Caribbean foreign ministers meeting for two days in Barbados from Thursday are to examine why countries did not vote as a bloc at the Organization of American States (OAS) to support or reject proddings from the United States for regime change in Venezuela and at least one prime minister has formally complained about the unusual breakdown of voting unity officials said this week.

Prime Minister of St. Vincent and the Grenadines Ralph Gonsalves has written colleague leaders complaining about the extent to which a small group of powerful nations within the hemispheric body was able to manipulate Caribbean member countries and break up their usual voting as a bloc when they were asked to support or reject a vote for the permanent council to meet to discuss ongoing political and economic upheaval in Venezuela.

CARICOM officials have acknowledged receiving the complaint from Gonsalves.

He did not call any names but officials said that the United States, Canada and a few in Latin American which are unfriendly to Venezuela, were part of the efforts to ensure that the OAS ramped up efforts to push regime change in the South American nation.

Gonsalves said in his three-page letter that a handful of powerful countries with an agenda of naked self interest has strategically invited select CARICOM countries to their meetings and ignored the others. In the result, they have succeeded in disuniting and weakening CARICOM countries whose only strength lies in our solidarity. This worrying development has been particularly manifest in matters relating to Venezuela.

We are all sufficiently seasoned political leaders to know that toppling a government will not end those conditions, particularly when there is no viable, electable single alternative to replace it.

Colin Graderson, an assistant secretary general at bloc headquarters in Guyana confirmed that the issue will be discussed at the foreign ministers meeting in Barbados starting on Thursday as usual foreign policy coordination efforts broke down at the OAS this time.

We always try as a body to coordinate our positions. That is usually the case but some of the countries in the Organization of Eastern Caribbean States voted in their own way. Others voted for, some against, some abstained and one was absent, Granderson said. CARICOM has 14 of the 34 votes at the OAS and is widely respected as a powerful bloc because it usually votes as a group.

Gonsalves also attacked Secretary General Luis Almagro calling him a chosen and willing tool of the rich and powerful in efforts to topple the Venezuelan government.

St. Vincent, Dominica, Antigua , Grenada, St. Kitts and St. Lucia are all members of the Venezuelan-led Bolivarian Alliance for the Americas and usually side with things Venezuela.

Some members of this same group were reluctant to support fellow Caribbean bloc member Guyana when ExxonMobil said that it had found oil off the Guyana coast. Venezuela immediately claimed the area, sparking a rearguard effort from Barbados and Jamaica to pull the region in line behind Guyana as the smaller states were hinting at either supporting Venezuela or by giving lukewarm diplomatic support for Guyana.

The letter was dated May 10 and is just being released as foreign ministers gather.

Wrapping up his missive, Gonsalves said suggested that colleague leaders not be ambushed into breaking our solidarity and aligning ourselves with fair-weather friends, noting that these same countries are the ones which lure our nations into supporting their agenda are the ones that are neglectful of our situation and who worsen them by their actions on matters such as the withdrawal of correspondent banking and branding our countries as money launderers, and drugs and firearms traffickers. When they have accomplished their objectives by breaking our solidarity through having some of us side with them, we will all be relegated to the margins of their concerns-only weaker than we were before.

The father of two young boys who were aboard a small plane that went missing near the Bahamas bared his pain as the hunt for the aircraft entered its third day.

I lost what I loved more than anything, James Ramsey told the Daily News on Wednesday.

I keep hoping its not real and Ill wake up. Wouldnt wish this pain on the worst person in the world.

Ramseys ex, Jennifer Blumin, and their two sons, ages 3 and 4, were traveling from Puerto Rico to Florida Monday when the twin-engine turboprop aircraft vanished from radar some 37 miles east of Eleuthera, Bahamas.

Also aboard the plane was Blumins pilot boyfriend Nathan Ulrich, 52, the ex-husband of actress Rae Dawn Chong.

The group was vacationing near the Puerto Rican town of Aguadilla.

The Coast Guard on Wednesday released a photo of debris believed to match the MU-2B model that Ulrich was piloting after discovering it a day earlier.

The image shows a piece of a plane seat and an engine intake plug, a safety device used when the plane is parked.

