Matt Siegel of Topsham doesnt make the trip very often, maybe once or twice every few months. Sometimes its to a parking lot in Portsmouth, or a diner there. Just as long as hes far enough south of the Piscataqua River that the geolocation on his phone realizes he is in New Hampshire.

Once over the border, Siegel can fire up the DraftKings Sportbook app on his phone and start placing bets on sporting events, which has been legal in New Hampshire since late 2019. Typically, he wagers on professional soccer or UFC fights. The app will not allow Siegel, or anybody, to place a bet from inside Maines borders.

When Im visiting my buddy in the Portland area, sometimes well drive to New Hampshire. I enjoy sports. Ive been playing daily sports fantasy for a while, said Siegel, 34.

A bill working through the Maine Legislature could keep bettors like Siegel close to home. Last month, the Judiciary Committee voted 8-6 to advance a bill that would allow Maines indigenous tribes to operate mobile sports betting businesses, and authorize Oxford Casino and the states harness racing tracks and off-track betting facilities to conduct in-person sports betting.

As Maine considers sports betting, it can look to New Hampshire for clues. Fueled predominately by mobile wagering, sports betting has been a fast-growing revenue boost for New Hampshire. But the ease of placing sports bets via a computer or phone app has raised concerns about the potential for gambling addictions.

Sports betting in New Hampshire is run by the states lottery commission, which has an exclusive contract with DraftKings Sportbook to post betting odds, collect wagers and pay off the winners. The New Hampshire Lottery receives 50 percent of the gaming revenue from sports betting sales at the three retail locations in Dover, Seabrook and Manchester, as well as 51 percent of revenue from sports bets placed using the DraftKings Sportsbook mobile app. DraftKings gets the rest of the revenue.

Through the first eight months of the 2021-22 fiscal year, more than $579 million had been wagered on sports in New Hampshire, with the state receiving slightly more than $15 million in revenue. Charlie McIntyre, executive director of the New Hampshire Lottery, estimated the states cut by the end of the fiscal year on June 30 will be just over $22 million an increase of nearly one-third from 2020-21 ($16.7 million) and a huge increase from the first year that sports betting was introduced in the state ($2.2 million in 2019-20).

Its been tremendously successful, even more so than we anticipated, McIntyre said of sports betting. I think we have absolutely crushed the illegal market.

All of New Hampshires sports gambling revenue goes to the states Education Trust Fund; it will account for about 2 percent of the estimated $1 billion revenue for the Education Trust Fund in this fiscal year.

THE MOBILE SIDE IS WHAT DRIVES GROWTH

New Hampshire is bordered by three states Maine, Massachusetts, and Vermont where sports betting is prohibited. McIntyre estimated 30 percent of the money wagered in New Hampshires three retail sports-betting sites is placed by out-of-staters. Nonresidents account for an estimated 15 percent of mobile users, McIntyre said.

Players can bet on a myriad of professional and collegiate sporting events in North America and overseas. Wagers on teams based in the state, such as those at the University of New Hampshire, are prohibited. Winnings are subject to federal income tax, and payouts greater than $5,000 are subject to Internal Revenue Service reporting.

The DraftKings Sportsbook app is simple to use. To start, bettors must deposit a minimum of $5 from a credit card (DraftKings gives bonus funds in the form of site credit to first-time users). Someone, for example, looking to place a bet on The Masters golf tournament this weekend can select a golfer and an outcome a victory or top-5 finish, to name two possibilities then choose an amount to wager. The app offers quick-click buttons to bet either $1, $5 or $20, or you can enter a different amount. In a few clicks, the bet is placed.

John Paglio of Portland said hes gone to New Hampshire to wager on sports, most recently in February for the Super Bowl.

I went to The Brook (a retail sports-betting site in Seabrook) for the experience. However, I used the DraftKings Sportsbook app to place my bets, Paglio said. It is so much easier and Id rather have full control of my money. Whereas if I were to go to the window and place a bet, Id have to drive back down to New Hampshire to collect my money.

DraftKings spokesperson Suzanne Trainor declined to give an amount for the average wager placed by mobile app users. Paglio said his typical wagers range between $25 and $50. Siegel said his typical bet is $10.

Seeing that money spent out of state is what prompted Maine Rep. Tim Roche, a Republican from Wells, to sponsor a bill seeking legalized sports betting, though his bill was ultimately set aside in favor of the one that came out of the Judiciary Committee. Roche was motivated by what he saw across the border.

