ATHENS A Statement of the Hellenic Chapter of Republicans Overseas- Abroad on the occasion of the celebration of the March 25th 2020 Hellenic Independence Day:

The world is in upheaval due to the Chinese virus. Has this ever happened before? Actually it has, SARS, MERS, Spanish Influenza, just to name a few. The world is in panic, and under a new terror attack from an invisible enemy. What do we do? Ignoring the problem wont solve it, nor will trying to play party politics, as Pelosi and her gang are doing, solve it either. These actions will just kill people, kill businesses, kill our Great Nation.

America is the world economic and military leader, though heavily challenged by the Chinese despotic Communist Party and its cronies. We won, with the invaluable participation of our Allies two world wars against oppression, and we steered the free world away from the Cold War. Among those true Allies, Greece was always present and at the forefront of all battles. Now we are trying to avert the new 50 year Cold War caused by the economic and military buildup of the new emerging superpower, China, which sadly has greatly benefited from our frivolous past policies.

We are at a turning point. Choices must be made. Do we do away with the old rusty foreign-serving policies of appeasement to Chinese aggression so favoured by our Democratic opponents, or do we serve the free world with a pro-active and pro-freedom policy as demonstrated by the US leadership over the past three and a half years? Do we make China pay for the economic and humanitarian disaster it caused to us all, or do we keep on hanging on to old policies of accepting Chinese infiltration and corrosion through bribes, donations, and media subversion. Dont forget, China lied, people died.

Now it is the time to stand tall and proud as Americans, but also as citizens of the World, it is a time to stand together in the face of this enemy. We are at war. A war against the Chinese virus, but also against disinformation, lies, fake news and mostly subversive and anti-American practices. We the people must stand in unison against the common enemy, to save our lives, to save our jobs, to save our economies, to save our Great Nations, and to save the free world from the tyranny which is quickly brewing outside, but also inside our borders.

Keep America Great Again. Make Greece Great Again. These are wise phrases, as America must be strong within and outside its borders, and so must Greece. We must guard our borders from enemies within, from those who seek to profit from our demise as the Greatest Nation on earth, either politically, or financially, stealing our industrys secrets, our military hardware, our wealth and well-being, or to impose upon us through short-sighted or straight out traitor politicians, policies which will reduce us to the level of a small regional power. In Greeces case this would mean that there would be actual loss of territory to its adversaries.

We as the Hellenic Chapter of Republicans Overseas, live in a country, member of NATO, a country which has been close to the United States for over 200 years, a true ally, who always has been there when they were called upon, and a nation which, through the Hellenic diaspora, has greatly contributed to the American Dream, either in the economic sector, or the Academic, Public Administration and Military Sectors.

Our second country Greece, is simultaneously being attacked by two enemies. One is the invisible Chinese virus, and the second is the ongoing attack of the Greek borders by its neighbor Turkey.

On the Chinese virus front, Greece is doing very well, as the present Government with the tacit consent of most of the opposition parties, had dealt with the problem speedily, effectively and will brace the brunt of the battle better prepared than many other nations, despite the fact that it has entered this new conflict battered by years of forced austerity and severe cuts to its health system, actions which were forced upon her by the EU and Germany, who have greatly profited from Greeces demise.

Greek PM mr. Mitsotakis, has mustered full public support on his stern handling of the situation, and comes out politically strengthened by his no-nonsense, tough stance during this ongoing war. His choice of associates seems to have also panned out rather well, as contrary to past failures in Greek politics, he has assembled an excellent team of key persons of competence in charge of this difficult situation.

Alas, the economic impact of the Chinese virus to Greek economy will be devastating. As we predict that at least the full month of April and probably half of the month of May will be completely lost, as the lockdown must be preserved to maintain the current level of Public Health protection, the results on the GDP will probably surpass the -5,6% level predicted recently for the current fiscal year. Added to that the fact that the tourist season which supplies approximately 20% of the yearly revenue, will be sliced at least in half, if the best scenario is upheld, things will be very rough for the government in the second half of the fiscal year, as it will not be able to provide sufficient aid to workers and businesses. We really doubt wether the EU will come true on its promise to provide fiscal relief, as we predict that relief will be mostly aimed to Central European countries, under the pretext of supporting manufacturing companies, few of which exist in Greece, as in the past 20 years, under EU directives, Greece has suffered a severe de-industrialization and has relied on tourism which will be crushed this year. Already Germany is flatly refusing to support the subsidies to European nations under the Euro-bond sheme and has clearly indicated that the maximum it would accept is a strict memorandum of compliance to the repayment of debts incurred by Italy, in an effort to curb the rise in power of the current opposition leader mr. Salvini.

Greeks though would be willing to suffer the impending recession were it not for the increasing risk on their Eastern borders. As our EastMed Strategic Studies Institute (operating under the auspices of the Hellenic Chapter of Republicans Overseas) has many times indicated, a further escalation of Greek Turkish hostilities is imminent. Greece is facing a continuing hybrid war from Turkey, which consists in the weaponising of illegal immigrants, wether they have already arrived in Greece and are living in camps or have been dispersed in the Greek territory, or are in the process of being inserted to Greece from the northern Evros region by land or in the Greek island by sea.

Turkey, which is also being dealt a devastating blow by the Chinese virus, is notorious for trying to export its internal problems by instigating, either outblown invasions, or border conflicts. We predicted some weeks ago (on Jan 10thwe predicted the exact date as being between Feb 25 and March 2ond- it happened on Feb 27), that before Greek Easter (April 19) Turkey would instigate a border conflict, or attempt to drill in the Greek Maritime Exclusive Zone. We are reassessing our time frame, as we assume that this action may be delayed, but at any rate come before the month of Ramadan, which starts on Thursday, April 24.

