The collapse of a narco-state could bring misery to Afghanistan, and to Iowa – Iowa City Press-Citizen

The Taliban, who murder girls for attending school, have in recent days captured a score of cities in Afghanistan, including provincial capitals such as Kunduz, Taleqanand Sheberghan.
Some cities were taken with only token resistance from Afghan government troops; in other places troops surrendered or deserted without a fight.Although this probably doesnt spell the immediate end of the U.S.-supported Afghan government, it certainly looks like the beginning of the end.
After 20 years of direct U.S. support including the deaths of 2,373 American servicemembers and the wounding of another 20,320 the Afghan government has failed to build the legitimacy and domestic support necessary to survive.How did this happen?
The multifaceted answer includes one very salient fact:Afghanistan is the worlds premier narco-state, and its government is one of the most corrupt in the world (12th most corrupt to be exact).Afghanistans economy is based on drugs.
It produces about 90% of the worlds opium, the raw material for heroin, and produces huge amounts of methamphetamines using mountain-grown ephedra plants.Afghanistans drug industry comprises between 40%and 50% of the countrys GNP and generates billions of dollars to fund the Taliban and corrupt government officials.
The Taliban provide protection to opium poppy farmers for a fee, collect taxes on production, and charge tolls on trafficking routes.Drug money, along with funding from Pakistan (the Talibans ruling council regularly meets in the Pakistani city of Quetta), has kept the Taliban fighters fed and armed for two decades.
When the Taliban ruled Afghanistan, they became anti-poppy.In 2001, opium production was near zero, as the Taliban government did not eradicate opium poppies, it eradicated opium poppy farmers.
After the American invasion and the establishment of the Karzai government, opium poppies sprouted across the country.The United States began to press Kabul to reduce opium production by crop substitution, demand reductionand the eradication of poppy fields.
With President Karzais home region and even his brother up to their eyeballs in the narcotics trade, the effort was half-hearted.The subsequent Ghani administration is perhaps even more corrupt.
I was once in charge of the State Departments counternarcotics programs in Afghanistan and Pakistan.Using Polaris ATVs dragging iron bars through poppy fields, the special Afghan poppy eradication force made substantial headway in 2007 opium production fell for the next two years as poppy fields faced the threat of eradication.
The Barack Obama administration in 2009 downplayed counternarcotics, hoping (incorrectly, it seems) that the drug problem could be addressed once the war was won.But with drugs funding the Taliban and corrupting the Afghan government, the war couldnt be won.
In a 2012 survey of Afghans, corruption was revealed to be the second-largest concern, after insecurity.Afghan officials take kickbacks, steal money intended for development projectsand brazenly solicit bribes.High government officials buy their way into senior posts senior customs positions in Jalalabad were the most expensive to buy, given the lucrative narcotics and regular trade passing through that city to the Khyber Pass and Pakistan.
American air power and dollars may very well prolong the lifespan of the Ghani administration, but it seems unlikely that it can somehow garner the legitimacy and support to survive.After all, the communist dictator Najibullah lasted three years after Soviet forces pulled out in 1989.
It was only after the cut-off of Soviet funding that he sought political asylum with the United Nationsin Kabul.When the Taliban took Kabul in 1996, they seized Najibullah, who was tortured to death, castrated, dragged through the streets, and had his body hung from a light post.
We should be very concerned for Afghan girls and women, reporters, teachers, those who work at the American embassy, musicians, democrats, businesspeople, and ethnic and religious minorities.We should also be very concerned about Iowans susceptible to opioid addiction in 2020, 212 Iowans died of opioid overdoses.
While the Taliban probably wont take over the whole of Afghanistan this month, the country could very easily fall into a multi-sided civil war featuring warlords and drug lords battling the Taliban and each other as central administration crumbles.The countryside could blossom with pretty pink and white poppies spelling death and misery in Afghanistan, and in Iowa.

Duterte Vs the International Criminal Court The Diplomat – The Diplomat

Theyll never take me alive, declared Philippine President Rodrigo Duterte in early August, responding to the possibility of being brought to the International Criminal Court (ICC) to face allegations of human rights atrocities under his regime.
The ICC announced in December 2020, through a report from ICC Prosecutor Fatou Bensouda, that there was evidence of crimes against humanity in the Philippines. Bensoudas report points to the war on drugs launched by the Duterte administration at the start of his term in 2016. She stepped down in June this year, parting by saying that she had preserved evidence for her successor in anticipation of a full-blown investigation of extrajudicial killings in the Philippines.
The Philippine National Police estimate that there have been around 8,000 victims of the drug war; however civil society groups tally the casualties at around 30,000.
Talk of Duterte possibly being indicted by the ICC has heated up since then, with the president even daring the court during his State of the Nation address in July to record all his threats against his enemies. However, the chances of Duterte actually being sent to jail despite an admission of ordering the extrajudicial killings and masterminding the whole devastating approach to illegal narcotics is not so straightforward.
In March 2018, the Philippines officially notified the ICC of its intent to withdraw from the organization and has subsequently barred anyone from the court from directly interfering in domestic affairs. Moreover, Duterte holds dominion over most of the Philippine government, including a wealth of allies in Congress. How will the ICC proceed, then, when an investigation looks increasingly likely? Will human rights workers and lawyers in the Philippines play a part in all of this? What would it take to put Duterte behind bars?

