Bahamas, August 1, 2017 Grand Bahama Heavy downpours for Abaco, Bimini and Grand Bahama as the remnants of Tropical Storm Emily create, what is being called a rain event for the islands which are both water logged and storm weary. During a press conference yesterday, Minister for Grand Bahama, Kwasi Thompson said officials are watching the system which developed on Monday morning and are ready to activate anything needed to keep the public and property safe.

Remnants of Emily are moving ENE at 12mph with 30mph winds, and so the storm did downgrade as forecast. Yesterday, we inadvertently said there would be 18 inches of rain. Rainfall will actually be between three quarters of an inch to four inches for the Bahama islands in the feeder bands of this disintegrating system. We apologize for the error.

Kirk James of The Bahamas Department of Meteorology warned though that the rain expected is cause for concern. A regular monthly meeting of the Disaster Consultative Committee was held yesterday in Grand Bahama which included Social Services, which oversees the Shelters and Grand Bahama Health Services, which was prepared to dispatch an emergency team to West Grand Bahama, in the event of flooding of the Fishing Hole Road. Ministry of Tourism, Ministry of Works and the Rotary Water Relief Plant were all put on standby.

Tammi Mitchell, Co Chair of that Committee told Magnetic Media that, it is important to conduct these meetings not just when there is a threat but year round so that the Committee remains a functioning team and can address any areas of concern. Rainy conditions and flood warnings continue into Wednesday for Grand Bahama.

Tesla Joins Effort to Pair Batteries With Offshore Wind – Climate Central

Posted: at 9:39 am

Tesla and wind farm developer Deepwater Wind are planning to team up to create the largest project in the world that combines an offshore wind farm with large-scale electricity storage, the companies announced Tuesday.

The project, called the Revolution Wind Farm, would generate electricity about 12 miles off the shore of Marthas Vineyard, Mass., and store some of it in large batteries built by Tesla. The project would have the capacity to generate 144 megawatts of wind power, or enough electricity to power 80,000 homes, according to Deepwater Wind.

The Block Island Wind Farm, America's first offshore wind farm, was built by Deepwater Wind and began operating in 2016. Credit: NREL/flickr

If approved by the state, the wind farm would begin operating in 2023. It is expected to be built next to another wind farm proposed by Deepwater Wind called the South Fork Wind Project. That project would serve Long Island, N.Y.

The companies proposed Revolution Wind as part of a call in Massachusetts for new sources of renewable energy across the state. The state hopes to generate more clean energy to meet its climate goals by cutting the states greenhouse gas emissions. Electric power plants running on coal and natural gas have historically been Americas largest source of carbon pollution contributing to climate change.

Revolution Wind brings together two new industries in the U.S. offshore wind and electricity storage. The expansion and scalability of renewables depends in part on new ways to store wind and solar power, which today can only be used when the wind is blowing and the sun is shining. Big batteries are seen as a solution to that problem because they allow renewable energy to be used whenever its needed.

So far, batteries are most often used to store solar power. Tesla has teamed up with electric companies in California to build batteries to help them use more solar, but it has not used the batteries for offshore wind power anywhere in the U.S.

Tesla has not said what kind of batteries it plans to use for Revolution Wind, but the large batteries it currently builds, including the Tesla PowerPack, are composed of 16 pods that together weigh more than 3 tons and are 7 feet tall. The pods are daisy-chained together and provide hundreds of kilowatts of power. Tesla declined to comment.

If approved, the Revolution Wind Farm will be built by Deepwater Wind, which switched on Americas first offshore wind farm in Rhode Island last year. That farm lead to the shutdown of a diesel-fired power plant on Block Island.

In a statement, Deepwater Wind said the offshore wind-battery storage pairing will provide clean energy during the times of highest electricity demand. The project will prevent the need for new power plants that operate only when power demand is at its daily peak.

A spokesperson for the Massachusetts Department of Energy Resources said he had not seen the proposal and was unable to comment.

Carper, Collins introduce bipartisan legislation to spur emerging offshore wind industry – Dover Post

Posted: at 9:39 am

Submitted News

Sens. Tom Carper, D-Delaware, and Susan Collins, R-Maine, recently introduced the Incentivizing Offshore Wind Power Act, which would provide critical financial incentives to encourage investment in offshore wind energy.