Turkey tested Greek reflexes after its virtual invasion of the Greek borders on February 27thand though it did not achieve its primary target, which was to facilitate the entry of +20.000 illegal migrants (mainly from Afghanistan and Pakistan) in Greece, managed to force the Greek government to accept the re-location of the 40.000 illegal migrants currently residing in Greek islands to the mainland and their dissemination to various locations in the Greek mainland.

Turkeys secondary target is the destabilization of the Greek islands in the Eastern Aegean. Turkey, especially now that it is faced with the Chinese virus pandemic, is certain to put the blame on migrants for the virus and ship them off to Greece, which will probably place them again in the island camps, which in no time will fill up again, leaving the Greek government with the great dilemma of wether to let them stay there and fuel the dissent of the island populations, or move them to the mainland and face the fury of the rest of the population. These migrants, having lived in Turkey, and being subsceptible to ISIS, HAMAS and DAESH influences are an ideal sleeping Turkish weapon, well placed and dispersed in Greek territory, to be used accordingly in the future.

Due to the pressure from key NGO figures, some of which were in very high positions of authority, both in the previous and the present government, and the pressure from Academia, the liberal press, and mainly Germany and E.U. the Greek government has flatly refused to consider the creation of migrant camp in strategically non sensitive sparsely populated areas or islands in Greece, which would solve the problem as well as alleviate public outrage, as well as serious dissent within the ruling party. This situation acts as a political time bomb, which eventually will explode and totally vaporize the current public support for the Greek PM, unless of course Greece decides to tackle the problem and remove all the illegal migrants from both the Greek mainland and East Aegean islands, and completely sever all ties between the NGOs and its migrant problem. Now would be an ideal timing for the Greek government to implement such a measure, as due to the Chinese virus situation, the German led EU is most likely to ignore this development, as it is busy trying to alleviate the humanitarian disaster it is facing from the effects of the pandemia. The recent border warfare in Evros between Greece and Turkey was proof enough that Germany is not prepared to lift a finger in Greeces defense and risk damaging its preferential relations with Turkey.

The third and most important strategic objective of the Turkish State is the cancellation of the 3+1 alliance and the assumption by Turkey of a leading role in the transport and production of energy products in the EastMed region. This already has been set in motion via the Erdogan-Sarage deal, the close cooperation between Hamas and Turkey and the alienation of Greece and Israel which would be accomplished if the Arab MPs manage to control Israeli politics and simultaneously, Greek leftist and internationalist forces manage to resurrect the fading pro-Palestinian doctrine in Greek politics. At a closing thought on Turkey, we are very seriously concerned about the ever increasing proximity of the relations between Turkey and Pakistan, in light of the fact that many Turkish fighter jets are manned by Pakistani pilots but mainly due to the fact that Turkey has expressed its desire to become a nuclear power, a possibility that could come via Pakistan. We are wondering why Greece still elects to permit tens of thousands of Pakistani illegal migrants to remain within its borders and thus subsidize Pakistans economy by pumping millions of euros daily in cash transfers from Greece to Pakistan. Greece is in an ideal position to use their deportation as leverage against any passive or active Pakistani involvement in the EastMed region, even to the extent of cancelling arms sales by Turkey to Pakistan.

It will not be the same world at the end of this pandemic, countries will run heavily into debt, some more, some less, especially those as Greece which have surrendered their fiscal policies to foreign organizations, such as the EU. Countries will be called on to reassess their foreign and domestic policies. Issues, such as outsourcing and de-industrialization will be rethought, as the pandemic showed that globalization cannot serve the peoples of the planet in times of crisis. Critical supplies were not available to citizens, countries such as China, Germany, even Turkey hoard or confiscate supplies and later sell them at exorbitant prices to other countries in need. But mainly, the peoples in all the globe realized that countries in times of crisis need to be partially self-sufficient and maintain strategic supplies of certain materials and raw products. This was a lesson learned, but we really hope is that it will be a lesson remembered.

We sincerely hope that both our Great Nations, America and Greece overcome the Chinese virus with the least damages. It is time for us to forge and cement our Great Alliance, and extend it to countries around us, such as Israel, Cyprus and Egypt and move on with the 3+1 defensive pact which will finally provide stability in the Eastern Mediterranean.

The Chinese Virus taught us that we must forget old preconceptions, the Hamas-engineered attempted invasion of Greek borders shows us that Turkey has forged new alliances in the Eastern Mediterranean, both with its puppet government in Libya, as well as with the terrorist organizations Hamas, DAESH and ISIS from whom it is drawing strategic planning and personnel in its hybrid war against Greece which is far from over.

The ball is now in the Greek governments court, there are steps which we have indicated in the past that must be made, there is no time, and mostly the enemy has been partially revealed.In both attacks against its country, the Greek government has learned that no action equals defeat and traditional greek procrastination and tactics of appeasement lead only to defeat upon defeat.

On this very important date for the Greek People, that of the celebration of the 199thyear since the onset of the Greek revolution against the Ottoman empire, Greece is still fighting for its Independence, this time from other threats, domestic and foreign, from friends and foes.

This is the time for the Washington, Athens, Jerusalem and Nikosia to get even closer, as they are the bastions of Democracy in the Eastern Mediterranean, and this with great haste, as the clouds of conflict are weighing heavily upon the Free World.

Governor calls for stronger collaboration with Kilili – Marianas Variety

In his letter, Governor Torres reaffirmed the need for collaboration to ensure additional federal assistance that require congressional approval.

As this government utilizes its limited resources to respond to the global outbreak of the novel coronavirus (Covid-19), it is clear that no other community in the United States is affected by a pandemic of this size and magnitude than the people of the CNMI, Governor Torres said.

