Pregnant volunteer firefighter on ventilator fighting COVID-19, gives birth 2 1/2 months early in Syracuse – syracuse.com

Syracuse, N.Y. Newlyweds Lynn and Austin Carpenter had recently moved into an apartment and were expecting their first child when she suddenly became ill.
Lynn, a volunteer firefighter and patient care aide at a group home, was told she had pneumonia when she went to a hospital Sept. 1 and was sent home, her father-in-law Richard Carpenter said.
Two days later, Austin, a full-time EMT and volunteer firefighter in Dryden, noticed his wife wasnt breathing right. Her blood pressure and respirations were dropping, and she was pale and sweating. An ambulance brought her to Cayuga Medical Center in Ithaca.
Lynn, 21, tested positive for Covid-19 and was put on a ventilator.
She was airlifted to Crouse Hospital in Syracuse later that evening on Sept. 3. She still had 2 1/2 months until her Nov. 18 due date. But five days later, on Sept. 8, doctors asked her husband for permission to perform an emergency C-section, his parents said.
Lynns body was starting to shut down so it could compensate for her fetus, her in-laws said.
... In order to save both (Lynn and the baby), they had to take the baby, said Austins mother, Cindy Carpenter. They figured it would be better for both of them so they could recuperate separately and she could get the medications she needed that she couldnt get because of being pregnant.
Doctors told Austin it was a matter of life or death, Richard Carpenter said.
They told him he could lose one or both, Cindy Carpenter added. It was very scary.
On Sept. 8, Lynn gave birth to a 3-pound, 12-ounce baby boy who was 12 inches long. It was Austins first day out of quarantine so he was there for the birth, but he couldnt hold his son, Dawsyn Lynn Avery Carpenter.
Immediately after the birth, Dawsyn was brought to the hospitals neonatal intensive care unit and Lynn went to an intensive care unit for Covid patients, her father-in-law said.
Austin, 24, drives each morning from Enfield, about 10 miles west of Ithaca, to the hospital in Syracuse to be by his wifes side and hold his baby boy. He took photos of Dawsyn and showed them to his wife as she lay in a hospital bed, hooked up to the ventilator.
Lynn was heavily sedated the first week she was in the hospital, but then only partially sedated the following two weeks. She used a whiteboard to write messages when she was awake, but couldnt speak.
On Saturday, Lynn came off the ventilator.
On Sunday, she held her baby for the first time.
She had tears of joy, Cindy Carpenter said after seeing a photo that captured the moment.
Lynn can now talk, but only in a whisper. On Monday, she refused pain medications and said she wants to start walking, her father-in-law said.
She wants to get home with her family, he said.
But the family isnt sure when she and the baby can go home yet.
Dawsyn weighs just over 5 pounds now. Hes healthy, but still in an incubator at times, his grandparents said. Its likely Dawsyn wont be able to go home until hes at least 35 weeks gestational age, said Richard Carpenter, who is also an EMT.
Based on what the family has been told, chances are Lynn will remain in the hospital after her baby goes home. While Lynn continues to recover, the Dryden community is rallying around the family.
The Neptune Hose Co. No. 1 of Dryden, the fire department where both Lynn and Austin volunteer, is hosting a benefit chicken barbecue starting at 3:30 p.m. Friday for the couple and their newborn.
Other first responders and a family member have given Austin gas gift cards to help him get to and from Syracuse. A family friend had food delivered to the couples apartment. Austins parents and Lynns mom, Jennifer Spinner, are helping care for the couples two dogs.
A firefighter friend created a GoFundMe with hopes of raising $100,000 to help pay the couples bills. Anyone who wants to send a donation instead of giving online can also mail it to Lynn and Austin Carpenter, in care of Richard Carpenter, 55 Maple St., Lot 5, Harpursville, NY 13787.
Its a financial nightmare, Richard Carpenter said.
Lynn Carpenter has health insurance, but it wont cover all the medical expenses, he said. She also hasnt been able to work since the end of August when she became ill. She believes she may have caught the coronavirus from a Unity House colleague who previously tested positive, her in-laws said.
Austin Carpenter took time off his job as an EMT with Dryden Ambulance to be in Syracuse with his wife and baby. He told his dad he has about three weeks of savings, but that wont cover all the hospital bills.
Lynn planned to get vaccinated, but had not yet during her pregnancy, her father-in-law said. Austin also is not yet vaccinated, but hospital staff is encouraging him to do so before he brings the baby home so he likely will soon, Richard Carpenter said.
Christine Nash, the couples friend who created the GoFundMe fundraiser, said the money raised will help as their bills are mounting to astronomical highs.

This has been one hard journey these last few weeks being stuck in the hospital undergoing surgeries, having to have Dawsyn and not being able to see my son until just yesterday and not being able to speak to him or hold him and compared to that the other hardest of them all is learning to walk again. I do wanna thank my husband who has been by my side dealing with me in the hospital every day. The days I wanna quit, the days I cry because nothing ever feels like its going to get better and Im stuck reliving past memories like those will be my last and even the good days. I also wanna thank the family who has come to visit, checked in, and FaceTimed with me. And to everyone on here who has sent messages and prayers and the go fund me page really just everything. Everything that you all are doing to help me and my family in this hard time. Thank you all for coming together for me. Its nice to know I have such a crowd of supporters and it helps me to keep fighting on. So thank you everyone its much appreciated!
Nash said she hopes others will help Lynn, Austin and Dawsyn Carpenter.
If ever a family deserved help from the public, its this one, Nash wrote. These are people that save lives on a daily basis and run into danger without a second thought.

