Wisconsin Democrats say Republicans have made thwarting Gov. Tony Evers their priority – Madison.com

Wisconsin's Democratic legislative leaders say the first year of Gov. Tony Evers' administration has been defined by Republicans seeking to stop him from getting wins.

The result, Rep. Gordon Hintz and Sen. Jennifer Shilling said in separate year-end interviews, has been a lack of commitment to move forward on bigger issues as the state navigates the ramifications of split control after a decade of one-party rule in the Legislature and East Wing.

Republicans were very strategic from day one of trying to minimize the governor and successes and wins for him, said Shilling, who credited Evers for being the adult in the room while slamming GOP leaders for what the La Crosse Democrat called legislative absenteeism.

Hintz, D-Oshkosh, stopped short of labeling the current arrangement gridlock, saying that to reach that point, you at least have to make an attempt to find resolution.

I feel like it's been less gridlock and more there's kind of the Mitch McConnell style intentional strategy to starve the process, to try to make the governor look unsuccessful and to really play politics from the beginning, he said. So it's a little different than gridlock, but I guess some would say that's the result.

Both seemed resigned that the remainder of the session which could include floor periods in January, February and potentially March would include much of the same.

But Hintz expressed optimism that there could be more productive work ahead, saying while the political environment is tough, there are always opportunities and there's no shortage of issues.

Shilling highlighted her desire for the Senate to act on the remainder of Evers Cabinet secretary nominees in January and February. Currently, around half have yet to be taken up by the full chamber, though they can continue serving in their capacities indefinitely without a confirmation vote.

Technically (the nominees) serve at the pleasure of the governor, but this Republican Legislature has inserted itself so that the Cabinet secretaries appear to serve at the pleasure of Senate Republicans and thats not how this place was designed to operate with respect to the role of the executive branch, she said.

Looking ahead to the 2020 legislative races, when all the Assembly seats and half the Senate ones will be up for election, the pair said they were encouraged by their candidate recruitment efforts so far.

Hintz noted that in 2018, Democrats sought quality and quantity, with the result being that many challengers appeared across the state, with some in miserable seats that the party hadnt competed in recently. This time, Hintz said he hasnt yet been discouraged because I think theres so much uncertainty at the top of the ticket.

He added that without any statewide races on the ballot next November, Democrats have an opportunity to put the Legislature up for referendum.

Weve got to hold Republicans accountable for the decisions they've made and the decisions they've refused to make, he said. I'm encouraged by the candidates that we have so far in important races (meaning those that) we either came close to or the numbers indicate will be competitive.

Asked how messages that the maps are rigged have impacted candidate recruitment efforts, Shilling said she tells would-be contenders that if theyre waiting until after redistricting to run: I cant wait that long. If youre interested in doing this, weve got to do it now.

Early next year, she said, Senate Democrats would roll out the seats theyre targeting, but throughout the cycle she said the party needs to make sure that we build on the momentum of having the DNC in Milwaukee and having a crisscrossing of Democratic candidates in Wisconsin.

I wouldn't want to be Republican running next year, she said. I think just their brand is very different than what it even was four years ago and the weight of a Trump being around your neck is a heavy one.

When Senate Majority Leader Scott Fitzgerald, a congressional candidate in the Milwaukee-area 5th CD, almost assuredly leaving the chamber after the fall cycle to head to Congress in 2021, both Shilling and Hintz declined to say who'd they'd prefer to work with as his successor.

Fitzgerald is so far the only Republican contender for the seat, which is being vacated by longtime U.S. Rep. Jim Sensenbrenner.

Shilling noted Fitzgerald in his time as leader has "had the ability to thread the needle" in working with the Senate GOP caucus, which she said has "certainly moved to the hard right" in recent years.

"It's a difficult caucus to manage and we'll see who can put together a coalition to get there," she said.

Remember back in March 2016, when President Barack Obama nominated Merrick Garland for the Supreme Court, and Republican Senate Majority Leader Mitch McConnell decided to hold up a confirmation vote in the Senate until after the presidential election, so the next president could select the replacement for Antonin Scalia?

With Obama being a Democrat and McConnell hoping a Republican would win the presidency, it was a gutsy move.

Well, its payback time.

It appears House Speaker Nancy Pelosi has outmaneuvered the Republicans by getting President Donald Trump impeached and holding up sending the articles hes being charged with to the Senate for a trial.

She asserts that she wont do that until shes assured by McConnell that the Senate will conduct a fair trial using documents and witnesses the White House has so far failed to provide.

Ive read speculation that maybe shell wait until after the 2020 election in the hope that Democrats can take the Senate. And, in the meantime, Trump will have to conduct his reelection attempt with an impeachment record on his resume.

There has been a great deal of speculation as to why Nancy Pelosi was so anxious to rush her impeachment Schiff Show through Congress, but is now demanding that Mitch McConnell make the Senates process as unfair as hers was before she allows him to get the ball rolling. Many have even speculated that she is embarrassed by the whole thing and just wants it to go away before it completely kills the reelection hopes of too many Congressional Democrats. It is more probable, however, that she is demanding certainty that the Senate trial be fair, by which she means viciously biased against the President, because she knows that the Republicans are likely to give her everything she wants.