Catching a Criminal
National human rights group Karapatan was one of the advocacy organizations that worked with the victims of the drug war in filing a complaint before the ICC. Cristina Palabay, the groups secretary general, hopes for the best case scenario, wherein a formal investigation takes place sooner rather than later. She stresses that even at this point, the political pressure created by the ICCs involvement is a huge step in isolating and exposing abusers like Duterte. She told The Diplomat that the engagement in the ICC process by victims and their kin sends a strong message that perpetrators of such crimes against humanity in the Philippines should not only be held accountable the crimes they committed should never be repeated.

Attorney Ephraim Cortez of the National Union of Peoples Lawyers or NUPL, another group that aided in the crafting of the complaint, explained that this development pierces the armor of invincibility and shows their vulnerability. Legally, the request of the Prosecutor bolsters the claim of the victims that crimes against humanity and similar crimes have been committed and that their relatives were among the victims of these atrocities. The request for an investigation will usher in the beginning of the formal investigation, which may later on lead to the issuance of a summons, and even a warrant of arrest, against Duterte and those names listed in the report of the Prosecutor.
Beyond political posturing, however, Presidential Spokesman Harry Roque downplayed an impending investigation. He said that the ICC will have difficulty gathering evidence. The institution has been barred from the country and the state refuses to cooperate in any capacity.
Attorney and former congressman Neri Colmenares is an expert on international human rights law. He has also been a consistent figure in the opposition against the Duterte government and its many attempts to revise the constitution. He explained to The Diplomat that because an investigation is likely on its way, the prosecutor will have to come to the Philippines and investigate these allegations. But because this will not be allowed by the state, there are other options.
They can communicate digitally and in some cases, a third-party country can be used as a point to meet up, he said. Another possibility is a pre-indictment warrant when evidence is so overwhelmingly undeniable. It is possible under certain rules of the ICC to issue a pre-indictment warrant, in some special circumstances. An indictment comes after an investigation. But for example, if alleged crimes continue, the accused can be taken into custody. It can also be issued to stop the destruction of evidence.
Last month, the Supreme Court in the Philippines clarified that despite the country withdrawing from the ICCs Rome Statue, effective in March 2019, all crimes perpetrated before that date were eligible to be investigated. The ruling came as a blow to the regime, which is losing allies in its bid to defend itself from pressure among the international community. It is a strong indication that at least one branch of government decided to uphold international human rights norms against the executive branch, which has thoroughly eroded whatever vestige of democracy and freedoms that we had, commented Palabay.
But even if a warrant is issued for Dutertes arrest, who will bring him to justice? What body can drag him to jail? The ICC has no peacekeeping force of its own and relies on the law enforcement of its member states, of which the Philippines is no longer one. The ICC may not recognize immunity for heads of state, but the practical matter of putting the cuffs on Duterte should he be indicted remains.
Colmenares said, If he travels to a country willing to execute the warrant then he can be arrested. Hell be safe in China, for example; it depends on the willingness of the country presuming that a warrant is issued. He added that even states that are not members of the ICC can cooperate in executing an arrest order.
Another possibility hinges on a wholly political scenario, essentially requiring the engagement of the nation. The ICC decision comes crucially at a time when Dutertes term as head of state is concluding. Presidential elections are set for May 2022.

Incumbent on a Nation
Duterte is looking to run for vice president in tandem with either his daughter, Sara, or Senator and closest ally Christopher Bong Go vying for the top spot on the administrations electoral ticket. While the immunity held by heads of state does not matter in the eyes of the ICC, a win for Duterte and his camp in various positions besides the executive can ensure the Philippines non-cooperation with the ICC for the foreseeable future.
The danger here is Duterte will try to use everything, all the goons, guns, and gold, to win. On the other hand, it will also signal weakness on his part. His alliance [with] many politicians relies on the strength he exudes, which will be seriously debilitated, noted Colmenares. Colmenares argued that Dutertes political strength has already been undermined and damaged by the ICC. Moreover, at 76, the presidents health has been called into question, although his staff insists that he is very fit.
Depending on the overall result of the elections, there could be a tug-of-war between political factions in the event that the ICC produces a warrant. There will be those wanting to bring Duterte to justice and those shielding him from prosecution and incarceration. But the uncertainty of it all already damages his electoral hopes, said Colmenares. In that sense, he commented that an indictment will contribute to Duterte becoming a lame duck. And why vote for someone who may not last?
Besides, Cortez of the NUPL noted, that there are avenues to be explored besides the ICC.The victims can seek accountability through impeachment. Other than that and the ICC, the other remedies are more political, meaning through actions that will expose and isolate Duterte politically.
The situation is stacked in a particular sequence, so that any chance of convicting and punishing Duterte for his crimes also requires denying him and his cohorts another shot at ruling.

