Big Tech Unmasked as Anti-conservative by Project Veritas – Newsmax

Big Tech has become one of the most contentious issues in American politics since social media was born.

Outlets such as Twitter, YouTube, and Facebook started "shadow banning"conservatives immediately after President Donald Trumps election in 2016. Shadow banningis colloquially defined on the internet as the act of blocking or partially blocking a user or their content from an online community so that it will not be readily apparent to the user that they have been banned, according to Wikipedia.

They began by targeting more people who are frequently characterized as fringe commentators. The so-called deplatforming tactics have now come for anyone whose views differ from those of the CEOs of Silicon Valley Trump andnumerous Republican U.S. senators and representativesamong them. Deplatforming is described on Wikipedia as a form of political activism or prior restraint by an individual, group, or organization with the goal of shutting down controversial speakers or speech, or denying them access to a venue in which to express their opinion."

Sympathetic conservatives were told from pundits on high that to rail against these tactics would be tantamount to slaying the sacred cow of unbridled capitalism.

Those who would dare to call for the enforcement of laws already on the books dealing with deplatformingwere nothing more than statists who wanted toinfringe on the free marketplace of ideas.

But, in recent weeks, this may be changing in a big way.

Project Veritasrecent expos on Facebook may be the push that finally gets the reluctant Republicans in Congress to start attacking censorship from Big Tech in effect, to simply not care that this may endanger BigTech'scontributions to their reelection war chests.

Project Veritas new video is entitledFacebook Content Moderator: 'If Someones Wearing MAGA Hat, I'm Going to Delete Them for Terrorism.

The new video speaks volumes, with fresh information coming from a whistleblower working on the inside of Big Tech. Zach McElroy is the whistleblower who worked at the company Cognizant, which performs content moderation for Facebook, andwent to Project Veritas to go public with the flagrant abuse of power that he saw while serving as a content moderator for the tech giant.

He is currently hosting a GoFundMe campaign to finish the fight with Facebook: https://www.gofundme.com/f/exposefacebook.

McElroy told Newsmax that his feeling of corporate bias started during the training when they disseminated their policies. I knew right away that something was wrong. I felt that I had to do something, but I did not know how I would do it. It was apparent that to stick my neck out legally would be the hardest because I thought nobody would notice.

One of the worst parts of McElroy's ordeal was that he felt so uneasy and unsafe going to major news outlets to get this story out. He specifically mentioned that he could not trust The New York Times and The Washington Post because I had this feeling that they wont take my story seriously and they would rat me out to Facebook.

In the eye of the author, the censorship at Facebook is best characterized as a deliberate attempt to suppress Trump supporters from proselytizing progressives and liberals about Joe Bidens voting record.

As the video shows, the moderators built up a personal sense of "justice"in exacting their vengeance against conservatives.

If anyone looks particularly bad in the video, it is inarguably Facebooks proverbial father, Mark Zuckerberg. He has routinely espoused that Facebook will be able to stop a lot of harm while fighting back against putting additional restrictions on speech. ... Focusing on authenticity and verifying accounts is a much better solution than an ever-expanding definition of what speech is harmful.

Clearly, Zuckerbergs grandiose vision of protectingfree speech does not apply to conservatives who use Facebook in the hopes of voicing their opinions.

While McElroy did not work directly at Facebook headquarters, he described his third-party company atmosphere as having the same systemic issues. You have an employee base that is majority Democratic and left-leaning because these companies are based all in blue cities, blue states, or both.

McElroy has yet to be targeted by Facebook, but he did say he was worried about that happening when [he] decided to go public and still is concerned about that. However, the need for the story to come to light and ensuring it gets out is the most important thing to [him].

As he put it, telling the truth is going to get me through this.

Toward the end of the interview, McElroy told Newsmax how his story would add to the mounting evidence that Big Tech companies are doing everything in their power to stymie speech online.

We have seen how dark the Big Tech censorship is, he said, and I hope that things will be different this time. President Trump has moved on Twitter with Section 230 so maybe he will be proactive with this. Nobody is doing the kind of investigative work that Project Veritas does."

Section 230 refers to that specific section of the Communications Decency Act that states No provider or user of an interactive computer service shall be treated as the publisher or speaker of any information provided by another information content provider.

In laymans terms, it is an exemption that these social media platforms use to protect both the content of what is written on their website as well as the company from legal liability. However, if the these tech giants are picking and choosing which content can be on their website, then they are in effect violating this exemption by acting as a "publisher,"as the Communications Decency Act defines it.

