Oxford University Press (OUP) and the Evolution, Medicine, and Public Health Foundation are pleased to announce the launch of the open access journal Evolution, Medicine, and Public Health (EMPH).

EMPH publishes original, rigorous applications of evolutionary biology to problems in medicine and public health, and research that advances basic evolutionary biology by studying issues that arise in the medical sciences. Knowledge will flow in both directions, with emphasis on work with the potential to reduce suffering and save lives. Because evolutionary biology is a basic science that reaches across many disciplines, EMPH is open to contributions on a broad range of topics.

Unique Liberty Capability Unveiled By ATK

The company leading development of the Liberty commercial spacecraft says it will be able to offer an expanded crew and cargo capability. The extended cargo configuration will allow the Liberty spacecraft, being developed by ATK, to take full advantage of the launch vehicle lift capacity to transport a pressurized pod (the Liberty Logistics Module or LLM) along with the composite crew module. Based on NASAs 15-foot diameter Multi-Purpose Logistic Module design, the LLM will include a common berthing mechanism and will be capable of transporting up to 5,100 pounds of pressurized cargo. With that capability, the LLM could be used to transport four full-size science racks to the International Space Station along with a team of scientists to perform the associated science.

Libertys expanded service allows us to bring a commercial capability delivering up to seven crew members, 5,000 pounds of pressurized cargo, along with external cargo in a single flight, said Kent Rominger, ATK vice president and program manager for Liberty. This results in tremendous value since all other commercial offerings would need two flights to accomplish what Liberty does in one.

While on the launch pad and during launch, the LLM will be fully protected by a lightweight shroud. Once the launch vehicle is through the earths atmosphere, the shroud is no longer needed and will be jettisoned, maximizing payload capability.

The Liberty team is developing a complete commercial space service to revolutionize access to Earth orbit. The system is built on safety, reliability and market value, all essential to the success of the emerging commercial market and NASA. Blending new composite and electronics technology with the lessons learned in 50 years of human spaceflight produces a unique capability for human space flight. Muhammad Ali named 2012 Liberty Medal recipient

PHILADELPHIA (AP) -- Boxing great Muhammad Ali is the recipient of the 2012 Liberty Medal.

Ali will receive the medal in a ceremony on Sept. 13 in Philadelphia at the National Constitution Center on Independence Mall.

Mayor Michael Nutter and Liberty Medal sponsors made the announcement Thursday.

They say Ali has built a legacy as a ''fighter for religious and civil rights, a conscientious objector who took his battle to the Supreme Court and won, an ambassador for peace and justice worldwide, and a tireless humanitarian and philanthropist.''

The Liberty Medal was first given in 1989. Previous recipients include rock singer and human rights activist Bono, former South African President Nelson Mandela and former President Jimmy Carter. Six winners have subsequently received the Nobel Peace Prize.

Liberty Star Discovers Large Intrusion under Tombstone Caldera, Associated with Mineral Deposits

TUCSON, Ariz.--(BUSINESS WIRE)--

Liberty Star Uranium & Metals Corp. (Liberty Star or the Company) (LBSR: OTCBB) is pleased to announce that the Company has discovered a large intrusion indicated by an aerially extensive low flight level magnetic survey, over and around the Tombstone caldera.

Background: The magnetic data provided to Jim Briscoe (JAB), ca. 1999 by an Australian mining company, was overlooked in a large collection of rolled maps, but was re-discovered during computer scanning of some 400 large rolled maps collected over 40 + years of work on the Tombstone Mining District, and elsewhere. When these maps were scanned, digitized and turned into computer compatible images, this mag data was recognized to be critically important to the current exploration work in the Tombstone caldera. Ca. 1981- 83, JAB compiled and reinterpreted data collected over the preceding 10 + years. His curiosity about inexplicable geologic relationships in the Tombstone area led him to the conclusion that Tombstone was a caldera, and that previous interpretations of the origin of the district were in error. JAB sent his data and conclusions to Dr. Peter Lipmann, US Geological Survey Caldera specialist. Dr. Lipmann, after field work and review of the data, concluded Briscoe was correct and gave him written credit for the recognition. Subsequent work by the United States Geological Survey and others (including JAB) has refined the interpreted aerial extent of the caldera. It is now generally recognized , through study by many geologists in mineral deposits associated with volcanism and calderas that many mineral deposits and particularly porphyry copper deposits, are associated with the roots of calderas., To put it another way, mineral deposits are associated with the tops of intrusive granitic masses (plutons) which cause calderas in the first place. Liberty Star has concentrated much effort on these interpretative studies including contributions of Briscoes work in over 20 calderas -most mineralized. Because of this work, dating back to 1965, we believe that the Pebble Deposit and associated alteration zone, including Liberty Stars adjacent, covered alteration zone( indicated by porphyry copper geochemical signatures and ZTEM electromagnetic geophysics) defines the Big Chunk caldera in southwest Alaska.

