Xcel Energy Moving Slowly in the Right Direction

Even if it’s partially by force, Xcel Energy is taking a few big steps  into a more realistic  energy future. Unlike some people in government and energy, they are not asking us to adapt to global warming,  but to buy their renewable energy.*    Adaptation to runaway climate change,  or to a 4-6 degree temperature rise is most likely  impossible.

It’s a good thing then that Xcel Energy is moving into a new renewable, cleaner energy future in several states.  In Colorado it’s not completely out of the goodness of their hearts — it’s because Colorado just passed its new clean air and jobs law.   It’s another example of when govenrnment and laws actually work. From Clean Technica:

“Colorado’ s largest utility, Xcel Energy is shutting down 900 MW of coal plants and replacing them with natural gas power plants. This move by just one utility will reduce the entire Colorado coal power fleet by a staggering 30%. What prompted this rather dazzling move?

The Colorado Clean Air – Clean Jobs Act just passed. …  All new (or re-powered) electric power plants may not emit more than 1,100 pounds of carbon dioxide per megawatt-hour, effectively ruling out coal burning (without CCS).”

Carbon capture and storage (CCS) does not yet exist for large commercial coal burning use.  It may never operate as promised and it’s still a big question whether it will ever work adequately or even be remotely affordable.

“All utilities in the state must find a way to achieve the goal. They can replace or re-power coal plants with natural gas or add energy efficiency measures such as combined heat & power, or they can switch to renewable energy sources.  . . . . Natural gas is the easy way out, since the state has the third-largest reserves of natural gas. Although natural gas is a fossil fuel that potentially harms drinking water, its contribution to climate change is only half that of coal.”

Only??  Comparing it to coal isn’t saying much.

Natural gas is a fossil fuel that is finite, like all the others, and it definitely pollutes the air when its processed and burned. Just as bad seems to be the process of hydraulic fracking to get the natural gas out of where it is, often in rock or hard to get at.  This process uses lots of toxic chemicals that are mostly unregulated because the energy companies won’t even reveal exactly what is in their fracking formulas.  Xcel Energy needs to be pushed to use more wind energy which it’s already using to great effect in Minnesota and South Dakota.

Water Test Finds Toxic Substance

A more refined test of the water in the Washington Aqueduct has revealed the presence of perchlorate, a toxic chemical typically found in weapons and explosives, federal officials said yesterday.

The discovery of the chemical in the water supply challenges the prevailing theory of the U.S. Army Corps of Engineers, which has argued that contamination from buried World War I munitions in the Spring Valley neighborhood to the north poses no threat to Dalecarlia Reservoir along MacArthur Avenue NW.

Thomas P. Jacobus, chief of the Washington Aqueduct, said perchlorate in the reservoir measured between 1.2 and 1.8 parts per billion (ppb) and did not pose a health risk. He said he has ordered weekly tests of the water and is recommending that the corps accelerate its search for the source of perchlorate contamination.

"I'm obviously concerned about anything that has to do with drinking water. . . . But there is no cause for alarm," Jacobus said. Read more...

Matt Yglesias points to an OKCupid survey which shows that in the United States there tends to be a rather coherent block of social & economic conservatives within the Republican party, while the Democrats are a coalition between those who emphasize social issues and those who emphasize economic issues. Social liberals are often found in the upper socioeconomic strata and look positively upon globalization and free trade. Economic liberals, in the American sense, are not necessarily social liberals, as is well known in the case of black Americans who tend to support government programs but are more socially moderate-to-conservative. Combined with the consistent pattern of conservatives outnumbering liberals it would naturally lead one to believe that this is a nation where the Right is eternally ascendant.

And it is certainly true that compared to European nations the United States is conservative on many social and economic metrics.* But is the arc of American history toward a conservative or liberal direction? In other words, what is the probability that there would be a blanket ban on abortion in the United States in one generation? What about the maintenance of federal laws which ban recognition of same sex marriages? Which the proportion of national GDP which consists of government spending?

For all the talk about American exceptionalism the arc of history seems to be moving to the Left, broadly speaking. Despite the reality that the American Left seems weaker in numbers and less coherent a movement than the Right, conservatives have been waging a rearguard battle by and large. The macrohistorical trends are simply not born out by the strength of numbers that conservatives have at any given moment. One might infer from this that there are strong sociocultural dynamics and institutional biases which nudge Western liberal democracies in a Left direction, with the rate of change modulated by contemporary political configurations. And yet perhaps we are too Whiggish, human history has been characterized by secular trends being nested within broader cyclical patterns.

* This has been to be qualified, as many European governments have more restrictive abortion rights regimes, and racial nationalist parties gain more traction in most of Europe than they ever would in the United States.

Bluethroat, Inner Farne - comments welcome!
Friday 2nd April Comments:
The start of April heralds the start of the visitor season as Inner Farne is now open to the public. Following yesterdays wash out – bad weather stopped play, we welcomed out first (but not last!) visitor boats of the season. It’s always great to meet and greet people and share the brilliance that is the Farne Islands.

However there was one thing missing today – our breeding birds (they hadn’t read the script). The poor weather of recent days has pushed the majority of our seabirds far out to sea but they’ll be back, but when I’m not sure. This is typical seabird behaviour as they won’t settle until mid-April, but some already have – some Shags are now on four eggs whilst at least five female Mallards are on eggs!

On the migrant front, several Black Redstarts remained whilst Snow Bunting and Wood Pigeon were other noticeable highlights (remember Wood Pigeons are scarce out here!). However the bird of the day – the Bluethroat was re-found. Having been extremely elusive on its first day (Wednesday), the bird wasn’t seen at all yesterday (in poor conditions) and we thought it had gone. However it was rediscovered today but once again, proved very, very elusive (it was hard work). This will go down as one of the most elusive Bluethroat’s ever seen on the Farnes as even seeing the bird in binoculars was difficult, never mind capturing photos. The racial identification and even sexing of the bird is proving topical (it’s tricky!), so any comments would be welcome from Marks photos – good work Mark for capturing these images!

April 3 2010Well I finished my 16 miles. The day was so lovely and promising that I decided to walk outside. My plan was just to walk back and forth in front of my hotel two blocks one direction and then two blocks the other direction but I found a tiny little park with no traffic nearby. So I walked around and around this little park for four hours. The first two hours were great. It fel