Voter information guide for special election to fill Alcee Hastings’ seat – WPTV.com

WEST PALM BEACH, Fla. The first of several deadlines in a special election to fill the congressional seat left vacant by the death of U.S. Rep. Alcee Hastings, D-Fla., is soon approaching.
Monday marks the deadline for those Palm Beach County or Broward County residents living in Florida's 20th Congressional District to change their party affiliations before the Nov. 2 primary election.
Hastings, who served in the House since 1993, died of pancreatic cancer in April. He was 84.
Republican Gov. Ron DeSantis set the primary and general election dates for Nov. 2 and Jan. 11, leaving the constituents of this mostly Democratic district without representation in Washington for months.
Am I eligible to vote in the special election?
The short answer is, most likely, yes, provided you meet a few basic requirements and assuming you reside within Florida's 20th Congressional District.
In order to register to vote, you must:
What do I need when I go to vote?
Polls are open from 7 a.m. to 7 p.m. during the special and general elections. Any voters waiting in line at 7 p.m. will have the opportunity to cast a ballot.
In order to vote, you must provide a Florida driver's license, identification card, U.S. passport or some other form of photo identification with signature.
Where is Florida's 20th Congressional District?
The district includes portions of Palm Beach and Broward counties. That includes parts of Loxahatchee, Royal Palm Beach, West Palm Beach and Lake Park in Palm Beach County and parts of Fort Lauderdale, Miramar and Pompano Beach in Broward County.
Who are the candidates?
A total 11 Democrats and two Republicans -- plus one Libertarian and three independents, one of whom is a write-in candidate -- are seeking to occupy the seat.

What is the difference between a primary and general election?
Florida is a closed-primary state, which means that only voters registered within a political party may vote in that party's primary election, unless a universal primary contest occurs. A universal primary contest is when all candidates for an office have the same party affiliation and the winner will have no opposition in the general election.
That is not the case in this special election, so voters won't be able to cast their ballots for a candidate in another party. For example, a Republican voter can't vote for a Democratic candidate during the primary election and vice versa.

California recall flop a warning to Republicans – Washington Times

ANALYSIS/OPINION:
Gavin Newsoms overwhelming victory in Californias recall vote is a warning to Republicans to change their strategies and platform if they want to succeed in the mid-term elections.
California is bedeviled by horrific forest fires, power outages, water shortages, rising urban crime, COVID-19 restrictions, and surging illegal immigration. During the early days of the recall campaign, fallout from homelessness, a shoplifting epidemic that forced stores to close, and other sordid conditions gave Larry Elder some hope of deposing the governor.
Mr. Newsom is a high priest in the religion of woke, so much in fashion among morally pious and intolerant elites in finance, corporate suites, academia, and public schools. With his missionary fund-raising advantage, he managed to turn the recall ballot into a referendum on the Democrats approach to addressing the pandemicspecifically, President Bidens policies versus those of Republican governorsand on Donald Trump.
Campaigning for Newsom, Mr. Biden said, Voting no, well be protecting California from Trump Republicans trying to block us from beating this pandemic.
Republicans may choose to take some solace in the fact that so many Republicans have moved to Texas. However, despite all the agony the Golden State has endured this year, 64 percent of the electorate voted to retain Newsomabout the same as backed him for governor two years ago and voted for Mr. Biden last year.
In the wake of the Presidents announcement to extend vaccine mandates to private firms deeper into public education and hospitals, conservatives, libertarians, and Republicans should not be surprised.
Unvaccinated Americans are 4.5 times more likely to get infected with COVID-19 and 11 times more likely to die if infected. Though the risk of a breakthrough infection is small for the vaccinated, they must be exposed to an infected individual to face that risk. Generally, that means exposure to unvaccinated, unmasked folks.
The United States lags all major industrialized countries in vaccinations. Delta disruptions keep us from traveling and slowing the economy, and public acceptance of vaccine mandates is rising.
Also, all the distress Californians endure did not move the needle for Mr. Eldereven among swing votersbecause the Democrats have a narrativehowever repugnant to libertarians and conservativesthat finds resonance among swing voters.
Specifically, climate change is threatening coastal communities and the global food system. Sexism, structural racism, and globalization beget jaundiced market outcomes, damaging inequality, and monopoly abuses.
They attack the old Washington Consensus policiesfiscal conservativism, light-touch regulation, and free tradethat delivered acceptable growth and social progress for Presidents Reagan, George H.W. Bush, and Clinton. However painful and expensive, they prescribe withdrawing from the worldleaving Afghanistan and cutting defense budgetsaggressive taxes on success and social spending, and tighter bank and antitrust regulation to redress inequality and boost growth.
The Democrats say their new taxes on households with incomes over $400,000 and corporations will pay for four entitlementschild allowances, universal pre-K and childcare, paid family and sick leave, and two years of free collegeplus address climate change and a host of other ills.
Unfortunately, budget trickery abounds. These programs are likely to cost up to $2 trillion more than advertised. The tax haul will come up short because, contrary to Democratic claims, their program will slow growth.
For example, means-testing child allowances and higher marginal tax rates for professionals will encourage lower-earning spouses to quit the job market. Higher capital gains taxes will discourage risk-taking in high-tech startups, and college is already a poor investment for half of those that enroll.
Overall, we face federal deficits of up to $2 trillion a year and will have little latitude to address a future pandemic or financial crisis.
Washington could hit its limit to sell new debt to the public and be forced to issue more bonds that the Federal Reserve would buy by printing more money. The resulting inflation would bring home the folly of spending more than our means with cruelty not seen since the days of Jimmy Carter and perhaps the Weimar Republic.
Voters may believe the warnings about the unaffordability of all this spending and instinctively accept that combined all these goodies will discourage work. Still, there is something attractive for everyone among the half of households that do not pay income taxes.
The goodies will come quickly, but the drag on growth will take several years to become apparent. In the meantime, Speaker Pelosi is betting Democrats can skate through the mid-terms. And with Republicans clinging to President Trump and without an alternative program, she may be right.