Importance: At Tombstone, the large magnetic high revealed by the newly retrieved magnetic map represents the large body of solidified (but previously molten) granite (magma), which is the subsurface continuation of the exposed Schieffelin granodiorite (granite body named for the discoverer of the district, Ed Schieffelin), and other associated intrusives, which fed the explosive caldera and the surface (sub aerial) deposition of the Uncle Sam ignimbrite (welded tuff). The Company has compiled all geologic and mineral occurrence and alteration zones in the district and surrounding area, including virtually all mines and prospects, no matter how small, and superimposed them on the image of the magnetic body. When this was done it is clear that mineral bearing hydrothermal bodies porphyry copper systems and associated precious metal mineralization- are intimately associated with magnetic fluxuations (anomalies) in this magnetic body.

The intrusion covers about 215 square miles and its generalized edges appear to follow the outer edge of the interpreted caldera margins. All known mineralization, represented by prospects and the old Tombstone Consolidated Mines production area adjacent to the Tombstone town site are associated with these fluxuations (anomalies) in this intrusive mass. As yet undiscovered mineral bodies, if they exist, will likely be as well.

One of these anomalies is the magnetic high associated with the Hay Mountain target. Another is associated with the Walnut Creek target. Other anomalies appear to be associated with other confidential targets identified by other criteria. With the application of ZTEM geophysics we believe that ZTEM anomalies associated with porphyry copper alteration zones will be revealed. These, with this new data in hand could number 5 to 7 or more major targets.

Considering the size of the Tombstone caldera and its underlying magma source, (both about 215 square miles), in comparison to known mineral bearing calderas, the Tombstone area warrants much additional work. In terms of size and commercial potential, the Tombstone caldera compares in size to large surrounding Laramide (an age designation about 65 million years ago) calderas and associated mineral zones in the southeastern part of Arizona.

Comments James Briscoe, Liberty Stars CEO and Chief Geologist, I have surmised, for many years, that the Tombstone caldera could be one of the large hosts for porphyry copper zones in southeastern Arizona. We now have an accurate measurement of the calderas size and precise location of the driving granite intrusive (granite pluton). We will work to see if we can confirm additional porphyry copper mineral targets, beyond the targets we already have, using our normal, careful, methodical application of cutting edge geotechnology. Hay Mountain and our other Tombstone holdings reside within or along the edge of this massive intrusion.

Idaho Power joins forces with libertarian group Idaho Freedom Foundation

Idaho Freedom Foundation lands its first old-guard corporate partner: Idahos biggest power company.

It took three years, but the group now has the public support of one of Idahos most venerable and influential institutions.

Its a little surprising, but maybe itll give the Freedom Foundation more clout, said Rep. Steve Thayn, R-Emmett, who is among the sponsors of the foundations 3rd Annual Idaho Freedom Celebration and Banquet in Garden City on July 19.

Thayn said he and his wife, Sherry, paid $500 to be listed as bronze sponsors. Idaho Power is a silver sponsor, and LaMont Keen, the companys president and CEO, and his wife, Vicki, are gold sponsors. The Keens backed last years banquet as individuals, but the compa-ny did not appear on the 2011 sponsor list.

IFF was founded in 2009, but until now Idahos traditional business powers had kept their distance. Republican Gov. Butch Otter wrote a fundraising appeal for the group last year, and GOP Sen. Mike Crapo did the same this year.

Keen did not reply to a request for comment Tuesday. The companys vice president for public affairs, Jeff Malmen, did not return calls Tuesday or Wednesday. Malmen is a former chief of staff to Otter and former GOP Gov. Phil Batt.

Libertarian Party candidate for governor won't be on ballot

The Libertarian Partys candidate for governor wont be on the November general election ballot.

Secretary of State Al Jaeger asked for an attorney generals opinion on the matter on June 25. The opinion was released on Thursday. Libertarian Party candidate Roland Riemers appeared on the June 12 primary ballot without a running mate. Although Riemers had earned enough votes to qualify for the November election, the states constitution requires the governor and lieutenant governor to be elected jointly on the ballot.

The opinion is very thorough in terms of making its conclusion. We needed the confirmation, Jaeger said.

The problem occurred because of incomplete paperwork filed by his Riemers running mate, Richard Ames. Jaeger said one page of Ames paperwork was incomplete when it arrived at the secretary of states office. Ames was unable to complete the paperwork before 4 p.m. on April 13, the deadline before the primary.

With the attorney generals opinion, only the Republican and Democratic-NPL Party tickets for governor will be on the November ballot.

Newspapers report Beijing's vow to defend its sovereignty over the disputed Senkaku Islands, after a Taiwan-led protest near the archipelago was intercepted by Japanese coast guards.

Taipei maintains a claim over the islands in parallel with Beijing. The islands are known as Diaoyutai in Taiwan and Diaoyu in mainland China.

"We have already urged the Japanese side to refrain from taking action that could endanger lives and property, including those of our Taiwanese compatriots," said Liu Weimin, China's Foreign Ministry spokesman, quoted by China Daily and the Beijing Times.

Activists from Taiwan sailed to the islands on Wednesday morning under the escort of five patrol boats from the Taiwan Coast Guard, the Global Times and Guangzhou's Southern Metropolis Daily reported.