Abusive "Rehab" and Other Harms of Sri Lanka’s Militarized Drug War The government’s campaign against the – Filter

In Sri Lanka, 2 grams of heroin can get you the death penalty. People incarcerated on drug charges are regularly beaten and abused. The handful of rehab programs are mandatory, abstinence-only, and come with limited post-release support.
The countrys approach to drug policy is an excessively punitive approach, with abuses by law enforcement officers, and the Ministry of Defense taking the lead in drug control and treatment, Ambika Satkunanathan, the author of a new report from Harm Reduction International on drug control in Sri Lanka, told Filter. Theres not enough community-based treatment; no emphasis on the importance of the rehabilitation being voluntary rather than compulsory, and limited post-release support.
The report, released on August 4, is the first independent study on drug control and detention in Sri Lanka utlizing a human rights framework. Satkunanathan served as a commissioner on Sri Lankas independent Human Rights Commission from 2015-2020.
Sri Lanka is fighting its drug war using military power, exacerbating its harsh punishments and arbitrary detentions. President Gotabaya Rajapaska campaigned on a promise to eradicate the drug menace.
The notion of justice is so narrow and not rights-based.
The country has taken a notably punitive approach to drugs since at least 2009, but Rajapaska has accelerated this since taking office in 2019creating a task force comprising police and military personnel, which takes necessary measures for prevention from drug menace and moving the countrys National Dangerous Drugs Control Board (NDDCB), the national drug control and monitoring authority, under the authority of the Ministry of Defense.
This militarized approach has done nothing to lower rates of drug selling or use, and much to increase human rights abuses. Nearly 60 percent of the countrys approximately 30,000 prisoners are incarcerated on drug-related charges, in facilities that should only hold around 12,000 people. Recorded drug-law violations rose to 16,000 in 2019an increase of nearly 250 percent increase since 2015.
The government takes a very dehumanized, punitive approach to crime, Satkunanathan said. The notion of justice is so narrow and not rights-based.
Sri Lankas drug laws are in some ways contradictory, the report notes, undermining transparency and putting inordinate power in the hands of police and judges. If police claim someone is using drugseven in the absence of any evidencethey can detain that person for drug testing and bring them before a judge, who in turn can mandate them into rehab.
The countrys rehab facilities, like its jails, are rife with human rights violations. Interviews with lawyers and detainees highlight experiences of torture, mistreatment, beatings, alongside inadequate facilities and lack of medication, the report details. There is no non-abstinence-based care, and police often continue to harass detainees after their release.
The United Nations Office of Drug Control (UNODC) provides support to the NDDCB, including providing building materials and helping break ground at a new rehab facility in the country in 2020. With those programs remaining mandatory and their treatments not evidence-based, Harm Reduction Internationals report cautions that the UNODC should be mindful it does not become complicit in rights violation, albeit unwittingly, when providing technical and financial assistance.

NASA Wants YOU! to Help Prepare Humankind for Mars – HowStuffWorks

As NASA prepares for the next era in human space exploration, it's looking for a few good folks to help study the impact of long-term missions on Mars. The U.S. space agency announced last week that it was seeking applicants for the upcoming Crew Health and Performance Exploration Analog (CHAPEA) missions that will take place at the Johnson Space Center in Houston, Texas. Each of the year-long missions will have four crew members who work in an isolated module, meant to simulate an early Mars colony base.
For the CHAPEA mission, each four-member crew will spend their year in a 1,700-square-foot (158-square-meter) module which will be 3D printed by ICON. The crew will face simulations of the "normal" challenges of human space exploration resource limitations, equipment failure, communications issues and other environmental stressors.
Crew members may also be asked to go on spacewalks (or rather, simulated Mars walks), conduct scientific research, use VR and robotics to complete tasks and participate in regular Earth-to-Mars communications with the expected roughly 20-minute delay between the two planets. And you thought those slight audio delays on video calls this past year were bad!
This is not the first earthly mission NASA has run to try and prepare humankind for Mars. Historically, NASA has been studying the human experience of isolation in simulated off-world missions to better understand how to select strong candidates and support them through the long-duration missions needed to explore Mars. These include the Hawai'i Space Exploration Analog and Simulation (HI-SEAS) mission, which has sent five multi-member crews to the desolate slopes of Mauna Loa on the Big Island for anywhere between four and 12 months. Through these simulations, NASA has gained valuable data on the psychological and physical effects of isolation, close quarters and limited social connections. CHAPEA is the next step in this ongoing research effort.
To be eligible for the CHAPEA missions, NASA has the following requirements: You must be a U.S. citizen or permanent resident, healthy, between 30 and 55 years old, proficient in English and "motivated." This last criteria is specifically called out several times in NASA's announcement, though it's not understood specifically how motivation may play into crew selection or the mission itself.
Additionally, candidates need to hold a master's degree in a STEM field such as engineering, mathematics or biological, physical or computer science with at least two years of professional STEM experience, or a minimum of one thousand hours piloting an aircraft. Candidates who have completed two years of work toward a doctoral program in STEM, or completed a medical degree or a test pilot program, will also be considered. Additionally, applicants who have completed military officer training or a Bachelor of Science in a STEM field with four years of professional experience may be considered.