So now its a booze shortage?
Can this year get any worse?
Well, stay tuned. It just might.
This has been a hard year thats definitely an understatement. We still have three more months to go before the winter of our discontent. But lets take a look at the just-completed summer of trouble. What exactly did we learn? Better yet, what did we ignore at our own peril?
Before we explore all the darkness, let's take a moment and return to those hopeful, pre-spring days of February and March. People gleefully bared their biceps for a vaccine. Lines at the recreation center in my town stretched around the block on some afternoons. Strangers smiled at each other. Nurses told jokes as they stabbed you with a needle. President Joe Biden suggested that we should prepare to celebrate our newfound freedom on the Fourth of July.
Well, you know what happened.
Nearly one third of American adults refused the vaccine. Florida, led by its silly governor, became a hot zone. Texas also breathed in the idiot winds of warped libertarianism and led the charge into the mask wars. The so-called red states of "Trump Nation" proclaimed they would not join the rest of America in fighting a pandemic.
Welcome to the new Southern succession. The old, arrogant Confederacy is still alive. As we enter the third decade of the 21st century, we are a nation as divided as we were during the Civil War.
We need Abe Lincoln.
Sadly, we have Joe Biden.
Sorry, Democrats. I know youre shaking in your Birkenstocksand sweating through your tie-dyedDead Head T-shirts about the prospect of the Republican Visigoths sweeping into power in Congress and then electing someone like Ted Cruz or Josh Hawley as president in 2024, but Biden needs to find his rhetorical groove soon before he becomes another Jimmy Carter. Setting aside the results of the California recall vote, which left Democratic Gov. Gavin Newson in power,Democrats are all too adept at losing their way as they battle each other over competing agendas. They're proving it again sadly.
The nation faces dire problems, from the roller coaster investments of Wall Street to the deepening worries inside countless Main Street schools, restaurants and apartmentbuildings to name just a few places where people feel as if lifes foundations have become far too shaky.
Teachers increasingly talk of a lost generation of students who have fallen behind in math and reading. The nations hospitality industry of restaurants and hotels is now hooked on a weird version of inhospitable life support. And with one survey by the Magnify Money website showing 15.4%of apartment dwellers behind on their rent more than double the normal rate of delinquency America seems on the verge of a painful uptick of homelessness as winter approaches.
In just a few months, far too many hospital wards filled again with people gasping for breath and begging for the shot in the arm before they closed their eyes forever and headed for the cold darkness of a grave.
Meanwhile, we cant even drown our sorrows with a shot of whiskey or just a beer. Experts say there are not enough truckers to deliver liquid spirits to boost (or mask) the nations diminished spirit. Gov. Phil Murphys marketing campaign to promote vaccines with a shot and a beer for New Jersey residents might now be called a shot and maybe a beer one of these days.
Elsewhere, U.S. Sen. Rand Paul, the Kentucky Republican, and alleged journalists such as Tucker Carlson of Fox News sneered and proclaimed to millions of sycophants in their echo chambers how much they wanted to save America from the overreach of government mandates that require masks and vaccines. Millions of Americans cling to the misinformation spewed by Paul and Carlson and plenty of others. And look where it has led us? By the end of 2021, more than 700,000 Americans will have died from complications from COVID-19 complications that can mostly be stopped by a vaccine.
But right-wingers dont deserve all the blame for Americas plague of disunity.
Consider what our liberal leaders have been up to. For example, how is it possible that alleged progressive, Rep. Alexandra Ocasio-Cortez, a Democrat whose district includes some of the poorest corners of the Bronx and Queens, could show up at a glittering Manhattan gala, wearing a donated designer dress with a Tax the Rich message on her dress and posing for the cameras like some sort of foolish runway model?Where are America's women in complaining about this idiotic display?

Such is the state America as we enter the last quarter of 2021.
The just-ended summer will surely go down as a time of wasted hopes and dashed dreams.Our nation produced enough vaccines to protect everyone from this dangerous pandemic.And yet, we let our political foolishness run wild.
Here in New Jersey, where vaccines are not only plentiful but nearly 6million people have received a shot, more than 2,000 new COVID cases were recorded on Thursday. For context, its worth remembering that in late June, when we still held out hope that America would defeat this pandemic, the number of new daily cases in New Jersey had dropped to around 290. Since then, the massive increasein new cases falls mostly among one category of people those who refuse to get vaccinated.
So much for coming together to defeat a common foe.
But our disunity is not confined to just COVID vaccines.
A recent study by the Preply online educational platform found that we cant even agree on what language America should speak.About 93% of Republicans favor English only. Only 68% of Democrats believe that.
Another study by Digital.com, a website that caters to small businesses, found that nearly half of all consumers are unlikely to buy products from companies that align themselves with political views they disagree with.
This is our nation as we approach the final months of 2021.
Disunity is the new pandemic. Only this time, there is no vaccine.

