Timipre Sylva: Nigeria to focus on five critical areas in oil and gas sector in 2020 – TODAY NEWS AFRICA

The Nigerian Minister of State for Petroleum Resources, Chief Timipre Sylva, on Thursday, held his first major press conference in Abuja since he was appointed by President Muhammadu Buhari in 2019, and rolled out the five critical areas of focus for oil and gas sector in Africas most populous nation in the year 2020.
Theformer governorofBayelsa Statein Southern Nigeria expressed optimism that both the Petroleum Industry Governance, Administration & Host Communities Bill on one hand, and the Petroleum Industry Fiscal Bill on the other, will be passed within the first anniversary of the Buhari administrations second term in office.
His confidence, he explained, was based on the current harmony between the Executive and Legislative arms of the Government.
President Muhammadu Buhari won a second term of four years in 2019, with his All Progressives Congress (APC) sweeping both chambers of the National Assembly.
That victory gave Mr. Buhari, 77, the backing he lacked in his first term when Senate President Bukola Saraki and Speaker Yakubu Dogara rose to defeat his preferred candidates and antagonized him until the very last minute.
On the PIB, or Petroleum Industry Bill, which is the first priority of Mr. Sylva, he said a special focus will be placed on the Midstream and Downstream sectors.
Consequently, we are considering two regulators, one for the Upstream (the Commission) and another for the Midstream & Downstream (the Authority), he said, adding that the Midstream and Downstream sectors will particularly open enormous opportunities to local investors and create massive job opportunities in the country.
For example, investments will be available in pipeline engineering design, procurement & construction, terminal operations, pipe mills, fabrication of pressure vessels, storage facilities, pipe transportation and laying equipments, Refineries, Central Processing Facilities and also investment in Gas-based industries (Fertilizer, Methanol, Petrochemicals, LPG and CNG) etc. Open access for oil and gas transportation will be fully enhanced, he said.
On the upstream side, we are coming up with more robust fiscal provision, acreage management, drilling-or-drop program, etc. We are not only going to retain investors, multitudes will join the leagues of high-value operators, the Minister added.
Mr. Sylva explained that his second point agenda would be to address security challenges around oil and gas installations, specifically to curtail theft of petroleum products and crude oil.
He said the crude theft was being currently contained with legislation, security, surveillance, community engagement and diplomacy.
Mr. Sylva explained that oil theft lingers because of the presence of an active market for stolen crude and products, a weak measurement and surveillance mechanism, weak and inadequate sanctions, low cost and high incentive for theft as well as lack of infrastructural development.
As a solution, he proposed to use technology for pro-active leak detection and community participation in the oil and gas assets, as well as engage PTI in the training of unemployed youths in the region.
In addition, the government would have to revamp security architecture, increase supply to underserved areas, provide good infrastructure in the regions where oil is exploited and give incentives to host communities.
This would not be complete without increasing community stake-holding, designing and enforcing stiffer legislations and mobilizing global community, traders, refiners, regulators and international groups.
His third agenda, he said, would be to enable the operations of the National Oil company as a responsive commercial enterprise
Mr. Sylva said various transformation processes were currently ongoing in NNPC Growing from Business Unit Focus Areas (12 BUFAs) to Transparency, Accountability and Performance Excellence (TAPE). We are considering the Incorporation of NNPC and its existing Joint Venture Companies.
In addition, his fourth priority would be to conduct bid rounds for marginal and opportunities within 2020 and to ensure settlement of dispute with partners and pave way for FID on major capital projects.
New Gridding, acreage management and bidding process are thoroughly elucidated in the upcoming Petroleum Industry Bills. It is therefore highly desirable that the Bills are passed before any bid round. This is one of the reason we implore Nigerians to support us in our quest to pass the bills in earnest, Mr. Sylva said.
His fifth priority would be to deepen domestic gas utilization and overall monetization of gas resource.
As you are aware, Natural gas has the capacity to transform an economy. We have seen successful examples all over the world. Qatar has the worlds highest GDP per Capita its growth anchored on natural gas. Saudi Arabia has positioned itself as the worlds hub for petrochemicals, creating significant job opportunities and enabling industrialization of the country, he said.
He added: Nigerias gas reserves is significant. Nigeria current 2P gas estimate is about 202TCF with potential for up to 600TCF in undiscovered resources. With the undiscovered potential, Nigeria could be in the same league as Iran, Qatar, Saudi Arabia and Russia.
Recognizing the potential of our enormous natural gas resources and the unprecedented growth in domestic gas demand, the Federal Government of Nigeria through the Ministry of Petroleum Resources over the years has championed various interventions to stimulate gas utilization and monetization.
This led to the Gas Master-Plan Policy initiative where detailed major gas infrastructure expansion and integration, gas supply development projects, revamp of the commercial framework for gas and tactical efforts to accelerate gas supply to Power sector, in addition to our gas industrialization strategy for investments in Fertilizer, Methanol, Petrochemical, CNG and LPG are fully stated.
Also the Ministry of Petroleum Resources is driving the Nigeria Gas Flare Commercialization Program (NGFCP). This initiative is designed as the strategy to implement policy objective of the FGN for the elimination of gas flares with potentially enormous multiplier and development outcomes for Nigeria. The objective of the NGFCP is to eliminate gas flaring through technically and commercially sustainable gas utilisation projects developed by competent third party investors who will be invited to participate in a competitive and transparent bid process.
The Federal Executive Council in June 2016 approved the Nigerian Gas Flare Commercialization Program (NGFCP).
The Federal Government ratified the Paris Climate Change Agreement, and is a signatory to the Global Gas Flaring Partnership (GGFR) principles for global flare-out by 2030 whilst committing to a national flare-out target by year 2020.
In November 2018, the Federal Government of Nigeria called for Expression of Interest (EoI) in the Nigerian Gas Flare Commercialization Program (NGFCP).
Over 850 interested parties registered their interest in the NGFCP. 205 Applicants emerged successful and all 205 companies will be invited to submit their proposal for flare gas utilization through the Request for Proposals (RfP) phase of the NGFCP, Mr. Sylva said.
He added that the commercialization approach has been considered from legal, technical, economic, commercial and developmental standpoints.
It is a unique and historic opportunity to attract major investment in economically viable gas flare capture projects whilst permanently addressing a 60 year environmental problem in Nigeria.
About US$ 3.5 billion worth of inward investments is required to achieve the gas flare commercialization targets by 2020.
The analysis also shows that the NGFCP will deliver significant social and economic benefits to host communities in gas-rich regions of the Niger Delta, to investors and to the national economy. Benefits would include, he added.