Pelosi has good reason to think that she can intimidate McConnell and other Senate Republican leaders into folding and transforming their impeachment proceedings into a Stalinist show trial that will suppress evidence exonerating the President, highlight the tendentious version of events that the House offered, and maybe even result in Trumps removal from office. The Republicans have a pattern going back well over half a century of caving in to Democrat demands and doing their bidding. Pelosi has witnessed a great deal of this firsthand as she grew to be a multimillionaire on her modest Congresswomans salary. Why should she think it will be any different this time?

Republican kowtowing to Democrats goes back to the era of Franklin D. Roosevelt. After Democrats successfully blamed Republicans for the Great Depression and initiated the massive expansion of federal power that was the New Deal, the Republicans nominated for president not critics of Roosevelts big government measures, but me-too candidates who praised what FDR was doing: Alf Landon, Wendell Willkie, and Thomas E. Dewey. Not surprisingly, each of these pale copies of the great New Dealer were trounced by the real thing.

Republicans who didnt think a huge increase of federal control over the daily lives of Americans was a terrific idea had their best chance in 1952, when Republicans won the trifecta of the White House, the Senate, and the House of Representatives for the first time since 1930. However, the new president, Dwight D. Eisenhower, would not hear of this. He declared: Should any party attempt to abolish social security and eliminate labor laws and farm programs, you would not hear of that party again in our political history. There is a tiny splinter group, of course, that believes you can do these things....Their number is negligible and they are stupid.

The Eisenhower administration backed up these harsh words with actions that would have pleased FDR. It expanded the Social Security program and supported a bill raising the hourly minimum wage from 75 cents ($7 today) to a dollar ($9.50 today). It tried, but failed, to get a bill passed requiring the federal government to underwrite private health insurance policies, which was the beginning of the long push for government control over the health care system.

Sixteen years later, Eisenhowers protg, Richard M. Nixon, became president. He succeeded Lyndon Johnson, whose Great Society and War on Poverty have cost American taxpayers trillions of dollars in failed urban development and welfare programs that have done little besides create a large group of people who are more or less permanently unemployed and wards of the state. And of course, they can always be relied on to vote Democratic.

Nixon did nothing to challenge any of this. And with the exception of Ronald Reagan, Republicans after Tricky Dick have been cut from the same cloth. Instead of challenging the Democrats, they allow them to set the agenda, and then maybe maybe! find some way to quibble over the details. They seldom if ever say that the latest government boondoggle shouldnt be done; they only dare to suggest that they could do the job more efficiently.

Given that this has been the pattern for decades, why shouldnt Pelosi think that the Republicans will behave as they always have up to now? It would be more surprising if they didnt. Even now, Republican governors are clamoring for more refugees to be sent to their states, as if they didnt already have enough Democrat voters. The Stupid Party is unlikely to miraculously find a spine in the Senate.

Republican governors grapple with whether to accept refugees – Press Herald

LINCOLN, Neb. An executive order by President Trump giving states the right to refuse to take refugees is putting Republican governors in an uncomfortable position.

Theyre caught between immigration hardliners who want to shut the door and some Christian evangelicals who believe helping refugees is a moral obligation. Others say refugees are vital to fill jobs and keep rural communities afloat.

More than 30 governors have agreed to accept refugees, but about a dozen Republican governors have stayed silent as they face a decision that must be made by Jan. 21 so resettlement agencies can secure federal funding in time to plan where to place refugees.

Trumps executive order requires governors to publicly say they will accept refugees. They cannot automatically come to their states, even if cities and counties welcome them. So far, no one has opted to shut out refugees.

A North Dakota county voted this month to accept no more than 25 refugees next year, after initially signaling it would be the first to ban them.

Trump issued the order in September after slashing the number of refugees allowed into the United States in 2020 to a historic low of 18,000. The reduction is part of the administrations efforts to reduce both legal and illegal immigration.

With his order, Trump again thrust states and local governments into immigration policy, willingly or not. It has caused heated debates and raucous meetings in several states, including North Dakota and Wisconsin.

Trump says his administration acted to respect communities that believe they do not have enough jobs to support refugees. Refugees can move anywhere in the U.S. after their initial resettlement at their own expense.

Republican governors in Nebraska, West Virginia, Tennessee, Ohio, Indiana, North Dakota, South Dakota, Utah, Massachusetts, New Hampshire, Arizona, Iowa and Oklahoma have consented to accepting refugees in 2020. Vermonts Republican governor said he intends to accepts refugees.

Others have not taken a public stance. They include the Republican governors of Georgia and Missouri, along with Gov. Greg Abbott of Texas, the state that took in the largest number of refugees this year.

Democratic Gov. Gavin Newsom of California, the nations most populous state that resettles many refugees, also has not consented yet, but his office said he plans to do so.

In 2015, governors from 31 states nearly all with Republican governors, including Abbott tried to shut out Syrians, citing terrorism fears. But they didnt have the legal authority at the time.

Now that they do, some governors have struggled with the decision.

Faith-based groups have led an aggressive campaign urging them to keep accepting refugees, while immigration hardliners have criticized Republicans who have not used their new authority to put the brakes on refugees coming into their states.

Nebraska Gov. Pete Ricketts, who tried to turn away Syrians in 2015, spent weeks reviewing his options.

He gave his consent Thursday in an open letter to Trump co-signed by Iowa Gov. Kim Reynolds and South Dakota Gov. Kristi Noem, praising the president for strengthening the vetting process.

Thanks to your leadership, Americans can be confident once again in the screening process for refugees entering the United States, the governors said in the letter.