To respond to both the public health crisis and the unfolding fiscal and economic crisis facing our people, I have unleashed every resource available to the CNMI government to halt the spread of this disease to our people and mitigate the existential threat the loss of financial resources of this size will have on the necessary and essential services of government.

The CNMI government and the people we serve need immediate assistance from the federal government. Historically, the CNMI and the territories of the United States have been treated separately than the states of our nation in apportioning the benefits of federal programs. This has impacted the viability of our economies and resulted in a system that has leveled us with dramatically unequal outcomes. This systemic inequality can be remedied if Congress can recognize the exceptionality of our hardships in this crisis and act with an equally unique response.

Governor Torres then provided an extensive list of recommendations that require necessary action within the U.S. Congress in order to prevent longstanding effects to the Commonwealth:

Settlement Fund

The largest and most concerning obligation of the CNMI is the obligations outlined in the Settlement Agreement with the United States District Court on the CNMIs pension program. The Settlement Fund that was established as a result of this agreement provides for mandatory minimum payments to the fund to ensure continued benefits for the CNMI governments retirees. This year, the $44 million obligation is the largest single item of the Commonwealths budget.

Efforts have been made to safeguard this payment while allowing flexibility within the CNMIs finances for this trying period. Through the constitutionally authorized Pension Obligation Bond vehicle, the shifting of this judgment obligation to a long-term debt service obligation would provide greater levels of resiliency to manage cyclical downturns in the economy or unexpected shocks to our community in the form of natural disasters or, as we see now, global pandemics.

The CNMI however, cannot at this time, offer the financial markets the security necessary to obtain affordable financing options. This is due to the structural deficiencies of our economy that are inherent in a location the size and nature of ours, and the persistent risks of external threats such as typhoons, tourism volatility, and negative ramifications of federal government actions and policy.

In meeting these obligations, Congress can support the alleviation of this large obligation while allowing the CNMI government the opportunity to undertake additional structural reforms. Congressional action should also seek to allow for a federal guarantee to backstop our efforts to obtain financing to support our retirees. A federal guarantee of CNMI pension obligation bonds may give the market greater confidence in lending the necessary resources to the CNMI government so we may prioritize limited funding to supporting other critical public services.

100% federal match for Medicaid funds

Increasing Medicaid funds is a significant lifeline to the majority of our population and enhances the critical access to healthcare services in response to this health crisis. For the CNMI, however, this is both a health crisis and a financial crisis. Increasing the amount available for CNMI Medicaid beneficiaries creates a larger base for which limited local resources are required to match. Even at a reduced local share, increasing the total amount available, while the necessary measure to take, continues to impact the CNMI governments finances, which should equally be of concern to Congress.

I ask that in addition to increased Medicaid funding to the territories, the territories receive these funds at 0% local match for a duration of time so that the population continues to receive the critical health care services they need while recognizing that the economic collapse we currently experience does not impede that access.

100% federal match for FEMA projects

Eliminating the local share for FEMA programs provided in response to Super Typhoon Yutu and Typhoon Mangkhut are necessary to reduce the financial burden on the Commonwealth government, while allowing for economic activity to continue, employment to grow in the related sectors, and for local funds to be appropriated to critical functions of government.

Increase Capital Improvement Program and Technical Assistance Funds to OIA

Allowing for additional funds to be available in the Department of the Interior, Office of Insular Affairs budget for the territories under the Technical Assistance Program and to the CNMI under the CIP program, is a necessary request to gain critical access to finances that would enable the CNMI to navigate the evolving circumstances posed by the Covid-19 outbreak. Further, I reiterate my previous request to increase the CIP appropriation to adjust for inflation.

During this time of financial hardship, I request that you push for a similar allowance given to the American Samoan government to use the CIP allotment to cover some operational expenses of the CNMI government. We wish to obtain the freedom to work with OIA in utilizing these funds to offset recurring obligations of the Commonwealth government.

Forgive federal student loans for taxpayers in the CNMI

What is at the heart of our financial difficulties is a significantly diminished consumer demand due to the collapse of our tourism industry. To increase overall demand, removing the encumbrances on our populations disposable income is of absolute necessity. Congress should provide an avenue for complete student loan forgiveness for all residents of the CNMI and U.S. Territories who have obtained federal financing for education under 20 U.S.C. 1087(a) et seq.

Provide 100% federal cover-over for the Earned Income Tax Credit

The CNMI needs more external resources to reach the hands of our population in order to mitigate the effects of lost income and wages from the collapse of our tourism industry. Congress should quickly allow for a 100% federal cover-over of Earned Income Tax Credit payments made in the upcoming tax filings so that residents can offset the damage caused to individual finances during this crisis. Anything less than 100% would represent a severe burden to an already over-burdened fiscal scenario and threatens the viability of our governments financial stability and should be avoided.

Ensure refundable and nonrefundable credits created in response provide a cover-over of funds to the CNMI Treasury

As the CNMIs representative to Congress, I am asking for your diligence in ensuring that any credit (refundable or nonrefundable) created in response to the Covid-19 outbreak do not negatively impact the CNMIs finances. As you are aware, as a mirror-code jurisdiction, the CNMI adopts the provisions created within the Internal Revenue Code. If a credit is created to mitigate the economic impacts of this crisis, that credit must contain provisions to provide for a federal cover-over of funds from the U.S. Treasury to the CNMI Treasury. A lack of vigilance in this matter could greatly worsen the CNMIs financial position and impact our ability to provide critical services to our people.

Amend U.S. Public Law 115-218

We must be cognizant of the extent to which this crisis has crippled the CNMI economy. Action should be taken in this opportunity to recognize the economic impact the CW-1 program has on our future economic growth opportunities and amend provisions of the Northern Mariana Islands U.S. Workforce Act that will further impede our economic recovery.