This bipartisan bill would create an investment tax credit that is redeemable for the first 3,000 megawatts of offshore wind facilities placed into service, amounting to about 600 wind turbines.

In the past, Congress has offered a temporary credit for investments in wind power, but the last extension of this credit will expire before Dec. 31, 2019. This credit has been a lifeline to the nascent offshore wind industry. The Incentivizing Offshore Wind Power Act would give the industry the certainty needed to plan investments and maximize deployment of this clean power technology.

Offshore wind energy has the potential to power every home, school and business from Florida to Maine with clean, renewable energy, Carper said. Investing in new offshore wind projects spurs economic growth and has the potential to create millions of good-paying American jobs. It also helps enhance our national security by encouraging domestic energy production and protects our environment and public health by deploying a cleaner source of energy. Im proud to partner with Collins to provide this growing industry the certainty it needs to draw private sector investments in new offshore wind facilities across the country. Making smart investments to move us closer to energy independence is a win-win-win for our economy, our security, our health and our planet.

The legislation defines offshore facilities as any facility located in the inland navigable waters of the U.S., including the Great Lakes, or in the coastal waters of the U.S., including the territorial seas of the U.S., the exclusive economic zone of U.S. and the outer Continental Shelf of the U.S.

The University of Delaware Special Initiative on Offshore Wind estimated that the Atlantic coast holds 330 gigawatts of offshore wind power enough to meet the electricity needs of the East Coast. The expansion of Americas offshore wind industry would provide an opportunity to protect the environment, grow the nations economy and create jobs for people living in areas near the coast.

A detailed summary of the legislation is available at bit.ly/2tWK1Xe.

Deadline looms for undeclared offshore assets – BizNews

Posted: at 9:39 am

*This content is brought to you by Brenthurst Wealth

By Brian Butchart*

Time is running out for those who have not as yet considered the implications of what is required for disclosure or the possible implications of non-disclosure of offshore assets.

In the 2016 Budget, the now ex-finance minister Pravin Gordhan, announced the Special Voluntary disclosure programme (SVDP) for those individuals that did not previously utilise the opportunity to disclose undeclared offshore assets in the 2003/2004 amnesty.

It was estimated that approximately R65 billion was disclosed in the 2003/2004 amnesty with an estimated R200 billion or more still undeclared.

Treasury has made it clear that the SVDP is the last opportunity for those who have not declared any historical offshore assets to the local tax authorities and the Reserve Bank if these assets were in contravention of any exchange controls or the Tax administration act.

As from October 1 2016 to August 31 2017 taxpayers have been given an opportunity to disclose these assets and pay certain penalties in order to legitimise these assets and bring them into the tax net of Sars for any future tax liabilities.

Taxpayers who do not utilise this opportunity to come clean risk being taxed on the full amount that has not been taxed before, with no limitation on how far back Sars can raise assessments. So while properly disclosed applications under the SVDP will provide full immunity, those who do not come clean will be at the mercy of the revenue service with regards to the taxable period.

In addition, Sars could impose understatement penalties of 150% or 200% of the tax payable, together with interest. From an exchange control perspective the authorities are mandated to, where appropriate, recover the full amount of the contravention. A contravention of the exchange control regulations can lead to criminal prosecution.

As from September 2017 this year the first set of countries which include the G20, including South Africa and several others have agreed on the terms of the common reporting standards (CRS) to disclose information of tax payers who hold financial instruments in their country to the tax authorities in which they are tax resident.

This includes all financial instruments held by individuals and entities including trusts and foundations.

The SVDP is intended to encourage taxpayers to come forward on a voluntary basis to regularise their tax affairs with Sars and the Reserve Bank to avoid the imposition of under-statement or administrative penalties.

Sars has confirmed that any person may apply for SVDP. However, a person that is aware of a pending audit or investigation or is the subject of a not yet concluded audit investigation, may not use the scheme.

Individuals and companies may apply. Trusts may not. However, beneficiaries of trusts may apply provided they deem the assets and income of the trust as their own.

The SVDP consists of an application to the Reserve Bank for exchange control transgressions and an application to Sars for any tax transgressions.

