Bishop alarmed by widespread gambling in Cotabato – Interaksyon

A Catholic bishop in the southern Philippine diocese of Kidapawan raised concern over the spread of illegal gambling in Cotabato province.

Bishop Jose Colin Bagaforo expressed alarm over the increasing number of people hooked into gambling in their province.

As a shepherd of this diocese, I am deeply concerned with the young people who are now exposed to and are now slowly being introduced into this kind of activity, Bagaforo said.

Also alarmed by the situation, the city government of Kidapawan has declared a war against illegal gambling.

In an executive order dated July 26, Mayor Jose Paolo Evangelista ordered local police to intensify their campaign against said activities like illegal cockfighting and make arrests of violators.

In supporting the mayors move, the bishop said authorities cannot just ignore the adverse effects of gambling to the psyche of the people, especially the youth.

We have our moral responsibility to safeguard and to promote values that will strengthen the family and life, to provide direction for the young as the hope of our city and the Church, and to combat corruption and the degradation of values, Bagaforo said in a letter to Evangelista on July 30.

It is my hope and prayer that this executive order will be sustained and will stop the activities of illegal gambling in our city of Kidapawan, he also said.

What is the position of presidential candidates on the legalization of gambling in Brazil – iGaming Brazil

The project that provides for the legalization of gambling in Brazil was approved in the Chamber of Deputies in February. Now, the agenda is moving through the Senate. The text would allow the operation of casinos, bingos, animal games, slot machines, among other modalities in the country.

When we talk about gambling, there will always be passionate positions for and against. Gambling has been banned since 1946, when President Dutra, after reading a journalistic article that classified casinos as factories of addiction and crime, made the headlines of a major newspaper. In the mid-1990s, we had new partial regulation with the Zico Law, revoked in 2004 by President Lula, after a corruption and extortion scandal involving his government against businessmen in the gambling industry.

In both cases, we have the almost dictatorial position of the Chief Executive against an economic activity without promoting the desirable discussion of the matter with parliament and society in general. Although games have the addictive potential to negatively impact a portion of the population, it is undeniable that, under the control of regulatory agencies, they can become an activity that generates jobs, taxes and promotes tourism and growth for certain regions.

As there are points in favor and against the practice in addition to the fact that we already have regulated activities in this area, such as lotteries , not to mention the wide activity of virtual casinos that attracts crowds of players without generating a single cent of taxes for the country, I understand that we need to of a broad discussion with society on the subject. We have 75% of countries in the world that regulate this activity and can serve as a basis for the creation of a Brazilian model that is capable of generating wealth for the nation and not squandering it.

Our government plan speaks of federalism and freedom for states to make decisions. So, I believe we should be inspired by the United States and respect the federalist position on these issues: states and municipalities should have the autonomy to decide whether or not to authorize gambling.

The legalization of gambling has social and economic consequences. If a city or state is prepared to handle this, why not? It is silly to think that the whole of Brazil needs to follow the same rule on all subjects. Diversity is an asset of the country.

Russia and China will be more willing to push the boundaries of AI weaponry, a drone warfare expert claimed in a chilling warning.

Professor Peter Lee, a military drone and automation expert at the University of Portsmouth, has warned that although today's AI weaponry is still a way off the sci-fi films, when it does arrive some countries will likely be prepared to let them run riot more than others.

He says the big question is: "How much permission will you give it to think for itself?"

Professor Lee said: For example, you cant give a drone full autonomy, I mean absolute human autonomy, because it might decide to change sides.

If something is fully autonomous in theory that is what they can do.

Increasingly autonomous weapons will bring some benefit, but the UKs current position is it will not develop fully autonomous drones.

Autonomous weapons as they are being conceived at the moment are very far short of the science fiction that we see in iRobot and Terminator and similar films.

The expert added that while some aspects of autonomous weaponry are developing faster than others, at some point a difficult decision will need to be made about how much freedom countries give it.

He said: The thing that will be politically controversial, at least in the UK and the West, is what level of autonomy do you give the weapons systems to select its own targets without a human authorising.