Hatim Ido, a former U.S. Army translator and member of the persecuted Yazidi community who fled Iraq, was relieved to know Nebraskas doors are still open. Ido hopes his two sisters in Iraq will be able to join him someday in Lincoln.

Im really concerned about them, said Ido, a graduate student who became a U.S. citizen last year. I understand (government officials) need to be very careful. I just wish there was a process in place so we could bring them here.

Administration officials say refugee applicants are subject to the strictest, most comprehensive background checks for any group seeking to come to the U.S.

Fraud detection and national security officers now come overseas with U.S. Citizenship and Immigration Services teams who are processing refugees.

Indiana Gov. Eric Holcomb made the distinction that opening the door to refugees does not mean hes going soft on illegal immigration.

A federal judge last year permanently blocked Indiana from trying to turn away Syrians under an order that Vice President Mike Pence championed as governor.

These are NOT illegal or unlawful immigrants but individuals who have gone through all the proper channels, Holcomb wrote in his consent letter.

Arizona Gov. Doug Ducey announced his consent the same day this month that 300 evangelicals signed a letter urging him to keep letting refugees resettle as an exercise of our Christian faith.

Oklahoma Gov. Kevin Stitt said faith leaders reached out to him, too.

I appreciate Oklahoma churches who have assisted these individuals, he wrote in his consent letter.

Tennessees consent did not sit well with legislative leaders who sued the federal government over the resettlement program.

Our personal preference would have been to exercise the option to hit the pause button on accepting additional refugees in our state, House Speaker Cameron Sexton and Lt. Gov. Randy McNally said in a joint statement.

Gov. Bill Lee, who talks often about his Christian faith, said he had to follow his heart.

My commitment to these ideals is based on my faith, personally visiting refugee camps on multiple continents, and my years of experience ministering to refugees here in Tennessee, he wrote in his consent letter.

More than 80 local governments have written letters welcoming refugees. Many are rural towns in conservative states that have come to rely on young refugees to revitalize their economies.

We need workers, big time, said Nebraska Sen. John McCollister, a Republican who is sometimes at odds with his party. Refugees bring a lot of enthusiasm, and theyre some of our best entrepreneurs. They add a lot to the economy of Nebraska.

Utah Gov. Gary Herbert asked for more refugees in a letter to Trump last month. The Republican said Utah has the resources and space and that welcoming refugees is part of the culture in a state where members of The Church of Jesus Christ of Latter-day Saints found refuge generations ago.

Its been striking to see the breadth of bipartisan support for refugee resettlement in the states, with a number of governors writing very strong letters of support, said Mark Greenberg, a senior fellow at the Migration Policy Institute and a former official in the U.S. Health and Human Services Department, which includes refugee resettlement. He left in 2017.

Holly Johnson, who coordinates the Tennessee Office for Refugees within the Catholic Charities, is not surprised. Employers are chasing down resettlement agencies because they know refugees work hard, she said.

Three resettlement groups have sued to block Trumps order.

Wyoming Republican Gov. Mark Gordon does not plan to weigh in for now, his spokesman Michael Pearlman said, noting the state has not had a refugee resettlement program for decades.

GOP Gov. Asa Hutchinson said Arkansas is determining which communities may be interested in accepting refugees, looking at financial costs and verifying security checks but that no final decision has been made.

I am committed to ensure that refugees brought to Arkansas have a real chance to settle and become self-sufficient, he said.

House Republicans and Democratic governor feud over the Louisiana budget, again – The Advocate

Thirty or so budget architects at the state Office of Planning & Budget spent the year tracking actual spending by government departments. In November and December they made budgetary lists and checked them twice.

For once the holidays pass, the really big work begins on cobbling together the state spending plan for the next fiscal year, which begins July 1.

January is when administration executives make their adjustments in preparation for the governor to present the executive budget proposal to legislators on Feb. 7.

That means six weeks of meetings with department heads, all of whom will be appealing preliminary budgets and arguing for more funding for this program over that service. Before Gov. John Bel Edwards signs off, he will want to ensure the budget proposal reflects his priorities, including the projects hes pushing this year expanding early childhood education and more money for public colleges and universities that could necessitate decreased spending elsewhere.

House Republicans made that task more difficult by blocking the Revenue Estimating Conferences projections that the state will bring in more money from taxes, fees and other revenue sources. In addition to creating more work for the budget architects, stalling the REC forecast also creates procedural difficulties and requires next years budget to be drafted using much lower estimates approved in April.

If we had a certified amount, if we were working off an official amount, wed have a sum certain that could be expended, then we could say we want to do more in these areas and were going to have to reduce the amounts in these areas, Commissioner of Administration Jay Dardenne said.

Dardennes Division of Administration includes the Office of Planning & Budget and has the job of drafting a budget that balances available revenues with spending on specific services, all of which have constituencies and many of which are governed by state law.

Traditionally, the governors executive budget, which he is required to draft and present at a specified time each year, serves as the base from which legislators rearrange, add and subtract then approve.

But that wont happen.

Last year, Edwards proposed a budget that used money as forecast by the REC economists but not approved the panel itself, rather than the lower numbers from the previous year.

The play will be the same this year, Dardenne says, as the administration doesnt want to release a spending plan that details huge cuts that in the end wont be needed. If we went with the April forecast, we would have to be cutting an inordinate amount that doesnt represent reality. Were not going to play that game that makes it look like we dont have the revenue there when everybody knows the revenue is there, Dardenne said.