The exchange control levy is 10% of the value of the assets as at 28 February 2016 if you opt to keep these funds offshore or 5% of you opt to bring them back to SA. If you pay for the penalty form SA sources rather than the offshore source an additional 2% is levied.

There are two disclosure options for tax transgressions. Voluntary disclosure programme (VDP) and SVDP.

The voluntary disclosure programme has been in existence for several years already, allowing all tax payers an opportunity to voluntarily disclose any tax contraventions to Sars on which the tax liability would be calculated and interest applied to that liability. The one disadvantage is that if this route is selected Sars has the right to go back to the inception of the investment in order to calculate the exact tax liability since inception with interest applied to each respective tax period.

The SVDP is for a limited period until 31 August 2017 and is calculated using the capital value of all assets in contravention of the of the tax administration act at the end of every tax year from 28 February 2011 to 28 February 2015. 40% of the Highest value of the aggregate of all assets over these 5 years will be included in the taxable income of the individual in the 2015 tax period and tax payable thereon.

In addition Sars also charges interest on the outstanding tax due to them.

This ensures that all donations tax, dividends tax, capital gains tax and any income tax or estate duty liabilities will be exempt from the past.

However you need to clearly understand the implications of both the SVDP as well as the VDP in order to determine which route will be more beneficial.

I would suggest seeking professional advice and assistance in order to make an informed decision, but wouldnt wait too much longer as August 31 2017 is fast approaching.

IGST on High Sea Sales taxed only during importation, GST Council – The Dollar Business

Posted: at 9:39 am

High Sea Sales is a common trade practice whereby the original importer sells the goods to a third person before the goods are entered for customs clearance.

The Dollar Business Bureau

The CBEC has issued a clarification regarding double taxation of IGST on High Sea Sales of imported goods. It had come to the notice of the Customs Board for a clarification whether High Sea Sales of imported goods would be charged IGST twice - under sub-section (7) of section 3 of Customs Tariff Act, 1975 and also separately under Section 5 of The Integrated Goods and Services Tax Act, 2017.

The Board issued a clarification on the same vide Customs circular no- 33/2017 dated August 1, 2017.

High Sea Sales is a common trade practice whereby the original importer sells the goods to a third person before the goods are entered for customs clearance. After the High sea sale of the goods, the Customs declarations i.e. Bill of Entry etc is filed by the person who buys the goods from the original importer during the said sale. In the past, CBEC has issued various instructions regarding high sea sales appropriating the contract price paid by the last high sea sales buyer into the Customs valuation.

As mentioned earlier, all inter-state transactions are subject to IGST. High sea sales of imported goods are akin to inter-state transactions.Owing to this, it was presented to the Board as to whether thehigh sea sales of imported goodswould be chargeable to IGST twice.

The GST council has decided that IGST on high sea sales transactions of imported goods, whether one or multiple, shall be levied and collected only at the time of importationi.e. when the import declarations are filed before the Customs authorities for the customs clearance purposes for the first time. Further, value addition accruing in each such high sea sale shall form part of the value on which IGST is collected at the time of clearance.

The above decision of the GST council is followed as envisioned in the provisions of sub-section (12) of section 3 of Customs Tariff Act, 1975. It is detailed in the Act that regarding imported goods, all duties, taxes, cessess etc shall be collected at the time of importation i.e. when the import declarations are filed before the customs authorities for the customs clearance purposes. The importer (last buyer in the chain) would be required to furnish the entire chain of documents, such as original Invoice, high-seas-sales-contract, details of service charges/commission paid etc, to establish a link between the first contracted price of the goods and the last transaction. In case of a doubt regarding the truth or accuracy of the declared value, the department may reject the declared transaction value and determination the price of the imported goods as provided in the Customs Valuation rules.

GALLERY: Northfield Night to Unite brings out the neighbors – Southernminn.com

Posted: at 9:38 am

Early rains threatened to dampen spirits Tuesday evening, but the skies cleared in time for Northfield Night to Unite neighborhood parties to go off as planned.

By Tuesday, there were 43 neighborhoods signed up for the event, which represented a record for Northfield and more than double last years total. Night to Unite is celebrated statewide, as neighborhoods within communities get together for potlucks and activities, generally joined by area law enforcement and emergency service personnel.

Northfield Police Department Chief Monte Nelson was thrilled with the turnout this year.

