Nintendo may not be as big on virtual reality as other gaming companies (at least, not since the Virtual Boy) but that won't stop one of its core franchises from getting the VR treatment.

Bandai Namco has announced that its upcoming VR arcade attraction, VR Zone Shinjuki, will debut in Japan next month with a VR take on Mario Kart Arcade GP, according to Business Insider.

The plan is for the nearly 40,000-square-foot arcade to feature over 15 different VR games to play, to include a special rig for Nintendo's best-selling cart racer to take on friends while wearing an HTC Vive headset.

The rig, built to look like a miniature car itself, also includes sensors for players' hands, allowing them to steer and even throw shells galore while driving in first-person.

It may be a while before we see Mario Kart for virtual reality outside of arcades in the country, though Namco Bandai (which developed the arcade port of Mario Kart) hopes to expand VR Zones across the globe.

We'll keep our fingers crossed... though we might've used up all our luck wishing Metroid Prime 4 for Nintendo Switch into existence.

AI isnt going to be a threat to humanity because its evil or cruel, AI will be a threat to humanity because we havent properly explained what it is we want it to do. Consider the classic paperclip maximizer thought experiment, in which an all-powerful AI is told, simply, make paperclips. The AI, not constrained by any human morality or reason, does so, eventually transforming all resources on Earth into paperclips, and wiping out our species in the process. As with any relationship, when talking to our computers, communication is key.

Thats why a new piece of research published yesterday by Googles DeepMind and the Elon Musk-funded OpenAI institute is so interesting. It offers a simple way for humans to give feedback to AI systems crucially, without the instructor needing to know anything about programming or artificial intelligence.

The method is a variation of whats known as reinforcement learning or RL. With RL systems, a computer learns by trial-and-error, repeating the same task over and over, while programmers direct its actions by setting certain reward criteria. For example, if you want a computer to learn how to play Atari games (something DeepMind has done in the past) you might make the games point system the reward criteria. Over time, the algorithm will learn to play in a way that best accrues points, often leading to super-human performance.

What DeepMind and OpenAIs researchers have done is replace this predefined reward criteria with a much simpler feedback system. Humans are shown an AI performing two versions of the same task and simply tell it which is better. This happens again and again, and eventually the systems learns what is expected of it. Think of it like getting an eye test, when youre looking through different lenses, and being asked over and over: better... or worse? Heres what that looks like when teaching a computer to play the classic Atari game Q*bert:

This method of feedback is surprisingly effective, and researchers were able to use it to train an AI to play a number of Atari video games, as well perform simulated robot tasks (like picking telling an arm to pick up a ball). This better / worse reward function could even be used to program trickier behavior, like teaching a very basic virtual robot how to backflip. Thats how we get to the GIF at the top of the page. The behavior you see has been created by watching the Hopper bot jump up and down, and telling it well done when it gets a bit closer to doing a backflip. Over time, it learns how.

Of course, no one is suggesting this method is a cure-all for teaching AI. There are a number of big downsides and limitations in using this sort of feedback. The first being that although it doesnt take much skill on behalf of the human operator, it does take time. For example, in teaching the Hopper bot to backflip, a human was asked to judge its behavior some 900 times a process that took about an hour. The bot itself had to work through 70 hours of simulated training time, which was sped up artificially.

For some simple tasks, says Oxford Robotics researcher Markus Wulfmeier (who was not involved in this research), it would be quicker for a programmer to simply define what it is they wanted. But, says Wulfmeier, its increasingly important to render human supervision more effective for AI systems, and this paper represents a small step in the right direction.

DeepMind and OpenAI say pretty much the same its a small step, but a promising one, and in the future, theyre looking to apply it to more and more complex scenarios. Speaking to The Verge over email, DeepMind researcher Jan Leike said: The setup described in [our paper] already scales from robotic simulations to more complex Atari games, which suggests that the system will scale further. Element AI, a platform for companies to build AI solutions, raises $102M – TechCrunch

The race for artificial intelligence technology is on, and while tech giants like Google and Facebook snap up top talent to build out their own AI-powered products, a new startup has just raised a huge round of funding to help the rest of us.

Element AI a Montreal-based platform and incubator that wants to be the go-to place for any and all companies (big or small) that are building or want to include AI solutions in their businesses, but lack the talent and other resources to get started is announcing a mammoth Series A round of $102 million. It plans to use the funding for hiring talent, for business development, and also, to put some money where its mouth is, by selectively investing in some of the solutions that will be built within its doors.