FTSE 100 closes up, boosted by miners and the pound – Proactive Investors UK

FTSE 100 index closed firmly higher on Friday as resource stocks and a weaker pound helped boost the mainly dollar-earning constituents of the benchmark index.

The midcap FTSE 250 index finished the day over 164 points higher, at 21,886.
"The FTSE 100 has seen a sharp surge as we close out the week, with the growing prospect of a rate rise from the BoE helping drive the pound lower," noted Joshua Mahony, at London-based online trading group IG.
"Rounding off a week which has seen rate cut expectations soar, the release of a hugely disappointing retail sales number for December provided yet another reason to expect action from Carney and co."
Earlier, the Office for National Statistics revealed that sales fell by 0.6% in December compared to November - the fifth month in a row without growth. It topped off a week, which also showed UK GDP (gross domestic product) unexpectedly contracting in November and inflation hitting a three-year low.
Meanwhile, big cap miners helped boost FTSE today, with the US-China trade deal ramping up hopes of a resurgence after an uncertain period, also noted Mahony. BHP Billiton () added 2.3%, while Rio Tinto Ltd () added 1.78%.
"The push towards an environment with less tariff and more global trade can only be a good thing for commodities, with China showing signs it is ending a multiyear slide in economic data."
In the US, the Dow Jones Industrial Average added over 30 points at 29,327. The S&P 500 index gained nearly seven points and the tech-laden Nasdaq added 1.46 points.
US markets opened higher following a mini-spate of economic indicators being released.
The Dow Jones average was up 58 points (0.2%) at 29,356 and the S&P 500 was 6 points (0.2%) heavier at 3,323
Housing starts in the US in December jumped 16.9% to 1.61mln (annualised), which was well above the consensus forecast of 1.38mln; in contrast, the number of building permits issued fell 3.9% to 1.42mln, versus a consensus forecast of 1.46mln.
A 30% leap in multi-family starts, to a 33-year high, propelled the headline starts number, but single-family starts were strong too, up 11%. The much warmer-than-usual December weather likely boosted activity, but these are nonetheless very startling numbers, which will lift forecasts for Q4 residential investment, said Ian Shepherdson, the chief economist at Pantheon Macroeconomics.
Berenberg Capital Markets noted that the improvement in housing starts in December was broad-based.
We have always been optimistic on the prospects for the housing sector and have long maintained that there is plenty room for improvement. While this seasonally-adjusted number for December was likely boosted by unseasonably warm weather so that the coming months data likely will give back some of the gain, we expect housing starts to be solid in 2020, averaging an impressive ~1.4mn compared to 1.3mn in 2019,the bank added.
US industrial production fell 0.3% in December; economists had pencilled in a fall of 0.2%.
In the UK, the FTSE 100 index looks to have sloped off early for the weekend and left a wax model in its place. The index was up 70 points (0.9%) at 7,680, not far from the level where it has been most of the afternoon.
After a solid morning of progress, the Footsie has moved into consolidation mode.
Londons index of leading shares was up 70 points (0.9%) at 7,680, some 10 points below its intra-day high.
The mid-cap FTSE 250, up 154 points (0.7%) at 21,875, was doing almost as well, led by pork products maker (), which was up 9.2% after it upgraded profits guidance.
Car insurer () had a prang after it updated the market, however; the shares shed 5.6% at 174.9p following a profit warning.
At its heart insurance is quite a simple business, the aim being to secure more in premiums than you pay out in claims, and it is a surge in claims that is behind the profit warning and dividend cut from motor and home insurer Hastings today, explained s Russ Mould.
A big challenge for the company is that motor insurance is a very competitive market and therefore, despite its best efforts to remain disciplined on pricing, it is very hard for premiums to keep pace with claims inflation. Regulatory changes havent helped either, he added.
Its another day and it looks like another new high for US indices as the US-China trade deal continues to underpin sentiment.
Spread betting quotes indicated the Dow Jones average, after surging 267 points yesterday, will add another 54 points or at 29,352 when it opens this afternoon.
The S&P 500, which jumped 28 points yesterday to finish at 3,317, is seen starting at around 3,317.
The FTSE 100, which has operated all week in the shadow of the record-breaking US indices, is at least putting on a decent show at the end of the week and is up 74 points (1.0%) at 7,684.
Tool hire firm PLC (), London-listed but very much dependent on the US economy, rode the Transatlantic wave, rising 4% to 2,525p after moved to overweight from equal-weight.
In other broker action, upgraded both Company PLC () and Group PLC () to buy from neutral. The former was up 1.2% and the latter up 1.9% at 983.6p.
PLC () jumped 1.3% after Goldmans moved to a neutral position, having previously recommended selling the shares.
Oil stocks were underperforming the market despite the price of Brent crude heading higher on futures markets.
While the FTSE 100 was up 0.9% (69 points) at 7,678, integrated oil giants () and () were off the pace, with a gain of 0.3% and a fall of 0.1% respectively.