At the moment that's not been decided and is still being discussed."

In theory, the more AI makes its own calls the more scope there is for things to go badly wrong, the expert believes.

Professor Lee continued: At some point in the next 10 to 30 years, there will be a divergence between those countries that are willing to allow machines to make more decisions and machines that will be more constrained.

The UK for example would be on the more constrained side because of its international legal commitments, I'm confident of that.

Russia, I am less confident of. China, Im less confident. So those are some of the big challenges."

Discussing why Russia and China might be more prepared to give autonomous weapons more freedom he said: They appear not to be constrained in what they are willing to do.

"Look at Russia, it has bombed a hundred hospitals and military hospitals and medical facilities [in] Ukraine deliberately. You don't hit that many by accident.

Therefore when you translate that approach to the use of autonomous weapons it does suggest there will be fewer constraints."

Professor Lee compared it to how eager President Joe Biden was to claim no-one else was killed in the recent assassination of Al-Qaeda leader Ayman al-Zawahiri.

He added: If you think about the effort that President Biden went to last night to explain how carefully planned the strike against Zawahiri was not to hit civilians [and] avoid collateral damage you can see politically thats obviously important."

To the extent that anyone can "win" a war between the US and China it wouldn't be China that comes out ahead. Even the Chinese would admit that.

How many wars has China fought lately? I think they will find themselves woefully unprepared compared to the US which has been fighting wars across the globe for the better part of last century and all of this century.

Obviously if there is a "war" between China and Taiwan, China will have its way. And historically China has run wild over its population with reckless disregard and fairly little pushback but a lot has changed in the last few decades. The rise of the Chinese middle class has been incredible and made it harder for the CCP to have its way without worrying about blowback. To be clear, the CCP needs to worry about what Chinese people think about before invading and destroying Taiwan and the US can influence that state of affairs if it should so choose.

Nancy Pelosis stopover in Taiwan may be brave or foolhardy, but the Chinese reaction so far (lots of live-fire weapons drills close to the island nation, along with acts of cyber-sabotage) suggests how threatened the government of the Peoples Republic of China feels.

The New York Times columnist Tom Friedman even suggested that her visit could touch off WW3. Its a measure of the strangeness of political face (we denigrate the Chinese preoccupation with face, as if our credibility did not amount to exactly the same thing) when the diplomatic visit of a lone government official can become the kind of spark that the assassination of Archduke Ferdinand played in setting off WW1. But almost any inadvertency could start WW3, because deterrence, to work (until it doesnt work that is) requires hair-trigger preparedness.

Its an outrage, its evil, its incredibly stupid, and it ought to be illegal under international law. Oh, wait a minute, it isillegal under international law. See the Kellogg-Briand pact against war, in force since 1929; the treaty on Nuclear Weapons Proliferation (NPT), in force since 1971; and also the United Nations Treaty on the Prohibition of Nuclear Weapons (TPNW) in the process of being ratified by a majority of the worlds nations and having the force of international law applicable to allsince 22 January 2021.

Democratic nuclear powers rationalize their weapons as good because their governments are representative, but in reality, world-ending weapons are all world-ending, not good nuclear weapons because they are in the hands of good people or bad nuclear weapons because they are in the hands of totalitarian dictators. The catastrophe resulting from escalating into even a limited nuclear war would render such a distinction meaningless.

Nobody, including both the non-democracies and the democracies, wants war. Meanwhile the deterrence system remains a holocaust waiting to happen that would dwarf the Nazi Holocaust. Nuclear policy consists of mulish refusal of nuclear nations to come together in their own self-interest and move beyond obsolete, unworkable games of chicken. All these smart people interested in wielding power seem blind to the reality that it is perfectly feasible technologically to verifiably, reciprocally reduce nuclear weapons to zero, thereby raising humankind's chances of survival considerably.

The merciless and pointless invasion of Ukraine and the equally pointless war China threatens to make on Taiwan (or the second Gulf war for that matter) indicate a profound sickness in power dynamicsthe failure to act upon the truth that we are all in this together on one small planet, and we either are going to destroy everything or learn to get along and save everything. The cries of the hungry and displaced are not cries for trillions of dollars to be spent in endless arms renewal.

