EU Launches Military HQ Despite Concerns It Undermines NATO … – The Daily Caller

The European Union will launch a joint military headquarters next week despiteconcerns that it will undermine NATO.
The Military Planning and Conduct Capability (MPCC) facility will employ 30 people to coordinate EU countries military structures. MPCC will initially oversee three missions to train government forces in Africa.
The U.K.remains skeptical of the developments, as it fears it will undermine the role of NATO in the future.British Defense MinisterMichael Fallon has promised to veto any plans to form a European army as long as the country remains a member of the EU.
This is inevitably part of a wider ambition to really create a separate defense capability, an EU army in short,Geoffrey Van Orden, a former British Army brigadier and Conservative Party member of the European Parliament, told The Telegraph Saturday. That would be detrimental to NATO because it would be a complete distraction and would create divisions between Europeans and North Americans among others.
Sylvie Goulard, Frances new armed forces minister, said Saturday that closer military cooperation within the EU is a priority moving forward.
I am attached to making European defense projects move forward, she said in her first address to military and civilian personnel Saturday, according to Reuters. Some elements already exist, but others still need to be conceived and developed to better ensure our security in these times of interdependence. To achieve this effort, work with Germany will be decisive.

If NATO Wants Peace and Stability It Should Stay Home – Center for Research on Globalization

