Perhaps Premier Franois Legault has quietly added Ayn Rands libertarian novel Atlas Shrugged to the reading list he likes to share with Quebecers.

The book, published in 1957, depicts a dystopian United States in which private businesses suffer under increasingly burdensome laws and regulations. In it, Rand advocates reason, individualism and capitalism over government coercion.

Some of this laissez-faire fatalism seems to have suddenly infected Legault as Quebec confronts a third wave of the coronavirus pandemic. Last week, we were fighting the good fight to hold it off. This week, Quebec is clearly in the throes of it. But a defeatist tone has crept into the discourse of the authorities mounting the battle.

Legault described the situation as worrying in five areas of Quebec where gyms, spas and restaurants reopened and high school students went back to class full time this month. Montreal, meanwhile where most restrictions have remained in place until this week and public health has mounted an aggressive response to new variants remains stable.

But instead of reconsidering the wisdom of having eased measures in Quebec City or Gatineau, Legault shrugged.

Theres still room in the intensive care units, he reasoned. As long as hospitalizations dont exceed capacity, he is disinclined to come down hard on a population that is starting to ignore the rules anyhow.

So much for the year-long effort to save lives, spare the health system from collapse and ease the burden of doctors and nurses who have been working tirelessly. In the premiers eyes, a few more Quebecers in hospital seems inevitable, even if theyre younger patients who spend longer in the ICU and require more care.

Same story with concern about outbreaks in schools fuelled by more contagious and lethal variants.

Dr. Horacio Arruda, Quebecs national director of public health, admitted that the government fully expects the number of new cases to rise by sending high school students back to class full time after months of part-time remote learning.

We knew it was going to increase. Its as if its planned for, he said, while in the next breath warning: Just because youre young doesnt mean you wont end up in intensive care.

Its all well and good that the Quebec government says education and the mental well-being of kids are top priorities. But how are students, teachers and parents supposed to feel about the fact their safety could be collateral damage in this noble objective?

Arruda also put the onus on those who are afraid of seeing restrictions lifted, saying gyms and restaurants may be open, but people who are nervous dont have to go. Its an odd shift in tone from the guy in charge of protecting us from COVID-19.

Quebec seems to be going from eradicating to managing the virus in the final sprint. All Quebecers who want to be vaccinated have been promised their first shot by June 24 and the province has hit its target of inoculating 1.3 million people days ahead of schedule.

Around the country and the world, leaders are starting to sound the alarm about the third wave hitting and possibly a fourth after that.

British Columbia this week instituted a three-week circuit-breaker lockdown. U.S. President Joe Biden urged Americans to hold down the fort on mask wearing and social distancing after Centre for Disease Control director Dr. Rochelle Walensky tearfully warned of impending doom. This is the chilling message in a country that is far more advanced in its vaccination campaign than Quebec.

And yet Legault dismissed these more robust responses.

Our situation is different when you look at the number of cases and hospitalizations, he said. Our situation is better and our measures are tougher, including the curfew at 9:30 p.m.

But Legault seemingly admitted that relaxing the curfew from 8 p.m. to 9:30 p.m. a few weeks back gave people the wrong idea.

The fact that we loosened certain measures, its like we opened the door to people to loosen measures that we didnt loosen, he said.

So why doesnt Legault close it again rather than abdicating responsibility? Previously he had touted the curfew as the most effective weapon in Quebecs pandemic-fighting arsenal.

Now hes extremely worried about Quebecers gathering over the Easter weekend and lamented private gatherings have become a big source of contagion again, at least outside of Montreal. But instead of adjusting, Legault shrugged. Quebec will just beef up police surveillance instead.

Its a maddening conundrum. The Premier knows what the answer to the third wave is, but he cant be bothered to try to stop it.

Letter: Re: Ethan Orr’s Article on the Middle Class – Arizona Daily Star

Mr. Orr has some good ideas about reviving the middle class and hinted at the fact that we have changed economically over the years but did not overtly address this change that is at the root of our problem.

Back in the late '70's there was a push to establish a new form of capitalism known as neoliberal economics. It can be traced to Ayn Rand and her acolytes, such as Alan Greenspan. It was used in Chile by the quasi-fascist dictator Pinochet with terrible results. It favors corporate power over public benefit. It's all about reduced regulation and reduced taxes on corporations, while pushing austerity on the public. It attempts to privatize public institutions and social safety nets like Social Security. It is pro monopoly and against anti-trust laws like the Clayton and Sherman Acts. As a result, monopolies and oligopolies have become rampant, destroying competition.