I have been wrongly accused: Sen. Katrina Robinson takes the stand in fraud trial – WREG NewsChannel 3

MEMPHIS, Tenn. Tennessee state senator Katrina Robinson took the stand Tuesday afternoon. She testified before the jury that has been hearing her case for the last two weeks.
On Monday, a federal judge acquitted Robinson of 15 of the 20 counts she was facing as prosecutors allege she stole thousands of grant dollars that was supposed to go to The Healthcare Institute, her certified nursing school.
She sat and listened to the case against her, but late Tuesday afternoon, it was her turn to talk. When asked if she understood the Fifth amendment, she said, I think Ive used that long enough. Friends, family and fellow lawmakers were in the room for her testimony.
When asked point blank by her attorney if shes been wrongly accused of stealing grant funds, she said, I have been wrongly accused. I have been dragged through the mud by the federal government. When the federal government knew good and well that I did not do that.
She walked the jury through how and why she wanted to start her school. She stated that her father passing away made her want to go to nursing school, then working in the hospital she saw a need for more people to be helped and for certified nursing assistants.
Robinson said THI is designed to help the underserved and students who might not go the traditional college route. When she initially applied for her federal grant in 2015, she didnt expect to get it. However, when she was awarded the grant, she immediately got help, an attorney and an accountant.
THI was praised by those working with the grant for their work. The grant was even extended for one year. Over the years, her classes grew exponentially, which forced THI to expand the size of the school. They made money through tuition and started expanding more nursing programs, which had a higher tuition. In 2018, they were pushing nearly a million dollars in revenue.
Throughout this case the government has alleged Robinson used grant funds for her wedding. When her attorney asked if she did, she said Absolutely not. My father would turn over in his grave if he knew I married someone who couldnt pay for a wedding.
She said they were in the process of moving and her husband at the time made deposits into their business accounts to pay for the wedding. She also said each expense was classified under THI funds.
She also said she would never charge personal expenses to the grant, thats not allowable.
She also said when it came to all data entry in relation to submitting student information for grant funds, it was very important to her that it was done right and never told anyone to falsify information.

Paul and Ruben Flores Will Go To Trial For Murder of Kristin Smart – The Atascadero News

SAN LUIS OBISPO On Wednesday morning, Sep. 22, Judge Craig van Rooyen ruled sufficient evidence was presented for Paul (44) and Ruben (80) Flores to be tried for the murder of Kristin Smart.
The father and son are charged in connection with the 1996 disappearance and murder of 19-year-old Cal Poly student Kristin Smart.
Smart was last seen with Paul leaving an off-campus party on Crandall Way in San Luis Obispo on May 25, 1996.
Although her remains have never been found, Smart was legally declared dead in 2002.
Paul and Ruben Flores were arrested at their homes this past April, nearly 25 years after Kristins disappearance.
Paul is charged with her murder. His father, Ruben, is charged as an accessory after the fact, accused of helping hide Kristins body.
Paul has remained in custody at the San Luis Obispo County Jail without bail since his arrest. Ruben is currently out on bail.
The preliminary hearing began on Monday, Aug. 2.
More than two dozen witnesses were called to testify, including current and former detectives, former friends and acquaintances of both Paul and Kristin, cadaver dog handlers, and soil experts.
Several people testified seeing Paul walk Smart back to her dorm after the party on Crandall Way.
Cadaver dog handlers who searched the dorms after she was reported missing testified that their dogs strongly alerted to Pauls room. Forensic experts testified they found human blood in the dirt beneath the deck of Ruben Floress home in Arroyo Grande but were unable to detect any DNA.
Investigators believed that Smarts remains were under Rubens deck and were recently relocated.
During closing arguments on Monday, San Luis Obispo County Deputy District Attorney Chris Peuvrelle said Paul Flores lied to cover up the murder of Kristin Smart.
Pauls defense attorney Robert Sanger said there is no case against Paul Flores, and there is certainly no case against Ruben Flores. He said there was nothing found in this case that is real evidence.
Rubens defense attorney Harold Mesick echoed the same thoughts and said the prosecution has tried to paint lipstick on a pig.
The Judge said he has a strong suspicion that Kristin Smart was murdered and buried under Rubens deck. He based his ruling on the standard of probable cause, which is a lesser standard of proof than what will be used by a jury in trial.
Kristin Smarts family has attended each day of the hearing, along with Susan Flores, who invoked her Fifth Amendment right to not testify on the first day.
Paul and Ruben Flores are scheduled to be arraigned on Oct. 20.
After the ruling, San Luis Obispo District Attorney Dan Dow said, We continue to support the family of Kristin Smart as we work toward justice.