The number of parties we got this year is just fantastic. We had a challenge of getting our officers out to all the parties, but thats a great challenge to have, he said. Every party has its own complexion. It was retired people down in Estate Lane, and then I came up here in the Viking Terrace area and I met lots of kids and parents and grandparents.

The idea behind Night to Unite is to forge relationships between community members and with local leaders.

These are the type of events, whether formal or informal, that we value as a city, because it makes for better communities and neighborhoods, he said. This also gives us that opportunity where we get to have some questions asked of us that maybe residents dont normally get the opportunity to ask.

Organizers of the Northfield Night to Unite this year were intentional in getting some of the citys Latino-populated neighborhoods involved. Maelynn Rosas, of Growing up Healthy, was active in making that happen.

I think tonight was important in our community just because of the sort of environment and tension recently. I think its important to show that our police officers in Northfield are safe and that we can count on them, she said.

Gloria Quintero, 71, is a resident of the Jefferson Square neighborhood in Northfield. She was excited to see the Night to Unite gathering in her own backyard this year, and she even traveled with Growing Up Healthy representative Laura Tiano to a few other block parties.

Its very important that we learn from each other, about each other, she said. I like these events, because, for example, the police and the mayor (Rhonda Pownell) are interested in us. Thats very important.

Star spangled glamour: the mission to make space travel cooler than ever before – TechRadar

Posted: at 9:37 am

In all of human history, never have the faraway wonders of the galaxy felt closer to us than they do today, thanks to the ongoing advances in spacefaring technologies that science continues to make. Why, then, should there be any need to make space travel cool and sexy?

First, lets be clear about what we mean by sexy. Simply put: sexy sells. Whether its soft drinks, skateboards, or hair straighteners, being able to make the idea of something in some way attractive is what makes people want to buy into it.

So when we talk about the prospect of space exploration, thats clearly something you cant go and pick up from the supermarket, or order through an online store.

For the majority of the public, space doesnt matter much beyond being a romantic backdrop for a kiss under the stars. So why should space matter to them?

I will probably not see the opportunity to visit space in my lifetime, but I wish I could do it. The young people of two or three hundred years from now will be able to travel to Venus or I dont know where. They are so lucky!

As for space fashion and design, if youre looking 10 centuries ago we were in heavy armor. That was not very glamorous. The evolution is going from the armor to Jean Paul Gaultier. So if you imagine now the future, all the fabrics will be lighter and efficient.

As consumers of a news culture thats almost perpetually dominated by the strife and strains of a world that seems hell-bent on self destruction, be it economically, politically, or literally, it would be easy to give up on the possibilities of space travel and focus instead on solving the problems that surround us.

But if we dont continue our efforts to venture into space, experts believe were in trouble. Stephen Hawking said it himself, we need to colonise another planet within 100 years or were doomed.

Considering that we are living through a time when the US government has cut significant funds from NASAs budget, it may never be more important than it is right now to stoke the fires of the publics imagination when it comes to venturing into space.

The right stories can inspire the next generation of astronauts, spacecraft designers, scientists and astrophysicists to take up the responsibility of space exploration. And with NASAs bold new plan to get people to Mars by 2030, along with commercially-owned space companies promising to take space tourists to the moon within the next decade, there really is more reason to be excited than ever.

The challenge is in proving to people they need to learn more about space - whether to inspire them to one day work at NASA or to consider buying a ticket to the ionosphere from Elon Musk or Richard Branson. But how do we drum up interest when it seems so out of reach? With science-fiction, of course.

Science fiction itself is a vast genre that incorporates many forms of speculative fiction, from space travel, to time travel, making it a difficult subject to pin down for focused discussion.

More often than not, it offers fiction thats grounded in science-based fact or emerging theory. There remains plenty of room for creative licence when it comes to speculating about the science and technology of the future thats why some stories straddle the line between science-fiction and fantasy, and why youll hear some people talking about hard sci-fi, which is a sub-genre characterised by a rigorous attention to scientific detail, rather than indulging in too many flights of speculative fancy.

Science fiction has an important role to play in igniting interest in space because it can make it seem not only possible, but appealing, stylish and sexy, and this presents endlessly fruitful opportunities for the creative industries to explore ideas about what the future may hold for the human race, especially with regard to our relationship with space.