Brent crude rebounded almost 1% yesterday (16 January) to US$64.62/bl and continues to tick a little higher this morning, but still below the US$65/bl mark. The signing of the USChina trade deal has given optimism for a revival in global manufacturing and stronger oil demand growth, giving the oil price some vigour, suggested Bjarne Schieldrop, the chief commodities analyst at Nordic corporate bank, SEB.
It is very hard for OPEC to fight a war on two fronts with both rising non-OPEC supply and weakening global oil demand growth. A potential revival in global manufacturing (and oil demand growth) would be a great relief for OPEC and remove a lot of downside price risk. The oil prices current level is at the mercy of OPEC and its current strategy of price over volume. If global oil demand continues at 2019s weaker-than-normal 1% growth rate in 2020 and 2021, OPEC and its allies might be forced to switch strategy to volume over price once again, Schiedrop suggested.
Sticking with the oil sector, () dipped 1.7% to seven-eighths of a penny after it revealed it Eridge Capital wants to remove chief executive officer Matt Lofgran from the board.
Hopes of a base rate cut soon in the UK and some decent macro data from China overnight has got Londons blue-chips rising.
The FTSE 100 was up 62 points (0.8%) at 7,672, helped by a flagging pound, which is close to half a cent lower against the US dollar as forex traders bet on the cutting its key lending rate at its meeting at the end of the month a move that would make sterling-denominated deposits less attractive to investors.
China released some broadly positive economic reports, which has boosted sentiment around the globe. The industrial output and fixed asset investment levels were 8% and 5.4% respectively, both showed improvements on the previous reports as well as topping forecasts. Retail sales held steady at 8%, exceeding the consensus estimate. On an annual basis the economy grew by 6%, meeting forecasts. The largely positive data ties in nicely with the signing of the US-China trade deal during the week, remarked David Madden at CMC Markets.
Meanwhile, economists are still reeling from this morningss UK retail sales figures.
Retail sales volumes fell 1.0% quarter-on-quarter in the fourth quarter, which was the weakest performance since the first quarter of 2017. The ONS indicated that this would make a negative contribution of 0.05 percentage point to UK GDP in the fourth quarter, thereby increasing the risk that the economy contracted slightly, reported Howard Archer, the chief economist at the EY ITEM Club.
There had been speculation that the November performance had been adversely affected by the relatively late Black Friday, despite the ONS attempts to allow for this (it occurred on 29 November while the ONS reporting period for November retail sales was 27 October 23 November) and that this would be reflected in a bounce-back in December but this was clearly not the case and consumers were clearly very reluctant to spend over the crucial Christmas, Archer declared.
It remains to be seen what impact Decembers decisive General Election result and now certain UK exit from the EU on 31 January with Boris Johnson's deal has on consumer behaviour. There are signs that there was at least an initial lift to confidence with a Barclaycard survey showing a marked rise, he noted.
Following the underwhelming UK retail sales numbers for December pundits are speculating whether a base rate cut is now on the cards.
The FTSE 100 has perked up, advancing to 7,658 up 48 points (0.6%) - suggesting that the market is moving to the view that the will get out the paring knife at the next meeting of the Monetary Policy Committee (MPC).
Pantheon Macroeconomics said the December retail sales figures were shockingly weak, leaving the MPCs January meeting now finely balanced.
Decembers fall in retail sales volumes comes as a major shock and suggests that consumers retrenched severely at the end of last year amid heightened political uncertainty. Five months now have passed without a month-to-month increase in sales, the longest spell without growth since record begin in 1970, Pantheons chief UK economist, Samuel Tombs, said.
The 1.0% quarter-on-quarter decline in sales volumes in Q4 is the worst result since Q1 2017. We had thought that seasonal adjustment issues relating to the later-than-usual timing of Black Friday were to blame for Novembers fall and that sales would rebound in December; these data clearly rebut our theory, he admitted.
Revisions might brighten the picture eventually, but in the near-term, these data undoubtedly strengthen the case for the MPC to cut Bank Rate on January 30. That said, the December general election has led to a dramatic reduction in political uncertainty, and we can see from labour market and money supply data that households disposable incomes continued to increase at a solid pace in Q4, he added.
Holger Schmieding, the chief economist at Berenberg Bank, made the case for a rate cut. In a low-interest-rate environment, central banks should err on the side of caution when downside risks emerge. With more power to lower inflation than to raise it, monetary policymakers might be inclined to overreact with too much stimulus and, if needed, hike rates later to correct course, Schmieding said.
Being an economist, however, he also made the case for standing pat.
The big win for Boris Johnson and the Conservative Party on 12 December and the recent phase one US-China trade deal have drastically reduced uncertainty and the downside risks to the outlook. Key surveys taken after the election, such as the CFO survey and the RICS residential market survey, show a sharp bounce in confidence and expected economic activity, he noted.