Sports betting might have a long and storied history in the United States, but its been categorized as a nefarious and illegal black market for the majority of that time. Over time, though, the public and legal perspectives on sports betting have slowly shifted towards acceptance. As with many other states, Arizona has joined the ranks of states that allow online sports betting.
It wasnt an easy road to legalization, though. After many years of debate and a few legal setbacks, September 2021 marked the first time in Arizona history that residents could legally sign up for AZ sports betting sites. Lets look at how we got here and explore the many ups and downs that happened along the way.
If youve been following online sports betting, youve probably noticed that a lot of states have legalized online sports betting over the past two or three years. While it may seem like a coincidence that these states decided to shift their policies simultaneously, it all started at the federal level.
In 1992, the United States legislature effectively banned online sports betting when they passed the Professional and Amateur Sports Protection Act. Although the act laid out provisions for online bookies to operate in a few states, the overwhelming majority of the country was barred from allowing sports betting within their territories.
This all changed in 2018 when New Jersey attempted to work around the law, thus throwing it into the public eye. Their challenge rose to the Supreme Court, which ruled that the Professional and Amateur Sports Protection Act prevented state legislatures from mandating their betting regulations.
After overturning the law, states were given the green light to draft their own legislation, effectively opening the door for Arizona to legalize online sports betting.
Although the Professional and Amateur Sports Protection Act had been overturned in 2018, it wasnt until 2019 that the Arizona legislature began debating whether to legalize AZ sports betting sites. At first, the proposition to legalize online sports betting in Arizona faced a lot of opposition from tribes throughout the state.
Local tribes feared that legalizing online sports betting would create competition against their own gambling operations. However, this all began to change in 2020 when the COVID-19 pandemic destroyed local tourist revenues. Because there were not enough travelers coming to Arizona, tribes and the state legislature realized that legalizing AZ sports betting sites could create a new revenue stream and keep their economies afloat.
Even still, the movement towards legalizing online sports betting was a slow and grinding process from one committee to another. Once a bill finally reached the state Senate, it seemed as if Arizona congressmen were prepared to legalize AZ sports betting when things suddenly came to a halt over a minor typo.
Initially, legislators planned to provide every professional sports team in Arizona with either their own mobile betting platform or an online betting license. This also included the PGA Golf Tours Scottsdale venue and the Phoenix Raceway, where NASCAR hosts biannual races. However, the bill originally allowed collector car auctions with 150 or more attendants to also apply for betting licenses.
This would mean that any bar or venue in the state could host a collector car auction and apply for a betting license. This wasnt legislators intention, though, so they quickly adjusted the number, realizing that theyd meant to type 150,000 attendants. Unfortunately, that single typo caused a delay and sent shudders through the local tribal communities who already felt that they would lose customers.
The constant push and pull between tribal leaders and non-tribal senators kept the bill at an impasse for more than a few weeks. One senator proposed expanding the reach of all gambling regulations, which caused many tribal leaders to oppose the legislation. However, tribal senators knew that if they compromised just a little bit, they could also expand their markets.
By the end of the debates, both the Governor and the tribal leaders reached an agreement and were able to draft legislation that suited both of their interests. After months of back-and-forth, Governor Doug Ducey finally signed House Bill 2772 on April 15, 2021, thus legalizing registered AZ sports betting sites.

Its been three years since the Supreme Court struck down the federal ban on sports betting, allowing states to legalize it if they wish.
So where do we stand now? What states are in business, and how are they doing? What states are imminently coming online? And what states are on the back burner? Weve compiled a comprehensive look at all 50 states (plus Washington D.C.), with projected legalization dates for every state.
Nearly every state has at least considered legal sports betting, but the reality is that full online sports betting will not come to more than a dozen states for a long time due to deep-seated political opposition to gambling or complex tribal relationships.
An interactive map is below, and the text for each state is ordered by the projected year we expect them to come online. Two experts Daniel Wallach, principal at Wallach Legal, the nations first law firm solely devoted to sports betting, and Jake Williams, vice president of legal and regulatory affairs for Sportradar helped with the projections and sub-categories for every state.
Possible states for 2021 and 2022 include states such as Kansas, which has seen some movement but has no real timeline for legalization, and Maine, which had a bill vetoed by the governor, killing sports betting until at least 2021.

Arizona passed a sweeping online sports betting bill in April 2021 that allows statewide mobile wagering as well as some of the nations first in-stadium sportsbooks.
A handful of sportsbooks went live Sept. 9, the first day of the 2021 NFL season, with 10 more to follow in the coming weeks.
In-person sportsbooks only
Legal sports betting started in Arkansas on July 1, 2019, at Oaklawn Racing Casino Resort. An additional sportsbook was added in October 2019 at the Saracen Casino Resort.
There is no online wagering in the state.
Lawmakers have considered statewide mobile legislation but this could still be a difficult sell in one of the nations more politically and culturally conservative states.
A 2018 ballot measure that allowed the two sportsbooks and permitted two new casinos in the state passed, but a 2020 measure that would have allowed even more casinos didnt make that years ballot. It could be a while before Arkansas has full mobile betting.
Full mobile betting with multiple options
Colorado accepted its first online and retail wagers in 2020 and has quickly turned into one of the most robust markets with all the major players involved, including DraftKings, FanDuel, BetMGM and BetRivers from day one.
In Sept. 2020, Colorado joined Nevada, New Jersey, Pennsylvania and Indiana among states to record more than $200 million in monthly betting handle. Australian-based PointsBet opened its North American headquarters in Denver, helping what could be a major player in U.S. sports betting.
Colorado has one of the most operator-friendly setups in the country and more than two-dozen digital sportsbooks are expected to be live there in the coming years.
In-person sportsbooks only
Delaware was the first state outside Nevada to accept a legal single-game sports bet, beating New Jersey by a few weeks after the Supreme Court struck down the federal wagering ban in May 2018.
Delawares lottery-run sports betting market still prohibits online betting, leaving only three retail sportsbooks in the state and unimpressive revenue numbers.
Its small size, population and the proliferation of digital sports betting options in its neighboring states will leave Delaware a relative afterthought despite its quick start.