Our 40+ year experiment, brought to us by the neoliberal order is in direct conflict with capitalism in the 1950's.

Tanner Hebert tosses two-hitter as East Ascension blanks Catholic in district opener – The Advocate

GONAZLESEast Ascension senior right-hander Tanner Hebert flirted with a no-hitter all the way until the seventh inning in Tuesday evenings District 5-5A opener against Catholic High.

Mason Zambo broke up Heberts no-hit bid with a one-out, final at-bat single, but the Spartans were all smiles after they defeated the Bears 5-0 at Johnny Ambeau Field.

Hes been our bulldog all season long, EA coach Kade Keowen said of Hebert, who finished with a two-hitter. He feels like he can put the team on his back and throw seven innings every time he goes out there.

East Ascension (12-7, 1-0) took the lead on Brock Heberts RBI single in the fourth inning. Brock Hebert added a two-run single in the sixth, when the Spartans tacked on four more runs, and Tanner Hebert was three outs away from a no-hitter.

After a strikeout, Zambo lined a clean single into right field. One out later, Daniel Harden bounced a single up the middle to give the Bears their only scoring threat of the game. Tanner Hebert got a strikeout, his ninth of the game, to close the door.

Catholic (9-12, 0-1) was hurt by giving out free bases and costly errors.

In the EA fourth, Catholic starter C.J. Sturiale plunked leadoff batter Dominick Regira. After moving to second base on a ground ball out, Regira scored on Brock Heberts two-out single to left.

In the sixth, the Spartans scored four runs on seven hits. They were helped by two throwing errors on pickoff attempts at first base, and by Sturiales only walk of the game.

Jacob Falgoust started the scoring with an RBI single, and Kael Babin later added one of his own as the Spartans' lead grew to 5-0.

Were not a team that hits the ball around the ballpark a bunch, Keowen said. When we get two strikes, weve got to put the ball in play and put pressure on the defense. We were able to do that tonight.

Until the seventh, Catholics only baserunner was Sturiale, who fouled off three two-strike pitches before drawing a two-out walk in the second inning. Tanner Hebert retired the next 14 Catholic batters after the walk.

Catholics hardest-hit ball of the night came in the fourth, when Zambos fly ball to right field sent Regira to the warning track to make the catch.

I still love my guys and I still believe in my guys, Catholic coach Brad Bass said. This is just the district opener. Theres still a lot of baseball left to be played.

The teams play again Wednesday at Catholic High. The Spartans will start Regira on the mound while Cole Cranford will start for the Bears.

Women in crypto is for sure an interesting topic because for some reason most people think women just arrived in the cryptoverse but it isnt the case.

Nowadays more and more women are coming to fields that were not seen before such as gaming and crypto.Statista showed the evolution of gender in the gaming industry from 2006 to 2020 from being a little portion to 50% of the gamers - women are now recognised as such. The same increase if not more impressive has been observed in the cryptoverse; a Gemini survey found that over 40% of the UK crypto investors are actually women.

For the first quarter of 2020, CoinCorner, a crypto exchange revealed that the share of women was 14.7%, which represents a 47% increase. Also according to analysts, the number of women in crypto in that particular period of time grew by 43.24%. A proper gender equity draft can be seen here.

FACT: Social psychology states that women are less risk taking than men and take the time to weigh risks in any actions they're about to make. Therefore, them getting started into crypto could be the go sign that everyone was waiting to invest in it.

The womens club

Although, everyone would think women just happened to start being interested in it these recent years but no. Women have been in this technical field at the very beginning of it like men. One of the inspiring women in crypto isCaitlin Long, she got introduced to Bitcoin and started being an Bitcoin evangelist as she calls herself from 2012, three years after its creation. She then fought to have it recognised as real assets and now Wyoming where she is from has a total of 13 blockchain enabling laws. Wyoming has become an example in the US and Long has now raised more than $5m to create a crypto bank.

Another figure would be Abigail Johnson, CEO of Fidelity Investments, a financial assets management company with a combined total customer asset value number of $8.3 trillion. After being appointed CEO in 2014, Fidelity became the first Wall Street firms to support the cryptocurrency space and launched a Bitcoin mining operation making them unique in the history of financial services. The reason why Johnson introduced Bitcoin to her company is because of the disruption happening in the financial markets. She understood the disruption in the traditional financial markets thus decided to focus her strategy on digital assets such as Bitcoin - allowing Fidelity to be one of the first Wall Street firms to support the cryptocurrency. Johnson stated in a recent interview that the key academics have been changing in the financial sector in the last decades and people expect to pay less but also the concept of services changed and increased making people expecting more. The higher level of services being asked is not only happening in finance but most of the industries. This disruption and the technical advances need to be seen and taken care of and that is why Johnson claimed that her focus for Fidelity will be on bridging the gap between crypto and traditional finance. She is a true believer of cryptocurrency as being the future ever since its beginning and not recent years.