Our goal remains to lower the barrier for entry for commercial applications in AI, said Jean-Franois Gagn, the CEO of Element AI, in an interview. Everyone wants to have these capabilities, its hard for most companies to pull it off because of the lack of talent or access to AI technology. That is the opportunity. The company currently has 105 employees and the plan is to ramp that up to 250 in the next couple of months, he said.

The round was led by the prolific investorData Collective, with participation from a wide range of key financial and strategic backers. They include Fidelity Investments Canada, Koreas Hanwha, Intel Capital, Microsoft Ventures, National Bank of Canada, NVIDIA, Real Ventures, and several of the worlds largest sovereign wealth funds.

This large Series A has been swift: it comes only six months after Element AI announced a seed round from Microsoft Ventures (of an undisclosed amount), and only eight months after the company launched.

Weve asked Gagn and Element AIs investors, but no one is disclosing the valuation.However, what we do know is that the startup already has several companies signed up as customers and working on paid projects; and it has hundreds of potential companies on its list for more work.

As weve been engaging with corporates and startups [to be in our incubator] we have realized that being engaged in both at the same time is not easy, Gagn said. Weve started to put together a business network, including taking positions in startups to help them by investing capital, resources, providing them with technology and bringing them all the tools they need to accelerate the development of their apps and help them connect with large corporates who are their customers. The aim is to back up to 50 startups in the field, he said.

The strategic investors also fit into different parts of Element AIs business funnel. Some like Nvidia are working as partners for business in its case, using its deep learning platform, according to Jeff Herbst, VP of business development for NVIDIA. Element AI will benefit by continuing to leverage NVIDIAs high performance GPUs and software at large scale to solve some of the worlds most challenging issues, he said in a statement. Others, likeHanwha, are coming in as customer-investors, there to take advantage of some of the smarts.

AI in its early days may have been the domain of tech companies like Google, Apple and IBM when it came to needing and commercializing it, but these days, the wide range of solutions that can be thought of as AI-based, and applications for it, can touch any and all aspects of a business, from back-office functions and customer-facing systems, through to cybersecurity and financial transactions, to manufacturing, logistics and transportation, and robotics.

But the big issue has been that up to now, the most innovative startups in these areas are getting snapped up by the large tech giants (sometimes directly from the universities where they form, sometimes a bit later).

Then consider those that are independent and arent getting acquired (yet). There still remains a gap for most companies between what skills are out on the market to be used, and what would be the most useful takeaway for their own businesses.

In other words, many considering how to use AI in their businesses are effectively starting from scratch. Longer term, that disparity between the AI haves and have-nots could prove to be disastrous for the idea of democratising intellectual power and all the spoils that come with it.

There is not a lot left in the middle, Data Collectives Matt Ocko said in an interview. The issue with corporations, governments and others trapped in that no mans land of AI have-nots is that their rivals with superior AI-powered decision making and signal processing will dominate global markets.

The idea of building an AI incubator or safe space where companies that might even sometimes compete against each other, are now sitting alongside each other talking to the same engineers to build their new products, may be an industry first.

But the basic model is not: Element AI is tackling this problem essentially by leaning on trends in outsourcing: systems integrators, business process outsourcers, and others have built multi-billion dollar businesses by providing consultancy or even fully taking the reins on projects that businesses do not consider their core competency.

The same is happening here.Element AI says that initial products that can be picked up there include predictive modeling, forecasting models for small data sets, conversational AI and natural language processing, image recognition and automatic tagging of attributes based on images, aggregation techniques based on machine learning, reinforcement learning for physics-based motion control, compression of time-series data, statistical machine learning algorithms, voice recognition, recommendation systems, fluid simulation, consumer engagement optimization and computational advertising.

I asked, and I was told multiple times, that essentially colocating their R&D next to other first, for now, is not posing a problem for the companies who are getting involved. If anything, for those who understand the big-data aspect of AI intelligence, they can see that the benefit for one will indirectly benefit the rest, and speed everything up.

That model is what made Yoshua Bengio the godfather of machine learning so excited about co-founding this company, Ocko said. That massive research advantage leads Element AI to be able to deliver technically advantaged, increasingly cost effective solutions. It means they dont have to treat AI decision making capability as a scare resource, wielded like a club on everyone else.

Facebook is teaching chat bots a new skill.

One day, the art of the deal might just involve lettingartificial intelligencedo your dirty work for you.

Researchers from Facebook Artificial Intelligence Research (FAIR) have created AI models, or what they call dialog agents, that can negotiate, according to a blog post Wednesday. They're publishing open-source code as well as research on those dialog agents, the result of about six months' work on the project.