Moving forward into the future, it may very well be the case that courts decide that the acts perpetrated by companies such as Facebook, Twitter, etc. are grounds to revoke their coveted legal protection, making their demise all the more likely.

Cramer says this tech stock rally is not like 1999 but here is what could stop it – CNBC

CNBC's Jim Cramer said Wednesday that the stock market's rally from coronavirus crisis lows shouldn't be compared with the speculation in tech stocks that precededthe bursting of the dot-com bubble.

Unlike the 1990s speculation in unproven internet firms, tech companies with demonstrated track records of success like Apple, Amazon, Microsoft and Google parent Alphabet are helping power today's market higher, the "Mad Money" host said.

"If you look at the top 20 companies in the Nasdaqin 1999, not one of them looked like today's winners," Cramer said, calling them "some of the most profitable companies in history."

However, Cramer stressed that there are potential developments that could stand in the way and prevent many of these large-cap tech stocks, which also includes the likes of Netflix and Facebook, from continuing to dominate the market.

The first of those risks focuses on the U.S. attempts to combat its Covid-19 outbreak, Cramer said. If the country is able to improve its response through more testing, face mask wearing and government stimulus until there's a vaccine for the novel virus, Cramer said he sees investors starting to embrace economically sensitive sectors in the S&P 500 that have lagged in 2020.

"We'll be going out, traveling, and that means the money from the Cramer Covid-19 winners will rotate into the Covid losers. It's just what happens," Cramer said. "I see this as inevitable because sooner or later we'll get a vaccine, but inevitable doesn't necessarily mean now or even in the next three months or even in the next six months."

Cramer said government regulation is another threat to the leadership from some of these tech names. He noted the upcoming congressional testimony from the CEOs of Apple, Google, Amazon and Facebook.

"If there's an antitrust crackdown on Big Tech, you'll see some real declines here because then we'll have a lot less visibility into their future earnings streams," he said.

The continued escalation of tensions between the Trump administration and China presents an additional layer of risk, Cramer said. The U.S. has in recent days claimed Chinese hackers were targeting coronavirus vaccine researchand then ordered the country to shut down its consulate in Houston. Beijing has threatened retaliation.

"If the White House goes into a full bore cold war with China, and it does look like we might, many of these companies will lose a major chunk of their sales, especially Apple," Cramer said.

Even though some tech firms lack much exposure to the Chinese market, the nature of exchange-traded funds means "they all are joined," he said.

Investors also need to be mindful of inflation after trillions of dollars of stimulus was injected into the economy in response to the coronavirus, Cramer said.

"Nobody wants to pay up for growth stocks when inflation is raging. The nonindex owners will dump them because inflation destroys the value of those big earnings in the outyears," he said.

Cramer said the final risk to the current tech rally comes down to the upcoming presidential election. Presumptive Democratic nominee Joe Biden is proposing to tax capital gains like ordinary income, Cramer said, which he said has a real possibility of being enacted if the Republicans lose control of the Senate.

"Whether or not you think this is good policy, it would be extremely bad for stock prices and I'd expect a lot of people want to sell now to get out ahead of it," he said.

All of these potential challenges for tech companies are dramatically different than what caused the dot-com bubble to burst in early 2000, Cramer said.

"I don't see this market collapsing on valuation or fraud or insider selling or inflation, which is currently nonexistent," Cramer said, but risks presented by government regulation and geopolitical tensions are real.

"And, most importantly, if we get the pandemic under control and the economy comes roaring back Big Tech will go out of style as people rush for the recovery stocks," he said.

Digital tax momentum. French President Emmanuel Macron told French TV that he envisages an EU-wide digital tax on big tech multinationals, along the lines of a digital tax, which France has said it plans to impose this year.

Macrons comments on Tuesday (21 July) come after he backed down earlier this year on levying hefty taxes on some of Silicon Valleys biggest names in January, following US President Donald Trumps tariff threats.

Slovenian PM Janez Jana also said he sees a digital tax as the EUs best resource. Subsidies will have to be repaid. One of the major shifts is contained in these few words, which speak of the EUs own resources, because in seven years time, when we negotiate the next budget, this will be a key thing, Jana said on Tuesday (21 July).

He highlighted digital taxation as probably the EUs biggest potential own resource in the future and said that taxation of emissions and plastics is a problem for those countries that have already included these resources in their national tax policy. Read more here.

