LANCASTER - When you ask a candidate running for council or a resident what problems needto be addressed inthe city, street repairs are usually the second item listed behind the drug epidemic.
While it's still touted as an issue, the problem was addressed when voters narrowly passed a 3-mill, 10-year levy in May 2013. The levy, which generates about $2.1 million each year in property taxes to fix city streets and alleys that have fallen into disrepair, some languishing for decades with no previous funding source to repair them.
The levy passed by only 88 votes, resulting in more than 12 miles of local roads and about 30 miles of alleys being paved since 2014, which is the year the first paving projects kicked off. Despite the road work, city offices still field calls from upset residents that go something like "Why wasn't my street done," or "What are my tax dollars paying for anyway?"
The Eagle-Gazette interviewed city officials, including City Engineer Mitch Noland and Assistant Engineer Curtis Shonk about how streets are chosen, what's been accomplished, where the paving program is headed and the hangups that come with planning improvements for the city's 200 miles of road.
Selecting roads for repaving is a complicated process.
The goal is to pave highly trafficked local streets in the worst condition first. When those areasare highlighted, the engineer's office determines if the roads are eligible for federal or state funding. If they are, the city will hold off until grant dollars are obtained.
"A lot of people truly don't understand why we're waiting on Pierce or East Fair," said Interim Service-Safety Director Paul Martin. "We divert almost all of our funding to do streets that we can't get ODOT funding from." (Pierce Avenue will be resurfaced next year.)

Once viable streets are identified, the engineer's office coordinates with other city departments, such as gas and water, to determine what their projects are that could tear up a freshly paved street if they proceeded with the project. Often coordinating with other departments is the most challenging piece of the puzzle.
"(Other city departments) have got their own maps and you put them on top of each other, and the roads don't line up," Shonk said.
A survey was completed to determine pavement condition ratings for all streets in 2014. The city is in the process of updating the map now that some work has been completed and other roads havedeteriorated further. The results will help determine what projects will be identified in the future.
Funding is also a major hurdle when it comes to selecting projects. A street that may be the same size as another with the same outward wear and tear may be harder to fix.
"Streets aren't created equal," Noland said, explaining the cost to repair depends on the material that is below the asphalt and the process used when it was first built.
Noland used Kanawha Drive as an example. The road is a few inches of pavement on top of dirt. There is no base, which significantly adds to the cost and the type of equipment required to repair it.

Even sections of streets aren't created equal. One part may have a good base, requiring the simple mill and fill process and the next section may have a brick base or none at all. Edgewood Avenue is an example of this. The city takes core samples of the street every 200 to 300 feet to discover any issues that may lie beneath, but surprises are expected. Surprises are almost always expensive, and all of it impacts the street levy budget.
In addition to streets, the Lancaster Department of Transportation is paving 11 alleys in the citythis summer from Mulberry Street to the area just north of Fair Avenue, and Columbus Street to Sheridan Drive. Similar to street repairs, alleys sat for years with no maintenance.
The last time there was a program to repave alleys was the sometime in the 1990s, but it was discontinued. Potholes were fixed when people complained, but there was no equipment or funding to do anything more until the levy was passed.
For comparison, it costs between $16 and $20 a square yard to mill and fill a street and about $4.95 per square yard to fix analley.
This is the third year the alleys have been paved, and LDOT Superintendent Greg Hintz said it's possible they will complete all city alleys by the end of next year, which is a year earlier than their goal.

By the end of 2016, the city collected $6.53 million in tax dollars through the levy. Similar to the complicated nature of how streets are selected, the breakdown of budget funds cannot be easily summed up to say it all pays for asphalt.
Here's the breakdown, showing how each dollarwas spent from 2014 to 2016:
There is a remaining $200,000 set aside for emergencies and about $95,000 that was not spent at the end of 2016.
As promised during the levy campaign, the funds do not pay for personnel. At first, city officials thought additional personnel would need to be hired to administer the program, but no additional employees were hired, and the levy does not fund any salaries.
The simple answer is no.
"We won't be getting to all of the streets in 10 years," Martin said.
He foresees the city requesting a renewal levy not only to continue resurfacing streets but to maintain ones that were done when the paving program first started.
Still, Martin said the program is successful and a far cry from the previous paving program or lack thereof because the work is top quality and planned in a way that's "getting the most bang for our buck."
"It's only year four (of the levy)," he said. "I have a lot more streets in mind, and we need to keep plugging away. We're not done, and we're on a path to keep it up."