The Bethany-Fenwick Area Chamber of Commerce hosted the 2021 Lifeguard Awards on Tuesday, Aug. 10, recognizing the men and women who guarded area beaches this summer season.
The compassion, professionalism and work ethic that these guards and their captains exude play a major role in the success of the tourism industry in the Quiet Resorts, said Chamber Marketing & Communications Manager Matthew Marsilii. This areas safe and family-friendly beaches are what bring many visitors back year after year.
Describing the event as a small token of our appreciation, Marsilii said the Chamber had joined with the Big Chill Beach Club and other Chamber members to throw a celebration for the seven local beach patrols. Guests were able to enjoy food from La Vida Hospitality, music by DJ Hook and an award presentation honoring the Lifeguard of the Year for each patrol.
As chosen by the patrol captains, the 2021 Lifeguards of the Year were: Katie Bole, Bethany Beach Patrol; Eric Lutz, Delaware Seashore State Park Beach Patrol; Caroline Robertazzi, Fenwick Island Beach Patrol; Mitch McGee, Middlesex Beach Patrol; Tessa Elling, North Bethany Beach Patrol; Megan Perdue, Sea Colony Beach Patrol; and Sean McClory, South Bethany Beach Patrol.
In addition to recognizing the 2021 Lifeguards of the Year, the Chamber also recognized those who were nominated for the award in 2020 and were unable to celebrate due to event restrictions.
As chosen by the patrol captains, the 2020 Lifeguards of the Year were: Justin Kidwell and Ryan Smith, Bethany Beach Patrol; Tyler Noel, North Bethany Beach Patrol; Cooper Shawver, Middlesex Beach Patrol; James Shiels, Fenwick Island Beach Patrol; Ben Little, Sea Colony Beach Patrol; and Mike OReilly, South Bethany Beach Patrol.
This years event also recognized the 29 guards from these patrols who competed and placed second in the USLA Nationals lifeguard competition, representing Sussex County. The Chamber gave $1,500 to assist in sponsoring qualifying guards for the 2021 USLA Nationals in South Padre Island, Texas.

Glitchpunk offers a cyberpunk take on both Grand Theft Auto and early access instability – NME

When I first heard the name of this new game, Glitchpunk, it brought back memories of last December. What word could better sum up my experience with the PS4 version of Cyberpunk 2077? I had flashbacks of a Night City visibly constructing itself around me as I toured its streets, of vanishing NPCs, misbehaving menu screens, and a plague of dildos. Now that was glitchpunk, where the game itself feels like its been corrupted.
Indeed, when I recently played The Ascent, I had started to wonder if glitchy cyberpunk was becoming some accidental ironic sub-genre. Sure, the sins of The Ascent arent as extreme as the console nightmare of 2077, but they are disruptive the joy of following a mission marker across the map to a low-level side job, only to reach a door that wont unlock until youve completed a string of higher-level main missions; AI that gets bored and runs back to its starting position in the middle of a firefight a short circuit in the machine.
Of course, such issues arent unique to cyberpunk games, but they take on extra significance in these instances because technological performance is such a big theme of the genre. Tech in cyberpunk is the thing that creates the social environment and controls everything. Also, the thing to be hacked and subverted in order to resist domination, to be punk. In this way, 2077 and The Ascent are like a sort of meta-cyberpunk, where internal techno-rebellion leaves their metropolises constantly on the fritz, at least until a string of patches correct the errors. Theres texture in their rough edges, and whats more cyberpunk than broken cities, disobedient computers, and the random injustice of glitches in the system?