The state launched betting on March 9, 2020, (just ahead of an NCAA Tournament that didnt wind up happening) and launched online betting in June 2020.
One of the nations most populated (and sports-crazy) states, Illinois is expected to be a major player in the U.S. sports betting sphere. However, market participation has been slow, in part due to limited online skin counts plus stiff taxes and fees.
More importantly, Illinois bettors are required to register at a retail sportsbook before betting with an online option. This requirement had been waived on a month-by-month basis by Gov. J.B. Pritzker during the COVID-19 pandemic, but he unexpectedly failed to renew the order starting in April 2021; assuming he (or the legislature) take no further action, in-person registration will remain until 2022.
This will be a hiccup Illinois potential but the registration mandate sunsets permanently in 2022, and marquee sports venues such as Wrigley Field and the United Center could open sportsbooks in coming years. More online brands will also likely join, which could finally push Illinois near or to the top of the U.S. sports betting handle lists.

Indiana went live Sept. 1, 2019 and has done well, pulling in more than $200 million a month in handle in the 2020 football season. It took just a few months from legalization to first bet, and Indiana has continued its fast start with a well-rounded market.
The biggest players, including FanDuel and DraftKings, take up most of the market share within the state, but a dozen or so sportsbooks are expected to make noise in the coming years. More operator entrants and a business-friendly environment should help continue Indianas sports betting success.

Iowa started accepting bets on Aug. 15, 2019 and has methodically grown in the months since. The in-person registration requirement set to sunset in 2021 should help the market even further.
Iowa has some of the cheapest licensing fees in the land $45,000 for the first year to get an initial license and a renewal fee of $10,000 annually. Iowa took in $72 million in bets in September 2020 alone.
Though it has a smaller in population and has no professional sports teams, it could still be among the more lucrative per capita markets in the country.

Michigan launched in-person wagering at the MGM Grand Detroit on March 11, 2020. Online books such as BetMGM launched in early 2021.
Michigan is becoming one of the biggest sports betting and online gaming markets in the country, and its legislation allows for a competitive market with multiple operators.
In-person sportsbooks only
Mississippi was one of the earlier states to launch, opening up for business on Aug. 1, 2018.
The state technically has mobile wagering, but you can only place bets while inside a casino. This has hurt its market share, despite being one of the few legal Southern betting states.
The initial retail sports betting legislation was passed as a corollary to a fantasy sports bill at a time when the federal ban appeared it would not be lifted.
Passing a statewide online betting bill in conservative Mississippi will be a far more difficult task.
In-person sportsbooks only
Montana officially started taking bets in March 2020 with a sports betting app run by the company that runs the state lottery. This government-run monopoly keeps out other top sportsbooks and can jeopardize competitive prices. It also only works in licensed gaming properties.
Not surprisingly, Montanas limited betting options and sparse population make it a small part of the overall U.S. market.

Nevada, the gold standard for in-person betting, still hasnt quite mastered online wagering. The state requires bettors to come into a casino to register in person before placing via the Internet.
Thats really hurt the state during COVID-19, when casino traffic plummeted. Nevada will always hold a special spot for American gaming, but it is already just the second-most lucrative sports betting state and it could continue to fall down the ranks as more and more populated states (with statewide mobile wagering) launch in the coming years.
One mobile betting option
Online wagering began on Dec. 30, 2019. DraftKings is the sole mobile operator in the state, though there are a handful of retail betting locations that have opened or intend to do so.
New Hampshire has done decently well despite its limited market, but this could end when (or if) Massachusetts launches mobile wagering.
Full mobile betting with multiple options
New Jersey, the state to bring the sports gambling case to the Supreme Court, is now enjoying the fruits of its labor. The Gold Standard for legal sports betting was the third state to take a legal bet and has continued to set state records thank to a competitive, operator-friendly system.
Although there are physical books in Atlantic City and at the Meadowlands, more than 80% of bets taken are on online, a number thats risen during COVID-19 and should continue going forward.
New Jersey brought in $4.5 billion in sports bets in 2019 and is on track to bring in $5 billion in 2020, beating out Nevada in handle every month that year. A New York mobile launch could cut into these massive numbers, but New Jersey will still continue as a marquee market for years to come.
In-person sportsbooks only
No bills have been passed, but Native American tribes have interpreted that sportsbooks are legal at tribal casinos under existing state-tribal gaming compacts. There are only a handful of retail sportsbooks spread across the state and it appears the first state to take a bet without an act of the legislature or voters will continue to do so.
Only physical sportsbooks; online launch pending in 2022
New York has retail sports betting at a handful of upstate commercial and tribal casinos, but these have generated little revenue despite the states massive population and gaming interest. Thats because theres no online betting.
However, Gov. Andrew Cuomo for the first time on Jan. 6 fully embraced online sports betting as a new revenue source, but the plan he signed into law in April 2021 runs sports betting through the state; The limited-operator model could prevent books such as DraftKings, FanDuel, and many more from entering. It would ultimately harm the consumer experience, as well.
State officials are expected to announce the winning bids in December.
In the meantime, New Jersey has essentially turned into Vegas East (with the help of New Yorkers coming across the border). This comes even as a study released in February 2020 estimated that New York is losing $200+ million in revenue by not legalizing online sports betting.
In-person sportsbooks only
North Carolina legalized in-person sports betting in July 2019 for two tribal casinos in the western portion of the state, taking its first bet in March 2021.
While that bill did not permit any mobile wagering, the state is expected to consider statewide mobile wagering in 2021.
In-person sportsbooks only
Theres been no political movement to legalize sports gambling in North Dakota, but state tribes have already opened retail sportsbooks under authority granted to them by the federal government, a similar legal path for the sports betting launch in New Mexico. This too means retail only, but North Dakota is among a rare group of states that can take bets without an act of the legislature.
Notably, a 2021 online bill fell just a few votes short. Lawmakers could try again in 2022, especially if tribal books launch in 2021.
One mobile betting option
Thanks to a limited exemption in the federal sports betting ban that allowed it to offer parlay cards, Oregon officials determined the state lottery could begin taking bets without a separate act of the legislature. The state lottery app took its first bet in 2019, but with only one legal mobile wagering option, it has not been able to match competitive markets.
Notably, in-state college betting is prohibited via the lottery app. A handful of Native American casinos have opened retail sportsbooks, which permit college betting as well, but these too are small revenue generators.