I just saw a ton of money heading south. I have people I know who go over (to New Hampshire) and place bets, Roche said. They bet, and then they turn around and come back, and New Hampshires getting that. We have scratch tickets. We have bingo. Whats the difference if somebody wants to put a little on the Patriots?

The mobile app makes it easy to do just what Roche described, For Mainers in York or Oxford County, its a short drive to New Hampshire, where they can sit in their car and place bets from their phones. Bets placed with the DraftKings Sportsbook app account for 77 percent of all wagers placed in New Hampshire so far this fiscal year. In the year from July 2020 through June 2021, they accounted for 84 percent of all money bet on sports in New Hampshire.

The mobile side is what drives growth. Its where most of the revenue comes from, McIntyre said.

CONCERNS OVER PROBLEM GAMBLING

Since sports betting was introduced in December 2019, Ed Talbot, executive director of the New Hampshire Council on Problem Gambling, has seen what he described as a slight increase in calls to his organization from people looking for help with a sports betting problem.

Talbot said 45 percent of calls from gamblers seeking help to the New Hampshire Council on Problem Gambling in 2021 were for sports betting. In the first quarter of 2022, approximately 43 percent of the calls were for sports betting, Talbot said.

Once sports betting was legalized, it became almost a horse race between lottery and sports gambling, Talbot said of the reason for calls to his agency. Before it was legal, sports gambling was going on. We all know that. But since its been more accessible, theres been a small uptick (in calls).

If sports betting becomes legal in Maine, gambling addiction treatment options in the state have to be improved, said Lori Manson of the Maine Council on Problem Gambling, a private nonprofit agency. Manson also serves as Maines liaison with the National Council on Problem Gambling.

That would all have to be scaled up, and there would be a lag in time in funding, Manson said. There needs to be an understanding that its an addiction. Many people think (gambling) is more of a character flaw.

The Maine bill includes safeguards Manson supports. Bettors will need to be at least 21, as opposed to 18 in New Hampshire.One percent of the profits from sports betting will go to gambling addiction treatment funds, and professional and college teams based in Maine will be off limits for wagers.

Our goal isnt to prevent sports gambling, said Manson. Our goal is to ensure there are safeguards.

Manson cited a sharp increase in calls to Connecticuts gambling helpline shortly after sports gambling was legalized there last October. A number of calls came from younger people who lost large amounts of money quickly, instead of over time, Manson said.

Maine 211 is a phone service designed to help Mainers find help for a number of issues, including problem gambling. Maine 211 program manager Nikki Williams said they received 56 calls in the last fiscal year related to problem gambling, but did not know how many of those were specifically related to sports betting.

The legislation that allowed for sports betting in New Hampshire earmarked $100,000 per year go to problem gambling resources. If Maine were to generate similar revenue from sports betting as New Hampshire $16.7 million in the last fiscal year then approximately $167,000 would go to gambling treatment programs in the state.

30 STATES HAVE LEGALIZED SPORTS BETTING

In May 2018, a U.S. Supreme Court ruling struck down a federal ban preventing states from offering sports betting. Since then, the floodgates have opened across the country. DraftKings Sportsbook launched in New Jersey within months of the Supreme Court ruling, becoming the first company to offer online sports betting.

Thirty states and the District of Columbia have legalized sports betting, according to the American Gaming Association. Florida, Nebraska and Ohio have passed legislation legalizing sports betting, but it has yet to go live in those states.

Each state has its own laws to govern the industry, said Michael McCann, the founding director of the Sports and Entertainment Law Institute at the University of New Hampshire and one of the nations leading sports law experts.

What makes New Hampshires law different from the proposal before the Maine legislature is that one entity, the New Hampshire Lottery, oversees everything related to sports betting in the state. In Maine, the plan is to let the tribes oversee the mobile app piece of the business. Many states have a partnership with their tribes, McCann said.

When theres one entity (in charge), that creates a level of organization, McCann said. Im sure (Maine) can make it work because the state and tribes have incentive to make it work. Its a wrinkle, but not an insurmountable one.

Bets placed on mobile apps accounted for 87 percent of all sports bets nationwide in 2021, according to the American Gaming Association. Slightly more than $50 billion was wagered using a mobile app last year, with revenue from mobile apps amounting to $3.59 billion.

Still, New Hampshire and many other states have retail betting centers where patrons can place sports bets in person. New Hampshire has three: The Brook Casino in Seabrook, and the Filotimo Restaurants and Casinos in Dover and Manchester. McIntyre, of the New Hampshire State Lottery, said the state hopes to open a fourth retail betting center soon.