Which brings me to Glitchpunk itself, a new open-world, dystopian, sci-fi action game from Polish indie studio Dark Lord and publisher Daedalic Entertainment. Like 2077 and The Ascent, Glitchpunk isnt as polished as it might be, although in this case for good reason its only just been released in early access, and has a long way to evolve before it reaches its 1.0 form.
Until then, its hoping to attract interest with a clear pitch cyberpunk meets Grand Theft Auto. Not Grand Theft Auto as weve come to know it this century, however, but the original top-down, 2D, 1990s GTA and its sequel. Glitchpunk aims for that old immediacy, as your tiny android character muscles their way around compact city streets shooting gangsters, civilians, and cops, or hijacks vehicles and mows them down instead. Theres nothing subtle about Glitchpunks inspiration either everything from mission structures to the games wanted ratings when you get rumbled by the popo are virtually copy-pasted from Rockstars classic.
Perhaps a grand theft itself of sorts then, but in a way, thats a good thing. Playing the preview code, Ive found it refreshing to return to a stripped-down GTA-style experience, particularly since the real series has grown so bloated and self-important since those days. The wanton nihilistic violence of GTA fits neatly into the cyberpunk mould as well, as you complete hits, knock down bystanders accidentally on purpose and try to outrun increasingly rabid pursuits.

Also, there are some promising developments in the formula. Road layouts are more intricate in Glitchpunk, with more verticality and side passages to escape into. You can acquire plug-in modules that let you hack into machines or even people, for instance sending a hapless pedestrian or mobster into a killing frenzy. And your relationships with the citys rival factions at this stage, a cult-like religious organisation, a punk gang, and an android liberation movement sweeten or sour as you complete missions or cause havoc in their territory, making some parts of the map more hostile to your presence.
Im interested to see how this narrative aspect develops, in particular, but honestly, I havent got very far yet because, as things stand, progress in Glitchpunk can be quite gruelling. A few expected bugs and performance issues aside, AI behaviour is a little too unpredictable, the all-important mini-map too vague, and some of the mission requirements too exacting for inexact vehicle controls (especially as theres no pad support in place yet). The tiniest mistake can lead to mission failures, and when some objectives have tight time limits, frustrations soon build.
Another concern I have is the muted tone of Glitchpunk, at least in the first city, New Balta, the only one of a planned four currently available. Its all rather dingy, sparse, and low energy, bathed in a dark green light, with neon billboards and signs reduced to slivers in the birds-eye view. This has practical consequences because it makes the tiny pedestrians and even the deadly river hard to pick out at speed a real contrast against GTAs clear colour scheme. But Im also not sure how a morose and edgy vibe fits with an open-world design that lends itself to reckless joyriding and cackling, murderous rampage. It feels like Glitchpunk sort of wants to be serious, like with some disturbing plot points introduced by your mission handlers, and sort of not, like with its inane radio chatter, and hasnt found its voice yet.
Again, this is early access, so all kinds of changes are possible. And even at this stage, anyone looking for that old-school GTA hit should take an interest in Glitchpunks progress. Plus theres that other reason to jump aboard right now thats right, the meta-cyberpunk experience. Because its early access, Glitchpunk takes you into a cyberpunk adventure thats not just about atmosphere or cyber-implants or grim stories. It embodies the sense of a brutal world thats constantly bugging out, that you have to battle against, looking for ways to exploit the machine to win. Glitchpunk may well polish its cyberpunk stylings and become a better game, then, but will never live up to its name as much as it does now.

Cyberpunk 2077: the state of play for PS5 and Xbox Series consoles – Eurogamer.net

The recent release of Cyberpunk 2077's 1.23 update saw genuine improvements on PlayStation 4 consoles - enough for Sony to reinstate the game to the PlayStation Store. I covered its successes in depth a while back, but in the process, also took the time to study every other console version on this update. The blunt truth? Patch 1.23 doesn't significantly turn around the fortunes for base Xbox One or Xbox One X's frame-rate. With the next-gen machines though, there is a bit more of a story. Based on CD Projekt Red's new roadmap, this update promises to be the last major revision before an actual 'next-gen' version of Cyberpunk arrives. The simple question remains: what's the state of the game right now on PlayStation 5 and Xbox Series consoles?
Before focusing on the state of play for Xbox Series X and PlayStation 5 - which are essentially last-gen codebases running with strategic enhancements on the latest consoles - it's worth discussing Xbox Series S, which continues to deliver a good experience for a machine at its price-point. It's true, there is no 60fps mode and while 1440p is the maximum resolution target, it spends more of the time at a native 1080p instead. Of all the console releases though, this delivers one of the tighter locks at 30fps and retains stability even in our alley shoot-out stress test - traditionally a problem for the last-gen machines. It may not be perfect, but in terms of overall stability it boasts a better lock to 30fps than the Series X equivalent quality mode, and it retains its bigger brother's higher NPC count. With patch 1.23, Series S is in great shape.