Japan's diplomatic representatives in Taipei have lodged a protest with the foreign ministry, reports the Taipei Times.

An editorial in Wen Wei Po - Hong Kong's pro-Beijing newspaper - says Beijing and Taiwan should make a concerted effort to protect their sovereignty over the islands, which are controlled by Japan.

Hong Kong's Ming Pao Daily News and Sing Tao Daily continue coverage of the mass protest in Shifang, saying people were still demanding the release of all detained protesters.

A Global Times bilingual editorial says local authorities should investigate the clash thoroughly and make the findings public.

"The legal responsibility of the six protesters, especially the three in criminal detention, has to be based on facts and be decided by law," it said.

Romney walks health care high wire

STORY HIGHLIGHTS

Washington (CNN) -- As Massachusetts governor, Mitt Romney imposed a penalty on people who could afford health insurance but chose to go without it. As Republican presidential candidate, Romney opposes the federal health care law that does the same thing.

Last week, Romney's top campaign adviser said the federal penalty for refusing to get health coverage was exactly that -- a fine, not a tax. This week, Romney said it is a tax because the Supreme Court opinion he opposes declared it a tax.

Confused? So is the Romney campaign, apparently.

The back-and-forth shows the tightrope Romney must walk on the health care reform issue now that he is the certain Republican presidential nominee.

Rebounding from last week's Supreme Court decision that upheld the constitutionality of President Barack Obama's signature legislative achievement, Republicans seek to galvanize conservative contempt for the measure into a wave of electoral support in November.

They know that the only way to repeal the 2010 health care law is a GOP landslide that wins the White House and both chambers of Congress, so they want to make the act a major campaign issue.

Specifically, Republicans have seized on the high court's 5-4 ruling that the government has the power to enforce the health insurance mandate through its taxing authority. They contend the ruling shows Obama lied to the American public when he repeatedly denied in 2009 that the individual mandate amounted to a tax increase.

However, Romney's support for the same kind of individual mandate -- the requirement that eligible people have health insurance -- during his term as governor in Massachusetts leaves him vulnerable to questions about where he really stands.

Former GOP candidate Rick Santorum focused on that vulnerability during the Republican primary campaign, constantly pointing out that Romney lacked credibility in opposing the 2010 federal law known as Obamacare because of his support for similar reforms in Massachusetts.

To the loud cheers of Democrats and lusty boos of Republicans, the partisan battle over health care reform came to a head last week when the United States Supreme Court upheld the key provisions of the Affordable Care Act (ACA).

The ruling on the ACA, more commonly known by the term Obamacare since this was a major priority of President Barack Obama, was one of the most closely watched Supreme Court verdicts in the last 10 years. And while the court upheld the constitutionality of key parts of the law, including the mandate that people buy health insurance, the battle over the law could now be headed right back to the political arena. Republican presidential candidate Mitt Romney has said he would repeal the law on day one and other Republicans are following suit with their own calls for repeal.

Health care could again become an issue in the upcoming fall Congressional elections, two of which involve town residents.

Mr. Himes famously dedicated his vote in favor of the ACA to the memory of former Greenwich Democratic Town Committee Chairman David Roberson, who was killed in a car accident in 2010 just weeks before the vote on the bill was cast. Mr. Roberson had been without health insurance at the time of his death and Mr. Himes said on the floor of the House of Representatives that a check up could have potentially addressed the heart ailment that caused him to lose control of his car.

In an interview with the Post this week, Mr. Himes acknowledged that this was an emotional vote for him and that he was happy to see it withstand the Supreme Court challenge. He added, though, that emotion was a double edged sword because emotion had also led to the overheated rhetoric around the ACA and the outright lies that it would establish the infamous death panels. He said that the decision by the court was a good one, not for him, but for the millions of Americans like Mr. Roberson who wouldnt have had health insurance but will have it under the ACA.

Its a relief to me that health care reform will save hundreds of thousands of lives and improve services for millions of Americans, Mr. Himes told the Post. This isnt about whether Im relieved about my vote in favor of it but whether this is going to help Americans. [The Supreme Court decision] is a good thing for Americans with a pre-existing condition that will no longer be denied health coverage.

Despite the good news, Mr. Himes, who is facing a re-election campaign this November, said this is no time for complacency and urged people to be vigilant to fight against a potential repeal. Mr. Himes said based on his conversations with constituents health care is an issue, along with others like Iraq and European stability, that are far and away behind the American economy and jobs. He said he wasnt sure if Mr. Obsitnik would bring it up during the campaign.

Ive always been very level-headed about the health care reform, Mr. Himes said. It started us down a very long road toward creating a health care system that will provide affordable coverage to Americans. It is not a perfect bill and I have criticized it when necessary. If my opponent is like Mitt Romney will he say that we need to repeal and replace it without offering any kind of alternative? Mitt Romney has not offered any kind of new plan and I havent heard any other Republicans offering one up either. You dont get to criticize without being able to present an alternative.

Mr. Obsitniks campaign released a statement last Thursday urging the people to take action if they did want the law repealed.