It was quiet at the Filotimos in Dover on a weekday afternoon in March, but owners Jamie and Dante Timbas expected good crowds for the NCAA mens basketball tournament games Thursday and Friday night and over the weekend.

A good amount of players come from Maine. Usually from just over the border, Berwick, or Lebanon, Dante Timbas said.

McIntyre, however, said legalized betting in Maine would have a negligible impact on New Hampshires gambling revenue. He said more of New Hampshires out-of-state bettors come from Massachusetts, simply because of the larger population to the south.

Maines not a big concern of ours, because theres not a major population center on the border, McIntyre said. I dont think many people from Portland are driving to New Hampshire to place bets on the mobile side.

Maine is ready to pass a sports wagering bill that is inclusive of the tribes, helps to eliminate the illegal offshore market and generates revenue for the state. That bill is L.D. 1352.

Three years ago, the Veterans and Legal Affairs Committee passed a sports wagering bill that would have allowed the tribes, casinos, tracks, off-track betting facilities and experienced mobile sports betting operators to offer sports wagering in Maine. The bill was supported by nearly every stakeholder including the tribes but was ultimately vetoed by Gov. Mills. The governor raised concerns about Maine not being ready for the novel industry as well as the absence of advertising restrictions and strong penalties for illegal activities in the bill. The Legislature failed to override the veto because many lawmakers also felt that the bill did not go far enough to prioritize our in-state gaming stakeholders, including the tribes.

Last year, members of the Veterans and Legal Affairs Committee worked through numerous work sessions and put together a framework that addresses the governors important public policy concerns, and presented the tribes and local gaming interests with greater economic opportunity in the emerging industry than the bill that was passed the previous year. This was a tremendous win for Maine because it included the tribes, who have historically been shut out of the gaming industry. It also meant that consumers would have more legal and regulated sports wagering options to choose from in competition with the thriving illicit offshore market.

This year, the governor has put forward a tribal-state collaboration proposal L.D. 585 that includes sports wagering. We commend the governor for her backing of legalizing sports wagering in Maine. As drafted, however, the bill would create a limited number of safe and regulated sports wagering choices for Mainers; only the tribes would be able to offer mobile sports wagering, while casinos and off-track-betting operators would be able to accept sports wagers only at their facilities. The proposal is also expected to generate less revenue for the state than L.D. 1352. Finally, unlike L.D. 1352, the governors proposal also eliminates the opportunity for the tribes to offer retail sports wagering, a business prospect that will create jobs for the tribes and Maine.

Perhaps the most problematic aspect of the governors proposal is not the underlying framework but the process itself. Although the Veterans and Legal Affairs Committee is responsible for reviewing gaming bills, this proposal was sent to the Judiciary Committee because of the laudable non-gaming aspects of the legislation. Normally, our legislative process requires that a bill with multiple subject matters be sent to all of the appropriate committees. However, that is not the case here. And all lawmakers, including our counterparts on the Judiciary Committee, should be concerned about that. This will set a precedent that allows lawmakers to venue shop and send legislation where it will go unchallenged and receive what is believed to be a more receptive audience. That is not how our government works.

Maine has a chance to correct history for our tribes and simultaneously get sports wagering right this year. The Veterans and Legal Affairs Committee has put forth a comprehensive framework with bipartisan support that will provide the tribes with greater economic opportunity, generate more revenue for the state and offer Mainers a more competitive regulated sports wagering industry that presents a viable alternative to the illegal market. For these reasons, we will be asking our colleagues to support L.D. 1352, and we hope that you will do the same.

Gaming Society, a gamification and content company committed to making sports betting easy, has announced the closing of its $3.5 million seed funding round. The financing was co-led by Acies Investments, a venture fund dedicated to the sports wagering and esports industries, and TLI Bedrock, a multi-strategy investment fund active in media, technology, sports and entertainment.

Founded by sports executive and entrepreneur Jaymee Messler, co-founder of The Players Tribune, and NBA hall of famer Kevin Garnett, Gaming Society is expanding its approach to sports betting. The duo created Gaming Society to be the vehicle for introducing the majority of sports fans to now-legal sports betting. The company offers betting education, and through various verticals allows fans to support their favorite teams, leagues, players, shows and events with the incentives of rewards, prizes and bragging rights.

Betting is the ultimate form of gamification in sports, but the industry is still largely intimidating and difficult to understand for the majority of fans, said Messler in an interview with Sportico.