A curious op-ed appeared in The National Interest, penned byHans Binnendijk and David Gompert, adjunct senior fellows at the RAND Corporation. Titled, NATOs Role in post-Caliphate Stability Operations, it attempts to make a case for NATO involvement everywhere from Libya to Syria and Iraq in fostering stability in the wake of a yet-to-be defeated Islamic State.
The authors propose that NATO step in to fill what it calls an impendingvacuum left as the caliphate collapses,heading off alternatives includingchaos or Iran, backed by Russia, filling the void, with great harm to U.S. and allied interests in either case.The op-ed never explains why Iran, neighboring Syria and Iraq, is less qualified to influence the region than the United States which exists literally oceans away and shares nothing in terms of history, culture, language or shared interests in stability and peace.
The op-ed would literally claim:
NATO is the only security organization with the skills and breadth to take on this task. The U.S.-led anti-Islamic State coalition of 68 partners is ill equipped to engage in this complex task. A more cohesive organization such as NATO should lead, but in ways that allow continued Arab participation. A creative version of the NATO-led International Security Assistance Force (ISAF) coalition could provide the answer.
It was an interesting choice by the authors to showcase one of NATOs most stupendous and continuing failures in Afghanistan with mention of the ISAF, a force that not only has failed to bring stability to the Central Asia nation in over a decade and a half of occupation, but has presided over the emergence of the Islamic State there where previously it had no presence.
The reality of what NATO is versus what The National Interest op-ed attempts to pass it off as, resembles more of a sales pitch for a shoddy product than a genuine attempt at geopolitical analysis or problem solving. But the truth goes deeper still.
NATO is a Global Wrecking Ball, It Cannot Create Stability
The op-ed focuses primarily on proposing NATO roles for a post-Islamic State Libya, Iraq and Syria.
Libya is perhaps the most tragic of the three, with NATO having used direct military force in 2011 to topple the government of Libyan leaderMuammar Gaddafi in support of known extremists passed off at the time by both NATO spokespeople and the US-European media as moderate rebels.
The predictable fallout from this military campaign was the collapse of Libya as a relatively stable and unified nation-state into warring factions. The instability became fertile grounds for extremism, with many of the groups backed by NATO evolving into what is now the Islamic State.
The National Interest op-ed also makes mention ofArab participation.It should be remembered that the most extreme factions fighting in Libya were not only aided by direct NATO military intervention, but were armed and funded by Persian Gulf dictatorships as well, including Qatar and the United Arab Emirates.
A similar pattern of sowing instability has unfolded in Syria, leading to, not averting the rise of the Islamic State.
And Iraqs instability is a direct and lasting consequence of the US military invasion and occupation of 2003.
If nothing else, this exposes NATO and its members as a collective, global wrecking ball. Just as a wrecking ball cannot be used to construct a building on a vacant lot, NATO cannot be used to construct the conditions for stability across the Middle East and North Africa (MENA).
Really Stopping the Islamic State Means Really Stopping Support for It
Ultimately, what the op-ed calls for is the permanent occupation of the three nations by NATO forces ranging from special forces in Libya to the formal occupation of Raqqa in Syria and Mosul in Iraq.
Interestingly, the op-ed suggests that the NATO occupation force in Syria should not only be used to combat the Islamic State, but to alsodeterSyrian military thrusts,referring to the armed forces of the actual and only legitimate government in Syria.
This last point exposes fully what NATO is really interested in, and what this sales pitch is really advertising. NATO is not in MENA to defeat the Islamic State, it is merely using the Islamic State as a pretext to project Western hegemony across the region.
The closing paragraph states:
This NATO strategy cannot, and should not be expected to, settle the Syrian civil war, bring ethnic and sectarian harmony to Iraq, or create an effective Libyan state. What it could do is create conditions of stability in which lasting solutions at least have a chance. It can do so only if the U.S. is ready to call upon NATO to join it in filling the post-ISIS void and for the European allies to answer that call.
Certainly, NATOs presence in Syria, Iraq or Libya will not bring any sort of stability. NATO has proven its absolute inability to achieve this in its 16 year occupation of Afghanistan. Claiming NATO occupation willcreate conditions of stability in which lasting solutions at least have a chanceis merely NATOs way of ensuring no matter how the chaos it itself has created across MENA, it will hold a stake in the outcome if for no other reason because it has literally taken and occupies territory within the post-war region.
It is interesting that the Islamic State rose in the wake of US-led, NATO-backed violence stretching from North Africa to Central Asia and only began to suffer setbacks upon greater and more direct Russian and Iranian intervention.
The bombing of Islamic State and Jabhat Al Nusra logistical lines emanating from NATO-member Turkeys borders by Russian warplanes, for example, inevitably led to huge gains by the Syrian Arab Army including the eventual liberation of Aleppo, the containment of Idlib and a significant retraction of Islamic State-held territory in eastern Syria.
The torrent of supplies feeding Islamic State and other fronts of extremist militancy flowing from Turkey is the admitted result of Persian Gulf sponsorship, which in turn, serves as an intermediary for US and NATO support for whatthe US Defense Intelligence Agency called in 2012 (.pdf)a Salafist principality.
The specific purpose of this Salafist principality, admittedly backed by Persian Gulf dictatorships, Turkey and what the US DIA refers to asthe West,was toisolate the Syrian regime. Clearly then, were NATO genuinely interested in defeating the Islamic State and undoing the damage it has done, it would begin by withdrawing it and its allies own support of the terrorist organization in the first place.
In short, if NATO truly wants to create stability across MENA, it merely needs to stop intentionally sowing instability.
Of course, a unilateral military bloc intentionally sowing chaos across an entire region of the planet is doing so for a very specific purpose. It is the same purpose all hegemons throughout human history have sought to divide and destroy regions they cannot outright conquer. A destroyed competitor may not be as favorable as a conquered, controlled and exploited competitor, but is certainly preferable to a free and independent competitor contributing to a greater multipolar world order. NATO, by embedding itself amid the chaos it itself has created, as it has proven in Afghanistan, only ensures further chaos.
Within this chaos, NATO can ensure if its own membership cannot derive benefit from the region, no one else will. A call like that featured in The National Interest for NATO to bringstabilityto the MENA region stands in stark contrast to the reality that everywhere NATO goes, chaos not only follows, it stays indefinitely until NATO leaves.
The best thing NATO can do for stability across MENA is to leave.