I ask that you include a complete elimination of the requirement for CW-1 employees to return to their country of origin for a 30-day period prior to submitting a renewal petition for the third renewal period. This loss of a quarter of our workforce during this period will result in a tremendous reduction in productivity and revenue for employers and will most certainly lead to even greater business closures in the months ahead.

Further, we must recognize the need to eliminate the prohibition on construction workers under the CW-1 program in its entirety as we will require access to construction trades to undertake development and redevelopment projects to rebuild sectors of our economy that were not impacted by Super Typhoon Yutu, but have been impacted by this outbreak.

Additionally, we must recognize the significance of this downturn in the business cycle and allow for the prevailing wage determination to be eliminated for this fiscal year so that businesses can make the necessary personnel adjustments within the private sector to keep the current level of employment steady. Already, due to the effects of this outbreak, unemployment has surged as businesses are forced to close their doors in an effort to halt the spread of this disease. Increasing the cost of labor at this timeframe will destroy opportunities for employees throughout our labor force and result in further delays in our recovery.

Increase federal funding opportunities for the Public School System

The CNMI governments revenues do not provide the adequate levels of funding to support our Public School System. Even after providing 25% of their constitutionally mandated share of general revenues, the current economic conditions are not producing sufficient financial resources to ensure adequate funding for our students. There is no way around this fact.

I ask that we do all we can to increase the amount of funding available to our PSS and provide for greater flexibility in the use of these funds so that our school administrators have the resources to provide the best for our students during these difficult times.

Provide Expediency to the Community Development Block Grants for Disaster Recovery

The CNMI must make every effort to push forward with available federal resources to increase economic activity and stimulate employment within our islands. The CDBG-DR program provides these resources, however, states across the nation have recognized the obstacles created by federal law that slow the release of these funds. To provide expediency for the release of this programs benefits, I request that Congress do the following:

Remove the restriction on the use of these funds for purposes tied directly to covered disasters so these resources can be mobilized in support of recovery from this most recent disaster

Waive NEPA compliance requirements for activities funded by this program

Reduce the standard requirements for Citizen Participation related to the Action Plan

Governor Torres closed his letter with a renewed call for teamwork and collaboration for the greater good of the CNMI during this public health and global economic crisis

This is a disaster of unprecedented proportions for the CNMI. As such, the needs of the community are constantly evolving. Above all, I ask for your cooperation in continuing productive dialogue as it relates to the needs of our people and this government. This administration is doing its utmost to avert a greater disaster if we do not adequately respond to the multitude of issues presenting themselves today.

Theres too much at stake for our people and our islands. However, I am confident that if I can get your support to push these necessary measures in Congress, we will be better positioned to help every individual and family in the Marianas get through these tough and unprecedented times.

We are writing to you as both concerned American citizens and members of the clergy. We are circulating this letter to other citizens and clergy across New Jersey.

A civil rights attorney recently made the point that our founders were intimately familiar with pandemics, viruses and plagues, living at a time before the life-extending science that we benefit from today. Nevertheless, there is not one word in the Constitution about plagues or pandemics to exempt the government from any of our Bill of Rights. The founders of our Republic did not allow for a health crisis or medical emergency as an excuse to suspend our Constitutional liberties.

Our Bill of Rights is under attack by a number of misguided state executives including Governor Phil Murphy who are embracing authoritarian measures under color of law. Our Constitution is being quarantined as if a virus has made it irrelevant. Can a virus do that? Can a panic stoked by the media negate every protection we enjoy as citizens of a Republic? Is this the way democracy dies?

Every citizen should be concerned about how quickly and with gusto this Governor has moved to forcibly strip us of our freedoms. Where is the American Civil Liberties Union? Where are the liberal voices of good conscience in Governor Murphys own party?

As leaders of the opposition party in New Jersey, the Republican Party, we ask that you provide the checks and balances needed at a moment like this. We ask that you aggressively press Governor Murphy and hold him to account for his attack on the Bill of Rights and the Constitution of the United States of America.

Governor Murphy has suspended the First Amendment by issuing lock-down orders and curfews that prohibit obtaining a petition for public protest or public assemblies. He has infringed on the free practice of religion. These are black letter violations of the Law of this Republic.

Governor Murphy has suspended the Second Amendment under the guise of a mandatory shut-down of all nonessential businesses and by barring citizen access to the online means to obtain legal permits. Worse still, he has done so while releasing thousands of convicted criminals from prison, at a time of food shortages, in the midst of a crisis that has stretched law enforcement readiness and increased response times.

Governor Murphy has suspended the Fourth Amendment by asking neighbor to spy upon neighbor and using taxpayer funds to create a system by which reports may be filed and acted upon outside the normal legal process, which has been severely curtailed. Under color of law, the Governor has employed his appointed Attorney General to threaten, coerce, and compel individuals and communities into ceding their protected liberties to the government. He has criminalized heretofore everyday private and peaceful activities, and has done so with the knowledge that every interaction between law enforcement and citizens carries with it the possibility of a fatality. Just ask Eric Garner.

Governor Murphy has suspended the Fifth Amendment the right to property without deprivation by due process of law, and the obligation of government to compensate for such takings. He has issued authoritarian mandates destroying the means of legal commerce, that close businesses without appeal, making workers redundant, and leaving families without the means of survival. Worse, he has done so while continuing to collect taxes on the property and extant funds left to those made unemployed and whose lives will soon be unsustainable.

As religious leaders who both suffer and who minister every day to those suffering, we urge the opposition party to stand up to the authoritarianism of Governor Murphy and to assert our rights under the Constitution of the United States of America and the Bill of Rights. There must be checks and balances in place to the Governors reckless and ruinous abuse of power.