The Shlorpians made an appearance on Day 2 of Comic-Con@Home to drop an exclusive clip and talk about taking on the haters in the sophomore season of Hulus most-watched animated series, which has already been greenlit for a third season ahead of the second season premiere.

Theres nothing we hate more than haters and we really bring to the haters the second season We take it to the haters pretty strong and also camp. We make fun of camp and haters, teased executive producer Mike McMahan, who was joined for the pre-recorded session by EP Josh Bycel and cast Justin Roiland, who is also an EP, Thomas Middleditch, Sean Giambrone, and Mary Mack.

Season 2 will also explore interesting class stuff when they discover that theres another group of people that are there, said said Bycel. Theyve never had to worry about class as aliens. We have a great episode where Terry is obsessed with dinner parties and Korvo is terrible at dinner parties and says all the wrong things.

The show centers around a team of four aliens who escape their exploding home world only to crash land into a move-in ready home in suburban America. They are evenly split on whether Earth is awful or awesome. Korvo (Roiland) and Yumyulack (Giambrone) only see the pollution, crass consumerism, and human frailty while Terry (Middleditch) and Jesse (Mary Mack) love humans and all their TV, junk food and fun stuff. Their mission: protect the Pupa, a living super computer that will one day evolve into its true form, consume them and terraform the Earth.

McMahan and Roiland are some of the creatives behind hit animation series Rick and Morty so naturally, the question of a potential crossover was posed.

As everybody knows, the first thing you do when youre creating a new show is you start to think about all the crossovers you can do. Weve already written the Transformers cross, the Star Wars crossover, Muppet Baby crossover, the Captain Crunch crossover, McMahan remarked.

Comic-Con@Home: This Years Schedule Of Key TV & FilmPanels

We got to get these corporations on board to make nice with each other and lend the IP, said Roiland pointing out the challenge of bringing shows that are owned by competing companies together.

But that challenge doesnt stop the writers from coming up with a gameplan if a crossover were to happen.

I know what we would do if we did a Rick and Morty crossover. Itll be everybody sitting in a room and theyll be writing emails asking the Power Rangers to do a crossover with Star Trek the whole time,

The event will include live performances, including a DJ and a local spoken word artist. The rest of the afternoon will consist of a yoga session, a talk by family physician Tameka Jonesand cooking demonstrations, including one from featured chef Cul de Sac Poe from Indys the Cul De Sac Kitchen. The event will also provide coloring pages centered around vegetables native to different African countries, recipes and collections of items from vendors.

In addition to Black chefs, Quarles said a main focus of the event is highlighting local Black-owned businesses, including Black Mama Vegan, Arm Kandy LLC, Smooves Indy, Brewer Bakesand Sip & Share Wines.

Quarles hopes the space will celebrate Black-owned businesses, as well as Black artists, chefs and physicians.

We have to support each other as a community, she said. And we can do that by being conscious about our choices in businesses we support. I want people to know that these businesses are here.

While the event centers around spreading awareness about the health benefits of veganism and how delicious vegan food can be, it is more than that, Quarles said. She saw a need for a festival like this in Indianapolis because of food deserts around the city that disproportionately affect Black populations.

In 2019, one fifth of Indys population or 208,000 residents lived in a food desert, according to a report by SAVI, a program in the Polis Center at Indiana University-Purdue University Indianapolis. That number is a 10% increase from 2016 and includes 2,000 more people than in 2018.

Our communities are filled more with fast food places than grocery stores, she said. And the grocery stores we do have arent well stocked. If you move toward the more well-to-do suburbs, the Krogers are stocked with great, fresh food.

Quarles said the festival will promote the idea that everyone deserves access to healthy foods, regardless of race and zip code, and prompt discussions on the barriers that prevent some groups from accessing such healthy foods.

I just want to see my people live healthier, live longer, she said. Everybody deserves to be healthy.

Looking towards the future: Automation, training, and the middle class – Brookings Institution

Automation and artificial intelligence (AI) are projected to either replace or fundamentally change human effort in many occupations. Some jobs may become obsolete. But the potential gains in productivity and efficiency from these technologies will likely transform legacy industries and lead to the emergence of new industries, generating new tasks and jobs. Displaced workers and new labor market entrants alike will therefore need to invest in skills and knowledge that complement these technologies.

Even before the recent employment crisis triggered by the COVID-19 outbreaks, we saw glimpses of these future labor market concerns. In particular, the difficulty many firms face in filling vacancies has raised broader concerns that our skilled labor force is not growing fast enough to keep up with demand. Businesses often cite skill mismatches between their workforce needs and those possessed by potential workers as a principal cause for these unfilled positions. Advances in automation and artificial intelligence will likely exacerbate this problem.