NATO chief in talks with Germany, Turkey over air base spat – ABC News

The chief of NATO says he's in touch with both Germany and Turkey regarding their latest dispute over visiting rights to a Turkish air base where German soldiers are stationed.
Secretary General Jens Stoltenberg told German daily newspaper Bild on Sunday he's focused on finding a solution and won't speculate over hypothetical questions, including a possible withdrawal of German troops from the Incirlik air base.
The German government said last week it was considering withdrawing the soldiers from Turkey.
Turkey recently blocked a request for German lawmakers to visit their country's 270 soldiers at the Incirlik air base. The moved raised the possibility that Germany might relocate planes supporting a multi-national campaign against the Islamic State group.
Stoltenberg says he regrets the quarrel between the two NATO partners.
A similar standoff between Germany and Turkey over access to German troops at the base happened last year.

Lawmakers from nations in theNorth Atlantic Treaty Organization are warning that global warming will lead to mass migration and conflict in the Middle East and Africa, another reason President Donald Trump should stay in the Paris climate deal.
Climate change will lead to dire food and water shortages in the region, according to a draft report presented Monday to the NATO Parliamentary Assembly.
Acting as the ultimate threat multiplier after decades of resource mismanagement in the region, extreme weather and rising seas would likely lead to volatile food prices and increased competition, according to the report by Osman Askin, a member of the Turkish Parliament.
His country is host to more than 3 million refugees and asylum seekers, according to the report, and the surge in migration in Europe in recent years was a key reason for the U.K. voting to leave the European Union. Migration was an important plank of Trumps presidential campaign last year, and he pledged to build a wall along the 1,900-mile (3,050-kilometer) U.S.-Mexico border.
The report, to be discussed this week in the NATO Parliamentary Assembly, urges all 146 countries that have ratified the Paris Agreement to live up to their pledges, including providing climate finance for developing countries.
Trump, who will attend his first meeting with leaders of the Group of Seven Countries this week, has threatened to pull the U.S. out of the Paris Accord, end climate financing and is reviewing the Clean Power Plan -- a key policy for cutting pollution introduced by his predecessor Barack Obama. Hes postponed a decision and its now expected by the end of May.
The report adds to pressure from Trumps daughter Ivanka and her husband Jared Kushner, along with Secretary of State Rex Tillerson, who have been urging the president to remain in the Paris deal. Several of Trumps top advisers are pushing for an exit, including chief strategist Stephen Bannon and Environmental Protection Agency Administrator Scott Pruitt.

Politico Magazine reportedFriday that a former senior official claimed Secretary General Jens Stoltenberg criticized Trump's attention bandwidth.
The president of the United States has a 12-second attention span, Stoltenberg reportedly said, Politico reported.
The senior official, according to the report, added that the president appeared unprepared for his meeting with the Norwegian Stoltenberg. He reportedly brought up recent events surrounding North Korea, which does not involve NATO.
Politico acknowledged in its published piece that a NATO spokesman denied Stoltenberg said this, telling the newspaper that "the secretary general never said this and it does not represent his views.
"[W]e informed them that the Secretary General never said the quote attributed to him, and it does not represent his views," a NATO spokesperson said in a statement Saturday in response to the Politico report.
Trump repeatedly ripped NATO during his presidential campaign, complaining it depended on the U.S. too much while many other members fail to reach their financial commitments on defense funding.
During a White House press conference in April, Trump appeared to change his position after the organization began to combat terrorism.
I said it was obsolete. It's no longer obsolete, he said.
Stoltenberg, during aCNN interview, said Trump has always been very consistent in his support of NATO.
For me, the important thing is that [Trump] has been very consistent when it comes to NATO in all my interactions and conversations with him, Stoltenberg said.
In the 28-member group, the U.S. is one of only five countries to meet the two percent GDP percentage target for NATOs defense spending.