Were still working to find something with specifics identifying the plane, a Coast Guard spokesman said.

The Coast Guard recovered two plane seats and was working to collect more aircraft parts. No bodies or survivors have been found.

The Coast Guard cutter Bernard Webber and a Coast Guard C-130 from Air Station Clearwater, Fla., were leading the search. Through the night an EADS HC-144, a C-130 and an HH-60 helicopter were also involved in the hunt for the missing plane.

The rescue crews have searched more than 8,200 square miles, the Coast Guard said.

A National Transportation Safety Board accident investigator has been assigned to the case, officials said.

Blumin and Ramsey are well-known players in the citys events and design worlds.

Blumin, 40, is the CEO of Skylight Studios, a firm that transforms derelict New York City spots into dazzling event spaces.

Ramsey, 39, the CEO of RAADstudio, masterminded the planned Lower East Side underground park dubbed the Lowline.

They have two sons Phineas, 4, and Theodore, 3.

The heartbroken father posted a series of photos of his children and Blumin on his Facebook page.

In one of the photos, the two boys are seen sitting on Ramseys lap wearing matching navy bow ties.

I cant find the words, one of his friends wrote.

What awful, unthinkable, heartbreaking news, wrote another.

Ulrichs parents also released a statement.

We were devastated and shocked to learn that Nathan, Jennifer and her children have been missing since leaving from Puerto Rico on Monday, it read.

Nathan is our beloved son, brother and uncle and we wish for resolution as the Coast Guard search continues. Our prayers and thoughts are with the Blumin family and James Ramsey in this difficult time.

Mother, children and plane missing in the Bahamas | WPEC – WPEC

The Coast Guard says it has discovered a debris field in the search for a Florida-bound plane carrying a mother and her two children, and another man.

Authorities say the debris field is about 15 miles east of Eleuthera, Bahamas, about 15 miles from where the plane disappeared.

On board are Nathan Ulrich, Jennifer Blumin and her two sons, ages 3 and 4. Blumin is from New York. The Coast Guard says Ulrich is from New Hampshire.

Miami Air Traffic Control notified the Coast Guard when the MU-2B plane lost radio contact and disappeared from radar Monday at 2 p.m. It was lost at 24,000 feet, at a speed of 300 knots.

The plane left Borinquen, Puerto Rico, Monday morning at 11, and was en route to Titusville where it was reported overdue.

Coast Guard crews and authorities from the Customs and Border Patrol and the Royal Bahamas Defense Force are taking part in the search.

According to the Associated Press, Blumin is the CEO of Skylight Group, which provides event space around New York City. AP says she owned the plane through a consulting company.

Trump nominates Sanford Burnham trustee as Bahamas Ambassador – Orlando Sentinel

President Donald Trump announced on Monday nomination of San Diego business mogul and Sanford Burnham trustee Papa Doug Manchester as Ambassador to the Bahamas.

The position has been vacant since 2011, according to Bahamas daily newspaper Tribune242.

If confirmed, Papa Doug Manchester of California will serve as Ambassador Extraordinary and Plenipotentiary of the United States of America to the Commonwealth of the Bahamas, according to a White House memo.

Manchester was on Sanford Burnhams Board of Trustees in 2011 and after an absence, he rejoined the board in 2015, according to tax documents.

The future of the institutes Orlando campus is still unclear, but the remaining faculty continue to conduct their research and Sanford Burnham officials have said that they will continue to run the facility until they find a viable option.

Manchester is currently Chairman of Manchester Financial Group and leads his own charity organization, Manchester Charitable Foundation.

A well-known developer and philanthropist, Manchester is considered father of the San Diego Convention Center after his generous contribution of the property for its development, according to his website.

He acquired The San Diego Union-Tribune in 2011, which he then sold to Tribune Publishing Company now tronc, and parent company of the Orlando Sentinel -- in 2015. He has also bough several weeklies in San Diego.

In 2008, Manchester, owner of Manchester Grand Hyatt and The Grand del Mar, supported Prop. 8 in California, an initiative that would ban same-sex marriage. In response, gay and lesbian groups boycotted the properties, according to news reports.