Turning to corporate news, () and () are vying to sit atop the Footsie leader-board.
The latter is currently winning the battle, with a 5.6% gain versus a 5.5% advance for NMC.
British Airways owner IAG ascended to the top of the leader-board are scrapping its self-imposed cap on the number of shares non-EU shareholders could own in the company.
As for NMC, the hospitals owner that operates in the Gulf Cooperation Council states, it has evidently made a good choice in the appointment of a firm to conduct an independent assessment of the charges made against it by the hedge fund Muddy Waters.
Tt has retained Louis Freeh, a former federal judge and FBI director, and his firm Freeh Group International Solutions, to poke around and see if there is any merit in the assertion made by Muddy Waters.
UK retail sales volumes fell by 0.6% in December, the Office for National Statistics (ONS) revealed.
The quantity bought in food stores fell by 1.3%, which was the largest fall since December 2016, also at 1.3%.
Online sales as a proportion of all retailing was 19.0% in December 2019, compared with the 18.6% reported in November 2019.
In the three months to December 2019, both the amount spent and the quantity bought in the retail industry, fell by 0.9% and 1.0% respectively when compared with the previous three months.
"The longer-term picture is still one of growth, although it has slowed considerably in recent months," according to ONS statistician, Rhian Murphy.
The FTSE 100 was up 28 points (0.4%) at 7,638 after the in-line retail sales figures.
Supermarket stocks shrugged off the dismal data relating to food stores; Wm Morrison Supermarkets PLC () was the sectors top performer, up 1.1%, followed by (), up 0.8%; () was up 0.6%.
The FTSE 100 index made a positive start on a quiet day for corporate news, receiving a leg up from Wall Street, which once again ended in record territory.
The index of UK blue-chips opened 37 points to the good at 7,646.91 ahead of UK retail sales figures later that are expected to reveal rather anaemic growth on the High Street and in shopping centres.
Broker comment provided the main corporate interest. got busy in the property sector upgrading to buy from neutral stock in (), Big Yellow () and (), lifting the share prices respectively by 1.5%, 2.6% and 1.1%.
s upgrade to overweight of Ashtead () boosted the value of the US-focused plant hire group 3.3% early on.
On the news front, NMC Health (), laid low by a bear raid, sprang back 5% early on as itappointed a former US federal judge to look into allegations made against the company.
But a cautious trading update from care insurer Hastings Group (), wiped 9% from the value of the business and led to a 3.3% fall in Footsie rival Admiral ().
() said it was mulling a stock market listing on NASDAQ as it provided revenue guidance for its last financial year and said it hoped to reach profitability in 2020. It has tasked adviser goetzpartners securities to assess the potential of a dual UK-US quote. Given high investor and consumer interest in the microbiome in the USA and growing sales the board OptiBiotix has commissioned advisors to explore the potential of a dual NASDAQ listing," said chief executive Stephen OHara.
() has told investors that it expects to finalise power tariffnegotiations in the first half of 2020 for the integrated Ncondezi coal-fired power project and coal mine in Tete, Mozambique. "The process to finalise a tariff offer for submission to EDM is well underway and on track for submission in Q1 2020, said Hanno Pengilly, Ncondezi's chief executive in a statement. The company continues to work closely with its strategic partners and tariff financial advisor to achieve a competitive firm tariff offer in line with the latest agreed tariff rates in Mozambique, he added.
() is targeting an expansion of its BRICKLIVE brand in 2020 as it kicked off the year with higher contracted revenues. The media firm said in a trading update for the year ended 31 December that it has secured 3mln in recognised revenues for the coming year, over 50% higher than 2019, while it is also aiming to build up to 16 BRICKLIVE themed tours before the end of 2020.
() and Nouryon have agreed to terminate their agreement for Nouryon to exclusively distribute Itaconix polymers with chelating properties worldwide for detergent applications. The parties signed a supply agreement in January 2019 after conducting encouraging joint technical assessments of Itaconix's polymers in detergent applications. An initial marketing trial by Nouryon indicated, however, that the agreement was not mutually attractive for accessing available customer opportunities, Itaconix said.
Landore Resources Limited () has appointed Glenn Featherby as a non-executive director with immediate effect. The group pointed out that Featherby has over 35 years' experience in corporate advisory work, and an extensive background in the resources sector, having begun his career with KPMG in Perth and London, before establishing his own accounting practice in Perth in 1997. It noted that he has previously served as a non-executive director of and as non-executive chairman of Forte Energy NL.

The UK benchmark, which fell 33 points to close at 7,610 yesterday, is expected to head higher at the outset, ahead of Decembers UK retail sales figures, with spread betters calling the index to open at around 7,623, up 13 points.
Pantheon Macroeconomics is above the market consensus in expecting a 1.5% month-on-month increase in retail sales volumes; the consensus forecast is for a 0.6% increase.
We don't buy the popular narrative that the 0.6% month-to-month fall in retail sales volumes in Novemberthe fourth consecutive month without growthwas due to heightened Brexit concerns, the forecasting unit explained.
Volumes rose by 1.5% quarter-on-quarter in Q1, when concerns about a no-deal Brexit peaked. In Q4, consumers' confidence was only slightly below its long-run average. Money supply data indicate that growth in households' real disposable incomes picked up in the second half of last year, it added.
If Pantheon is correct in its forecast, it should dampen speculation that the is poised to cut interest rates which got a boost earlier this week following weaker than expected inflation data.
US markets had another storming day yesterday, with the Dow Jones surging 267 points to close at 29,298 and the S&P 500 advancing 28 points to finish at 3,317.
Asian markets have not exactly picked up the baton this morning; in Tokyo, the Nikkei is up 105 points at 24,038 but in Hong Kong, the Hang Seng index is off 23 points at 28,860.
Back to UK matters and the days corporate agenda will seecredit checking firm PLC () concludethe week with its latest quarterly update.
Analysts expect to read about consumer borrowing in the UK and the US, which are key drivers of revenue for the firm.
Consumer credit is a cyclical business though, and more important in the long run is the progress the companys making in its newer segments, analysts at Hargreaves Lansdown said in a note, adding the new markets are key to s premium valuation.
Recent history has led the market to expect further strong growth, but if the group trips up the knock-on effect on the share price could be very unpleasant.

