ST. THOMAS, U.S. Virgin Islands (AP) A former senator in the U.S. Virgin Islands pleaded guilty Thursday in a public corruption case.
Alvin Williams Jr. entered the plea to racketeering, one of nine charges he faced after he was indicted by a grand jury in November. He faces up to 20 years in prison, a $250,000 fine as well as forfeiture penalties and restitution.
Williams, 34, acknowledged that he attempted to bribe an official to steer business to a company owned by his father and to soliciting bribes from developers in the U.S. Caribbean territory. The former politician also admitted that he demanded salary kickbacks from his legislative staff and to having staff members do his coursework for an online college degree from the University of Phoenix.
Williams, whose term in the territorial legislature expired Monday, appeared downcast as he entered his plea in federal court in St. Thomas. Defense attorney Gordon Rhea said he accepts responsibility.

BEIJING, China - A high-level Chinese official has called for talks with Japan over a disputed island chain, in an apparent attempt by Beijing to cool tensions that have seen both sides scramble jet fighters to the area in recent days.
Jia Qinglin, the head of China's top political advisory body, made the gesture at a meeting in Beijing with former Japanese Prime Minister Yukio Hatoyama, the official China Daily newspaper reported Thursday.
Japan has steadfastly refused China's past calls to hold talks over the islands, with Tokyo arguing that it holds sovereignty over the islets and thus there is nothing to negotiate.
Jia is believed to be the highest-ranking Chinese official to publicly issue such a call, and the mild tenor of his remarks omitting China's standard accusation that Japan is wholly responsible for the frictions was seen as a signal Beijing hopes to arrest momentum toward an all-out crisis.
"The two sides should appropriately handle questions surrounding the Diaoyu islands and other and other issues on which their stances' differ," Jia said, using the Chinese term for the tiny uninhabited islands lying north of Taiwan. Japan, which controls the islands, calls them the Senkakus.
Jia is due to retire in March and Hatoyama has long been an advocate of closer ties with China, though he has lost influence under new Japanese Prime Minister Shinzo Abe. China's call for talks in a meeting Wednesday could represent a way to ask for talks that is less risky than an official, high-level exchange.
However, Japan showed no sign of budging from its position.
Responding to reports that Hatoyama had agreed with Jia on the need for negotiations, Japan's chief Cabinet spokesman Yoshihide Suga expressed the Abe government's disapproval. "This is clearly not a comment that reflects the position of the Japanese government and we very much regret that someone who was once the prime minister of our country would make such remarks," Suga told reporters in Tokyo.
Feng Wei, a researcher at Fudan University's Japanese Studies Center in Shanghai, said that Jia represents "the official stance, which is to ease tensions."
"That's also why he (Hatoyama) was invited to China in the first place. It's highly symbolic."

BEIJING, Jan. 16 (UPI) -- A top Chinese official called for dialogue on the island dispute with Japan while a spokesman said Beijing remained on high alert over the escalating tensions.
Amid the fast worsening tensions between China and Japan over their rival claims to a group of uninhabited islands in the East China Sea, former Japanese Prime Minister Yukio Hatoyama visited Beijing Wednesday and met with China's top political adviser Jia Qinglin, who holds the title of chairman of the National Committee of the Chinese People's Political Consultative Conference.
Jia said the two sides should resolve the dispute over the islands -- called Diaoyu in China and Senkaku in Japan -- through dialogue and consultation, the official Xinhua News Agency reported. The resource-rich islands have been under Japanese control for decades.
"The two sides should handle the Diaoyu Islands dispute properly in order to ensure that bilateral relations remain on a track of healthy and stable development," Jia said. He said cooperation between China and Japan would serve the fundamental interests of both sides, as well as the region and the international community.
Separately Wednesday, Chinese Foreign Ministry spokesman Hong Lei, commenting on reports about Japanese stand on Chinese jets entering the islands' airspace, said China is on high alert as Japan escalates tensions, Xinhua reported.
Japan's Mainichi Daily News reported the new Japanese government headed by Prime Minister Shinzo Abe is considering stationing a fleet of fighter jets on the Sakishima Islands near the disputed islands on the Okinawa prefecture to deal more effectively and promptly with the Chinese planes.
"China has taken note of relevant reports. The patrol conducted by China's public service ships and planes in waters and airspace of the islands is a normal performance of duty to exercise jurisdiction," the Chinese spokesman said. He also said China opposes Japanese planes and vessels entering the waters and airspace of the disputed islands, Xinhua said.
The dispute over the islands, which China's claims are part of its territory, deteriorated last September when Japan nationalized them. Immediately thereafter, there were widespread protests in China, some violent, and led to boycott of Japanese goods. The issue already had affected bilateral trade totaling about $345 billion annually.
Since September, China's official media has been bitterly attacking the Japanese stand, while some of its officials have also issued warnings.