The idea is that negotiation is a basic part of life whether you're picking a restaurant with friends or deciding on a movie to watch. But current chat bots aren't capable of much complexity. Their state of the art is to do simple tasks like book a restaurant or have short conversations of limited scope.

FAIR worked on the problem of how to get dialog agents to operate like people -- that is, come into a situation with different goals and eventually reach a compromise.

The effort is part of a broader push by Facebook to get us to use chat bots. At its developer conference in 2016, founder and CEO Mark Zuckerberg walked through scenarios in which you might use a bot to interact with a business, for example, to order a product or get customer service help. While tech giants like Facebook, Google and Apple are keen to build the personal digital assistant of the future, today's helpers still lack the necessary skills.

It's just one stitch in the larger fabric of work by Silicon Valley, academic researchers and the business community in the area of artificial intelligence, driven by powerful chips, fast networks and access to massive amounts of data about how people lead their digital lives. That's showing up in everything from sorting photos on Facebook to beating Go champions and diagnosing medical conditions.

FAIR didn't delve too far into what applications might be appropriate for bot-bargaining or whether this capability will surface in any Facebook products. But the post did mention this could be an advantage for bot developers working on chat bots with the ability to "reason, converse and negotiate, all key steps toward building a personalized digital assistant."

Negotiation, the FAIR post explains, is both a linguistic and reasoning problem. In other words, you've got to know what you want several steps down the road and be able to communicate it.

In one example, dialog agents were tasked with dividing up a collection of items like five books, three hats and two balls. Each agent had different priorities and each item carried a different value for each agent. The AIs were taught, in a sense, that walking away from the negotiation wasn't an option.

The ability to think ahead is crucial and with the introduction of something called dialog rollouts, which simulate future conversations, the bots were able to do so.

Or as FAIR scientist Mike Lewis put it: "If I say this, you might say that, and then I'll say something else." Lewis said those rollouts are the key innovation in this project.

The research has boosted performance in using various negotiation tactics, like being able to negotiate until there's a successful outcome, propose more final deals and produce novel sentences. The agents even started pretending to be interested in an item so they could later concede it as if it were a compromise.

Humans had a chance to try out the agents, and the researchers said the people couldn't tell they were chatting with bots.

Its tough to appreciate how efficient at learning humans really are. From just a few experiences, we can figure out complex tasks like learning to walk or becoming pros at the office coffee machine (roughly of equal importance).

But we havent been able to give machines that same gift. Reinforcement learning, a promising sector of AI research where algorithms test different ways to accomplish a task until they can reliably get it right, is one method used to get machines to learn by doing.

The fields biggest problem: Whats the best way to tell AI it has done something right?

This week, research trying to answer that question was published by major outfits in Silicon Valley: A joint venture between Alphabet DeepMind and Elon Musk-funded OpenAI, as well as separate work from Microsoft-owned Maluuba.

The two papers represent different perspectives on how machines of the future might learn. OpenAI and DeepMinds work suggests that humans may be the best shepherds for fledging AI, guiding the way it learns to ensure its safety. Maluuba takes a new look at an idea AI researchers have hammered at for years, trying to find a way for its algorithm to better understand its failures and successes without human intervention.

The DeepMind and OpenAI research, posted June 13, has humans watch two videos of a 3D object trying to do a front flip. The human chooses the video where the algorithm made the better attemptbut theres a secret! The algorithm has already tried to predict which attempt was better, so the human not only shows a better way to do the task, but gives a nod to how humans perceive the better attempt.

Much reinforcement learning research from DeepMind and OpenAI in the past has focused on video games, where theres a clear goal: Get more points. This new research has an objective goal (do a front flip), but the human judgement can be subjective. OpenAI researchers say this idea could improve AI safety, because future algorithms would be able to align themselves with what humans think are correct and safe behaviors.

Microsofts Maluuba takes a different approach to reinforcement learning, and used it to beat the game Ms. Pac-Man, according to research published June 14. The team quadrupled the previous high score on the game (by human or machine), achieving the maximum number of points possible.

When the agent (Ms. Pac-Man) starts to learn, it moves randomly; it knows nothing about the game board. As it discovers new rewards (the little pellets and fruit Ms. Pac-Man eats) it begins placing little algorithms in those spots, which continuously learn how best to avoid ghosts and get more points based on Ms. Pac-Mans interactions, according to the Maluuba research paper.

As the 163 potential algorithms are mapped, they continually send which movement they think would generate the highest reward to the agent, which averages the inputs and moves Ms. Pac-Man. Each time the agent dies, all the algorithms process what generated rewards. These helper algorithms were carefully crafted by humans to understand how to learn, however.