Republicans argue that the law requires an executive budget using the latest approved revenue numbers, even if it does mean huge cuts. Republican Attorney General Jeff Landry agreed.

Dardenne countered, By failure to get the unanimous approval, the governor is precluded from submitting a budget that represents the official forecast because we dont have the official forecast.

Though Edwards won reelection last month and is the only Democratic governor in the Deep South, the newly elected Louisiana Legislature is more conservative and has a two-thirds Republican majority in the Senate and a near super-majority in the House. New leaders will be selected in January, but the move in December to block new income figures indicates that the new group of GOP legislators also want to take on a larger role in the state budget.

"It's time, as you can see in the Legislature on both sides, that we start doing things differently. This is one of those steps," said House Appropriations Chair Cameron Henry, representing the House on the four-member REC and refusing to certify an increase of revenues that the other three of the members wanted. All four members must agree to the revenue projections.

The REC economists one for the Legislature and one for the administration point out that several indicators of Louisianas economy are getting better, though theyre not rising very fast. Meanwhile, national economists are predicting a possible recession during the next 18 months. The economists projection would allow for an additional $168 million to spend on prisons, education and other state services for the current fiscal year and $103 million for the following year, compared to the last official REC projection adopted in April.

Henry urges caution. If a downturn is looming, state government shouldnt allow expenses to grow. The increased sales taxes and suspended tax exemptions that helped stabilized the states finances are scheduled to expire in 2025. The state should be wary about making the state budget bigger, he said.

Waiting until January, February or March would give the economists more information to make more accurate predictions, Henry said.

This years budget, which runs through June 30, is $31.63 billion with $9.72 billion coming from Louisiana taxpayers and businesses. (The rest are fees that are dedicated for specific purposes and $14.4 billion from the federal government.)

The GOP-dominated House drafted its own budget for the current fiscal year. After five months, and soon before the House-written instrument was presented, Speaker Taylor Barras, the New Iberia Republican sitting on the REC, lifted his opposition to the revenue forecast an acknowledgement that Louisiana was collecting more tax dollars as the economists said. It also saved the House from having to submit a budget with dramatic cuts.

Without a new amount, the administration is forced to use the last figure the REC agreed upon, which was in April, to draft the spending plan.

But a standstill budget doesnt really mean that the same amount spent last year is allocated for this year.

A slew of state laws take effect in 2020 ranging from mandatory compostingto child abuse registriesto access to diaper changing stations. One state will even begin banning expiration dates for gift certificates.

A few of the more notable changes:

Food scraps can't goin Vermont landfillsbeginningJuly 1. Residents will have four ways to handle rotten leftovers anditems such aspeels, eggshells, seeds, pits, coffee grounds and oils, according to the state's environmental conservation department.

Vermonters can use a household compost bin, buy a Green Cone solar digester to break down the scraps, feed scraps to pigs or leave it to the composting professionals.Theuniversal recycling lawwillrequiretrucking companies to provide food scrap collection services to nonresidential customers and multi-unit apartment complexes, the Burlington Free Press reported.

Restaurants, supermarkets and cafeteriasmust alsocomply with the law, which is the firststate law of its kind. The state hopes to reach a 60% recycling rate through mandatory composting.

Citing a need to respect human life, Arkansas will not allowpublic funding for human cloning or"destructive embryo research," which the statedefinesas medical procedures or investigations that kill or injure developing humans. ACT 653 also blocks state funds from stem cell research involving embryos, the stage lasting to eight weeks after fertilization.

Under the law effective Jan. 1, no state educational institutions can do human cloning for scientific research, either.It does not block state funds frominvitro fertilization.

Businesses in Washington state will be prohibited from putting expiration dates on gift cards beginning July 1.HB1727 will also prevent gift certificate users from being hit by inactivity or service charges.

However, ifa gift card is part of rewards orloyalty program, itcan still expire. The law will also not apply to gift certificates given to charitable organizations as a donation.

Restaurants, stores and other buildings with public restrooms in Illinois musthave at least one babydiaper changing stationunderHB 3711. Effective Jan. 1, the law requires buildings either have a station in both a women's and men's restroom, or a station in a unisex restroom. Building owners must also display a sign near restroom entrances to show that a sanitary andsafe changing station is inside.

Exceptions to the law include bars and nightclubs that don't allow minors, as well as cases where adding a station isn't feasible or would prevent people with disabilities from navigating the restroom.

In federal buildings, theBathrooms Accessible in Every Situation (BABIES) act already requires diaper changing stations in men's and women's restrooms. California has a law similar to Illinois, whileNew Yorkrequires stations in new or renovated public restrooms.

At the beginning of the new year, Nevada will joina dozenother states inpreventinginsurers from denying coverage to patients because ofpreexisting conditions. The federal Affordable Care Act currently protectspeople with preexisting conditions from that and higher coverage costs, but the act is facing legal challenges. Democratic Gov. Steve Sisolak said Nevada'sAB 170will keep health care protections in place if the ACA is eliminated. States with similar protectionsin placefor preexisting conditionsinclude Delaware, Hawaii, Indiana, Maine, New Hampshire, New Mexico, Oregon, Vermont and Washington,according to the Commonwealth Fund.

In Georgia, HB 478 will create stricter requirements to list a person on the state's child abuse registry, upping the age from 13 to 18.Previously, the state entered offenders who were minors into the database and didn't remove them until they turned 18,could prove they had been rehabilitated or more than a year passed since the date of the act that prompted the last case.