In response, some large employers have moved to invest in training and upskilling programs for their employees. Notwithstanding these important private-sector developments, most firms lack the resources, infrastructure, or desire to make these investments themselves. Ignoring this issue will have long-term consequences for labor markets, firms, and worker mobility. Public policy matters here.

At a recent webinar hosted by theFuture of Middle Class Initiative on Automation, Training, and the Middle Class, two papers were presented, focusing on two distinct pathways for worker training: state-subsidized workplace training programs, and community colleges. Given that most US high-school grads remain unlikely to complete a 4-year college education in the near future, community colleges and other two-year institutions can play a pivotal role in mitigating skilled worker shortages and fostering middle-class mobility. Likewise, for incumbent workers facing potential displacement, subsidies that help support and provide incentives for private-sector firms to retrain their workers may be a key factor in saving jobs and increasing worker productivity and wages. I summarize these papers below, focusing on several key findings and their implications for labor market and training public policy.

In State-level Policies to Incentivize Workplace Learning: Impact of Californias Incumbent Worker Training Paper, Marian Negoita and Annelies Goger evaluate California Employment Training Panel (ETP). The ETP uses funding from a small payroll tax to reimburse employers for the costs of approved training for their employees. Using a mixedmethods approach, Negoita and Goger summarize findings from interviews, employer surveys and a quantitative assessment, focusing on various aspects of the program. In particular, they examine how ETP investments affect employers and workers and discuss some potential improvements to the program.

Negoita and Goger report several important findings. First, they find evidence that take-up of the program between 2014-2016 was generally concentrated among medium-sized to larger firms. as shown in Figure 1 below(adapted from Figure 2 of their paper). Although the vast majority firms in California are considered small (0-50 employees), they received less than 50 percent of approved funding for retraining.

Figure 1: Large CA firms receiving most public training dollars

Sources: ETP administrative data for completed contracts, 2014-2016, and State of California Employment Development Department: Size of Business Data for California, 2015 Q1.(Small businesses 0-50 employees, medium businesses 51-250 employees, large businesses >250 employees).

The authors attribute this skew in part to the administrative burden associated with applying and administering the program. In most cases, firms need to hire third-party consultants to help them through the process, making it cost prohibitive for smaller firms. Of course, smaller firms may also be less likely to need such funding if they are involved in services or are less likely to adopt new technologies and processes that require retraining. Nevertheless, given the importance of small business to the economy, efforts should be directed at ensuring that all firms have access to such support.

Second, the authors find evidence that ETP funding is associated with positive changes in company sales and employment. In main results shown in Figure 2 (from Figure 3 of their paper), ETP funding was linked to a 22 percent increase in jobs and work sites over a two-year observation period. The authors argue that ETP funded training helped recipient firms to either create new jobs or prevent job loss and worker displacement.

Figure 2: ETP training funds boosted firm sales and jobs

Source: Dun & Bradstreet (2019).Note:The starsdenote statistical significance at the 95% level.

Third, ETP funds had their strongest impact among companies that were more than 10 years old; these firms had been active long enough to have established internal infrastructure and pathways for learning.

Fourth, the impacts of ETP were also strong among small or midsized businesses with between 19 and 100 employees (though as shown above, these firms were less likely to have received the funding). Importantly, small businesses were likely to invest the least in training overall, underlining the for a more equitable distribution.

Together these findings suggest that state-level programs that incentivize employers to retrain and upskill their existing workforces are a promising tool for addressing skills gaps and mitigating the likelihood of large layoff events. Likewise, providing such resources to firm may reduce the incidence of these persistent mismatch, helping firms to close vacancies faster, reducing productivity loss and promoting firm growth. These programs also provide a natural pathway for potential federal support for workplace retraining and upskilling programs.

In Community College Program Choices in the Wake of Local Job Losses, Miami University economist Riley Acton uses administrative data on the education choices of recent high school graduates in Michigan to study how labor market conditions influence students community college program decisions. Specifically, Acton matches programs offered at local community colleges to industries, based on the skills and tasks associated with typical occupations within that that industry. She then examines how local, occupation-specific job losses that potentially alter the expected relative benefit of pursuing different programs influence course choices.

Exploiting plausibly exogenous variation in exposure to mass layoffs and plant closings and the educational choices among high school leavers in different counties and at different times, Acton presents evidence that students respond to observed local labor market conditions by changing what they study but not whether they enroll.