Instead of having one algorithm learn one complex problem, the AI distributes learning over many smaller algorithms, each tackling simpler problems, Maluuba says in a video. This research could be applied to other highly complex problems, like financial trading, according to the company.

But its worth noting that since more than 100 algorithms are being used to tell Ms. Pac-Man where to move and win the game, this technique is likely to be extremely computationally intensive, so its probably not ready for the Microsoft production line any time soon.

Snapchat quietly revealed how it can put AI on your phone – Quartz

Snapchat, the only social media platform left where millennials can escape their parents, has been notoriously secret about how it packed advanced augmented reality features into its mobile app.

In a research paper published June 13 on the open publishing platform Arxiv, the company seems to detail one of its tricks for compressing crucial image recognition AI while still maintaining acceptable performance. This image recognition software, if indeed used by Snap, could be responsible for tasks like recognizing users faces and other objects in the apps World Lenses.

Snaps method hinges on two techniques: simplifying the way that its convolutional neural networks (a flavor of machine learning common in image recognition) recognize shapes, and proposing a slightly different configuration of the network to offset that simplification.

With these tweaks, Snap claims to fit its algorithm into just 5.2 MBabout the size of a standard song in MP3with accuracy that just edges out Googles latest research attempt to scale down its mobile AI. With both networks taking that same 5.2 MB space, Snap scored 65.8% accuracy while Google scored 64.7% on a standard image recognition task, according to the paper. (For AI nerds, this is top-1 accuracy, or when the network is only given one shot at guessing.)

Snapchat has raised its AI profile in recent months by hiring a new director of engineering, Hussein Mehanna, according to a CNBC report. Mehanna had previously worked as a director of engineering in Facebooks Apple Machine Learning division.

Facebook released code for Caffe2Go, an entire framework for running AI on mobile devices in late 2016, and Google released a mobile version of the hugely-popular TensorFlow last month at its I/O developer conference. Snaps work was built using Caffe, the open-source library developed by University of California Berkeley.

Benjamin Franklin allegedly once said that there were only two certainties in life death and taxes. In the modern era that might well be modified to include data/identity theft. Its a huge problem and an apparent unavoidable evil these days, but a group of Italian researchers think they might have a solution and it involves AI.

Online its tough to prove someone is who they say they are. In person, you can at least match someone to a photo ID, but online anyone could fill in boxes on an Amazon order. But what if an AI could read a users mouse movements and determine if they were being truthful? That was the question Giuseppe Sartori, a forensic neuroscientist and study author wanted to answer.

To test this, he asked a number of volunteers to either memorize a fake identity or be truthful about themselves. Subjects were then asked a series of yes-or-no questions on as computer test. The questions were simple like Were you born in [year]? But, mixed in with those simple ones, were slightly more complex ones Is [x] your zodiac sign?

The hope is to throw off would-be identity thieves just by catching them off guard. A fraud might memorize the basics name, birthdate, address but not connecting thoughts. If you were born in Oklahoma and youre pretending to be someone in California, and someone asks you the capital of your home state, youll have to stop to think for a moment. That hesitation was evident in cursor movements.

Experimenters found that when they fed their machine learning algorithms data on the subjects mouse paths, they were able to catch liars an incredible 95% of the time. Its a lot like Googles new I am not a robot button. Many bots tend to move in straight, clean lines, while humans are a lot more imprecise. By reading basic cursor data, its not hard to sort out the humans from the software. Similarly, if the team can get it just a bit more accurate, this could be a valuable new tool in the fight against identity theft. And, for once, I think I wont make the panicky case against allowing AI research to develop. Ill just let this be a relatively happy story. That is until this tech gets adapted for use in robo police, who will no doubt use it to oppress the populace by enforcing laws too strictly. Then well find ourselves in a dystopic police state rules by the mach oh shit, I did it again. Dammit, Im really sorry. Bots just freak me out.

A Belgian court on Wednesday convicted two parents in the death of their infant, who succumbed to malnutrition and dehydration because his parents were firm believers in unconventional nutrition.

The court gave both a suspended six-month sentence because they failed to take adequate action to take care ofbabyLucas, who died at sevenmonths old with organs shrunk to half their size and without any fat around them.

Judge Mieke Butstraen said the demise of thebabywas "the result of the systematic offer of food that was not suitable."

Because of that, "his health was seriously impeded and he eventually died" three years ago, weighing only 9lbs 7oz, barely 2lbs 3ozmore in weight than when he was born.