The interesting thing is that these two figures are from traditional financial institutions, Long from Morgan Stanley expressed the fact that the current financial system is a violation of property rightsand needs to evolve. This brings us to a third innovative woman:Amber Baldet,, who worked at JP Morgan as the blockchain programme lead, also left the traditional finance to create her own decentralized blockchain company in 2017.

Why havent we seen them before?

Elizabeth Stark, CEO and developer of the Lightning Labs pointed out the fact that women dont want to be seen as women but more seen for their accomplishments.This can be sustained by research showing that when women are in the minority, they learn to perceive their gender as an obstacle to success.

Recently PwC has been taking an important look into breaking the gender gap in IT and found in their study that the lack of female role models reinforce the perception that a technology career isnt for girls. Over a quarter of female students say theyve been put off a career in technology as its too male dominated. When asked whether freshly graduated girls would like to go to IT they agreed to say that only 22% of them know at least one female leader in that sector. Another finding was that females were not considering IT careers because they were not given enough information on that sector and how it involves.

Amber Baldet has an answer to that unseen situation: women were just not publicly recognized for their work. There always have been ambitious women who were leading and shaping the blockchain industry but only to have skewed media coverage obfuscate their contributions.

To not be recognised was one of the issues women faced but also the industry mentality. Like gaming, crypto was at the very beginning mostly male dominated and women didnt have the same place. The problem that appeared was the misogyny and sexism going overboard causing scandals like the Gamergate or even the lack of respect for women when one of the first crypto enthusiast conferences took place in astrip club in the US.

Bonita Wang, director of LikeCoin, confirmed that underestimation when she said that she uses a gender-neutral pen name and avatar photo to write a weekly crypto column because People may think women are not that persuasive.

All of this mix gives the first rule when a woman happens to be in IT being not to say that you are a woman.

Resilience is the key

Even though these obstacles showed up, women persisted and are now getting the recognition they deserve.

Concretely what would be the next step? Encouraging women to take the step and be their own company. There are so many resources and education available nowadays. All the keys are there - women only need to grab them and open doors.

A successful story would be Moeda: their CEO is Taynaah Reis and is a self taught developer who has built her company to facilitate the access to financing but also technical support to businesses through the Moeda Seed Program in Brazil. Moeda is similar to BitPesa , created in 2013(!) which provides blockchain services for Africa where there are also a big number of unbanked people but that is not the only similarity - their CEO and founder is Elizabeth Rossiello - another inspiring woman in crypto.

Moeda has created their own crypto exchange through a company called bitHolla offering a DIY solution to deploy a crypto exchange in less than a day. On a youtube video, they launched it live showing to everyone in the Singapore Blockchain festival how easy the blockchain technologies are.

Crypto has grown closer and closer to the mainstream and Bitcoin is one of the most trendy words on Twitter. The more women are getting their hands dirty within that industry, the more crypto is getting on the spotlight.

Coincidence ? Maybe not after all.

Ascension Hospital launches SANE program in the Northwoods – WAOW

WOODRUFF, Wis. (WAOW) As a part of Ascension through the Howard Young Medical Center, a Sexual Assault Nursing Examiners (SANE) program has been launched.

SANE specializes in forensic care that is provided to sexual assault or sexual abuse victims. SANE nurses undergo advanced trainings and education to fulfill these roles.

The program allows the nurse examiners to collect forensic evaluations and treatments, as well as offering emotional support to victims.

In addition to that, one of the most important roles is collecting and maintaining evidence to prove a sexual assault happened. This evidence can later be used in prosecution.

Victims are usually referred to SANE through police following an initial report of sexual abuse to them.

Program availability in the Northwoods is now providing much needed additional support and resources to rural communities that otherwise would have to travel far for services.

"Sexual assault happens everywhere, and this service is greatly needed in our community," said Sarah Martin, Director of Nursing with Howard Young Medical Center. "Historically, victims from the Northwoods have been forced to go to Weston, or basically the Wausau area for testing."

Martin said having to travel great distances can impact timely data collection as well become an opportunity for additional trauma to a victim.