Effective Jan. 1, the law also updates theprocess to get a name expunged from the state registry. If a judge refuses to remove an offender from the registry after a hearing, the offender can request another three years later.

The state established the registry, which the public cannot view,in 2016. Each year, the state receives about 140,000 reports of child maltreatment, according to theGeorgia Division of Family and Children Services.

Employers cannot screen applicants based ontheir salary history under a New Jersey law effective Jan. 1.AB 1094also prevents hiring managers from requiring that an applicant's salary history falls within a minimum or maximum criteria.

If a worker voluntarily provideshis or her previous salaries, wages or benefits, employers can use the information to determine compensation, however. More than 15 other states, including California, Hawaii and Maine, have similar bans on salary history screening, HR Dive reported.

LOS ANGELES - Some of the scientific advancements of the 2010s have been truly mind-blowing, and perhaps none more so than the leaps and bounds weve made in the realm of reproduction.

This was not only the decade in which the first three-parent baby was born, it was the era when a rogue scientist chose to make edits to a set of twin girls DNA, making real the long-imagined scenario of genetically altering human beings while simultaneously thrusting the deeply complicated ethical discussions surrounding this practice into the limelight.

These are the five most life-altering breakthroughs in reproduction from the past decade.

In 2018, Chinese biophysics researcher He Jiankui announced that he had used the gene-editing tool CRISPR to modify the genes of two twin girls before birth. He and his team said that their goal was to make the girls immune to infection by HIV through the elimination of a gene called CCR5.

When the news broke, many mainstream scientists criticized the attempt, calling it too unsafe to try. Where some people saw the potential for a new kind of medical treatment capable of eradicating genetic disease, others saw a window into a dystopian future filled with designer babies and framed by a new kind of eugenics.

At the time, Dr. Kiran Musunuru, a University of Pennsylvania gene-editing expert, said Hes work was unconscionable... an experiment on human beings that is not morally or ethically defensible.

Other experts believe Hes work could propel the field of gene editing forward.

The twins, known as Lulu and Nana, have continued to make headlines since their birth. The gene modification that He claims to have carried out may have caused some unintended mutations in other parts of the genome, which could have unpredictable consequences for their health long term something many scientists who argue against Hes work cite as a reason to hold off on using gene-editing technology on humans.

Only time will tell what will happen to Lulu and Nana and if the edits to their DNA ultimately help or hurt them, but their story pushed the topic of human gene-editing and the ethics surrounding it to the forefront of the global scientific community.

In 2016, a technique called mitochondrial transfer was used successfully for the first time to create a three-parent baby grown from a fathers sperm, a mothers cell nucleus and a third donors egg that had the nucleus removed.

This technique was developed to prevent the transmission of certain genetic disorders through the mothers mitochondria. The majority of a three-parent babys DNA would come from his parents in the form of nuclear DNA, and only a small portion would come from the donor in the form of mitochondrial DNA.

A team led by physician John Zhang at the New Hope Fertility Center in New York City facilitated the birth of the first three-parent baby in April 2016.

Using human pluripotent stem cells, researchers were able to make the precursors of human sperm or eggs. In other words, they reprogrammed skin and blood stem cells to become an early-state version of what would eventually become either sperm or an egg.

"The creation of primordial germ cells is one of the earliest events during early mammalian development," Dr. Naoko Irie, first author of the paper from the Wellcome Trust/Cancer Research UK Gurdon Institute at the University of Cambridge told Science Daily. "It's a stage we've managed to recreate using stem cells from mice and rats, but until now few researches have done this systematically using human stem cells. It has highlighted important differences between embryo development in humans and rodents that may mean findings in mice and rats may not be directly extrapolated to humans."

A 2018 study showed that gene editing can allow two same-sex mice to conceive pups, and two female mice were able to successfully create healthy pups that then went on to reproduce themselves.

A team of researchers at the Chinese Academy of Sciences in Beijing, led by developmental biologist Qi Zhou, were able to use gene editing to produce 29 living mice from two females, seven of which went on to have their own pups. They were able to produce 12 pups from two male parents, but those offspring were not able to live more than two days.Whether or not the method can one day be used in same-sex human reproduction is still up for debate.

For the first time ever, Chinese scientists were able to clone two primates using the technique that produced Dolly the sheep, the first mammal to be cloned from an adult somatic cell via nuclear transfer.

The two cloned female macaques were named Zhong Zhong and Hua Hua, and their successful birth opened up the possibility of using the same cloning method to one day clone humans.

The Golden Rule: Examples and Definition | Philosophy Terms

I. Definition

Do unto others as you would have them do unto you is the idea (also called the law of reciprocity) that may be the most universally applauded moral principle on Earththe Golden Rule. Something like it appears in every major religion and ethical philosophy. The wording above is from the King James Bible, Matthew 7:12, however Hindu, Jewish, Buddhist, Confucian, and Zoroastrian versions of it appeared 3,000-500 years earlier.

The Christian version in Matthew says what you should do, rather than what you should not do. Most of the other versions say dont do to others what you wouldnt want done to you. This is now known as the silver rule. The positive version seems a little more demanding, and more problematic, than the silver rule:

Most non-philosophers lump together love they neighbor, turn the other cheek, and other similar ideas together with the golden rule. All of them revolve around the same themes empathy, selflessness, reciprocity, and egalitarianism, principles at the foundations of most ethical systems (although certainly not all). So perhaps that is how the golden rule should be taken, as a general ethical stance, not a rule (which is impossible to follow).