The case has caused a major uproar about the use of alternative medicine and the responsibility of parents in raising their children.

The parents could still appeal the sentence, but the court said it already showed some leniency by giving the minimum six-month sentence.

"It is clear that the defendants have already been severely punished because they need to proceed with life in the knowledge that they are responsible for the death of their son, who they truly loved," Butstraen said.

The parents own a natural dietary shop and backed alternative food to the fullest, applying it to their newly born third child.

The United Natural Products Alliance (UNPA) is launching a new training course, Preventive Controls Workshop for Dietary Supplements: PCQI Training for Dietary Supplement Companies, but spaces are limited.

The 2.5-day course will take place July 17-19 in Salt Lake City, and will be taught by former FDA Investigator Larisa Pavlick, UNPAs VP, Global Regulatory and Compliance. Pavlick is a preventive controls qualified individual (PCQI) and completed PCQI Lead Instructor training through the Food Safety Preventive Controls Alliance (FSPCA).

The strawberries are ripe! If you have a home garden or community garden plot, you may already be harvesting fruits and vegetables for your table. If you dont, you can take advantage of one of the many u-pick farms in Douglas County. If you want to preserve some of your harvest to enjoy later in the year, here are a few reminders to make sure you have a safe, high quality product.

Take stock of what you have in the pantry or freezer from last year.

Before you start adding new items to your freezer, or make another batch of strawberry jam, think about what you actually use in a year. For best quality, most canned foods should be used within a year. However, they will still be safe if the seal is intact, they were canned using proper methods and they havent been exposed to extreme hot or cold temperatures.

Frozen foods kept in a freezer at 0F or below maintain quality for a few months to a year, depending on the product. Longer storage times will affect the quality but not the safety if they are handled properly.

Check your recipes.

Make sure you are using up-to-date, research-based information for all of your food preservation activities. Recommendations and recipes have changed over the years, and there is a lot of untested information available on the internet.

Westlake City Council took two key steps Thursday toward finalizing a package of recreation amenities it hopes voters will agree to fund at the Nov. 7 election.

At a meeting of Councils public grounds, buildings and recreation committee, members approved a conceptual plan for a new $7.4 million family aquatics center that would replace Peterson Pool at Clague Park. The committee also agreed to have an architectural firm prepare detailed plans so construction bids can quickly be obtained should the funding measure pass.

Assuming voters agree to extend an existing income tax dedicated to recreational purposes, Peterson Pool would be demolished in early 2018, with the new pool opening in May 2019, according to Recreation Director Bob DeMinico.

Council members also agreed a proposed new $9.4 million community services center should be located at the Westlake Recreation Center, which has entrances on both Center Ridge Road and Hilliard Boulevard. Council also accepted a study that determined the new center should contain approximately 24,000 square feet of space.

Thats about double the size of the current community services center, which houses the citys programs for senior citizens.

Community Services Department Director Lydia Gadd said the current center lacks the space for activities sought by a growing senior population. The fact that the current center is a multi-level building makes access a challenge for many seniors, Gadd said, even though it contains an elevator.

Mayor Dennis Clough noted focus group interviews with seniors who regularly utilize the center preferred that the new center be built at the Parkside School building. In a recent complex real estate transaction, the city acquired the Parkside School, but agreed to rent it back to the Westlake City Schools to continue to use for its administrative offices. Seniors second choice was the current community services center location at the corner of Center Ridge and Crocker roads. Council members, however, preferred it be located at the rec center, saying it gave more flexibility in the utilization of municipal property.

City leaders hope to fund the new aquatics center and community services center, as well as roughly $17.7 million in other recreational projects such as running trails and athletic fields, by extending an existing income tax earmarked for recreational purposes. The current tax of one-eighth of 1 percent (0.00125) expires at the end of 2020. The proposal would extend it for 25 years.

The recreation department sought public input throughout 2014 as it developed a rec master plan. Efforts to solicit residents opinions included a public workshop, written and online surveys, and meetings with community focus groups. A new outdoor pool was determined to be the priority of residents.

City Council President Mike Killeen said he was confident voters will pass the tax extension. Killeen also denounced rumors to the effect that the city can fund the proposed projects without extending the recreation income tax.

The council president later told West Life that members have received letters from residents claiming the legislative body is opposed to building the aquatics center. This is not true, Killeen said.

Someone out there is stoking that fire, Killeen told West Life.

Public Grounds Committee Chairman Ken Brady said the balance in the citys rec fund will be around $5 million or $6 million when the current tax expires at the end of 2020. Thats not enough to fund any of the major projects envisioned in the citys recreation plan, the Ward 5 councilman said.