Moving on to PlayStation 5 and Xbox Series X, where frame-rate is unlocked to 60fps by default, it's time to re-ask key questions after so many updates. What's the best way to play on console today? Is it still PS5 with the smoother overall frame-rate? Are there visual advantages on the Xbox Series consoles? And how do loading times stack up between all the ways to play?
Of course, Xbox Series X has a unique graphics mode toggle missing on PS5. You get one mode for quality - a 30fps option that prioritises a higher resolution ranging between lowest 1512p, and 1728p highest. And then there's Series X's performance mode, which guns for 60fps, but drops that resolution range to between 1080p and 1296p. Again no change. So it goes on PS5 as well; which still pushes between 972p at its lowest and 1200p at the top end. Focusing just on the 60fps mode compared to PS5, visually speaking Series X has a slight edge in pixel output, though there's not much to tell the difference between them owing to the heavy post-processing and temporal anti-aliasing. The biggest advantage remains somewhere else - the NPC count.
Night City was always advertised as a bustling metropolis, teeming with life around the inner city - the Chinatown area, the markets, the red light districts. On PC it delivers this bustle to great effect, but on PS5 right now, it's a very different looking game with very few inhabitants in the city. Even judged by eye in-side-by-side shots, the Series X in its 60fps performance mode fills Night City's roads with more life. Meanwhile, that NPC count only rises further on Series X when you move to its 30fps quality mode. There's more to Xbox's quality mode, including better ambient occlusion - but the higher NPC count is easily the most striking difference possible between the two machines - so add this to the wishlist for the true, dedicated PS5 release when we get it. Sadly, being anchored to PS4 Pro settings in its current state is only holding PS5 back.
Our last look at the PlayStation 4 rendition of Cyberpunk 2077 saw genuine improvement for last-gen PlayStation consoles - and the PS4 Pro remains the best version of the lot.
All of this has an impact on performance inevitably. PS5 remains the front-runner, delivering the most consistent 60fps experience on any console. That's not to say it doesn't have it's rocky moments, but by and large, it's the one to go for with 60fps in mind. Battles can drop into the 50s at points and even after so many patches, there are a few drops while driving too, but nothing that really distracts. Meanwhile, the reality is that Xbox Series X's performance mode is well off the pace, with PS5 sticking to 60fps in places where Series X drops aggressively under - the game's Street Kid tutorial shootout being an on-point example. Again, if we have a next-gen version wish list, this would be the next addition. Xbox Series X's performance mode must be locked, and optimised for a consistent 60fps, without having to rely on a VRR display to smooth out the performance issues.
So if Series X's 60fps mode is a little disappointing, what's the score with its 30fps quality mode? You get higher resolution, improved visual settings and an even better NPC count - and the 30fps cap is mostly solid too. We're short of perfection here too; attacking all the usual stress points, we still get drops well into the mid 20s - as our video above demonstrates. But on the whole, this remains the best way to play on consoles for visual purists. Those after the best take on Night City, where CDPR makes good on its promise of atmosphere, bustling streets, higher AO settings, and a respectable resolution, should definitely check out quality mode on Series X. Patch 1.23 doesn't solve the drops under, but perhaps the proper next-gen release can deliver a tighter lock here too.
Cyberpunk 2077 on PC with all ray tracing features enabled is an absolute showcase - here's what RT brings to the table.
A final point here on loading time differences. Loading a save file just outside the Ripperdoc on all consoles, the first surprise is Series X in performance mode completes first at just over 12 seconds, then we see Series X's quality mode load in next at 17 seconds, within split-seconds of Series S doing the same. Series S' NPC counts have a lot in common with the Series X's quality mode, which makes sense of the similar 17 second wait. Last up is PS5 with a lengthy 49 second loading screen. PS5 is consistently behind in this regard, and remains a nuisance for reloading your last checkpoint after death too. What's clear right now is that running a PS4 app isn't doing it any favours, and the system's high-speed SSD isn't getting the results we'd expect, especially compared to the Xbox side.
Based on CD Projekt Red's roadmap, patch 1.23 is the last major revision of the game before we get the proper 'next-gen' upgrade, penned in roughly for the second half of 2021. Without a doubt, further optimisations are needed across the board - especially on the last-gen Xbox platforms, but stability aside, Cyberpunk's visuals and performance have remained relatively static on the new wave of consoles since launch.
As things stand, there's a lot that needs changing with Series X and PS5 versions, just for different reasons. The more consistent 60fps delivery on PS5 is a strong point, but the loading times and low NPC counts are noticeable drawbacks. Meanwhile, with Series X, CDPR clearly needs to tighten up performance. Beyond that, I'm intrigued to see how CDPR will use the capabilities of the new consoles in a newly revised quality mode. Remember that the current version is running in compatibility mode, meaning no access to RDNA 2's enhanced efficiency or new hardware features, such as ray tracing acceleration. With the benefits of extra time, there's an opportunity here for a more solid, less buggy, more attractive game for the new wave of consoles - and I'm looking forward to seeing what CDPR will come up with.

