La Tegola, at the head of beach operations in the towns of Camogli, San Fruttuoso, Santa Margherita and Rapallo.

On the beaches of Tuscany, instead, lists are made with the names of those coming to the beach, to allow for better tracing if anyone is found to be positive to the virus. The coasts of Maremma and Argentario, being more spacious compared to those of Liguria, also allow for more people at the same time. However, the summer season here is yet to get back to its regular attendance levels.

Many clients have cancelled on the beach umbrellas or the camper vans areas due to money shortages, a lack of break time from work or just for the fear that the Covid-19 has generated. But many others, mostly freelance workers, are coming here for the first time, says Sergio Morettoni, the owner of a local beach resort.

In the region of Campania, home to the iconic Amalfi and Positano beaches, many resorts have adopted phone apps, such as Skiply and Prenota Lido to book ones attendance at the beach. There are three time slots options (between 7 a.m. and 1 p.m; between 1 p.m. and 7 p.m.; or for the entire day) and some of them also allow to directly order food or drinks at the beach bar, without the need to queue. Reservation is also needed for the free beaches by calling the number 089 763810. For non residents there is a fee of 1 ($1.13) a day to attend the beach.

While needing to ensure safety to all workers and tourists, it appears that a fair balance has been found to ensure that the holiday season in Italy goes smoothly. In the country, currently the debate is rather focusing on the concessions of beach resorts, which with the latest decree have been extended until 2033. The topic has been controversial for many years, specifically since the EU approved in 2006 the so-called Bolkestein Directive, which requires that a tender system is established in the field of concessions.

Italy has managed to avoid applying the directive for many years, based on the fact that beach management is usually a family-run local business, which would be damaged by international competition. Yet, the concession system as it is now is believed to fundamentally damage the Italian State, by granting permission to operate a beach for a very cheap price and for an extended period of time (concessions are generally renewed automatically and passed on between members of the same family once they expire).

Because of this, a number of politicians in Italy have been calling for a change in the system, or at least for an increase in rental prices for the beach managers. For the moment, though, it does not appear that this is going to happen. All in all, the summer in Italy is not going to be very different from before.

Nearly All SoCal Beaches To Remain Closed This Holiday Weekend – CBS Los Angeles

LOS ANGELES (CBSLA) Almost all Southland beaches will be closed for the holiday weekend, but not everyone is planning to stay away.

I figured I was by myself, there was no one really around, said John Campbell, who managed to get in a swim in Friday. I wont do it on the weekend but today was kind of a chill day.

In Venice and Santa Monica, images showed a few beach-goers Friday as well, with lifeguards not appearing to enforce the holiday beach closure.

Some in Santa Monica were seen watching the beach from a nearby park, to still get the beachfront views but stay in line with coronavirus rules.

While the beaches were closed, there werent strong enforcements from police officers in Venice, but instead, officers relied on the honor system.

And some visitors say, even as they comply with COVID-19 restrictions, they do not want to see a crackdown on beach-goers.

Its such a controversial topic, said Victor Zaud. Everyone wants to have their freedom. It is just really complicated and really confusing. Im glad they are deterring people from coming to the beach.

Elsewhere, in Manhattan Beach, where the number of confirmed cases has gone from 80 at the beginning of June to 140 at the beginning of this week, police are policing.

The department plans to use 14 event staffers to help police spread the word about the beach, parking lots, and bike path shutdowns.

Honestly, I wasnt notified that the bike path was closed. There are so many people biking here, said Nunya Brooks, a Santa Monica resident.

Rehoboth Beach residents and visitors no longer have to wear a face mask on the beach as long as social distancing is possible.

You'll still have to wear a mask when entering and leaving the beach area.But lounging on the beach with family, swimming, exercising and working on that tancan all be done mask-less, unless the beach gets too crowded andsocial distancing of six feet can't be maintained.

Facial coverings must still be worn in all other public areas. That includes the Boardwalk, public parks, public sidewalks, public streets and commercial establishments within city limits. They are not required when exercising as long as you can maintain six feet from others.

Cases confirmed at Rehoboth Beach: 10 more lifeguards test positive for COVID-19

Tuesday's announcement comesless than a week after city commissioners concerned with a lack of social distancing and a recent spike in COVID-19 cases in eastern Sussex made it mandatory for people to wear facial coverings in all public places, including on the beach.

While Bethany also requires people on the Boardwalk to wear a mask, Rehobothis currently the only resort town along the Delaware coast that specifically targeted beachgoers.

The short-lived mandate made for a 4th of July weekend like no other, and sparked major concern from both visitors and Rehoboth businesses.

Delaware health officials also reported Tuesday a 6.34% positive testing rate in the Rehoboth/Dewey area, after 264 people recently tested positive for the coronavirus.

State officials ramped up testing in the beach area after seeing outbreaks there. Theyconducted more than4,000 testsover the past week. Most people who tested positive were asymptomatic, health officials said Tuesday.

Rehoboth businesses took a major economic hit over the 4th of July weekend as a result of the mask requirement, according toRehoboth Beach-Dewey Beach Chamber of Commerce president Carol Everhart.

Everharttold commissioners during a meeting Tuesday that hotels reported $833,000 in lost revenue over the holidayweekend, compared to last4th of July.

"We immediately began to get calls from hotels and restaurants about cancellations," Everhart said. "It wasn't all the masks, but that was the main reason for the cancellations. I'm not getting complaints about wearing a mask anywhere but on the beach."

Kuhns disagreed, saying a major reason for the light crowds was the cancellation of Rehoboth's Independence Day fireworks, which the city nixed back in April.

"I think absolutely having a mask on the beach did something, but there werent any fireworks," he said during the meeting."(People) were afraid to come because of the outbreak in the eastern part of the county."

Gov. John Carney also slowed down the proposed phase threeof the state's reopening after spikes in positive COVID-19 cases, particularlyby Delaware's beaches.

Everhart said she also surveyed 15 retail businesses, most of which said they were off in revenue by60% to 70%compared to last year's Independence Day weekend.

"Those who have been infected with the virus are not the only victims here," commissioner Edward Chrzanowski said during the meeting."We have to think about the town overall, the business community."
