Research: Lockdown Gambling Advertising in the UK Skyrocketed – GamblingNews.com

Two separate university studies on gambling advertising spend found out that operators increased the amount of gambling advertising by nearly 50% during the winter lockdowns despite acknowledging peoples anxiety.
The studies from the Universities of Glasgow and Stirling revealed that the amount spent on gambling advertising reached new heights last year, exceeding the levels before the pandemic, Daily Mail reported.
Gambling companies kept their word to cut on advertising during the first lockdown in March 2020 but more than compensated during the next two lockdown periods when gambling advertising spend skyrocketed.
An earlier study published by the same authors identified a strong link between gambling advertising and problem gamblers: 87% of people suffering from problem gambling claimed that it was advertising that urged them to spend more.
For the first time weve got evidence that exposure to advertising has a really severe impact on those experiencing problem gambling, said Dr. Heather Wardle, a sociologist at the University of Glasgow and a lead author on both studies, pointing the finger at the industry which always says there is no evidence of our advertising causing harm, neglecting the fact that people experiencing problem gambling spend more which itself is the evidence, and, instead of protecting the vulnerable, encourages them to spend more.
In lockdown two, given the opportunity, the advertising spend came roaring back with a vengeance. There appeared to be no long-term commitment to reducing advertising in that long period when people were far more vulnerable, Wardle concluded.
Compared to 2019, the amounts spent on gambling advertising increased by 49% during the first winter lockdown in November 2020 hitting 10.3 million ($12.5 million) per week, while the increase during the third lockdown was a bit lower, to 7.6 million ($9.3 million).
At the time of the first lockdown, the Betting and Gaming Council (BGC) clearly stated that during the pandemic a cut back on advertising would act as a safeguard to those experiencing problem gambling, a pledge gambling critics called a PR stunt.
The media reporting on the research findings cited the BGC claiming that the requirement introduced by its members during the first lockdown that 20% of their TV and radio ads are safer gambling messages has now been made permanent.
Instead of commenting on the research findings, the gambling industry body changes the subject by stating that contrary to those who said lockdown would see an explosion in gambling, overall gambling revenues actually fell by 1.7 billion from 2019 to 2020 during the pandemic as clearly, overall gambling is not the focus of both research groups.
Further, the BGC claimed that academic studies have also found that there is no causal link between exposure to advertising and the development of problem gambling but the Gambling Commission figures the BGC cited confirm otherwise.
Indeed, recent independent figures from the Gambling Commission confirm the rates of problem gambling have fallen to 0.2% in the year to June 2022 down from 0.5% at the same time in 2020, the industry body concluded but the cited period to June 2022 has nothing to do with the research findings.