These projects are basically being dependent on the levy being passed as soon as possible so we know the funds are coming in, Brady said. If that levy is passed, then we can start those projects as soon as we get that word. So I just want to make it clear, we dont have the money now, I dont believe, to start any of these projects. Or, if we did, theyd be minor [projects].

Dear Mandarins in the Public Service, Let’s Recall 16 June 1976 – Daily Maverick

There is no fitting tribute to the sacrifices of the youth of 1976 than implementing fully policies aimed at transforming our education system. We have the means, the tools, and significantly, political will backed by a popular mandate.

When chronicling milestones towards the fall of apartheid, an odious system declared a crime against humanity by the United Nations, 16 June 1976 takes pride of place. Not least because this political development changed our history forever by not only universalising our experience in graphic fashion but also because it set in motion the liberatory impulse in the soil of our nation across generations.

The calamity witnessed on this day exceeded what befell people in the Bulhoek massacre, the Bhambatha Rebellion and the Sharpeville Massacre. Not so much in terms of numbers but more for the systematic and vicious nature of violence against unarmed teenagers. June 16 is significant because the apartheid regime actively and knowingly butchered school children with modern weaponry in broad daylight.

Yes, massacres by their nature contain no mercy. In neo-Nazi states like apartheid South Africa, it would be unreasonable to expect mercy, more so because the victims were regarded as sub-human. Yet such brutality as witnessed in the June 76 uprising was enough to convince even the doubting Thomas' that South Africa had a paranoid regime married to fascist ideals of controlling all aspects of Africans lives, with nothing but cheap labour to offer. They were systematically removed from the countrys body politic.

It is a matter of historical record that the 16 June uprising was not a spontaneous act of rebellion by young people against a sudden introduction of Afrikaans as a medium of instruction. The root cause goes as far back as 1948 when the National Party won elections (although already immediately after the formation of the Union of South Africa in 1910 successive efforts were made by the union government to provide inferior education to black people).

As leader of the new racially-based state, Dr DF Malan appointed Dr HF Verwoerd as Minister of Native Affairs whose main purpose was to implement a policy of separate development, or more appropriately, to ensure that Africans stood no chance of development.

In dealing with the native question, Verwoerd crafted the Bantu Education system based on his conviction that there is no place for the native in the European community and that Africans were incapable of rising above the level of certain forms of labour. The native, he continued, has been subjected to a school system which drew him away from his own community and misled him by showing him the green pastures of European society in which he was not allowed to graze.

And so the Bantu Education Act 47 of 1953 was passed to drive Africans from the green pastures of white civilisation. To ensure total onslaught, Verwoerd went as far as starving mission schools of subsidies since they had no obligation to implement Bantu Education. Given miniscule per-capita spend on the education of black children, depriving independent schools of funds squeezed out possible quality learning opportunities for non-Europeans.

But the most important components of Bantu Education was governments takeover of teacher training colleges and the introduction of Afrikaans as a medium of instruction for at least half of the school subjects. The two are not mutually exclusive. If every black child had to learn half the subjects in Afrikaans, every teacher had to learn the same and acquire the ability to use it in class. And so the policy was rolled out in 1953 for Coloureds and 1965 for Indians.

It was only in 1974/75 that the 50/50 English/Afrikaans rule was strictly applied to Africans, starting in the Transvaal. Reasons given for this gradualism were that teachers had to master the art of teaching maths and social sciences in Afrikaans and learning material had to be available. And sure teachers did learn the language since the system used its control of colleges to prepare them for the ultimate roll-out of the project.

Whereas some elements of flexibility existed in the policy African schools could choose the main language of instruction in practice, the exemption principle was ignored and administrators of the southern Transvaal education directorate forcibly introduced Afrikaans.

All this happened in a context where a plethora of repressive laws were robustly implemented while draconian measures were employed to stifle any form of resistance to the apartheid system. Pass laws were enforced. The Group Areas Act was in place. The Sharpeville Massacre had taken place along with the Langa Massacre and other atrocities. The Rivonia Trial had ended, sending many in the leadership of the liberation movement to prison. Others were tortured, killed or exiled.

The 1973 Coronation Strike, a labour uprising in a bricks factory (KwaMagenqe) in Avoca interrupted the post-Sharpeville hiatus. Historical records say the regime tried to end the strike by asking the new King Zwelithini KaBhekuzulu and Prince Mangosuthu Buthelezi to intervene. The strike eventually ended but the spirit of resistance was reawakened nationally, building on the agitation of young students like Bantu Biko. In less than 24 months after this strike, government announced that it was ready to implement the Afrikaans medium policy universally. And sure it did.