In a prepared address to Jersey's Chamber of Commerce, Guernsey Chief Minister, Peter Harwood joined his Jersey counterpart Ian Gorst in highlighting the importance of stronger relations between the two Channel Islands, to identify potential spending efficiencies through joint initiatives, and to support the growth of the islands' financial services industries.
Harwood stated: "The past 20 years have seen the pace of pan-Channel Island working in the private sector grow significantly, particularly in finance houses, accountancy, law, information technology, and public relations and marketing. The private sector is creating an expectancy of greater cooperation within the public sector."
"Since being elected as Chief Minister last May, the topic of mutual co-operation between the Channel Islands has been a regular and recurring theme. Within the first month of my election Ian and I met and agreed to progress the issue of Channel Islands co-operation as a joint initiative. It has always been very clear to me that Guernsey and Jersey do have shared interests, and that acting together would undoubtedly help us to make a stronger case for ourselves."
"In the area of external relations, particularly with the European Union, there is a clear political benefit in standing together to make our case. That is why the Channel Islands Brussels Office was set up to protect and promote our joint interests in Europe - to ensure that we have access to the single market and that we maintain our competitiveness. In September representatives of both Islands met the Irish government together, to discuss how we could better engage with their Presidency of the European Union, which began last week."
He highlighted that as recently as December, the two islands joined forces to make themselves heard on a new Communication from the European Commission "Fighting Tax Fraud and Tax Evasion," which proposes minimum standards for third country good governance in tax matters.
"The islands are naturally a geographical package," he continued. "We must recognise that we share that common brand and that we need to work jointly to protect that brand."
Highlighting the substantial progress made by both islands, in particular towards adopting best standards on tax transparency, Harwood underscored that: "There is, however, no room for complacency. We face many challenges - from the UK, from Brussels, from Washington; from the Organisation for Economic Cooperation and Development and the implied threat from the UK as it takes on the chairmanship of the G8. We are much more likely to meet these challenges if we stand together."
He said that alongside discussions to identify cost savings, the islands should increasingly work together on economic development, in recognition that although Jersey and Guernsey are competitors, they share common interests and goals.
"In Guernsey we have recently launched a consultation on our economic development strategy. We are doing further work on how we best support and enable our growing and thriving digital sector; on how we strengthen our skills strategy and how we maximize the number of those on our Island who are economically active; and around stronger co-ordination of enterprise and business development support."

DUNN - A Dunn couple indicted last year on health care and tax fraud charges pleaded guilty in federal court to some of the charges earlier this month.
John Curtis Alspaugh pleaded guilty to tax-related conspiracy and health care fraud and Helen Blue Alspaugh pleaded guilty to tax-related conspiracy Jan. 8, according to documents.
The Alspaughs owned and operated a home health care business called Basic Home Health Care Inc. The indictment alleged the couple failed to pay more than $458,000 in employment taxes to the Internal Revenue Service between 2006 and 2007.
The health care fraud charges against John Curtis Alspaugh were related to allegations that he submitted false claims for the delivery of services. Between January 2006 and April 2011, documents show, he allegedly submitted 3,518 claims totaling more than $141,000 in services and fees.
Nine counts of failure to truthfully account for and pay over withholding and Social Security taxes, 16 counts of health care fraud and a count of aggravated identity theft againt John Alspaugh were dismissed, according to court documents. Seven counts of health care fraud against Helen Blue Alspaugh were dismissed.
The Alspaughs are scheduled to be sentenced April 9 in Greenville before Senior Court Judge Malcolm J. Howard.