Gambling addiction in teens a key focus for MDHHS – WOODTV.com

GRAND RAPIDS, Mich. (WOOD) While we work through the dog days of summer, lots of sports fans are gearing up for football season. High schoolers are working through two-a-days, college teams are preparing for their openers and the NFLs preseason kicks off Thursday night with the annual Hall of Fame game.
The rush toward football season also means a spike at sportsbooks across the country and more stress for people who deal with gambling addictions.
While soccer is the most popular sport for gamblers across the world, football is tops in the U.S. According to the Sports Encyclopedia, NFL wagers make up nearly half of all sports bets in the country and the Super Bowl is the most commonly bet sports event in the nation.
According to the National Council on Problem Gambling (NCPG), one out of every 100 Americans has a severe gambling addiction. In the four years since gambling restrictions were overturned in 2018, researchers have noticed a sharp rise among gambling addiction in teens and young adults.
The world of gambling was thrown off its axis in 2018 when the U.S. Supreme Court overturned the Professional and Amateur Sports Protection Act. The federal anti-gambling law was signed in 1992 and took effect in 1993. The law banned sports betting outside of four states: Delaware, Montana, Nevada and Oregon. Those states were grandfathered in because they already had an established sports betting industry.
Former New Jersey Gov. Chris Christie started the movement, challenging the law in 2014. His successor, Phil Murphy, took office in 2018 and continued the push. The Supreme Court ultimately declared the law unconstitutional with a 6-3 vote, allowing other states to implement its own laws for sports gambling.
Business boomed. By May 2022, 35 states including Michigan had legalized some form of sports betting or online gaming. Sportsbooks are taking bets in 30 of those.
According to the American Gaming Association, approximately $57 billion was spent on sports bets in the United States in 2021, up 177% from the 2020 haul of $21.6 billion. Sports betting alone accounted for more than $4 billion in revenue last year for American casinos and sportsbooks.
In 2021, the NCPG released the results of a massive survey on the public attitudes toward gambling. More than 28,000 people were surveyed and the study was able to break down more than 170 data points.
Some of the biggest takeaways were that people under the age of 35 were at a higher risk to develop a gambling addiction and that sports bettors were more likely to exude problematic behavior.
The NCPG included four common problematic gambling behaviors in the survey: the need to place larger bets to generate excitement, feeling restless or irritable when actively trying to stop gambling, relying on others to pay gambling debts or lying or hiding gambling habits.
According to the survey, 93% of people 75 years and older said no to all four signs of problematic gambling. For the 55-64 age group, the response dropped to 79%. For people between the age of 18 and 35, that number was only 48%.
Thats why for Alia Lucas, the gambling disorder program manager for the Michigan Department of Health and Human Services, the focus on educating the public on gambling addiction is centered on teens and young adults. The main tool? A gambling disorder prevention curriculum called Stacked Deck.
Right now, we are disseminating that curriculum and training for that curriculum to different leaders in the state, to community facilitators, community partners to have it promoted amongst the youth within their regions, Lucas told News 8.
Lucas is also working to get the curriculum integrated into school systems because of another set of data points. According to the NCPG survey, between 60% and 80% of high school students admitted to gambling for money in the past year and an estimated 4% to 6% of high schoolers are considered gambling addicts.
Detroit Public Schools, along with Shiawassee, Genesee and Lapeer counties, are serving as a pilot program to teach the Stacked Deck curriculum in classrooms and Lucas is in talks with the state education coordinator on expanding it.
Lucas says its important that the teachers using the curriculum can connect with students in a way that transcends the classroom.
When you were in school, who were the cool teachers? The gym teachers, drivers ed, were thinking along the lines of where the relationships lie, Lucas said. So were working at the state level to strategically focus our messaging and create opportunities for relationships that allow us to get the information into the schools, or at least in front of the prominent authorities that will then be more amenable for us to get it into the schools.
Virginia has taken a similar tactic. A bill there requiring all public schools to teach students about gambling risks received nearly unanimous support in the state legislature and was signed into law by Gov. Glenn Youngkin in April.
State Delegate Sam Rasoul, who introduced the bill, told Stateline that the rise in youth gambling addiction is a problem that needs to be addressed.
I had some Virginia families contact me saying, This is a problem, what should we do about it? Rasoul told Stateline. (This) is a great step for Virginia.
There is no bill on gambling addiction curriculum up for consideration in the Michigan Legislature.
Lucas is set to launch another tool that she hopes will help teens and young people dealing with gambling addiction: an anonymous text and chat line.
The state already has a toll-free hotline for people struggling with a gambling addiction, connecting them to trained counselors 24 hours a day. Lucas hopes that by introducing a less personal text-based platform, more people will feel comfortable enough to reach out.
I think we can all agree that when you think about text and chatting, the demographic thats going to take advantage of those opportunities are younger adults. It also provides a greater amount of anonymity. It might be easier for someone to simply sit there on their phone and text and chat, Lucas said.
The platform is set to launch Oct. 1, though there are still some problems to be worked out.
They have the platform. They are going through implementation training now. Theyre developing the way theyre going to disseminate the program, Lucas said. But are we going to use the current helpline staff and in their downtime have them answering texts and chats? Or will it be necessary to hire additional staff solely to address that aspect of service delivery.

