Brazil lower house’s Working Group to propose gambling’s ‘overall release’ in the country – Yogonet International

ccording to Brazil's BNL Data portal, the plan of the working group created by the president of the Lower Chamber is to finalize the text this year and vote on it in plenary in early 2022, reveals a report by Fabio Leite for Cruso, a Brazilian digital magazine.

The group created by the deputy Arthur Lira whose aim is to elaborate a new version of the project baptized as "Regulatory Framework for Gambling in Brazil", will propose the overall release of gambling in the country. A preliminary report by deputy Felipe Carreras includes the opening of bingo halls and slot machines in the package for the legalization of casinos in integrated resorts.

One of the novelties included in the preliminary text is that electronic machines can be exploited not only in casinos and bingo houses but also in jockey clubs, where today only bets on horse races are enabled.

"The idea is to include all the modalities in the project, and then to discuss in plenary what must remain and what can be excluded," said Herculano Passos, a member of the working group.

The project that creates the "Regulatory Framework for Gambling in Brazil" was presented in the Chamber 30 years ago, and was even approved in 2016 in a special commission, but it was stopped due to the resistance of the evangelical bench, which has been historically against the proposal.

Within the Working Group itself, today there are differences between those who defend only the approval of casinos in Las Vegas-style resorts, and those who want the overall legalization, as is the case of deputy Joo Bacelar.

The legalization of gambling gained momentum with the appointment of Senator Ciro Nogueira in the Ministry of the Civil House. The minister is the author of a bill in the Senate to authorize gambling, which was shelved at the beginning of the government of Jair Bolsonaro, and which is being debated between the lobby in favor and the lobby against it, driven by the groups in favor of gambling and the evangelicals.

Lira is also a strong supporter of the legalization of gambling in the country. Supporters of the idea have used the main argument to try to overcome resistance, the possible increase in tax revenues and the supply of jobs, at a time when the Brazilian economy seeks to stimulate new investment.