Weve got bad news.

Despite all the ciphering, speculation and soon-to-be-crushed curves this crisis will never end.

Like a scar across the cheek from a blow we never saw coming, the effects of the coronavirus will last forever.

Oh sure, stocks will recover, the economy will come back and, yes, well even gain immunity to the nasty little bug.

But, as always, theres more to the story

A lot more.

We joined in on a conversation with a state senator Monday night. Hes one of the good ones a former Army officer and a staunch defender of freedom. (We fear he wont last long in politics.)

The chat was somber, with hints of optimism.

The topic was one thats on the minds of so many Americans these days the limits and powers of the government.

The message that this senator repeated over and over was quite simple: Let the people decide.

Right now, for instance, in many states throughout the Union, businesses have been forced to close. Jobs have been lost. Retirement plans are crushed.

Divorces will spike. Suffering will rise. And Trump isnt wrong suicides will come.

A 66-year-old woman shot herself in the head just down the road last night.

Its a hell of a thing.

Perhaps the thing thats gone most unnoticed, though, is the new presumption of guilt in the nation.

Were now guilty before proven innocent. Were now deemed to be riddled with the virus before the government tests us and tells us were not.

This is a nasty mindset that strikes at the core of American values.[mw-adbox]

Here in Pennsylvania, all nonessential businesses were told to shut down. The state police are handing out fines.

But, as anybody would guess, the governors definition of nonessential is different from yours and ours and the mans who is running the shop in town.

The state wisely set up a waiver system for the new rules. But businesses are deemed guilty before they prove themselves innocent.

Even if a guy is sure his business is essential, hes got to close it until the government reviews his application and deems him safe to stay in business.

Last we heard, there were 13,000 applicants waiting to hear the fate of their business.

And the bureaucrats are in no hurry.

Again, its a hell of thing.

Do they think were that dumb? our friend in the Senate asked. They cant trust the people to make the right decision?

Meanwhile the police patrol the streets with drones. The National Guard has moved into New York City. And kids throughout the country will miss months of school.

Perhaps scariest of all is the fact that the media is quickly weaponizing the idea that the cure for this virus may be worse than the disease.

It demonizes us for even pondering the question for even wondering whether life is life without Liberty.

Its a tough discussion that must be had with clear heads not with the November election fogging the view.

This is where our old, reliable pal Know-How enters the story.

And its where things get scary

Few folks know exactly how much power the government gave itself after our last big national emergency.

Oh sure, we see an army of bored TSA agents each time we fly (there are 44,000 of them now). We see an occasional officer from the Department of Homeland Security when we drive through the city. And our new drivers license has a shiny sticker on it telling whoever bothers to look at it that our background has been checked and were clean.

But few folks know 9/11 gave your state governor immense control over your health.

Worried about a biological attack, governments across the land penned a bevy of ideas that most Americans are only finding out about some 19 years after the fact.

Your governor, as you now know, has the power to quarantine you or the whole state. So does the president.

With an emergency declaration, he can ration vaccines and other medicines.

And if things get really bad, in states like Arizona, the governor can jab you with a needle of the serum of his choice. In the Grand Canyon state, the governor can force the vaccination of folks diagnosed with a deadly disease or, get this, simply those who are reasonably believed to have been exposed or who may reasonably be expected to be exposed.

This isnt some internet myth or hype. Its fact. You can read the bill here.

Its scary.

We sure hope any vaccines that hit the market arent rushed because theyd be sticking us all this week if they could.

And dont try hiding your cough or blaming allergies.

The same laws that let the governor vaccinate you also let his boys dig into your medical records to see if youve asked a doc about your symptoms and they let the government track your calls and movements just to verify youre not hanging out with large groups or other infected folks.

But before you go thinking were preaching some sort of anti-vax message, we beg you to remember that none of this comes along with the great protections that make America America.

This can all and has been ordered by just one man.

Theres no judge or jury.

Theres no Fifth Amendment that keeps your business open until your case is heard.

Theres no Fourth Amendment that keeps the man from looking in your shop windows.

Theres not even a First Amendment right to protest when the government tells us we cant gather in groups of three or more.

This a dangerous disease.

Its a hell of a time in America.

But we must not make it worse.

We must open our minds and see all that is going on.

Some of its good (weve reported it). Some of its quite bad.

But more folks must understand the decisions and precedents we set today will affect this country for good.

If we fail now, this crisis will never go away.

This is about to become a huge discussion across the nation. Please join it with an open and informed mind.

Government Surveillance in an Age of Pandemics – Lawfare

For most peopleand especially Lawfare readersthe word surveillance conjures up images of law enforcement investigations and foreign intelligence operations. But surveillance plays a major role in an equally important way of keeping people safe: public health. One of epidemiologists most powerful tools is disease surveillancethe monitoring, at both the population and individual levels, of whos been infected and with whom theyve interacted. And as the outbreak of the novel coronavirus and the disease it causes, COVID-19, brings American economic and social life to a halt, it is worth asking: What will be the effects on government surveillance? And while even the precise short-term effects are still hazy, we can already see signs that the outbreak may usher in a permanent and far-reaching expansion of the surveillance state.

Government-mandated disease surveillance has a long history in the United States, from the first reporting law (in colonial-era Rhode Island, for smallpox, yellow fever and malaria) to the sophisticated programs that the Centers for Disease Control and Prevention and state public health agencies run today. But COVID-19 could drive surveillance to a much higher level, for two reasons.