Phillies’ Aaron Altherr showing progress from last year – Philly.com – Philly.com

Phillies outfielder Aaron Altherr is approaching the number of at-bats he totaled all of last season, and the difference has been significant.
Altherr began last season on the 60-day disabled list after suffering a torn tendon in his left wrist while diving for a ball in spring training. He underwent surgery on March 9 and didnt make his regular season debut until July 28.
Altherr, 26, hit .197 in 198 at-bats last season. Entering Fridays game against the visiting Arizona Diamondbacks, he was hitting .281 with team highs in both home runs (11) and RBIs (36) in 192 at-bats. He was eighth among National League outfielders with an .897 OPS.
I have been more relaxed at the plate, Altherr said before Fridays game.
He said working with first-year hitting coach Matt Stairs has been a major benefit.
I have a new approach to my swing, said Altherr, who made his Major League debut three years ago Friday, on June 16, 2014, by going 0 for 1 in a pinch-hitting situation against Atlanta.
Its a swing that he has cut down.
It is shorter now, which produces better results, Phillies manager Pete Mackanin said. If he continues staying short to the ball, going right to the ball like he has been doing, he is going to be fine, and I think he will have a heck of a year.
The fact that he has been healthy is the biggest key. The other was that Altherr, with his new swing, saw immediate success in spring training, when he hit .303 with four home runs and 11 RBIs and a .986 OPS in 66 at-bats.
Doing well in spring training helped with my confidence going into the regular season, Altherr said. I am glad I have been able to get such great help from Stairs.
Velasquez update
Righthander Vince Velasquez, who was placed on the disabled list on May 31 with a right flexor strain, is progressing at a moderate pace.
We are not going to rush him, Mackanin said. We want to make sure he is 100 percent.
According to Mackanin, Velasquez threw from 90 feet on Friday and is scheduled for 120 feet on Sunday and a bullpen session on Thursday.
Pitching tidbits
The Phillies wont be dismayed when they miss seeing Arizona righthander Zack Greinke, who is 7-1 with a 2.89 ERA over his last 10 starts. ,.. Against the Phillies, Greinke has a career record of 7-1 with a 2.54 ERA in 10 games, including nine starts. Jerad Eickhoff (0-7, 5.09 ERA) will pitch for the Phillies on Saturday, with Ben Lively (1-1, 3.00) going on Sunday. Arizona will pitch righthander Zack Godley (2-1, 2.44) on Saturday and all-star candidate lefthander Robbie Ray (7-3 2.62) on Sunday. Eickhoffs last win came on Sept. 21, an 8-3 victory over the Chicago White Sox.

A new article in Forbes suggests the US billionaires are making significant land grabs in America's heartland, where the climate is mild and the locations are conducive to survivalism and living on the land. The Midwest is home to several fortified shelters and vacation homes where the super-rich could happily live out their post-doomsday (or retirement) days.
Reid Hoffman, the cofounder of LinkedIn and a notable investor, told The New Yorker earlier this year he estimated more than 50% of Silicon Valley billionaires had bought some level of "apocalypse insurance," like a bunker.
Fortified shelters, built to withstand catastrophic events from viral epidemic to nuclear war, seem to be experiencing a wave of interest in general as hints of a nuclear conflict ramp up.
Real estate developers are capitalizing on the moment with luxury underground doomsday shelters that cost as much as $3 million. These post-apocalyptic homes, often built on retired military bases or in missile silos, include luxury amenities and safety features like nuclear blast doors, armored trucks, and massive stores of food and water.

In 1966, Anton LaVey introduced to the world the Church of Satan, an atheistic religion devoted to the philosophy of individualism and pitilessness often associated with Satan. Modern Satanism offers a comprehensive survey and analysis of the church that LaVey built. Satanism has been an open religion for forty years now and operates successfully in its self-created countercultural niche. 5 reasons why ‘Wonder Woman’ is the superhero movie America needs right now – LGBTQ Nation