Actons preferred results suggest two central takeaways. First, as presented in the papers Table 3, reproduced below, increases in layoffs in an industry reduce the share of a high school graduates enrolling in the corresponding program at community college. So if a local hospital facility has a large layoff event, students reduce their enrollment in programs for x-ray and ultrasound technicians. This effect is sizable: each additional layoff per 10,000 working-age residents results in a nearly 1 percent decrease in the associated programs enrollment.

Table 1: Enrollment in Response to Labor Market Disruption

There is evidence, however, that students are substituting into the next best program in terms of skill requirements. Using rich data on occupational characteristics available in O*NET data provided by the Bureau of Labor Statistics (BLS), Acton shows that students primarily substitute into programs that feature similar skill requirements. Figure 3 below (adapted from Figure 4 of paper), illustrates these substitution patterns. The x-axis in each sub-graph represents a measure of the dissimilarity between the skills typically required for that sector and those predominant in the academic program. (A skill distance closer to zero suggests substantial overlap in skills for the employment sector and the academic program, whereas a skill distance closer to 1 suggests that the skill set overlap is very low). Actons results suggest that layoffs in business or health-related occupations decrease enrollment in health programs but increase enrollment in law enforcement programs. By contrast, layoffs in STEM and skilled trade occupations lead to little change in enrollment into other programs, perhaps because there are no close substitutes.

Figure 3: Program Substitution in Response to Layoffs

These results have several policy implications both in Michigan but at a national level. Most important, theysuggest that student educational choices are malleable with respect to new and better information. Thus, as Acton argues in the paper, both community colleges and local high schools should look to provide more information on local and non-local labor market opportunities to potential students to help foster educational choices by students that better align with their geographical preferences and constraints. Of course, this also suggests that policy should facilitate better coordination between the program and curriculum choices offered by community colleges and the local private-sector needs.

Educational institutions should seek to anticipate student demand in response to these local labor market shocks. To do this effectively, however, community colleges will require more resources to ensure they can quickly expand alternative programs, particularly those with relatively higher labor market returns.

Given impending changes in the labor market, possibly accelerated by COVID-19, further exploration of these issues should be a priority. The Future of Middle Class Initiative at Brookings will continue to explore these issues in the subsequent months. Please continue to visit this space, and if you havent already, please sign up for ournewsletter.

Virtually or In-Person, Automation Improves The Healthcare Experience – HIT Consultant

Muthu Alagappan, MD, Medical Director at Notable Health

The COVID-19 pandemic has caused an unprecedented shiftinthe way consumers view and access a variety of goods and servicesandhealthcareis no exception.Recent studiesshow that many patients, including vulnerable populations likethose living with cancer, are delaying recommended care and proceduresand will continue to do so for at least several months amid fears over the safety ofin-personvisits.Inresponse, reports of providers adapting to offer carevirtuallyare all the more commonplace, with almosthalf of physiciansnow treating patients through telemedicine platforms, up from just 18 percentin2018.

These trends have solidified virtual care as a mainstay, and as a result, the virtual visit has become a commoditya service that can be provided by many capable vendors. However, the logistics that power the adoption of virtual care are often overlooked. Ashealthcareadministrators turn to telemedicine to resume non-urgenthealthcareservices, we must ensure that best-in-class technology solutions are utilized to improve the virtual careexperiencefor providers, clinical staff, and, importantly, patients.

Health systems and their networks face significant operational issues when delivering careina remote setting, due to the range of potential interactions and diversity of devicesadding to the already recognized administrative burden that comes with routine patient care. With each patient visit comes over a dozen manual tasks, including patient intake and registration,in-visit clinical note writing, as well as back-office billing and claims processing. The virtual visit adds even more steps, such as helping patients access the appropriate technology for a two-way video interface or sending custom links to a virtual waiting room at the right time.

Facilitating a seamless virtual careexperiencebefore, during, and after a patients visit should be top-of-mindparticularly as patient expectations have heightened andhealthcarehas progressed towards a technology-enabled future. Fortunately, theautomationof operational workflows can helphealthcareadministrators smooth the friction around conducting virtual visits at scale.

Intelligentautomationextends our capacityinhealthcareby enabling us to do more with the same workforce and technology infrastructure.Infact, digital medical assistants can use artificial intelligence to automate repetitive, cognitively tiring, and error-prone tasks. This technology can support the influx of virtual visits by offloading administrative processes, such as co-payment collection, clinical documentation, and pre-population of common clinical orders.