Pennsylvania was among a handful of states to accept a legal retail sports bet in 2018 and, beginning with its 2019 digital launch, has been among the biggest markets in the country.
Despite high fees for operators to get into the game, Pennsylvania consistently sees the third-largest sports betting monthly handles, behind New Jersey and Nevada, despite a larger population, pulling in close to $500 million in bets during the meat of the football season.
The fees, and a limit of only 14 total operator licenses, will continue to hinder Pennsylvanias potential, but its large population and high-profile sports teams will help it maintain some of the nations highest-grossing handle totals.
One mobile betting option
Rhode Island has been offering legal sports betting since 2018 when retail sportsbooks opened at its two commercial casinos. William Hill (now owned by Caesars) is the only legal retail and online sportsbook in the state.
Lawmakers repealed an in-person mobile registration requirement, but the small population and lone legal option keep revenues small, despite Rhode Islands proximity to Connecticut and Massachusetts.
In-person sportsbooks only
The first retail sportsbooks opened in September 2021.
South Dakota legalized sports betting in November 2020 as part of a ballot initiative and lawmakers passed retail-only authorization for Deadwood casinos and certain tribal gaming facilities.
The state constitution only permits wagering within Deadwood and tribal lands, but some policymakers believe statewide mobile wagering can be approved as long as the servers are placed in Deadwood. Legislation to do so gained little traction in 2021, but could open an interesting new digital market in the years to come.
Full mobile betting with multiple options
Since it has no casinos, Tennessee is the only state that has online-only sports betting. The conservative states unlikely launch of an uncapped, digital sports betting market excited industry stakeholders, but other restrictions could hurt its potential.
Tennessee is also the only state that makes the operators return a 10% hold. Since the typical hold, which is the percentage of the total bets taken in that the books hold on to, is around 5-7% in most states, making sure that 10% is held could mean that bettors within the state will get worse odds.
Also, Tennessee took roughly 18 months to launch its first online sportsbooks after its legislature technically legalized betting. All major operators could enter the market in coming years, but Tennessees self-imposed restrictions could hurt its potential.
Full mobile betting with multiple options
Virginia took its first online sports bet in January 2021 and as many as a dozen options could be available by the end of the year. Though there is a cap on the number of skins, most top brands should be able to enter the market, and FanDuel, DraftKings, William Hill, BetRivers and BetMGM have already gone live.
In-person sportsbooks only
Washington legalized sports betting on March 25, 2020 and took its first bet Sept. 9, 2021. Only certain tribal casinos can take bets.
Mobile sports betting, like Mississippi, will only be allowed if it is placed within a casino facility, a huge deterrent to the states revenue potential. Statewide mobile betting doesnt seem like a reality anytime soon.
Limited mobile betting options
D.C. is technically a sole-source operator jurisdiction. The lone legal District-wide mobile app, GamBet, is run by the lottery and, partially because it has no legal competition, has offered lines worse than market averages. Also the app is geofenced out of any federal properties, a major problem in the nations capital.
That has allowed the citys first retail sportsbooks, a temporary operating booth in Capital One Arena. William Hill allows mobile wagering only within the stadium.
William Hills retail book opened July 31, 2020 in a makeshift sportsbook in the box office of the Capital One Arena before its moves into a permanent home in the building in 2021.
Another entrant, Handle 19, is readying to enter the marketplace with a retail location. Overall, D.C. hasnt generated much from sports betting because of unfair pricing.