I just saw Wonder Woman last night, and I have not reacted this emotionally to a movie since Brokeback Mountain.
I get why women are reacting so positively to the movie; as a gay man, I know that my well-being in society is inextricably tied up in womens empowerment and there was something about this movie that went beyond seeing a woman as a superhero.
Last year, America saw a qualified woman run for president and lose to a completely unqualified man who didnt even get more votes than her. It was a scary glimpse of just how broken the political system is.
Even though production began well before the election last November, Wonder Woman feels like a direct response to that feeling of injustice.
Here are 5 reasons why Wonder Women is exactly the movie America needs right now.
Wonder Woman, aka Diana Prince, is a warrior-princess who leaves the secluded island of the Amazons during World War I on a mission to kill Ares, the Greek god of war, and save humanity.
With such an ambitious project, shes going to need allies. I was expecting a lot of Mad Men-esque Look at how un-sexist we are in 2017! nonsense. I was expecting half the movie to be about men telling her she cant fight because shes a lady, about men who feel useless next to a powerful woman, about men saying that they cant follow a woman into battle.
Even if the men come around by the end of the movie, it still would have been a movie about men and sexism. Thats a topic that needs to be discussed, but what about just putting that aside for two hours? Envisioning a world without a certain problem is necessary to fighting that problem.
In Wonder Woman, Diana just rocks, the men recognize that, and they help her and follow her into battle. Its as simple as that.
No lies, no looking into every moment of her past for a flaw, no double standards. Shes obviously awesome, and people want her on their side.
Diana has a way of floating above the other characters. Shes not really a part of their world, and shes not just a fish out of water. Shes has high ideals and she makes no apologies for them.
Moral complexity in fiction is great, but theres a difference between moral complexity and nihilism. Seeing the flaws in all sides of a conflict is important, but its frustrating for that to be an excuse for inaction.
Wonder Woman herself knows that humans are more complicated than good versus evil, but she doesnt take that to the place where theres nothing worth valuing in this world.
Trumps campaign was all about nihilism: what have you got to lose? Everything is awful, so I cant make it worse. The media blew Clintons flaws out of proportion to make it seem like Both Sides Do It, and I had supposedly progressive friends tell me they just wanted to see him burn everything down because everything is so terrible.
Diana fights for love, honor, and justice in an age when nihilism is chic. And its just so refreshing.
Why does Diana Prince want to save the world?
Well, if the world needs to be saved, then someones got to do it!
Theres nothing wrong with her that makes her fight. Theres no troubled past, no one she wants to avenge. Yes, troubled heroes can be great to watch, but why does every female superhero have to have a dark past that makes her want to help others?
Wonder Woman doesnt need an excuse. Shes just a good person.
It reminds me of another famous woman who devoted most of her life to helping others out and faced decades of scrutiny because some people just couldnt believe that a woman would want the most powerful job in the world for any reason besides personal gain.
One of Wonder Womans main themes is whether humanity deserves to be saved. We can be pretty terrible, so why should someone so good trouble herself with helping us?
Especially since she trained hard since she was a child to be the person that she is today. Couldnt everyone else just try harder instead of depending on her?
Superhero stories dont usually raise these questions, but Wonder Woman went there and made it central to the story.
Dianas answer to that big question is just so right-on: who cares about merit when theres so much need?
So many times have I heard some permutation of Why should we have to help someone who could have done X or Y? in political arguments, which then gets the conversation bogged down in whether its reasonable to expect people to do X or Y.
Diana gets that question thrown at her time and again, but shes not deterred. Ultimately theres no way to prove or disprove that people deserve because there is no objective standard to determine merit. Instead, whats important are our beliefs.
Diana is an Amazon princess who is trying to find Ares and kill him. In the 20th century.
So some people think shes crazy.
In the end, the problems are more complex than she thought they would be, but fundamentally shes right.
Diana is more idealistic than everyone around her, has a vastly different belief system, is a strong woman in a world run by men, and holds fast to her sense of duty and justice.
And she gets to be right, dammit.