President Biden is a good, decent public servant, but he presides over what Elaine Scarry calls a thermonuclear monarchy, identical to the nuclear monarchies of oligarch-dictators like Putin and Xi Jinping.

Where is citizen mobilization around a larger vision of self-interest that would yield servant leadership at the top? Limitless egocentricity insists that the whole nuclear system continue merely for a few men to preserve their power. In the U.S. this egocentricity manifests of course in the phenomenon of Trump, who identifies with dictators and wouldnt mind being one.

The misunderstanding of power dynamics on the part of these leaders, the utter failure to see past the short-term to the actual state of the Earth at this moment in the great unfolding story of the human experiment, is breathtaking.

Mulishness, even if it is an insult to mules, may be the word to describe this complete misunderstanding, this narrowness of focus on remaining in power at all costs, including the casual willingness to use even nuclear threats in defense of that power. When leaders try to maintain a deterrent system which can fail at any moment for the flimsiest of reasons, the far, far greater power of nuclear weapons is going to inevitably come back to bite us all in our collective butts with its poisonous fangs.

When it comes to the environment, the reality of our oneness as a species has begun to penetrate, but not nearly far enough into the collective soul to make the necessary difference. The ecophilosopher Thomas Berry asserts that this moment on the planet, the radical degradation of our oceans, our air, our soil, along with the rapid extinction of thousands of species of birds and insects and other forms of life, represents the end of the 65 million year period of the Cenozoic, which began with the demise of the dinosaurs.

Our energy as a species must now be focused upon bringing the whole Earth community together into a new moment of creative collaboration, which Berry has called the Ecozoic. That task far transcends the obsolete power dynamics, based in fear, hate and helplessness, that energizes not only the leaders of too many nations but too many of their followers as well.

Ultimately nuclear weapons and environmental disaster represent an identical misunderstanding of our interdependence with each other and the biosystem.

We are, as Berry says, at the end of an old, unworkable story. The new story, whatever form it may take, involves the harnessing of our creative energies in the context of forces infinitely larger and more mysterious than the political ego.

As one example of what might encourage us to move safely into the future, we need look no further than the Webb telescopeto the cooperative spirit displayed by scientists from 14 nations who realized the project. Even more importantly, let us look to the vision the Webb reveals of our place among hundreds of billions of galaxies. We humans are an integral part of 13.85 billion years of creativity. We are the universe looking at itself in wonder. That wonder has the potential to dissolve our obstinate mulishness, re-energizing our politics, our economics, our religious convictions, and our understanding of self-interest.

Buried Treasure: There’s a new record shop in the basement of the Arlington – Arkansas Times

On Monday around lunchtime, a Facebook post circulated among musicians and vinyl collectors noting the arrival of a new record shop in the basement of the Arlington Hotel Resort Hotel & Spa, a hulk of a structure in downtown Hot Springs that opened its arms in 1875 to the upper crust who came for the towns healing thermal spring waters and libertine charms Babe Ruth and Al Capone among them. The hotels basement is a sort of precursor to the shopping mall, with a handful of ventures (Mamoos Creamery, for one) doing business among the vestiges of the bathhouse districts heyday vintage mosaic tile, an antique barbershop swivel chair.

The newest of those underground storefront enterprises is the Downtown Record & CD Emporium, a 4-day-old vinyl record shop owned by vinyl lifer Tom Coleman. Buy, sell, trade, or just come in and look around. 78s, 45s, cassettes, CDs. The shop will do a soft opening this month and a grand opening on Friday, Sept. 2, in conjunction with Hot Springs monthly First Friday Gallery Walk.

Coleman is not new to the line of work; Downtown Record is his fifth record shop since he started selling vinyl in 1981. I actually thought I was out of the business, Coleman told me, but it kept dragging me back. Hes been hooked on vinyl for decades now. He bought his first record as a kid for $4.98 at Roses Drug Store in Lubbock, Texas The Beatles 1964 release Something New. Hes a devotee to the analog medium, and listens to music at home on a McIntosh tube amp system.