This signalled total control of Bantu Affairs. Land had been taken; Bantustans created as enclaves along tribal lines; further industrial laws passed to restrict and control movement of African labour; townships and hostels created for urban reserve labour force; every political activity was banned and penalties went as far as capital punishment. Every social and economic space had been colonised, now it was the mind.

Why is all of this important for the public sector mandarins in post-apartheid South Africa?

First, we learn that the Bantu Education policy succeeded because of the confluence of policy and praxis. Apartheid architects made sure that once the policy was in place, all layers of the state machinery (especially public sector managers) were ready to implement it. This applied to national, provincial and Bantustan government officials, teacher training colleges, school inspectors and district officials as well as school administrators. Where necessary, even the police were ready to enforce the implementation of this policy.

This account of history demands of us as bureaucrats in a democratic dispensation to devote ourselves to the efforts of creating a quality education system that empowers young people to fully participate in all aspects of economic, political and social life of South Africa; an education system that remembers Africans for the dismemberment of apartheid colonialism eroded their ontological density, their being, their agency.

We are called to action to actualise the imperative of having learners and teachers in school, on time, teaching. It is us who must ensure that learner support materials are procured and delivered to all schools on time; we must ensure that indigent learners are fed and offered safe transport. Money allocated to upgrade school facilities must be applied for that purpose. Squandering monies aimed at improving the quality of education of a black child is the highest act of dishonour to the service.

There is no fitting tribute to the sacrifices of the youth of 1976 than implementing fully policies aimed at transforming our education system. We have the means, the tools, and significantly, political will backed by a popular mandate.

Second, no society changes without decisive interventions in education. This reminds one of a debate with Prince Mashele who wrongly attributed poor education outcomes to public policy. Employing caricature, he contrasted apples and oranges: Japan and South Africa at different historical epochs between 1868 and 2010.

Betraying his own reminder that the weight of history influences current conditions, he drew inconsequential parallels between education outcomes of the two countries without due consideration of the conditions that influenced such outcomes.

A word of caution I offered to Mashele ought to have been obvious: the corresponding period of the Meiji dynasty of Japan (1868 1912) was a time of colonial wars and internal displacement that produced devastating results for the indigenous people. Boer Republics were starving-off British advance which intensified in pursuit of control of the newly discovered precious metals.

What we now call the South African War (formerly Anglo-Boer War) in recognition of the role played by Africans and other racial groups shaped internal conditions and resulted in public policies that systematically excluded the majority from meaningful participation in the economic and political life of the country. The formation of the Union of South Africa in 1910 gave the trusteeship of the country to a minority settler group. The Bantu Education policy of 1953 sealed the fate of Africans, intellectually and culturally.

From this short history we deduce that many of the problems facing our society today emanate from the racially inspired successive laws of the illegitimate minority government. Many historians and educationist have made correct attributions in this regard.

What I affirmed though from Prince Masheles then Sunday Independent treatise was the assertion that often, the weight of history does impose itself on generations far beyond the immediacy of an historic moment.

It goes without saying therefore that by identifying education as priority number one, government aimed to alter the weight of history of colonialism and apartheid that imposed itself on successive generations. Once again, ours in the public service is a basic yet revolutionary task: to ensure that learners and teachers are at school, on time, learning, teaching; to deliver books on time; to enrol teachers in further training programmes; to disburse financial aid to all needy students, especially those in scarce skills professions like education, engineering, science, accounting, etc.

In an accountable, professional and conscientious civil service that we aspire for, we ought to regard these as non-negotiables, and go on to build a peer pressure mechanism to the extent of shaming our colleagues who undermine efforts to intensify the delivery of quality education from early childhood education to higher education.

In short, it is to ensure that the doors of learning and culture are open for all. Ultimately, true to the statement that education is the greatest equaliser, the challenge of youth unemployment will be undermined if we all did what we have to do to actualise this government priority.

Along this important task of delivering quality education, public-service mandarins are expected to accelerate the implementation of other state-led youth development programmes. Moreover, youth development does not happen in a vacuum. It occurs in each and every state intervention implemented by public servants. Young people need water, shelter, economic infrastructure and quality healthcare. They need funds for their businesses. They need access to value chains to supply their products. As the Freedom Charter declares, they need to access affordable and decolonised higher education the doors of education and culture shall be open. Therefore, every state policy implemented by public sector managers is vital for youth development.