Meanwhile, academic philosophers have pretty much left the golden rule alone, commenting on it mainly to point out that although it sounds good, it cannot be applicable to a lot of situations depending on how you interpret it. We will examine interpretations that eliminate some of these problems cases. The golden rule sounds like a perfect guide to morality but its interpretation is rife with difficulties.

Here we list some relatives of the Golden Rule, which often incorporate it:

Do not do unto others as you would not want done to you.

Treat others the way they want to be treated.

Love others as you do yourself (or better).

Put yourself in others shoes in order to know how to treat them ethically.

Feel and care about the suffering of others.

Act only according to that maxim whereby you can, at the same time, will that it should become a universal law. In other words, Only follow ethical rules that you think should be universal. Philosophers consider Kants Imperative more philosophically air-tight than the golden rule. Some present it as supporting the golden rule while others would claim the opposite.

The oldest golden rule is the Hindu One should always treat others as they wish to be treated (Hitopadehsa, from before 2000 BCE) which seems potentially more demanding than the golden rule. Most people would like to be treated better than they expect to be, or are willing to accept.

People tend to trace the Golden Rule back to Leviticus (19:18), love thy neighbor as thyself, which was probably first written down during the second millennium BCE. This is the only version of the rule from a major religion (Judaism) that explicitly mentions love. But some philosophers suggest that behind all versions of the golden rule is, or should be, the idea of universal, unconditional love. Along with the silver rule and other similar ideas, the ancient Greek philosophers expressed agape, which also has an underlying principle of love.

However, the Hebrew principle of love thy neighbor seems deceptive for its time. The rule was formulated in a tribal society, where it could only apply to other members of ones tribe, and not necessarily to outsiders. It is quite likely that the neighbor in love thy neighbor was intended literally: love your neighbor as yourself, but not necessarily people from the next town over! In fact, of the three Abrahamic religions, only Islam has made the golden rule a religious obligation; if you are a guest in a very traditional Muslim home, your hosts will give you everything they can and lay down their lives for you, if necessary.

Similarly, around 500 BCE, Confucius wrote What you do not want done to yourself, do not do to others. In contrast to the statement in Leviticus, which is found in the middle of a long list of rules, the Confucian rule has always been emphasized, as a foundation of Confucian society.

But this raises a different kind of problem for the golden rule:

Confucian society was far from egalitarian, and not supposed to be. In the context of Confucian China, as is still true today, morality consisted of treating people as appropriate to their stations in lifetreating a gentleman as a gentleman, a soldier as a soldier, and a slave as a slave; the hierarchy of superior and inferior relationships was (perhaps still is) is a central principle of Chinese relationships.

Confucius may have meant, Treat people appropriately for their status, as you would wish them to do to you. Or Treat other people of a similar status, as you expect to be treated. For people of different social status to treat each other similarly is traditionally considered both rude and immoral in China; it threatens to upset social harmony, which depends on each person fulfilling their proper role in the Confucian hierarchy.

I have something that I call my Golden Rule. It goes something like this: Do unto others twenty-five percent better than you expect them to do unto you. The twenty-five percent is for error. Linus Pauling

Linus Pauling, an American chemist and the only scientist to win two non-shared Nobel prizes, gives us a rationally improved golden rule. Although its a bit tongue in cheek, alluding to the high standard of proof in science, Paulings modification is an astute rule-of-thumb repair for one of the golden rules most serious flaws that it expects us to decide how well other people wish to be treated.

Jonathan Swift made a soul for the gentlemen of this city by hating his neighbor as himself.

W.B. Yeats, Selected Poems and Four Plays

A humorous and cynical twist on the Torahs love thy neighbor as thyself, Yeats, the great Irish poet, expressed much in this quote. Jonathan Swift, another Irishman and the author of Gullivers Travels, also wrote the satirical A Modest Proposal, in which he parodied the cruelty of upper-class attitudes towards the poor in his city of Dublin. So, he truly did give the gentlemen of his city a soul that is, he tried to awaken their consciences by pointing out the opposite of love.

This was a running joke on SNL for years in which the viewer was periodically presented with various deep thoughts sort of an early predecessor of the fake-profound memes so many people post on Facebook. The following one is based on the Navajo version of the golden rule, Before you insult someone, walk a mile in their moccasins:

Deep Thoughts: Before you insult a man, walk a mile in his shoes. That way youll be a mile away when he gets offended, and youll have his shoes.John Handy

This may be stretching the definition of pop culture a bit, but we had to find a place for this quote, in which Prince Hamlet and the councilor Polonius discuss how Polonius will treat the traveling theatrical troupe which has come to their castle (desert in this quote means what someone deserves):

POLONIUS: My lord, I will use them according to their desert.

HAMLET: Gods bodykins, man, much better. Use every man after his desert, and who should scape whipping? Use them after your own honor and dignity. The less they deserve, the more merit is in your bounty. Take them in. (Hamlet, Act II, Scene 2)

Here, Shakespeare seems to argue for how one should treat people who might not deserve high-class treatment. His answer is, the better you treat them, and the less they deserve it, the more honorable youll look. At the same time that this seems like a highly ethical policy, it is meant somewhat cynically, since Hamlet is appealing to Polonius ego in order to motivate him to treat people well.