First, the COVID-19 pandemic is the most serious pandemic that the United States, indeed the world, has dealt with since the 1918 influenza outbreak. The coronavirus outbreak may well prove to be the most socially disruptive event of the past 100 yearseven World War II did not require hundreds of millions of Americans to effectively shelter in place for an indefinite period. Whether one is chiefly concerned about the public health impact of COVID-19 or the economic and social toll of the response (or all of the above), this episode will no doubt convince policymakers that drastic steps may be justified to stop this outbreak and prevent future ones.

Second, technological advances make it possible to collect a vastly larger and more precise trove of information. Internet-connected thermometers, thermal-imaging cameras (especially when combined with facial recognition software) and algorithms that scrape and process social media posts can all help detect the spread of disease in near real time and at an individual level. The ubiquity of GPS-enabled smartphones can allow health authorities to determine with whom infected individuals may have had contact, thus allowing for faster and more precise contact-tracing. Governments can use databases of individuals phone numbers and email addresses to proactively notify them of exposure and then use location data to monitor and enforce quarantines.

Countries worldwide are already stepping up surveillance in hopes of flattening the curve. In particular, China, which appears to have managed to all but eliminate local transmission of the virus, has, in addition to locking down hundreds of millions of people, adopted some of the most extreme surveillance measures, from using data from telephone companies to monitor quarantine compliance to developing apps that assign color codes to individuals based on their health status.

But increased surveillance has not been limited to authoritarian states. Other Asian countries, such as Taiwan, Singapore and South Korean, have also used aggressive surveillance and tracking to keep coronavirus infection rates low without resorting to mass lockdowns. Perhaps taking notice, liberal democracies are stepping up as well. Israel has repurposed its domestic spy agencys trove of cell phone data to notify individuals who may have come into contact with those infected with the coronavirus. The United Kingdom is developing an app that would do the same thing, but on a voluntary basis. Even the European Data Protection Board, perhaps the worlds strictest privacy regulator, has clarified that individualized phone-based tracking may be permissible, assuming legislative authorization and adequate safeguards.

In the United States, which seems perennially behind the curve on all things coronavirus, there has not yet been (at least not publicly) an expansion in individual electronic surveillance to fight the pandemic. But the longer it continues, the more likely that federal, state and local governments will turn to such technologies to enable a more targeted approach to coronavirus management. The federal government is already in talks with tech giants to use cell phone data to track the virus (though for now the discussion seems to be limited to anonymized data). Strikingly, even the Electronic Frontier Foundation has conceded that more surveillance will be necessary, noting, In the digital world as in the physical world, public policy must reflect a balance between collective good and civil liberties in order to protect the health and safety of our society from communicable disease outbreaks. When it comes to increased surveillance to fight the coronavirus, the question seems to be not if, but when.

Although the outbreak will at some point be controlled, the expansion of government surveillance is likely to be permanent, for two reasons. First, the cost of the coronavirus response is proving astronomical. The public may well decide that it was justified, given the potential severity of the outbreak, but it will surely expect the government to put in place measures to deal with future outbreaks in a less socially disruptive way. COVID-19which is on track to cause thousands of deaths and trillions of dollars of economic destructionis public healths 9/11, and it will serve as a never again moment that will drive policymaking for years to come.

Second, surveillance programs tend to stick around long past when the emergency that initially justified them has faded. Some of this is due to bureaucratic inertia and path dependency, and some to mission creep as the government finds additional ways to use the data. Either way, now is the time to start thinking about the short- and long-term future of disease surveillanceand how it may interact and overlap with law enforcement and national security surveillance.

Some of the questions are legal ones. For example, does the Stored Communications Actwhich permits companies to voluntarily share data with the government in case of an emergency but does not permit the government to require data disclosure outside a criminal investigationneed to be modified? And if so, what should be the corresponding privacy protections? What limits might the Fourth Amendment impose on searches and seizures performed for administrative or special needs purposes, like public health, and can the data obtained also be used for law enforcement investigations?

Other questions will be about policy. Here public health and legal experts could fruitfully come together to develop evidence-based, constitutionally permissible reforms to surveillance laws and programs. In doing so, they should be particularly wary of exaggerated claims of surveillance effectiveness, either from companies trying to hawk their products or government officials seeking to exploit this crisis for their own purposes not related to public health (as already appears to be taking place, both in the United States and in authoritarian countries such as Russia, China and Iran). But they should also resist privacy absolutism.

Difficult as these questions will be, weve no choice but to face them. As our current situation makes clear, pandemics pit one kind of liberty against another: the liberty to be free from intrusive government monitoring against the liberty to be free from disease and, in due course, from the heavy-handed measures needed to bring it back under control. As our national lockdown grinds on, Americans may decide that the freedom to avoid being monitored is less precious than the freedom to leave their homes.

University of California: Saying Chinese Virus Projects Hatred Towards Asian Communities – Breitbart

The University of California told students this week that it is inappropriate for them to use the term Chinese virus. The university released a set of guidelines that made the case that the term projects hatred towards Asian communities.

According to a report by the College Fix, the University of California system has released a set of guidelines that were designed to reduce xenophobia during the ongoing Wuhan coronavirus pandemic.

The guidelines encourage students to actively seek out and condemn intolerant speech that is taking place in response to the pandemic. Reject racism, sexism, xenophobia and all hateful or intolerant speech, both in person and online. Be an up-stander, and discourage others from engaging in such behavior, the guidelines read.

The guidelines go on to add that students should not use terms such as Chinese Virus or other terms which cast either intentional or unintentional projections of hatred toward Asian communities, and do not allow the use of these terms by others. Refer to the virus as either COVID-19 or coronavirus in both oral and written communications.

Breitbart News reported this week that actor George Takei had accused President Trump of emboldening racism by using the term Chinese virus. Takei said that Trumps use of the term Chinese virus sends a cold chill throughout the Asian-American community.