Self IMPROVment is teaming up with the Reif Performing Arts Center to bring you Winter is a Beach, a night of improv and sketch comedy Thursday, January 23. Warm up on a cold winter night when the Ives studio theater becomes Sunova Beach.
Self IMPROVment has grown during the last year, performing regularly at Klockow Brewing, and other venues throughout the Grand Rapids Area, and they will bring some of their best games like guess what? and blind date to the beach, along with a few other favorites. Expect energetic interaction as they use audience suggestions to bring scenes to life.
Along with improv, the night will feature sketches written by Nate Pace, Rachelle Randle, and Andy Mattfield, all set on Sunova Beach. Theres a cooking show, a magical transformation, and a mermaid. There is a witch, an interpretive dance, and kumquats.
These are sketches written by people in and around the Self IMPROVment family explained Aaron Jordan Peterson, we want to showcase the incredible talent in the Grand Rapids area. We are grateful to Shantel Dow and the Reif Center for supporting local artists, and giving us this opportunity.

In a satirical epilogue to The Screwtape Letters, C.S. Lewis imagines his venerable old demon rising to propose a toast after the annual Tempters Training College dinner. While commending his hosts, Screwtape cant refrain from genteel complaints about the disappointing dinnerthat is, the poor quality of the sinners it comprised. That Municipal Authority with Graft Sauce was barely palatable, much less the lukewarm Casserole of Adulterers. It wasnt the fault of the kitchen staff, for it could only do so much with what it had. But goodness me, whats become of the brazen sinners and brawny atheists of yesteryear?
If Lewis had been around in the first decade ofthis century, he might have had Screwtape hopefully appraising the four horsemen of take-no-prisoners atheism. But where are they now? Christopher Hitchens has passed into eternity, Daniel Dennett into obscurity, Sam Harris is still waiting to see his dream of a rational society emerge, and Richard Dawkins is thinking that dream may be DOA.
Dawkins has been, in many ways, the scourge of what he understands as traditional Christianity. Only a few years ago he was agreeing with Dennett that it might be wise to separate children from their fundamentalist parents. But lately he seems to be doubting whether the eradication of Christianity would be an unvarnished good. His latest book, Outgrowing God, makes a confession that should be obvious: Whether irrational or not, it does, unfortunately, seem plausible that, if somebody sincerely believes God is watching his every move, he might be more likely to be good.
That is not something Dawkins likes to admit: I hate that idea. I want to believe that humans are better than that. But he may be running smack into the notion of original sin, which Chesterton described as the most verifiable fact of human history. Other well-known atheist/agnostics, such as Douglas Murray and Jordan Peterson, are even less sanguine about the basic goodness of humanity. Talk-show host Bill Maher, who thinks Christianity is ridiculous, nevertheless believes that it wouldnt be wise to ditch it right away, as a relatively benign faith might be the best defense against an explicitly violent one, meaning radical Islam.
The British comedy team Mitchell and Webb produced a popular skit featuring two SS officers retreating from Russia during World War II. One of them has just noticed that the most prominent feature of their insignia is a skull. It makes him wonder, Are we the baddies?
Some atheists like to see themselves as heroes in the story of mankinds relentless march toward freedom in the bright dawn of unbelief. Psychologist Steven Pinkers latest book, Enlightenment Now, makes that very point. The world is richer, life spans are longer, and wars are shorter because, sometime in the mid-18th century, mankind began building an intellectual framework that excluded God. (The 20th century must have been an unfortunate glitch.) And because humans are fundamentally decent, things can only get better from here.
Yes, about that, Dawkins and others seem to be wondering: What if we humans are the baddies?
Or, if only a few of us are really bad, how will the rest of us gin up the moral certainty and courage to stop them? Pinker celebrates better quality of life through technology, but in China a totalitarian government has begun to use technology to bring the behavior and thoughts of an entire population under its control. Technological carrots and sticks are cleaner than bloody massacres, and more effective besideswhos to say thats wrong?
Screwtape concluded his toast by looking on the bright side: Yes, half-baked sin is barely palatable, but thank Our Father Below, unrepentant sinners abound these days. Their atheism owes nothing to intellectual rigor; its more a default setting that removes all barriers. To their credit, serious atheists are beginning to question whether thats desirable. But they should have questioned earlier.

Anti-Jordan Peterson professor accused of abuse of power by former colleague, students – The Post Millennial