We are not focused on backing a company that has aspirations of replacing DraftKings or FanDuel or Caesars interactive or a bet MGM, said Fetters, who is also a Gaming Society board member. Its a crowded space in the B to C.

Financing from this round will accelerate Gaming Societys investment in gamification products and media content. Other noteworthy investors in Gaming Society includeJohn Patrick Mullen and Will Corkin of Soma Finance.

Garnetts Gaming Society Secures $3.5 Million to Expand Womens Sports Betting - Sportico

An expanded mobile NY sports betting market is not expected to make the state budget, according to Sen. Joe Addabbo Jr.

It turns out that you dont tinker with something thats successful and it may be premature, Addabbo told LSR Wednesday. So we threw it out there, we looked at it, we analyzed it a little bit and said, You know what, it may be premature. So lets do this, lets take a look at this maybe six or seven months down the road and see what happens.'

That means there will likely remain just nine licensed mobile New York sportsbooks for the foreseeable future. Negotiations on the budget could continue into the weekend, Addabbo said.

The biggest concern about expanding the market, which launched in January, is how tax dollars would be affected. Operators paid more than $105 million in taxes for January and February alone. Another $50 million could come from Marchs operations.

The initial proposal from Addabbo and Assemblyman Gary Pretlow suggested lowering the tax rate based on the tax matrix that emerged from the initial bidding process over the summer. But with 16 operators as suggested, the tax rate would have dropped to 25% from the current national-high 51%.

That did not make a ton of fiscal sense, though. The New York State Gaming Commission already decided not to license bet365 as the 10th operator even though it would have only dropped the tax rate to 50%, as it was unclear its inclusion would grow state revenue.

The expansion proposal in both the Senate and Assemblys one-house budgets did not include the drop in tax rate, but even that was not enough for a change this year.

For Addabbo, there was success in simply discussing the topic.

I was so proud of the legislature to even think about expanding it, Gary Pretlow and I always think about more skins, more operators. So we stand at the ready to make a product better for the people of New York. Its not, Oh were so successful with mobile sports betting, were done. No. Its so competitive with other states and the illegal market. So you always try to figure out a way to make it better.

Gov. Kathy Hochuls administration has been much more open to discussing gaming issues than former Gov. Andrew Cuomos was, Addabbo said. This years budget likely will include New York City-area casinos, something Cuomo refused to discuss in the past.

That means Addabbo will keep thinking about how to safely expand sports betting in NY, whether that is with more operators or more options like fixed-odds horse betting:

You want to maximize your potential. So yeah, I think under this administration our eyes have got to be wide open to how we do this in a safe, methodical way to benefit the people of New York.

Blue Jays and theScore Bet Announce Ontario Sports Betting Partnership - Sports Betting Dime

The Kansas City Chiefs still have nine years remaining on their lease at Arrowhead Stadium and are currently looking at options to renovate the nearly 53-year-old facility, a team representative said during a Missouri Senate sports betting hearing, attempting to calm rumors that the franchise is open to moving to neighboring Kansas.

Missouri senators questioned Anne Scharf, Vice President, Hunt Family Foundation and Civic Affairs at Kansas City Chiefs, of the franchises potential to relocate during a Missouri Senate Appropriations Committee sports betting hearing this morning. Scharf, on behalf of the Chiefs, attended the hearing to throw the franchises support behind HB 2502, a bill to legalize retail and online sports betting for state casinos and Missouri professional sports franchises.

Representatives from the NHLs St. Louis Blues, MLBs Kansas City Royals and St. Louis Cardinals, the MLS St. Louis Soccer Club and Womens Soccer League Kansas City Current all spoke up in favor of legalized sports betting at the Senate hearing.

HB 2502,(sponsored by Rep. Dan Houx) will allow for 39 separate sportsbooks skins distributed amongst the states 13 casinos and six professional sports organizations. The bill will officially set the sports betting tax rate at 8%, which will be one of the lowest in the country. It was approved by the Missouri House of Representatives in late March by a vote of 115-33.

The bill is being worked through a Senate committee before potentially receiving a vote on the Senate floor. If approved by the Senate, it would have to be signed into law by Missouri Gov. Mike Parson (R).

As expected, several senators questioned Scharf on the Chiefs commitment to remaining in Missouri. At the recent NFL meetings two weeks ago, team President Mark Donovan commented that the Chiefs are exploring all options for the teams future, including building a new stadium next to Arrowhead or moving the franchise out of state.

When asked why the Missouri Senate should invest time to ensure the Chiefs receive a sports betting license and an online sports betting skin if theyre looking to leave the state, Scharf noted that nothing shared at the NFL meetings had not been shared repeatedly with local news outlets over the last year.