Utilitarianism, associated with philosophers Jeremy Bentham and John Stuart Mill provides universal ethical guidance through its policy of maximizing utility, where utility usually means human well-being. In other words, always do whatever will bring the greatest amount of well-being to the greatest number of people. This can be seen as another attempt, like Kants, to come up with a more reliable version of the golden rule. Most critics of the golden rule agree that its greatest flaw is the phrase as you would have them do to you because it references our subjective desires and preferences. Utilitarianism remedies this flaw.

Philosophers disagree about whether the golden rule is problematic or inappropriate, and why.

Some point out that it cannot be followed literally in all kinds of relationships, such as between employer and employee, parent and child, or teacher and student. Others say that it can be, because it could be interpreted to mean treat others as you would wish to be treated if you were them, in their social role, relative to you; i.e. if you are a boss, treat your employees as you would wish to be treated if you were in their position.

Thus, perhaps the Hindu version, treat others as they wish to be treated is better worded. But, it doesnt save the day. Some people wish to be treated badly. Others wish to be treated like gods. Few people know what is best for themselves. And the way a child wishes to be treated by a parent or a teacher is probably not the best thing for them!

Other philosophers say that the answer to these conundrums is that the golden rule is not a rule of action, but of psychology; in other words, it says, be empathic or treat people as if you cared for their welfare as much as your own.

But, even if this solves some of the earlier mentioned difficulties, its a recipe for disaster in relationships between people from different cultures. For example, if you go to China, people will usually serve you hot water at meals. Chinese people believe that cold water is bad for ones health. Chinese also may feel offended if you tip them, because it implies that they need your charity. So, following the golden rule is much complicated by cultural relativity.

Looming CA Law to ‘Regulate Away’ Many Freelance Jobs, Sponsor Says They ‘Were Never Good Jobs’ At All – MRCTV

One of the most important lessons in economics is to learn that human valuation is subjective. As a result, the only way we can find out how much people value things is if we allow them to be free to buy or sell them at prices they determine. All of supply and demand are based on that freedom.

One of the key lessons in ethics is the Golden Rule, or Non-Aggression Principle, which includes both the Golden Rule and its variation: Do unto others as you would have them to unto you, and do not do unto others as you would not want them to do unto you.

People who understand economics and ethics know that both of these principles are tied to each other. In fact, they are one-and-the-same, rendering down to a simple edict:

Dont be a jerk.

But numerous politicians in the California Assembly seem to think that once they are elected, they can simply disregard this principle, and tell other people how to live and work.

And so we see the looming implementation of the new statute called AB 5, which, because these said same politicians want to force business owners to hand out health insurance to more people, will mandate that any freelance writers creating 35 pieces or more per year for an employer must be categorized as full-time employees.

Voila! Health insurance!

Or, if one lives in reality: Voila! Fewer freelance jobs! Fewer freelance writers living in California! Which is precisely where things are heading, as Billy Binion reports for Reason:

A nonprofit legal foundation is suing California on behalf of freelance workers who say the state's recently passed Assembly Bill 5 (AB5) will destroy their livelihoods.

Whats in the offing for many freelancers?

The bill's pending implementation has wreaked havoc on publications that rely heavily on California freelancers. Just last week, Vox Media announced itwill not be renewing the contracts of around 200 journalists who write for the sports website SB Nation. Instead, the company will replace many of those contractors with 20 part-time and full-time employees. Rev, which provides transcription services, and Scripted, which connects freelance copywriters with people who need their services, also notified their California contractors that they would no longer give them work.

And says Alisha Grauso, co-leader of the group California Freelance Writers United (CAFWU):

Companies can simply blacklist California writers and work with writers in other states, and that's exactly what's happening I dont blame them.

Absolutely stunning. But, with all the charm of a Grinch on Mount Crumpet, Assembly member Lorena Gonzalez (D-San Diego), the mastermind behind AB 5 Tweeted this to anyone who might possibly find her decision to control them a bit offensive:

I'm sure some legit freelancers lost substantial income, and I empathize with that especially this time of year. But Vox is a vulture.

What a sweetie. Apart from the fact that she appears to need an editor to explain to her the difference between the words empathize and sympathize, she shows such contempt for a business that she seems to have no problem telling its owners how to run it. You know how that goes. Happens all the time. You waltz into a shop, find it not to your liking, and then threaten the owner with fines, total shut-down, and a trip to jail at the hands of armed agents of the state godhead if they dont comply.

Golden Rule. Totally.

And in case anyone were confused, Binion notes this priceless gem:

'These were never good jobs,' Gonzalez said earlier this month. 'No one has ever suggested that, even freelancers.'

If youre shaking your head, youre not alone.

I've been able to earn nearly three times the amount I did working a day job, doing what I absolutely love, and having more to volunteer and spend time with loved ones, wrote Jackie Lam, a financial journalist. Kelly Butler, a freelance copywriter, echoed those sentiments. Thousands of CA female freelancer writers, single moms, minorities, stand to lose their livelihood due to this bill, she said. I was told by a client because I live in CA they can't use me. I made $20K from them this year.

And for those who are all hopped-up on gender sensitivity, Grauso notes that this CA statute will really harm women, who comprise 72.3 percent of their organization and who find particular advantages in freelance writing.

(F)reelancing allows women to be stay-at-home mothers or to care for an aging parent, Grauso notes. Being made employees kills their flexibility and ability to be home when needed. I cannot stress enough how anti-women this bill is.

Yet this bill passed in supposedly progressive Californias glorious Assembly and will be an enforceable statute, unless the CAFWU can spend enough time and money in court appealing to politically-appointed judges to emerge victorious.