The Ascent Thoughtlessly Regurgitates the Cyberpunk Aesthetic – Paste Magazine

As your cyberpunk operative moves through the planet Veles, the camera cuts away from them. It lingers on aliens and humans milling about at a bar or loitering in squalor. The standard isometric camera shifts to a profile view or expands to show the layered scale of its planetary city. The Ascent clearly wants the player to feel embodied, to feel like a small part of a larger community. Veles is dense, drenched in neon, hundreds of people hover in almost every area. It feels material as hundreds of wires string themselves on the street, snaking down to the power plants below the city. This is all surface shimmer. The deeper you go into Veles, the more districts you find, the more it feels like a hollow world. The Ascent is undeniably shaped by nearly every piece of cyberpunk media from years past. However, there is little reflection in the way it pulls neon and metal from its ancestors. It would be inaccurate and reductive to say that The Ascent does nothing with its plethora of sci-fi influences. What it does, though, is pretty damn boring.
To its credit, The Ascent doesnt waste a lot of time. The opening cutscene zooms into The Ascent Group arcology, a miniature city within the massive planetary metropolis. Stacked white text reveals that you are an indentured servant, an indent, owned by a corporation, The Ascent Group, in exchange for transport to Veles. Then you leap right into the muck, restoring plumbing to your section of the city. However, the complete collapse of The Ascent Group interrupts your routine and youll have to dive into every part of the city to rebuild a life. Right away, the game gets convoluted with proper nouns and codex entries. You get notifications for every new location, character, or enemy. Luckily its all pretty snappy and the broad strokes are familiar. You are an exploited worker, caught between vast corporate forces, making your way through the only way you know how, through the barrel of a gun.
The thing is, all that immediate world building is simply backdrop for a rote twin-stick shooter. Though your Indent can gain augmentations and skill points and tacticals all of it has everything to do with shooting. The combat never really feels expressive, but it does feel like it can be optimized. Skill points upgrade critical hit chance or let you dodge slightly faster. The only ability outside of shooting is hacking, which is paper thin, the vestigial limb of what cyberpunk games should be. Though the game gestures at themes of labor and spends a lot of time establishing setting, it is all in service of simple shooter power fantasy. Its not alone. Open world games from Assassins Creed to Watch Dogs glory in this kind of optimization. These are games not really about exploration or freedom, but about mastering a specific kind of play and conquering the world. The Ascents lively setting and large crowds are not enough to distract from the fact that it is an extremely normal videogame.
However, normal videogames are about labor by default. Though your indent is an extreme example of exploitation, playing The Ascent is an exercise in being an idealized subject of liberal capitalism. You quite literally ascend through the dynamics of class, elevating yourself above poverty through your own power and efficiency. In a sense, videogames can serve as an alleviation of capitalisms harshness. Enough hard work will get you in a better place and allow you financial freedom. The Ascent undoubtedly is just another example of this. However, it gains a darkly funny edge in context. You, and those you kill, are all just workers. Your ascension comes with the death of thousands of others. Despite its issues, it would be silly to say that The Ascent doesnt do anything with its aesthetics.
Still, this gesture at meaning is just that, a gesture. When the game doesnt allow any interaction with its world except the violent and economic, its hard wires become paper thin panoramas. It extremely does not help that The Ascent wholeheartedly imports orientalist aesthetics without reflection. On this alien world, East Asian writing is everywhere, cherry blossoms dot the balconies of the ultra rich, and katana wielding mercs obsessed with honor guard pagoda palaces. It is nothing but flavoring to make a sci-fi setting more exotic and to align it with the genres old guard. Tying an exploitative society directly to stereotypically Asian aesthetics is racist, and there has been plenty of criticism, popular and otherwise, that has pointed this out. There is no reason for any game in 2021, even a smallish one from a Swedish team, to be so orientalist.
That thoughtlessness is reflective of the game as a whole. It discusses labor and capitalism without bite, regurgitates cyberpunk without reflection, and offers only a thinly satisfying shooter at its core. Its easy to see how this game has become a small hit. It looks good at first glance and is likely significantly more fun with friends. Still, every thrill that The Ascent offers, you can find somewhere else with more honesty and more heart.