Health care reform leads to more questions than answers Sparks Posted: Wednesday, January 16, 2013 9:13 pm By KEVIN BOWDEN Staff Reporter A program to explain the tax implications of health care reform began with question marks and ended with local accountant Art Sparks declaring, Who knows what 2013 will bring? Based on his opinions, to say federal tax reform is a complicated and confusing issue would be a serious understatement. Sparks was the keynote speaker for Tuesday mornings Business Matters program at the Obion County Public Library. The monthly program was hosted by the Obion County Chamber of Commerce and was attended by more than 40 local business leaders. The near-hour-long session was dominated by an overwhelming sense of confusion and uncertainty as Sparks attempted to unravel the new federal tax code. Sparks opened his PowerPoint presentation with a slide he described as key to his explanation of the tax code. The slide contained four giant blue question marks. He said in the 35 to 40 years he has been in the accounting field, the last two months he has spent more time saying, We dont know. What Sparks did explain to his audience is pursuant to PPACA (the Patient Protection and Affordable Care Act of 2010), the IRS is responsible for overseeing a significant part of health care reform. In order to achieve that goal, Sparks said the IRS is planning to hire more than 17,000 new agents. He is a member of the Union City accounting firm Alexander Thompson Arnold, which sponsored Tuesdays Business Matters program. One of Sparks slides stated the primary thrust of the PPACA and the HCERA is health care reform; however, tax law change is a major component. He explained tax breaks and penalties are being used to implement federal tax mandates. New laws requiring health insurance coverage for all Americans are having a major impact on small and large businesses. The federal government is utilizing penalty taxes, excise taxes and tax credits as tools to force employers to provide health insurance coverage for employees. Then there is the issue of health care reporting. This is going to be fun for employers also, Sparks said sarcastically. Compliance, including new elevated reporting requirements, just increased in level of importance. Throughout his presentation, Sparks used his sarcastic sense of humor and statements such as clueless, Im not sure and I dont know to describe the issue of the tax implications of health care reform. Sparks presentation was both enlightening and confusing went it came to trying to explain the federal governments attempt at health care reform. What was clear is there are numerous elements of the tax code that are still unclear. One of the final slides in his presentation contained the statement, 1913 wasnt a very good year. 1913 gave us the income tax, the 16th Amendment and the IRS. As he wound up his 45-minute presentation, Sparks fielded several specific questions from his audience. In one response to a question, Sparks stated, Were plowing new ground. WASHINGTON, Jan. 17 (UPI) -- Popular movements prompted major gains in freedom in the Middle East last year, a Freedom House report found.
Freedom House's annual report on the state of global freedom labels 90 countries as "free" in 2012, increasing by three from the previous year, with 16 countries showing positive gains.
But 27 countries' scores declined, marking the seventh year the report has indicated more declines than gains worldwide.
The data also indicated increased dictator persecution of civil society organizations and the media, as well as escalating violence as a result of gains in the Middle East revolutions.
Freedom House said the most striking gains came in Libya, which went from the classification of "not free" to "partly free," marking the country's biggest numerical jump in the report's 40-year history.
Myanmar, formerly Burma, and African countries also saw increases, Freedom House reported, while declines occurred in Kenya, Turkey and Russia, among others.
Freedom House said the number of electoral democracies was the same as in 2011, at 117, with two achieving the status and two dropping from the category.

Which countries have seen the biggest declines in political and civil rights over the last several years? Pro-democracy watchdog Freedom House has the answers in its latest Freedom in the World rankings. Freedom House rates each country on a scale of 0 to 100, with 40 points devoted to political rights and 60 to civil liberties. Four of the five biggest declines in that score over the last five years have come from African nations. Here, the five worst performers:
Bahrain Last year, Kim Kardashian irked human rightsactivists by tweeting "I'm in love with The Kingdom of Bahrain" while visiting the country to promote a franchise called Millions of Milkshakes. Why the anger? The ruling Al Khalifa family has been especially harsh in handing down lengthy prison sentences to opposition activists. Earlier this month, Bahrain's highest court upheld a rulingthatcondemned 20 activists to prison, including eight life sentences. Activists abroad are still trying to free Nabeel Rajab, the head of the Bahrain Centre for Human Rights, who according to the BBC was jailed for encouraging "illegal gatherings."
Guinea-Bissau This West African country moved from the classification "Partly Free" to "Not Free" thanks to what The New York Times called the "cocaine coup,"an uprising by the military that, months before a presidential run-off election, turned the country into perhaps the biggest center for drug trafficking in Africa. Since then, the national legislature has been suspended and opposition parties have been harassed. Amnesty Internationalwarned that the severe beatings of two government critics in October would only add to the "rapid deterioration of the human rights situation in the country and the pervasive climate of fear."
Gambia In August, Gambia President Yahya Jammeh executed nine prisonerswithout warning and declared that his government would kill all of the country's remaining death row inmates by September, setting off a firestorm of criticism from the international community. Jammeh, who gained power in a 1994 coup, later halted the executions amidst growing pressure. Still, the prisoners (many of whom are reportedly political) aren't completely out of the woods. According to Al Jazeera, Jammeh claimed that he would resume the executions if the country experienced an "increase in violent crime."
Madagascar Political and economic instability still plague Madagascar years after former disc jockey Andry Rajoelina led a military-supported coup against then-President Marc Ravalomanana in 2009. According to Freedom House, the country's problems, including "intimidation of journalists, violence in the south, and a rise in human trafficking," have only gotten worse. While Rajoelina's recent announcementthat he was "ready to make a democratic transition" by not running in the May presidential elections is a positive sign, observers fear what might happen if the exiled Ravalomanana tries to rally his supporters.
Mali The most precipitous decline in the history of the Freedom in the World report belongs to Mali. The country started 2012 with a rating of "Free" before a rebellion by ethnic Tauregs set the stage for a military uprising, which led to the overthrow of democratically elected President Amadou Toumani Toure. Soon al-Qaeda-linked rebels claimed the north, causing some African officials to dub the region the "Afghanistan of West Africa."This month, French armed forces entered Mali to stop the march of rebels towards the capital, creating fears of a military quagmire that could have serious repercussions for neighboring countries, Europe, and the United States. The worst-case scenario, according to NPR's Dina Temple-Raston, is that France's intervention attracts terrorists from other countries turning what was a local conflict into a "global terrorism problem."