The University of California system has often inappropriately prioritized political correctness. Breitbart News reported in February that 17 students at the University of California, Santa Cruz, were arrested for blocking a local intersection during a protest for higher wages. Earlier in February, Breitbart News reported that UCLA told students to avoid using the words lame and insane because they create a stigma against marginalized people.

Now that were nearly through the work week, and school week, the uncanniness of the current moment has set in. Some European countries like Spain and Italy have enforced strict lockdowns while in New York, Gov. Andrew M. Cuomo has urged New Yorkers to stay indoors as much as they can. But social distancing not commuting, not dining out, saying no to that party you really didnt want to go to anyway can also open up some unexpected opportunities for those with time on their hands: to try a new recipe, work out from the comfort of your own home, catch up on some reading and tackle any organizing projects you havent gotten around to yet. Below, T recommends some activities for riding out the quarantine whether self-imposed or not while preserving your sanity and sense of purpose.

Make Something Delicious (With Ingredients Youve Stockpiled)

When the San Francisco-based florist Christina Stembels decade-old business, Farmgirl Flowers, was in its infancy, she often baked cinnamon rolls the ultimate comfort food, she says and brought them in for her employees. Stembel doesnt just consider the gooey dessert to be the ultimate comfort food; she thinks of it as a good litmus test: If you meet someone that doesnt like one of these, she says, do not trust them.

Growing up in the West, I was always wanting to be very westernized to fit in, says the Taiwanese-Canadian designer Jason Wu. And in my 20s, I really started re-embracing my roots. EV Access Needs to Be Equitable to Meet California Goals – Government Technology

Disadvantaged and communities of color are perfectly poised for electric car adoption, experts say, but they have to be targeted and engaged first.

In California, where advocates and regulators are pushing to have at least 5 million electric vehicles on the state roadways in the next decade, inclusive efforts are not just a matter of equity and are more a matter of necessity.

If were going to get to 5 million EVs we have to be intentional, and so we have to really think about what were doing, in terms of education and outreach, said Shelley Francis, co-founder of EVNoire, an advocacy organization promoting next-gen mobility options like electric vehicles.

We really have to make sure that were engaging diverse communities black and brown communities and communities that are impacted by air pollution, she added, speaking during a panel discussion as part of the annual Veloz forum earlier this month in Sacramento. Veloz is a Sacramento-based electric vehicle advocacy group.

Too often, electric vehicles have been viewed as transportation for more economically advantaged drivers, say industry insiders and advocates. However, as their price parity with gas-powered cars narrows and is combined with state and federal rebates, the cars are being seen as ideal for all drivers. The fact that they are cheaper to run than gasoline-powered vehicles will make them a more attractive option for lower-income households.

If policymakers are to remove barriers to EV adoption among underserved communities, part of this process is making incentives easier to understand and apply for, said Terea Macomber, electric vehicle project director for GRID Alternatives, an Oakland-based nonprofit advocating for clean, renewable energy in low-income areas and communities of color.

If we can go into communities and say, we have this incentive program, but theres all these other incentive programs that you can take advantage of with one application, were going to reach our goals a lot faster, said Macomber, speaking at the forum.

The way that we build programs, the way that we implement programing is so important, not just the policy that creates these programs, Macomber added.

The further adoption of EVs across all income sectors will ultimately help the most disadvantaged by improving air quality and job creation, particularly in the manufacturing sector.

The EV sector employs some 275,000 residents in California, with 120,000 of those in Southern California, Tyler Laferriere, an economist with the Institute for Applied Economics at the Los Angeles County Economic Development Corp., told forum attendees.

These are good paying jobs, said Laferriere, noting the industry is expected to grow 13 percent in the state in the coming years. It should be noted this jobs outlook was presented prior to the rapid economic slowdowns brought on by the novel coronavirus crisis.

This intersection between affordability, transportation, housing, equity, and good jobs is something that I think will lead to our greater success, said Jared Blumenfeld, secretary for environmental protection with the California Environmental Protection Agency. On Being Black, Southern, And Rural In The Time Of COVID-19 – Essence

Just weeks ago, Black Southerners were the talk of the nation. What issues we support. What candidates were courting us for our vote in the Democratic primary. We went from constantly ignored and under-resourced to the focus of national conversations. We went from unimportant to shifting what was possible in regards to who would become the next president of the United States. We went from being abandoned and, in some cases, mocked, to issues that impact us being front and center in national debates and polls.

But now, merely days later, despite the constant realities of Black Southerners, especially those of us in rural communities, were back to business as usual. Despite the disproportionate and disastrous impact of state sanctioned violence, a discriminatory health care system, and a trickle-down-til-it-stops economic infrastructure, Black Southerners are once again in this nations peripheral visioneven as the COVID-19 (coronavirus) global pandemic threatens to devastate our communities. Make no mistake, this reality could mean a death sentence for far too many of our people.

Let me explain how we know this to be true.

On March 13, 2020, the Kaiser Family Foundation (KFF) published the Status of State Medicaid Expansion Decisions. In the comprehensive data shared, KFF illustrates that the U.S. Souththe largest geographic region in the nation, a region that already has higher numbers of cash-poor adults without health insurance in comparison with other regionsrepresents the majority of states that did not expand Medicaid (9 out of 14).

KFF goes on to explain that the geographic disparities in health coverage arent just geographic; they also disproportionately impact people of color, specifically Black people in the Souththe region that the highest concentration of Black people in the United States call home:

Most people in the coverage gap live in the South, leading state decisions about Medicaid expansion to exacerbate geographic disparities in health coverage. In addition, because several states that have not expanded Medicaid have large populations of people of color, state decisions not to expand their programs disproportionately affect people of color, particularly Black Americans. As a result, state decisions about whether to expand Medicaid have implications for efforts to address disparities in health coverage, access, and outcomes among people of color.