To what end, pleasure? Is there vibration to joy? If we could see ecstasy how would we employ it?
Pretend you had a button that, when pressed, made all the colors around you more vibrant. Dispense with the question of whether the environment itself is changing or merely your perception of it. It doesn't matter. How do you feel as the colors become deeper at your command? How do those two facts combine? Both the improvement in the landscape entangled with the power to command it. It would be a rush, yes?
Would you hold down the button all day? What of your poor button finger? When does happiness become indulgence? Who defines moderation? "An it harme none, so mote it be," the old Wiccan Rede says. So long as no harm comes, do as you will. It sounds like permission to do anything you want -- just don't hurt anybody or break anything.
But that's when it gets complicated. Should you be gay if it "hurts" your grandmother? Should you eat an entire box of Ding Dongs? Should you abuse the purpose of drugs because it doesn't hurt anyone else? Should you pursue your dreams even when they are not shared?
How do we recognize when someone else's happiness is dependent upon our misery? Pleasure, satisfaction and joy are worthwhile, sacred pursuits. They are the very reason we exist. Our free will gives us the platform to explore every pathway to happiness available. Including the ones that trick us. Yet those are the ones from whom we learn the most.
We place a disproportionate amount of judgment upon the pleasure others experience. We question their motivation and their dedication. We question their faith. We deem them selfish and ungodly. Hedonists. The word hedonism literally means pleasure-ism. The ideology of self-gratification as a life practice. A word created in the early 19th century so that philosophers could debate the ethics of pleasure.
The word has also taken an additional, more pleasant definition. Hedonism is also an ethical system of belief where pleasure is in the interest of the highest good. That's where the good stuff is. It is the intersection of pleasure and ethics. The old Wiccan Rede again. Perhaps it is good to indulge. Perhaps we draw the line too far and pinch ourselves off from the flow of life. How much joy do we push away?
We have interpreted our scriptures to mean that only God should give us joy. But there is so much joy in the world. Might there be as many pathways to God as there are licks in an extra large ice cream cone or gasps from an extra long session of lovemaking? We have placed too many restrictions on what is acceptable and beaten ourselves to death with guilt. Indulge, but evaluate.
"An it harme none ..." also refers to yourself. Do not harm yourself. Love life, but be wise. I tell my kids in the Tribe that if you're going to do something stupid, be smart about it. We even put it on a T-shirt. Raise the vibration of this earth with your Joy. Do it on purpose. Think of it like a bell which the entire Universe can hear. Notice other people's happiness! Masha'Allah! And happiness will be drawn to you. For you will be irresistible to it.

Corbyn’s vision for higher education ushers in a new era – Times Higher Education (THE)

It will not have escaped your notice that the results of the teaching excellence framework are conspicuously absent from the pages ahead.
The postponement of this most controversial of government interventions may seem significant for universities but is, of course, a very minor footnote in the fallout from the general election.
The reality is that TEF is still imminent once the new government gets its house in order (a point reinforced by yet another outing of the pro-TEF arguments in The Times this week, and with Jo Johnson reappointed as universities minister).
Among the many aftershocks of the surprise hung parliament, one of the most jarring was the tight-lipped determination of Theresa May to ignore the fact that a ravine had just opened up beneath her feet, and to carry on regardless.
Announcing her intention to form a government with the DUP, Mays tone-deaf victory speech on the steps of 10 Downing Street offered yet more evidence that the prime minister equates bloody-mindedness with strength of character.
Higher education is all too familiar with this trait, having won all the arguments (and the private backing of most of the Cabinet) for a welcoming stance on international students, yet failing to make any impression on Mays intractability.
Its worth acknowledging that there is a wider trend at play here, with politicians consciously moving away from rationalism in favour of appeals to the lower emotions and prejudices of their electorate. This issue is explored in depth in our features pages this week.
But for all Mays stubbornness, the truth is that everything has changed as a result of the poll seven days ago.
There are many factors at play as far as higher education is concerned. One is Brexit, and the pressure May will come under to adopt a more moderate negotiating position.
The DUPs stance, as set out in its manifesto, makes more than one reference to the importance of universities, stating as a priority that higher education should continue to attract international expertise and collaboration. We analyse what this hastily constructed government may mean for higher education in our news pages this week.
Taking a broader view, its also clear that Labour leader Jeremy Corbyns campaign connected with young voters in a way that will surely force future campaign strategists to take a more inclusive approach to policymaking and look beyond the vested interests of older generations and the newspapers they read.
I wrote a few weeks ago that this was an election that offered two distinct visions for higher education, and that if the great tuition fees repeal promised by Corbyn proved a damp squib at the ballot box, then it could be off the political menu for good.
Although it is impossible to untangle the motivations of the electorate, it seems pretty clear that fees did help to mobilise the young vote, and probably reached beyond that demographic too.
If you will excuse a taxi driver anecdote, a colleague recounted a conversation with a Somali Uber driver, who said he would be voting for the first time because of the tuition fees pledge (his son was at medical school). A 27,000 gift to your child or grandchild isnt a bad single issue to get you out of your Uber and into the polling station.
University leaders may worry about a tuition fee-free future a double whammy of painful Brexit plus the loss of fee income without proper reimbursement from the state would be a disaster.
But to fret excessively about that at this point would be getting ahead of ourselves. Labour lost the election, after all.
Whats clear, though, is that old certainties are no longer certain. And for as long as she lasts, Mays inflexible position on some of higher educations most pressing concerns might have to change.