Cordish Gaming Group President Rob Norton views Maryland sports betting as a regional market.
Norton believes Live! Casino & Hotel Marylands relatively central location in the state primes it to be a top retail sportsbook location for MD sports betting. But Norton also believes the casino can be a top location in the Mid-Atlantic, as it already draws visitors from surrounding markets like Washington, D.C., Pennsylvania and Virginia.
We are generally excited about Maryland as a sports betting market, Norton said. Theres nothing like we have in DC or the surrounding markets.
Live! Casino & Hotel is one of 17 entities named in Maryland sports betting legislation to receive a license. As such, the retail sportsbook will likely open well ahead of the up to 90 competitive bid licenses available in the state.
The 17 retail sportsbooks could open this fall, while regulators determine how to award the other licenses, including up to 60 for mobile.
Norton is not too bullish on sports betting as a direct profit driver. Instead, hes excited about its ability to draw more customers to the Maryland location of Sports & Social, the companys national sports entertainment venue concept.
Weve said throughout the process, theres not a whole lot of money to be made in sports betting, Norton said. The benefit we get is it will bring a lot of people and interest into the facility, maybe to watch a game, partake in the food and beverage and maybe play a table game or two.
Sports & Social is already open and has sports betting windows ready to go once cleared.
Cordish partnered with FanDuel for the retail sportsbook at the Maryland casino. FanDuel is also the sportsbook at Cordishs Live! Casino & Hotel Philadelphia.
With Live! And FanDuel, youre really taking two giants in their spaces and putting them together, Norton said. We see it as one plus one equals three.
Cordish also partnered with DraftKings for Sports & Social lounges near stadiums across the US.
Live! Casino & Hotel could have a first-mover advantage, along with up to 16 other retail sportsbooks. The license application process opened for the 17 named entities Sept. 14.
Eventually, Norton believes the Maryland sports betting market will be up to 90% mobile as it is in newer legal markets. He also believes there is an opportunity for the retail sportsbook.
We believe there is an ability to cross digital and bricks-and-mortar and create an entertainment experience, Norton said. As they play online, they can build rewards points and build affinity for the brand for special events, parties and Super Bowl trips, suites at Ravens and (Washington Football Team) games.
We want to attack the sports betting market differently, leveraging online with the brand, not as an afterthought.
The 17 named entities are likely to receive their licenses and open retail sportsbooks by late fall, according to Maryland Lottery and Gaming Control Agency Director John Martin.
Last week, Sports Wagering Application Review Commission Chair Thomas Brandt said creative thinking is needed before awarding the other 90 potential licenses. That comment followed advice from Cezar Froelichof Taft Stettinius & Hollisterto potentially tie mobile licenses to Class B licenses. There are up to 60 mobile licenses in the state.
We have to take a look at the interplay between the mobile and Class B licenses, Froelich said. If you just go out and issue the Class B by themselves without taking into account that it has to be beneficial for a mobile sports operator, you could find yourself in a circumstance Class B dont get picked up.
The day after the SWARC meeting, a public MLGCA meeting about the MD sports betting regulations left more uncertainty as to when mobile might launch. PointsBet SVP Paul Hannon asked for a uniform mobile launch.
Along with FanDuel and PointsBet, many major sportsbook operators already have a connection to the state.

The Baltimore Ravenspartnered withBetMGM, Caesars and DraftKings, but there is no indication of an in-stadium sportsbook yet. The Washington Football Team and Baltimore Orioles have not announced MD sports betting partners yet.

A former director at MGM Resorts, a former CEO at William Hill US and former chair of IMEGA, a legendary Las Vegas bookmaker and a director at DraftKings are the luminaries who make up the Sports Betting Hall of Fame Class of 2021, SBC announced.
The magnificent five is comprised of former director of Race & Sports Administration for MGM Resorts International Yolanda Acua, former William Hill US CEO Joe Asher, DraftKings director of Race & Sportsbook Operations Johnny Avello, former chair of IMEGA Joe Brennan Jr and popular Las Vegas bookmaker and director of Sports Marketing at South Point Hotel & Casino Jimmy Vaccaro.
A special ceremony held at the Coaches Club at MetLife Stadium in East Rutherford, New Jersey, during the SBC Summit North America conference and trade show on December 1, 2021, will see these five new members inducted into the Sports Betting Hall of Fame for the outstanding industry contribution they have made during their careers.
Each of these inductees [has] made an amazing contribution to the industry so were pleased to induct them into the Hall of Fame to recognize their efforts.
The 2021 SBC Summit North America, which will begin November 30, 2021, at the Meadowlands Exposition Center in Secaucus, New Jersey, will see the Sports Betting Hall of Fame ceremony take place on its second evening. The sports betting and iGaming event is scheduled to run until December 2.
The Sports Betting Hall of Fame was started by SBC in 2016 to honor, preserve and perpetuate the names and accomplishments of the personalities who have brought outstanding success to the industry. US industry representation began with the Class of 2019, which saw retired VP of Race & Sportsbook Operations of Station Casinos Art Manteris, Monmouth Park CEO Dennis Drazin and former New Jersey Governor Chris Christie inducted.
A year later, the US trio was joined by former New Jersey Senator Raymond Lesniak, Las Vegas oddsmaker Roxy Roxborough, former SVP of the American Gaming Association Sara Slane, president, USBookmaking & US Fantasy Sports Victor Salerno and SVP, Risk & Trading at Ballys Interactive Jay Rood.
The leading conference and trade show for the sports betting and online gaming industry in North America, a successor of the Betting on Sports America show, will feature a conference with up to 200 industry executives and specialists speaking on the future of the industry at this years event.
Besides the program of networking events that will include the Sports Betting Hall of Fame ceremony, there will be an exhibition that will allow suppliers to showcase their latest innovations.