On January 7th, The Post Millennial reported that a Professor at the University of Calgary tweeted about failing students if they cited Jordan Peterson. Ted McCoy, chair of the Law and Society program at the UoC, apologized shortly after his tweet went viral, asserting that the flippant comment was a joke and insisting that he did take seriously students right to free expression.
In wake of the social media fallout, sources from within the University of Calgary have come forward to The Post Millennial to assert that McCoys comments were anything but a joke. The identities of those who spoke out are being protected for their safety due to their proximity to McCoy.
He absolutely was not kidding. He absolutely does penalize students for holding divergent views. Said one source, a former professor at the University of Calgary and current professor at another institution.
He literally tells students to not read Quillette, the source revealed, drawing from discussions had with McCoys students, Hes walked into class and expressed how disappointed he was in the amount of conservative ideas being expressed.
The source noted that students often came to her with complaints about McCoys in-class political proselytizing, fearing poor grades because of their ideological differences.
Students have just learned to shut-up and parrot whatever he wants to hear. The source revealed that McCoy was the only professor teaching a mandatory capstone exit course required for some students successful degree completion in the Law and Society program.
Being the coordinator for the Law and Society program, McCoy is also responsible for hiring new faculty members. Noting that a great deal of faculty has abruptly ceased teaching in the program, the source claimed that all of the new hires have been people who share [McCoys] ideological perspective and have no qualifications whatsoever to teach Law and Society.
A student who took McCoys class corroborated the faculty members comments.
I have actually told other students to not enroll in the Law and Society program because of McCoy, he said, noting a number of distressing interactions with his former Professor.
The first day of class, within the first fifteen minutes, he explicitly states the goal of this course is to radicalize you. Before you leave University, I want to radicalize you. The former student, who identifies as left-wing politically, says McCoy immediately introduced the class to a bizarre coding system by which participation was noted for grades.
[McCoy told students] that he will make a mark beside your name when you contribute to the class discussion. He told us he has a symbol system for if a student made an insightful comment, all the way up to what you said was batshit crazy. The former student says the class was immediately politicized, with students fearing to vocalize their opinions if it contradicted McCoys ideological perspective.
The former student also revealed that McCoy assigned his own writings as well as books written by his Ph.D. supervisor as mandatory readings for the class, leaving students fearful to express criticism. When one student did, noting the lack of objectivity in one of the readings, McCoy berated him.
Recalling another class, the former student says that McCoy blasted Jordan Peterson to the class.
He came into class with his head in his hands and looked upset. He was shaking his head and sighing. When a student asked what was bothering the Professor, McCoy went on to complain about Jordan Peterson. He said he had been reading a lot of Jordan Peterson, and said he cannot believe how Peterson thinks he knows everything.
After a student defended Peterson, McCoy reportedly went on a tangent.
He said Peterson is basically espousing hate speech and he ought to be deplatformed in the strongest sense. the former student said.
I was distressed that a Professor would take such an obvious political stance in his teaching, the former student said, going on to reveal he felt unsafe with McCoys control over his grade. Because of this students concerns about entering graduate school, he said he learned to stop challenging McCoy.
I basically kowtowed in my papers. I would just tell him what he wanted to hear. Going on to note that conservative students never spoke in class out of fear of angering McCoy.
Since graduating, the former student says his friends who have entered McCoys class have texted him for help navigating the Professors extreme ideology.
[McCoy] was unequivocally one of the worst professors Ive ever had, and it was because the class was more about politics than it was critical thinking.
On January 9th, McCoy tweeted and quickly deleted a post suggesting he had only apologized at the advice of administration.
The Post Millennial has reached out to Dr. Ted McCoy, the Law and Society program, and Sociology department head Dr. Fiona Nelson at the University of Calgary, but have not received a response by the time of publication.

Natalie Wynn’s critique of cancel culture (as someone in the midst of being canceled) – Hot Air

Since I just wrote about a trans person behaving like a nut, I thought Id close out this Friday by sharing a video from a trans person who, in my opinion, is just the opposite. Natalie Wynn makes long, thoughtful videos about contemporary social issues. Back in 2018 I wrote about a video she made about Jordan Peterson. Even though I ultimately disagreed with the argument she made in that video I thought her presentation of the issues was pretty balanced and fair-minded. As you may have noticed, those are qualities that seem to be in short supply these days.
Recently, Wynn released a new video about cancel culture which is not only reasonable and thoughtful but which I happen to agree with completely. Wynn critcizes both the left and right in this clip but the core of her argument is a response to a specific (and popular) progressive idea, i.e. theres no such thing as cancel culture, just accountability for people in power.
Wynn argues that cancel culture is actually a distinct phenomenon, though not necessarily a new one. The distinction she arrives at is fairly simple: Cancel culture isnt aimed at disagreement with ideas or changing minds, its aimed at isolating and punishing people whove been judged the enemy. As Wynn says early on in the clip, We do have a teensy bit of a reign-of-terror situation on our hands.
Wynn focuses on two distinct cancellations in the clip: James Charles and herself. Even if you dont know who James Charles is or dont care, the points she makes by looking at his case seem universal. In short, cancellation operates using a series of tropes or tactics:
If all of this sounds familiar it may be because youve seen progressive activists use these same tactics against conservatives. If someone says something the left doesnt like or can construe uncharitably, they are judged to be racist/sexist/homophobic persons and their sins (both real and imagined) are brought up forever, regardless of how they respond. To be clear, I dont know if Wynn would agree on that point but its something Ive seen dozens if not hundreds of times.
Most of this clip is really about Wynns own experience of being canceled over having a controversial figure read a single line of dialogue in her previous video. She has a lot of first hand experience being cancelled and points out its not so easy to shrug off the experience if youre a relatively minor YouTube figure and not JK Rowling or Dave Chappelle.
Anyway, you may not agree with all of this or care about all of it but its a relief to see someone coming from a very different perspective who nevertheless concludes that cancel culture is a) real and b) a plague, especially on people who arent rich and famous. Note that there is a lot of NSFW language in this clip, especially when Wynn is reading the tweets from people trying to cancel her:

Theres one thing thatll get you in more trouble today than telling a big lie.
Voicing a simple truth.
Professor Stuart Reges found this out the hard way. He was demoted and put on probation by his employer, the Paul G. Allen School of Computer Science & Engineering in Seattle, after addressing the issue of why so few women enter his field. His striking conclusion?
The computer scientist didnt claim that women were only happy barefoot and pregnant, though you wouldnt know it by the uproar following what he actually did say: Women dont frequently enter computer science because wait for it they dont want to.
The professors problems started after penning the 2018 Quillette article Why Women Dont Code. I believe that women are less likely than men to want to major in computer science and less likely to pursue a career as a software engineer, he wrote, and that this difference between men and women accounts for most of the gender gap we see in computer science degree programs and in Silicon Valley companies.
Reges piece, replete with data and logical argumentation, was one of the 10 most read on Quillette in 2018 and was even shared by famed Canadian psychology professor Jordan Peterson. It wasnt, however, too popular among the pseudo-elites within and without the University of Washington (of which the Allen School is a part).
As Reges related Saturday at Quillette, My position is not tenured and when my current three-year appointment came up for review in December, I was stripped of my primary teaching duties and given a highly unusual one-year probationary appointment.
Not surprisingly, the cowardly Allen School academics and administrators deny that Reges is being persecuted for his beliefs, but a colleague revealed to him privately that an angry mob has been targeting him every since his articles publication. In the same craven vein, a blogger published an article impugning Reges, anonymously, and disseminated it widely around the school via e-mail.
In reality, the professors assertion about women in tech is vindicated by both experience and scientific studies. As to the latter, the Norwegian documentary The Gender Equality Paradox (which I often cite), presented below, illustrates how the truth is the precise opposite of what the gender theorists predicted: The more freedom women have to choose career paths, the less likely they are to select traditionally masculine fields. For freedom means women can follow their hearts which lead to things feminine.
Reges original article was actually quite politically correct, and he thought his job would be safe. Jordan Peterson warned him otherwise (tweet below), citing as a cautionary tale the fate of James Damore, a Google employee who was fired in 2017 for expressing views similar to Reges.
Yet both professors are wrong about the precedent. Speaking of unfashionable group differences has long been a third rail of American social commentary. Just consider how Larry Summers was forced out of the Harvard University presidency in 2005 for voicing views akin to Reges (though he focused more on intrinsic aptitude than inclination).
Reflecting the same pc phenomenon, toy company Mattel took heat in 1992 for creating a talking Barbie doll that, among other things, said Math class is tough! Ah, the patriarchy stigmatizing the lasses again, huh? Hardly. Mattel actually heard the sentiment from girls themselves during market research, finding it common among them.
But it doesnt matter what girls say about girls or what science does; the social engineers have their story (ideology, really) and theyre stickin to it. One indication of this is that a working group formed in response to Reges article (Create a serious crisis where there is none, is the principle and then never let it go to waste), issued recommendations largely as relevant to computing as a cupcake recipe. One calls for a relaxation of grading on coding style, meaning, an affirmative-action inspired dumbing down of standards. Then there are the following, Reges relates:
The addition of an indigenous land acknowledgement to the syllabus. (In other words, the school will state that Europeans stole all the land in this country from the native Americans.)
The use of gender-neutral names such as Alex and Jun instead of Alice and Bob.
The use of names that reflect a variety of cultural backgrounds: Xin, Sergey, Naveena, Tuan, Esteban, Sasha.
An avoidance of references that depend on cultural knowledge of sports, pop culture, theater, literature, or games.
The replacement of phrases like you guys with folks or yall.
A declaration of instructors pronouns and a request for students pronoun preferences.
Then theres the rampant contradiction. For example, Reges points out that the social engineers claim women are underrepresented in computer tech because men have created a culture that matches their values and interests. Yet how is that possible if men and women dont differ in fundamental ways? he asks.
And how could people acknowledge that men have different interests, but then hiss at the claim that they just may be more interested in computer tech? Its simple, and this is something conservatives ignore at their own peril: The ideologues known as leftists couldnt care less what the Truth is.
People oriented toward it dont fall into such obvious and frequent contradiction, because Truth doesnt contradict itself. But those governed by emotion do because it changes with the wind.
This is why I so often warn about the relativism (the denial of Truth) prevalent in our time. It explains much. Relevant here is that when a Truth-oriented person finds that his ideological platform conflicts with Truth, hell alter the platform. But deniers of Truth elevate something else often their ideology into its position. Then, when that conflict occurs, they rationalize away the Truth. Its a matter of worshiping the wrong god.
Speaking of which, Reges himself worships the spirit of the age, paying homage to diversity and equality. But the fundamental question here is never asked: How is the world somehow better, and women in any way happier, when more females enter computer science? Is this the secret to contentment? Aside from Joe Biden, are we now going to hear Learn to code from the pulpit and self-help gurus?
In fact, an even greater sex imbalance exists among oil rig workers, bricklayers, and garbage collectors and in workplace fatalities, 92 percent of which involve men. Will the world be better if male-female parity is achieved in these areas? Will the woke social engineers even notice these disparities?
The truth is that equality tells us nothing about quality (as explained here). Its wholly irrelevant.
The truth also is that leftists couldnt care less. Theyll enforce their will for the same reason why free women choose their careers: They want to.

Steven Soderbergh signs three-year deal with WarnerMedia – Screen International

Ramping up its production programme as it prepares to enter the streaming wars, WarnerMedia has signed Steven Soderbergh to a three-year deal to develop content for its upcoming direct-to-consumer service HBO Max as well as sister cable channel HBO.
The deal will be exclusive for television projects and first-look for features and will kick off with HBO Max feature Let Them All Talk, starring Meryl Streep, Candice Bergen and Dianne Wiest. WarnerMedia said Let Them All Talk will launch on HBO Max sometime this year, but did not say whether the film will also get a theatrical release. The streaming service itself is set to launch this spring.
Asked during the companysTelevision Critics Association (TCA) session whether previously announced Melissa McCarthy comedy Superintelligence and other films made for the service will also get theatrical releases, Sarah Aubrey, head of original content for HBO Max, said: Were looking at each movie and talking to each filmmaker.
HBO Max chief content officer Kevin Reilly added: Weve just stuck our toe in the water on the feature front and you can expect more details to come on that, in conjunction with Warner Bros, in the coming weeks, as we formulate that business.
Were not going to be in the volume business by any means, but were going to make a really healthy batch of feature films, some of which will be Tiffany and may have an awards limited release and others - most - will go direct to the service.
The Soderbergh deal was announced during WarnerMedias sessions at this weeks TCA press event in Los Angeles, where the company also announced a greenlight for The Uninhabitable Earth, a climate change-themed anthology drama series written by Adam McKay, who recently closed his own five-year, overall TV deal with HBO and HBO Max.
Soderbergh has been making films with Warner Bros Pictures since 2001 and for HBO he has directed limited series Mosaic and Emmy-winning TV movie Behind The Candelabra. For HBO multiplex channel Cinemax he was director and executive producer on period drama series The Knick.
In a statement, Soderbergh said four factors drew him to making the deal: One, I have a history with both HBO and Warner Bros; two, my definition of a good product, a good process, and a good working culture is shared by the WarnerMedia family; three, the wide range of potential outlets aligns with my range of interests, and four: I get to witness and participate in the building of something new at a very large scale. Oh, and there is a financial aspect, so thats probably five.
HBO Max head of original content Sarah Aubrey added: Steven is a groundbreaking filmmaker who not only tells unique, irresistible stories, but is also a master of so many genres. In many ways, he is the anti-algorithm constantly surprising, neverpredictable and his career is living proof that one gifted filmmaker can impact our culture again and again. I cant wait for the projects that were working on together to premiere on HBO Max.
The Uninhabitable Earth, inspired by a book and New York Magazine article by David Wallace-Wells, will tell stand-alone fictional stories covering a range of genres and possible futures that could result from the rapid warming of the planet. As well as writing, McKay will direct the first episode. The series will be produced by Paul Lees company Wiip.
HBO Max chief content officer Kevin Reilly described McKay as one of the rare artists who can deliver a pointed, impactful message in a piece of great entertainment. I cant wait to see what he does with this material, as there is no timelier and more relevant message than a wake-up call on climate change and the growing impact on our lives.
McKay added: Ive been chomping at the bit to get this show going. Im very happy that HBO Max stepped up and made the commitment. Theres obviously no subject as vast and daunting.