EternalRocks network worm uses 7 NSA hacking tools | Network World – Network World

While you wont be forgetting the WannaCry ransomware attack, it is likely you will be hearing a lot more about the alleged NSA-linked EternalBlue exploit and DoublePulsar backdoor as it seems a wide range of bad guys have them in their toyboxes. At least one person is leveraging seven leaked NSA hacking tools for a new EternalRocks network worm.
EternalBlue and DoublePulsar
Malwarebytes believes WannaCry did not spread by a malicious spam email campaign, but by an scanning operation that searched for vulnerable public facing SMB ports, then used EternalBlue to get on the network and DoublePulsar to install the ransomware.
EternalBlue was part of the Shadow Brokers April 14 dump of NSA hacking tools. Almost immediately, since late April, sophisticated attackers started repackaging the EternalBlue exploit. Security firm Secdo reported that three weeks before the WannaCry attack, at least three different actors were leveraging the NSA EternalBlue exploit to infect, install backdoors and exfiltrate user credentials in networks around the world, including the US.
The attack leaves no trace; by spawning threads inside legitimate apps, to impersonate those apps, the attack can evade advanced next-gen antivirus solutions. The attacks, according to Secdo, might pose a much bigger risk than WannaCry as many endpoints may still be compromised despite having installed the latest security patch.
The security firm suggested one threat actor was stealing credentials using a Russian-based IP and another threat actor seemed to be using EternalBlue in opportunistic attacks to create a Chinese botnet.
Secdo added:
Even if companies were able to block WannaCry and patch the SMB Windows exploit, a backdoor may persist and compromised credentials may be used to regain access.
Security firm Proofpoint spotted an attack using EternalBlue and DoublePulsar to install a cryptocurrency mining botnet. This attack, which also began before WannaCry, may be larger in scale and may even have limited the spread of WannaCry because this attack shuts down SMB networking to prevent further infections with other malware via that same vulnerability. Every time Proofpoint exposed a lab box vulnerable to EternalBlue attacks, it was added to the cryptocurrency mining botnet within 20 minutes.
EternalRocks uses 7 NSA hacking tools
Perhaps the most worrying news about attacks came from researcher Miroslav Stampar. It is the most worrying because the EternalRocks network worm doesnt just use EternalBlue and DoublePulsar like WannaCry did. Oh no, it uses seven different NSA hacking tools: EternalBlue, Eternalchampion, Eternalromance, Eternalsynergy, Doublepulsar, Architouch and SMBtouch.
Stampar learned of EternalRocks after it infected his SMB honeypot. Its original name was MicroBotMassiveNet, but EternalRocks is listed as a product name under Taskhost Properties. It disguises itself as WannaCry as if hoping to fool security researchers, yet it doesnt drop ransomware. Instead, it seems to be gaining a foothold to launch future attacks.
During the first stage, EternalRocks installs TOR as a C&C communications channel. The second stage doesnt begin immediately; instead, the C&C server waits 24-hours before responding with shadowbrokers.zip. Stampar said the delayed downloader for the zipped file, which contains NSA hacking tools leaked by the Shadow Brokers, seems to be a full scale cyber weapon.
After that is unpacked, the EternalRocks worm begins scanning for open 445 ports on the internet and pushes the first stage of the malware through payloads.
There is no kill switch like there was in WannaCry. Stampar told Bleeping Computer, The worm is racing with administrators to infect machines before they patch. Once infected, he can weaponize any time he wants, no matter the late patch.
The second stage of the infection currently has a detection rate of 45/61 on VirusTotal, but Stampar warned that EternalRocks was going to be huge.
He later added:

Many talented tech developers have devoted their efforts to cryptocurrency mining, while others have focused on more entrepreneurial pursuits such as developing exchanges, wallet services, and alternative cryptocurrencies. In our view, the cryptocurrency market has only started to attract talent with the depth, breadth, and market focus needed to take the industry to the next level. For the market to gain mainstream acceptance, however, consumers and corporations will need to see cryptocurrency as a user-friendly solution to their common transactions. Further, the industry will need to develop cybersecurity technology and protocols.
Investors generally appear to be confident about the opportunities associated with cryptocurrencies and cryptography. The inherent value of the underlying technology, discussed above, gives these investors good reason to be optimistic. As a result, only recently have some of the more established cryptocurrency companies attracted institutional investors and Wall Street attention.
Traditionally, banks have connected those with money to those who need it. But in recent years, this middleman position has been diluted, and disintermediation in the banking sector has evolved rapidly. This has resulted from the rise of Internet banking; increased consumer usage of alternative payment methods like Amazon gift cards, Apple Pay, and Google Wallet; and advances in mobile payments.
Government attitudes around the world toward cryptocurrency are inconsistent when it comes to the classification, treatment, and legality of this technology. Regulations are also evolving at different paces in different regions.

The Inventor of BitTorrent Plans His Own CryptoCurrency – Crypto Insider (press release) (blog)

I am gonna go make a cryptocurrency company, BitTorrent inventor Bram Cohen told Steal This Show podcast host Jamie King. That is my plan.
Mr. Cohen plans to release a cryptocurrency to address Bitcoins mining inefficiency when it comes to wasting energy.
There is a loophole, Mr. Cohen notes. You can get them to work with proofs-of-work, but then this involves these warehouses burning electricity. But there is a loophole in that, which is proof-of-storage. Mr. Cohen believes this problem can be solved by using the extra storage space on computers.
Instead of computers burning electricity to mine, you have storage space that is implicitly mining because its sitting there, and proves its sitting there. The storage space is already sitting online not doing anything on desktop computers and cloud offerings with extra storage capacity, according to Mr. Cohen on the podcast.
He adds: There is lots of storage capacity out there, and its value is much greater than bitcoin mining rewards handed out.
Mr. Cohens vision for his cryptocurrency involves fusing proof-of-space and proof-of-time. Proof-of-space work when users have an interest in allocating non-trivial amounts of memory or disk space to solve a challenge presented by service providers. Proof-of-space are similar to proof-of-work. They do not, however, use CPU-bound functions.
There are some technical issues, which adding in proofs-of-time fixes, Mr. Cohen tells Crypto Insider over text chat, admitting the concept is difficult to explain. The short of it is that proofs-of-time keep an attacker from making a whole new fake history instantly, a problem caused by the property that mining requires no power.
Mr. Cohen adds: Proof-of-time refers to a sequential proof-of-work, like the old saying that one woman can make a baby in nine months, but nine women cant make a baby in one month.
The main idea is zero waste in mining. One of the benefits of storage based things is there is a lot less centralization in mining, so there is less concern about a 51% attack.

So it will still be wasteful, but there is a waste that has already happened and youre leveraging that at no additional cost.
The BitTorrent founders specialty might work well applied to the world of cryptocurrency. Mr. Cohen launched BitTorrent to solve problems with bandwidth scarcity in sharing data over the internet, and his platform still today enables individuals to distribute large files sans the need for specialized infrastructure.

Burstcoin, an altcoin listed on Coin Market Cap, uses what the developers term proof-of-capacity as its consensus method. It appears to merely be a re-brand of proof-of-space, the latter of which is the term preferred by academic literature.
As Mr. Cohen tells Crypto Insider, critics of Burstcoin lament the developers do not acknowledge Hellman time-space trade-offs in their coding. The coin, they say, attempts to solve problems by relying on a platform called NXT, instead of developing their own innovations.
Its not the first time Mr. Cohen mentioned this plan. The BitTorrent founder presented a talk at the Stanford Blockchain Conference, in which he examined the potential of proof-of-space and proof-of-time in a cryptocurrency.
One slide in his presentation reads: There are massive amounts of unused online storage in the world. [A cyptocurrency] requires no additional power to mine. No potential for ASICs. The available miners are highly decentralized.