The Advertising Standards Authority (ASA) of the UK has called out two gaming operators over their ads. Bookmaker Coral and online gaming operator Rank Digital Gaming have run into trouble before because of promotions the ASA deemed were irresponsible.
For years, the ASA has taken a strict approach to responsible gambling. It expects any ad with even the slightest hint of gambling to portray the activity as anything but a way to make money.
However, repeatedly, companies either forget or ignore the rules even airlines get caught up on occasion. In general, it only takes one or two complaints about an ad for the ASA to intervene.
In a TV ad Coral ran in March, the sports betting company portrayed a horse race with an underlying tone of anticipation of the betting experience. However, the ASA received two complaints about the ad, with the individuals asserting that it enticed people to place wagers.
The ASA reviewed the ad, and per an announcement on its website today, deemed the complaints legitimate. It stated that there was a significant risk that elements of the TV spot could harm those dealing with gambling addiction. Therefore, the ad was socially irresponsible and had to be banned.
The advertising watchdog admitted that the spot never specifically discussed betting on the race. However, it concluded that the integration of Corals name and banners at the track was enough for consumers to make the connection.
The company behind Coral, LC International, didnt believe the spot crossed any lines. Instead, it asserted that the ad only alluded to the anticipation that horse racing fans experience. However, the inclusion of BeGambleAware.org 18+ and Get closer to the action may have weakened its defense.
The ASA warned Coral not to use the ad anymore. In addition, it must create marketing material that is only socially responsible and unlikely to have a disproportionate impact on problem gamblers, and did not feature any implication of behaviors linked to problem gambling.
The ad that promoted a Rank Digital game, Wolf Gold, was a blatant example of what not to do when creating a socially responsible ad. It specifically used gambling as a way for people to improve their financial situation, and looked like it was put together by someone enjoying a few too many pints at the local pub.
The ASA published its ruling on that ad today as well. The spot, which ran in May inside the Lucky Night gaming app, read, Everyone wants to solve theirs (sic) financial problems Click the Download button right now and start to earn In fact, its all very easy to do with our application pay off loans, buy a car and a nice house and make a lot of money!
Rank Digital defended itself against the ASA, explaining that an affiliate marketing company, WakeApp, created the ad and published it without permission. Subsequently, the operator had no knowledge of the spot or its distribution.
WakeApp admitted that the ad was out of line when the ASA launched its investigation. However, it couldnt explain how an egregiously irresponsible ad such as this was able to pass its internal controls.
As in the case with Coral, Rank Digital had to scrap the ad and make sure it wasnt used again. For its part, the company stated that it has already taken measures to ensure similar ads wont appear.
More often, gaming regulators are cracking down on operators for the actions of their affiliates. They expect the gaming companies to manage every aspect of their activity, even those over which they have no direct control. While there has not been a specific discussion of it, this is something that might appear in the UKs upcoming white paper on gambling.

Online Gamblers in Spain Cut Back on Their Spending Last Year – Casino.Org News

The gambling market in Spain changed last year, as gamblers spent more in land-based venues than they did online. An update from the countrys gaming regulator breaks down by sector how much things changed.
A few months ago, the General Directorate of Gambling Regulation (DGOJ, for its Spanish acronym) showed that online gamblers, in general, spent 4% less last year than they did in 2020. The regulator has now published two reports to show where they made the cuts: the Analysis of the Online Player Profile 2021, and an update to the Annual Report of the State of Online Gambling Market of 2021.
The DGOJ showed that the Spanish online consumer spent an average of 523 (US$532) throughout last year. This was 2% less compared to the 534 (US$543) from 2020.
The number of active online players last year was 1,470,303. This represents a year-on-year decrease of 0.6%. Of that figure, 84.52% of active players are between the ages of 18 and 45.
Last year, the average net spend per active player in Spain was 43.58 (US$44.39) per month. However, according to the DGOJ, the average expenditure only considers the set of online gamblers, not from the general adult population.
Of all active players, 82.73% are men and 17.27% are women. Men spent an average of 583 (US$593), while womens spending reached 234 (US$238).