I often start with whats new now and then create my own interpolations of what that technology will look like in the future.

We spoke to science fiction and fantasy illustrator Dave Dorman, whose work can be found in the pages of Star Wars and Alien comics, about the role sci-fi creators can play.

I find it helpful to use reference photos and articles/news stories about the latest technologies quite a bit," he told us. The science fiction imagery I create often reflects current technology, machines, computers, robotics and other technical advances, he explained.

I often start with whats new now and then create my own interpolations of what that technology will look like in the future.

I hope the fans who are seeing my work, as well as the amazing images created by other illustrators, painters, computer effects wizards and the rest, will be inspired to be the scientists, technicians and visionaries for our collective future, much like Bradbury, Asimov, Sturgeon and Heinlein were for the generation that were influential in running the space race in the middle of the 20th century.

The Martian, based on Andy Weirs hit novel, became a box office hit in 2015, raking in more than $663 million worldwide and moving up the ranks as one of the highest grossing sci-fi movies ever made. But it wasnt just popular among mainstream movie audiences. It was also screened for the astronauts aboard the ISS as a special treat, because of its accuracy. That comes as no surprise considering Ridley Scott partnered up with NASA to make the scenes, science and tech look as real as possible.

What The Martian did so well was retain scientific integrity (naturally, the science it presents still met with some criticism) throughout a narrative journey that was able to hold the interests of an audience hungry for entertainment. With Matt Damon in the lead role, it didnt just make speculative space sexy, it made (mostly) real space exciting which is an even greater artistic feat.

Matt Damon is stranded on Mars in The Martian. Credit: The Martian/Fox Movies

The Martian isnt even a rarity at the box office either. Alfonso Cuarns Gravity is a film in a very similar vein and although some of the science it presents isnt entirely accurate, it still offers an experience of space that feels grounded in the real world, with two glamorous leads in Sandra Bullock and George Clooney. Christopher Nolans Interstellar followed a similar path, and before that came Moon, Apollo 13, and so on, going all the way back to 2001: A Space Odyssey and beyond.

What these films prove is that its possible to combine authentic science with a little artistic license and still make space travel exciting and relevant to contemporary audiences.

As with The Martian, perhaps the reason these films were hits with audiences is partially because their creators involved real world experts in the field. Kubrick famously shipped in a few dozen minds from the heart of NASA during the making of 2001: A Space Odyssey, and Christopher Nolan worked with astrophysicist Kip Thorne when he was developing Interstellar.

And yet sci-fi isnt beholden to science when it wants to make space the place to be.

The Fifth Element presents an inspiring vision of the near-future thats catwalk sexy and riven with real-world foibles.

Luc Bessons The Fifth Element is a stellar example of a visually-stunning space opera that skews toward fantasy, but still retains an earth-bound sensibility, with its cab-driving protagonist winning contest tickets for a cruise ship holiday in space. And who knows, maybe Bransons sexy hotels will look like Fhloston Paradise 50 years down the line.

With superstar fashion designer Jean Paul Gaultier crafting the look and the feel of the movie's characters, The Fifth Element presents an inspiring vision of the near-future thats catwalk sexy and riven with real-world foibles.

More recently, the surprise hit and game-changer for Marvel Studios, Guardians of the Galaxy, exploded onto cinema screens with an extremely stylised look, grounded in the story of an orphan boy from Earth growing up on the criminal fringes of the cosmos.

Speaking about the creative process behind Guardians, writer-director James Gunns has said that his movie is "more about yellow and blue and teal and orange. But I also really wanted to up the ante with the pulp elements.

So we harken back a lot to 1950s/60s pulp novel colors and that look of 'Flash Gordon' - both the 1980s version and the earlier comics. Really grabbing onto this pulp feeling and bringing it alive in a bright, big, colorful way was important."

A still from Valerian and the City of a Thousand Planets. Credit: Valerian/STX Entertainment

Guardians 2 picked up the same ball and ran even further with it back in April and now Luc Bessons Valerian and the City of a Thousand Planets has arrived in cinemas, oozing sci-fi chic with star-studded style (yep, Rihanna is in it) and an eye-popping palette of otherworldly sights and sounds.