An early Trump supporter, Manchester celebrated his election in a blog post in March, writing, for the first time, a true capitalist is in the White House, an incredibly smart man with a big heart and an amazing family. His entire focus is on doing what is right for America, not what is politically correct.

Ambassadors are confirmed by the U.S. Senate, although they could be rejected by the recipient country, which rarely happens.

President Barack Obama had nominated Cassandra Butts to the position in 2014, but she died suddenly last year and was never confirmed.

Offshore wind energy gears up to hook up – Cape Cod Times (subscription)

FALMOUTH As three offshore wind energy developers move closer to preparing construction plans for areas south of Martha's Vineyard and Nantucket, each will spend time this summer exploring where to install transmission cables to connect their turbines to the grid.

We started mobilization last week, Bay State Wind permitting project manager Pernille Hermansensaid Tuesday at a regional stakeholder task force meetingin Falmouth. That was one vessel, and we just mobilized another vessel yesterday.

The company has leased 187,000 acres south of the Islands from the federal government, alongside competitors Vineyard Wind, with 167,000 acres, and farther west, Deepwater Wind with 165,000 acres.

Deepwater Wind, which already has five turbines installed and in operation off the coast of Block Island in Rhode Island, is the furthest alongthe federal regulatory permitting path. The government expects to make a decision on the companys plans for assessing the lease site by year-end. With that approval, the company could erect meteorological towers or buoys to collect specific information about the area.

Bay State Wind has submitted a complete site assessment plan, which is now under review, and federal officials are reviewing the Vineyard Wind plan for completeness.

Vineyard Wind is estimating 2020 as a construction start date, according to a recent announcement about its new partner, Avangrid Renewables. Bay State Wind will be looking for the best transmission cable corridor this summer, mostly likely at the soon-to-close Brayton Point power station in Somerset.

Vineyard Wind is also looking for the best place to connect onshore.

We do know were going to interconnect onto the Cape, said Vineyard Power Cooperative President Richard Andre, representing Vineyard Wind at the task force meeting. Theres several locations from Barnstable to Falmouth.

Vineyard Power partnered with Vineyard Wind in 2015 on the project.

The company has worked with town leaders on the Cape, and the survey company is working with groups that might have concerns, including about the effect on fishing fleets, Andre said.

The survey for Bay State Wind will likely take three weeks, with a start date depending on the weather, Hermansen said. The company is considering the coal-fired Brayton Point station because the existing switch yard doesnt need a lot of upgrades.

Cost wise it makes pretty good sense because its in pretty good shape, said Lauren Burm, spokeswoman for Bay State Wind.

Deepwater Wind will be doing more analysis, with on- and off-shore surveys and talking with community members before deciding on a transmission cable route, said Deepwater Wind spokeswoman Meaghan Wims.

It will involve input from many different stakeholders across Long Island, Wims said.

While the company will first develop one corner of its leased acres near New York, plans to expand.

We are planning that full buildout, said Aileen Kenney, vice-president of permitting and environmental affairs for Deepwater Wind.

All three companies will be focused, too, on a request for proposals expected at the end of June from the three electric distribution companies in Massachusetts, which will solicit bids from offshore wind power businesses that want to sell their energy under state guidelines. Bay State Wind is a collaboration between utility giant Eversource Energy which distributes electricity on the Cape and Vineyard, as well as in other parts of the state and New England and DONG Energy, which has built more offshore wind turbines than any other company in the world, with 21 offshore wind farms in operation and another seven under construction.

Each company has also hired at least one person to reach out to local fishing interests, as part of the best management practices recommended by the federal Bureau of Ocean Energy Management.

They do not attend meetings so people like myself are critical, James Kendall, who has been hired by Vineyard Wind to reach out to the fishing community, said about fishermen.

Federal officials are also preparing for an auction of two unleased areas south of the islands, given that two other companies have expressed interest in one of the areas. While one person at the task force meeting suggested fewer companies could increase the chances of cooperation in the overall offshore wind energy effort, Massachusetts Clean Energy Center Offshore Wind Director William White advocated for more developers.

More competition drives down rates for ratepayers, White said.