HBO's Bill Maher's interview with Breitbart editor-in-chief Alex Marlow was expected to be full of fireworks and disagreement, but instead the two bonded over mutual condemnation of recent political rhetoric.
If Obama was Julius Caesar and he got stabbed, I think liberals would be angry about that, Maher remarked.
I disagree with that too, said Maher in agreement. I dont think they should have Trump playing Julius Caesar and getting stabbed, and I hate Trump. So were agreeing that there are some places where free speech does pause."
"It's bad strategy certainly to put that out there because they all look like hysterical lunatics," Marlow added.
Maher and Marlow also agreed that corporations under threat of organized boycotts should not have so much influence on free speech. Marlow pointed to his own publication in Breitbart and various anonymous campaigns of "misinformation" against the conservative publication that has led to many companies pulling ads from the site.
Whats happened is that corporations are now deciding whats free and fair speech, who can make a living, what opinions can make a living saying, Marlow, 31, said. Now youre seeing the right fight fire with fire and want boycotts of when the left takes it too far in their Trump hatred.
Its a very dangerous path were on," he added. "People on the left and the right who are free speech advocates need to come together and say that corporations are not going to define the First Amendment and free speech in this country."
Marlow was applauded by Maher's audience for the statement.
The host also addressed the shooting at a Republican congressional baseball practice this week that wounded four, including House Majority Whip Steve Scalise (R-La.) who remains in critical condition but is improving.
"Do you think Breitbart with the politicization it is involved in, has any responsibility for the kind of violence that we see in our society, including what happened this week?" Maher asked.
The appearance marked the first for Marlow, who also hosts "Breitbart News Saturday" on SiriusXM.

HBOAre you one of those people who suspects that all the brouhaha over campus free speech outrages, no matter how individually insane the stories, might be exaggerated in the aggregate when it comes to prevalence and effect? It's OKI am one of those people, despite writing about the subject on occasion and reading all the fine work done at Reason by Robby Soave and other colleagues.
Or I should say, I was one of those people, before watching Thursday's Vice News segment from Evergreen State College in Olympia, Washington, where (as Ben Haller has written here previously) things have gone pear-shaped ever since a lone white professor refused to stay home during an activist "Day of Absence" for those with pallid skin pigment. Vice News correspondent (and former Reasoner/current Fifth Columnist) Michael Moynihan visited the embattled campus to query the antagonists in the controversy, and the results are stunning, infuriating, bananas. I have often wondered what it would be like to capture people in the midst of an ideological re-education exercise; now I wonder no more:
As timing would have it, this piece came out concurrently with a big Commentary symposium (to which I contributed) on whether free speech is under threat in the United States. My bottom line: "But in this very strength [of recent Supreme Court protections] lies what might be the First Amendment's most worrying vulnerability. Barry Friedman, in his 2009 book The Will of the People, made the persuasive argument that the Supreme Court typically ratifies, post facto, where public opinion has already shifted. Today's culture of free speech could be tomorrow's legal framework. If so, we're in trouble."

Congress To Hold Hearing On ‘Assault’ Of Campus Free Speech – The Daily Caller

Senate Judiciary Chairman Chuck Grassley announced Friday a witness list for a hearing next week to explore First Amendment restrictions on college campuses.
The hearing includes testimonies from students from Williams College and the University of Cincinnati College of Law, as well as faculty from American University and the UCLA School of Law.
Additionally, witnesses representing the Southern Poverty Law Center, Phi Beta Kappa Society and Senior Counsel Cahill Gordon & Reindel LLP will be in attendance.
Called Free Speech 101: The Assault on the First Amendment on College Campuses, the hearing will likely include issues pertaining to campus speakers disinvited by school administrators over the speakers views as well as student and faculty free speech on campus.
Recent violent incidents on college campuses sparked by leftist protesters gave some lawmakers pause as to how to approach the problem.
Florida Republican Rep. Francis Rooney, a member of the Education and the Workforce Committee,suggestedlast week that congress could consider limiting funds from universities that restrict free speech rights on campus.
Washington Republican state Rep. Jim Walsh introduced a bill in his state legislature this week that would mandate all state-funded colleges and universities establish a set of standards that endorse the free exchange of views.