And lets not forget the imminent Blade Runner sequel: Blade Runner 2049. Although the original took place on Earth, its plot was driven by the consequences of the desire to colonise space and, if the trailers are any indication, Denis Villeneuves sequel may even take us to the off-world colonies.

As superficial as it might sound, if weve learned anything from the success of sci-fi blockbusters, its that style certainly sells.

Branson is tapping into the commercial appeal of a fashion brand to normalise the idea of buying a ticket to the moon.

The fly-on-the-wall footage of space travel from NASA that the public sees via YouTube, Instagram, and Snapchat is dominated by bulky spacesuits and big dials on bland spaceships.

It makes sense, then, that style-conscious Richard Branson and Virgin Galactic have enlisted Y-3 (the decade-long collaboration between designer Yohji Yamamoto and Adidas) to design and make the flight-suits for our future astronauts and pilots...garments worn by our operations and maintenance teams as well as our hosting staff.

Branson is clearly tapping into the commercial appeal of a fashion name brand to normalise the idea of buying a ticket to the moon by aligning it with high-street fashion. Its even got fashion bible GQ talking about it. Outer space meets inner city and vice versa.

Although its not just commercial enterprises that are taking cues from the worlds of sci-fi and fashion to define what space travel and exploration will look like in the future. Potentially aware it has an image problem, NASA has recently teamed up with Reebok to create the Floatride Space Boot SB-01 that would look more at home in The Fifth Element than it would on the ISS.

Reebok has reworked Sigourney Weaver's classic hi-top sneakers from Aliens

This signals an interesting move for NASA, as well as Reebok. The sports design brand who isnt new to space design having created the Alien Stompers to replicate the shoes Sigourney 'Ellen Ripley' Weaver wears in Aliens. But now moving from sci-fi space design to actual space design could open the floodgates for many other brands to put speculative, concept designs to good use.

Another great example of this marriage of real world and sci-fi design is the way car manufacturer Lexus was recently called upon to help with concepts for what transportation of the future might look like by Luc Besson for Valerian and the City of a Thousand Planets.

Inspiration for the Skyjet was mainly taken from nature. Dolphins, whales and sharks inspired aerodynamic design. Credit: Lexus

Using what the brand already implements into its vehicles, like artificial intelligence and a 'HMI' (human machine interface), they helped Bessons design team to dream up the Skyjet (pictured above, and at the top of this article), a single-seater spacecraft that was used throughout the movie.

Dorman sees a sci-fi as a vital source of inspiration for future-gazing engineers.

I believe the marriage of technology and science fiction right now (aided by current visual effects technology and artistry) helps make things once thought to be complete fantasy now seem more believable," he said.

"I also think part of the job of the sci-fi artist is to foreshadow how things will be in the future.

Stanley Kubricks 2001: A Space Odyssey has long been applauded for its accurate portrayal of future tech. Credit: 2001: A Space Odyssey/MGM

A similar sentiment was shared by science-fiction writer Robert J. Sawyer

He told us: A third of my work time each year is spent on research, on attending and speaking at science conferences, on talking with working scientists and technologists, and on visiting universities, laboratories, and corporate and government facilities.

But this is a two-way street. The reason I, and other science-fiction writers, have access to these places is that the working scientists recognise the symbiosis: they learn as much from our speculative responses to their breakthroughs as we learn from them.

Ive been an advisor to NASA, DARPA, Google, XPRIZE, the Canadian Federal Government, and many other organisations as have many of my peers.

So the crossover between imaginary and actual is well recognised as being rich and fertile ground for all, with the active cross-pollination of ideas occurring more readily than we might think.

We may now be only a few years away from the reality of space tourism, with NASAs Journey to Mars set to put human astronauts on martian soil by 2030, and companies such as Virgin Galactic, SpaceX and Blue Origin constantly grabbing headlines due to their ambitious plans to do similar.

There will always be a trade-off in sci-fi between whats scientifically accurate and whats dramatically satisfying. But these movies are inspiring people to look again into the night sky and wonder what our destiny out there could be.

To celebrate the release of Valerian and the City of a Thousand Planets, director Luc Besson is today behind the lens at TechRadar. Heres what weve got in store for you:

Valerian and the City of a Thousand Planets is released in UK cinemas August 2nd, and is out now in the US.