WannaCry Cyberattack: Deep State Assault on Cryptocurrencies? – Center for Research on Globalization

An international assault on computer users provides a illuminating vehicle for interpreting the dubious political and economic constructs, presented by corporate news media as unambiguously real. The Feds gold manipulation operation involves exerting forceful downward pressure on the price of gold by selling a massive amount of Comex gold futures, which are dropped like bombs either on the Comex floor during NY trading hours or via the Globex system. A recent example of this occurred on Monday, January 6, 2014. After rallying over $15 in the Asian and European markets, the price of gold suddenly plunged $35 at 10:14 a.m. In a space of less than 60 seconds, more than 12,000 contracts traded equal to more than 10% of the days entire volume during the 23 hour trading period in which which gold futures trade.
There was no apparent news or market event that would have triggered the sudden massive increase in Comex futures selling which caused the sudden steep drop in the price of gold. At the same time, no other securities market (other than silver) experienced any unusual price or volume movement. 12,000 contracts represents 1.2 million ounces of gold, an amount that exceeds by a factor of three the total amount of gold in Comex vaults that could be delivered to the buyers of these contracts.
The absence of derivatives in most cryptocurrency markets makes these digital assets (and the perpetual computational power necessary to affirm their blockchain presence) impervious to price suppression via futures contracts used by central bankers and their agents.
With the above in mind, there is indeed a distinct possibility that WannaCrys deployment and far-reaching publicity constitute a desperate attempt to undermine public interest in the rapidly-expanding crypto space.
On May 12 hundreds of thousands of computers utilizing Microsofts operating system were struck with a ransomware virus encrypting users data and offering to unlock it in exchange for $300 USD. The apparent pandemonium is related by major financial news publications, including the Wall Street Journal.
The cyberattack that spread around the globe over the weekend, hitting business, hospitals and government agencies in at least 150 countries, is likely to keep growing as people around the world return to work, law enforcement authorities warned.
The identical software vulnerability the WannaCry culprits employed was, perhaps not coincidentally, secretly developed by the US National Security Agency and leaked online by an anonymous entity calling itself Shadow Brokers. While Microsoft promptly issued a remedy, countless computers lacking the patch remained vulnerable.

In 2013, the government arrested Ross Ulbricht, the founder of a major underground drug market, and seized more than $3.5 million worth of bitcoin.
When an event transpires and quickly gains traction via abundant and sensational news coverage, while tending to convey a certain uniform impression, there is a strong possibility of deep state agendas and objectives at play. As the late journalist and author Udo Ulfkotte observed, today more than ever intelligence agencies exert direct influence over what is proffered as responsible reportage and opinion. Much as Soviet citizens resorted to detecting truth between the lines of reports from a party-controlled press, so it has become necessary to place contemporary phenomena in a broader context.
Along these lines news outlets serving the cryptocurrency enthusiasts quickly found contradictions in the mainstream account built around WannaCry, noting how the incident was likely intended to serve Western financial elites by implicating Bitcoin in the cyberattack, thereby causing retail investors to vacate their positions. Indeed, in the events immediate prelude the fiat valuation of the entire crypto space more than doubled, from $25.5 billion on April 15 to $53.65 billion on May 11.

It is overwhelmingly a ploy especially given the SECs position as they are those who are pushing the [European Union] and [European Central Bank] to begin blocking users of cryptocurrency, in a vague attempt to regulate it, to control it, to scare people off.
If WannaCry is in fact an attempt to keep the public from using Bitcoin and its crypto peers, as is suggested by broad media attention, it appears to have been a colossal failure. As of this writing the valuation of all cryptocurrencies is approaching $70 billion USD. The week of May 15 has seen new records set by not only Bitcoin, but several of its peers, including Ethereum, Dash, Ripple, NEM and Monero.
In light of 9/11 and the continuum of often suspicious terror incidents punctuating the Wests War on Terror mainstream news media persist in matter-0f-factly accepting and promoting dubious events at face value, shorn of almost any historical, political, or economic context.