Martin also said the sooner evidence can be collected, the better chance for prosecution down the line.

From 2017 to 2019, there were 568 Oneida County residents that received sexual assault services. Martin said she hopes having newly available resources close to home will increase the number of people who come forward and report sexual violence.

"Having this resource available to the community; Minocqua, Rhinelander, Eagle River, Tomahawk and not putting our victims through anymore trauma or hardship is essential," Martin said.

Martin said another reason for less than 40% of sexual assault victims reporting crimes to police is not wanting to relive trauma especially in the form of a forensic test.

You do not have to be a victim that reported their crime to police to utilize the SANE program, but Martin encourages victims to report sexual violence and have forensic tests done for potential prosecutions.

Genshin Impact: Where to farm Valberry for Rosarias ascension – PC Invasion

Valberry is a fruit that you can find in the Mondstadt region of Teyvat. Heres our guide to help you farm Valberry in Genshin Impact, the ascension material used by Rosaria, Noelle, and Lisa.

Note: For more information about the game, check out our Genshin Impact guides and features hub.

To be clear, Rosaria isnt available yet in Genshin Impact, though should still farm Valberry if you wish to obtain her eventually. Likewise, Valberry is something used by Noelle and Lisa, too. But, I doubt you found much use for these characters if you were able to get better ones in your roster.

Anyway, Valberry is specifically acquired in the Stormbearer Mountains area. Youll be exploring around, battling hilichurls, and climbing cliffs to pick up these fruits. Some of the nodes are even further away, either at the edge of the map or past where you fight the Anemo Hypostasis.

On the bright side, each Valberry node provides four pieces of the fruit. As such, with 19 nodes (at least, these are the ones that weve seen so far), youre looking at 76x Valberry acquired in your farming route every couple of days.

You can refer to the image below to see the Valberry farming locations on Genshin Impacts world map:

Moreover, theres one additional source of Valberry in Genshin Impact, and thats an NPC named Chloris. This kid spawns northeast of the Statue of the Seven in Windrise, walking along the dirt road from 6:00 a.m. to 7:00 p.m. based on the in-game clock.

She does sell up to five of these materials for 1,000 gold each, so be sure to grab as many as you can. Her stock gets refreshed every three days or so.

In any case, try to amass a lot of Valberry so you can prepare once Rosaria is available in Genshin Impact. She should be around once the Venti banner rerun is replaced by the Childe/Tartaglia banner rerun.

KALAMAZOO, MI (WKZO AM/FM) With the continuing rise of COVID-19 cases across the state and hospitalizations due to the virus, Ascension Borgess has adjusted their visitation policies.

Up until now, most of the hospitals have primarily been operating at a Tier III visitation level recently which allowed one designated visitor per patient for the duration of the visit. But the current COVID-19 situation has dictated the hospital move to a Tier IV no visitor policy stating that no visitors are allowed at any care sites unless it is absolutely necessary to aid in patient care.

This includes Ascension Borgess Hospital, Ascension Borgess-Lee Hospital, and Ascension Borgess-Pip Hospital. However, there are a few exceptions.

One individual is allowed in the Emergency Department, Medical, Surgical, Inpatient Rehabilitation or Intensive Care units who has been appointed to make medical decisions for patients who have been deemed a legally incapacitated individual (guardian) or a support individual for patients for whom a support person has been determined to be essential to the care and safety of the patient.

One support visitor is allowed in Labor and Delivery in addition to a midwife/doula.

One visitor is allowed for outpatient surgery patients the care team will determine where the visitor is allowed to wait.

One visitor is allowed for outpatient radiology and lab if necessary for patient assistance.

One parent/guardian is allowed for pediatric patients in the Emergency Department or any Pediatric Unit (including PICU, NICU, and SCN).

One parent/guardian is allowed for pediatric surgery patients (21 years and younger).

One parent/guardian is allowed for pediatric patients at ambulatory care sites.

Exceptions will be made on a case-by-case basis relative to the patients individual needs by the management in the patient care area. These restrictions do not apply to end-of-life visitations.

But this isnt just any adorable fantasy adventureFallen Tear is adarkfantasy adventure, which means that protagonist Hira is continuously haunted by Overgrowth, a terrible monster from his past, and the demo trailer shows him painfully transforming into the bestial figure. This contemporary take on two classic genres will incorporate exploration, party management, trust levels, and character progression. You can also customize your characters with several ability and skill systems to make sure you play the way you want to play. The game is filled with hand-drawn 2D animation and its absolutely gorgeous. This is definitely one title to investigate for visuals alone.