For patients not as familiar with digital interactions and the variety of telemedicine modalities, which can include platforms like Amwell, Doctor on Demand, and Teladoc or video conference solutions like RingCentral and Zoom, participatinginvirtual visits can be a daunting change. Additional technological challenges associated with virtual care can resultinheightened frustration, increased no-show rates, or decreased activation, so maintaining patient engagement throughout the patient journey is even more importantina virtual environment. Digital medical assistants can automate appointment reminders, offer detailed setup guidance for patients, and provide just-in-time virtual visit links to ensure patients and providers can make the most of their time together.

The COVID-19 pandemic has also introduced new variables and risks that patients, providers, andhealthcareinstitutions at-large must consider when seeking and delivering care. Until recently, it was a relatively straightforward process to determine where a patient should receive routine care. Now given the risk of disease spread, providers find themselves considering which patients to see when to see them and whether to see themvirtuallyorin-person.

This creates additional complexityindetermining when to schedule patients andinwhich medium to conduct the visit. Platforms that leverage intelligentautomationcan help clinical teams to pre-screen all scheduled patients, collect a thorough medical history, intelligently segment patients into risk cohorts and triage each cohort to an individualized destination, be it a return toin-personcare or a virtual environment.

Inthe virtual exam room, things also look a little different. From the providers perspective, one of the oft-cited drawbacks of virtual visits is the limited ability to measure vital signs, perform a physical exam or order point-of-care diagnostics. At-home diagnostics, wearable devices and remote patient monitoring tools allow providers to collect continuous clinical data that can be gathered asynchronously and quickly, resultingina more comprehensive picture of a patients health. Further, platforms that use intelligentautomationalgorithms to organize data collected across the care continuum can parse these data streams to identify at-risk patients and then automate outreach and care management to follow clinical care pathways.

The COVID-19 pandemic has given us a unique opportunity to reimaginehealthcareusing a modern suite of technology for patients, providers and staff that does away with outdated and inefficient processes. But we also have a responsibility to replace them with solutions that improve digital experiences by supporting patients before visits, automating repetitive workflows, and parsing large amounts of data to support clinical decision-making.

Combining intelligentautomationwith virtual visits creates a powerful tool to efficiently manage patient populations and offer anexperiencethat feels intuitive while enablinghealthcaresystems to do more with less. By accelerating the digital transformation ofhealthcaretoday, we can position ourselves for a future of increased capacity, decreased overhead, and improved quality.

Library of Congress Wants To Try Adding Humans to Automated Processes – Nextgov

The Library of Congress, the biggest physical repository of information in the world, has been digitizing its resources, expanding its digital library and developing automation tools to manage its collection. As those tools bear fruit, Library officials now want to reintroduce humans to the process.

The Librarys Digital Innovation Labs Section has undertaken a range of programs aimed at maximizing the use of digital collections and supporting emerging research methods, including using machine learning and crowdsourcing prototypes, according to a solicitation posted Tuesday to beta.SAM.gov. Now, the Library of Congress seeks to build on these initial experiments to further examine models that expand access to digital collections by combining digitally-enabled human participation with computational methods, otherwise known as human-in-the-loop approaches.

As the Librarys digital collection expands, it needs help properly tagging and verifying the metadata attached to the content. Machine learning tools have been plugging along at this task through the pilot programs, but Library officials want humans to help verify the work is being done correctly, as well as ethically.

Through the contract, the Library wants to procure at least two experimental prototypes using human-in-the-loop workflows to model, test, and evaluate different ethical approaches to applying crowdsourcing and machine learning methods to Library digital collections that enhance collection usability, utility, discoverability and user engagement.

Per the solicitation, at least one of the two prototypes will focus on improving metadata through crowdsourcing methods. As users add feedback on the accuracy of the derived metadata, those results will in turn be funneled back into the automation tools to serve as training data for a machine learning algorithm that shall be applied to Library digital collections to create enhanced metadata.

Library officials stressed the need to incorporate user-centered design in the process or risk alienating the volunteers and researchers contributing to the project. The solicitation pushes this concept beyond basic interface design and requires the contractors to consider user motivations and needs in the workflow.

Workflows shall be adaptive to different use cases and user profiles, to ultimately facilitate meaningful and productive user interactions with the Librarys digital collections, according to the statement of work.

Bids are due by noon August 5. The contract will run from September 1 through June 30, 2021.