It all started with my desire to refresh some of the futuristic clothing brands I have in my wardrobe.
But, to my surprise, most online cyberpunk clothing shops stock goth, steampunk, rave, and industrial styles.
To me, these alternative styles have little or no connection to the cyberpunk attitude and cyberpunk clothing look.
Without further ado, get ready to discover the best cyberpunk clothing styles and brands for females, males, and even kids.
The origin of the cyberpunk movement is rooted in the science (and fiction) innovations and developments of the 60s and 70s.
Born at the dawn of a new digital world, the cyberpunk movement is set in urban landscapes and big city lights.
The internet introduced a dystopian vibe to the overall cyberpunk culture, which translated into fashion as well.
For example, the early days of the internet placed the cyberpunks into a cyber-goth kind of scene.
Wearing minimalist fashion (monochrome clothing), boots and nails painted black, most of them were earning money from hacking.
The Matrix and Total Recall movies did a great job at introducing the cyber-goth culture to the masses.
Yet, it failed to unveil the actual cyberpunk fashion trends of those times.
As such, the idea of what cyberpunk fashion is remains distorted by a failure to understand the cyberpunk ethos or where it comes from.
Above culture, clothing, and genre, cyberpunk is a lifestyle that blends a combination of low-key-living with a deep understanding of social fabric backdoors and full access to high-tech gadgets.
The cyberpunk lifestyle depicts humans living in an urban dystopian future of highly advanced developments in science and technology.
As a culture with a different attitude towards the future, the types of clothing and costumes cyberpunks wear must reflect that sub-genre of science fiction.
While theres no perfect cyberpunk style, most followers draw inspiration from the cybergoth scene with black clothing, black nails, and dark hair.
And more recently, theres a lot of cyberpunk fashion inspiration drawn from the Cyberpunk 2077 game that covers brought back some legendary clothing items.
However, as the fashion industry catches up with the cyberpunk movement, new designers and their trendy statement pieces continue to appear.
Above all, remember these three essential rules when shopping for cyberpunk clothing:
Dont be afraid to mix it up with darker range colors such as dark greys, shades of brown, dirty white.
And, no matter what, avoid pink, green, yellow, and any fluorescent colors.
While theres a temporal connection, the year 2000 styles have nothing to do with cyberpunk clothing, so stay away from anything Y2K.

Schnittmuskels unique garments evoke an alternative world that has forgotten what once happened or what destroyed it.
A clothing label for those seeking to express a dark, existence-threatening world, but never without hope.
Moreover, the brand is no longer using materials of animal origin but vegan leather instead.
As unexpected as this might be, Y-3 by Adidas has some excellent cyberpunk clothing with a moder touch of Japanese culture.

Again, the prices of hoodies and jackets are pretty high compared to other cyberpunk brands, but all worthwhile without a doubt.
Advertised as clothing to resist into the dystopian society, Siskatank is a brand run by a designer with the same name.
Siska hand-makes the clothes, from pattern to assembly, hence the very high prices.
This name was inspired by Tank Girl of Jamie Hewlett, one of the designers favorite comics.
Ive found Siskas clothes to embrace sci-fi and underground cultures, industrial decay, post-apocalyptic worlds, H.R. Giger art, cyberpunk, biopunk, and all kinds of dystopian futuristic societies.
The best part, you can come up with your own cyberpunk clothing style and get Siska to turn it into reality for you.
Immoral Fashion is an Australian gothic and alternative fashion online store shich has some fantastic cyberpunk pieces at surprisingly low prices.
Regardless of your choice of clothing, as long as you stick with cyberpunk, all pants, tops, and jackets are high quality here.
Again youll have to do a lot of browsing through steampunk and goth clothing, but know that every cyberpunk finding here will be stylish and of high quality.

A world-renown store that draws droves of tourists to London every year, Cyberdog is the least cyberpunk clothing store on my list, for a good reason.
While Cyberdog has come a long way since its inception, the store remains focused on the rave culture instead of cyberpunk.
And while this clothing shop offers plenty of clothing choices, from jacket pins to tracksuit pants and from biker boots to cosplay costumes, theres little to nothing cyberpunk here.
If you are a fan of digital personas such as Second Life, you better check out Neurolabs cyberpunk clothing and gear.
Warning: Neurolab is not an IRL clothing brand but a cyberpunk clothing label for digital avatars.
Acting as a corporeal clothing database from popular stories and a great source of video game clothing mods, Neurolab has cool clothing outfits and an array of styles.

Its been more than 12 months since the super slick cyberpunk shooting of FORECLOSED was first revealed, but finally its time for Merge Games and Antab Studios to shine as their game launches on console and PC.
Highly immersive and pushed out in a comic-book style, FORECLOSED releases on Xbox One, Xbox Series X|S, PS4, PS5, Google Stadia, Nintendo Switch and PC (pretty much all the formats you could wish for then!). A narrative driven affair, one that builds in action, adventure, suspense and a ton of augs, FORECLOSED follows the life of Evan Kapnos a guy who finds himself with no job and his identity on the verge of being sold off. Its up to him and therefore you to escape the world.
Its the visual style which many will come to FORECLOSED for, bringing together the aesthetic of the comic book scene through both gameplay and the cinematics which are on show.