His first shop Play It Again Records in Chattanooga, Tennessee was more like a High Fidelity store, he said. We were a bunch of music snobs and anybody who was listening to Madonna or anything like that at the time, we were totally against. These days, though, Coleman seems anything but narrow-minded about music. Before I and Arkansas Times photographer Brian Chilson left the building, the three of us, plus Colemans partner Beau Baize, had covered territory that ranged from The Clash to The Church to the glories of Paul Cauthen to Colemans studies of the Ars nova, a medieval treatise that rocked the music world in 14th-century France.

Nor is Coleman stranger to the vinyl shops elsewhere in the area. Hes a big fan of Bill Eginton and the Arkansas Record & CD Exchange, and spoke highly about Control Records and Been Around. Little Rock is blessed, he said. Ive been in large cities that didnt have that many good record stores.

Over the years, Coleman ran record and vinyl memorabilia shops in Knoxville and Laguna Beach, California. When Katrina hit, his mother was living in Waveland, Mississippi ground zero for the hurricanes devastation. She watched as her home and belongings washed away into the sea, and when Coleman broached the subject of where she might relocate, she said she thought Hot Springs might be nice. Hed intended to get her settled and move elsewhere, but when she got ill, he decided to stick around.

Coleman bought CDs For Less, a music shop on Hot Springs Albert Pike Road, eventually upended around 2010 when Popeyes Chicken bought the land. And Coleman went back to being a collector again. Until about a month and a half ago, that is, when the owners of Benton-based record shop Retro Rose put their Arlington storefront then a small-scale record shop called The Loud Library on the market, and Coleman grabbed it up.

The shelves in the front room of Downtown Record & CD Exchange are full a small country music shelf, loads of Rolling Stones and 70s rock and a section labeled Vapors, inspired by Hot Springs famous nightclub. By the time the grand opening rolls around in September, the back room will be stocked, too. And whats there is a fraction of of Colemans and Baizes collection, the upper echelon of which leans toward rare Rolling Stones records, white label promos for The Kinks records, and sought-after stuff from The Dickies, New Order, Joy Division. Some of Colemans collection came from his connections to the creators of Hits Magazine, one of whom decided to liquidate a choice vinyl collection during the CD era and gave Coleman first dibs. It was like walking into Tuts tomb, he said. Still, he said, he really doesnt collect anything for the sake of rarity, or by bands hes not a fan of. Im more inclined toward the things that just make me happy, he said.

All told, I left there with some Odetta, T-Rex, a copy of The Andrews Sisters greatest hits (signed by Maxene!) and a saucy-looking cabaret comedy collection from Downtown Records Sleazy Listening shelf, recorded by an English actress named Elsa Lanchester, who sang songs like If You Peek in My Gazebo, Please Sell No More Drink to My Father and Lolas Saucepan. I never even saw the CDs and cassettes he had on hand, but theyll be the first thing I look at when I get back underneath the Arlington.

Dr. Bloom brings more than 35 years of clinical experience in pathology, oncology, telemedicine and bioinformatics to this critical role at Nucleai.

In his most recent role, Dr. Bloom was Chief Medical Officer of Advanced Pathology and Genetic Services at REALM IDx, including operating companies: Invicro and Ambry Genetics. Previously, he was President and Head of Oncology and Immunotherapy for Human Longevity Inc. In this role, Dr. Bloom was responsible for all sequencing products and for establishing and leading the Oncology program. Under his direction, the team developed and commercialized an industry-leading cancer exome product and commercialized a technique for validating neoantigens predicted from sequencing.

Earlier in his career, he spent 12 years as a top executive at Clarient Pathology Services where he led the development of hundreds of laboratory-developed tests, including those using IHC, ISH, Flow Cytometry and molecular methods. He has also served as a principal investigator in more than a dozen clinical trials and as an advisor to various pharmaceutical and biotech companies. Before his industry experience, Dr. Bloom spent 15 years at Rush Medical Center.