Sen. Barbara Washington, (D-9), told Scharf the Senate hoped the Chiefs would show a commitment to Jackson County, Missouri, moving forward.

Scharf said the franchise is spending a considerable amount of money on an extensive survey to potentially renovate Arrowhead, Scharf said. If the Chiefs were to receive a sports betting license it would be contingent on remaining in Missouri, she noted.

The Chiefs, she said, have a lease agreement for Arrowhead Stadium that runs through 2033.

While this is true, its worth noting that Kansas will likely soon legalize online and retail sports betting as well, so the Chiefs could likely offers sports betting in that state as well. Kansas also has a provision in its sports betting bill earmarking 80% of sports betting tax revenue to attracting professional sports franchises to relocate to the state. While these funds could potentially go towards the construction of a new stadium, it would likely only amount to a few million dollars when billions would be necessary for a new facility.

The Senate Appropriations Committee did not take any official action on the bill, no votes were taken, and a schedule for any potential votes has not been laid out yet.

If the bill is approved and signed into law, itwill allow each casino to offer a maximum of three skins, but will cap the number of skins per casino company at six if they own two or more facilities. The remaining skins will be allocated to Missouri professional sports franchises.

The breakdown for skins will be as such:

An online sports betting license will require an initial application fee of $150,000, and then a renewal fee of $125,000 one year after. A retail sports betting license will require an initial application fee of $100,000.

Chiefs attempt to calm relocation rumors during Missouri sports betting hearing - Saturday Down South

Arizona finally announced its sports-betting numbers for January and, after breaking a monthly record for handle in December, the state did so once again to start 2022.

After a record-setting December, the January figures for sports betting in Arizona didn't disappoint.

The Arizona Gaming Commission recently released sports-betting numbers for January, during which retail and online sportsbooks in the Grand Canyon State took over half a billion dollars ($563,694,591) in wagers for the first time, smashing Arizona's previous monthly handle high of $499.2 million.

Arizonas 12 active mobile sportsbooks and two retail locations combined for just over $40.5 million in gross gaming revenue for the month as well.

Operators in the state once again doled out a generous amount of free bets and credits, with the monthly total for January close to $21 million. Sportsbooks have now shelled out almost $118 million in promotional offers since the inception of legal sports betting in the state last September.

The bonusing left sportsbooks with an adjusted revenue of around $19.6 million, which resulted in $1.9 million in tax receipts for the state as mobile operators are subject to a 10% tax rate and retail operators face an 8% levy on their revenue.

"With over half a billion dollars wagered in January, it is clear that Arizona has become a top-ten event wagering market nationally," said Ted Vogt, director of the Arizona Department of Gaming, in a press release. "A big thank you to Arizona Department of Gaming Staff and event wagering and fantasy sports stakeholders, whose work has contributed to the strong start in the state."

After the launch of sports betting back on September 9, Arizona operators registered more than $1.7 billion in wagering handle and revenue of around $60 million as of the end of 2021. This has resulted in approximately $6.1 million in taxes paid to the state over that time.

January's take also shows there are no signs of a slowdown in Arizona, which is now the 12th state to reach $2 billion in total handle and the fastest one to do it, as it needed just five months to reach the milestone.

There's a range of opinions on how much of a windfall legalized sports betting could bring to the state's coffers. The state legislature's budget analysts predicted somewhere in the $15 million range per year, while industry advocates suggested it could blow that out of the water. Republican Rep. Jeff Weninger, who sponsored the sports-betting legalization legislation, had lofty expectations upwards of $100 million.

The Arizona betting market continued to be dominated by DraftKings, FanDuel, BetMGM, and Caesars in January.

The operating giants brought in over $520 million of the total handle, accounting for around 92% of total wagers. Caesars and FanDuel also operate the states two retail locations.

The only other operators to eclipse $10 million in January handle were Barstool Sportsbook and WynnBET, bringing in close to $21.5 million and $12.8 million, respectively.

BetMGM led the way in free bets, spending over $8.6 million on its promotional efforts during the month and bringing its total promo spend to close to $35 million since launch.

FanDuel spent just under $4 million in promos in January but has spent nearly $35 million total, most of which came back in September with the initial launch.

The generous free credits won't last forever, though.

While promos are designed to spark interest with attractive welcome bonuses and free bets, the credits can only amount to 20% of operators' gross receipts during the first two years of sports betting in Arizona. They will then have to drop to 15% and then to 10% by the sixth year.