If that werent enough, those states decisions activate a circular white supremacist, capitalist violence refusal to expand Medicaid leads to fewer cash poor Black southerners seeking treatment, which leads to fewer rural hospitals being able to remain open, which leads to even fewer of our people being able to seek treatment.

In 2019, John Commins reported that, Since 2005, 162 rural hospitals have shuttered, with 60% of the closures occurring in Southern states that did not expand Medicaid enrollment. Writing for Forbes Magazine, Clary Estes reported that as of February 24th, 2020, one in four rural hospitals are at risk of closure and the problem is getting worse.

All of this was true on Super Tuesday and continues to be true today as we watch the swift march of COVID-19 across our region. As of this writing, Mississippi, the 35th largest state by population ranks 12th among states for novel coronavirus cases per 100,000 residents, Mississippi Today reports. Thats 377 people diagnosed, 11 cases for every 100,000 residents. Two deaths have been reported. In Louisiana to date, there are 1,388 cases and 46 deaths reported, with 675 cases reported in New Orleans alone. In Alabama, there have been 283 confirmed COVID-19 cases. Forty-five people have been hospitalized at the University of Alabama at Birmingham Medical Center with the novel coronavirus; 18 of them are on ventilators. In Tennessee, to date, there are 777 confirmed cases and two people have died. Florida has over 1,200 cases. There are 1,247 confirmed cases in Georgia; 504 in North Carolina; and 342 cases in South Carolina.

None of these states, with the exception of Louisiana, elected to expand Medicaid. This means that these numbersespecially in states like Mississippi where no shelter-in-place orders have been given, because according to Gov. Tate Reeves, Mississippis never going to be Chinawill spike, and spike quickly.

With these reckless actions, it is us, our communities around the nation and, especially, in the rural South, which will suffer the most. Inevitably, when the United States sneezes, Black America catches a cold.

And this is no ordinary sneeze and no ordinary cold.

Wewho were already neglected by states who chose profit and partisan politics over the health and well-being of our communities, who are disproportionately impacted by poverty, white supremacist violence, health disparities and moreare seeing less access to emergency care, while the few facilities that remain are becoming the primary source of care for our people. Were seeing health care providers leave communities because of the closure of rural hospitals, gaps in specialty care expanding, job loss, and so much more, as the need for services increases beyond our ability to provide them.

Elders and already sick folks are at risk down South. Is the nation paying attention now?

The virus will continue to spread, impacting communities in the Blackbelt South, like those in Cancer Alley or in Central Appalachia with a high concentration of health disparitiesboth in regards to the impact of illnesses and the lack of access to affordable healthcare insurance and adequate facilities. We know that if people in New York and California are struggling to get tested, to have enough masks and gloves and the like to properly keep healthcare staff safe, that we will probably be in a similar or even worse predicament as the virus spreads here. We, who live in right to work states, who wont have paid leave to stay home, or the ability to work remotely when shelter-in-place and lockdown orders come from our municipal governments, are at increased risk. Those of us who needed public schools to stay open to ensure our kids were fed at least two meals a daywhile we focus on making money to support our elders and children, biological and chosen familiesare in deep trouble.

We know that much of this reality exists because of policy decisions made by the white rightwing/conservative and neoliberal elected officials that take advantage of our disillusionment and voter suppression tactics to stay in office. We know that greed and abuse of power, the ability of some to harm the majority of us for the sake of consolidating their wealth and power, is a clear and present danger. We know that much of this reality exists because liberals, progressives, and left forces in this country only see the need to center the Black South when the camera is in their hands, pointed at us as the problem or a convenient geography to amplify as its convenient for them.

But theres good news to this story, too: the Southern Freedom Movement is alive and well. Communities have been fighting for healthcare for all and to fully fund medical facilities across our region. Mutual aid and community defense are old practices here. Our abilities to practice social solidarity despite the realities of the political present exist because of our strong relationships and commitments to collective liberation. Southern grassroots organizations are continuing to step up to the plate to meet the needs of our communities. The Southern Movement Assembly has trained and is continuing to train hundreds of folks in preparation for the Southern Spring90 days of actions to resist what harms us and build what weve always deserved.

Organizations like Black Voters Matter and Crescent City Media Group are fighting voter suppression, getting folks educated and to the polls, and making sure our people get counted in the census. Southern members of The Movement for Black Lives are raising demands to ensure that our people are taken care of and given what they need and deserved to survive this moment and thrive in our homeplaces. Organizations like the Gulf Coast Center for Law and Policy and the National Black Food Justice Alliance are ensuring that our people are protected during moments of manmade climate disasters and that the people who steward and grow our food are organized and taken care of.

Organizations like Women Watch Afrika are ensuring that the voices of immigrants and refugees are centered and that all forms of discrimination against women are dismantled. Organizations like SisterSong are fighting to ensure that our ability to exercise our human right to reproductive justice and bodily autonomy arent thwarted by state interventions. Organizations like Law for Black Lives, the Movement Law Lab, and Law at the Margins are working to prepare the next generation of movement lawyers that will serve and protect social movements and grassroots communities.

Organizations like The Highlander Research & Education Center is show up for social movements as it has since 1932, bringing people together across difference to learn together, share culture, and to take their new knowledge and do something with it to build a better world through the creation of virtual gatherings similar to what happens on the 186 acre space.

So, will the South be disproportionately impacted by this virus? Very likely. But there is hope, abundantly. The even better question is: will you be a part of the solution? Will you amplify the voices of the Southern Freedom Movement, and be intentional about pointing the camera youre holding toward Southern solutions?

Because, indeed, as goes the South, so goes the nation isnt an opinion; its a fundamental fact.