Finally, if we all accept that Bantu Education was the most perverted form of colonial education systems globally, it stands to reason therefore that national calls for decolonised education are beyond legitimate, if not overdue. We need to continue searching for innovative ways of making our system responsive, informed by the pedagogy of total liberation (not just liberal democracy) to the extent that through education, black people can reclaim their ontological density, their being, their agency.

So, as we remember those who perished in June 1976, we should also remember the potency of our action in building the democratic developmental state where education policies (and all other social and economic development programmes) seek to unleash the potential of young people to fully participate in all activities of the evolving national democratic society which must ultimately be characterised by non-racialism, non-sexism, democracy and prosperity for all.

Becoming a professional, responsive, prudent and efficient civil service would be a fitting tribute to the youth of 1976, the martyrs of our freedom who sacrificed their future in the service of the greater ideal: liberation. That spirit of sacrifice should be our zeitgeist, an antidote to the now creeping democratic indifference. DM

Neural Implant Tech Raises the Specter of Brainjacking – Singularity Hub

The human mind is already pretty open to manipulationjust ask anyone who works in advertising. But neural implant technology could potentially open up a direct digital link to our innermost thoughts that could be exploited by hackers.

In recent months, companies like Elon Musks Neuralink, Kernel, and Facebook have unveiled plans to create devices that will provide a two-way interface between human brains and machines.

While these devices could undoubtedly bring many benefits, they would be networked to computers and therefore essentially part of the Internet of Things. That should immediately set off alarm bells for anyone paying attention to cybersecurity news.

There have been repeated warnings in recent years about the huge number of vulnerabilities in smart devices designed by consumer goods companies with little experience of or consideration for cybersecurity.

One would expect that the added sensitivity of a device set to be integrated into peoples bodies would warrant more caution. But it has already been demonstrated that it is possible tohack medical implants to harm patients,and there seems to be no reason the same wouldn't be true of neural implants.

In a paper in World Neurosurgery last year, Oxford PhD student Laurie Pycroft warned about the possibility of 'brainjacking'hackers exerting unauthorized control of brain implants.

Deep brain stimulation implants are already being used to treat diseases like Parkinsons and chronic pain, but he warned that hackers could gain control of the device and alter stimulation settings to cause pain or inhibit movement.

Even with these comparatively simple devices, a determined and technically competent attacker could carry out more advanced attacks that could alter the victims behavior in crude ways, Pycroft said.

Future neural implants designed from the bottom up to interface with our cognitive processes may make far more nuanced and sophisticated hacks possible. Earlier this month it was shown that aneural headset could be used to guess someone's PIN. How much more intimate would the access be if we were talking about an invasive neural implant like the one Elon Musk has proposed?

While a targeted attack on a neural implant designed to manipulate someones behavior is unlikely to be worth the effort for most hackers,a bigger threat may be dumb malwarethat spreads to thousands of devices. Spyware could be used to access highly sensitive personal information, and a neural implant locked by ransomware is not as easy to replace as a laptop.

Perhaps, though, its not hackers we should be worrying about. Edward Snowdens revelations about the NSAs PRISM surveillance program in 2013 demonstrated wide-ranging collusion between the security services and technology companies to intercept the supposedly secure communications of innocent citizens.

Its hard to imagine the spooks would pass up the opportunity to do the same with neural implants, and once that threshold has been crossed, it would likely be a short leap to taking advantage of the two-way nature of these future devices to subtly influence peoples behavior.

Even if you trust your government not to abuse these capabilities, the leak of a massive cache of hacking tools stockpiled by the NSA suggests they may not be the only ones with access.

And its hard to imagine that the tech companies building these devices dont know where the back doors are. Facebook, one of the companies developing neural technology, has already been caught carrying out questionable psychological experiments that altered users emotions without their permission.

However, this example also highlights that it may not be necessary for us to install neural implants to make our brains susceptible to hacking. The mediabe that newspapers, advertisers or Hollywoodhave long been accused of manipulating the way we think.

With the rise of social media there are now a host of new tools for those looking to influence the zeitgeist:fake news websites, swarms of Twitter bots, and targeted advertising based on psychological profiles drawn from our internet behavior.

One researcher recently showed they couldread neural responses to subliminal images embedded in a game. The information is crude, but they said it could be scaled up to mind-reading level capabilities if combined with other technology, like VR or wearable devices.

So, whether its through neural implants or clever social engineering, it seems technology is already challenging the sanctity of our mental processes. Just last month I reported on calls from neuroethicists to introduce new human rights designed to protect our mental privacy.

While new rights would be welcome, more pressing is the need to ensure that cybersecurity is built into future neural devices from the outset, and from the bottom up.