The Conservative Case for Sanctuary Cities and States – Reason

Subduing and punishing liberal "sanctuary cities" and states that refused to help enforce federal immigration restrictions was a principal focus of the Trump Administration, one backed by most conservatives. Ironically, that effort largely failed in part because sanctuary jurisdictions won a series of lawsuits in which they relied on constitutional federalism arguments previously pioneered by conservatives and libertarians, such as claims that the Tenth Amendment bans federal "commandeering" of state governments. In an insightful recent article, University of Texas and Hoover Institution political scientist David Leal argues that conservatives should rethink their opposition to sanctuary jurisdictions:
Donald Trump fought "sanctuary cities" from the very start of his presidency, but these efforts came to an unsuccessful end in 2020 for two reasons. The first was that sanctuaries beat the administration at the Supreme Court in June of that year; technically, the justices declined to hear United States v. California, thereby letting stand an appeals court ruling that upheld the bulk of California's sanctuary laws. The second was that Joe Biden won the presidential election. The federal government is no longer opposed to state and local sanctuary policies. This raises a question: when a Republican returns to the White House, should that person carry on the Trump administration's fight against sanctuaries or choose other battles?
This is a consequential matter. Sanctuary jurisdictions impede the ability of Immigration and Customs Enforcement (ICE) to identity and remove unauthorized immigrants
Because the political debate about these local and state laws can generate more heat than light, this essay addresses the following questions: what is an immigration sanctuary; must states and localities follow the immigration enforcement priorities of the federal government; and what are the implications of the sanctuary controversy for policies beyond immigration?
A successful federal attack on sanctuary legislation could lead to spillover effects in many policy areas, and in ways that go against core conservative values. Many conservatives would be unwilling to pay such a price, so it is crucial for the sanctuary debate to consider this larger context.
To change this status quo would require a dramatic weakening of federalism, which would be contrary to core conservative values and could come back to haunt conservatives.
For example, consider the policy implications of a more "unitary" federal government with Democrats in power in Washington. Such a government could potentially deny funding to conservative locales unless they changed their laws and policies, thereby pressuring "red" states and locales into directly carrying out and enforcing "blue" federal policies. This could allow Washington to override state and local decisions about the best way to promote safety, health, growth, and education.
Leal summarizes a range of both policy and constitutional reasons for conservatives to back sanctuary jurisdictions, even if in some cases the latter use their autonomy for purposes the political right opposes.
As Leal points out, conservatives themselves have long relied on sanctuary-style policies to resist enforcement of federal gun control laws. In recent year, several conservative states - in a trend begun by Montana - have adopted "gun sanctuary" laws modeled on immigration sanctuary policies. While the Biden administration initially did little to counter this trend, more recently they have filed a dubious lawsuit against Missouri's gun sanctuary law - one in many ways modeled on Trump-era arguments against immigration sanctuaries.
Leal isn't the first analyst to highlight the conservative elements of the case for sanctuary cities. I have previously written about several of the issues raised by Leal, myself, in a 2019 Texas Law Review article on Trump-era sanctuary city litigation, and a piece for the Washington Post (see also here and here). But Leal's article is notable for bringing together the major right-leaning policy and legal rationales for sanctuary jurisdictions all in one readily accessible place.
He also points out how the anti-immigration policies underpinning Trump's attack on sanctuary cities are themselves inimical to traditional conservative values, even aside from federalism concerns and fears about the consequences for other policy areas:
In addition, principled conservatives must ask whether attacks on sanctuary cities, and the more general impulse toward immigration restriction and enforcement, are consistent with prosperity, freedom, and family values. In his "Farewell Address to the Nation," President Reagan said the following:
"I've spoken of the shining city all my political life, but I don't know if I ever quite communicated what I saw when I said it. But in my mind it was a tall, proud city built on rocks stronger than oceans, windswept, God-blessed, and teeming with people of all kinds living in harmony and peace; a city with free ports that hummed with commerce and creativity. And if there had to be city walls, the walls had doors and the doors were open to anyone with the will and the heart to get here. That's how I saw it, and see it still."
Sanctuary jurisdictions make the case that such policies reduce crime, while some police chiefs have argued that local enforcement of immigration laws actually encourages criminality. The reasoning is that immigrants grow fearful of contacting the police, which gives criminals greater latitude. Such criminality may also spread out beyond immigrant communities. Blanket bans on sanctuary policies may therefore increase the very lawbreaking that sanctuary critics decry.
As Matthew Feeney of the Cato Institute has argued, "Although some might like to portray sanctuary cities as lawless holdouts run by politicians who consider political correctness their North Star, the fact is sanctuary policies can help improve policecommunity relationships." He observes that "such trust is crucial to policing" and that "it's not hard to see why officers in some communities prefer sanctuary policies to being perceived as deputized federal agents..,.."
Recent research finds no support for the claim that sanctuary cities increase crime.
President Reagan saw immigration as key to America and its success. He would be appalled to see the disparaging of immigrants and the disrespecting of federalism, and he would be shrewd enough to know that decisions made today in the name of fighting sanctuary cities might come back to haunt conservatives when party fortunes change, as they always do.
In my own writings, I have made the case that immigration restrictions are at odds with other traditional conservative values, such as color-blindness in government policy and economic liberty - including that of native-born citizens.
Of course, what counts as "conservative" is very much in flux. Much of the American political right today has more in common with European "big-government conservative" ethnonationalist movements than with the ideology espoused by Ronald Reagan. If your main priority is restricting immigration, then you are unlikely to find Leal's arguments persuasive. You may be willing to pay the price of restricting state and local authority, strengthening federal restrictions on gun rights, and impeding law-enforcement efforts to combat violent and property crime. Many "national conservatives" might even view the resulting increase in federal power as a feature, not a bug.
But if you view federal power with suspicion, and hope to maintain and strengthen constitutional constraints on it, then you have reason to applaud sanctuary jurisdictions. In a deeply divided society, decentralization of power could help ease conflict and tensions in a variety of ways, including by empowering people to "vote with their feet" for the policies they prefer. Sanctuary jurisdictions of both the left and right-wing varieties can play a vital role in achieving that goal.