Artificial Intelligence (AI) may or may not achieve superintelligence in the near future, but it surely is offering effective solutions at micro and macro levels. IIT Kharagpur researchers have recently developed a method to automate the reading of a legal document by using an evolved machine learning (ML) technique.
The AI method can guide non-experts about laws being violated in any given situation, and can also help in broadening the understanding of the law for those who wish to have basic knowledge of it. The technique can read legal judgments and thus tell if a particular situation merits going to court thereby minimising the legal costs involved.
For a country like India, which uses a common law system that prioritises the doctrine of legal precedent over statutory law, and where legal documents are often written in an unstructured way, the difference AI can bring is phenomenal, Saptarshi Ghosh, professor at the department of computer science and engineering, who is leading a team of researchers told ET.
The team has used two deep neural network models to understand the rhetorical roles of sentences in a legal case judgement. The neural methods automatically learn the features to be used across domains. The researchers are also using network and text analysis to understand if two legal documents are similar.
The team has segmented 50 judgements from the Supreme Court of India by labelling sentences using multiple human annotators, performing extensive analysis and later developing a gold standard corpus to train the machine to perform the task.
The Chief Justice (CJ) of India, SA Bobde, had also recently said that the Supreme Court has proposed to introduce a system of AI which would help in better administration of justice delivery and constitution.
We propose to introduce, if possible, a system of artificial intelligence. There are many things which we need to look at before we introduce ourselves. We do not want to give the impression that this is ever going to substitute the judges, Bobde said earlier.
The government, entrepreneurs and startup enthusiasts have often reiterated the impact of AI across business and society. In 2018, Prime Minister Narendra Modi urged the Indian startup ecosystem stakeholders, teachers and students to build artificial intelligence solutions that can work for India.
The centre allocated more than $480 Mn under the Digital India initiative in the Union Budget 2018. NITI Aayog has planned for 7000 Cr roadmap for AI in India. The plan included setting up five centres of research excellence, 20 institutional centres for transformational AI and a cloud computing platform called AIRAWAT.
Union minister for commerce and industry Piyush Goyal also recently said that use of AI in different forms can help achieve the target of making India a $5 Tn economy in the coming years.

The Death of VENOM is Marvel’s Craziest Ending Ever | Screen Rant – Screen Rant

The Venom symbioteis nothing if not a survivor. Since the character was first introduced back in Spider-Man #299, Venom has bonded with a growing number of Marvel superhero hosts. And while its biological partners have come and gone, the symbiote has adapted to live another day. Which raises the question: how does the Venom symbiote actually meet its end? Well, it's complicated.
Venom: The End is the latest in a series of one-shots from Marvel Comics telling 'the final story' for different characters. Where some ends are destined to arrive in just years or decades, Venom's final story spans trillions of years, and involves some of the most insaneplots and storytelling that the character's ever been a part of. Yet somehow, it tells a wild, perfectly fitting end for the symbiote.

The one-shot tells the final fate of the Venom symbiote, taking place over multiple lifetimes through Marvel's future. Eddie Brock is the last living human, as a husk who's been kept alive within the symbiote via"cellular bioscaffolding." Venom has replaced Eddie's neurons one-by-one, and eventually sees his former host crumble in his hands. Leaving the symbiote all alone, for the first time since meeting Eddie... and finally ready to face the Artificial Superintelligence arms race that has caused an A.I. takeover of the universe.
After failing to unify the remaining symbiotes in one last defense for the fate of biolife, as opposed to A.I., the Venom symbiote uses the contained codex of Multiple Man Jamie Maddrox to create his own army of hosts. He keeps experimenting with a slew of other mutants as new hosts, eventually using Quicksilver's codex to distort space-time and bond with literally everything that's ever lived. Venom uses the multi-dimensional network of codices contained within his form (as the last of the symbiote hive mind) to respawn all of the biolife into a new Venomverse - while bringing all of his former hosts back into their proper time streams inside the new universe.
Venom quite literally weaves himself into a new universe, where biolife can begin again -- essentially making him responsible for bringing biolife back from extinction, and preserving their symbiote-free future. It's an incredible sacrifice, and one that shows Venom is more than just a mysterious alien symbiote - he cares about humanity.
Venom: The End gives the antihero a heroic sendoff, in the form of an outrageouslycomplicated story told over trillions of years, surprisingly bringing his journey full circle. Who knew Venom would be the force that brought humanity back from extinction? It's a nice twist to give Venoma proper, albeit bananas, end. Even if Eddie wasn't there to see it...