The suit, brought by Pacific Legal Foundation on CAFWUs behalf, notes Binion, declares:

By enforcing the 35-submission limit, Defendant, acting under color of state law, unconstitutionally deprives Plaintiffs' members of their freedom of speech as protected by the First and Fourteenth Amendments to the U.S. Constitution.

And this is spot-on. But this statue also completely breaches the Contract Clause of the US Constitution, which is found in Article I, Section Ten, Clause I, and reads:

No state shall pass any Law impairing the obligation of contracts.

This applies to freelancers who have contracts of any kind, including verbal agreements, with employers, and it also applies to all employment agreements, including wages. If the Contract Clause were respected in contemporary US politics, not only would AB 5 be gone, minimum wage laws could not apply to most standing employees, new safety mandates could not be forced on businesses, many licensing statutes would be history, and, well, shoot, politicians might stand a tiny bit closer to operating by the Golden Rule.

They can never get there, because theyre politicians who operate through government, and government is, by definition, a violation of the Golden Rule because it exists through force and tax theft. But, to quote the Beach Boys, wouldnt it be nice to see at least that kind of behavior on the part of people like Assemblywoman Gonzalez?

We can dream, even as we avoid some of the swear-peppered nonsense she added to another Tweet to defend her arrogant assault on peaceful businesses and note that another incredibly authentic, peace-loving politician named Senator Elizabeth Warren is on her side.

Yes. We can dream. And we can learn about how the US Constitution is supposed to operate, and how people like Assemblywoman Gonzalez and Liz Warren hold the sanctity of free association and free trade in absolute contempt.

Others are techno junkies and need the latest and greatest gadgets.Some of us simply cant remember where we put things. So, we bring more stuff into our homes stuffing our closets and drawers.

Decluttering and staying organized is similar to losing weight and keeping the weight off,saiddeclutter coach and professional organizer,Rachel Winter,founder andowner,Happy Home Organizers, LLC.Its all about healthy habits and lifestyle. You can put in all of the hard work with exercising and eating well, but if you dont maintain your efforts after you have reached your goal weight, the pounds will slowly begin to creep back, and youll be back where you started.

The One In, One Out Rule will help keep your home organized. Its one of the Golden Rules professional organizers live by. Every time a new item comes into your home, a similar item must leave. For example, for every new shirt that comes in, an old one comes out. New purse? Bag an old one. New pair of shoes? Give a pair their walking papers.

Organizing is one giant puzzle. Each item is a puzzle piece, Winter said. The one in, one out rule is basically stuff equilibrium.

Winter organized the home of Leza, whose story and Tucson house were profiled on an episode of A&Es Hoarders, Season 9, episode 3. She teachers her clients to live by 3 Golden Rules in staying organized:

Rule 1. Home for Every ItemRule 2. Like with LikeRule 3. One In, One Out

My organizing-ism is your stuff has to fit your space, she said. Its okay to bring in something new. But where is it going to live? If you are already tripping over things, where is the new stuff going fit?

Benjamin Franklin coined the phrase a place for everything and everything in its place. That is the goal, the mantra of professional organizers. That is why people hire them to create a system of order.

When looking at your stuff, ask yourself, do you use it, wear it, love it? If not, why are you keeping it? It can be a struggle to get rid of things, especially if they hold sentimental value.

Among the items Winter tends to see a lot of that generally do not have sentimental value is batteries scattered throughout her clients homes. This is an impulse buy. One of those things people forget they have . . . because they dont know where they are.

Clothes, Shoes and Accessories We all need new clothes and shoes every now and then. With most garments, if you havent worn it in a year, donate it.

Makeup and Toiletries Use them up and throw away expired make up and perfume/cologne that has turned. As for the free make-up bags, use them to store. . . batteries.

Magazines & Books Read and recycle. Better yet, subscribe to the digital versions.

CDs & Videos Do you even have a VCR anymore? A lot of folks have ditched their DVD and CD players for streaming. Clean out the entertainment center and take the videos and CDs to a resale shop. At least you can get a few bucks for them.

Linens January White Sale! Skip it. If you have plenty of good linens and towels, donate the worn-out ones to an animal shelter.

Candles Unless you live off the grid, are a dozen partially used candles necessary? Melt and consolidate them. Take the wick out when the wax is melted down to liquid. Add it to another jar if its not completely burned to the end. Clean and recycle the empty jars.

Food & Spices Bulk buying can be tempting. Be creative with recipes and use what you have.

Drinkware Have a mug from every city you visit? More tumblers from sporting events than there are athletes? Stop traveling and going out (just kidding). Donate.

Dishes Unless these have sentimental value, such as your grandmothers china set or you entertain a lot for very large groups of people, you probably dont need three, four or five sets of dinnerware.

Cookware Invest in pull-out shelves so you can easily see what you have.

Tools & Extra Materials Keep your garage and workshop organized so you dont have to run to the hardware store for another special hammer, drill bit or screws because you cant find what you already have. Donate tools, extra lumber, or other materials to high schools that have a construction Continuing Education Program (CTE). You may even get a tax donation letter. When you ignore the rule, it just becomes one thing in, one thing in and it becomes overwhelming. The bottom line, according to Winter, is that you can keep whatever you want as long as it fits in the house and it has a devoted home.

Abide by the rule. Keep clutter under control and stop wasting your money on say, nail clippers and batteries.
